Proposals from the Norfolk County Council Parking Committee chairman Mick Castle were halted last month The NNDC, Broadland DC, and Breckland DC are not voting members of the Norfolk Parking Partnership (NPP) and were about to be voted in, prior to discussing the pay and display issue, when NNDC Ccllr John Rest said that the NNDC would not be signing up to the proposals, reports Eric Hayton, proprietor, Rose Villa Publications. The NPP Norfolk Parking Partnership was due to discuss proposals that seriously affect Cromer, Sheringham and Hunstanton. All are small seaside towns that are nothing like the two towns that do have parking meters who and are also the voting members of the NNP - Great Yarmouth and King's Lynn. Thoee - and those two towns are not covering the cost of enforcement, hence the proposal to make our towns pay. For Cromer and Sheringham it is even worse as the NNDC has proposed to raise charges at their Pay & Display car parks. Even more crazy is that it is only a year ago that the introduction of meters was wholly rejected by residents of both towns.
Freedom of Information We know that the NCC has serious budget problems and they predict a deficit on parking enforcement income. However, this knee-jerk proposal to raise revenue just from these three towns needs to have more discussion to say the least.

That way, residents can judge the evidence for themselves. For your information, the Freedom of Information Act is a useful tool that everyone can all persons (not just councillors) can use to request copies of egextract relevant reports, statistics, documents and evidence that may have been collected or used by local councils and their officersials.
It is not difficult to make an FOI request: · Put the request in writing – letter or email · Include your name · Include an address for correspondence – an e-mail address may be okay, unless the information requested can't be sent electronically, in which case you will need to give a postal address · Clearly describe what information is being requested but avoid very broad requests in case the work involved in locating the information is excessive. You can make a request to Norfolk County Council by emailing: information.management@norfolk.gov.uk, or by post to: Norfolk County Council, Information Management Service, B31, Martineau Lane, Norwich, NR1 2DH You can use it - not difficult - select the relevant official or councillor and email your question. www.norfolk.gov.uk is a good place to start.
Questions that need answering: Before looking at parking meters - or any increased charges - what cost reduction measures and efficiencies have been considered by the NPP? What is the evidence justifying the NPP proposals? What other solutions were considered?
Cromer Chamber of Trade and Commerce
During 2015 Cromer Chamber of Trade and the shops/businesses ran a campaign ‘SAY NO TO PARKING METERS’, we had petitions in shops and on line, at the same time we conducted a survey of those using the shops and businesses in the town centre to find out where they parked , why, how they accessed the town centre and how potential changes to side streets and meters would effect their decision to use the town. This also questioned how they used the town during the different seasons. It had been agreed at a meeting at NNDC that this information would be fed into the County Council officers work on the meter issue, they agreed that any data we collected would be used, at no time have they asked us for any of our data.
If they had they would have a far greater understanding of the movement of traffic the essential nature of the quick turn around of the 30 minutes spaces and how the side streets are used from season to season.
Therefore, the call from Councillor Hannah of Sheringham, informing us the parking enforcement partnership were about to vote on a fully packaged budget to impose parking meters on the streets of Cromer and Sheringham came as a complete surprise. I have bags of data, Cromer and Sheringham have thousands of signatures and lots of useful information they have not just ignored but completely forgotten they agreed to take it into account before doing any more in our towns!
I don’t call that successful consultation! To impose meters on towns simply to increase revenue, as the chair has already publically stated is the only reason for these plans, is not reason enough to disrupt the lives of many, threaten the businesses in the towns, detract from the visitor experience and more importantly displace their residents. This is an attack on residents of seaside towns!
Those using the streets because they have nowhere else to park as the live in the centres, what impact study has been done on that? Where will they go? Does the town have the capacity to cope with the displacement? How will this impact on the streets not effected? Where will the customers of the B & B’s park if not on the Runton Road? If the short stay spaces in the towns are constantly used for 30 minutes during the day, and they fill up for 2 hours at a time, where will the 3 shoppers park that would have used

What analysis/research has been done to quantify the effect or find what the potential drop-off in tourism, trade and business of these proposals? might be if meters entitled tourists to park for up to four hours in town centre bays, which would effectively 'bed-block' the in and out of those bays with limited parking permitted. King's Lynn and Great Yarmouth are totally different size of town to our small seaside towns - what is the basis for reasoning that similar measures would work in the same way? It is rumoured that these proposals are only being put forward because the NCC has acquired some EU money to fund the capital cost - is this true? What other evidence has been used to put forward these proposals?

