Sheringham-Muzillac Twinning Association: The aim of our association: “To bring the two peoples of Sheringham and Muzillac closer together, to forge friendships and understanding between the two towns and to explore cultural similarities”
The Sheringham-Muzillac Twinning Association has been running for ten years, but without official recognition - that is, until now. The town councils here and in Brittany have agreed that twinning should in future link, not just the memberships, but the towns themselves. On Saturday 4 October, in a packed Muzillac town hall with around 80 present, an official ceremony took place to endorse the new arrangement.
On behalf of Sheringham, mayor Tricia Brooks led the delegation and received an enthusiastic welcome from her counterpart, ‘maire’ Jo Brohan, and his fellow councillors. Continued on page 4...

Flags and gifts were exchanged, and charters were signed then read aloud (in excellent English) by local school children. At a celebratory meal the next day, there was a party atmosphere, with the singing of sea shanties and traditional Breton dancing.

The membership in Sheringham will have the opportunity to reciprocate when a party from Muzillac attend our own official ceremony in Sheringham in March 2015. The Sheringham membership is around fifty strong and arranges all sorts of social and fund-raising events during the year. The high point comes in summer, when there is an exchange visit between members from both towns. This year, Sheringham members played host, and next year it will be the turn of Muzillac.
The association is looking to grow, and offers a very warm welcome to new members. It has an entertaining website at www.sheringham-muzillac.co.uk where there are contact details and lots of interesting articles.

Volunteer says opportunity changed her life
A Norfolk woman has described how agreeing to become a volunteer has changed her life and got her back into work for the first time in more than four years.
Tina Monger, 20, had struggled to find a job she enjoyed ever since leaving school when she agreed to become a volunteer for North Norfolk Community Transport (NNCT), a charity providing a vital lifeline for people without access to transport.
Ms Monger, who lives in North Walsham, has a varied role as a passenger assistant, which includes assisting people with disabilities and children with special needs.

Sheringham has been granted Fairtrade Town status. Fairtrade is about better prices, decent working conditions and fair terms of trade for farmers and workers. Fairtrade supports small scale farmers and workers who are marginalised from trade in a variety of ways. There are over 1.4 million farmers and workers in 1,140 producer organisations across the Fairtrade system, helping poor communities across the world.
Fairtrade is a global movement with a strong and active presence in the UK, represented by the Fairtrade Foundation. By supporting Fairtrade, Sheringham has the power to change the world every day.
With one simple choice we can get farmers a better deal. And that means they can make their own decisions, control their futures and lead the dignified life everyone deserves.
WHAT IS A FAIRTRADE TOWN?
The Fairtrade Foundation certifies products, nothing else. They run campaigns with local community groups aimed at boosting awareness and understanding of trade issues, and promoting the buying of Fairtrade products as a way for everyone, no matter who they are, to use the power of their purchase to make a difference to the lives of farmers and workers.
These campaigns have a set of goals and receive a certificate of congratulation from the Fairtrade Foundation when they are achieved. Once a local community declares its status as a Fairtrade Town, it must be committed to continuing campaigning and raising awareness.
The Mayor of Sheringham, Patricia Brooks led the celebrations which took place last month at the Community Centre. She thanked Brenda Smith for her sterling work which had enabled the town to reach this stage so quickly. Brenda explained that everyone is able to help with Fairtrade these days as there are so many more products easily available. She presented certificates to supporting businesses and schools from Sheringham.

Due to the huge success of the last few East Anglia Air Ambulance dinners at The Constantia Cottage Restaurant, East Runton, Val & John are organising another dinner at The Constantia on Thursday 4 December at 7.30pm.
The cost is £22.50 per head for a three course meal plus tea or coffee. There will be a raffle, auction, entertainment from the Constantia Brothers and an appearance from a mystery guest. The East Anglian Air Ambulance now run two fully medically equipped helicopters serving Bedfordshire, Cambridgeshire, Norfolk & Suffolk. They fly an average 4-5 missions daily & it costs £7.6million to provide this service, so your support is essential as they receive no Government or National Lottery funding.

