SHERINGHAM TOWN COUNCIL IS SEEKING YOUR VIEWS The Council has purchased the brand new Community Centre on Holway Road for the people of Sheringham.

The Town Hall, Church Street, has been the home of Local Government for over 100 years and houses the Town Clerk’s Office and the Council Chamber on the first floor. For many years the Council has received an income by letting the ground floor offices. The Council’s programme of maintenance will ensure that the building lasts for many more years. There is Edwardian furniture and several large historic paintings depicting historic local scenes, housed in the Council Chamber.

The Council has been granted permission to use part of the first floor of The new Community Centre the Community Centre as the Council Office and Chamber for meetings. The Council now has to make various decisions which all impact on the Council Tax paid by the residents of Sheringham. Under the Localism Act of 2011 the Council should consult with residents and seek their views before making any decisions relating to moving it’s centre of operations and would ask if you would give consideration to the following. The current Town Hall

• The Council owns the Town Hall outright. There is a £100,000 low interest loan to be repaid over 15 years for part payment of the new Community Centre. • If the Council moves to the Community Centre there will be loss of revenue for one small room permanently and a larger room fortnightly, evenings only, when Council meetings are held. • At the Town Hall the ground floor offices usually generate an income of £7,000 per annum, but if the Council moves, the whole building could be leased to bring in more income. • The Town Hall could be sold to pay off the loan for the purchase of the Community Centre.

• The Edwardian furniture is not suitable for the Community Centre however it is not yet established if the larger paintings are suitable to be moved. What should the Council do with the furniture and the paintings?

• Part of the duties of the Council’s office staff is to administer the Community Centre, therefore should the Office move to the Community Centre but Council meetings continue to be held at the Town Hall. Would it be sensible for the Council’s centre of operations be split?

Toastmaster of the Year Award Stuart Richards was voted Toastmaster of the Year by members of North Norfolk Speakers Club and was presented with the award at the club meeting on Wednesday 26 June.

Stuart joined North Norfolk Speakers Club in late 2011, with the intention of addressing his fear of public speaking and to boost confidence.

KELLING PROBUS CLUB

Twenty three members met at The Dales Hotel, Upper Sheringham on Thursday 20 June. Unfortunately, our invited speaker was unable to attend, and so, after lunch, one of our new members, Forbes Pearson, kindly introduced himself by telling us about his time serving with the RAF.

He described an epic flight he had made as navigator in a brand new Phantom jet fighter. Coming in to land at Conningsly in Lincolnshire, the plane developed a serious fault and went into an uncontrolled roll. Both he and the pilot used their ejector seats, but when his parachute opened, he was amazed to see the un-manned plane had turned and was now flying straight towards him. It passed just below him, and he landed in a ploughed field, the pilot landing on a concrete pad nearby. Although they did not realise it at the time, neither was seriously wounded, and they were taken by a passer-by to a farmhouse where they were invited in to await the arrival of an ambulance and back-up: unfortunately the farmer could not make a cup of tea for them because the plane had crashed into the overhead power lines. Their short spell in hospital even included a chance visit by royalty, visiting the hospital to open a new maternity unit. Bill Day proposed a vote of thanks for such a thrilling and vivid account.

Dealing with some Club matters, Chairman John Dunsire informed members of the decision taken at a recent Committee Meeting that, in order to accommodate the anticipated attendance, the Christmas lunch on 19 December would be held at the sister hotel The Links at West Runton. He also raised the possibility of holding a joint meeting with the Sheringham & Cromer Probus Club next year. Ken Murray, the Events Secretary, circulated a list of possible day trip outings for members to consider, and Secretary Geoffrey Goodman reported that a full programme of speakers was arranged until next January. Our next meeting is at The Dales on Thursday 18 July, when Val Crowe will talk about Dubai - if you would like to come and join us, please call Kevin Clingo on 01263 824624.

PARALLEL TIMES TO PLAY BELFRY ARTS CENTRE has run a variety of events every year since it FUNDRAISER GIG opened in September 2009.

Northrepps is set to rock to classic Blondie songs next month when Parallel Times, a Norfolk tribute band, headlines a fundraiser gig on Friday 19 July between 7.30pm and 11pm at Northrepps Village Hall, with proceeds going to The Belfry Arts Centre in Overstrand.

