North Norfolk District Council install WW1 Tommy figures
The figures will raise money for armed forces charities
A third Tommy has been erected in Holt Country Park and a fourth, smaller 30 centimetre Tommy has been installed in NNDC’s main reception.
Three six foot tall Tommy silhouettes have been installed on land belonging to North Norfolk District Council as part of the centenary commemorations of the end of World War One.
North Norfolk District Council’s Cromer office has become home to two of the silhouettes, which have been created as part of the ‘There But Not There’ 2018 Armistice project for the charity Remembered.
The project is described as being 'the defining centenary commemoration of the end of the 1914-18 war' and aims to commemorate, educate and heal.
By purchasing the three Tommies, NNDC has helped fund such veterans’ charities as The Royal Foundation’s Armed Forces Programmes, Help for Heroes, The Commonwealth War Graves Foundation and many more.
The life-sized Tommy figures will stand alongside the existing 'Poppies in Steel' metallic sculpture installed in 2015 to commemorate centenary of World War One.
A service of remembrance for staff and elected members was held to officially dedicate the Tommies on 9 November.
North Norfolk District Council is also marking the Armistice centenary by giving packets of Flanders poppy seeds to local organisations including Town and Parish Councils, schools and care homes in North Norfolk. The organisations are being invited to sow the poppy seeds as a symbol of remembrance and respect for all those whose lives have been impacted by war. Once sown the number of poppies should increase year on year and will provide an annual glorious display of colour and a visible lasting legacy across North Norfolk. Cllr Nicholas Coppack, Chairman of NNDC, said: “Although this year marks the hundredth anniversary of
the armistices we must never forget the sacrifices, not just from our service personnel but the millions of civilians who died during the last dreadful two World Wars.
“We will continue to remember them. These poignant statues are a permanent reminder of the loss.”

Toll Barn & Friends raise £550 for MacMillan
Nola Bethel, the staff clients and friends raised a super £550 for MacMillan Cancer Support at their Coffee Morning last month.
All the funds raised were donated to MacMillan Cancer Support North Norfolk and that means that all the funds are ring-fenced for use in North Norfolk.

Christmas at the Heritage Centre Aylsham
The weather has definitely taken a wintry turn and so we turn our attention towards festive activities at the Centre.
Our 6th annual Breakfast with Santa, described by one of our regulars as “a wonderful intimate tradition our family loves” takes place on 2 December in Aylsham Town hall 9.30am – 11.30am. Tickets include breakfast, crafts, time with Santa and a gift, all rounded off with a story session. Tickets are on sale now £6.50 per child and £3.50 per adult. Far too many children still being Christmas woodland trail at Holt Country excluded from school in Norfolk, says Park this December local MP North Norfolk District Council is hosting Father Christmas in a pretty woodland North Norfolk MP Norman Lamb’s accusation comes as new figures reveal that 263 students were permanently excluded in the last academic year in Norfolk.
The Norfolk County Council data, obtained by Mr Lamb in a freedom of information request, also shows that 57 students were still waiting to be found full time education by the end of the year. These revelations comes as the Government’s latest available data places Norfolk amongst the local authorities with the highest rates of permanent exclusion in England. For the 2016/17 academic year, Norfolk ranked 13th out of 184, excluding 0.18% of its total number of pupils. Only Bedford has a higher permanent exclusion rate in the East of England.

Holt Country Park will be hosting a Christmas trail through the woods. Children and families are invited to come along on 19 and 20 December to meet Father Christmas and his farm animals, a small toy will be given to every child.
In addition to meeting Father Christmas, children will also learn how animals are traditionally used in woodland management to help increase wildlife species.

North Norfolk District Council invests in equipment to enable larger groups of eco-aware individuals to
partake in campaign North Norfolk District Council (NNDC) has boosted the number of litter pickers available along the coast following the huge popularity and success of the #2minutebeachclean campaign.
NNDC has received enquiries from larger groups keen to join in the campaign and these new pickers mean that even more people can get involved. NNDC also provides thick plastic bin bags with hoops and will collect the rubbish the groups find at the beach. It means that more people can use the beach-cleaning equipment, which has been available for smaller

