C

ontrary to all predictions, big premium badge 4x4s are more popular than ever. They owe their survival to highly efficient diesel engines, but no other car can match their combination of luxury, space, practicality and prestige. Second hand, they are a huge bargain. Here is my pick of the bunch. Range Rover (2002 - 2012) The 3rd generation of Land Rover’s iconic classic was a huge improvement on the previous model. With handsome styling, a truly wonderful interior and refinement and ride comfort on a par with a Bentley, it was the Toff Roader to beat. The 3.6 litre diesel V8 is the engine of choice, smooth and powerful enough to haul this 3 tonne car up to 60 in 8.6 seconds while still delivering 25mpg. And, of course, the Range Rover is the mightiest of off road warriors. Choice is plentiful; I found a 2007 model with 70k on the clock for £17,500. For: Looks, prestige, comfort, great in the mucky stuff Against: Slower and thirstier than its rivals BMW X5 (2006 – 2013) BMW’s sharply styled mudplugger is aimed more at Surrey mums than Cotswold farmers. It has impeccable road manners, a classy interior and plenty of room for some school run fun. Throw in excellent refinement, strong performance and a cosseting ride and what’s not to like? The excellent 3.0 litre V6 diesel is the one to go for, it’s as economical as a family saloon was not too long 4

ago. The X5 is great value too; a fully specced 07 car with modest mileage can be yours for just £15k. For: Performance, handling, build quality, value Against: Lacks prestige Porsche Cayenne (2002 – 2010) Porsche took the unique approach of carrying across many of the traits of its legendary sports cars when it entered the SUV market. The result is a full sized 4x4 that can top 170mph and handles like a sports coupe. Taking some of the styling cues from the 911 was probably not such a good idea though. Porsche have softened their hard core approach over the years with the addition of a V6 petrol and even a diesel, albeit a 290bhp one. If you’re going to own one of these beasts though, at least go for the Turbo – 450bhp and a 5.6 second 0-60 time. Compared to a 911, the Cayenne is cheap as chips. Expect to pay £16,000 for a 2005 plate with 70,000 miles under its belt. For: Brutal performance, sports car handling, Porsche cachet Against: Hefty thirst, only a mother could love that styling

Mercedes M Class (2005 – 2011) The Mercedes ML is an unsung hero of the premium SUVs. The 2nd generation disposed of the cumbersome styling of the early cars to give an appealing all round package. The ML is built like a tank, has acres of space with an unfussy but extremely comfortable interior, an accommodating ride and all the performance you could need. Buy a diesel: the 4.0 litre V8 has enough grunt to propel a ship but is a tad thirsty; the 3.0 litre V6 is a gem and provides nearly as much poke as the X5 with similar economy. For some reason, the ML is under the radar of most SUV buyers so there are bargains to be had. I spotted an immaculate 07 car with a miniscule 31,000 miles on it for just £15,500. For: Bombproof build quality, great value, fantastic all rounder Against: Barge like handling

What price a garage?

I

recently noticed a lock up garage in a “much sought after area” for sale for £20,000. It was one of a row of garages, the kind of thing that was popular in the 60s and 70s when car ownership became much more widespread but a lot of houses did not have a garage. This seemed like a lot of money for a ramshackle building not much bigger than a garden shed with no windows and no electricity. Besides, who would want to park their car half a mile from where they live? A quick search on Rightmove revealed quite a few old lock ups for sale, many of them in not particularly desirable areas, all on the market for between £15 and 20,000. There is an explanation for this phenomenon. Many of the areas that have become gentrified over the last 20 years or so have housing stock predominantly made up of terraces that have no off street parking; even the amount of on street parking is limited. For an up and coming young executive

with a £50,000 car, the idea of shelling out a fraction of that amount to protect his pride and joy is a tempting one. Another growing trend is owning a classic car or track day car that is only used occasionally. Such vehicles really do need to be kept in a garage. If the garage happens to be half a mile away, that isn’t a problem – the owner can drive there in their everyday car. For those looking to make a modest investment in commercial property, a lock up garage makes a lot of sense. The rental income from a single garage is typically £70-80 per month. If you paid £15,000 for the property, that would mean a yield of between 5.6 and 6.4%, not bad for a property that requires virtually no maintenance and is not subject to any regulation. Increasingly, lock ups are being demolished for use as building land. Now is a good time to buy.

