North Norfolk Railway Autumn Steam Gala
The North Norfolk Railway (NNR) held its Autumn Steam Gala at the beginning of September in perfect weather conditions.
The event, which was hit with the news that one of its guest locomotives could not attend a week before, still drew in many visitors.

The replacement locomotive Pannier Tank 7714 which was provided by the Severn Valley Railway (Holdings) Plc and the SVR Pannier Tank Fund at very short notice provided the additional interest. Passenger numbers over the weekend were good and, apart from a short delay to services late on Friday, the weekend went with almost perfect timing.
Locomotives featured during the weekend were visitor 53809 7F courtesy of its owner John Moorhouse and the West Somerset Railway, Pannier Tank 7714 already mentioned supported by based locomotives 76084 Standard 4, the B12, WD 90775 and 9F Black Prince (now owned by the NNR) joined also by long term visitor N2 loco1744.

About 850 North Norfolk businesses to benefit from more than £1m in rate relief
Lower bills will be sent out automatically over the next few weeks.
About 850 businesses across North Norfolk are in line to benefit from rate relief of more than £1m over the next five years thanks to the introduction of three schemes.
Businesses that have seen their rates go up following recent revaluations, as well as pubs, are amongst the beneficiaries of the schemes, which have been given the green light by North Norfolk District Council. The money has come from central government but it is down to local authorities to draw up plans to distribute the funds.
The largest chunk of money will come in the form of the Local Discretionary Revaluation Relief scheme. This fund – worth more than £900,000 in North Norfolk – is designed to help businesses that received steep rises in their bills following rate revaluations earlier this year. The decision by the District Council means about 700 businesses should be receiving new, lower bills under this scheme alone, highlighting that North Norfolk is a better place to do business.
The bulk of this cash – more than £500,000 – will be distributed this year, with a tapering effect over the next few years. The vast majority of the beneficiaries of this relief will see their rate increases cut by between 25% and 50% this year. Supporting Small Businesses Relief is also aimed at helping businesses that were hit by the recent change in rateable values. It is specifically targeted at businesses that saw the loss of Small Business Rates Relief or Rural Rate Relief as a result of the revaluation process. Meanwhile, it is thought that about 80 pubs will be better off thanks to Pub Relief.
Businesses that are due to benefit from these rate reliefs will be contacted automatically and sent amended bills over the next few weeks.
Cllr Wyndham Northam, NNDC Portfolio Holder for Revenues and Benefits, said “It is great news that about 700 businesses will benefit from the Local Discretionary Revaluation Relief scheme, with others benefiting from the two other reliefs.” “We have acted promptly to find the best way to distribute this money, and businesses across the district should be receiving their amended bills soon.”
Cllr Tom FitzPatrick, Leader of North Norfolk District Council, said “This is a great place to do business, and the fact that so many of our businesses will see a large reduction in their rate increases this year can only help the wider local economy.”

Over ÂŁ10,000 given away to projects on The Broads
Supported by nearly 80 Broads businesses, the Broads-based charity, Love the Broads, has announced grants of over ÂŁ10,000 for projects that will benefit wildlife, education and tourism. The businesses are partners of Love the Broads, which raises money by inviting visitors to make donations for exciting projects within the Broads National Park.
Over ÂŁ40,000 has funded 20 projects since Love the Broads was launched in 2012. The Broads Trust, which manages the scheme, recently announced the organisations that have been offered money to help them with their valuable work in sustaining the future of the Broads.

Keeping Abreast: Portrait Exhibition The charity Keeping Abreast is celebrating its 10th Anniversary with an exhibition of portraits called ‘Femininity Comes from Within’.
Fifty portraits of women who have had breast cancer surgery and reconstruction will be exhibited in the Music Room of The Assembly House, Theatre Street Norwich, to celebrate the 10th Anniversary of the Charity, from Sunday 29 October to Tuesday 31 October. October is also Breast Cancer Awareness Month. The Keeping Abreast Portrait Exhibition, ‘Femininity Comes from Within’ by photographer, Julia Holland, has previously been on a National Tour during 2015, including a week-long showing at the House of Commons.
‘Femininity Comes from Within’ brings together portraits of women aged between 30 and 70, some of whom have been photographed before reconstructive breast surgery and some after. The participants have either had breast cancer or preventative mastectomies.
Alongside each portrait are the women’s own words about their experiences and feelings, demonstrating the femininity, strength and courage in adversity in each individual case. The stories are a powerful reflection on the women’s journeys through cancer and reconstruction. Many of their accounts convey the heartfelt gratitude they feel towards Keeping Abreast for the support they have received.

