With the new year well and truly underway, we’re excited to bring you the March edition of Portfolio. Things are really heating up as we head into the third month of the year, with plenty of commercial property being listed and transacted.
In this edition, Ray White head of research Vanessa Rader lists the top 10 office markets across Australia, some which may surprise you. The COVID-19 pandemic shook up the way we work, with office markets in centres hit the hardest by lockdowns also taking the longest to recover. However, the markets which weren’t as devastated by lockdowns continue to see vacancy rates on the decline.
Vanessa also takes a look at how investor appetite for hotels and accommodation will change as the tourism industry recovers in the post-Covid world. With domestic tourism still strong, as well as international travellers returning, she said things could be looking up.

TOP 10 PERFORMING OFFICE MARKETS
The Property Council of Australia’s Office market report has recently been released, highlighting the changing profile of CBD and non-CBD office markets in Australia. In the post COVID-19 economy we have seen a number of office locations unable to rebound, with staff continuing to work from home, which has changed the landscape for new take up of stock and movements across the region.
Our largest office markets, being Sydney and Melbourne CBDs, continue to record negative net absorption, as more businesses leave or reduce their space
requirements, which has resulted in increases in vacancy to 11.3 per cent and 13.8 per cent respectively. While those markets which weren’t hampered with the same level of lockdown, such as Brisbane and Perth CBDs, continue to see positive take up and have improved their occupancy. The greater trend, however, has been the move out of CBDs into growing employment nodes which have followed population. Markets such as West Perth, Brisbane Fringe, Sunshine Coast, and Gold Coast all outperformed with high rates of demand to occupy space.

The largest suburban office precinct in Western Australia, this market has had a hard few years given the high vacancy rates of Perth CBD. With competition from the CBD in terms of quality, price driven by high incentives has seen West Perth vacancies be at a prolonged high. However, we have seen vacancies fall over the last three years, as the attractiveness of this market grows, given its parking and affordability compared to the improving Perth CBD market. This market has recorded 21,738sqm of take up over the last year, the third highest in the country behind Brisbane CBD and Fringe, an outstanding result given its market size of approximately 411,000sqm.
The high population growth in Queensland has had a positive impact on the office market across the State. Brisbane Fringe recorded the second highest net absorption of all Australian office markets of 63,625sqm, however this is the largest non-CBD office market in the country with over 1.3million sqm of stock. Improvements in this location indicative of a changing appetite for locations which can offer parking and affordable, quality accommodation options.
Brisbane is the fourth largest CBD in the country and has attracted the greatest level of take up over the last 12 months. Vacancies currently sit at 12.9 per cent in a market which has averaged 14.3 per cent over the last ten years. Improvements in employment demand in the city borne out of a growing population has resulted in the need for new and expanding businesses to absorb existing stock.
Darwin CBD is the smallest of the CBD markets in Australia. With only 226,514sqm of stock this market is subject to many fluctuations in results, vacancies sat at 19.7 per cent two years ago, while the current result of 14.3 per cent highlights an improvement in local demand.
The coastal Queensland markets have been high performers over the last couple of years, benefitting from growth in population and increased new business starts. The office market is still emerging with a number of newer, quality offerings, which are eagerly sought after, resulting in strong levels of take up. Vacancy for the Sunshine Coast sits at just 4.0 per cent the lowest rate recorded since the start of data collection in 2008.
6. Gold Coast
The Gold Coast is another strong performer capitalising on population and new business growth. This market is approximately 454,000sqm in size and has achieved nearly 12,500sqm of take up over the last year. Demand continues to increase particularly for A-grade assets, however, there has been little new stock added over the last few years resulting in vacancies falling to a 16 year low of 6.0 per cent.

