North Walsham Town Twinning

Whether it is widely known here in North Walsham or in Friesenried, Germany, the year 2021 is for us a little bit special. Perhaps through The North Walsham Times and the corresponding magazine in Friesenried we may inform the residents that we first came together in 1981 which of course means that 2021 is our fortieth anniversary. No mean feat. For me, a member since 1994, reaching this milestone is great and of course we must carry on into the future. I can only confirm that we have met many wonderful, friendly and full of life people both here and in Germany. I am a little bit sad that I have only been a member for 27 years!

I recently read a German book and found a rather apt quotation (a little bit modified) which I would like to share with you. "Only with direct contact with other people can you learn of their culture and laws and thus lose your worries and fears. Those who never meet others remain foreign and unaware. We all need someone who will take us with a friendly hand and to tell us how things are organised. We can also say that anyone foreign is 0BD actually a friend we have still to meet".

Our partnership is thus important, and I hope will go only forwards.

After the disaster that is called Covid I feel sure that many of you cannot wait to hit the travelling trail again. Why not do something different, think of the above quote and join the Town Twinning. A little challenge!

In conclusion I would like to paraphrase two letters from 1981, one from Ron Nash, our founding member, to Friesenried and one from Dieter Wehnert, the Friesenried founder.

From Ron, " I thought you would like to know that the reports from members spoke of the great courtesy received and the wonderful spirit engendered on both sides. I know that many of our party have written to and received replies from Friesenried, and this is surely indicative of the very purpose of our programme, which is to achieve a better understanding between our communities".

From Dieter, “Our visit to North Walsham during the Whitsun holiday was a great experience for all of us. This visit was the first trip to England for most of our party. They were impressed by the beauty of your country and the charm of your town. We gained a lot of good friends and each of us was very pleased with the very good relationships which developed between the two nationalities".

A Note from the editor

Greetings from a cold, damp and windy cliff top in Sheringham. Just when all seems gloomy and dark there are some small glimmers of something better on the horizon. Nights are starting to draw out a little, the garden is beginning to show some new life and the vaccine roll out has started apace. North Norfolk infection numbers are slowly but steadily falling, could it be time to take a breath and hope that better times are ahead?

Dear Jo,

My lovely black, 3-year old, female cat, Jess, went missing from my home in North Walsham on Boxing Day.

We can’t afford to relax rules yet and there is still a long way to go, but thanks to the dedicated work of our scientists, NHS workers, voluntary workers and all those working so hard to get us all vaccinated, there is some light at the end of the tunnel. Three new vaccination centres are now open in our area so no excuses for not responding when you get the call for your jab, as the old advert said, ‘you know it makes sense’.

She went out in the morning and never returned. I live on the Hopkins development next to the North Walsham garden centre and she spent most of her time searching for mice in the hedge to the Nursery Drive lane, the top end between the greenhouses and field. She has done this, and hardly gone any further since last March. Very friendly and quite a character and I've done everything I can to find her but with Covid restrictions, extremely difficult and no joy so far.

Valentine’s Day is upon us and whilst that special meal out is not possible this year, perhaps it is time to do something different to show you care this year. Many of our local traders are offering click and collect or online ordering including florists, gift shops and chocolatiers. Why not include a promissory note in your sweetheart’s card for that night out or special meal, there is nothing like something to look forward to in these uncertain times. Alternatively, put some of those home cooking skills you have been honing to work and impress with something fabulous.

If anyone has seen or has knowledge of her whereabouts please contact me on 07847 170813. A possible sighting was reported online near the field beside the Victory swimming pool but that was 2 weeks ago and nothing since. I am worried about her out in this weather, but it is possible a family in North Walsham has taken her in thinking she is a stray. She is chipped but always escaped collars. No other markings.

