2016 – Your community needs you! Is it your year to make a difference? Covering North Walsham, Aylsham and surrounding villages in association with the Cromer Times and Sheringham Independent

The East of England Ambulance Service NHS Trust is looking for volunteers to come on board as Community First Responders who live or work in North Walsham.

Community First Responders (CFRs) receive free training to help them provide vital lifesaving skills which can make the difference in a life or death situation before the arrival of an ambulance resource. Volunteers take it in turn to be 'on call' and carry first aid equipment and a simple-to-use automated external defibrillator (AED). The emergency operations centre sends them to the scene of category A (immediately life threatening) 999 calls. First Responders are dispatched at the same time as the ambulance crew, but usually arrive beforehand because they are based so locally. The responder then provides care until the ambulance arrives.

The group rely on donations from business and individuals as well as their own fundraising activities to fund their work. Anyone living or working within this community can get involved with the scheme either as a first responder, or to help with other vital aspects of the scheme

The Regency Act 1937 and restrictions on the use of LPAs Written by Miranda Marshall – Director at Hayes + Storr The case of XY v Public Guardian (2015) involved a very wealthy individual who in making his Lasting Power of Attorney (“LPA”) wished to impose detailed guidance and tight restrictions upon his Attorneys. The case was brought by the Public Guardian (“PG”), the head of the administrative arm of the Court of Protection, who refused to register the LPA because of the conditions. XY was a high-worth individual who owned assets in numerous countries and wanted to include additional safeguards. The conditions were intricate and aimed to ensure that decisions could only be made on his behalf when he clearly lacked capacity and there was a genuine financial need for a decision to be made. The provisions were lengthy (five sheets) and required

two psychiatrists’ opinions and the opinion of a ‘Protector’. The role of the Protector was to review the medical evidence before the LPA could be used. These provisions were similar to the Regency Act 1937 (the law that governs how decisions would be made in the event of the monarch lacking capacity). The Protector was a third- party who had to agree with the medical evidence before the powers conferred on the Attorneys by the LPA could be used.

The PG objected on the basis that most of the conditions imposed were an unreasonable fetter on the Attorneys’ power to act and were therefore ineffective under the Mental Capacity Act. One of the main concerns was that the ‘Protector’ was not an Attorney, yet was in a position to interfere with the Attorneys’ duty to act in the best interests of XY. The Protector was not bound in law by the same duties as the Attorneys.

Even though this case is very specific to the facts and concerns an extremely rich person, essentially it is about the question of whether the LPA is effective “only when I don’t have capacity” in accordance with the prescribed form of an LPA, or not. There is something akin to a government health warning in the

new-style LPA, as follows: “Be careful – this can make your LPA a lot less useful. Your attorney might be asked to prove you do not have mental capacity each time they try to use this LPA”. The question therefore is does “a lot less useful” mean the same as “ineffective”?

The Senior Judge who decided the case told the PG that “it is not part of his statutory duties to police the practicality or utility of individual aspects of an LPA.” This was a polite rebuff to the PG not to involve himself in such matters. The conditions in the LPA were difficult and complex but did not make it ineffective. The case makes it clear that there is a distinction between a Protector who confirms incapacity (allowed) and third parties sanctioning decisions of attorneys (not allowed).

Our winter menu has been very well received and Icarus Hines’ Norfolk venison was the undoubted star. This version has an unusual chocolate and chilli twist,

Ingredients 2 tbsp vegetable oil 1½ kg diced stewing venison 3 large carrot, roughly chopped 1 onion, roughly chopped 1 tbsp cumin seed 1 tsp ground coriander large pinch of chilli powder 1 red chilli, whole 1 heaped tbsp plain flour 500ml red wine 300ml beef stock 400g can chopped tomato

Method Heat oven to 180C/160C fan/gas 4. Heat the oil in a large casserole dish and brown the meat in batches. Add the vegetables in the dish and brown lightly, then stir in the spices, chilli and flour, and cook for a few mins. Pour in the wine, stock and tomatoes, then add the herbs. Bring to a simmer. Cover with a lid and put in the oven for 1 hr 30 mins, then remove the lid and cook for a further 1 hr until the meat is really tender. Remove from the oven and leave to cool slightly, then stir in the chocolate and serve.