Sydney’s largest non-CBD market, this precinct continues to grow with high quality A-grade assets continuing to be added to the market as total stock approaches a million square metres. The geographic advantage being in the centre of Sydney, transport coupled with the modern accommodation options has made this an attractive option for many larger tenants, notably business, finance, insurance occupiers. While this market has been hampered by COVID-19, with tenants reducing their footprints, coupled with a strong supply pipeline, this market remains the most active in Sydney recording more than 20,000sqm of absorption.
8. Newcastle
Newcastle is another coastal location showing quality results. Population movements out of Sydney to regional areas have benefited this location. Affordability and new business starts have been aiding the improvement of this small office market.

Perth CBD
The second most active CBD in Australia, Perth has benefited from limited lockdowns and is not facing the same work from home mentality of the eastern states. This has kept the CBD vibrant and office markets growing in occupancy. Mining, engineering, and construction continue to grow their footprint, however, professional services such as finance have increased their holdings capitalising on the incentives on offer after a period of prolonged high vacancies.
10. Wollongong
The smallest of the NSW office markets, population movements continue to benefit this office location. With new supply added over the last year, Wollongong has done well to keep absorption positive in the face of high vacancy. This market has historically had difficulty in attracting larger, national businesses, with local demand the major space user, which may see current stock levels slow to be absorbed.

The team at Ray White Commercial Gold Coast has been strengthened as renowned industrial expert Pat Cavanagh joins the business. Mr Cavanagh joins the business with more than 22 years’ experience working in commercial real estate. Originally from Sydney, Mr Cavanagh moved to the Gold Coast in 1994, initially working in his previous profession as a carpenter and builder. He started his career in real estate in 2000 with a small boutique agency in the Springwood/Underwood area then shifted his focus to the Gold Coast market. “My focus has always been on the industrial precincts of the GC where I saw a gap in the market early on,” Mr Cavanagh said. “I began to specialise in industrial and have enjoyed continued success within the Gold Coast markets.” After a 12 month break in his career, Mr Cavanagh decided Ray White Commercial Gold Coast was the perfect place to dive back into the market.
The powerhouse team at Ray White Commercial Western Sydney continues to strengthen as Troy Wang joins the team as a development expert.
Originally from China but living in Sydney for the past 12 years, Mr Wang has almost a decade of experience working in the development sector, as well as previous experience working as a residential real estate agent. Combining his experience as a sales agent and his work with development companies, Mr Wang said he is excited to join the Ray White Commercial Western Sydney sales team targeting development sites.
“Over the next 12 months I aim to build up my network, add value to the team, and get as many deals done as possible.”
With a decade of experience in the commercial real estate industry, Michael Danagher has joined the team at Ray White Commercial WA. Born and raised in the UK, Mr Danagher has called Perth home since 1985 and currently resides in the Kings Park precinct.
“After a career working in the finance and banking industry, I decided to migrate into the commercial property sector about ten years ago,” Mr Danagher said.
“I have a history of selling and leasing assets in all commercial property classes, although I have largely focused on the sale of industrial and commercial properties, development opportunities and the leasing of larger tenancies.
“I have a portfolio of sold and leased property assets across metropolitan Perth, although I have been most active in the industrial areas south of Perth and in the coastal strip from Fremantle to Bunbury.”