Something for everyone in Budapest

M

y husband is a huge Formula 1 fan whereas I am most definitely not, but for his 40th birthday I came up with an inspired idea. His friend is mad about every sport you can think of so I bought two tickets to the Hungarian Grand Prix while, at the same time, myself and Sarah, said friend’s wife, could enjoy a girlie shopping and sightseeing trip to the lovely city of Budapest. We flew in on Friday and took a cab to our lodgings in a wonderfully grandiose 5 star hotel on Castle Hill in the Buda part of Budapest on the west bank of the Danube. This was probably the most magnificent hotel I’ve ever stayed in but it was a fraction of the price of anything comparable in central London. Having checked in, we wandered out into the balmy evening in search of a meal. It have might been because it was Grand Prix weekend but the city was seriously lively, with all of the bars packed and most of the restaurants too. Eventually, we found a nice family place just outside the main tourist area serving traditional Hungarian food. The locals are very big on dumplings in a variety of flavours and I can see why; they were completely delicious and extremely moreish, though I shudder to think to think how many calories I consumed. When in Hungary, you have to eat goulash, so I did; very tasty but enormously filling. The next morning the boys caught the bus to the Hungaroring race track which is a few miles outside of the city. Meanwhile, we embarked on a shopping trip to Pest, just across the river. We quickly discovered that Budapest has not left communism that far in the past and is hardly a shoppers’ paradise, though it’s great for leather and lace if that’s what takes your fancy. The Great Market Hall is worth a visit, if only for the architecture and atmosphere. We broke off for lunch and quickly decided that this is what Budapest is all

about. We found a fish restaurant that served a decent salad (dumplings were available if required) and sat in the sun watching the world go by and enjoying the excellent local wine; I can only assume they keep all the best stuff for themselves. After that we felt too exhausted to do anything more than take a rather tipsy river cruise. Budapest is truly a beautiful city and this is one of the nicest ways to see it. We returned to the hotel to find the boys back from watching the qualifying and in lager fuelled good spirits. After a quick pizza we went out to see what Budapest’s nightlife has to offer. The answer is plenty – lots of bars and clubs and a great atmosphere. Best of all, everything is cheap, even drinks in the trendiest of nightclubs. We rolled into bed in the early hours of the morning. Sunday dawned with rain clouds to match our hangovers. The two Richards (I know, I know) headed back to the Hungaroring to watch the race while we decided to have a cultural day. Budapest is famed for its baths so we went to Szechenyi Spa, apparently the largest Spa in Europe. There are two large outdoor pools and numerous steam rooms and hot tubs, all wrapped up in stunning architecture. Entry is less than £10 and it’s a great way to sweat a hangover out of your system. After lunch we walked up the hill to the spectacular Royal Palace which is nowadays home to no less than seven museums, including one devoted to marzipan! Wandering around the palace is a pleasant way to spend a few hours. Budapest is a lovely city with surprisingly good food, beautiful architecture and a lively nightlife. There are plenty of things to see and do and you can afford to indulge yourself, the perfect city break. And don’t forget the dumplings!

As Mad as a March Gardener one, you most certainly won’t be disappointed.

P

alpitations, sweaty palms, blurred vision… no, I’ve not just been to see 50 Shades of Grey – this is simply my status quo for March, the craziest of gardening months! Thirty one days to pack in as much sowing, planting, re-organising, building and pruning as is humanly possible - no wonder my annual bout of March Affective Disorder (MAD) is kicking in. I think most gardeners will agree, it’s not just the jousting Hares that have the monopoly on the madness that this month brings. Everywhere you look there is new growth – buds are bursting on the early flowering Magnolias, Cherries and Camellias and my very favourite shrub, Coronilla glauca. I was tempted into buying a lovely Edgeworthia grandilflora the other day, a small choice shrub which is perfectly hardy and enjoys similar conditions to Rhododendrons. As it has a powerful scent, I put it straight in the greenhouse where its big fat yellow and white flowers are now pumping out a heady scent, competing with a few perfumed pots of polyanthus, freesias and early citrus – just what the doctor ordered on a chilly March day! There’s something special about scented flowers at this time of the year and probably, of all the shrubs, the Winter Sweet, or Chimonanthus praecox, takes the biscuit for the biggest, most powerful whiff in spring. Visually it’s a bit of an ungainly beast but, trust me, if you can find a nice sheltered spot for

