Rare bird draws crowds to canal
A rare visitor is attracting birdwatchers to a north-east Norfolk beauty spot. Eagle-eyed bird enthusiast Robert Cobbold, from North Walsham, first spotted the blackbellied dipper on the North Walsham and Dilham Canal at Ebridge on 28 December. Since then birdwatchers have been flocking to the area and the dipper has been seen dozens of times along the canal between Ebridge Lock and Briggate, one-and-a-half miles away.
The bird, which has probably come from Scandanavia, is a rare visitor to Norfolk. The last confirmed county record is believed to be one seen on the River Thet in Thetford from early November 2012 until late March 2013. It was joined by a second bird towards the end of its stay.
Local birding expert James Appleton is especially delighted at the dipper's arrival on
the canal as it has family connections for him dating back more than 40 years.
His late father Claude spent much of his childhood living in a cottage at Ebridge Mill. In 1974, when the mill was still working, Claude, alerted by a mill worker, saw his first Ebridge black-bellied dipper and James, then aged eight, remembers watching it through a window.
Then, almost exactly 20 years ago, on January 1 1999, his father found another black-bellied dipper on Ebridge Mill Lock. "Just like the current bird, it would feed at Briggate as well as Ebridge Mill and stayed until late February/early March delighting 100s of birdwatchers," said James. "The canal is pretty much the habitat a wintering dipper requires - it’s certainly finding lots of food."
Britain has its own resident dippers, with chestnut underparts below a white bib, chiefly found west of a line drawn south along the Welsh border and north of the Peak District National Park in areas with clean, usually quite fast-flowing water, weirs and waterfalls. The black-bellied dipper is a subspecies and a rare visitor to the UK.
Jo Waite, who lives in an apartment in the now-converted Ebridge Mill, said that there had even been three birders in position before 8am on New Year's Day,

anxious to spot the foreign visitor. "We have a family of teal which spend the winter on the canal here. Also kingfisher, egret, dabchick, mallard, mute swan, coot and moorhen," she added.
"In addition we see water voles and otters. The range of wildlife to which we are treated is growing all the time. If you can take your eyes off the water and look up you may see buzzards, red kite and skeins of beautiful geese passing by."

Holt & District Probus Club
Members of Holt and District Probus Club celebrated Christmas in some style at The Feathers Hotel in Holt. After a delicious vegetable soup came the turkey with all the usual trimmings.
Afterwards, Pat Alker paid a second visit to the Club. She previously came in August 2017 when she spoke about Project Dukem – through which she and her husband raise money to support the education of children in Ethiopia. Pat’s talk this time was on the Anglo-Zulu War.
Pat illustrated her talk with a number of pictures of the locations of the events in the war, culminating in the famous battle at Rorke’s Drift.
Pat has visited the location of the Zulu wars – but her speaking engagements are nevertheless to raise funds for Project Dukem and the Ethiopian children.
Market Towns Initiative : Second round of grants available
Nearly £130000 still in the pot for improving north Norfolk towns
The second round of funding is now available in an initiative to help improve market towns in North Norfolk.
Four towns – Holt, North Walsham, Fakenham and Stalham – have already received a total of more than £270,000 from the Market Towns Initiative for community projects designed to improve their economic vitality.
Each town was able to bid for £100,000 to spend on projects enabling them to take part in
the development of their economic future. The money comes from a total pot of £400,000. The second round of applications is now open to access the remaining money with the closing date of 12 February. Community groups will again be able to work with the council to put in the bids.
Rangers leading fresh effort to tackle anti-social dog owners. Environmental rangers are stepping up their patrols as part of an ongoing bid to tackle the blight of dog mess in North Norfolk.
Sheringham Prom will be one of the places that will see increased monitoring by the North Norfolk District Council rangers because of an increase in reports of the problem there.
“An increase in dog mess often happens when the clocks go back and the evenings get darker, but that is not an excuse,” said Cllr Nigel Lloyd,