Dear Margaret, In May last year, some drunk youths in Cardigan, Wales, broke into the town’s parking meters, damaging them. The meters weren’t repaired quickly and, as free parking continued, the shops found their high street revenues increased by an average of about 30% to as much as 50% (Mark Hay; 2015). Those findings were confirmed in research on two separate Starbucks outlets, where it was found meter fees reduced customer traffic by almost 30%. (Economics of Transportation; 2014).
Professor Donald Shoup, the parking economist and author of 'The High Cost of Free Parking', argued that free parking was really a subsidy for car owners, increasing traffic congestion and emissions, and having hidden costs. But such arguments are not apt for small towns like Sheringham, Cromer, or Cardigan. These are towns in rural communities where cars are virtually essential, and where much or most business comes from tourists who cannot use cheap, regular public transport.
Now Norfolk County Council wants parking meters in Sheringham and Cromer to pay for parking enforcement across the whole county, but without apparently considering the serious economic arguments against that proposal, nor fully exploring other options, including cost reduction.
I believe that parking meters create stress and deter visitors and customers. I think that we should work together across all the Norfolk districts to find an economically sensible and fair means of funding parking enforcement. We should not allow decision-makers to jump on the apparently easy solution labelled ‘Sheringham and Cromer’, regardless of the economic cost and detriment to those towns. it to grab a few things, go to the bank, collect a prescription etc etc? Will they drive around looking for a vacant spot clogging up the town centres? Where else can they park? Will they come at all? One lost shopper is one too many! What impact and displacement studies have been done? Where are the studies saying how long cars park for on Runton Road in Cromer? How did they make the decision that a 4 hour length of stay on the seafront is right length of time? Has the research been done? It should have been and be very comprehensive. Why, because this about the health of our towns, our communities, the districts residents and improving the tourist offer!
This is not about any of those things THIS is about raising money for countywide parking enforcement. In effect we are being milked as cash cows, their own figures show North Norfolk is cheaper to enforce than a ticket costs and far less than the towns that have the meters!
Our petitions and surveys of last year had a majority result of NO TO ON STREET PARKING METERS and we still say that.
As the chair of the Parking Initiative used this phrase ‘the good people of Cromer and Sheringham ‘in his rather condescending way, I will use in my very positive way -‘The good people of Cromer and Sheringham work hard to provide great vibrant towns, they support them, they work in them and the run businesses in them, they are strong and good communities and together we say NO NO NO!
There has to be a more effective way of monitoring parking, than reducing the availability of parking for residents to use the vital facilities in a quick and effective way or to stop a visitor to a B & B or self catering parking their cars for the length of their stay close to the accommodation, or visiting the beach for more than 4 hours. Sheringham Chamber of Trade and Commerce NCC's second attempt to introduce Parking Meters to Cromer, Sheringham and Hunstanton, which had been put to public consultation in April 2015 and of the 4290 letters sent out to the Sheringham public 1233 were returned without anybody supporting parking meters in the town.
You may have heard by now of NCC's proposal to introduce Pay and Display meters in Sheringham Cromer and Hunstanton. Chairman Jeremy Stubbs and myself only heard of this on Thursday 11th February when Brian Hannah, who is on the Norfolk Parking Partnership, received notice of a meeting to be held at County Hall on Thursday 18th February to agree that in Sheringham meters would be introduced in Station Road /High Street and Church Street and on the Esplanade.
The 45 minute free parking would be retained initially, with a charge of £2 for a one and a half hour stay after that. The Esplanade would incur a charge of first 45 minutes free then £2.50 for 1-2 hours /£3 for 2-3 hours and £4 for 3-4 hours max stay 4 hours.
However a ticket would have to be obtained from the meters for the 45 minute free parking in all areas and the meters would be placed at six car intervals
The reason given for introducing the meters is
that there is a forecast deficit of £92,000 to pay for enforcement officers and Yarmouth and King's Lynn [who have meters] no longer wish to make up the shortfall from their surplus receipts from their meters.
A meeting was held on 15th February at the town hall with the mayor/Andreas Yiasimi representing Cromer /Jeremy and myself /Brian Hannah and Dave Stephens [Highways Network manager] and Helen Martin [Project Engineer] from NCC.
They were asked to provide a breakdown of individual towns in North Norfolk to show income and expenditure to run such a scheme along with the capital cost but could not. We pointed out that by allowing additional parking in the town on a meter this would restrict usage by local people in the parking bays particularly the more mature resident and the hassle involved with obtaining a ticket every time you wanted to visit a business would be prohibitive.
The charge on the Esplanade would restrict use of the beach and beach huts and would put people off from visiting Sheringham and Cromer.
In addition the siting of any meters would severely restrict access on our very narrow pavements.

