Introduction

This is the last newsletter of SaafConsult this year. Although it is the end of the year and Christmas is knocking at our door, many things are happening: new projects, new developments and opportunities. Before we tell you more about that, SaafConsult would like to wish you all a very Merry Christmas and a happy New Year!

Our colleague Suzan Shatanawi got promoted. Her new position is Operational Manager of the SaafConsult Levant office in Amman.

Sabrina Doetjes will be leaving SaafConsult. After more than three years working for SaafConsult Levant she is moving back to the Netherlands.

SaafConsult leading a team for Water Security in Africa SaafConsult won a project for the African Development Bank (AfDB) for the revision of its Integrated Water Resources Management Policy. This policy was promulgated in 2000 and was evaluated in 2013. The Bank felt it was time to revise the policy and commissioned us to lead this process. The work has involved country visits to Uganda, Botswana, Democratic Republic of Congo, Morocco and Niger. After a thorough review of documentation and current developments in the water sector in Africa SaafConsult proposed a water policy on the basis of the water security paradigm as championed by the World Bank. The “Water for African Growth and Development” policy was developed and discussed with the Bank in Abidjan in November 2014. The final policy document is currently being drafted.

Projects and Pipeline SaafConsult active in Bangladesh - Since July 2014 SaafConsult has expanded into Bangladesh. During the past 6 months we have been involved in three different projects, all revolving around the WASH theme. Bangladesh has made great leaps in terms of meeting the MDGs. However coverage of safe water and sanitation is not quite where it should be. With its massive population and poverty, urbanization and the consequent lack of adequate facilities is pervasive. SaafConsult has assisted Dhaka Water Supply and Sewerage Authority (DWASA) and Vitens Evides International (VEI) with the Water Operators Partnership (WOP). In this partnership project, DWASA, VEI and supporting partners (i.a. SIMAVI) cooperate during four years on a peer-to-peer basis with the objective to strengthen DWASA’s capacities and to enhance DWASA’s operations and performance. SaafConsult provided assistance with the selection of LowIncome-Communities in slums in Dhaka for implementation of new projects. A second project implemented by SaafConsult has been to explore the strengths and weaknesses of the Bangladesh WASH Alliance and propose – in close cooperation with the members of the Alliance and other stakeholders – an Alliance 2.0, which is future proof. This assignment was implemented for SIMAVI. Finally we are working on supporting People Services and Training Centre (PSTC) with the implementation of one of its WASH projects in Khulna province in the South-Western part of Bangladesh. We are pleased to be working with SIMAVI on these projects and praise their commitment to improving livelihoods in Bangladesh. Consultants: Ele Jan Saaf, Sabrina Doetjes

Projects and Pipeline Our consultant Marie Körner conducted many interesting projects the last months and is currently working on the Central Tajik Water Rehabilitation Project, Stakeholder Participation Programme (SPP). The SPP aims at enhancing public ownership by encouraging water conservation, increasing public participation in the provision of water services and raising public awareness on issues related to the project implementation and water use through establishment of the Water Users Committees. Ms. Körner finalized the evaluation of the Czech Development Cooperation Program in the WASH Sector in Ethiopia. The evaluation included assessment of six projects implemented during 2010 – 2014 and drew conclusions on achievement of the Programme. The evaluation focused on relevance, effectiveness, efficiency, impacts and sustainability. Special attention was paid to implementation modalities and stakeholder cooperation. The principal purpose of this evaluation was to obtain information that will guide decision-making on upcoming interventions of Czech Development Cooperation in Ethiopia and in the WASH sector.

Marie carried out another evaluation of a project under the Czech Republic’s development cooperation in the water and sanitation sector in the Palestinian Autonomous Territories” National Water Management System – MYWAS, 2011-2013. The purpose of the project was the introduction of a Multi-year Water Allocation System (MYWAS). MYWAS is a planning tool based on economic criteria that allows optimum allocation of water under defined scenarios.