Domestic abuse during the pandemic by Zuzanna Pogorzelska, Family Solicitor, Hayes + Storr

Domestic abuse has surged during the pandemic. The UN has described the worldwide increase in domestic abuse as the “shadow pandemic”. According to Victim Support, over 11,500 more people than usual accessed their services between the 23rd March and 1st November 2020. Additionally, train companies in the UK are offering free travel to refuges for men, women and children fleeing domestic abuse.

what is domestic abuse? Anyone can be a victim of domestic abuse, regardless of gender, age, ethnicity, socio-economic status, sexuality, or background.

In 2015, the government’s definition of domestic violence was changed to ‘domestic abuse’ to include controlling and coercive behaviour; a more subtle form of abuse that doesn’t always involve physical violence.

This can encompass, but is not limited to, psychological, physical, sexual, financial, and emotional abuse.

what is controlling and coercive behaviour? Domestic abuse isn’t always physical. Coercive control is when someone uses manipulative behaviour to isolate their partner. The perpetrator will often monitor their partners behaviour, exploit them, break down

their support network, create a sense of fear, and deprive them of their autonomy so they believe they have no alternative other than to stay with their abuser.

According to Professor Evan Stark, a leading expert on coercive control: “the victim becomes captive in an unreal world created by the abuser, entrapped in a world of confusion, contradiction and fear.”

i’m in an abusive relationship. what can i do? During the pandemic, it has been harder for people to escape their abusers but there is never an excuse to put up with domestic abuse.

The government has made it clear that coronavirus restrictions do not apply if you need to leave your home to escape domestic abuse. If you are faced with immediate danger, call 999. Many kinds of domestic abuse are criminal offences, and the police can arrest, caution or charge the perpetrator.

If you feel you must leave the family home, you (& your children if you have any) could:

• stay with relatives or friends, • stay in a refuge, • get emergency accommodation from your local authority under homeless persons’ law – this will usually mean a bed and breakfast hostel, or;

• get private rented accommodation

If you are in an abusive relationship, you can get legal protection by applying for the following orders:

• Non-Molestation Order: to stop your partner harming or threatening you • Occupation Order: where you stay at home and your partner has to leave

Further down the line, a solicitor who is experienced in family law can advise you on:

• getting your property back or making you the legal owner of your home • deciding who your children can live with and who can see them • ending your marriage or civil partnership

Report from North Walsham's District Councillors

We are writing to give you news of what the District Council has been doing locally. We hope that this is useful to you.

Covid update North Norfolk District Council (NNDC) is supporting the vaccine roll out across the District in many ways including the collection and drop off of the vaccines. The Council’s Environmental Health Officers continue to provide advice and assistance to businesses that have stayed open, helping them to remain compliant with Covid restrictions. The Council has also engaged 6 Covid Support Officers (funded by Central Government) to provide across the District a visible presence to the public and to assist them in respect of social distancing. The existing traffic restrictions and free parking arrangements in the town centre remain in place. The District Council continues to administer the payment of Government grants to eligible local businesses which are adversely affected by Covid restrictions. North Norfolk has the largest number of businesses in Norfolk eligible for these grants (around 4,500) and has a better performance in paying these grants than other District Councils in Norfolk. Unfortunately, the Council’s winter tree planting programme has had to be suspended due to the latest Covid restrictions.

industrial units Hornbeam road, north walsham The District Council in late December completed the purchase of three new industrial

buildings at Hornbeam Rd. The Council did this as it continues to receive demand for its existing industrial units on the Lyngate industrial estate and needs to add to its stock. The Council believes that this will help to secure opportunities for businesses to locate in North Walsham and provide local jobs. The rent from these premises will also provide welcome income to the Council.