North Walsham and District Branch of Cats Protection
Duchess, the little kitten mentioned last time, is making satisfactory progress and like so many of the kittens in care, will soon be old enough to be available for adoption.
Kittens continue to arrive, while others wait patiently for a pen to become available. At the last count we noted that 120 kittens have been handed into care this year. If only people would get their cats neutered we would not be experiencing the problems that we are seeing this year. Many have joined us because their original owners have, in effect, abandoned their mother once she has become pregnant. Cats like the dear little one, probably less than a year old, we have recently returned to the area she originated from as she was traumatised being confined to one of our pens. Fortunately, she has been entrusted to the care of a young lady who is experienced with feral cats and willing to see if she will respond to receiving care having been given more space. If she is not happy living in a home environment she will support her living outside. Her kittens are still in care, although one has already been offered a home. Although three of these kittens have “webbed” paws, probably due to inbreeding, this will not make any difference to the lives they will lead.

If is fortunate that we had made arrangement for this little cat as Stephanie had a call from vets with regard to two four month old kittens which had been abandoned in a box by the side of the road. From their condition when taken to the vets it was apparent they had been there at least two days as they were ravenous and very thirsty, even trying to drink the water the vets were using to rinse them down after bathing them. Having so many kittens arrive as emergencies like does mean that our waiting list which contains cats that need to come into care (and also kittens who have people looking after them in the meantime)

People in the town can apply for a Christmas Grant from The Sheringham Poors and Ploughlet Trust, which was set up to give financial assistance to people residing in what was the Ancient Parish of Sheringham and Upper Sheringham.
Grants are made each December to assist with the expenses of Christmas and to provide a festive “perk”.
Applicants must be in receipt of a Social Security benefit such as Pension Credit, Council Tax Rebate or similar benefits.

The trust is also able to give financial assistance to people who can show a particular need, for example those who might need household repairs, household equipment, aids towards a specific disability and so forth. The Trust can also help certain groups such as young and old peoples’ organisations and community groups.
The overall consideration is that the applicant has to satisfy the residential qualification previously mentioned and to show that there is a need for assistance.

We’ve been having a fantastically busy autumn here at The Grove, helped by the gorgeous weather of course. It’s been good to see the Grove pheasants back in full plumage and introducing their latest generation to us here (they are strictly off-limits to the kitchen staff though!)
The Autumn Menu has been a real success and our wild Norfolk venison has been flying off the pass. There is a family of red deer haunting Cromer; they are hardly ever seen but on the odd occasion the big stag will make an appearance on the front lawn – no-one has been quick

Ingredients 650g centre cut loin (Icarus will do this for you) 3 to 4 sprigs of rosemary leaves (chopped) 1 tsp black pepper Salt 2 tsp vegetable oil
For the jus 250ml red wine 4 tbsp butter 4 tbsp plain flour Salt and pepper
■ Trim any sinew from the venison, rub the loin in oil and roll in the rosemary and pepper ■ Heat a large heavy-based frying pan and sear the loin for a couple of minutes; turn and sear the underside and both ends. ■ Place the venison on a roasting tin and put in the oven for 10-12 minutes (rare) or a little longer depending on taste. ■ Remove and rest for 10 minutes.
Jus ■ Mix the flour and softened butter together to make a buerre manie. Heat the pan on the hob and add the red wine to deglaze, then reduce for ten minutes. ■ Add a teaspoon or two of the buerre manie or red wine to thicken.
To serve slice the venison into ½ inch thick medallions and drizzle over the jus.

