Welcome to the BUL’s Eye! This is the very first issue of what will be our quarterly Company newsletter. Our leadership team’s intent with this newsletter is to break down the silos that often occur with rapid growth and give visibility to all the exciting things happening here. We also hope to better equip you on how to be successful in your role and as an employee at Reeves Young. In each issue, you will find intentional communication from each Business Unit and Department, including thought leadership, Company accomplishments, and department updates.

We closed 2022 and began 2023 with continued success as a Company. Across our five business units and three offices, we have been awarded $340M worth of work to date. This is a huge testament to our team’s ability to deliver for our Clients and our entrepreneurial spirit as a Company. I’m sure you’ve heard the phrase, “To whom much is given, much is required.” With the success that we’ve had, it is essential that we maintain a laser focus on executing well in 2023.

We’re excited to roll out tools like the Super 6, which is simply a renewal of the fundamentals of successful project delivery that will help us maintain our commitments to ourselves and our Clients. The graphic to the right shows a brief description of the principles, and you’ll be hearing much more about how to utilize this tool from your project leadership in the upcoming months. You’ve also probably begun submitting some of your requests through Monday.com. While adjusting to new technology always takes a little more effort initially, it will only help us streamline our processes and work more efficiently in the long run.

It’s an exciting time to be a part of the Reeves Young team and to have the potential that we do as a Company. I’m excited to announce that our Company‘s journey to zero injuries has begun! Our aim is to create a safety culture that is built through compassion and care for one another, our subcontractor/trade partners, and our clients.

Our mission is straightforward: send each person home every day to their families. Our injury goal is equally straightforward: zero. Zero Injuries is the objective each and every day for all of us, whether we work at an office, on a project job site, or anywhere in between. When it comes to injuries, none of us are sitting on the bench. We are all in the game from the moment we get up until we go to bed.

For these reasons, each of us has the opportunity and responsibility to influence safe work in our surroundings. As our culture grows and expands, more tools, techniques, and methodologies will be developed to ensure safe work within our operations and offices.

Our journey has begun. The more I engage with our teams, the easier it is to see that zero injuries is a reality at Reeves Young. It is you – all of you – that make zero injuries a reality. The Safety Team and I look forward to assisting in the realization of this goal.

TRAINING

Reeves Young values seeking any opportunity to further enrich and educate our employees through training and engagement on all levels. Our current program emphasizes safe work practices with our craftsmen. Our upcoming training series will bring soft skills and cultural development to our leadership with an emphasis on “Why Zero Injuries” and “Leadership Best Practices.” Our Safety Team has evaluated our training materials and revamped them to align with our Zero Injury goals. Many business units have adopted the updated fall protection, confined space, trenching & excavation, and heavy equipment training. There will be opportunities throughout 2023 for our business units to involve themselves in behavior modification training, safe work practices, and Reeves Young construction operations training. For specialized training and collaboration, please reach out to your divisional Safety Manager.

SIGNAGE

SUPPLIES

Traditionally, Whitecap and other safety supply companies have serviced our projects and delivered the much needed equipment to keep our craftsmen safe. Given the high demand for these safety supplies we have joined forces with Magid to buy direct and give our teams the opportunity to order products at market value without the inflated fees associated. Utilization of this company will foster the growth of planning and ensuring we are well prepared for the upcoming work. They currently ship all supplies anywhere they are needed within 1-3 business days. All Reeves Young Superintendents, Foremen, and Project Managers should have their work email in the system. If you have yet to login, it’s as simple as clicking “forgot password” and resetting your login with your work email. If by chance you are not in the system, reach out to your divisional Safety Manager who can help bridge this gap for you.

Every day, our company is expanding and investing in new opportunities to grow our brand and outfit our projects with the best signage for their location. This quarter, we have kicked off our relationship with Alpha Graphics, who will build signage packages for new projects ready to break ground and offer an expansive library of Reeves Young branded signage. This will include signs in multiple styles and materials that can quickly make its way to your jobsite and fit any operation. The website is now live and available to every Business Unit. In the event you are looking for custom site signage, utility markers, or a custom project sign, please work with our Marketing and/or our Safety team to complete this order.

Message from the BUL | Chad McLeod SIGNATURE PROJECT

With three months under our belt in ’23, it is exciting to see what our Commercial Public Team has already accomplished! From Kentucky to South Carolina and a few places in between, we have been awarded over $120M worth of work, adding to the contracted backlog in excess of $225M. As we plan for this upcoming reload of projects, I encourage our team to focus on finishing strong. Our clients, more often than not, do not remember all of the brilliant ideas we had in preconstruction to get their projects within budget or the sacrifices made during construction to ‘make it happen.’ What they will ultimately remember is how we finished. How we close out a project often determines the type of reference we will get. So, as you wrap up your current projects, remember the energy and enthusiasm you had when you started, pause and recognize the great work that has been accomplished, and use that same energy to push us through the finish line. Thank you to each and every one of you for the sacrifices you make and the value you bring to this Team and Company.