Big Society Fund – Latest round of funding announced
New round of grants worth more than £63000 The latest round of Big Society Fund grants have been agreed, with North Norfolk District Council supporting a wide range of groups, including Holt United Football Club, Cley Harbour, the North Walsham and Dilham Canal Trust and two village halls.
Since the Big Society Fund started in 2012, NNDC has awarded over £1,827,861 to 240 community projects in Norfolk including this round.
The committee which oversees the grants meet quarterly to decide which projects to fund. This time they approved grants totaling just over £63,000.
Here are this quarter’s recipients : • Dilham Village Hall (£7,500) – to be used in the first instance for the purchase of play area safety surfacing, any balance remaining should be put towards play equipment identified in the application • Gt Ryburgh Playing Field (£5,300) – to purchase and install a hexagonal swing, safety surface and remove the old equipment • Holt United Football Club (£2,700) – to
purchase a ground slitter and line which will Improve the condition of the pitch by allowing more air into the soil • North Walsham and Dilham Canal Trust (£14,980) – to purchase a second hand self-propelled aquatic plant cutter, its transport trailer and a compact tractor fitted with a front loader and outreach cutter arm • Honing Village Club (£2,300) – to refurbish the clubroom in the village hall, by replacing the furniture and upgrading the lighting and heating • Holt Discharged Soldier & Sailors Federation Allotments Society (£6,600) – towards the purchase of a second hand building with a communal area, a sink with running water and toilet facilities • Cley Harbour (£9,000) – towards the hire of an excavator to dredge the river Glaven between Cley tidal flood gate and Salthouse main sluice • Cley Parish Council (£15,000) – contribution towards building a unisex disabled community toilet

Dudgeon grant encourages tomorrow's engineers
A grant from the Dudgeon Offshore Wind Farm's Community Fund STEM Programme is enabling Sheringham High School to lead an innovative robotics development project for students from six Norfolk schools.
Sonja Chirico Indrebø is the Power Plant Manager of the Dudgeon Offshore Wind Farm operated by Equinor. She recently met a number of the students involved in the project when she visited Sheringham High School and commented "Among these students are tomorrow's engineers, vital to the future success of many industries. Norfolk is now a hub for the UK offshore wind industry, a sector which will continue to offer career opportunities for engineers for many years to come. There is a recognised shortage of engineers across the UK, so I believe it is very important that Equinor, as a major offshore wind farm operator, takes an active role supporting projects and initiatives which are designed to encourage students to embrace STEM education and give them hands-on experience of technology."
The project is designed to give students opportunities to observe and develop the STEM skills of science, technology, engineering and mathematics beyond the classroom curriculum, and to increase student uptake in GCSE and A-Level STEM subjects.
It will also expose students to the 2019 Robotex Expo international robotics competition in Estonia that will feature technology and engineering companies from all over the world.
In preparation for the format of this competition, the 2018/19 project requires students to develop sumo wrestling and line-following robots. Using Lego EV3 kits, the students design, build, programme and command autonomous robots (known as ‘bots'), enabling these ‘bots' to be capable of a range of actions including walking, shooting, slithering, sliding, spinning and slamming. The Lego kits include a sumo wrestling practice ring and a line-following practice mat.
Charlotte Gardener is the Science Teacher at Sheringham High School who is co-ordinating the project; the other participating schools being Alderman Peel High School, Cliff Park Ormiston Academy, Fakenham Academy, Nicholas Hammond Academy and Stalham High School.

Pictured is little Rosie, she came in at only 150grms and with one of her rear legs very swollen. She is on a 10 day course of antibiotics and we lanced it to relieve the pressure. Just over a week on, the swelling has just about gone and she is eating well and gaining weight. Solar panels to be installed at North Norfolk District Council The installation of Eco-friendly PV panels given the go ahead by Councillors
Councillors have given approval of the planning application for a 150 kilowatts Photovoltaic (PV) array of 390 solar panels on the roof of the Council offices at Cromer. By using these panels the Council will be making use of a sustainable power source and cutting down on their reliance on fossil fuels. The decision was made at the first North Norfolk District Council Development
Committee meeting of the New Year. This level of reduction not only helps the environment but it also cuts costs of council spending, this money can then be used for investing into North Norfolk. After the initial investment of £225,000 the Council predict a substantial saving for every year after installation.