The #2minutebeachclean has been a popular activity for many along the North Norfolk coast since they were introduced in 2017. An additional five beach clean boards, sponsored by NNDC, were installed in April this year and have continued to be popular.
The most recent group that has taken advantage of the litter picking equipment was a sales team from Mars Wrigley Confectionery. They undertook the beach clean as part of their volunteer program and wanted to do something for the area covered by their sales division. Lifeboat training - on a canal Think ‘lifeboat’ and most imagine vessels launching into choppy seas. But along Norfolk's vulnerable coastline crews must also hone their flood-rescue skills, especially with the approach of winter.
Volunteers with Mundesley Independent Lifeboat have been practising their swift-water rescue and water-entry techniques five miles inland from their seaside home, on the North Walsham and Dilham Canal.
Coxswain Colin Plummer had 12 of his 20-plus crew of volunteers at Ebridge, including juniors, and they kept busy refining techniques a little upstream from the walkers, fishermen and model-boat enthusiasts enjoying Ebridge Mill Pond.
The lifeboat men and women were practising saving lives in situations like the storm surge of December 2013 when the crew rescued 42
stretches of the unique canal, which is Norfolk's only sailing canal with locks. Volunteers of all ages and abilities are needed for roles ranging from wet and muddy to dry and cosy. Contact the trust through its website: www.nwdct.org or via its Facebook page.

Date for third Big Society Volunteer Awards announced
Ceremony set to honour our local heroes North Norfolk District Council has announced that the latest Big Society Volunteer Awards will take place at Sheringham Little Theatre on 29 November.
Nominations for the awards are up by a third from last year and the judging panel has some tough decisions to make. The nominations will be whittled down to three finalists in each of the seven categories.

Hedgehog Haven
This little hoglet came into care on 12 September. With his eyes open and teeth through, he was approximately four weeks old. The poor little boy was found nudging his deceased mother who unfortunately had been killed by another animal.
With the time for hibernation approaching, at only 90g even with his mother, it would be
unlikely that he would have survived, He is doing well and will be with me over winter.
Bonfire night is fast approaching - a nice big pile of wood makes an excellent home for a family of hedgehogs, so please, before lighting your bonfire, check underneath for any animals nesting there. Thank you.
Empty homes – Council action to help get properties back into use
North Norfolk District Council has been pioneering an award winning approach to bringing empty homes back into use across the district
Using an ‘enforcement board’, collaborative approach for the last four years the Council has helped to bring hundreds of homes back into use through a wide range of action from working together with owners to support renovations, demolition and re-building to taking enforcement action and undertaking compulsory purchase where owners fail to make positive changes.
Currently, less than 1% of North Norfolk’s housing stock is classed as being empty which is below the national average. In the last twelve months, North Norfolk District Council has reduced the number of empty properties by 20% from 603 to 482.
Where necessary, an application for a Compulsory Purchase Order could be made, which would see the homeowner instructed by the Government to sell their property to the Council. In February this year, the Council successfully completed the compulsory purchase of two properties in Sculthorpe that were left empty since they were built in the late 1990s.
In many cases, long term empty properties are associated with anti-social behaviour, including illicit drinking and drug-use and blight local communities. Properties left empty can fall into disrepair and become dilapidated and dangerous very quickly. North Norfolk District Council will take action against owners who are not prepared to get on with the job of returning a property back into use and will use enforcement powers where necessary.

Second year of celebrating the best in the district gets under way
The second North Norfolk Business Awards are now open for entries – and businesses across the district are being encouraged to put themselves forward to win one of the prestigious titles. The 2019 awards (#NNBA19) are being organised and hosted by North Norfolk District Council. The 2018 awards, which were held back in February, saw scores of entries, and it is expected that the competition will be even stronger this time. Following feedback, the number of categories has been increased to eight with the introduction of a Small Business award. It means that businesses of all sizes and in all sectors should be able to find a suitable category to enter. The awards are free to enter.

Sunlight catches autumn leaves spiralling from woodland trees, seagulls cry and fly inland for tasty titbits left by hand. The air is cool and crystal clear, it is my favourite time of year, I must get out into the sun and take my dog, Ben, for his run. There’s something new to see each day when we walk the country way, gone has the traffic and the noise – we’ve left behind those rowdy boys. I can feel the silence here, it’s just the same throughout the year, and in the quietness notice things like rabbits, mice and fluttering wings. The odd wild flower beneath the trees shows bright amongst the russet leaves. Peace and tranquillity I find here in the autumn of the year. Diane Berthelot

North Norfolk Photographic Society welcomed Roy Essery to their meeting on 17 October. Roy is an eminent photographer from Colchester and he came with photo prints which he called the ‘Unseen’.
That is to say, pictures he likes, but have mostly not been shown in competitions – so have not been seen by other photographers.

Roy described himself as a people person – he likes taking photos of people and gave advice to members on how to approach someone who he wanted to photograph. Basically, be polite, be unafraid and without telling the proposed subject that he or she is beautiful, to say perhaps that he or she has an interesting face. But above all to be bold and polite.
Showing a still-life picture, he emphasised that still-life pictures were perhaps the one area where everything is under the photographer’s control.