Dear Margaret, I am really concerned about the effect that Parking Meters will have on the High Street and Station Road Shops in Sheringham and I am totally opposed to this idea. I realise that the County Council have to meet their budgets - as we all do - but this is so short sighted.
The District Council will lose Business Rates from closing shops, which I realise is not the problem of the County Council but District MUST do something to stop this ludicrous scheme. If the revenue raised from these proposed meters will pay the wages of the Traffic Wardens then why have Traffic Wardens in the first place!

There was a meeting with County highways, town councils and chambers of trade on Thursday afternoon 3rd March at Sheringham Town Council office. There was universal opposition to the NCC plans, including from NNDC. I said was happy to work with NCC, towns etc to find a system of enforcement that works and is fair etc but we would oppose current proposal which is not evidence or research-based and in my view is therefore unreasonable / irrational and susceptible to judicial review. out with a proposal to form a North Norfolk Business partnership to aid economic development in the 7 towns as they realised that with increased business rates and minimum wage plus increased car parking charges and the continued competition from on line business that times were difficult and the last thing we needed was another fixed cost to deter our customers.
We finished by saying that one body should control traffic management in towns as happens in Norwich where surpluses from car parks can offset on street parking enforcement and the Town Council could possibly take on this role.
Dave Stephens said they had asked NNDC for help with funding their shortfall but this had been declined.
We would urge all of you to write to the EDP and our MP with your views as NCC are determined to pass this and this will be the first step to abolition of free parking.

Mackerel with Lime and Coriander Serves: 2 Ingredients • 2 whole mackerels • 1 red chilli, deseeded and finely chopped • Grated zest and juice of 1 lime • 1 tbsp olive oil • 20g fresh coriander, finely chopped • 1 garlic clove, crushed Method 1. Make 4 diagonal slashes across the mackerel on each side, cutting down to the bone. Place in a shallow dish. 2. Mix the chilli, lime zest and juice, olive oil, coriander, garlic and a little sea salt. Place one-third of the mixture into the cavity of each fish and rub the remainder over the skin. Cover, place in the fridge and marinate for 30 minutes-1 hour. 3. When ready to cook, preheat the grill to high. Place the mackerel on a grill

Everyone living in North Norfolk who was born in 1930 or earlier is being invited to a special royal tea party to celebrate The Queen’s 90th birthday.
The tea party will be hosted by Cllr Annie Claussen-Reynolds, Chairman of North Norfolk District Council, on 21 April, the date of The Queen’s actual birthday.
It will be held at Swanton Novers Village Hall between 2pm and 5pm and there will be tea, cake, a tea dance, entertainment and reminiscing.

The North Norfolk jazz scene is coming out of hibernation with some firm favourites and exciting, less familiar names.

Solar Power Crushes Cromer Litter Revolutionary smart litter bin piloted in Cromer
A revolutionary smart litter bin powered by solar energy is being trialled by North Norfolk District Council in Cromer.
The ‘smart’ solar powered litter bin crushes rubbish down to stop litter being blown around the town. The trial of the bin started on 10 February and runs through to Easter.
The ‘Clean Cube’ is a compactor litter bin near to No1 Fish and Chip Shop in Cromer. It is larger than a normal litter bin and when the litter reaches a certain height it compacts the waste within by using a hydraulic ram.