Housing Growth and Proposed new road In the District Council’s draft Local Plan for how land is to be used for the next twenty years a major housing development on the western side of the town (around 1800 houses) has been proposed to meet expected targets set by the Government for new housing in the District. Local councillors, along with the Town Council, have consistently argued that such housing growth must be accompanied by improved infrastructure, including new roads. A joint Norfolk County/District Council study on the need for new roads has been completed and was discussed recently with North Walsham's County and District Council members. It found that a new link road was required linking the Norwich and Cromer Roads. More importantly, it found that in order for there to be a real improvement in the flow of traffic with this housing growth the proposed link road needed to be extended along Link Rd to go over the railway line into Bradfield Rd and onto the Lyngate Industrial estate. The report’s authors said this was essential if the increased traffic from the new

housing development was to be diverted from the town centre as well as take away traffic more generally from residential streets. Further work on what is involved with this extension is to be commissioned by the District Council. It is a major step forward as a persuasive case for funding for this extension can now be made.

north walsham Heritage action Zone (HaZ) Project Planning for the implementation of this ambitious town centre improvement project continues. The latest step forward is that architectural investigators from a major funder of the project, Historic England, are about to conduct a detailed study of the historic buildings in the town centre. The investigators are keen to hear from anyone with historic photos or information. The aim of the study is to help inform the revitalisation of North Walsham and celebrate the town’s unique character. A media release has been issued and it has been shared with the Town Council. Organisations/residents with information are invited to contact the District Council’s Project Manager Jenni Jordan.

£8m imaging equipment replacement scheme continues

One of the biggest equipment replacement programmes at the Norfolk and Norwich University Hospitals NHS Foundation Trust continues to be delivered, despite the challenges of the Covid-19 pandemic.

A new MRI magnet was delivered and craned into place at Cromer and District Hospital on Saturday 16 January, having been manufactured and shipped from the USA. The hospital’s old MRI was craned out of the building on 14 November, and build works to the facility will ensure that patients will benefit from improved quality of imaging, safety improvements and an enhanced experience, which will be operational from 22 February.

The £8m project to replace vital imaging equipment will see the change-out of four MRI scanners a CT scanner at the Trust. An additional CT scanner will also be added in the Radiology department at NNUH. The scheme follows ‘Aged Assets’ government funding that was announced in 2019, as well as benefiting from Adapt and Adopt Covid-19 funding.

Work has also been ongoing since 9 November to start the reconfiguration of the Radiology department at NNUH to allow for the integration of the new CT scanner, which required the relocation of a Plain Film changing area and the department’s staff rest room. The MRI and CT machines that are due to be replaced are more than 13 years old and the replacement programme will continue until August.

Dr Rayhaan Rahaman, NNUH Chief of Imaging, said: “Despite the challenges that we face as a result of Covid, we are very pleased that this significant investment is continuing to be deployed. Latest state-of-the-art scanners will make a huge difference to patient care and staff experience with improved imaging and reliability benefiting the Trust with research and training.” Further installations of the new scanners are expected to take place in February and March.

Healthwatch Norfolk report highlights praise for care home staff amidst ongoing pandemic challenges

Residents of care homes across Norfolk, their families and friends, and care home staff, have spoken frankly about their experiences during the pandemic in a recently published report from Healthwatch Norfolk.

The report, which was submitted to Norfolk County Council (NCC) in December, highlights a range of challenges, including the mental health of residents and staff and communication with families.

One key finding was that 87% of residents felt their care home staff had helped them to feel safe throughout the pandemic.

The County Council commissioned Healthwatch Norfolk, an independent organisation, to collect this feedback. The findings can then be used by NCC’s Adult Social Care team to review the support provided in nursing and residential homes, where COVID-19 continues to pose serious risks.

In total, Healthwatch Norfolk heard from 152 people and collected feedback from 41 different care homes across the county. Of these responses, 109 were residents, 31 were staff, and 35 were relatives or friends.

Some key findings from the report include: • Whilst using PPE was recognised as a necessary precaution, many staff struggle wearing it all day and find it challenging to communicate with residents. • Some staff noted difficulty arranging care for residents from healthcare professionals such

as psychiatrists, GPs, care coordinators and dentists because of delays caused by COVID-19. Friends/family had very varied experiences of being kept informed by their care home, ranging from regular updates to feeling very out of the loop. The vast majority of residents said that the staff had helped to make them feel safe. Even though the normal programmes of entertainment have stopped, most staff are trying to help residents cope with the changes through organising their own internal activities. Friends/family shared mixed opinions about whether they have confidence in their loved one’s care home during another lockdown.