Voluntary Breastfeeding Café needs to raise funds! Local mums and professionals to open and run a voluntary led breastfeeding café and clinic in Holt!
‘Latched On’ is the name of a new breastfeeding café and clinic, opening soon in Holt. Three local mums have identified the lack of services for breastfeeding families in North Norfolk and are taking the lead by filling the gap themselves.
A fundraising jumble and cake sale will be held in the Willow Room at the adult day care centre on Charles Road, Holt (next door to the Children’s Centre) on Saturday 21st October from 11am to 2pm.

Once funds are raised, the café aims to offer a safe, secure, nurturing and FREE space for women and families who are either breastfeeding, will be or are considering breastfeeding, would like to find out more about breastfeeding or have breastfed in the past and would like to offer support to families breastfeeding now or in the future. There will be a free session once a week for two hours offering free teas and coffees. Running costs for the first year of the café (rent, props and refreshments) are estimated to be around £1780. £300 has already been donated by the St Vincent de Paul society.

Bacton to Walcott Development Agreement Signed
North Norfolk District Council, Perenco UK and Shell UK have signed a Development Agreement to mark the official launch of the major coastal Bacton to Walcott Sandscaping Scheme.
The official signing took place at the beginning of September following a tour of the Bacton Gas Terminal, Bacton and Walcott villages. During the tour, attendees were briefed about the project by officers from North Norfolk District Council and scheme consultants Royal HaskoningDHV.
Cllr Tom FitzPatrick, Leader of North Norfolk District Council said “This is a vitally important project for the UK and our east coast. We are proud to be working closely with Bacton Gas Terminal operators, Shell UK and Perenco, to enable this project to move forwards.”
Council Cabinet Member for Coastal Management said “This is a significant project for the communities in Bacton and Walcott and our focus will be on keeping people informed and engaged as we seek the relevant permissions and approvals.”
The proposal relies on funding from a number of sources including the Bacton Terminal Operators and National Flood and Coastal Erosion Funding.
NNDC has committed £500,000 to the construction of the scheme; the Regional Flood and Coast Defence Committee (Eastern) through the local levy has committed £500,000; the National Natural Flood Management Fund has committed £120,000. It innovatively uses natural processes to reduce coastal flood and erosion risk, and it demonstrates the added value of organisations working in partnership to fund better coastal protection for the local community as well as this critical gas terminal.”
Community drop-in sessions were held in July to share more information about the proposals. As well as holding the drop-in sessions people have been invited to demonstrate community support for the project through the JustGiving page, and register to receive regular email updates on the project.

Hospice invites the community to Light up a Life this Christmas As the leaves start to fall and the nights draw in people begin to think ahead to Christmas. Plans are made for festive parties and arrangements are put in place to meet up with family and friends. It can, however, be a difficult time when we think of those who unfortunately cannot share it with us. For many years, The Norfolk Hospice has been hosting Light up a Life during December. Light up a Life is a national appeal organised by Hospices across the country to celebrate the memory of loved ones at Christmas time. This year, the appeal is being supported by East of England Coop Funeral Services. This support means that every penny donated to the appeal goes directly to supporting people living with life-shortening illnesses as well as their carers and bereaved families. The Hospice would like to give members of our local community the opportunity to remember loved ones this Christmas by dedicating a light on the Hospice’s Christmas tree, and/or making a donation in memory in the hope that this may offer some comfort. The Christmas tree will be brightly lit at the Hospice in Hillington throughout December and people are welcome to visit to view it. This year the Hospice will once again host four Light up a Life events. The events are open to everyone and help families and friends to come together to remember and celebrate the lives of loved ones.

This Halloween, Redwings Horse Sanctuary is offering a free evening of spook-tacular veterinary and behaviour talks to help owners overcome the challenges of caring for their horses in autumn.
All are welcome to book onto the charity’s latest evening seminar, which will take place at its Aylsham visitor centre, north of Norwich, on Wednesday 1 November from 6.30pm.