As well as sniffing plants and planning a few new gardens for customers, I’ve spent most of this last week emptying three large compost bins. When I say emptying, what I really mean is sorting, as it entailed separating the accumulated decomposing biomass from the last twelve months into compost, nearly compost and “unknown.” Intriguingly, the unknown pile included numerous dead gardening gloves, a pair of pruners, some heavily corroded kitchenalia and a couple of very annoyed frogs! Not a composting system that Monty Don would be proud of, I’m afraid (in fact he’d have a hissy fit), as we haven’t had the time or inclination to turn any of the bins in accordance with the Don Composting Bible. In fact, we normally plant a few marrows and courgettes in one of the bins during the summer and they produce fruits the size of small Zeppelins, thanks to the assorted nutrients on offer. All in all it was a sweaty, back-breaking exercise, the net result of which was over forty barrow loads of good hearty compost for the beds and an early bath for the frogs released into the pond! Garden centres are now primed for their busiest time of the year, with their gunnells well and truly loaded with a beguiling variety of seeds, plants, bulbs and trees – it is SO tempting to do a supermarket dash and fill a trolley with completely unsuitable and expensive plants. Regrettably, a large proportion of these will end up suffering a slow and lingering demise, resulting in a shabby looking garden and a happy garden centre owner when you have to repeat the process in a few month’s time. But it doesn’t have to be this way! Just as you wouldn’t reach for the Black and Decker to selfadminister some root canal work when your tooth starts giving you some gip, it would pay dividends to spend some time planning any improvements to your garden with a professional (such as myself) beforehand. Employing the services of a garden consultant, particularly one with expertise in planting schemes, can help you realise just what you can do with your garden and prevent any expensive plant massacres!

Big Brother is listening to you

A

story popped up on the news sites a few weeks ago regarding the new Samsung smart TV. Specifically, the story claimed that you had to be careful what you said in front of your TV because it might be transmitted to someone else, reminiscent of George Orwell’s 1984. What actually happened was that someone was ploughing through the many pages of Samsung’s user manual and spotted a paragraph advising customers not to say anything personal close to the TV because it could be transmitted to a third party. This was passed on to a technology blog and then picked up by a privacy campaign group which then made the hysterical Big Brother comparisons, forcing Samsung to issue a warning to all its smart TV customers. But how much of a threat can a smart TV really be to your privacy? The feature that is causing all the problems is the voice search function. I don’t actually have a Samsung smart TV but I imagine it works in much the same way as the feature on a Fire TV. You hold down a button on your remote control, say something like “Breaking Bad” and the various options for watching said TV series will pop up on your screen. What really happens is that the audio file is transmitted online to a “third party,” a company that provides voice to text translation software. The converted text file is then sent to Samsung where it is cross referenced against data from the various content providers such as Netflix that can be viewed on the TV. Any matches found are then transmitted back to your television. The first thing that strikes me is that you need to be holding down the button for the voice search to be activated and you will only be doing that if you are actually searching for something. Next up is that the audio file is being sent to a computer server that simply converts it into a text file. The server is hardly going to be checking through the files looking for snippets of salacious gossip. Even then, the server can’t know which TV is sending the data and which household it is located in. It is just about possible that Samsung could tie a specific TV to the details of the person who