Norfolk Can Inspire to become part of fellow local charity The Benjamin Foundation
Norfolk Can Inspire (NCI) will become part of fellow local charity The Benjamin Foundation from 1 December, to help its work with 16-24 year olds grow into the future. NCI has been working with young adults dealing with difficulties such as mental or physical illness, learning difficulties and other issues. Providing these young people with volunteering opportunities in their local community enables them to be acknowledged as good citizens. For some this had led to achieving the nationally
accredited NCI Award in Employability Skills. Richard Jewson, Chairman of the Board of Norfolk Can Inspire, said “The Trustees of Norfolk Can Inspire are delighted by the merger with The Benjamin Foundation. A good deal has been achieved in establishing the web based service to help young people in Norfolk to fulfil their potential, in the two years since we started. We believe that The Benjamin Foundation shares our vision and has the skills and resources to drive this forward and to reach out to those who would most benefit from the help that NCI can give”.
The Benjamin Foundation is a Norfolk charity that has been supporting children, young people and families for twenty years. Each year it supports around 2,000 people across the county and has wide experience of working with the same 16-24 year old age group that NCI has been supporting. The Foundation has a number of services supporting young people
with issues like homelessness by providing a home and support for over 100 people at any one time; helping them to become happy and independent young people able to make their own way in life.
Richard Draper, founder and chief executive of The Benjamin Foundation, said “Our ambition is to build on the great work that NCI has done so far and continue to help young people gain experience both within their communities and in the work place as part of their overall development. We will work with other stakeholders to secure funding for the service and hope to be able to announce more details in the first quarter of 2015.”
The David Northway Memorial Train
Friends, relatives, and past customers of David and Mary Northway will be warmly welcomed onboard the David Northway Special train, which will be running on the North Norfolk Railway between Holt and Sheringham on Saturday 22 November.
Mary Northway says that the train will be an opportunity for a get together to remember David. "David was well known as a hotelier in Overstrand, and publican in Northrepps, where he ran the Parsons Pleasure. David died a year ago, and to be able to gather friends and relatives together for a train ride - which David always loved - will be a great way to remember him, and to see familiar faces. It'll be a lovely trip to see scenery, to socialise or just do some shopping with an added train trip."
There is no charge for the return trips - friends can join the train at Holt or Sheringham, and there will be a collection for the Targeted Radiotherapy Appeal for the Norfolk and Norwich hospital. There is ample parking at Holt station, and departure times for the B12-hauled

December flood victims continue to benefit from grant awards
North Norfolk District Council (NNDC) has so far approved flood recovery grants worth £520k to help victims of last December’s tidal surge undertake work to help protect their properties from future flooding events.
And following the approval of grants earlier in the process, works to the value of £119k have already been completed, while further payments continue to be arranged. The council is still receiving grant applications and these continue to be fed through to the decision panel on a regular basis.
NNDC is responsible for the processing of applications for the government funded grants for properties affected by flooding as a result of the tidal surge last winter. The grants fall into two categories. Firstly, where residential and business properties were actually flooded, a Repair and Renewal grant of up to £5000 is available to install measures to improve the property’s future resilience to flooding. And secondly, a Business Support grant of up to £2500 where businesses were adversely affected by the event, whether or not they were actually flooded - this category allows businesses to claim for uninsured losses incurred as a result of the storm surge.
NNDC believes that 230 residential and 66 business properties were directly affected by flooding in December, and since applications opened in April 2014 a total of 217 grant applications, in respect of 190 properties (businesses can apply for both grants if they are eligible), have been received. Applications still being received and even at this late date they will be fully considered.
Angie Fitch-Tillett, NNDC Cabinet Member for Coastal Management and Environmental Issues, said, “We are very pleased that 64% of properties identified as being affected by flooding have applied to the fund. The government has informed us that the uptake of the grants in North Norfolk has been very high, and our community events to inform residents and businesses as to how they could access the grants have been included in their good practice guide, which is a great credit to everyone involved.
“We have asked the Department for Communities and Local Government (DCLG) to extend the time limit for completion and invoicing of works, because local contractors simply cannot cope with the demand generated by our scheme in the initial timeframe laid down by DCLG.”
The highest number of applications has been received from the most affected community, Walcott. Of the 72 applications from Walcott businesses and residents, 60 have been approved so far, and of those approved

Our 14 October meeting kept us all on our toes with Sally King and Anita Lusher of North Norfolk Coastal Fitness who put us through a whole range of exercises, some done on a chair or using a chair for balance. Their aim is to help others to achieve a level of fitness, so that they might keep healthy, supple bodies with strong bones well into old age. Sally’s favourite slogan is ‘use it or lose it’ and she and Anita offer a wide range of exercises for both indoors and outdoors, including Nordic walking, power walking, circuit training, fitness yoga and wellness classes. On 1 October Mr. Ron Wiebe shared with Sheringham History Group family photos taken around Sheringham and London from 1908-1926.