The band, fronted by well-known vocalist Julie Bunn, will play its repertoire of Blondie hits, including Atomic, Heart of Glass and Hanging on the Telephone. With a set-list packed with Blondie classics, an acoustic trio – West Runton's Scubayak – as support and a live music running time of two and a half hours, the evening promises to be a great experience. During the evening there will also be a licensed bar and a raffle.

All proceeds from the gig will go towards The Belfry Arts Centre, Overstrand's vibrant arts venue which

SPARKLING LIVE MUSIC LINE-UP FOR RAILWAY BEER FESTIVAL

The annual North Norfolk Railway Beer Festival at the Poppy Line’s Sheringham station is almost as much appreciated for its range of live entertainment as for its range of real ales.

Live music and the backdrop of the sounds and smells of the steam age create the special atmosphere that makes the Festival one of the most popular in East Anglia.

Follow the Star

For the third time, Val and Mike Crowe are producing the musical ‘Follow the Star’ on 30 November at St Peters's Church, Sheringham.

This musical is about the Christmas story and has already been acted three times in Sheringham twice in Sheringham Little Theatre in the 80s and then in 1992 in St Peter's Parish Church. The funds from the third show were given to the church as the flooring was in very bad condition. This performance will again give some funds for

Recent Changes to the Planning System By Richard Hewitt Partner at Hayes + Storr, Sheringham

This two part article looks at some of the many changes that have been introduced over recent weeks and months by the Government. The second article will consider the increased flexibility that now exists for householders to extend their properties, and for changes to take place easily in the high street and elsewhere.

This first article looks at a more wide ranging tax regime that is now being rolled out across the Country, which has potential impact on all development of any significance.

Traditionally, significant schemes have undergone a public planning process involving a planning application, debate and decision. Parallel to that process, there has quite often been the creation of a “planning agreement” whereby developers, land owners and others make various financial and other commitments as a precondition to getting planning permission.

Typically a housing development may make a contribution towards the costs of education in the vicinity, and the site may be partly allocated for “affordable housing” available to those who are unable to buy their own home.

Whilst the “affordable housing” aspects, and some of the detailed direct impacts of the development may still be covered by a “planning agreement” under the new system, the new tax is designed to introduce a uniform approach, that can easily be calculated, with the revenue being used to fund broader infrastructure requirements across any planning area.

This is known as the ‘community infrastructure levy’.

Only a hand full of local authorities has gone through the process leading to adopting

a formal charging system, but many others are in the process now. Whilst small scale developments will be excluded, any significant development will be charged at rates to be set calculated per square metre constructed or extended.

With a charge of £100 per square metre common place, it is obvious the impact this can have on the costs of development. These costs will either be passed on to ultimate property purchasers or occupiers, or reflected in reduced land prices.

Over the next 12 months many authorities will have adopted this tax, partly as a means to offset lack of central funding for schools, roads etc. The unknown factor is how much this tax will ‘choke off’ development that would otherwise have come forward.

The theory is that the tax should be set at a level that will allow economic activity and the resultant tax revenue to fund new infrastructure, but not at a level that would stifle economic activity.

Understandably, perhaps, there is a rush to secure planning permissions under the current regime, which many believe is cheaper for developers than the planned levy.

This sort of tax has been tried several times over recent decades but in every case has failed to take hold and has been abandoned. However this current regime does seem to have political weight behind it. The financial pressure is on local authorities to adopt this tax as perhaps the only practical way of securing infrastructure improvements that will no longer be funded centrally.

The creation of this new system from scratch is also a significant burden on local authorities. They must be able to calculate and judge overall needs for infrastructure going forward, often without knowing precisely where and

to what extent other funding sources will continue. They must acquire and use sophisticated financial skills to work out an appropriate level of charge that will meet the balance of simulating infrastructure without killing off development. Then the proposed charges schedules need to run through public examination and processes before they can be adopted.

At the time of preparing this article North Norfolk District Council are at the early stages of implementation, but it is expected that significant progress will need to be made before Spring next year.

It is obvious that this new regime has implications for land owners, developers and investors. Should you have any concerns as to how the regime could affect you in any of these circumstances please look out for the information published by NNDC over the coming months.