Latest Big Society Fund grants agreed

Groups encouraged to apply for next round The latest round of Big Society Fund grants have been agreed, with North Norfolk District Council supporting a wide range of groups, including musicians, young footballers and girl guides. NNDC's Big Society Fund offers grants of up to £15,000 to voluntary and community organisations based in North Norfolk.

Since the fund started in 2012, in excess of £1,000,000 has been awarded to more than 100 community projects.

The committee which oversees the grants meets four times a year. This time they approved grants totalling nearly £27,500. The awards are subject to each group agreeing to formal terms and conditions.

BSF grant awards in this round were awarded to: • Stalham Brass Band (£3,000) towards musical

instruments. The band offers opportunities for children aged 6 to 16 who attend schools in the Stalham area to learn to read music and play brass instruments. • High Kelling Society (£4,199) to buy portable, easy to assemble staging to be used in the village hall for social and cultural events. The staging will help increase the use of the hall, which until now has had no stage or raised platform. • Sheringham Girl Guiding (£5,000) for conversion of a cupboard to a purpose built level access shower and toilet at the guides’ headquarters. In the past limited facilities have been highlighted as a reason why the headquarters is not used more by external organisations. • Happisburgh Hammers Youth Football (£2,300) to buy football goals, football kits and match footballs to accommodate the increased club

Songbird Survival

Eddie, Lynn and the volunteers at Songbird Survival held a special evening at The Lighthouse Inn in Walcott on 4 December when Keith Skipper conducted the draw, making for a very entertaining evening.

Chairman Robert Middleditch and Michael Hope from Songbird Survival also attended. Organisers would like to take this opportunity to thank local businesses and local people who kindly donated prizes. The total raised was £1,130.

‘It is nice to know that local people can be so generous’ said Eddy ‘especially local residents who have given items for our table top sales which we hold throughout the year. Worstead Pre School Christmas Play

The children from Worstead Pre-school decided to put on a nativity play called "The Grumpy Innkeeper".

After lots of practice the big day was filled with acting, singing, dancing and playing musical instruments, laughter and - most importantly - learning what Christmas is really about.

Excitedly the children invited their families and carers to watch their special production, all combined with a well-attended Christmas Fayre.

A special mention to all the children who sung solo - a truly lovely morning.

The pre-school takes children aged from two to five years and can provide some funded places for two year olds as well as those who will be three in the term following their third birthday. December was our Christmas party meeting and Mrs Jacquie Aldous demonstrated her magical flower arrangements. The member audience watched spell bound as pieces of greenery and flowers built up into beautiful works of art. Barbara Twigg gave the vote of thanks adding that it was unusual for the ladies to be so quiet.

As previous years we dispensed with the secret santa and instead donated seasonal items to the foodbank.

Over 100 students and staff raised £250 for Breast Cancer Research by holding a Christmas quiz and raffle. Throughout the year, students at Paston support a range of charities. This time the Student Executive at the College decided to support breast cancer research.

Breast cancer is the UK’s most

common cancer, with nearly 50,000 women diagnosed each year. Students felt this was a very worthy cause. The quiz covered a range of topics with rounds on music, current affairs, sport and Christmas. After a hard fought battle the winning team consisted of Ian Simpson (Chemistry Teacher), Carole Martin (Science Technician) and three students, Stan Clarke, Lucy Harrison and Chloe Higenbottam.

It was a brilliant way to end a successful term at Paston.

The project was run as a competition, and it was Year 12 student Harriet Bradnock who handed in the winning contribution - a beautifully designed poster advertising the German City of Cologne and its various tourist attractions.

Impressed by the outstanding quality of the work (and knowing that the student was heading to Germany to visit the Christmas markets), Harriet’s teacher got in touch with the Tourist Information Office of Cologne to ask them if they were willing to sponsor a little prize, and indeed they were more than willing to help. Having received a copy of the poster, they decided not only to surprise Harriet with a small gift but also asked for the poster to be published in ‘Stadt Intern’, Cologne’s

magazine for the city’s employees and their families.