The collection was found by Mr. Wiebe at The Mo Museum and listed as a single-line entry in the accessions book. It had been donated to the museum in the mid-1990s in boxes in dusty, deteriorating conditions.
The family was The Hewitt family from Ealing in London who built a house named 'Eastcourt' on the corner of Abbey and Holt Road which is there today. The photos were taken using a Quarter Plate Field Camera by Cecil Hewitt, handicapped son whose first photo, at age 18, was of his Mum, Theodora in 1908.
In a mixture of metal card filing boxes and shoe boxes Mr. Ron Wiebe, museum trustee, volunteer and photography enthusiast found 750 negatives and 500 glass slides. He began by cleaning each negative and placing in an acid free paper envelope, dusting and storing appropriately the slides, adding sequence numbers and dates if available. Ron then began photographing, using a DSLR with a flat field macro lens on a light box, lit from behind. This involved 400-500 hours at approximately 20 minutes each item. This was completed over several months in 2012.
The story doesn't end there. Mr. Wiebe has researched the Hewitt family and added information to the collection as it has become available. The items are documented on Modes - the Museums Collection Management System at the Mo. It is constantly being updated by volunteers working at the Mo,especially the social history of Sheringham. They are looking forward to the new expansion allowing room for education and for more

Refresh of the Sea Wall Murals
Over the years the Sheringham and District Society has contributed to a number of local projects which have improved and conserved the local environment. Recently, the Society felt that some of the lovely sea wall murals, which are popular with residents and visitors, have deteriorated with the blast of the North Sea. The Society therefore, in liaison with the Town Council and Colin Seal, decided to fund a refresh of the sea front mural underneath the Two Lifeboats Pub.
The original mural has been cleaned by jet wash, cracks in the wall have been filled in and the original colours have been brightened to give more of a postcard appearance.

CROMER AND DISTRICT GARDEN SOCIETY
It has been a busy autumn so far for society members. Our autumn show was well supported and with more entries than last year it shows how much a favourable run of weather can affect the activities of a society such as ours. Derek Pardon won best in section for flowers with his stunning chrysanthemums (how often have we said that in the past?) and Jenny Pawson’s display was best in the vegetable section. At our October meeting we heard from Jaime Blake who spoke to us about the life and career of his father-in-law Alan Bloom. This well known Norfolk figure began his career in Cambridgeshire and after a spell in Sussex he moved to Bressingham in 1946 and it is here that he stayed (apart from a brief spell in Canada) until his death. By the mid 1950s Alan Bloom had created the island beds for which his garden is famous and soon the business was
a major nursery supplier. Over 4,500 different plants were on display. If you add in the 30 books written by Alan Bloom, his contribution to the work of the Hardy Plant Society (he was awarded the Veitch Medal for his efforts) and the development of the two and a half mile track on which he ran the many steam locomotives in his collection it is clear that he was a considerable figure in the horticultural and leisure worlds. Alan’s son Adrian developed the retail side of the business and supported their chief hybridiser, Percy Piper, in developing new plant varieties including crocosmia “Lucifer” and the agapanthus “Isis”. The winner of our competition for schools was Kelling Primary and the judges were pleased to visit the school just before half term to present them with their prize. The organiser of the competition, John Spittles, planted a mountain ash in the grounds of the school. The tree

was donated by the society’s president, Bill LeGrice. Well done to all those at Kelling Primary for their hard work. Our next meeting on 12 November at 7.30pm in the Community Hall in Cromer and combines our AGM with a talk by Caroline Spinks on the work of the Norfolk Wildlife Trust. All are welcome. SHERINGHAM HORTICULTURAL SOCIETY - OCTOBER TALK
For their last talk of 2014 members of the Horticultural Society welcomed Ian Roofe, the well known local gardener and member of the Radio Norfolk Gardening Panel.
Ian spoke about autumn colour in the garden, not just the trees and shrubs such as the acers and maples that give such a marvellous display, but the perennials that can also make a vivid contribution. The herbaceous perennials that most gardeners use are chosen for their flower power, structure, shape and form, with the aim of making impact in high summer but perennials can, with a little planning, extend the garden season right through to the first frosts and Ian advised on the best varieties to choose and illustrated his talk with his excellent photographs taken in well known gardens.
Our speaker in September was Ben Potterton, another Radio Norfolk gardening expert, who gave a fascinating and funny account of his horticultural travels around the world.

The programme of talks for 2015 is now being finalised and one of the attractions will be Thordis Fredricksson who chairs Radio Norfolk’s Gardening Show and she will tell us how she keeps Ian, Ben and especially Alan Grey in order.