Today, blended families are more common than ever, with a growing number of step-families and blended families who are raising children from their previous and present marriages. Consequently, it's important to regularly review your Will to ensure it's still fit for purpose and reflects your current personal circumstances.
Writing a Will does not need to be a lengthy process, after the first appointment, initial draft Wills are usually sent out within 10 working days. Once you are happy with the Will, a further appointment is made for the Will to be signed and witnessed. It is then usual for the legal provider to hold a copy of the Will until it is needed by the family.
We encourage our clients to review their Wills every three to five years, both to ensure that their wishes are up to date but also to consider changes in the law or tax system which may have a personal impact. By way of recent example, in April 2017 the government brought in a new Inheritance Tax (IHT) allowance. This allowance is essentially available on death to anyone leaving a residential property to their children, and is excellent news for many individuals and families who will see huge tax savings as a result. However, the legislation is complex and Wills made prior to 2017 are often drafted in such a way as to prohibit or limit access to this new allowance. A simple thing such as an age contingency on a gift to children or grandchildren, i.e. for my grandchildren at the age of 18, could mean the loss of this allowance.

NNDC officers are warning food businesses about the dangers of carbon monoxide poisoning
The Council are aiming to raise awareness of the dangers of carbon monoxide poisoning Businesses that burn charcoal indoors are being asked to check the suitability of their extraction and ventilation systems in removing the carbon monoxide that is produced as part of the process. The installation of hardwired carbon monoxide alarms is also being advised. North Norfolk District Council’s Environmental Health Department are addressing the dangers of carbon monoxide poisoning from burning charcoal indoors, after a recent inspection identified high levels of carbon monoxide gas from a charcoal oven in a commercial kitchen. The visit resulted in an enforcement notice being served on the business, requiring them to stop using the equipment. Carbon monoxide is produced by incomplete combustion during the burning of fossil fuels (for example charcoal) and high levels can be produced in confined spaces such as kitchens, where there is inadequate ventilation.

Richard, a former first-class cricketer and teacher, learnt about WJJB, his late wife’s great great uncle in the 1970s. With retirement he was able to look closely at the considerable achievements of WJJB as a photographer, archeaologist and artist and write his very lavishly illustrated book. Copies of his book will be available at the meeting and all proceeds will go to Norfolk’s cancer charity, The Big C.

SNOW DROP SUNDAYS & ART EXHIBITIONS
As has been tradition for some years now, St Margaret’s Church in Thorpe Market will be flinging its doors open in the Spring to welcome visitors who trek for miles to come and visit the snowdrops in the churchyard on the four Sundays in February.
We also host rotating exhibitions by local and visiting artists in the church.
‘Love My Garden’ from Groveland Farm Shop will be selling a selection of beautiful spring plants. We will also be selling honey produced by bees from our Hazel Grove by bee keepers Ken & Theresa Caves. Woodland crafts from ‘Wrong’s Covert’ and ‘Silver Wood Studio’ will also be for sale. Finally, but no less important we welcome you to taste the delights of our home-made spread of cakes and refreshments.
In 2018 we broke all records for numbers of visitors and for the funds raised for the church’s upkeep. The snowdrops attracted over
1200 visitors over four Sundays. Our many volunteers come from outlying villages Trunch, Southrepps, Northrepps as well as Thorpe Market. Without them none of our fund-raising efforts would be possible at the church, especially the homemade cakes that have been so much in demand that we produced our own collection of recipes for sale.
Last year we had live organ music and a ‘Cantamus’ singer serenading us with wonderful music from the pulpit. We hope to offer this again.

North Norfolk Photographic Society hosted a 3-way competition with camera clubs from Buxton and North Walsham on 5 December. The judge was Adrian Stone who bravely came to Holt through the rain from Peterborough to look after things.
Each club submitted 20 photographs, and each was judged and given points out of 10. There were just three images given 10 out of 10, all from North Norfolk Photographic Society’s members. At the end of the evening, it was seen to have been a close match, but North Norfolk won with 177 points against Buxton's 171 and North Walsham's 170.
The 3 given full marks were ‘Laura’ by Malcolm English, ‘Homeward Run’ by Paul Keates and ‘Rush to the Worm’ by Paul Richards.