Harriet and her family visited Cologne over the Christmas period, where Harriet was presented with a range of gifts relating to Cologne from the Tourist Information Office.

Harriet said “her family enjoyed the visit to Cologne, especially the historic buildings, and meeting the local people who were extremely friendly and welcoming.” Well done, Harriet!

In the last article we mentioned ways of helping your cat to settle in its new home and indicated that for kittens the process is different. We would suggest that, like a cat when he arrives in his new home, the kitten should be put in a secure room with his litter tray and bowls but should not be left alone until he has settled. A warm bed at ground level (a cardboard box will suffice) should also be Gremlin, one of the provided. Once he has had a look round, show feral kittens him where his litter tray, etc. are. He may be unsettled to begin with so, when not with him, a soft toy or low volume radio might help him feel at ease. As kittens are very inquisitive and love exploring, check for any hazards round the house and be aware that they can squeeze into the smallest of spaces, as many of our new owners have discovered. Block off any gaps between cupboards, etc, screen off open fireplaces and always supervise your kitten if you have an open fire. Keep all windows shut (and toilet seats down) and ensure all wires are protected and out of reach. You will find your kitten will frequently sleep for long periods throughout the day but, when he is awake, he will enjoy short play sessions. Treat him gently and respectfully and give him lots of love and he will grow up to be a happy well adjusted little cat.

Millfield helps Save the Planet!

Pupils from Oak Class at Millfield Primary School in North Walsham are calling on others to help raise awareness about the plight of the planet’s endangered species.

The children have been learning all about the fantastic life-saving work of WWF and have produced magnificent projects, which are on display in the school. Through their in-depth investigations into the different species (which are endangered or on the brink of extinction) and being so moved by watching the report on Prince Harry, who had been to Africa and seen the devastation that was left behind by poachers, they decided to do a planned afternoon of fund raising.

They wanted to raise enough money to sponsor

When asked why they thought it was important to help, their fundamental message was that if we don’t save the animals now, the animals will not be here for our children and our children’s children. Their hope was by highlighting the animal’s plight, they could help raise awareness and help stop the animals from dying out.

Sophie Thompson, one of the pupils from Oak Class, said that if she could do one thing to help she would like to work with the charity in the animals’ natural environment. It was a sentiment shared by many of the class.

The children are sending letters to Prince Harry explaining what they have been doing to raise awareness and stepping forward together to join the good fight. The children were hoping to raise £36 to cover the cost of adoption for a year but ended up raising £139, which will be spent on sponsoring three endangered animals for a year!

Millfield Primary School in North Walsham had a fun filled Christmas themed day before the holidays and took part in an array of activities. The Christmas Challenge Day tradition sees the children split into four houses all competing to raise money for the school working together to create something spectacular to sell.

The children took on board the spirit of Christmas and joined together to help one another create stunning Christmas stockings, yummy cakes and biscuits (always a winner), tree decorations, tree angels, reindeer photo frames to name but a few.

Once the children had created their little bit of Christmas, it was placed in the hall for children and parents to buy. As soon as the bell went the hall was flooded with eager parents, grandparents and children all excited to buy something to take back home.

The last week of term also saw a fantastic Nativity ‘The Angel Gets Her Wings’ performed by Early Phase. The children told the story of an angel who had not yet received her wings and her journey to see baby Jesus, which saw her performing good deeds along the way. The finale saw the angel

THE NORTH NORFOLK GARDENER GET RID OF YOUR GARDEN WEEDS

ANNUAl WEEDS Bring up annual weeds by shallowly working the soil with a hoe. If you hoe too deep it may bring up ungerminated seeds to the surface.

Over the years there have been some bizarre and unusual art installations in the Turbine Hall of Tate Modern in London. The current work is called Empty Lot and is the work of Mexican sculptor Abraham Cruzvilleges.

