Changes

From 1st April 2016, the higher rates of Stamp Duty Land Tax (SDLT) now apply to the purchase of additional residential property. This new change will mean those who are buying a second home or a buy-to-let property, will pay substantially more SDLT overall. The new rates are applicable for purchases of more than £40,000 and will be 3% higher that previous rates. Therefore, the following rates will apply to each “slice” of the property price on buy-to-let properties and second homes:

• £0 to £125,000: 3% (no SDLT is payable on properties priced up to £40,000)

• £125,001 to £250,000: 5% • £250,001 to £925,000: 8% • £925,001 to £1.5 million: 13% • The portion above £1.5 million: 15% The changes only affect those people who are buying additional property. If you own property abroad and are buying in the UK for the first time, you will also pay the new, higher rates. If you are buying a second home to replace your main residence without selling it first, you can claim a refund if you then go on to sell the existing main residence within three years. You won’t have to pay SDLT if a property is left to you in a Will or if you are buying a plot of land from a neighbour. If you are

going through a divorce you can buy an additional property without having to pay the new surcharge before the divorce is finalised. SDLT does not apply to the purchase of caravans or mobile homes, houseboats, nonresidential properties or mixed use properties, ie a flat with a shop downstairs if it is worth less than £40,000. Parents who are buying a property for their children to use can choose to set up a trust of which their child is a beneficiary and therefore they won’t have to pay the extra tax. Whilst many people have used the purchase of additional residential property to help family members onto the property ladder, children at university or to provide extra income and a pension, these changes will have an effect. It is likely however that these extra costs will be passed on in either rent increases to tenants, or buyers will simply consider the extra cost in their calculations when assessing whether the overall benefit still outweighs other forms of investment for them.

How do we keep rodents

out of our house? They say “prevention is better than cure.� Where rats, mice and squirrels are concerned, they are definitely right. The main reason they are all a problem is that they like to chew things, electrical wires, routers, phone lines and plastic water pipes will all be a target if our household pest’s are left to multiply, causing damage and costly repairs to be put right. Grey squirrels can be a problem both indoors and in the garden. They will often be seen hanging upside down from bird feeders and running along fences as they forage with the birds. Whether you live in the town or country, squirrels are everywhere. If they become a problem in the garden we can trap them and remove them. If left alone you may risk them becoming bolder and getting onto and into your house, shed or garage. They like to chew holes in wood and will often enter a building by chewing a hole in the fabric. On your house, periodically check the facias and soffits below the roofline for holes, also check that the roof tiles are flush and flat, with no gaps that would allow squirrels or birds access to your loft. If squirrels are present they will often make it their home, it is warm, dry and safe from predators, somewhere to raise their young. Again, easily trapped and removed from loft spaces if they have got this far. Rats are probably feared the most, scurrying with their long tails, bloodthirsty. Not really! The main problems are the diseases they carry and their propensity to chew things. In the garden, check for their burrows and runs under fences and in the grass. Often they will be under sheds, in banks, composting areas and around waste bins. If you have areas that you rarely go to in your garden, these are the likely places that rodents will make their home. If you

keep chickens you will likely have rats too. If they get in, they have usually burrowed in, chewed their way in or entered via the sewer system. Externally, if the house fabric looks secure, rats in the house have entered via the sewer and drain system. Often where homes have been extended and old waste pipes have not been capped, rats will be able to run around freely. Once into your cavity walls they will proceed vertically up to the loft, where they will find warmth, shelter and water, only venturing back outside for something to eat. You will hear rats and squirrels in your loft, they sound like a herd of elephants running around on the ceiling, mice sound more like a herd of deer (due in part by their size!). Call in professional help quickly before they really multiply, they will soil everything they run over, so get trapping quickly. Mice are only small creatures, but best kept outside if possible. Check sheds and garages periodically for signs, small powdery droppings are often a give-away, they like to colonise stored goods where they will nest and raise their young. Externally, airbrick covers can be put on to prevent them squeezing through the gaps and gaining access to the cavity walls where again they will often emerge in your loft. Check in kitchen cupboards for droppings, especially where there are stored dry foods, they may be living behind the kickboards under the units and in larders. Remember, just be vigilant, keep a watchful eye on the beasts in your garden and listen out for those elephants on the ceiling. As you lie awake at night pondering who to call, remember PEST PURGE as you drift off into peaceful oblivion. 13