Notably, both staff and family members of residents also said that residents’ mental health has been affected, particularly due to restricted visiting arrangements. Even though care home workers have faced high levels of stress which has impacted their own wellbeing, most who responded to the survey said they felt well-informed about COVID-19 and had closer and improved working relationships with their colleagues throughout the pandemic.

Despite this, many comments indicated the difficulties in making information user-friendly for residents. This was particularly evident in staff that work with residents with dementia, as one carer expressed: “The majority of our residents have varying levels of dementia, so I can inform them, but depending on the

individual they may not be able to retain the information or understand what the changes mean.”

The feedback received has prompted Healthwatch Norfolk to make several recommendations to Norfolk County Council and the wider care sector. These include “to work with local Primary Care providers and mental health trusts to explore how care homes can best support residents whose mental health has suffered as a result of COVID-19”, and for care providers to “seek to improve how decisions about changes to visiting are communicated to family and friends.”

In response to Healthwatch Norfolk’s report, James Bullion, Norfolk County Council’s Executive Director of Adult Social Services, said: “I would like to take this opportunity to thank all the different health and care organisations for their hard work over this very challenging year – collaborative working has been exceptional and has made a huge impact on people’s care and lives.

“Out of this situation, we’ve made some really positive changes to how we care for people. It’s important we don’t lose these and that we continue to build on them over the coming months. Recommendations from this report will help us to continually improve how we provide care for the future.”

Guinea Pig Awareness Week at Toll Barn Vets!

As a proudly Accredited Gold Standard Rabbit Friendly Practice, Toll Barn Veterinary Centre has always been a keen participant in Rabbit Awareness Week, and our love of Guinea Pigs meant that we always opened the week for Guinea Pigs too!

Well... Exciting News! Guinea Pigs now have their very own Guinea Pig Awareness Week! Join us 22-28 March 2021 for all things Guinea Pig.

Why is Guinea Pig Awareness so important? Guinea Pigs can make wonderful pets but they are prone to several health conditions which can prove very problematic.

It is important to handle Guinea Pigs regularly and gently as they can be quite shy. Their average lifespan is between 4 and 8 years and they reach sexual maturity from 2 to 4 months of age, so always be on the look-out for sneaky litters in youngsters of mixed sexes! In mixed sex groups we can perform neutering from

4 months of age.

It is important for Guinea Pigs to have other Guinea Pigs for company, but we don’t recommend keeping them with rabbits as they frequently pass diseases between the species which can prove fatal to the other species. It is best to keep them in same sex groups, or neutered pairs.

Guinea Pigs need plenty of space with enough areas to hide away should they get worried. If kept outside they need a warm sheltered area to protect them from rain and wind, ideally with additional heating over colder nights. Guinea Pig teeth grow throughout their life and it is essential they have constant access to good quality hay to encourage grazing and dental wear. Ideally they should be fed pellets rather than muesli as this reduces selective feeding and provides a complete diet including essential Vitamin C. Guinea Pigs lack the enzyme to produce their own Vitamin C so

providing it in food is essential. Hay should be kept in suitable mangers or troughs to reduce the chances of inquisitive Guineas sticking their heads in and giving themselves eye ulcers from scratches from hay. High calcium treats such as Kale increases the chances of developing bladder and kidney stones, so these should only be fed in moderation.

Local charity helping consumers save on energy bills As winter rolls in with a vengeance, the heating goes on - and the bills go up. And now we are into the third lockdown, almost all of us are having to stay at home for longer, using even more energy to keep ourselves warm.