OUTWARD BOUND TRUST Gresham’s School & Holt Youth Project

On 27 May, four Gresham’s students and six Holt Youth Project members travelled to a small coastal town called Aberdovey in W ales as part of the Outward Bound Trust. The Outward Bound Trust is an educational charity whose aim is to provide a supportive and challenging environment in which young people can learn about themselves and help them realise their potential and what they can achieve in life.

For five days these lucky young people were going to endure the somewhat ‘brutal’ landscapes of Snowdonia National Park. Here they would be exposed to a wide range of landscapes from steep river gorges, waterfalls, green valleys, and windswept uplands. Dainnah Liberman a Sixth Form

student from Gresham’s said it was “the perfect adventure!” The first leg of the expedition involved canoeing in the estuary of the Irish Sea and despite the freezing

conditions; the group were still smiling and enjoyed some wonderful coastline views. Joe Shade who took part from the Holt Youth Project said “the mountain which we climbed was called ‘Cadair Idris’ (2,927 ft) everyone was a tad tired after reaching the peak, but the views on display made it all worthwhile!”

From there the group crossed uneven terrain and scrambled up steep hills, taking about six hours to reach their base. After camping overnight by a stream the group woke again and walked the final 10 kilometres before returning to the centre.

Overall, everyone in the group felt it was a really worthwhile experience. They enjoyed some fun team building and high rope activities, the weather was good, the people were friendly, new friends and lots of memories were made.

NORTH NORFOLK ARTIST BRINGS LIFE IN ART TO SALTHOUSE CHURCH

Heather Tamplin, North Norfolk artist of imagination, will be exhibiting 30 years of her work in Salthouse Church, from 20 July - 4 August, 10am-5pm daily, 11am – 5pm on Sundays.

The work ranges from 1983 – 2013. Heather, Wimbledon Art School student in the late 60s, has been inspired for 30 years by North Norfolk. "I do love Norfolk for its raw energy and space. The unstructured landscapes de-clutter my thoughts..... and inspiring ideas flow."

Among the art works on display will be a BEE CRISIS installation in the West Tower. Exhibited as part of The Late Shift, SCVA, April 2011. The work is in response to the decline in bee numbers and the use of Neonicotinoid pesticides, it has a soundtrack created by Peter Toll. Visitors will see Heather at work on a painting in the church during the exhibition.

Leader Tom FitzPatrick made a presentation to members of the Enterprise North Norfolk entrepreneur training programme on June 25th at a special event hosted by The Victorian Tea Rooms, Cromer, on Tuesday 25 June. This marked their success in setting up new businesses, ranging from historic tapestry restoration and conservation to insurance broking. The course leader - Kate Wilde from Engage with Business - was delighted with the success of her first 12 'graduates' of the course. Modules include business basics, mentoring and master classes in subjects such as market research and social media and are designed to

help people start their own business with their eyes open. The successful new businessmen and women were presented with a copy of ‘The Essential Business Guide’, essential reading for all entrepreneurs and full of vital information for further success in their chosen fields of business. The Gorilla’s in the city, the Alpacas on the farm... now we need volunteers and stall holders Thornage Hall is used to working with unusual animals on its 70 acre farm. The ABC of animals includes alpacas, bees and chickens, but more recently they waved good bye to Gus the Gorilla who is now located on Novi Sad bridge in Norwich.

Gus the Gorilla was decorated by service users at Thornage Hall’s day services for adults with learning disabilities and will stay in Norwich as part of the Go Go Gorilla trail over the summer. The resident alpacas however, will stay on the farm and will be on show for visitors to see at their annual September Garden fete.

Preparations for the garden fete are now well underway and Thornage Hall is looking for volunteers to help, as well as calling for local businesses who may be interested in having a stall at the event. Over 700 people are expected to attend the Fete where they will be able to see the Thornage alpacas Venus, Mavis, Vera and Pepe, take a guided walk around the farm, wander around a range of stalls from local businesses, as well as Thornage Hall’s own bio dynamic garden produce and

offer a range of day service activities in traditional arts and crafts including weaving, willow weaving, woodwork, art and bakery. They also sell produce from the farm and workshops to local businesses in Holt and the surrounding area.