Big freeze helps King’s Lynn charity
Bridge for Heroes describes Williams freezer as ‘a godsend’ . The Bridge for Heroes is a King’s Lynn based charity providing help to serving HM Armed Forces personnel, veterans and their families.
The charity offers a wide range of free support, through its single point of access, one stop drop-in facility in South Clough Lane, King’s Lynn. Recently the charity began running healthy living and cooking workshops, providing food and drink on a daily basis, relying on kitchen equipment donated by volunteers. Then the freezer broke down, which caused a major issue as there was nowhere to store frozen food and it was a struggle to provide a good range of meals with just a fridge.
At this point local refrigeration manufacturer Williams came to the rescue by donating a commercial freezer, which Bridge for Heroes has described as ‘a godsend!’
The Bridge for Heroes drop-in facility consists of a main respite area, one-to-one room, training and workshop space and a mini museum. The kitchen morphed from a derelict outbuilding that volunteers worked on relentlessly over a three-month period. They converted it into a fully functioning kitchen, which has been awarded a 5 star food hygiene rating.
Mike Taylor, the charity’s Chief Executive Officer, says “The reason the Williams freezer has been such a godsend is that not only are we able to store a range of frozen goods again, but it’s also enabled us to join food share projects with local stores, who donate end of day food products to charities so long as they have adequate kitchen and storage facilities.” The success of the kitchen continues to grow, with Bridge for Heroes providing over 1,000 lunches a year as well as monthly breakfast sessions. “We’re hugely grateful to companies like Williams and, indeed, all our generous supporters,” says Mike. “In fact, the success of the kitchen has put a strain on the cooker we have, so we’re now fundraising for a larger, commercial cooker to meet the ever increasing demand!”

Erpingham Festival of Crafts

Norfolk Photographic Society
Ann Miles came from Cambridge to talk to North Norfolk Photographic Society on 20 September. Ann is a Fellow of the Royal Photographic Society, and is currently Secretary to The London Salon. She
trained as a biologist and spent her working life in scientific publishing. She has been an active photographer for the last 20 years and, for about 10 years, taught general and nature photography at university degree level. Ann lectures all round Britain and also gives workshops and individual tuition. She has visited the club before, so an interesting talk with superb photographs were expected – and she did not disappoint!
The theme this time was the Seaside, and members were shown dozens of images from seasides all around the country, all in Ann’s perfect quality. And as she showed her pictures, she also gave numerous tips on ways to achieve the best mono conversions, the best way to enhance an image – and so on. Not for nothing is Ann’s website called pin-sharp.co.uk!

A Grove Miscellany
A few reminiscences of 75 years at The Grove, by John Graveling.
Part 20 1978 to 2005 Continued
Darren’s grandmother also came to live with us for a while when it was found she had cancer and need someone to be with her. She was lovely but had the annoying habit of fiddling with the remote control for the TV. There you would be watching a programme when it would suddenly change channels. A few minutes later it would change again! That was Vera. The time came when it was plain that Vera would not recover. Darren kindly asked her whether she would prefer to be buried or cremated. “Neither” thank you. We have met some interesting characters at The Grove since 1978 – far more than I have time to mention. There were the Olivers. Mr Oliver was a very large man with a great sense of humour. He was bursar at University College in London. They started coming in 1971 and although Mr Oliver died some time ago his family still stay for two weeks each summer and sometimes in the cottages in the winter.
The lone ranger was mentioned earlier. The front door bell rang and there he was. We didn’t know his surname and Ann was so surprised to see him she blurted out “Oh, the Lone Ranger”. But he wasn’t a lone ranger any more. He had his wife with him. She was a Belgian lady. Next morning just after breakfast there was terrible commotion. Ann had gone to cash and carry in Holt so I went to find out what was happening. There was the lone ranger’s wife in an awful state. He was missing! He hadn’t been seen since breakfast (just 10 minutes earlier.)
Why wasn’t I calling the police? Send out a search party. Where was my wife? She has gone off with him! All this in broken English! I did my best to calm her but to no avail. Others in the house went outside and started to search the grounds and Warren Woods. I suggested that we have a good look round, first in the bedroom, then in the bathrooms. All this was no good. She demanded that I call the police and track down my wife who could by then have gone anywhere with him. Fortunately one of the other guests did find him out on the road. He was on his way back from the town having bought a paper and picked up some leaflets from the estate agents. By the time he got back he had been missing for at least 20 minutes would you believe. We couldn’t calm her and I don’t know if he was able to either. We kept out of earshot. He has never been back since. I shared this recently with Rosemary and Dickie Bowers from Grimston. They remember it with great amusement as one of their highlights at The Grove. We used to serve early morning tea in bedrooms in the days before it became common to have trays with assorted goodies on them. It did cause some interesting interludes. We had a family where the mother was an actress, the father a TV producer and they had a number of children. As they were desperate to stay and we only had one room they somehow all managed to sleep there in a double bed. Next morning Ann found them lying on the one double bed all completely naked. She departed politely having left the tea with them.
A couple called round for a room and were asked if they would like early morning tea. They were a bit hesitant so Ann explained that there would be no extra cost so they agreed. When I looked out side there in the drive was their Rolls Royce Silver Ghost. One way to get rich is not to spend your money!