Local charity Community Action Norfolk (CAN) is offering free training for front-line staff and volunteers who work with vulnerable members of the public, to equip them to help and advise people how to save money on their energy bills and stay warm in their homes.

Rik Martin, CAN’s Development Manager, says: “Now more than ever it’s important to raise awareness to vulnerable consumers of how to stay warm, how to use less energy, and how to pay less. The online training

sessions are just 90 minutes long, so they don’t require a full day away from the workplace. They explore ways of helping vulnerable people save energy and money in their homes, to understand what support is available, dispel anxieties about switching supplier, and encourage them to look at a range of other ways of saving on their energy bills. Here at CAN we’ve long been delivering this training to staff working in housing associations, local authorities, and charities and voluntary organisations working with vulnerable people and low-income groups – anyone who is likely to encounter a need as they go about their work. It’s closely connected with the ever-present problem of fuel poverty, and one which we, in partnership with many other public authorities and charities across Norfolk, have been tackling for many years. Right now, we are faced with a three-pronged threat – winter, plus energy bills, plus Covid-19, adds up to a potential fuel poverty crisis” adds Rik. It’s estimated that around 25,000 homes across Norfolk experience some level of fuel poverty. In extreme cases, people are having to make the choice to ‘eat or heat’ – and badly heated and ventilated homes are the cause of around 600 excess winter deaths each in the county.

Historic england is conducting the first detailed study of the buildings of north walsham’s historic town centre as part of the north walsham High street Heritage action Zone

Historic England’s Architectural Investigators will explore the historic buildings and architectural development of North Walsham and delve into

The North Walsham High Street Heritage Action Zone has been awarded £975,000 by the governmentfunded High Street Heritage Action Zones project delivered by Historic England. Additional funding from the government of £1.17m has been invested by the New Anglia Local Enterprise Partnership as part of the Getting Building Fund.

North Walsham has a rich architectural history stretching back to the medieval period, and strong associations with Nelson and the Paston family. The Grade II listed Paston College was founded 400 years ago, and its famous alumni include Admiral Horatio Nelson and Stephen Fry.

The High Street Heritage Action Zone is focused around the medieval Market Place and the Grade I listed Market Cross. The scheme will see the restoration and repurposing of historic buildings, including the former town council offices at the Cedars, a key heritage site at the entrance to the High Street. It will improve the public realm, reducing traffic and making improvements to the Market Place area at the heart of North Walsham.

Local Councillor Challenges Lifting of Ban on Neonicotinoid Pesticide North Norfolk District Council Cabinet Member for Climate Change and Environment, Liberal Democrat councillor Nigel Lloyd, has written to George Eustice MP, Secretary of State for Environment, Food and Rural Affairs asking him to reconsider the recent Government decision to lift the ban on pesticides that contain Neonicotinoid Thiamethoxam. These Chemicals were banned by the Government in 2017. At that time, the Government announced that scientific evidence suggests that the environmental risks posed by neonicotinoids – particularly to our bees and pollinators – are greater than previously understood, supporting the case for further restrictions. Research estimates the value to the UK’s 1,500 species of pollinators to crops at £400680million per year due to improved productivity. The Environment Secretary Michael Gove said in 2017: ‘The weight of evidence now shows the risks neonicotinoids pose to our environment, particularly to the bees and other pollinators which play such a key part in our £100bn food industry, is greater than previously understood. I believe this justifies further restrictions on their use. We cannot afford to put our pollinator populations at risk.’ It is therefore extremely disappointing that these dangerous chemicals will once again be entering the environment. North Norfolk Councillors have been lobbied by constituents on this matter, their concerns are shared by the Bumblebee Trust and the Wildlife Trusts who are actively considering a legal challenge to this decision. The letter says: ‘I am writing to express my dismay that pesticides containing Neonicotinoid Thiamethoxam have been given emergency use approval by your government, overturning a ban introduced in 2018.