Councillors awarded 23% pay rise in North Norfolk

The North Norfolk Labour Party has criticised a move by the Conservative administration at North Norfolk District Council to award councillors a 23% pay rise, at the same time closing facilities and increasing charges like car parking fees.
The increase will see 48 councillors' allowances rise to £5,000 with the Leader of the Council's pay amounting to double that. All councillors will maintain a £200 broadband allowance, and their dinner budgets will increase too.
In the same budget councillors voted to increase car parking charges by 30p per hour in tourist towns, beach hut fees will rise by approximately 133pc, and some local facilities including toilets have been earmarked for closure.
The local Labour Party's online petition at www.stopthepayrise.co.uk was signed by hundreds of residents in just 48 hours, and called on the council to consult with local people to ensure the budget was fairer. It argued the deal was a bad one for North Norfolk residents as well as tourism and businesses. They noted a discount on second homes' council tax still remains, and council staff pay rises remains capped at 1%. Stephen Burke, newly-elected chair of North Norfolk Labour Party, said "Residents in North Norfolk will be shocked to hear that their district councillors have awarded themselves a 23% pay rise at the same time as cutting services and hiking parking charges and other stealth taxes. Clearly it's one rule for councillors and another for the rest of us - it is incredibly out of touch.
At the local elections just last May no councillor said they would award themselves a 23% pay increase or impose more cuts and charges. Councillors have ignored the strength of feeling against the 23% pay rise.
Despite building up big reserves, they are going ahead with higher charges for residents. The budget is a bad deal for North Norfolk and we will continue to hold councillors to account, checking attendances, and ensuring they are working for their new increased wage."
North Norfolk MP Norman Lamb joined members of North Norfolk Speakers Club at their meeting on 17 February.
He listened to members’ prepared speeches and then took part in the Table Topics impromptu speech competition.
At the end of the meeting, Mr Lamb was invited to make the awards for Best Speech (Peter Battrick) and Best Table Topic (Louise Cowell).
“Being able to speak confidently in public is a very useful skill,” said Mr. Lamb. “Every good speaker has to be able to relax, and I’ve had a really enjoyable and relaxing evening in the company of some excellent North Norfolk speakers.

Dr Crippen’s Ghost

The Common Law rule of forfeiture arises from public policy and prevents a person who has unlawfully killed another from profiting from their death. It is intended to act as a disincentive to criminal activity and to reflect the public conscience. The Forfeiture Act 1982 gave the Court power to grant relief from this strict rule.
The forfeiture rule is vividly illustrated by the celebrated case of Re Crippen’s Estate (1911) where the Probate Court granted the right to administer the estate of Dr Crippen’s intestate murdered wife to one of her next-of-kin, thereby by-passing Dr Crippen who had been found guilty of his wife’s murder, and sentenced to death. The forfeiture rule is not confined to murder and has been applied to cases of manslaughter and suicide pacts
In the recent case of Henderson v Wilcox, a son Ian, who suffered from lifelong mental health problems, attacked his elderly frail mother brutally on a number of occasions leading, ultimately, to her death. She had cared from him for all his life but had become too old to do so. He was found guilty of manslaughter, rather than murder, as the criminal court accepted that he had not intended to kill her or to cause serious harm.
Ian applied for relief from forfeiture of her estate.
The house in which they had lived did not form part of her estate, as it had been transferred into two ‘family protection trusts’; one for Ian and one for his mother. The mother’s trust had herself, Ian and a nephew as beneficiaries. Ian’s trust was a mirror image.
Cooke J held that the Trust was not subject to the forfeiture rule. This was because Ian’s interest under the Trust did not come into being as a result of his mother’s death (or as result of the criminal act which lead to his mother’s death). Anything that Ian received under his mother’s trust would be as a result of the Trustees’ decision to benefit him, rather than because of her death.
It was held that no modification to the forfeiture rule would apply to the estate of Ian’s mother. This meant that Ian was not to benefit from it. In making this decision, Cooke J looked at the case in the round and took all factors into account. He found Ian’s culpability high, although lessened by his low I.Q. and other difficulties. Ian had been held fit to plead in the criminal case and did not have diminished responsibility. And so, justice did not require modification of the forfeiture rule.