bought it, but the company has very robust protocols to protect customer data. In the incredibly unlikely event that a customer said “My PIN number is 6374” to their remote control, there is no way of Samsung knowing what bank account or card that PIN number relates to. In other words, there is not a snowball in hell’s chance of someone’s personal information being compromised via their smart TV. Here are just a few examples of personal data thefts that you really should be worried about. The account database for Sony PlayStation was hacked, leading to the theft of the personal data (including card details) of millions of customers. Several major banks have had the details of hundreds of thousands of credit and debit card stolen from their overseas call centres. Google hoovered up personal and financial data from millions of computers via unprotected wireless routers. Facebook has claimed ownership of any personal data uploaded to its website and stated that it will use the data in any way it pleases, including selling it to third parties. There is no knowing how many mobile phone voicemails have been hacked by private investigators and others acting on behalf of a variety of clients. In all these cases no prosecutions have been brought and no compensation has been made, though the reputations of these large organisations have been badly damaged. It’s no surprise that immense lists of personal and financial data can be purchased on the dark web. Against this background, the accusations and rumours directed at Samsung should be treated for what they are, a storm in a teacup. inandaround

Loose Neighbourhood Plan - Update

N

eighbourhood Planning (NP) was introduced by the Localism Act in 2011. NPs, which have legal force:

• Set out planning policies for the neighbourhood area, which are then used to determine planning applications • Are written by the local community – the people who know and love the area, rather than by the Local Planning Authority • Help to ensure that the community gets the right types of development, and in the right places Over the last year, a steering group of Parish Councillors and local residents has been working hard on preparing a NP for the Parish of Loose – a long and difficult process. The most important development since last month’s article in In and Around is the re-appointment of a consultant (Feria Urbanism) to provide professional support for the next stages of the work. This followed a competitive tendering process and meetings with those who submitted bids. The Feria team has considerable experience of NP and led two successful public consultation events in Loose during the autumn of 2014. You can read reports on both events, and see the presentations and other materials, at

There will be opportunities for you to see and discuss the work that has been done so far at: • The Annual Parish Meeting on 15 April (7pm in the Pavilion) • The Loose Village Fete on 5 September (12 – 5pm on the KGV Playing fields) Our aim is to prepare an outline Plan by the end of October and then to carry out further public consultations. Shaun the Sheep - The Movie (U)

Directors: Richard Starzak & Mark Burton In 1929, film audiences in America heard the movies for the first time. While Al Jolson’s crooning number in The Jazz Singer was part of the inevitable march of technology and a culture that demanded the spoken word, there were voices who lamented the loss of the silence their craft was forged in. Charles Spencer Chaplin, better known without his middle name, was one of them. Whilst every great shift in culture will always have its dissenters – we are a curiously conservative species at the best of times – and it would be easy to understand why a silent movie star would protest the relegation of his profession, Chaplin may not so easily be dismissed for two reasons. Firstly, he was an exceptional writer, director and actor even in an era of sound, yet he knew he would never be quite part of the “talkies.” The Great Dictator (1940), whilst retrospectively uncomfortable for its comedic capers in German Jewish Ghettos (think Kristallnacht with added

yucks), is nevertheless warmer, funnier and more powerful than it has any right to be and is one of the best movies ever made. Secondly, because Charlie may have had a point. Chaplin’s problem with sound wasn’t that he thought silent cinema was necessarily better, it was because speaking alienates anybody who does not speak your language. Sound brought dubbing and subtitles, even entire separate casts to reshoot every scene for Spain, Italy or France, and along with it the possibility of jokes lost in translation. Sound was compartmentalised, silence was universal. “An art for the whole human race,” to paraphrase the man himself. Shaun the Sheep is a dialogue-free, stop-motion tale about a sheep who goes to the big city to get his farmer back. It’s an absurd, juvenile and extraordinary work that is as universal in its appeal to both parent and child as it is across borders and time zones. It is a triumph of British filmmaking and a triumph for film in general. Our Rating **** inandaround

Rat census, how many rats are there in the UK? rats in urban environments. So a total estimate of streetwise urban rats numbering 3-3.5 million. Rats, like people, also like to have a place in the country, a rural retreat. A place to head off to for the weekend. Rats have set up home in farms and around agricultural buildings. There are c200,000 of these des-res rat homes around the UK. 40% of these will have rats present, previous surveys have accurately estimated this to equate to 90 rats per farm, totalling 7 million rural rats. Therefore the total estimate for the UK is 10.5 million rats. Our present population give or take a few is 60 million, so we outnumber rats six to one, nowhere near the one to one often cited.