At this time of year, the lawn is actively growing and requires feeding, moss-killing, weeding and regular mowing. Spring is also a suitable time to overseed sparse areas. Here are some of the tasks to undertake over spring and summer: Mowing This is the most important maintenance task over spring & summer. Mowing regularly keeps the lawn ingood health. Killing moss Moss is a problem in damp, poorly drained lawns. Spring is a good time to remedy moss problems. Feeding Use a proprietary spring or summer lawn fertiliser at the manufacturer’s recommended rates. Feeding the lawn will increase vigour and help prevent weeds and moss from establishing. Apply fertilisers when the soil is moist, or when rain is expected. If grass loses its vigour and freshness between late spring and late summer (often May to August), repeat the application of spring or summer lawn fertiliser. Do not apply spring or summer lawn fertilisers after August. They contain too much nitrogen for autumn use, encouraging green leafy growth at the wrong time of year, when it could be damaged by winter cold or pests and disease. Over-seeding After moss or weeds have been removed, or where grass is growing sparsely, over-seeding may be necessary. Early autumn is the best time for this job, but mid-spring is also suitable. • Break up the surface with a fork and rake it to make a reasonably fine surface. • Sow grass seed at half the recommended rate or, where there are no recommendations, at 14

10-15g per sq m (½oz per sq yd). • Lightly rake to incorporate the seed into the surface. • Where birds are a problem, net the area. • If the weather remains dry for two or three days water gently with a sprinkler. • Grass should sprout seven to 10 days after sowing. Watering Even if lawns turn brown and dry over summer, they usually recover well when rains return. Watering is usually not necessary over summer. If you do have to water the lawn and maintain a green sward, water when the soil becomes dry, but before the grass turns yellow or brown. If the ground is very hard, aerate it by spiking with a garden fork before watering, to aid water penetration. Watering once a week to every 10 days is normally sufficient. Looking after new lawns Lawns from turf should be left completely un-used for their first week. Lawns from seed should be left unused until their first mowing. Avoid using new lawns heavily in their first season. Newly laid lawns can be fed like established lawns. They need watering, but should not be over watered, as this may result in shallow rooting and poor establishment. Problems When over-seeding the lawn, it can be diffiult to match the colour of a new seed mix with your existing lawn. In such circumstances it may be necessary to over-seed the whole lawn to achieve uniformity of colour and texture. Areas of dry shade, such as under trees, become sparse very quickly despite adequate care. Consider over-seeding on an annual basis to maintain a dense sward.

Farewell my

Faithful Skinny Friends?

Rumours abound that my beloved skinny jeans are on the demise. They’ve had their (almost) ten years in the limelight, having stormed into our lives and onto our legs in 2007. They say all good things must come to an end, so can it really be true that spring/summer 16 is the season when we say farewell to our skinny friends? Skinny jeans come in many guises, dark and smart, faded, distressed… something for every occasion. Can other styles compete? The SS16 catwalks saw a definite shift towards a wider denim silhouette but will real women really turn their back on their skinnies, the most adaptable jeans shape ever? Made famous by Kate Moss and worn by billions of women (and some men), skinny jeans are the perfect accompaniment to any shoe, heels or flats – brogues, ballet pumps, flip flops, ankle boots…tucked into knee high or over-theknee boots. So what’s the competition? Well, there are Mum jeans (loose on the hips and stomach with a belted waist – comfy perhaps, but just not flattering for any woman! Allegedly classic 501s are returning – but do I want to go back to my student days? Boot leg jeans can still be purchased but I think they had their day just before the skinny began to reign supreme. There are boyfriend jeans, usually straight legs and a relaxed fit, often turned up at the bottom – quite popular, especially among the younger generation, but not smart enough or flexible enough to replace the skinny jean. And

then, of course, there are flares! Slim at the hips and thigh and wide at the calf (though not as wide as in the 70s this time round, thank goodness!) – they can be elegant and will flatter a pear shape or hour glass figure. But bid goodbye to comfort because flares will only really work with heels – the bunched up denim around ankles look is just not a good one when you pair them with trainers or flats! Perhaps the most popular other style is the cropped jean which can look great, but these can in fact be cut skinny or with a wider leg, so not really a competitor. In addition, the appearance of a totally new wide legged silhouette would necessitate us buying a new set of tops and shoes to match; those that had partnered skinnies just wouldn’t hit the mark. A serious outlay for us consumers which will surely keep us grounded enough to stay loyal to our current jeans! So, the competition, despite the rumours, remains weak. Our love affair with skinny jeans continues and there’s no need to bid farewell just yet! Let skinnies co-exist with the emerging wider legged styles – put on a flared pair with your heels for a night out perhaps, but back into the skinnies in the morning – it’s like greeting an old and very kind friend. I, for one, am staying faithful!