There was head-scratching a plenty at the Copeman Centre at Briston on Saturday 20 October when 18 teams of four pitted their wits against the audio and visual questions that came up thick and fast on the big screen! Ageing hands - in reverse! What is the difference between these 2 hands?

Government considering closing ‘holiday homes’ tax loophole following Norfolk MP’s efforts
The Government has announced a consultation on business rates treatment for holiday homes after Norman Lamb MP and local Liberal Democrats highlighted a loophole which allows homeowners to avoid paying tax on second homes.
Following a freedom of information request this summer, Mr Lamb, the MP for North Norfolk, discovered the loophole is costing Norfolk councils a staggering £1.8 million in 2018 alone. Mr Lamb and local Liberal Democrats have been campaigning for the Chancellor to close the
loophole, and a petition by Mr Lamb on the issue was signed by 1,769 people.
Now the Government has announced a consultation on the criteria under which holiday homes become chargeable to business rates rather than council tax, citing a concern that some owners of properties that are not genuine businesses may seek to reduce their tax liability by falsely declaring that the property is available to let.

In England, any property that is “available to let” for 140 days or more per year can be registered as a holiday business. Holiday homes with a rateable value of less than £12,000 are eligible to receive 100% small business rate relief, meaning that the owners do not have to pay any tax on the property. Mr Lamb said“It is encouraging that the Government has listened to concerns raised about this unfair loophole. Hard-pressed residents in North Norfolk are paying higher council tax bills to fund vital local services, while some owners of second homes that are registered as holiday lets are getting away with paying no tax at all on that property. All the while, this loophole is costing councils a staggering sum of money which could be spent on care for elderly people, children’s services or housing for local people.
“I hope the consultation will be delivered without the delay, and I will be writing to the Chancellor to ensure that is the case.”
Two Fishermen Rescued at Sea
On Monday 5th November, six miles north north west of Wells-nextk\jsb.;hsvbc;sjb;jh the-sea, a fishing vessel, named “Lainy”, capsized after losing electrical power. At 2.22 pm the men sent a mayday call to the coastguards as the vessel was sinking.
A Belgian military helicopter spotted the two men and dropped a life raft. The Belgians then guided the RNLI to the scene. The two men were recovered from the water, still conscious and in life jackets, at 3.04 pm after approximately 30 minutes in the water.

Soon after, a rescue helicopter arrived to take the men to Norfolk and Norwich University Hospital. The two men are safe and have been supported by the Wells fishing community.
According to the spokesman for the Lifeboat it is not the first time a boat as gone down in the same area.

Pushing the boundaries Neighbour disputes and how to resolve them

Neighbour disputes are nothing new and can arise for many reasons. One of the most common neighbour disputes relates to boundaries. Boundary disputes are often complex, and as the parties are frequently emotionally involved, it can be stressful and therefore important to try and reach a resolution as soon as possible, although it is not unusual for parties to be arguing over very small areas of land over long periods of time.
Parties will usually consider their boundary to be marked by a physical feature on the land such as a hedge or fence but these structures are not always consistent with Land Registry plans. It is often only when physical features such as these are removed or called into question that the actual position of the boundary is queried.
The first attempt at resolving any boundary dispute should always be to approach your neighbour first to see if there is a way forward to resolve issues amicably between you. This is not always possible and depends on the extent of the issue, how long it has been going on for and the relationship between the parties. As each dispute is factually different, a solicitor can provide specific advice on the issues you are experiencing and on the best course of action to try and resolve matters.
Initially it is important to establish the boundary from deeds, documents and evidence, and consider whether they have been amended in any way – perhaps by informal agreement or by one party’s conduct over time. If you have tried to resolve the issue directly with your neighbour but your attempts have been unsuccessful, a solicitor can write to your neighbour to set out your position and try to work towards a satisfactory resolution for all parties.
There are occasions when correspondence between the parties still does not resolve matters. Before embarking on Court proceedings which can be an expensive process and take many months, the parties should consider Alternative Dispute Resolution. This is a term used to describe a range of formal methods for resolving disputes which can include mediation, adjudication and expert determination. If the parties cannot agree to resolve matters this way, or if mediation has been attempted but no agreement reached, then ultimately Court or Property Tribunal proceedings will be the final stage.