H

ow many rats are there in Britain and is it true that we're never more than six feet away from one? For a long time it was estimated that there was one rat for every person in the UK. Is this an urban myth or fact? Dr Dave Cowan a wildlife leader at the Food and Environment Research Agency has estimated the following statistics. Rats are commensal (associated with human activities). He says that it is rare for rats to actually be inside our dwellings. Less than half a per cent, at best only a couple of rats. Around 3% of properties have rats present outside, so roughly 1.5 million rats in and around our homes. Rats also like hanging out in fashionable commercial properties, factories and shops. A survey suggests 5% of these have rats c200,000 in 1.8 million premises. Sewers are another favourite rat haunt. Spousal Maintenance example while the children are under 18 or for joint lives. Joint lives maintenance has become more unusual and I would generally only expect to see it in cases involving older couples.

When couples get divorced there are a number of financial orders open to them. Properties can be sold or transferred, pensions shared and lump sums awarded. Child maintenance is always payable by the absent parent. The other option is spousal maintenance, usually a monthly sum paid by the higher earning party (often the husband) to the spouse (usually the wife). Spousal maintenance is often unpopular with the paying party, for obvious reasons, but in some cases, it is hard to avoid. For example where one party is a high earner, where there are young children, or with an older couple who are not yet at retirement. The overall intention of the courts is to achieve equality of both capital and income available. Spousal maintenance awards can be made for a defined period, for

The ex-wife of a millionaire had been awarded spousal maintenance originally, but after a few years the burden of this was becoming harder for the husband to bear, particularly as he moved towards retirement. He went back to the court to ask that the spousal maintenance be reduced. The Judge’s position was very strong. He decided that the wife had an obligation to move towards supporting herself. The element that hit the headlines was his suggestion that she “get a job� and also that once children are in Year 2, or 7 years old, there needs to be very good reasons for maintenance to continue. This decision, and others like it, have huge ramifications for couples and could well lead to an influx of applications by people currently paying spousal maintenance to have those payments reduced and eventually brought to an end.

The Great Affordable Housing Swindle what this means. The council will use something called a Section 106 to force property developers to sell 7 out of every 20 houses they build to a housing association. This means that the housing association can dictate the sale price; usually it will be well below cost. In more prosperous times, the developer would make up the loss by charging more for the houses sold to homeowners but in the current market that is no longer possible, so there is a strong possibility that builders will make a loss on any proposed development. Why is there a local government policy to build homes there is little demand for that the developers can’t afford to build?

I

n some areas of the country, particularly London, there is undoubtedly an acute shortage of affordable housing. I don’t mean unaffordable in that a middle income family can’t afford to buy a nice four bedroom detached with a garage and a dining kitchen; I mean a working family can’t even afford to rent a vaguely suitable home anywhere near their place of employment. The government has its own definition of affordable housing – that which is provided via a shared ownership scheme or at a rent considerably below market level, usually by the local council or a housing association. Affordable housing of this type is supposed to provide for key workers such as teachers, nurses, firefighters and so on or for low income households that simply can’t afford to commute long distances to get to work. It is also there for people at risk of being made homeless. I live in a pleasant little market town that is some 15 miles away from the nearest large centre of employment. Public transport consists of a regular but rather sluggardly bus service. Well over 80% of the homes are owner occupied and among the home owning populace there is a generous sprinkling of teachers, police officers, nurses and other key workers. It is hard to imagine a place less in need of a ready supply of affordable housing, however you define it. Yet despite this, in the neighbourhood plan that the town council has just unveiled to much fanfare, no less than 35% of the homes built over the next 11 years must be designated as affordable housing. I’d better explain