Chris Elliott, the Marketing and Fundraising Manager of The Benjamin Foundation, was the speaker at our October meeting.
This Norfolk Charity was founded in 1994 to help people across the county deal with many of the challenges that life throws at them. A Benjamin Foundation furniture vehicle is regularly seen on local roads but few of us realise the extent of the Charityâ&#x20AC;&#x2122;s work helping 2000 people in Norfolk through difficult times. The Benjamin Foundation has accommodation centres for homeless young people in many of Norfolkâ&#x20AC;&#x2122;s towns where staff provide support
and a safe place to live for about one hundred vulnerable 16 to 25 year olds with no safe home and help them get their lives back on track. There is also a network of families who look after young adults in their homes. Some of their services provide support to help strengthen family relationships and to help create happier families. This work is delivered in partnership with more than eighty schools in Norfolk.
Teenagers experience problems and look for support and encouragement from parents and friends. Sadly family breakdown and other challenges mean they may miss out on this guidance and stability.

The Foundation gives help with parenting skills, provides affordable childcare nursery for babies over 3 months, schooling of those of 11 to 15 years old with behaviour
problems and for the 16 year olds help with job seeking and CVs. This gives some hope and opportunities to youngsters striving to be independent. Much of their work is behind the scenes and without publicity.
The local authority provides 80% of their income but with 200 employed the total annual expenditure is nearly 4.5 million pounds. The three furniture stores, Norwich, Dereham and Holt (Hempstead Road), sell used furniture and electrical goods. These raise substantial funds and provide opportunities for youngsters to work as apprentices.
A Charity Golf Day at Royal Cromer Golf Club and a sponsored walk next July at Kelling Heath Holiday Park will give publicity and support to this local charity which does so much worthwhile work in Norfolk.

Inaugural meeting of Sheringham & District Pensioners Branch
As a follow-up to the UN International Day of the Older Person, celebrated by the Anglia Region at Lowestoft on 1 October, the National Pensioners Convention, to whom the Anglia Region is affiliated, have obtained a grant and through the region are planning to 'Fill the Gap' in establishing new branches in North Norfolk.
We are holding an inaugural meeting at Sheringham Community Centre, Holway Road, NR26 8NP on Thursday 20 November, from 12 noon with a free buffet lunch for all those aged 55+ interested in supporting regular meetings by forming new Norfolk branches of the regional group.

people playing musical instruments. My favourite part was when Jess Butcher sang and when the Glamps performed (they were a band). I really liked Jess because she has an amazing voice and is just a really great singer. I think the Glamps are great because they played really well and theyâ&#x20AC;&#x2122;ve even written a few of their own songs. ÂŁ638,000 boost for children in Norfolk â&#x20AC;&#x201C; Norman Lamb
Nurseries, childminders and other early years providers in Norfolk are set for a ÂŁ638,000 cash injection to help three and four-year-olds from disadvantaged families. Children from low income families have often fallen behind more well off classmates before they even start school. But from April 2015, the Early Years Pupil Premium - which has been backed by groups like Barnados, 4Children and the Child Poverty Action Group - will mean extra money to make sure every child gets a fair start. Norman Lamb said "By the time they reach school, many children from the poorest backgrounds have fallen well behind their peers, and all too often they never catch up. The Liberal Democrats want to give every child a fair start in life, whatever their background. All the evidence shows that helping children as early as possible is key to making sure they do not fall behind. This announcement shows we are taking crucial steps to tackle disadvantage in our society. By investing ÂŁ638,418 in Norfolk to help the most disadvantaged three and four-year-olds, Liberal Democrats are ensuring that children are getting the best possible start in life.â&#x20AC;? Nurseries and schools will be free to choose how to spend the money, which is part of a ÂŁ50m Government pot. Moving from Creams to Needle - Safely
At a certain point in our lives – between late 30s to late 40s – skin creams and early nights no longer seem able to work their magic for many of us. What makes this ageing process even more depressing is that we still feel young on the inside. It’s just our wrinkly foreheads and deepening nose to mouth lines that leave our self-confidence in tatters.
So, do we fork out on yet another skin cream or expensive serum, or do we book in for a full on face-lift? Thankfully many of us are waking up to the fact that there is a middle ground. Non-surgical cosmetic treatments are ideal for men and women who believe surgery is one step too far. No longer considered extreme and the preserve of film stars and celebrities, these treatments are now mainstream in the modern beauty regimen.
Dr Sanjay Gheyi, Medical director & laser surgeon of Coltishall cosmetic clinic says, “There is only so much a cream can do as it doesn’t penetrate the dermal layers. Creams sit on the surface of the skin and although they are important for conditioning and sun protection they are not going to turn the clock back.” These don’t come cheap either. Some of the “super” serums can cost several hundreds of pounds. However, non-surgical treatments are
becoming not only more accessible but more affordable too.
Dr Gheyi agrees that it is a big step to make the leap between face creams and cosmetic treatments but believes that, in the hands of an experienced cosmetic doctor, botulinum toxin and dermal fillers are a good middle ground for people who do not want surgery.
So what are his tips for safe treatments and to minimise risk of complications?
1] Choose your practitioner wisely.
What is their background? Do they have a medical qualification? Have they had any training in cosmetic dermatology or surgery? How many treatments have they done and can they show you their results? Do they provide natural results or do their patients look ‘done’? This is very important because the person administering these treatments should not only be excellent at treatments, he or she should be able to manage complications should things go wrong. There is no shortage of people from different medical and even non-medical backgrounds offering these treatments. Remember you get what you pay for and cheapest is often not the best!
2] Choose your clinic wisely.
Do they offer a variety of treatments or do they have only one or two treatments that
they can offer. Are they trying to fit you to a treatment rather than offering you most suitable treatment from a range of different available options. Do they provide information on side effects? No medical treatment is risk free. You have to know possible side effects and then make an informed choice.
3] Choose your product wisely.
The most important thing is that a reputable product with a proven safety track record is used. Recently there has been a surge of new fillers coming into the market but a lot of these have far less research. The latest treatment is not necessarily the greatest. You don’t want to be a guinea pig for an untested product. Choose that safest product and avoid permanent fillers.