North Norfolk Photographic Society
Members of North Norfolk Photographic Society were sent back to school on 17 February with Adrian Stone.
Adrian has visited the club a few times before, either as a judge in club competitions or to give a presentation of some of his own photographs. But this was something rather different.
Members were required to sit in groups of three, one of whom was a spokesperson for the other two. Various texts and photographs were then made available as a source of comment and discussion, all of which was intended to enhance understanding of the important aspects of an image.
Later, Adrian moved on to generate discussion about the way a camera club should be
managed - with emphasis on the importance of looking after new members.
Adrian Stone has extensive experience as a photographic judge, both in the UK and overseas. He is a part-time tutor at City College, Peterborough. He has commissioned permanent photographic exhibitions for the NHS, and undertaken photographic projects for the Royal Society of Arts.
He also is curator for The Photographic Angle which holds free exhibitions that travel across the UK transforming otherwise empty spaces into temporary galleries.

Kelling Probus Club met on 18 February at the Dales Country House Hotel in Upper Sheringham.
Following an excellent lunch, there was an informal discussion. Mike Clayton gave an informative account of the Sheringham in Bloom project, indicating its value to the image of the town as a resort, describing particular interventions, highlighting the funding requirements and emphasising the value of business sponsorship.
Clive Mitchell gave an account of the volunteer work that has resulted in the successful renovation of the cafe as an asset to the amenities at North Park in Cromer.
Both speakers referred to their relationships with North Norfolk District Council.

They explained ‘last year our Daddy was really poorly and had to spend a long time in hospital. We missed him but he was looked after really well by the doctors and nurses at the Norfolk and Norwich Hospital. Our Daddy says the nurses are the best ever and work very long hours’.

Loss of volume, loss of skin elasticity causing sagging skin and sun damage that affects the skin quality. Essentially we can address all three elements of ageing resulting in total rejuvenation and natural looking results.
Careful use of botox and fillers or fat injection can restore volume reduce dynamic wrinkles formed by muscle over activity. Another
revolutionary technique has been tear trough rejuvenation with hyaluronic acid fillers such as restylane. New injection methods now allow us to achieve excellent results without any bruising or downtime. Fat injections are also making a comeback and fat is an excellent filler to provide volume even in eyebrows and temporal hollows. How do you perform eyelid skin tightening or skin removal to address more advanced changes of skin ageing? Eyelid skin tightening remains a very popular procedure. Blepharoplasty or eyelid surgery is one of the most popular cosmetic surgical procedures worldwide. Ageing changes in this area are almost universal.
How is laser eyelid surgery different from traditional eyelid surgery? The traditional blepharoplasty is a more invasive procedure with considerable recovery period and often involves overnight hospital stay. It also often involves removal of muscle
layer and fat from around the eyeball. More invasive a procedure, longer is the list of potential complications. Also too much fat removal can lead to a hollowed out artificial or operated upon look.
What are the advantages of our blepharoplasty technique? With our technique the procedure is performed under pure local anaesthesia. We have also learned that fat removal is to be avoided unless there is obvious prolapse or bulging of the fat pads. This provides a natural look. Use of local anaesthesia allows a quick recovery whilst use of the laser reduces bleeding allowing a much faster recovery and minimal bruising. Practise makes Perfect
Rehearsals are progressing very well for The Sheringham Players next production, comprising an evening of two, one act plays, and a short sketch, under the title “Practise Makes Perfect”, which are based around events that do not always go according to plan. The plays are all very different, are sure to offer something for everyone, and promises to offer a great evenings entertainment.
The first play, written by Lee Fewitt and directed by Hazel Randall, is entitled “Is There Anybody There?”, a drama set in late Victorian London where Mrs Carrington, a blind clairvoyant, summons the spirits for those who are willing to pay. However, when one of the party is possessed by the spirit of a murdered girl strange happenings occur, when doors are locked and time stands still. Is it for real or are they being deceived? And is there a link to
other murders that have happened in the area? Could any of those present be the suspect, or are there darker forces at work?. Who is the killer? Will all will be revealed, or will the spirits keep their secrets?
The second play, written by Paul Reakes and directed by Tim Travers, is entitled “Bang! You’re Dead!” and is a comedy mystery thriller. Lydia and her boyfriend Marcus rehearse the murder of Theo, Lydia’s husband, which they are to commit that evening. When the victim and “perfect witness” arrive all goes according to plan except that the wrong person ends up dead. A ghastly mistake - or are there some deviations from the original plot?
In-between the two plays there is a short sketch entitled "Cindy and Julie", written by Bruce Kane and directed by Helen Simmons and tells
of two women who sit nervously in a waiting room, arguing and commiserating about the clichés of romantic love and their broken marriages.
The performance runs from Thursday 17 Saturday 19 March at Sheringham Little Theatre at 7.30p.m and tickets are available from the box office at £10.