Two large stepped triangular platforms, created with scaffolding, support a grid of triangular wooden planters. Each planter was filled with soil collected from parks, heaths, commons, green spaces and gardens across London. Some compost was added and the planters are lit and regularly watered. However nothing has been deliberately planted in the soil. Flowers, mushrooms or weeds may or may not grow, dependent on what is already in the soil, what seeds or spores are carried in the air or what people drop into the structure. For the artist the project is about feelings of hope and expectation, as much as it is about whatever may or may not happen over the six months of the installation.

Equally, back in the ordinary world, it is always amazing what grows in any soil that is left uncultivated in our own gardens. Weeds can grow in great variety and numbers and at amazing speed which can intimidate the gardener. These weeds can be controlled but first the type of weed has to be identified. Some are annuals, such as hairy bittercress and chickweed, and have a one - year life cycle that ends with them setting seeds for the next generation. Others are perennials, like dandelions (having a lifecycle longer than one year).

Common annual weeds include: CHICKWEED This weed thrives on rich soils, quickly smothering other seedlings and spoiling the appearance of borders. Remove it promptly before it flowers. SHEPHERDS PURSE Rosettes of leaves grow all year round sending up characteristic heart-shaped seed pods after white flowers. Buried seeds can germinate after 30 years of lying dormant in the soil, so prevent a potential problem by removing plants and seedheads as soon as you spot them. GROUNDSEl Produces seeds all the year round. Although hoeing seedlings is effective, remove larger uprooted plants as these can still set seeds that will germinate.

PERENNIAl WEEDS If you wish to use a weedkiller, treat perennial weeds with the ‘systemic’ weedkiller glyphosate, which is applied to the foliage but absorbed into the plant’s sap stream. The chemicals go all the way to the roots and kill all parts of the plant. It’s a slow acting but efficient method. Common perennial weeds include: GROUND ElDER

Underground stems grow beneath the soil surface and wind indiscriminately around garden flowers. Patience is the key if you want to dig out these rhizomes and the job may have to be repeated several times. You can apply a glyphosate-based weedkiller. Alternatively you can lay a weed control membrane between plants to help suppress the weeds. DANDElION Recognisable to us all – you can dig out the long tap root by hand or spot treat with a glyphosate stick. Further follow up treatments may be necessary. BINDWEED The twisting stems of bindweed can swamp flowers and shrubs in borders. Try pushing a pole or cane into the border next to the bindweed to encourage it to climb and then apply the systemic weedkiller with less risk of it getting onto nearby specimen plants.

It will be interesting to go back to Tate Modern in March and see what plants and weeds have grown. Bob Wilkinson

Sainsbury’s North Walsham in December

During December Sainsbury’s North Walsham had visits from two local groups who traditionally tour the town to entertain and raise funds at Christmas time. The North Walsham Salvation Army Band came to play carols to customers and The North Walsham Round Table brought their Santa Sleigh.

The Sainsbury’s North Walsham Local Charity Partner of the Year, National Coastwatch Mundesley, had a whole weekend in store to promote their group and look to recruit new volunteers. They held teddy tombola and bag packed for customers, raising £1094.

Memory Tree

Early in December a beautiful evergreen tree, kindly donated by Hadfields Nursery, was displayed in the store to be decorated by customers’ individual messages in memory of their dear departed, especially remembered at this time of year. The Memory Tree will be located locally by Hadfields so its progress can be observed and the cards will be reverently placed beneath the planting. Details of where it is situated will be posted on Sainsbury’s North Walsham Community Board.

Diabetes UK - North Norfolk Group

Through the North Norfolk Group's fundraising activities this year we are again able to offer a limited number of FREE support holidays, organised by Diabetes UK, during the summer of 2016. These will be available for children and young people with diabetes between the ages of 7-10 and 11-17 who live in Norfolk.

The holidays are invaluable for the youngsters, allowing them to gain skills and confidence to help them deal with their diabetes among others of the same age. Some go on holiday having never met anyone else with diabetes before. So to be able to leave thinking “I’m not different from anyone else” has to make it all worthwhile. 100% of them said that they had benefited from their holiday.