Panto Success at Northrepps Northrepps first ever Pantomime was a real success.
On Friday 7 and Saturday 8 December, Jack and the Beanstalk was seen by a very happy audience of over 300 adults and children at the capacity sold out performances.
Northrepps Village Hall was beautifully transformed into a magical theatre by Blackout, the company that supplied the lighting, rig, and theatre drapes. Super talented Rachel Lamb, made and painted all the scenery and props, which bought the pantomine to life.
The adaptation written by Gavin Smith, starred a cast of colourful characters all wonderfully portrayed by local residents. He wrote the script to reflect historical village references and people, bringing a quirky and humorous version of the original fairy tale.
The show included songs and dance plus choral narration lead by Top Banana’s front man Dave Burns.
Based in the mystical village of Toprepps, we saw Jack and his mother struggling against increasing rent and an even bigger bar bill! Along comes a dancing cow and a mysterious character looking for the coffee mecca of Cromer! The plot thickens with a giant beanstalk that grows to the rafters during a magical dream sequence with twinkling stars and little dancers from Georgie Prior’s dance school, ‘Live and let Dance’.
Havoc ensues when Jack steals a Golden gallus plough from the giant. But in true panto style it all ends well, with Jack and his mother growing solid gold potatoes.

Holt Festival is an award winning annual feast of the arts taking place in the charming North Norfolk Georgian country town in the last week of July that returns for the first time under the new permanent Artistic Directorship of Lady Anwen Hurt. Members reap benefits of golf club recruitment drive
A recruitment drive at a Norfolk golf club is literally paying off for members. The first year of a three-year vision at Mundesley Golf Club has generated an extra 70 members.
And it means all members will enjoy a reduction in subscription fees, along with extra bonuses of a free lesson with pro Ryan Pudney, and a £10 voucher for balls on the driving range next door to the coastal course.
The initiatives at the Club also see tee sponsorships from local businesses including holiday parks and hotels, whose guests will benefit from green fee offers.
Andrew Keates, Chairman of the Business and Finance Committee behind the drive said “This shows we are a club moving forward, and how we are keen to be accessible to a range of existing and potential golfers.
“Our nine-hole course is particularly attractive to older people wanting to keep fit and make
friends, as well as youngsters, and those people who don’t always have time for a full 18 holes of golf.”
The £20 reduction in standard subscriptions, coupled with the added incentives, was a package worth around £75 to members. The vision at the 117-year-old club aims to promote stability in a competitive and changing golf scene. It also includes: a shorter Academy course for beginners, juniors and seniors; deals for new and weekday members; encouraging more corporate and society visits; extra ride-on buggies and developing the driving range.
“There is a lot more to do, but we have made an excellent start on our three year vision, to make us a welcoming, affordable club appealing to a variety of golfers,” he added. The success was reported to the annual meeting by Chairman Donald Stuart. The results of a member survey were also shared at the meeting, with many positive comments including praise for the professional, the

A Norfolk coastal golf club will have a husband and wife team of captains at the helm this year.
David and Diana Clarke become club and ladies’ captains at Mundesley on New Year’s Day – hitting a ceremonial drive before a social ‘scramble’ event.
It means a busy 2019 for the pair from Felmingham near North Walsham – organising matches and teams, and representing the club. David, a retired chemistry teacher who is chairman of governors at Colby Primary School, plays off a handicap of 20.
Diana (28 handicap) worked in health service management, including eight years as chief executive of the North Norfolk Primary Care Trust.

2019 probate court fee hike is taxation by the back door Miranda Marshall, Director, Hayes + Storr Adam Smith, the founder of modern economic principles and the darling of many right of centre politicians, established the three essential duties of government. In his 1776 ‘The Wealth of Nations’ he stated these to be national defence, administration of justice (law and order) and the provision of public works and the public institutions that facilitate trade.
The government’s justification for the proposed hike in probate court fees is ‘access to justice’. They argue the need to raise funds for an effective court and tribunal service. They are expecting a group of vulnerable people (the bereaved) to pay to run the court system. In doing so they are failing in their fundamental duty, as second-stated above. In the UK we do not have ‘hypothecated taxation’; we have general taxation, national insurance and VAT. We should not be paying for public services out of fees paid by users of associated services and arguably, not by users of the service at all. For example, those of us that pay tax, support the NHS whether or not we use it. We pay for schools, whether or not we have children.
This is a tax-raid. There is no more work for the probate court in issuing a grant of probate of a Will on a large estate than a small one. The system is exactly the same and there is no value-related element in the court’s work. 85% of estates are to be liable for the higher fees.