Paston Mathematics Challenge Autumn 2014
On the morning of Monday 20 October, Paston Sixth Form College hosted its Mathematics Challenge, an annual event which has been running since 1991, where the High Schools of North Norfolk are invited to pit their mathematical wits against each other.
This year we were glad to welcome a total of ten teams from Acle, Flegg, Broadland, Cromer, North Walsham, Aylsham and Sheringham High Schools. The prize for the winners was to carry off the prestigious Paston Challenge trophy, with its depiction in gold of the classical 'Squaring the Square' problem, solved by a group of young university mathematicians back in 1976.
This year’s teams, each containing four students, jousted together for the trophy over two demanding rounds of questions. Round 1 was based on the teams working together to
solve six long tasks, while round two invited students to tackle quick fire questions against the clock. Subjects for questions ranged from missiles on course to hit each other in outer space, to some of Albert Einstein’s mental arithmetic, to deciphering a sequence of hieroglyphics. This year, four teams shone brightly, Acle 1 scored 188 out of 220. Just pipping them, however, were the two Broadland teams that matched each other on a score of 189 to come second equal. Carrying all before them, however just a nose in front, were Sheringham 1, on 191 points.
Upbow Strings Day 2014
Gresham’s in Holt recently hosted a music event with a difference with over 100 children from schools across the region taking part in a massed string ensemble designed to promote string playing.
Upbow Strings Day was a one-day event where young violinists and cellists were invited to work with Gresham’s music staff to practise and perform as part of a large strings orchestra.
Over the course of the day, the pupils worked on six pieces before performing them to a large audience of parents and friends in Gresham’s School chapel. The concert also included music from Gresham’s Cello Quartet, Senior String Quartet and String Ensemble and

Kevin Grieve, Principal, presented the trophy to the winners, with certificates for them and the runners-up team. He congratulated everyone there on the atmosphere of involvement and hard work. Our thanks also go to the many Paston students who helped out with the day – we could not have done it without them! The school also welcomed during the day a local stringed instrument specialist, Daniel Bartlette, who explained how a violin is made and how it should be looked after and maintained.

