CIL simplifies real estate development for nonprofits, service providers, and municipalities by acting as an extension of their team so they can focus on helping others. Community Residences & counting!

Community Residences CIL partners with service providers to develop licensed community residences for persons with developmental disabilities and others in need of supportive residential settings. • Properties are acquired by CIL, homes are built or renovated to agency specifications, and leased to nonprofit, residential service providers under long-term capital lease arrangements. • CIL secures 100 percent financing to cover all acquisition, construction, and soft costs. Lessee agencies are not required to contribute any equity towards the development. • Upon the end of the lease term, CIL donates the property at no cost to the lessee agency.


Capewell Lofts, Hartford, CT Community Revitalization CIL’s community revitalization team looks for redevelopment projects that could have positive economic and environmental impacts such as: • Returning deteriorated or distressed properties back to productive use; • Stimulating economic activity by bringing new residents and businesses; • Remediating and abating contaminated properties; growing the property tax grand list; • Contributing to walkable neighborhoods; • and increasing access to transit modes (bus, train, etc.). In pursuit of these benefits, CIL looks to work with local communities, not against them. That means we want to fit into neighborhood, municipal, and state strategic plans to ensure our developments further mutual goals. Development Consulting From determining project feasibility, to managing team assembly, planning and programming, design, bidding, and construction, CIL can offer experienced project managers to advise and assist you with your project.


Program & Office Space CIL partners with nonprofit agencies to develop program and administrative spaces tailored to meet their needs. These building projects include schools, child care centers, administrative offices, clinical offices, program space, and other types of nonresidential real estate. On most projects, CIL acts as both developer and project manager to improve the site selection process, secure fast and accurate cost estimates, and facilitate cost savings. Financing Solutions The real estate solutions team at CIL understands that funding a real estate project can often be one of the most challenging steps for our client agencies, and we work hard to find models of financing to alleviate that challenge. CIL has extensive experience with private activity bonds, both direct placement and letter of credit enhanced variable rate demand bonds, and more traditional forms of financing. AccesSolutions Our AccesSolutions program provides a variety of home modifications and specialized equipment to people with disabilities who cannot afford modifications that would improve their mobility at their home. CIL does this by leveraging all proceeds from fundraising and private donations with state and philanthropic foundation funds. We help people lead more independent lives by creating accessibility.