North Walsham and Dilham Canal Trust Dennis swaps slippers for steel-capped boots
What has Norfolk’s Dennis Williams got in common with the Queen and the Pope?
They all put in a full day’s graft at an age when most of us are pulling on our slippers and puffing on our pipes.
Now aged 85, Dennis is a hard-working and very valued member of the North Walsham and Dilham Canal Trust’s regular volunteer work parties.
When he isn’t filling the cement mixer with shovels of sand, Dennis, from Blofield, is sawing up trees, clearing choking vegetation and burning it on bonfires, alongside other volunteers working to restore the 19th-century waterway, Norfolk’s only sailing canal with locks.
Dennis began volunteering with the Trust three years ago, following the death of his wife. “I suddenly found myself on my own and I didn’t know what to do,” he said. “I found out about the Trust on the internet and got in touch. I enjoy it - you have a good laugh. It’s physical work and it keeps you active.”

Before retirement, Dennis worked for Shell, as a certification engineer on gas platforms. His working career took him all over the world, including the Falkland Islands, Brazil and Italy. Work parties usually meet once a month on a Sunday, from 9.30am to about 4pm. Men, women and teenagers, with or without skills, are welcome. The Trust is working to improve the neglected Canal, once nearly nine miles long, and over the past 17 years, volunteers have helped the Old Canal Company, which owns part of the waterway, to restore structures which will bring 2.5 miles of the upper canal back into full navigable use. The Trust staged two open days as part of September's national Heritage Open Days. Visitors were able to watch Dennis and his fellow volunteers at work, restoring the spillway - overflow - at Ebridge.
Wroxham-based Mark Wilkinson, The Canoe Man, offered trips on the waterway and visitors browsed displays on the Canal's wildlife, history, and the progress of the restoration project. They were also able to buy souvenirs and homemade refreshments, helping the Trust fund future work. For more information on volunteering contact work parties organiser David Revill 01603 738648.

Join in free music sessions at Sheringham to boost wellbeing
Music has the power to make people feel better – and a seaside community can boost its wellbeing at a new series of have-a-go sessions.
Hour-long, free community music and singing workshops will be held weekly from October to March at Sheringham Little Theatre under a Lottery-backed initiative.
They will range from beating out African drum rhythms and strumming ukuleles to singing Sea Shanties and writing a community song for Sheringham.
And they are designed for the whole community, aged 13 upwards, including people with dementia or other health conditions, and their carers. No previous music-making experience is needed.
director Tina Blaber-Wegg said “I have seen at first hand the power of music to help people during illness, when it provided a bass playing fellow musician who had dementia with fun, distraction and respite.
“We hope these workshops will do the same for the community and provide a supportive environment for carers and the cared-for to relax and enjoy. They provide an opportunity for people to share the joy of music-making, between generations and across different musical genres.”
The free workshops – for all ages from 13 upwards and abilities - will be held between 4pm and 6pm on Wednesdays from 4 October to 28 March in the theatre’s Hub coffee bar, with social time included before and after.

Patients and Families in need of Volunteers at the Hospice
The Norfolk Hospice is looking for additional compassionate and supportive volunteers to help in the recently opened Dr Hugh Ford Inpatient unit (IPU) which is going from strength to strength.
The inpatient service has a great team of paid staff and volunteers but would like to increase the number of volunteers so that they have a regular and reliable bank of people to either help support individual patients as a Volunteer Ward Assistant or to help cover the IPU reception desk and administrations tasks as a Volunteer Ward Clerk.