No Will Power

New rules are to apply to the estates of those who die without a Will. To die without a valid Will is to be ‘intestate’. The Inheritance and Trustees’ Powers Act 2014 is now on the statute book and became law on 1st October 2014.
The position until October, where the deceased person dies intestate and leaves an estate worth more than £450,000, and is survived by a spouse/civil partner but where there are no children, is as follows: the survivor receives the ‘personal chattels’ (i.e. household furniture and other contents, car, jewellery, etc) but shares the remaining estate with the deceased’s parents. The spouse/civil partners gets £450,000 and half the balance, with the other half of the balance going to the parents equally. If there are no parents alive, the deceased’s siblings or their children take. The new rules give the spouse/civil partner in such circumstances 100% of the rest; which is thought to be much closer to the wish of the majority.
Where the intestate was married (or in a civil partnership) and had children, the current rules are complex and involve trusts. Here the spouse/civil partner takes the chattels and the first £250,000. The balance is split into equal
shares. One half passes to the children but is held on ‘statutory trusts’ until they reach 18, which contain old fashioned and inflexible provisions. The other half passes into a lifeinterest trust which allows the spouse only income arising and no right to the capital. The new rules still allow for half the residue over the £250,000 to go to the children but now the other 50% goes entirely to the surviving spouse, without the complexity and restriction of a life interest trust.
The £250,000 ‘statutory legacy’ passing to the survivor is now to be increased each five years in line with inflation in line with the Consumer Prices Index. It last rose in 2008.
Whilst these new measures certainly simplify matters, the best defence is to avoid intestacy altogether. Failure to leave a valid, up-to-date Will causes headaches for the family of the deceased. Not only do assets pass to people that the deceased would not have wished, but an intestate estate invariably takes longer to administer.
And for those people who are unmarried (or not in a civil partnership) and have no family, or only unknown and distant family, the situation can be particularly dire. If you

He gave multimedia presentations of videos showing how he works, followed by hands-on demonstrations on his lap-top displayed on the large screen for the audience of over 40 members and guests. He included a demonstration of how anyone could make 3D photos using ordinary equipment - and he brought 50 pairs of 3D specs to prove the point.
Gavin Hoey said that if everyone left the evening having learned just one thing, his visit was worthwhile. Nobody left without achieving that target.

Prospective councillors enjoy a date with a difference
North Norfolk District Council (NNDC) welcomed 24 prospective councillors to its ‘candi-dating’ event last month.
Members of the public were invited to find out what being a councillor involves and to learn about how the council works ahead of the District Council elections on Thursday 7 May 2015.
The would-be councillors heard a presentation from NNDC Leader, Tom FitzPatrick. Cllr. FitzPatrick outlined how local government works and what prospective candidates can expect from the role, ranging from representing communities and giving a voice to local people to making decisions about council services.
The group enjoyed a ‘speed-dating’ session
with 22 existing councillors. The prospective candidates had the opportunity to chat to each of the councillors about key elements of the role and in more detail about different service areas of the Council, including housing, planning, licensing, economic development and environment.
The event was devised with cross-party support as part of a drive to attract a wide variety of people to stand for election in May 2015.
Chairman of NNDC’s Member Development Group and Cabinet Member, Glyn Williams said, “I was delighted to see so many people with different skills and from different backgrounds showing such enthusiasm for a challenging, but immensely rewarding role.
“The speed-dating session format worked well and gave each prospective candidate an opportunity to chat with existing councillors. I am confident they left with plenty of information about what the role entails and hopefully with even more enthusiasm to stand as a councillor in next year’s elections.”

‘Dementia Friendly Council’
North Norfolk District Council (NNDC) has announced it is to become a Dementia Friendly Council.

Working in partnership with the Norfolk Dementia Friendly Alliance, the Council will be delivering awareness training to staff to enable them to understand dementia and the issues that face sufferers of dementia and their families and carers.
Steps will be taken to support NNDC’s market towns, alongside Town Councils, to build communities which are dementia-friendly and to provide an opportunity to support dementia sufferers in managing their day to day life.
North Norfolk District Council Cabinet Member for Health and Wellbeing, John Lee said: “Dementia can have a devastating effect on those with the disorder and their families who are often carers. The chance of developing dementia increases significantly with age; as a District we have one of the oldest populations in the country so it’s vital that we work together with our local communities to create a positive environment that makes day to day life easier to manage.
“People with dementia face many challenges and negative experiences going about their daily lives and it’s important that we act and make positive changes to ensure they are not isolated and without support ”.