The new L.B. Ahrens Recreation Center consists of a 36,500 SF recreation center with concrete masonry construction and a pre-engineered steel truss gym with CMU infill walls. Spaces include a 12,285 SF gymnasium, classrooms, offices and meeting rooms, locker rooms, open seating lobby, dance studio, small catering kitchen, restrooms, and an outdoor patio space with applicable mechanical, plumbing, electrical and fire suppression systems, as well as IT/low voltage and audio/video systems.

BUL TOPIC OF INTEREST - New Retainage Law

In the 2021-2022 session, the Georgia General Assembly made substantive changes to the Payment and Retainage Law. The rules still apply to Public Works Construction Contracts and to water or sewer facilities. On and after July 1, 2022, retainage is limited to five percent (5%) of each progress payment, but the owner may release the retainage associated with a subcontractor’s work as it is completed. Previously the statute required release of retainage when fifty percent (50%) of the contract value became due, if the work was progressing satisfactory and timely, but this provision has been eliminated. Additionally, upon substantial completion of the work, the owner was limited to retaining 200 percent of the value of “incomplete minor items,” but the statute now allows retention of 200 percent of the value of any incomplete work.

Key Takeaways: GA Law requires that the terms and conditions of the prime contract are passed down to the subcontract, so be on the lookout for subs to reduce their retainage to 5% because that is the maximum amount that the Owner can withhold from us.

Action Items: For any projects whose contracts were executed on or after July 1, 2022, you will need to do a zero-dollar change order to the Owner changing these terms of payment to be in accordance with the new statute. Any questions, feel free to reach out to me directly.

Message from the BUL | Kevin Smith

Welcome to the first (of many) BUL’s Eye quarterly report for Commercial Private Q1 - 2023. I am excited to share we are constructing many different projects constructed with different methods, materials, and designs, yet all of them have one thing in common.....Quality Reeves Young Teams! As we progress forward building wood-framed garden-style apartments, podium highrise multi-family projects, post-tensioned concrete senior living, office interior & exterior renovations, and hotels, I want to thank each of you for the overtime hours, weekends, and elements that you persevere.

Thanks to strong sales in 2022, Commercial Private will place approximately $100,000,000 worth of work in 2023 and has an additional $100,000,000 to place in backlog in 2024. We are working safely with no recordable, lost time accidents and we continue to improve our Zero Lost Time culture through training and PPE enforcement. We are proud to continue working for repeat clients in 2023. Related Group has awarded us two projects and we have priced two more; Galerie Living awarded us our fourth project via Village Park Milton Phase II and we are pricing Corso Atlanta Phase II now. Songy Highroads has entered into the multi-family market expanding from hospitality and we are constructing The Howell at 1850 Howell Mill Road adjacent to I-75 for our 7th job with them.

Preconstruction is busy as ever, having already priced over two dozen projects with a combined price tag over $1,000,000,000. These large numbers are impressive, but we are still clientdriven and have priced special projects interior improvements worth $100,000. Continue to believe in yourself, your team, and our company and know we will succeed together!

Entrusted by Stockbridge Capital and Cushman & Wakefield, Reeves Young worked via design-build practices to reconstruct their six, two-story office buildings in Franklin, Tennessee. The property suffered from structural failing breezeways, bridges,and stairways. Reeves Young worked with Wiss, Janney, Elstner to identify, demolish, and reconstruct columns, walls, decking, and stairwells to rejuvenate this Class A office space. We worked collaboratively to demo the classic, Colonial look of a bricked parapet and replaced with industrial chic 11-Line steel rail and white-washed the brick skin to provide this 20 year old property with new life.

How can I be your partner? Great question to ask when you are meeting a new client. Sounds a lot better than, “Nice to meet you, how cheap do I have to be to get your work and disappoint you by not staffing it correctly and using the cheapest subs to deliver late because they did not include all the scope.” Two of the Super 6 are Budget and Quality. We must sell, convince, and educate our clients we are their partners with valid budgets and great teams to execute on their behalf. As Commercial Private is growing, we are moving forward with Retail Pursuits. We hired Shon Huettl from T D Ferrell and he brings established relationships with Costco, Floor & Decor, Best Buy, and PGA Superstore to name a few. We are excited he is on our team and knows how to travel and build within a budget per his clients expectations.