Aged Sirloin Steak

with new season Asparagus Dust off your BBQ! English asparagus is the best in the world and it is only available for such a short season. Cut from now until 21st June, enjoy this true gem while it’s available. Try to find sirloin steak that has been dry aged for a minimum of 21 days, to ensure succulence and flavour. Serves 2 Ingredients 2 Sirloin Steaks (approx 2 cm thick) 1 bunch of fresh English asparagus 3 tbsp Rapeseed Oil 1 tbsp Pork and Chop Seasoning Sea Salt Flakes Horseradish Sauce

Method Heat the BBQ to very hot: 250-300ËšC Put the steaks in a plastic bag with some rapeseed oil and pork seasoning. Rub them in the bag for a minute, then allow to marinade for half an hour and come up to room temperature. Wash and remove the woody ends from the asparagus and pat dry. Add the asparagus to another plastic bag with another tablespoon of rapeseed oil and a grind of sea salt flakes. Have a warm plate and some foil at the ready. To cook the steak rare, place the steaks on the BBQ for 1-2 minutes each side. Then remove from the heat, place on the warm plate and cover with foil to allow them to relax and rest for a minimum of 5 minutes. Add the asparagus to the BBQ for about 1-2 minutes until it is al dente. Enjoy this with some good quality British Horseradish Cream; it is well worth paying the extra.

Study for Success Get the results you want with our top tips Preparation is the key to revising effectively. Make sure you know what type of exams you will have – short questions, multiplechoice or essays – and what topics they will cover. Organise your course notes and textbooks so that everything is easy to find. Work out how much time you have for each subject and don’t avoid the ones that you find particularly difficult – or easy. Make a timetable, but don’t spend so long making it look beautiful that you’re behind before you start! Remember to include your other commitments and try to maintain your normal routine of mealtimes, exercise and so on. Think about the time of day that you work best – some people are night owls while others get more done in the early morning. Plan a ten-minute break in every hour and don’t work for more than three hours at a time. Now divide the topics you need to learn into manageable chunks. To help memorise information, make notes and put as much as you can into your own words. Summarise key points and write them on index cards or sticky notes that you can put around the house. You may find that making a spider diagram or mind map is helpful.

Try inventing your own mnemonics, such as Never Eat Shredded Wheat for the points of the compass. You can also visualise a scene that includes details you need to remember – a battlefield or mountain habitat, for example. Make the most of revision classes offered by your school or college. You could also revise with a friend – practice explaining difficult concepts and ask each other challenging questions. Get hold of as many old exam papers and example questions as you can. Familiarise yourself with the way questions are worded and make sure you understand exactly what they are asking you to do. Prepare draft answers to questions that come up frequently. When the exam gets close, complete a paper within the time limit to get an idea of how quickly you need to work. To keep motivated, reward yourself with a weekly treat such as a trip to the cinema or a favourite meal. But if it’s not going so well, don’t give up! Adjust your timetable and focus on the areas you find most difficult, or common questions. Keep thinking about what a good grade will bring – a university place or that dream job. The night before the exam, have a quick look through your notes, but don’t cram. Get an early night so you wake up refreshed and ready to go.

Health: Stroke A stroke is a serious, life-threatening medical emergency which occurs when the blood supply to a part of the brain is cut off; In 85% of cases it is caused by a blood clot (ischaemic) and the other 15% are due to the bursting of a weakened blood vessel that supplies the brain (haemorrhagic). With 25% of strokes being fatal, it is the third largest cause of death in the UK. Stroke is most common in (but not exclusive to) older people; it can occur at any age including childhood. Risk factors include high cholesterol, high blood pressure, diabetes, atrial fibrillation, obesity, smoking, poor diet and too little exercise and is higher in those of South Asian, black African or black Caribbean origin. The word FAST can serve as a reminder of stroke signs and symptoms to aid early recognition: Facial weakness Face drops on one side or the eye droops; inability to smile. Arm weakness Weak or numb arms and an inability to lift them both and hold them up. Speech problems Difficulty talking and understanding and speech that is unclear, slurred or garbled. Time to call 999 if any of these symptoms are present. Symptoms come on suddenly and vary depending on where the problem has occurred and the extent of damage. They may also include total body paralysis, blurred or lost vision, confusion, dizziness, sudden severe headache, difficulty swallowing, balance and co-ordination problems and a loss of consciousness.

Scans and blood tests are used at hospital to make a diagnosis; the chance of long term disability is reduced or prevented with early diagnosis. Depending on the cause of the stroke, treatment may include anticoagulants, antihypertensives, aspirin or statins; if a brain scan can be carried out very soon after the stroke and it’s shown to be ischaemic, a “clot-busting” medication known as thrombolysis may be given within four and a half hours after the stroke. Occasionally recovery can be quite quick, but there may be widespread problems which can be longlasting and long-term support is often needed.