The Council will reviewing its Health Improvement Strategy which sets out the vital role it plays in reducing health inequalities and improving health for residents with a focus on preventative activity. Unemployment continues to fall in North Norfolk – Norman Lamb MP
Following the distressing news of the proposed closure of the Heinz factory there was encouraging news on the employment front locally.
In North Norfolk unemployment dropped 106 in the last three months to August, according to figures from the Office of National Statistics, and over this Parliament unemployment in North Norfolk has now fallen by 799 from 1382 to 583.
Across Britain unemployment dropped 538,000 in the past year - the largest annual fall on record.
Norman Lamb said the Liberal Democrats in Government had taken positive steps to clean up Labour’s economic mess “At present our thoughts are with the workers and families affected by the proposed
closure of the Heinz factory. It is, however, encouraging that our local economy continues to grow, creating new jobs for local people. The strong labour market performance hasn’t happened by accident. The Liberal Democrats have taken steps to ensure our labour market is fair and flexible - delivering opportunity for everyone and preventing exploitation of the most vulnerable. The Liberal Democrats have fixed Labour’s economic mess and are building a stronger economy and fairer society.”
Deputy Prime Minister Nick Clegg said “Our jobs rich economic recovery means that Britain is fast becoming the job creation capital of the western economies. “Because our recovery plan is working, so is the country and in record numbers. Every job
created is a family made more secure and is another step towards the stronger economy and fairer society that Liberal Democrats are committed to build.”
In a recent message to Norman Lamb following the news at Westwick, Dean Hunter at Fakenham firm Kinnerton said “We provided some assistance with some employees who were made redundant from Cromer Crab Company - many of which are still with us and flourishing in the careers here. Kinnerton has offered its assistance to Heinz via their HR Manager Nicola Sharpe and we are ready to provide any assistance we can to their employees. This could be in the form of permanent opportunities or temporary with our agency partner PMP in Kings Lynn.”
Norman Lamb welcomes funding for North Norfolk flood defences
North Norfolk MP Norman Lamb has welcomed a decision by Norfolk County Council to provide over £113,000 of funding for North Norfolk flood defence schemes.
The funds will be used to help repair Wells Quay and the flood defences there and to improve defences at Walcott and Ostend.
Norman Lamb commented “It is good news that Norfolk County Council has made this commitment. North Norfolk is on the front line of flooding threats and our communities will receive almost half of the funding made available by the County Council under this scheme.”
Wells Division County Councillor and Liberal Democrat Leader Dr Marie Strong commented “Apart from being a flood warden there are six coastal parishes in my division so it would be difficult for me to forget the flood of 5 December. Nor will anyone who lives along our coastline who not only faced the violence of those flood waters but then had to set about restoring their homes and businesses. I hope that the money allocated for protection against future flooding will bring reassurance before the next flood surges arrive.

Captain's Day Raises £5750
After a year of fund raising today, the Captains day held at the Links country Park Hotel, West Runton saw the members raising an impressive £5750 for the Lord Taverners Charity. Members took to the green in the crisp Autumn sunshine throughout the day, ending play at
5pm for the start of the raffle and auction, before ending off to change for the nights entertainment. A disco hosted by Marc Mackenzie (owner and myself Sam Lowe (Marketing Manager) This has been a fantastic year with such support and team spirit to raise funds for such a great local cause, both the members and the Links have tried to work together saving funds on the disco by offering an in house DJ to maximise the funds to achieve £5750.

Charity Walk for Dog Rescue
Animal Magic Dog Club’s Catherine De la Haye accompanied by Grace and Honey raised a staggering £868 when they walked the Norfolk Coastal Path in aid of Portuguese dog rescue Cadela Carlota.
Whilst holidaying in Portugal at the start of this year Catherine spent three days working alongside the rescue volunteers and assisted on a call out to collecta litter of abandoned puppies.
One of these little pups was Grace. She stole Catherine’s heart and arrangements were made for her to travel to the UK to join Catherine’s canine family.
On a very wet and windy day in October they set off from Hunstanton to start the 42 mile walk to Cromer. Three days later and despite the bad weather, Catherine, Grace and Honey arrived in Cromer.
The trio completed the walk in twenty hours through heavy rain and high winds to arrive in Cromer to a blue sky and sunshine where they enjoyed a well-earned cup of tea and of course a slice of cake.