The ban was introduced as a result of overwhelming scientific evidence of the negative impacts on bees and other pollinators. Indeed, the then environment secretary Michael Gove endorsed this ban in 2017.

Your Government has a history of supporting a ban when in 2018 it upheld it after an application for 'emergency use' was put before them because of the potential harmful impact on bees and pollinators. It is extremely disappointing that the Government has now taken a U-turn on its original ban of these dangerous chemicals.

To those who are concerned about the environment and wildlife in the UK the decision is a great cause for concern. The science remains clear on neonicotinoid use and nothing has changed since the 2018 ban.

Bees and other pollinators are not just good for the ecosystem, they are essential!

Therefore, I urge you to reconsider allowing this dangerous pesticide to be reintroduced into the environment and instead re-commit to protecting the bees, other wildlife, and the wider

The Government position on this issue is as follows: After careful consideration of all the issues, the government has decided to grant an application for emergency authorisation to allow use of a product containing the neonicotinoid thiamethoxam for the treatment of sugar beet seed in 2021. This is in recognition of the potential danger posed to the 2021 crop from beet yellows virus. An emergency authorisation for the short-term use of a product (and placing on the market for no more than 120 days) may be granted if the following requirements are met: • the authorisation appears necessary because of a danger which cannot be contained by any

other reasonable means (the case for need) • use of the product will be limited and controlled • there are special circumstances

regular basis, causing much distress to the cat(s) families. Please therefore do not encourage a cat by feeding it if it does look fit and well (and may even be wearing a collar). If in doubt, however, take the cat to the vets to check to see if it is chipped or contact the RSPCA if it appears unwell or injured.

We are delighted to be able to advise you that by the time you read this Brinn will have left us for his new home. To see him now and recall how he was when he first joined makes us realise why we continue to help cats that, for whatever reason, need to come into care until we can find them a new home. The family who had been patiently waiting for him to be given a clean bill of health, were amazed at his recovery and only to willing to offer him a home where he will get all the love and attention he deserves. His operation was very expensive, but we do always ensure we have funds to pay for whatever treatment the cats may need. Fortunately, most cats that join us are healthy and only need routine treatment and care.

After the last article, Stephanie had several enquiries from people offering homes to Dilys and her new companions. They had however, already joined Brinn Stephanie’s household so were not available. At the time of writing, we have no kittens in care. However, we do have people waiting to offer homes to any that may join us, although we rarely see kittens born at this time of the year.

Following on from mentioning last time about the “stray” cats which do have owners, I have seen many mentions of this on discussion groups recently and have even had conversations with some of the people concerned. It is apparent from that these are not isolated incidents, but are happening on a

We continue to offer help with the cost of neutering for people with feral cats, although we are not able to help with the catching and taking to the vets for their operations. We are aware there are new arrivals at one of the sites we help as cats have migrated there from other sites close by when they realise food is available on a regular basis. Efforts are being made at present to catch them to ensure there is not a new batch of kittens later this year. We have also recently received a request for help to neuter another feral and her four kittens from last year and, fingers crossed, these will be at the vets shortly. We are extremely grateful to the vets we use for this, who always do their best to work with the person doing the trapping. Obviously. they cannot guarantee that the cat will go in the trap on the day chosen for the operation. In one instance recently the trap was borrowed to catch a last year’s feral kitten. The kitten was caught on the third attempt after two other cats had been caught. Having had to get up very early to manage this it was more a case of “the early bird catches the kitten”.

colour when they shed their fur at about two to three weeks old. Normally they are grey like their name suggests. It’s only when they moult, and the black velvety coat is revealed that we can tell it's a melanistic seal. Melanism is the increased development of the dark-coloured pigment melanin.