Like so many prosperous semi-rural communities, my town is the spiritual home of the Nimby. There is a very influential minority who have an almost fundamentalist devotion to the central tenet of their faith – that no new houses should be built in the town while they continue to breath God’s clean air. The insistence on such a high level of affordable housing is actually a fairly transparent attempt to get around the new planning laws, which give a presumption in favour of developments that are in accord with the local plan. There are, however, a few problems with this tactic. Firstly, it is very straightforward for the developer to appeal a Section 106 directive so it will probably be overthrown early in the planning process. Section 106 normally only applies to developments of 15 or more houses, so on smaller plots the developer will simply build a smaller number of bigger houses. This in turn means that no affordable housing gets built and more land has to be set aside for building to comply with the target given in the plan. If, by some miracle, the affordable houses do get built, it gets worse. There is a growing trend for housing associations to rent out homes in areas where there is limited demand for social housing at market rate. In other words, homeowners pay over the odds for their houses in order to pay for a publicly funded landlord to rent out houses at a profit. Using the provision of affordable housing to try to deter developers from building is an increasingly common tactic among town councils in rural areas. I’d suggest they be careful what they wish for.

Parkinson’s

P

arkinson’s is a progressive neurological condition in which there is a loss of nerve cells in part of the brain called the substantia nigra; this leads to a reduction of a chemical called dopamine in the brain. Dopamine acts as a messenger between the parts of the brain and nervous system that control and co-ordinate body movements, so a shortage of it causes symptoms such as slower movements (including a slow and shuffling walk with small steps), rigidity (stiff and inflexible muscles which can result in muscle cramps) and a tremor (involuntary shake). The cause of the loss of nerve cells is unclear but is thought to be a combination of environmental and genetic factors. Around 1 in 500 people will be affected by Parkinson’s; it is more common in men than women and symptoms usually occur over the age of 50. There is no test to conclusively diagnose Parkinson’s; a neurologist or geriatrician will make the diagnosis based on symptoms, medical history and the results of some simple mental and physical tests. In addition to the problems with movement, a wide range of symptoms may be observed; these can include balance problems (leading to falls and dizziness), nerve pain,

a loss of smell, bladder and bowel problems, excessive sweating, excessive saliva production, difficulties swallowing, speech problems (including slurring, hoarseness and a quiet, monotonous tone), insomnia, depression, memory problems, dementia, hallucinations and delusions. Handwriting may become spidery and small and body language, such as hand gestures, may be less pronounced. Symptoms change as the condition develops which may take years.

There is currently no cure for Parkinson’s disease. The main method of treatment is medication to increase the level of dopamine that reaches the brain and stimulate the parts of the brain where dopamine works. Research is continuing to find more effective drugs. Physiotherapy can help relieve muscle stiffness and joint pain and occupational therapy can help identify difficulties and work out solutions to improve quality of life. Early symptoms may be mild but the condition should be monitored and a care plan is usually agreed for the future.

Homemade Honeycomb

I

f you love a Crunchie bar then being able to make honeycomb at home will be a revelation to you. On its own or dipped in chocolate, it is a wonderful treat.

Ingredients: 325g caster sugar 50g honey 125g liquid glucose 15g bicarbonate of soda 50ml water

Method: This is one of the easiest recipes to make but when you tell people you’ve made your own honeycomb, they won’t fail to be impressed. The main thing you need to remember is that you need a really big saucepan with high sides; you are dealing with a caramel at around 150oc which can burn and be really hard to clean off stovetops. Handled with care it poses no problem though. Have a tray at least 20cm x 30cm lined with silicone paper or a silicone mat ready. Place all the ingredients except the bicarbonate of soda in a large saucepan with a thick base. Using a long handled whisk cook over a medium heat

until it turns a light golden colour but not too dark, stirring gently. Add the bicarbonate of soda and whisk in for a few seconds until completely absorbed. The mix will foam and rise up the pan, so do be careful. Pour the mix out onto the lined tray. Allow to cool completely before touching. Soak the pan and all the remaining honeycomb will dissolve easily. Break into pieces and enjoy. You can store it in an airtight tub for a few weeks. Yum!