Battle of Britain Commemoration
and included a Wreath Laying Ceremony at the Jaguar Memorial. The event ended with the playing of the National Anthem.
After the ceremony, guests partook of light refreshments in County Hall and were able to view a variety of 1940’s wartime items on display.
The Chairman of Norfolk County Council, Councillor John Ward hosted the 2017 Battle of Britain commemorative event held at County Hall, Norwich on Friday 15 September. The ceremony opened with a Fly-Past, from the Royal Air Force Battle of Britain Memorial Flight. This commenced the Parade, led by the Air Cadet Band, Royal Air Forces Association Standards and uniformed Youth Organisations including Forces Cadets, Scouts, Guides, Fire and Police Cadets.

Laser energy heats the vein from within, causing it to shrink, collapse and seal shut. Patients experience minimal discomfort, and they can return to normal activities the same day. Because there are many veins in the leg, the blood that would have flowed through the closed vein simply flows through other healthy veins after the laser therapy. A medical history and clinical examination is undertaken. If this indicates problems with underlying venous valves and varicose veins then these have to be treated before addressing thread and spider veins. An ultrasound vein scan is ideal but not mandatory in every case. For thread and spider veins sclerotherapy is usually undertaken- micro injections of medication into veins are performed. These destroy the vein lining and veins are subsequently slowly absorbed by the body. Anywhere between 50-80% of injected veins respond and further injections in the same area can be carried out 4-6 weeks later. Treated veins appear worse before they disintegrate and disappear. Sclerotherapy is considered ‘gold-standard’ treatment for thread and spider veins. Lasers are also available and can be used in combination with sclerotherapy. We have several vein lasers and we use the best one for your unique needs. This is very important. Higher energies and deeper penetration are required which means that laser treatment can sometimes be painful. With careful patient selection these treatments can provide excellent outcomes as shown here. Varicose Veins : Previously, treatment of painful, swollen varicose veins required a surgical procedure called vein stripping, where the vein was completely removed from the leg. Back in the USSR
The Russians will achieve their long held aim to take over a Top Secret British military base this October as part of a special exhibition at the RAF Air Defence Radar Museum. The Hammer and Sickle red flag with fly over the former RAF Air Radar base along with music from the Red Army Choir. But, there is no need to worry as it is all part of an exhibition to coincide with the centenary of the October Revolution that brought the communists to power in Russia.
The site at Neatishead near Horning, came into its own during the 50 years stand off between the West and the Communist East, known as the Cold War. The special exhibition features a unique collection of Soviet Era socialist realist propaganda posters, a trademark of our one-time foes. The exhibition also includes art from some contemporary Russian artists, who give their interpretation of Cold War themes.
After the Second World War, the RAF Radar station at Neatishead turned its attention to monitoring the skies for Soviet aircraft activity - the socalled 'Russian Bears’ that were probing our NATO allies’ airspace and our own. Now that the Cold War is over, the exhibition
attempts to look at some of the artwork from the Communist era with fresh eyes and admire the creativity and imagery in an historical context.
The Soviet propaganda posters were the forerunners of many future propaganda posters, but their distinctive style, depicting noble workers and Soviet heroes, is instantly recognisable. The posters, most from the 1970s and 1980s, feature workers and space-race themes including the Soviet cosmonaut and pilot, Yuri Alekseyevich Gagarin.
Work by rising Russian art stars is also featured in the exhibition. There will be paintings by Gennadiy V. Ivanov, whose bold large-scale canvasses show, a mastery of paint. Saint Petersburg based artist Vasili Kiselev, who produces the most touching animations with haunting themes that stay with you long after you watched them, is also featured, along with sculptures by conceptual artist Sophia Shuvalova.
The exhibition is open Tuesdays, Wednesdays, Thursdays and Saturdays from 3 – 31 October 10am-5pm. Admission charges apply for museum entrance, but the exhibition is free.
This is the first temporary exhibition to be held at the museum which is home to the radar and air defence story and is the largest museum in North Norfolk, with over 20 rooms and more than 10,000 exhibits both inside and out.