The second Anniversary Charter Lunch of the Sheringham and Cromer Lions Club was held at The Links Hotel, West Runton on 28 February.

Fellow Lions also came from Wells, Dereham, Taverham, Norwich and Stowmarket. Everyone had a good time and the lunch was well received.

First Highlights announced for Holt Festival 2016 Pop, poetry, chat, Chopin, comedy and mind magic for North Norfolk’s premier mixed arts festival
The award winning Holt Festival has announced its first dozen highlights for July 2016, giving an excellent taste of the full festival programme that will be revealed in May.
Since its inception in 2009 the festival has featured an international array of music, drama, visual art, literature, comedy, kids shows and workshops, taking over the charming North Norfolk Georgian country town bringing it and its and venues alive with activity. In just seven years the arts extravaganza has established itself as one of the East’s most anticipated events.
Household names are a feature of the festival. Familiar TV face, radio voice, former MP, Government Whip and master raconteur Gyles Brandreth brings his smash hit Edinburgh show Word Power! that takes an uproarious magic carpet ride around the world of words.
Comedian Jenny Éclair, a self styled Professional grumpy old woman, amateur soup maker and novice knitter brings her hilarious How To Be A Middle Aged Woman (Without Going Insane) which puts middle age under the microscope as she ponders whether to laugh, cry or buy a dachshund!
Al Pacino described Julie Christie as ‘the most poetic of all actresses’ and following her surprise appearance alongside friend and fellow thespian Sir John Hurt last year, she’s back again in 2016. Fittingly she’ll be reading poems from the new book ‘Poems That Make Grown Women Cry compiled by father and son team Anthony and Ben Holden. In the book 100 prominent women including Yoko
Ono, Dame Judi Dench, Miranda Hart and Norfolk girl Olivia Coleman reveal the poems that move them to tears.
Music includes a headline show from Dire Straits co-founder John Illsey and his band playing many of the songs that helped sell over 120 million albums (and counting) worldwide. The Crazy World of Arthur Brown scored a global smash in 1968 with Fire proclaiming their powerfully voiced leader to be ‘the god of hellfire’, a song that still sends a shiver up the spine. Merseybeat stalwarts The Searchers bring some welcome early sixties nostalgia with hits such as Sugar and Spice and Needles And Pins.
The offbeat dynamism of Royal Academy of Music trained electric string quartet Stringfever encompasses music from Ravel to Guns n’ Roses and most things in between - including the complete history of music in 5 minutes! She will use this occasion to discuss her memoir of her own early life My History. Joanna Trollope, one of the UK’s best-loved authors, comes to Holt to discuss her modern
day reworking of Jane Austen’s Sense and Sensibility with Holt Festival Artistic Director Charles Pugh. They will compare current social attitudes towards love and marriage with those in Austen’s day.
Often described as the closest thing in the universe to a real-life Sherlock Holmes, forensic mind reader Colin Cloud mixes mind magic and brain science in an unbelievable and thoroughly unique and entertaining stage show. He can deduce everything about everyone and recall information from the recesses of his subject’s mind. Colin Cloud could potentially be the most dangerous man on earth – fortunately he is on our side!
‘It’s always a difficult job to match and surpass a successful debut ‘ said Charles Pugh. ‘My first festival last year was well received with lots of sell out shows, but I think these early highlights demonstrate that Holt Festival continues to astonish and evolve, and of course stimulate and entertain.’
He added ‘We have more big names in the pipeline too and I’m already looking forward to announcing the full programme in all its glory in May, which will also include international art exhibitions, drama and children’s events’.