Message from the BUL | William Reeves

Heavy Civil is off to a great start in 2023! We set a quarterly sales record for the business unit with nearly $73M in sales this quarter. We won work with the Atlanta Beltline, Rowen Foundation, Brasfield & Gorrie, Holder Construction, CTS Builders, McShane Construction, Robins & Morton, and Rockapoint Developers. These project wins are in Georgia, South Carolina and Alabama. A big shout out and thanks to our entire preconstruction group. The hard work of that group has help set Heavy Civil up for a record setting year in 2023!

SIGNATURE PROJECT

Reeves Young was selected as the Site Contractor for the new Truist Headquarters. The new office tower is located just behind the Braves’ Truist Park. The project has over 50,000 CY of export materials, including 20,000 CY of rock, 995 LF of 12 Sanitary Sewer and 778 LF of waterlines. Go Braves!!

BUL TOPIC OF INTEREST - Don’t Be Content With Success

“Success is never owned, it is rented, and the rent is due every day.” - Rory Vaden Reeves Young has had tremendous success throughout my 15 years here. While there have been a lot of reasons for those successes, the reason that continually sticks out to me is we’ve never been content with our success. Reeves Young is virtually guaranteed to set a company revenue record this year. That is a great accomplishment and we should celebrate but we shouldn’t be satisfied. We should continue to challenge each other, refine our processes, and push for Reeves Young to improve. It is refreshing to see the continuous improvements to items like our subcontracts, the Rapid Program, Monday.com, adding GC Pay and others. Thank you for all of the hard work you have put in and are going to put in to help Reeves Young remain successful. Success is never owned, it is rented, and the rent is due every day.

Message from the BUL | Stephen McMillan

With the start of our third year in the Industrial Unit, it’s nice to take a step back and observe what we’ve accomplished in the past year. The Industrial team delivered 1,600,000 SF, or about 37 acres of Industrial space, in the past year. This is something to be proud of as a unit, but I believe something even more important is that every Client we’ve completed projects for to date has awarded us another project. This is a testament to the quality of service being provided every day by our field units. While I know it can get discouraging at times with Clients, understand that they appreciate the work you do each day, and they show that by giving us their repeat business. Recognize that our Clients are a vital component to each of these projects, similarly to our trade partners and vendors. When the Clients or Tenants are putting pressure on you, understand that they are probably in a difficult situation and are leaning on you because they believe you can deliver in the crunch time. I hope you take that as a big compliment that they have faith in you to succeed even with the odds stacked against you. Continue to be the best in the market, and we will continue to have opportunities to elevate our team to achieve amazing heights!

Reeves Young was selected as the Construction Manager for Building 500, a 163,035 SF industrial speculative warehouse on 11.5 acres in Conyers, Georgia. The rear-load distribution warehouse consists of tilt-up exterior concrete wall construction, a 36’ clear height, 18-19 dock doors, two 12’x14’ drive-in doors, and 185’ deep truck court with 60’ concrete apron. The project also includes 6” Ductilcrete floor slab, T5 high-efficiency lighting system, and an R20, 45 mil white TPO roof with 60 skylights. Reeves Young also held all mechanical, electrical, and plumbing designs. The interior space is designed to separate and house 4+ tenants.

As we roll out of one of the worst weather seasons in recent history, we need to understand how the weather can impact each of our projects. Our ability to plan our projects to limit our exposure to these unfavorable conditions is critical to our success in these difficult times. Since water is one of the most damaging items we encounter, we must ensure we utilize our best practices at the project sites. This can include stormwater systems and drainage ditches or something as simple as making sure there is a slope on grades towards storm systems that are rolled into place utilizing a smooth drum roller at the end of each day. Preparing for storm events will allow us the opportunity to quickly get back on the working surfaces so we can rapidly complete our tasks.

In addition to managing the work in the field, proper communication with our Client is critical to maintaining a good working relationship. If we do a good job notifying the Client in a timely manner, as stated in the contract, we can manage their expectations on project delivery. One common misconception is that the only relief provided is due to rain days. Typically, most contracts allow for time extensions due to rain events and additional days impacted from previous events, cold weather and/ or hot weather events, etc. It is critical that you are aware of the contract terms and are consistently notifying the Owner of impacts, so this doesn’t become a large issue at the end of the job.

Proper communication with our Client is critical to maintaining a good working relationship.

WATER RESOURCES

Message from the BUL | Matt McCormack

One of the challenges of working in the Water Resources Business Unit is the geography. Within the 528 miles between Purrysburg WTP and Ashland City WWTP, you are not trading war stories with managers from other projects at the coffee machine or the ping pong table.

In the last year, we have started conducting regular PM and Superintendent meetings, some virtual, some in person. In addition to the specific information that is delivered during these meetings, you should be realizing that whatever challenges you are having specific to your project, it is likely a challenge that others are having or have previously experienced. I hope that it has been demonstrated that you should utilize the resources that have been provided to you. If you are not reaching out to your peers and mentors on other projects when you come across a challenge you are experiencing for the first time, you are undoubtedly making your job tougher than it needs to be.