Local people give generously to help Cumbrian flood victims

On 17 December Rotarians raised over £400 from a street collection in North Walsham town centre, part of a national Rotary appeal, to support the victims of the Cumbrian floods.

Ted Gadsden, president of the Rotary Club of North Walsham, said “We should like to thank local people for their generosity in responding to this appeal. In our safe and dry corner of East Anglia, people were keen to provide practical help to those affected by the floods, so especially hard-hitting at Christmas time.”

The Club will augment the sum sent to the appeal fund with monies from its own charity funds, raised from Rotary events and the activities of club members.

On Thursday. 10 December, I had a senior moment and left my walking stick attached to the trolley my wife and I were using at Waitrose in North Walsham.

That was worrying, not only because I need the stick if walking more than ten yards but also because it’s a record of all the places in the UK we have visited on holiday in the form of dozens of little badges nailed to the stick.

So, I would like to say a big “thank you” to the lady who found it and handed it in to the store where I collected it some 20 minutes later.

Two North Norfolk leisure centres had a fresh look before Christmas thanks to gym refurbishments worth more than £140,000. The gyms at Victory in North Walsham and Splash in Sheringham were refitted with new strength and cardiovascular equipment, an improved layout, and redecoration. The centres are owned by North Norfolk District Council and operated by Places for People Leisure. The refurbishments were funded by the operator. Victory gym reopened on Thursday 17 December, following a £68,000 refurbishment and a seven day closure. Splash gym reopened on Tuesday 22 December, following a £76,000 refurbishment and an eight day closure. Fakenham Sports and Fitness Centre, also owned by North Norfolk District Council and operated by Places For People Leisure, underwent a £108,000 refurbishment programme in November 2014, well received by users.

Cromer New Year’s Day Fireworks On behalf of Cromer New Year’s Day Firework Committee, I would like to say a big thank you to everyone that made this year’s event the most successful in raising over £12,000.

Overall 2015 for us was ok, beginning with a mild winter then average conditions except for the majority of August, which was poor.

Things got back on track, however, in September. UK wide the west and

North Walsham Table Tennis 12-10 in the fifth - again and again and again!

The run-up to the festive break brought two 8-2 away wins for NWSCD in the Premier Division, both of which were a lot more dramatic than that score sounds. Firstly Joe Kirkup played up joining the Phil’s Stone and Mole for a trip to face Aylsham A at the ACT Centre. An incredible night for Stone saw his attacking play comfortably take the first two sets from Peter Ward, but a subtle slowing of pace saw the League President recover to win in five. A reverse of fortunes then saw Stone start to read the smashes of Ian Potter as he won from two sets down and he then repeated the feat against Dave Johns, saving four match-points at 6-10 down in the decider as he took his second chance to close out the win 13-11. Kirkup took a maximum and Mole picked up a brace but lost out in straight to Ward who was in control after edging a tight first set 13-11. Kirkup and Mole won the doubles in five against Ward and Potter. Jack Morton took the place of Mole the following week as the team battled Sharks at

Trunch Village Hall. There was a key third set in the opener as Kirkup beat Matt Hudson 11-6, 6-11, 14-12, 11-7. Despite only picking up six points in the first two sets, Chris Marshall won the next two before losing out to Stone in five and Morton in his first singles outing of the season made it 3-0 to the visitors with a 15-13, 11-5, 11-3 defeat of Keith Register. Kirkup then beat Marshall in four before the visiting team’s momentum continued as Morton took the first two sets from Hudson. This was a fast battle of attacking table tennis and Hudson made a comeback to win in five – claiming both the fourth and fifth sets 12-10. Register then saved two match-points as he won the last four points from 8-10 down in the fifth to Stone. The momentum had now swung in favour of the hosts and from 0-4 down, it looked like they would recover to 3-4 as Marshall took the first two sets from Morton – however after his previous loss from two up, Morton did the reverse to win 13-15, 9-11, 11-6, 11-4, 12-10 as incredibly the third encounter in a row finished with a 12-10 in the fifth score-line.