Ramblers from Sheringham’s twin town of Muzillac in Brittany attend the 40s weekend
After a first and very enjoyable visit walking with the Sheringham Ramblers during the 40s weekend in 2015, a group of 21 from the group Muz’les S’Melles came over once again for five days to experience walking around the beautiful North Norfolk countryside, and also to take part in the 40s parade on the Sunday afternoon.
This visit, the fourth such autumn exchange, was arranged by Stuart Meakin, a member of the Sheringham-Muzillac Twinning Association, in conjunction with the Sheringham & District Ramblers Association.
These exchanges supplement the SMTA annual group exchanges that takes place every summer and, similarly, hosting honours alternate between the towns.
Walks on the four full days included • 15th - 9 km around Wiveton Down, which ended up with a cloud burst • 16th - 13 km, a circuit leaving Aylsham and taking in Blickling Lake • 17th - 8 km, a circuit along Sheringham
coastal path to Weybourne Station (to see the 40s fun) and back via Sheringham Park • 18th - 11 km around Sandringham, visiting Wolferton Station. The French walkers entered fully into the 40s spirit and came prepared to take part in the parade, waving French flags and sporting period costumes. They were thrilled by the whole experience as they have nothing like it in France, and many could not wait to join in with the dancing on the Station platform. On the Saturday evening, the group enjoyed live music from the war years along with a fish and chip supper at the The Sheringham Trawler. Hosts joined together to arrange dinner parties for the visitors on two evenings and arranged two other social evenings for everyone, with music and singing. At the final evening barbecue, hosts and visitors were joined by 15 Sheringham Shantymen who, having given a hugely successful concert in Muzillac earlier in the summer, were delighted to ‘sing for their supper’.
Lottery celebrates 15 years of fundraising for Hospice
The Norfolk Hospice is celebrating the 15th anniversary of its Lottery. The first Lottery draw took place back on 4 October 2002 and since then it has raised over £3 million enabling the Hospice to provide vital care for people in the local area living with life-shortening illnesses.
Chloe Buttery, Lottery Manager at the Hospice said “We are truly grateful to all of our fantastic lottery supporters, past and present. Playing our lottery is a fun way to support the Hospice, not only are players helping our patients but they could also win a prize.”

It is impossible to legislate for human nature. Financial and other abuse of the vulnerable, and even within families, has been everpresent. So what is so remarkable about retired Master of the Court of Protection Denzil Lush’s tirade about how he would never make a Lasting Power of Attorney (‘LPA’)?
He spent his working life seeing the ‘car-crashes’ of the LPA system, but probably had little to do with the happy cases where a timely LPA is a life-saver. Like an A+E doctor saying paracetamol should be totally banned because he’d seen too many cases where an overdose had been taken, misuse of a system by the few shouldn’t remove its availability from the many.
It doesn’t take an LPA for financial abuse to take place. In these days of internet banking, funds can be accessed/transferred and mis-spent without a scrap of paper.
Better that an LPA should be in place with the availability of the safeguards of the Office of the Public Guardian than the only route being that of a full-on, expensive and very slow application to the Court of Protection for the appointment of a Deputy.
My own late grandfather’s informal carer ‘persuaded’ him, when he was at the point of losing mental capacity in his 90s, to write a cheque so her teenage son could buy a car. The
Power of Attorney, by which he appointed me and my brothers, enabled us to have that £9,000 cheque cancelled at the bank. Without it, he would have been defrauded.
The current system could, of course, always be improved. One way would be to require a professional person (medical or legal) to act in the role of Certificate Provider at the point when the LPA is made.
Contrasting the LPA with Mr Lush’s expressed preference for the Deputyship route shows why the LPA is best in most cases. It can take 12 months for the Court of Protection to appoint a Deputy, during which time their finances are frozen, things can get into a real muddle and even the care fees cannot be paid. Sadly, often the person dies before the Deputy is appointed.
Having more than one attorney appointed by your LPA enables them to keep an eye on each other. It is possible to require your attorneys to produce annual accounts to show where the money is going. There can be a restriction so as to place a cap on the amount that a single attorney can withdraw. Ensuring proper thought is better than avoiding an LPA altogether, as this may compound the problem.