Hospital Ladies ‘dare to bare' for Cancer!
Brave nursing and admin staff from Cromer & District Hospital have decided to 'strip off and stand up to cancer' in order to raise funds for the redevelopment of the old Davison unit which will become a new chemotherapy unit for local people.
Julie Shaw, Waiting List Co-ordinator for the Muriel Thoms Day Procedure Unit, came up with the idea whilst watching ITVs 'Full Monty Ladies Night'.
Having approached the staff on the Unit and received a positive response, she then opened it up to all female staff and the numbers grew. Receiving positive support from the male staff (inc the Chief Exec!) the project was underway.
The Grove Hotel on Overstrand Road, Cromer kindly agreed to the use of their setting for a photo shoot across two weekends with two local photographers, Lucy Stevens of Patricia Jean Photography and Andrea Hudson who also offered to give their time and photos for free. Help with the formatting and printing was covered by Colourprint of Norwich who kindly offered a much reduced rate to allow as much profit as possible to the charity. The Hospitals Facilities Management also offered a generous donation toward the printing costs.
The 'Calendar Girls' is now on sale at the Hospital, Friends pop up shop (open Tues & Thurs 11-4) and The Grove, retailing at £10.
It is hoped to sell 350 copies. For patients with cancer and their healthcare team, the ‘ringing of the bell’ is a significant moment – a point in time that signals the end of active treatment and the beginning of a life free of cancer and the staff would like to try and raise enough money to purchase the bell.

Blakeney Rowing Club on the Caledonian Canal
Members of your local rowing club have now rowed the length of the Caledonian Canal! This expedition took place between 28 September and 5 October and followed the route from Corpach, through Fort William to Inverness. Twelve rowers were involved in the planning and the travelling. Bluejacket was the skiff chosen for the journey and she performed brilliantly. The canal rowers were ably looked after by the crew of Ros Crana, a beautifully equipped cruising barge, which served as a base for crew changes and as a safety vessel as the locks and the lochs were negotiated along the way. When not rowing, group members had opportunities to sail, walk, cycle or explore in a canoe. The food on board was excellent!
The rowing memories are many and varied. Negotiating Corpach Sea Lock and the Neptune’s Staircase system provided the initial challenge but all lock keepers were helpful and safety conscious so that this part of the voyage was a real pleasure. The first sight of Loch Ness from Fort Augustus was also quite a moment. Then there were the rows – in rain, wind and sunshine – across Loch Lochy, Loch Oich and, of course, Loch Ness. No sightings of Nessie. The camaraderie on board, on the water and on dry land was excellent. The expedition ended all too quickly.
Decision to grant planning permission for £10.7 million Sheringham Leisure Centre
Major step forward for replacement leisure centre project
North Norfolk District Council’s ambitious plans to build a multi-million pound, state of the art leisure facility in Sheringham have been given the go-ahead.
A decision to grant planning permission has been made for the £10.7m project, which will replace the existing facility, Splash, with the first stage of building work expected to begin this month. The new centre will include a six-lane, 25-metre pool, a 13-metre learner pool with an adjustable depth floor, fitness suite, community rooms, multi-purpose studios, a spin studio and a café. The design has been progressed with the facility’s accessibility in mind and incorporates eleven dedicated accessible car parking spaces close to the building entrance, level access into the building through the main reception, automatic entry doors within the lobby area and accessible changing rooms. A moving floor on the smaller pool will allow the water depth to be changed for different activities and

Splash will remain open while the new leisure centre is built on a different part of the site. The new leisure centre is due to open in late 2020.

The Norfolk Chess Championship was held during the last weekend of September at the Tithe Barn in Horstead, and chess players of all ages and from all over the Norfolk region attended. However there can only be one Champion to take the title, and this year the title was awarded to one of Broadland’s own members Gerald Moore from Downham Market. Gerald is 67 and this is the first time that he has taken the title, so many, many congratulations to him. Joint runners up in the competition were Ben Collinson, Adam Leach, Dave Dempster and BCC’s Roy Hughes.

Also during September BCC held the first of many in-house tournaments. The Aylsham Cup takes the form of a Rapidplay so the moves follow each other in fairly quick succession. Congratulations to the winner Paul Badger.

BCC meets on Monday and Thursday at 7.30pm at the Kings Head, Coltishall and welcomes new members and visitors. We also encourage young members who have their own Junior club and coaching sessions on Monday evenings at 6.30pm. The Hurricanes, in Division 3, started the season with a 11/2 21/2 away win against North Norfolk Shrimps - with Bob Grindrod and Russell Reeve winning their games.
Alongside this, Bob Grindrod took part in the recent Norfolk County Championships and came away with a trophy for the best placed player graded under 125 in the Challengers Section.