Research varies, but approximately 1 in 400 grey seals are melanistic. On my last seal shift in January, I found and photographed 10 melanistic pups. This isn’t the highest

Happy New Year everyone, not quite the start we all hoped for, but it seems a common theme that our pets are helping to raise spirits and keep us positive through this second lockdown. They provide a companionship which has been shown to boost endorphins and help us to relax. Their unconditional love, uncomplicated attitudes (for the most part at least!) and apparent happiness to be with us can’t fail to lift the mood. Then there is the added benefit of getting us out exercising no matter the weather, which is more important now than ever.

As a result of this we have seen a boom in pet ownership, which we hope will remain a positive thing for everyone, but does come with some warnings attached. We would ask all would be pet owners to consider carefully whether they will have the time and energy for a pet once life returns to normal. Many people are currently furloughed or working from home and are able to give a new pet the love and attention it deserves. What we must make sure is that when thing revert to our old routines, are you still able to look after those animals properly. Hopefully the answer is yes, but even then, a great deal of thought must always go into the type and breed of pet you are considering. Some breeds of dog require a lot

Matt was very clearly underweight as his back end was tapered and rugby ball shaped. Unusual plant species discovered along North Walsham and Dilham Canal

A number of unusual plant species rare to Norfolk have been found along the banks of the North Walsham and Dilham Canal, it has been announced.

Plants including Sea Milkwort, Red Maids, White Melilot, Balkan Spurge and Bifid Hemp-nettle are rare to the North Walsham area, and some to Norfolk more widely, but have recently been documented along the banks of the local canal.

Suki Pryce, Wildlife Officer for the North Walsham and Dilham Canal Trust, who works alongside land-owners to restore and manage the canal, has been recording plants along the waterway since 2017, assisted by the Norfolk Flora Group.

Nearly 400 plant taxa have been found in the approximately four-mile stretch of restored canal.

Suki, whose findings are set to be published in the Botanical Society of Britain and Ireland (BSBI) Newsletter, speculates that the diverse soil substrates found on the canal, brought in from a range of sources to raise

and restore the canal embankments, is where most of these alien species originate.

“You never know what you’re going to find”, Suki commented. “Every walk along the Canal is like a treasure Limnanthes douglasii hunt. It’s been very intriguing Poached Egg Plant to discover species that are more common to urban areas or species usually found in sand dunes along the coast. Some unusual species survive year after year and really thrive along the canal. Others arrive, and then disappear, only to return again a couple of years later – it’s hard to fathom.”

Contractual disputes expected to rise in 2021

the Construction Leadership Council (CLC) anticipates that there may be more CoViD-19 related contractual disputes in the construction sector this year.

At the start of the pandemic in March 2020, parties were reportedly more willing to tolerate breaches of contract and resolve disputes amicably due to a mutual understanding of the effects that COVID has had on businesses and their ability to complete projects and meet deadlines.

However, the CLC considers that attitudes have since hardened, due to the fact that most firms are expected to have adapted their working practices to mitigate the economic effects of the pandemic. It anticipates that, while firms may be willing to agree an extension of time for completion, there is a reluctance to agree financial losses, costs and expenses. The CLC has advised firms to try to resolve disputes constructively amongst themselves without the need for an adjudicator and that, if an adjudicator

is necessary, it is vital that firms keep good contemporaneous records relating to the impact of COVID on productivity and costs and what steps they have taken to reduce this impact.

Whilst the CLC’s predictions are particularly relevant to the construction sector, they apply to all types of commercial contracts, transactions and disputes. The working practices of the vast majority, if not all, businesses across the UK have been affected by COVID-19, with the restrictions on travel, the “stay at home” message and reduced staff levels due to Furlough leave and redundancies. Therefore, the ability of all kinds of businesses to provide services may be compromised.

In light of this, it is important for businesses to be aware of their rights and obligations under commercial contracts, both at the time of entering into the contract and in the event of a possible breach. It is therefore prudent to seek legal advice at the earliest possible opportunity.

Sweet Treat for Valentine’s Day

Method Preheat the oven to 180c/Gas 4. Grease and line a 13x9” swiss roll tin.