Paston Sixth Form College and City College Norwich pledge to continue listening as consultation confirms support for merger Paston Sixth Form College and City College Norwich have published a summary of the public consultation on the Colleges’ proposed merger, together with their responses to key themes that have emerged through the consultation process. Leaders of the two Colleges are pleased with the overall positive response to the consultation, which saw more than half in support of the merger, whilst welcoming the opportunity to provide clarification and further detail on key aspects of the plans.
Response : Majority support for merger There was overall support for the merger among the 159 responses to the public consultation, with 51% in favour of the merger and 43% against the proposal. This is a recognition that together the two Colleges could create a larger, more resilient organisation, safeguarding A-Level provision and increasing vocational and adult education provision in North East Norfolk. Consultation : “It is important that we continue to listen” In a joint Foreword to the Response to the Public Consultation, Matt Colmer (Chair of City College Norwich Corporation) and Nicola Lucking (Chair of Paston Sixth Form College Corporation) write: “We have listened to the positive, negative and neutral comments and all the advice given, which will help to shape our future plans for the merger and the new institution going forward. It is important that we continue to listen to your views and both Principals will therefore make themselves available to meet stakeholders and members of the public who wish to talk through our merger proposals.”
Identity and reputation : Paston name and heritage to be retained The document confirms the intention to retain the Paston name, after the consultation found that a clear majority of respondents favoured the name “Paston College”. Furthermore, the Paston College Foundation will “retain a strong association with the merged College as Landlord of part of the Paston site” and will “work closely with the new combined institution to preserve the strong heritage, identity and reputation of Paston”. Additional travel between sites will only be required where agreed in advance.
Other key themes covered in the Response document relate to: the impact on the future of academic and vocational provision; leadership and management at Paston; the impact on staff; and the impact on the North Walsham economy Next steps : Subject to the completion of legal and financial due diligence, the aim is to complete the merger on Friday 1st December 2017. The final decision on whether the merger will go ahead rests with the governing bodies of both Colleges.

Happisburgh Lifeboat Station
Happisburgh RNLI volunteers were on their normal Tuesday evening training last month when the station received a call from the UK Coastguard at 8pm to task the Station’s Atlantic Howard Bell to search between Cart Gap to Horsey, as they had reports of a powered hang glider ditching into the sea around Winterton. Helm was Christian Larter and crew Charlotte Siely, Sam Gillard and David Loveday.
At 8.30pm, the Coastguard tasked the Station’s D Class Spirit of Berkhamsted with Helm Tim Grimmer crew Martin Gibbs and Sean Thurston to join Howard Bell with the search. Also involved were Sea Palling and Hemsby lifeboats and the coastguard helicopter. By 10.30pm, the Spirit of Berkhamsted was forced to return to station due to the worsening sea conditions, along with Sea Palling and Hemsby lifeboats, Howard Bell and the helicopter carried on until 11.30pm when the Coastguard stood everybody down, Howard Bell returned to station by midnight. This was a genuine call out with good intent, any one seeing any at sea should call 999 and ask for the Coastguard.

Pre-school’s second outstanding result!
A rural north Norfolk pre-school has obtained its second ‘outstanding’ grading across the board.
The pre-school, which meets in Worstead Village Hall, was last inspected in November 2014, when it was known as ‘Dilham Pre-school’ - it has changed premises and its name – but clearly not its standards.

During the summer, the British Chess Championships were held in Llandudno, Wales with the Grandmaster Gwain Jones being victorious. A number of Norfolk players travelled to take part this year. They aim to move this tournament around the country so from East to West, and North to South, for your information the last time they were held in Norfolk was back in 2007 at Great Yarmouth College, we put on a really good show and even played chess on the beach! Surely it must be time for the tournament to move back to East Anglia soon? Who knows?
The Club opened its doors last month and welcomed over half a dozen new members including several Juniors. This bodes very well for the season. A new tournament started this week, The Aylsham Festival Cup, an annual warm up tournament before the league fixtures start in October. The county season kicks off with the Norfolk Championships on Saturday 30th September 2017 for two days where the current Champion, a Broadland Chess Club member, will seek to defend the title.

Residents across North Norfolk are being warned to avoid paying private companies that charge for appealing against council-tax bands.
North Norfolk District Council has received reports of people being asked to hand over their bank details by these third parties – all for providing a service that is actually free for householders. Employing one of these companies does not help or influence the outcome of an appeal, and is a complete waste of money. What makes matters even worse in this instance is that some of these third parties are trying to impose a fee simply for filling out a form, regardless of whether the application to lower the council-tax band proves successful or not.

Cllr Wyndham Northam, NNDC Cabinet member for Revenues and Benefits, said “If you are a council-tax payer and you want to appeal your council-tax band, it is easy to do this yourself and there is absolutely no charge for doing so.
“Some private operators are very clever at selling their services, but signing up with them means paying an unnecessary fee and receiving absolutely nothing in return that council-tax payers can’t do themselves.”
NNDC warns people to be wary of all cold-callers, especially those demanding bank details. People should never hand over their bank details or other personal information in situations such as this and should always make further inquiries if in any doubt.