01263 01263 823220 New physiotherapy service is733145 tailored to local needs People in North Norfolk and rural Broadland who require specialist physiotherapy will soon have Sheringham access to a new clinic-based service working closely with local GP practices. The new service – provided by The Integrated Care Clinics Ltd (TICCS) – will be designed around the needs of patients and offer sessions at doctors’ surgeries and community venues. It has been commissioned by North Norfolk Clinical Commissioning Group (CCG) to ensure patients receive appropriate treatment in a timely way while making the best use of NHS resources.
From 18 April, patients requiring specialist physiotherapy will be referred by their GP to TICCS, which provides a range of specialist treatment and rehab services. If appropriate, they will then receive a phone call to ensure they are offered self-care advice prior to their first appointment.
Patients will then be offered up to three sessions of physiotherapy, depending on their needs. Sessions will be held at GP practices or at local community venues, including leisure centres and village halls, although the exact locations will be confirmed at a later date.
Upon discharge, patients who require further assistance will be given 12 months’ free access to TICCS’ specialist online portal, which offers videos and advice tailored to people’s needs. Those who do not have access to the web will receive leaflets providing the same information.
Some patients may also be referred to community exercise schemes – run by North Norfolk District Council and Broadland District Council – to further assist their rehabilitation.
In commissioning the new service, North Norfolk CCG followed a robust procurement process that

adhered to national NHS rules. Its aim was to ensure patients had access to high quality North Norfolk Post in treatment, tailored to local needs, delivered an innovative and cost-effective way.
As part of this, bids from potential providers were assessed by a panel that included a patient representative and an external HR expert, alongside CCG staff and two senior GPs.
Plans for the new service were also discussed by the CCG’s Community Engagement Panel, whose meetings are open to representatives from a range of local patient and stakeholder groups, and the feedback they provided was integral to the development of the service specifications. GPs at the CCG’s 19 member practices were also asked for their views on what worked best for their patients, and their comments were used to shape the specifications around local needs.
Dr James Gair, a GP in North Walsham and the CCG’s clinical lead on community services, said he was confident that the new service would be a good one for patients.
15 YEARS EXPERIENCE
TICCS was awarded an initial two-year contract to provide musculoskeletal (MSK) physiotherapy services by North Norfolk CCG following a thorough three-month NHS procurement process. It is due to take over the contract from the current provider – Norfolk Community Health and Care NHS Trust (NCH&C) – on Monday, April 18, with the option of a two-year extension.
Staff employed by NCH&C will be offered the chance to transfer to TICCS under TUPE rules. TICCS was established in 1996 and now delivers more than 600,000 physiotherapy treatment sessions a year at 300 clinics across the UK – around 200,000 of them to NHS patients.
“Our primary aim in designing the service was to ensure that it was tailored to the needs of people in North Norfolk and rural Broadland, and we believe it will meet those needs,” he said.
It has Care Quality Commission accreditation in locations where it undertakes regulated activity and it has a 98% positive patient rating nationally for its services which cover all aspects of MSK physiotherapy, including spinal and peripheral disorders, women’s health, post-operative treatment, vestibular rehabilitation and specialist triage assessment and treatment services.

In the last edition Toby, one of the vets at Westover, mentioned the importance of having your pets micro chipped because it helps reunite animals with their owners and also makes it easier to contact the owner if their beloved pet has been taken into the surgery with an injury. We agree entirely with his sentiments and are committed to encouraging people to have this done. All the cats and kittens re-homed by us have either been chipped, prior to leaving for their new home, or will be when receiving their 2nd vaccination.
Because we register all the micro chip details for our cats when they leave for their new homes on-line, I have access to the relevant websites to do this and can check the information held there. Care has to be taken not to breach Data Protection regulations but, if a stray cat is chipped, I can check to find out who the registered owner is and, hopefully, reunite them with their pet.
Our fosterers also have micro chip readers because we do need to check for chips when the cats come into care and, although it is not always possible, they will often go out to check a cat reported to us to be a “stray”. A recent call regarding a stray cat on a Sunday afternoon had a very happy outcome. The owner had reported it missing to the micro chip company and we were able to reunite her with her owner. Sadly, they often get called to check a cat that has been hit by a car and then have to break the news to the owner that the cat has died. At least in these instances the owner knows what has happened and is able to make appropriate arrangements.
We would, however, point out that it is important to make sure the details for your cat are kept up to date on the micro chip registers. We have in the past faced the challenge of tracing an owner who no longer lives at the registered address; there have been instances when this was
not possible. Boots, the little cat visiting us, is still at large and is not chipped, but will be once returned to his home.