THE FUTURE OF COMMERCIAL PROPERTY
More than 400 people tuned in to listen to Ray White Commercial’s first Between the Lines Live webinar for 2023, as this month’s experts discussed what to expect from the commercial property sector during a changing market.
The webinar was hosted by Ray White head of research Vanessa Rader who was joined by Ray White Capital Transactions director Ian Hetherington.
The pair spoke about the future of commercial property during a time of growing interest rates and shifts in market fundamentals, and how to understand who the buyers and sellers are, and what are the opportunities and expectations on the state of the market this year.
Ray White Capital Transactions completed an off-market deal for a pair of eastern seaboard industrial properties worth $250 million at the end of 2022.
Ms Rader asked Mr Hetherington what opportunities he saw for the industrial sector in the next 12 months.
“The industrial sector is still looking pretty positive as there’s still strong rent growth coming through,” Mr Hetherington said.
“In 2023 the focus for sheds is going to be in the unit estates because you’ve got a number of tenants, you’ve got lease expiries where you can capture the inflation, and the effects of that rent growth. So I think that will be the preference and the stronger weighting of capital will be towards that sector.
“Your larger big boxes sheds that might have a 3 per cent rate of increase, when inflation is running at 7.8 per cent, it might not be as attractive as being able to capture that rent growth through the lease expiries through unit estates.”
Mr Hetherington said most of the investment was coming from offshore.
“There are still new entrants coming into the market, mainly American-based companies, so I think that trend will continue,” he said.
“Whether it be commercial, retail or industrial, if you’re looking for a holding in the Asia Pacific it’s much easier to get settled in Australia than it is in other markets such as Japan, South Korea, and China.
“Australia bats above its weight due to its transparency and its access, rather than other markets where socio-political issues may make it harder.”
With vacancy rates still up across many office markets, particularly Sydney and Melbourne, Ms Rader asked Mr Hetherington what he saw in the future for that market.
“Things look better in the volume of people going to work. Anecdotally this time last year the Sydney CBD was at about 20 per cent, and it looks like it’s gone to about 60 per cent, but dominated by Tuesday, Wednesday, and Thursday,” Mr Hetherington said.
“Net absorption is either flat or negative, but most leasing agents are walking around town with a smile on their faces which is to do with the fact that incentives have increased dramatically from where they were three years ago. A lot of businesses are taking advantage of that saying, let’s create a new environment to change it up and look at the way we work to try and attract people to come back to work.
“Flight to quality has been a big one, and also heritage buildings have had a strong focus. We’re speaking to more people than ever who are wanting to get set in a heritage building. It offers a different environment and it’s a way of attracting staff back.”

PROJECTED TOURISM IMPROVEMENTS EXPECTED TO GROW INTEREST IN HOTELS
It’s been a busy holiday period in Australia with both domestic and international travel reaching new highs. There’s been strong hotel occupancy levels and new benchmarks in average daily room rates recorded across Australia. After a number of years of poor results, this has put the spotlight again on the accommodation sector as a viable investment opportunity, from 4 and 5 star fullservice hotels in major tourism centres, through to the regional hotel/motel segment.
While Australians are excited to get back to international travel, the high cost of airfares, inflationary pressure on food, transport and accommodation, coupled with the strength of the Australian dollar, has seen domestic travel options grow in popularity. The drive segment has shown good results with occupancy improvements across regional areas of Australia setting new highs in daily room rates. International visitors have also been quick to return to Australia, taking advantage of the dollar and summer months, with inbound international aviation statistics highlighting an average of 1,520 flights
per week coming into Australia across 52 destinations in December. While this is still below pre COVID-19 results (December 2019) of 2,167 per week there has been a vast improvement since early 2022 where just 400 flights per week were entering Australia.
While our inbound international visitor numbers have been increasing over the last 12 months, recent forecasts by Tourism Research Australia (TRA) expect inbound visitor arrivals will not reach 2019 levels until 2025. Similarly, our outbound travel internationally is also expected to slowly recover to pre COVID-19 level in 2024/25. As a result, domestic nights have grown to over 400 million in 2022 which is already ahead of 2018 results, the expectation being that over the next five years this will average 444 million nights, well ahead of the long-term historical average of 310 million nights. Domestic tourism expenditure has already eclipsed results seen in 2019, with continued annual growth of 4.7 per cent expected over the next five years, making hotel investment attractive.
DOMESTIC VISITOR NIGHTS QUICK TO REBOUND
Capitalising on this growth potential, interest in the hotel sector in 2023 will continue after a strong 2022 which achieved $3.2 billion in sales. Offshore buyers accounted for 58.4 per cent of these sales and are likely to continue to seek out these quality, ongoing returns. Savvy local groups and private investors; notably in the smaller, regional markets; are expected to remain active, however, financing availability may be a stumbling block for some buyers.