Award winners presented at Norwich Cathedral

Five choristers of St. Peter’s Church Choir, Sheringham, recently attended a special service in Norwich Cathedral to receive their Dean’s Awards. The medals were presented by the Dean of the Cathedral, the Very Reverend Graham Smith, and witnessed by the large gathering of choristers from choirs all over Norfolk, including the Cathedral Choirs.

The Dean’s Award is part of the Royal School of Church Music’s “Voice for Life” singing programme. It involves a lot of dedicated preparation, as well as requiring a high standard of singing!

Grumpy Old Man Sorry – what did you say?

Whilst driving into Norwich recently I was relating a tale pertinent to my passenger, but when I paused for her reaction, none came. Glancing across, I saw the reason why – she was texting, engrossed, thumbs busy on her mobile phone and she hadn’t heard a word I said.

Even more recently, five close family members who were visiting, sat with us to watch the FA Cup Final and failed to react when the Wigan goalkeeper brought off a stunning save. I turned round to see that, despite being football fans in varying degree, all five were occupied with their techno-gadgets, three on i-phones, one on a tablet and one using a laptop. Grumpy and his wife were alone in paying attention to the match at that moment.

May I suggest that the massive rise in so-called Attention Deficit Hyperactivity Disorder is directly linked to the concurrent rise in distraction overload presented by modern technology. The medical profession would have us believe ADHD is a form of affliction, an illness, and is busy prescribing bucketfuls of pills which affect the brain in an effort to bring about a ‘cure’.

When I started secondary school at the age of

11, on the first day of term I carried home a letter from the school to my parents which requested that they must ensure I had a quiet place in which to do my homework, preferably in my own room and on no account should there be any extraneous noise such as a radio because they believed children will develop the ability to shut out such distraction and be more likely to switch off their teacher’s voice and allow their minds to wander whilst in class. Attention Deficit (in those days called inattention) was frowned upon and attracted punishment, usually in the form of extra work or detention. Nobody was hyperactive. Nobody claimed to have a mental disorder as a convenient excuse for laziness or bad behaviour, which was not tolerated. Casual disruption was nipped in the bud.

The innocent freedom I enjoyed as a child with the ability to explore and wander safely, to pursue varied indoor and outdoor hobbies and interests and to exercise much responsible independence, has gone. We are in a strange new world now. Giving small children electronic gadgets to occupy them in the same way as giving a baby a dummy to suck, to keep them quiet, is a betrayal of childhood, as once addicted they cannot be weaned from them. They

do not learn to think, but to respond: also the attention of parents is increasingly concentrated on their own gadgets as they, in turn, are perpetually distracted.

Trouble lies ahead I fear.

Nowadays, the only time I notice numbers of children in public is when they are going to school or returning home. Then they vanish indoors to their cyber world and the television.

In a few short years our way of life has been totally and unnaturally transformed, wholeheartedly embraced without a care for the consequences, and the first generation is growing up without a firm grip on reality. The genie is out of the bottle.

North Walsham and District Branch of Cats Protection

Firstly, an update on the two cats mentioned last time.

Millie, has now been re-homed with her fosterer who had grown very fond of her. Having recently lost her elderly dog she thought Millie was a suitable candidate to fill the gap in her household. Roger has also left for a new home, with a veterinary nurse who met him while his balance problem was being investigated. The ideal home for Roger as she is aware of his medical history and will be able to identify any changes to his condition. Lovely boy, lucky lad.

When Stephanie returned from holiday recently I had to confess that cat numbers had increased in our household but not with one from Cats Protection. For the past 10+ years we have had a “feral” cat visiting our garden, an unneutered black tom cat, who would not go anywhere near a cat trap. Last year we finally managed to catch him in a special cat box.

This was made easier because his claws had started to dig into his pads and he could not move so quickly. He was neutered, had some teeth removed, claws clipped and antibiotics and returned to the garden after a night in the garage. Having survived the harsh winter out in the cold (although there are cat kennels available for shelter) we again noticed his claws were getting too long and another visit to the vets was arranged. A further dental was recommended and as he had finally begun to accept contact from us we were able to get him in a normal carrier for a further visit to the vets. This poor little lad had two abscesses in his mouth and a further 9 teeth removed. On his return from the vets we put him in the conservatory to recover and he has hardly left there since. After all these years he has finally learnt to trust people again, and is now a real lap cat that just loves a cuddle. It is obvious that at some point he did have a home and he probably got lost while looking for unneutered queens. Hector is now a permanent addition to our household, I just wish he could have made it indoors earlier.