Place a sheet of baking parchment bigger than the sponge tin on a cooling rack and dust with caster sugar, (I secure mine with bulldog clips).

We may not be able to indulge in fine dining this Valentine’s Day, but we can still make the effort to treat the object of our affection with something indulgent.

Guaranteed to impress but surprisingly easy to make, this decadent roulade will have your sweetheart eating out of your hand, or at least licking their plate. If raspberries are not your thing, then substitute other fruit such as tinned black cherries, pureed banana, or other fruit of your choice, just make sure the fruit is well drained if using tinned. You could also add a little liqueur of your choice to the whipped cream for a boozy kick.

Chocolate and raspberry roulade

ingredients 150g/5oz caster sugar 5 eggs, separated 50g/2oz cocoa powder (not drinking chocolate) For the filling 300ml/ ½ pint double cream 1-2 tablespoons icing sugar 1 punnet of raspberries (or 1 tin black cherries, drained or other fruit of your choice).

Whisk the egg yolks with the caster sugar until thick enough to leave a trail. Sift over the cocoa powder and fold in gently and evenly. Whisk the egg whites in a grease free bowl to the soft peak stage. Fold 1 tablespoon of the whisked egg white into the chocolate mixture to loosen it, then fold in the rest evenly. Scrape the mixture into the prepared tin and smooth the surface. Bake for 20 -25 minutes until well risen and springy to the touch.

Turn out onto the prepared baking parchment and cover with a clean, damp cloth until cool.

Whip the cream with the icing sugar until it just holds its shape.

When the sponge is cool, take a sharp knife and cut ¾ of the way through the sponge one centimetre in from the short side, this will help when rolling the roulade. Spread the whipped cream evenly over the sponge and top evenly with the raspberries or other fruit. Carefully roll up the sponge from the cut edge, (an extra pair of hands may help at this stage) and sit on a plate with the roll end underneath. Decorate with extra whipped cream or chocolate shavings if desired. Don’t worry if the sponge cracks or the roll is not perfect, dust with icing sugar and it will still be delicious! Jo – editor.

Hopes that the 2020 -21 season may yet see some competitive action are fading. The six team Eastern Counties competition due to start in January had to be abandoned, so the main hope now is that the situation might improve to allow some friendlies in April/May. “We’ll just have to wait and see what we can do in the months ahead,” said Director of Rugby James Knight. “Whatever, the focus will be on us hitting the ground running in September 2021, able to compete against the best in London & South East Premier.” Currently none of the teams are able to train together and the Youth, Minis & Valkyries are already looking at what it might be possible to offer across the Summer months. Meanwhile, helping to keep minds and bodies fit, the Valkyries have started a “steps challenge” aiming to walk around the world virtually. Along the way they’ll be meeting up with former Valkyries and Vikings: Jess Harris in Bejing, Tony Kingsmill (Perth), Lachlan Brown- Bates (Queensland) and Ethan Beeney (New Zealand). The highest number of steps recorded by an individual in a week so far is 142,528!

Just before Christmas the Valkyries held their much postponed 2019 -20 Awards Ceremony. North Norfolk Taxis Association celebrates continued success North Norfolk taxi & Private Hire Association was formed in 2012 to represent the trade & address issues that came about due to North Norfolk District Councils review of the taxi rules and regulations handbook. Secretary Steve Heels said over the years it has helped many members with various issues they've encountered. With over 150 members & a committee with over 80 years combined experience in the trade it has worked at forming a good working relationship with the council, this has proven invaluable most recently with the latest 2020 handbook review.

NNDCs latest review of the handbook saw new statutory guidance being introduced along with many new rules. Chairperson Ashley Colman said the association had worked tirelessly over the last few months with licensing chairperson Pierre Butikofer, Licensing portfolio holder Nigel Lloyd & thanked Councillors Georgie Perry-Warnes, Peter Fisher & Emma Spagnola for their time on this matter along with Licensing officers Lara Clare & Tracy Howard.