THE NORTH NORFOLK GARDENER THE GARDEN POND
A garden pond brings year-round tranquillity to the garden, reflecting light and mirroring the sky and the surroundings. It also presents a chance to grow different plants and will become a haven for wildlife.
However, at this time of the year the garden pond can look very sorry for itself, overgrown and full of the leaves and other rubbish blown around the garden by the high winds we have experienced this winter.
Spring is a good time to overhaul your pond, pulling out the decaying plant matter, setting out new plants and lifting and dividing others. Your activities might cause the water to cloud for a while but it will settle down as the plants begin to grow.
We can then look forward to the spring flowers. At the waterside, the giant golden buttercups of Caltha palustris appears, and joins the little water buttercup, Ranunculus
aquatilis, whose white flowers float above foliage submerged in the pool itself. Hooded spathes of the pure white bog arum, Calla palustris, and the butter-yellow skunk cabbage, Lysichiton americanum, whose dramatic leaves later reach 3-4 feet, break through the shallow water. In shallow water too, at the end of spring, the lovely blue, pink, purple and white flowers of Iris laevigata appear, and I. Pseudocorus cultivars grow in water about 1 ½ ft. deep.
Plants like the arrowhead, Sagittaria sagittifolia, link spring and summer, the fleshy, spear-shaped foliage rising majestically from the water to be later crowned with small white flower clusters. At the waters-edge, Eriophorum angustifolium, presents its cottonwool tufts in late spring, and the flowering rush, Butomus umbellatus, is topped with rose-pink flower heads in early summer. At lower levels, in the pool itself, the submerged water violet, Hottonia palustris, lifts stems of pale lilac blooms. These make perfect companions for the waxy, white water hawthorn, whose sweet-coloured flowers, appear from late spring to autumn. Water forget-me-not scrambles at the margins.
Very few people have room for all these plants
but this gives an idea of the range of plants available and I have not even mentioned the enormous number of wonderful water lilies. Many ordinary garden plants such as hostas also look very good planted near water.
It is however important to remember that plants are functional as well as decorative, and help to keep the pool clean. To prevent the growth of algae, for example, about a third of the surface area should be covered with deep-water floating plants which will also provide shade and hiding places for fish and frogs. Other aquatics, known as oxygenators, will also help to keep algae at bay.

New Power Plant Manager for Sheringham Shoal
Statkraft has appointed Adam Blake as Power Plant Manager for the Sheringham Shoal Offshore Wind Farm. He succeeds Jason Halsey, who moves within the organisation to a role where he will take the lead in the development of new renewable energy projects. Adam's appointment is part of a management team restructure which is likely to lead to a number of recruitment opportunities at Sheringham Shoal in the coming months.
Adam, who was brought up in Stalham, is keen for Sheringham Shoal Offshore Wind Farm to continue to make a significant contribution to the regional economy.
"I am very positive about the future of the Sheringham Shoal," he says. "I anticipate a number of supply tender opportunities for significant contracts will be issued throughout the year creating opportunities for the supply chain. The wind farm performed exceptionally well in 2015, and I look forward to ensuring that level of success is sustained throughout 2016. I am fortunate to be supported by a focused and dedicated team, and we are currently making a number of changes to the structure of the management team which will aid our operational efficiencies. Sheringham Shoal is somewhat of a local landmark which has built strong links with the local community and I'm excited about continuing to build our presence through the support of local initiatives and events" he added.
Adam's career within the Sheringham Shoal has spanned almost 5 years, having joined the project in June 2011 as HSE Manager. More recently, he has been the wind farm's O&M Manager.