Sheringham Coastwatch

What voluntary job includes watering a thirsty dog one minute and (on one occasion!) helping to dispose of a hand-grenade? Or directing a holiday-maker and then helping in a Coastguard search. And all without moving more than ten feet. Is it something you could do?

After training you would be proficient in all these things plus many more.

The members of Sheringham Coastwatch keep a lookout over the cliffs, beaches and 500 square miles of sea visible from their vantage point high above the Sheringham golf course. The Station is equipped with powerful binoculars, telescope, marine radio, radar, ship identification equipment and weather sensors. Close contact is maintained with Her Majesty’s Coastguard and all the emergency services when necessary. Safety of life at sea is the most important aspect of our work but previous maritime experience is not necessary. Watchkeepers come from many different backgrounds and are keen to spend three hours on a weekly or fortnightly basis to help in this varied, interesting role. The job is based entirely at the Station so professionalism and common sense are the order of the day; not physical ability. Ladies and gentlemen are equally welcome.

Watchkeepers need to be at least 18 years of age and fit enough to walk to the Station up a fairly steep hill over some uneven ground.

Would you like to join us? There can be few more wonderful places to spend a few hours each week. But as well as enjoying the views you will gain satisfaction from knowing that you are helping to ensure the safety of those on the sea or using the beaches and cliff paths.

Dear Margaret,

It is with sadness that I read of the final Gilbert & Sullivan production of The Savoyards. I have watched with great interest over the years as they have produced their yearly shows. This was my dream all those years ago.

When the people of Sheringham took over the running of the theatre we had to raise money. I arranged an ‘Evening of Music for Pleasure’. It was packed out so I followed it with two more. The quartet singing Gilbert & Sullivan were well received so I asked them if they would be interested in doing an evening on their own – it was sold out as soon as it was announced, as was their subsequent second evening.

As my love was for Gilbert & Sullivan I wondered if we had enough local people who would be interested in starting our own society. My home was not suitable for a hopefully large meeting so I asked Alan Stables, who was also interested, if we could use his home. The meeting was amazing, more folk that I could have hoped for! I have a certain amount of sympathy for some of the views expressed by Keith Colman in his reply to my call for the consideration, at the very least, of the introduction of a more advanced society in which democratically we have taken back control of our lives and surroundings from minorities and ruling elites (Sheringham Independent, 29/6/13)

But, in general, I think he has missed the point. The Campaign for Self-Government is not interested in being drawn into divisive, time-and-energy-consuming arguments about the ins and outs of how the existing system is arranged but in transforming this unhappy, no longer functional and hardly sustainable regime into a more joyful, socially just and ecologically stable method of organising human affairs. This it does by promoting “ideas of change for a more advanced society”, details of which can be obtained by going to the internet and googling the words contained within these speech marks. The new screen to mark the Queen’s Diamond Jubilee is due to be dedicated by the Archdeacon of Lynn, the Venerable John Ashe, at a special evening Service on Sunday 28 July at 6pm. All are welcome.

Join Up Here

Weybourne Good Companions Club, which meets monthly on the 4th Wednesdays from 2.30pm, is seeking additional members.

We have pleasant afternoon get-togethers, with tea and biscuits, sometimes more, with an excellent standard of entertainment from musical to documentary slide shows of interest and amusing speakers.

We always have a birthday party in February to celebrate another year together, with birthday tea and cake. Our subscription monthly is £2 and we have a raffle from items donated by members.

In the summer we have an outing to places of interest in North Norfolk and at Christmas we all enjoy a Christmas meal together - for both of these we all pay our share.

We have members from Cromer, Sheringham and Holt, as well as villagers so do come along if you are retired and would like to belong to a club for people like yourselves.

Fit Together Walks

Monday 22 July – 10am - Special Event – Three Peaks Challenge – 6 mile advanced walk – Grade 4 – A walk on a variety of surfaces going up Incleborough Hill, Roman Camp and Beeston Bump.