At present a flat fee is paid of £155, for applications through a solicitor and £215 for applications without.
Under the new sliding scale, which is proposed from April 2019, one in five families can expect to pay £2,500 in probate court fees on estates of more than £500,000. Admittedly, for estates below £50,000, where increasingly no grant of probate is needed anyway, there will be no fee at all. The increased fee could even fall on a widow continuing to live in the marital home. Estates between £50,000 and £300,000 will remain little-altered at £250, while the maximum fee of an eye-watering £6,000 will fall on estates of over £2,000,000.
It is wrong and ill-founded to expect the bereaved in England and Wales to pay the cost of upgrading the courts, when the bereaved in Scotland and Northern Ireland will not. I doubt that we would object if the proposed increase was in line with inflation or according to the Scottish or Northern Irish scales. Ministers backed-off the changes prior to the 2017 general election in the face of criticism but have back-tracked. It is small-comfort that the maximum fee has been cut from the 2017 proposed figure of £20,000 on estates of £2million and over.
The Brexit-embattled government was not brave enough to announce the changes in the Budget; rather they will be enacted via secondary legislation.

Even better, it was all for a good cause. This year the popular panto raised money for Hospice Ethiopia UK, the Norfolk-based charity whose work helps thousands of desperate people in Africa.
“It was really a very different sort of panto,” says co-director and Class 5 teacher Jill Morgan. “The mash-up saw lots of different
classic pantomime characters desperately trying to get a plot together – before things get swept up in a sort of souped up Noah’s Flood… I’m pleased to say the children took to it like ducks to water… which perhaps is just as well!”
The children worked really hard and put on a show that featured singing, dancing and, of course, plenty of cheers, boos and jokes. MP seeks meeting with Health Secretary for those let down by NSFT
Following the Care Quality Commission’s damning report on the Norfolk and Suffolk Foundation Trust, Norman Lamb MP has asked the Secretary of State for Health to meet with people who feel let down by the Trust.
Mr Lamb, the Liberal Democrat MP for North Norfolk, met with constituents in Sheringham on 30 November to discuss the lack of services for those with mental health needs, and what can be done to improve them.
Days earlier, the Care Quality Commission recommended that NSFT remain in special measures and renewed its rating of Inadequate overall

Mr Lamb said “It was clear from the meeting that many people feel seriously let down by mental health services in North Norfolk. Some who were there had lost loved ones through suicide.
“The CQC’s own assessment is damning, and what makes it worse is that it’s a continuation of the last inspection which also found the Trust to be inadequate, indicating that there has been a serious failure to improve services.
“The Health Secretary has signalled to me personally that he is taking a personal interest in the steps needed to address the CQC’s damning report. I hope he will therefore agree to meet with me and people whose lives have been affected by the failure of the mental health services. I would be keen for other MPs to attend as well."

This month we have a guest reporter – Andy Jones, one of the newest members at the Club but one of the most enthusiastic, has put together his story for us.

Festive service brings schools together
Children from a Cromer school celebrated the festive season at a Christmas service featuring pupils from academies across Norfolk and Suffolk.
Held at the medieval St Andrew’s Hall in Norwich on Wednesday 12 December, the Inspiration Trust’s annual Christmas service featured readings, carols, and music by pupils and staff from its schools in Cromer, Great
Yarmouth, Norwich, Lowestoft, and Thetford. Cromer Academy pupil Anwyn Chapman opened the concert with the solo of Once In Royal David’s City as a candlelit procession led through the hall.
Joint choirs and orchestras from the Trust’s primary and secondary schools performed traditional festive pieces including Away in a Manger and Gaudete, and pupils and staff gave traditional readings telling the story of Jesus’ birth.
The audience joined in for hymns including O Come, All Ye Faithful and Hark! The Herald Angels Sing.
Good start to 2019 for Aylsham Chess Club
Thanks to in-club fundraising and the generosity of awards from the Aylsham Show and Aylsham Town Council, Aylsham Chess Club is investing in additional English Chess Federation compliant equipment to allow even more people to enjoy playing competitive and social chess in 2019 and beyond.

Inspiration Trust chief executive Dame Rachel de Souza, who read the final lesson on the mystery of the Incarnation, said “We are delighted to bring our pupils and families together for this joyful evening, which is one of the cultural highlights of our school year. To perform in front of family and friends in such a beautiful venue is an experience that we hope will stay with our young people forever.”