Hay fever Hay fever symptoms are the result of an over-reaction by the immune system. If you suffer from severe hay fever then you know how truly debilitating it can be. Film Review

The Divergent Series: Allegiant The third and penultimate instalment of this successful sci-fi franchise based on the Veronica Roth books feels like a warm-up for the final film, Ascendant. Following the breakdown of the factions, Tris (Shailene Woodley) and Four (Theo James) lead a band of five – the double-crossing Pater (Miles Teller), Tris’ brother Calen and Christina in an exploration of the world that lies over the surrounding wall. They encounter the sinister sounding Bureau of Genetic Welfare and we are introduced for the first time to David – played by an impressive Jeff Daniels. We also discover what has been happening beyond the wall and why the Bureau seems to know a lot about the dealings of those from inside. This feels all too familiar to the rival Maze Runner franchise, most notably where in the second film, The Scorch Trials, the group manage to escape and discover what is left of the outside world.

In the first film we saw Tris join the daredevil dauntless faction while hiding the fact she is secretly divergent. This film has great action scenes and the romantic chemistry between the lead duo, Tris and Four, is still fizzing along nicely. A lot more focus is placed on Four as opposed to Tris, perhaps trying to emphasise that both of them will feature prominently when we get to the final film. Robert Schwentke returns as director for his second outing in the series, following last year’s Insurgent. Schwentke has already made a name for himself with successful movies RIPD (2013), RED (2010) and The Time Traveller’s Wife (2009). After killing off Jeanine (Kate Winslet) in Insurgent, the franchise is in need of a convincing villain; hopefully that void will be filled in Ascendant. For me, Divergent is still the best of the series so far. That was the film that drew us into this alternative world and hooked us on the fate of the divergents. Hopefully, next year’s release of Ascendant will be a return to form.

How safe is your

iPhone? The great Apple hack saga finally came to an end recently when the FBI announced that they had managed to gain access to the data stored on the iPhone of terrorist Sayed Farook. Just to recap, Farook was the suspected terrorist involved in the slaughter of 14 people in the San Bernardino mass shooting; he was shot dead by police afterwards. In the subsequent investigation the FBI tried to access emails and text messages stored on his iPhone but couldn’t get past the security code. They asked Apple for help, Apple refused and a long and convoluted legal battle ensued which only ended with the FBI’s announcement. There are all sorts of questions asked by this story but not many answered. First of all, as the FBI were trying to track down terrorist extremists, shouldn’t Apple have done its utmost to help? Apple says it was trying to protect the security features of its own software but the FBI offered to let Apple unlock the phone on its own premises and then destroy the malware they had used to do so. It comes down to national security versus personal privacy and different people have different views on this. Next, surely cracking a 6 digit pass code would be simple for an organisation with access to the resources of the National Security Agency? Ordinarily it would be, but the iOS9 operating system is designed to delete all the data on the phone if there are more than three unsuccessful attempts at entering the code. The FBI asked Apple to disable this feature so they could do a brute force crack on the code, basically try every combination until they got the right one, but Apple refused. The next question is why did the FBI not simply access the data from other sources. The iPhone was actually owned by Farook’s employer. They reset the password on his iCloud account so they could retrieve the backup. However, statements made by

the Department of Justice, under which the FBI falls, suggest that the phone had not been backed up for some time. Some network providers store the content of text messages for anything up to 3 months but others don’t. However, they all keep details of text messages (time sent and phone number it was sent to) for some time. Similarly, they keep the same details of phone calls made and received although, hopefully, they don’t routinely record those calls. It is also fairly straightforward to hack into an email account, although you need to know the email address before you can do this. It is safe to assume that the DoJ would have pursued all these avenues. Farook has been linked to a variety of terrorist organisations and, if this is true, it is likely that he would have received training in making covert communications. This would include using software to delete data off his phone, using iMessenger which doesn’t leave a footprint and using an untraceable pay as you go “burner” to make communication. So why would the DoJ go to such lengths to access a phone that probably contained no useful information and why was Apple so reluctant to help them? Until recently, iPhones were notoriously insecure so the company has a commercial interest in demonstrating how secure they are now. The DoJ was probably demonstrating how it will leave no stone unturned in the fight against terrorism. Personally, I think that the level of security should be proportional to the value of the data that is being protected. Obviously, things like bank accounts should be very secure indeed, but law enforcement bodies routinely gain access to bank records for suspected terrorists and criminals. Tech companies like Apple constantly gather huge amounts of data on their customers for no good reason. Apple should have discreetly helped the FBI go about its business, not refused any cooperation and then held a press conference to tell us why. 43