Individually, we have some talented people. Collectively, we have a team that can climb any mountain!

This Progressive Design-Build project will construct two new pump stations and approximately 8.6 miles of wastewater force main to convey flow from the Serenbe development and surrounding areas to the Camp Creek WRF. BUL TOPIC OF INTEREST - Limitations Can Be Promising

EPA recommended federal limits on PFAS in drinking water on March 14, 2023. PFAS is a fancy acronym for the “forever chemicals” that exist and are used in nonstick frying pans, waterrepellent sports gear, stain-resistant rugs, cosmetics and countless other consumer products since the 1940s. These chemicals are toxic and it has been determined cause cancer as well as many other health issues. This regulation will likely become official later this year.

So what? This regulation change will likely result in construction projects at many if not all drinking water treatment plants over the next 3 years. Beaufort Jasper Water Sewer Authority is already in discussions about a multimillion dollar change order at Purrysburg WTP. So, the next time you are talking to your utility client, be sure to ask them what they are doing about PFAS.

SPOTLIGHT MARTA CMAR Services for Station Rehabilitation

In March of 2020, Reeves Young was awarded the MARTA CMAR Services for Station Rehabilitation project. Led by Greg Miller of the Water Resources Preconstruction team, Reeves Young has provided preconstruction services including cost estimating, constructability reviews, and phasing & logistics planning on projects such as the Parking Lot Paving Program, Smart Restroom Program, Arts Center Waterproofing System, and the East Lake Pedestrian Bridge Replacement, just to name a few! Greg has provided pricing on over 22 projects at 14 different stations and produced over 80 deliverables! 2023 REEVES YOUNG CERTIFICATE OF INSURANCE TO OWNERS

Prior to January 1, 2023, all Owners were sent a renewed RY COI for 2023. A copy of the Owner COI is filed in the Project Folder – Bonds & Insurance.

Builders Risk Insurance is important coverage for anyone with a financial interest in a property that is being built or renovated. This type of property insurance is intended to provide protection for buildings and structures that are under construction. The General Contractor will usually purchase the Builders Risk Policy and act as the primary insured. Some Owners will cover Builder’s Risk. Please review your contracts to confirm if RY, as the General Contractor, is to provide Builders Risk.

Most RY projects will fall on a BR Monthly Reporter (some Owners may require RY purchase Stand-Alone Policy) to our underwriter. A list of Projects requiring BR will be sent to McGriff the 1st of the month to notify the underwriter which projects to cover and which projects have been completed/no longer require BR coverage.

Notice of Commencement (NOC)

As the General Contractor, RY is contractually obligated to the Owner to keep the property free and clear of liens. A Notice of Commencement is a form publicly filed in county records to signify that a construction project has begun.

RY must get the Notice of Commencement filed with County public records no later than 15 days after GC physically starts work on the property.

Please contact the Lead Contract Administrator for NOC Filing. The Notice of Commencement should be publicly posted at the job site.

Notice to Contractor (NTC)

Effective March 15, 2023 - Contract Administration will notify Subcontractors when Reeves Young has received a Notice to Contractor / Notice of Furnishing from a sub-tier or supplier. This proactive communication should encourage Subcontractors to submit the required Lien Waiver with their Pay Applications. NTC notices are filed in Viewpoint- SL Compliance Details.

2023 SUBCONTRACT / WORK ORDERS

• A new release of the Reeves Young Subcontract Agreement was created for 2023. Changes included:

• Revised verbiage approved by Legal

• Monthly Billing – Payment Application to be received by the 20th of the Month (change from 25th)

• Exhibit G – projects outside of Georgia, the applicable State Exhibit will be added. (AL, SC, TN)

• Exhibit H – GC Pay Terms and Conditions – for new projects (BUL approval required) that will be utilizing this pay management software for submitting pay applications/ lien waivers. Check box added to first page to indicate if required by contract.

HUMAN RESOURCES & ADMIN What’s Happening?

Members of Reeves Young’s Wellness Team visited the Commercial Private Business Unit’s Howell Mill Apartments project on March 4th. They brought healthy snacks for the operations team working on-site and were also able to take a tour of the project. Of course, the team was sure to wear appropriate PPE (Personal Protective Equipment) to ensure safety during their visit!

Reeves Young’s Nashville office recently hosted a team-building event! Along with a few of our team members from the Sugar Hill office, the group attended a Nashville Predators hockey game and a great time was had by everyone. The event was coordinated by Nashville’s Office Manager, Devon McNeill.
