20 YEARS OF EFFICIENCY AND TRANSPARENCY The year 2015 presented a series of difficulties in the political and economic scenario of Brazil, which reverberated within all sectors, industrial, commercial and service. In the case of highway concessions, the fall in the volume of traffic demonstrates that the crisis had an impact that should be considered in the short to medium term. With the low expectation that the crisis will be overcome in the next two to three years, the recovery of traffic volumes becomes an important goal for the concessionaires that entered the market most recently. However, as the contracts are long term, it is this perspective that should be analyzed. After all, the program of concessions completed 20 years in 2015, with much strategic success. If we go back in time, we see that in the mid 1990s, when the Brazilian program was launched, that the economic environment in the country had a much more challenging situation – that was overcome. Similarly, the current challenges will be overcome, considering the wealth accumulated by the sector in this period. The rebidding in 2015 of the concession of Ponte RioNiterói on 18th March was a landmark for the sector in the year and is evidence of the work carried out during the last two decades. It is based on successful experiences with government authorities, with regulators, with legislators and with the users. It is an achievement for all and a great endorsement of the quality that for the next 30 years the service of this major link road will provide, in the heart of Baía de Guanabara. This report brings the sector’s accomplishment in triple, economic, social and environmental. Over the following pages the figures from 20 years of programs demonstrate that the outcome of the model of concessions; combining efficiency, management, the input of private investment and the transparency in regulatory procedures. These result in highlighting the best quality of services for the user. Principally, medical care and mechanical assistance on owned highways, a failure in the country until the advent of concessions. As well, it remains self-evident that the search continues for legal certainty in the construction of the base of equilibrium of contracts, within the municipal, state and federal spheres. The trend of the program of concessions, in the following years, should focus on meeting the demands that will come in the regions, North, North East, and Central-West. As much from a structural point of view as a technological, this will intensify the integration of the country with a more efficient highway infrastructure. The expansion of the program of concessions for these regions represents new standards of quality of services of transport for highway users. As it was revealed to me recently by a state governor, these are new areas met by the federal program of concessions.

We also need to study and incorporate new models of finance and new technologies in the granting of Brazilian highway concessions. Amongst the most important are the contracts of public-private partnerships. Better known as PPPs contracts, the tariffs aren’t sufficient to cover the cost of investment. The operation and maintenance of the highway is covered by the toll fee per kilometer travelled. A trend more just, with payment for the distance travelled. The indicated technological innovation will bring very positive benefits. The fair price is the result of where everyone pays, everyone will pay less. It is noteworthy that this strategy will only succeed if executed in a scenario of integrated transport planning of all the modes, which identifies the most attractive federal, state and municipal highway projects. The resumption by the government of detailed studies of the economic, financial, technical and environmental viability of projects. Their discussion with society, the use of the experience of public auctions, federal and state. Also, the recognition that only with regulated agencies, proficient, autonomous and independent, we will be capable of attracting investors, either local or from other parts of the world. Ultimately, it is the regulated agencies that regulate and supervise the implementation of the concessions and their relationship with investors for the whole life of the contract. In the political environment it is crucial that governments and parliaments comprehend in fact the model of concession and stimulate their development so as to avoid reduction proposals or immunity from tariffs, which can compromise the definition and equilibrium of existing concession contracts and hinder the expansion of the program. After two decades of success, it is clear that the model of concessions of national highways has virtues of extreme relevance in today’s Brazil. Transparency, whether in the selection process of the concession companies, conducted by public auctions, in stock exchanges, as well as contracts available for consultation by everybody and last of all, highways, with much better quality for the user. And with this credential we can say we’re together for the next 30 years, caring for highways so that all can continue to exercise their right to come and go, transport belongings, services and people, with security, to every corner of our country.

ABCR: 20 YEARS OF HISTORY The Brazilian Association of Highway Concessionaires (ABCR) was created in São Paulo in 1996 as the entity representative, of the sector of concession of highways in Brazil. The formalization of ABCR was the natural fruit of a movement started in the country at the end of the year 1980, that culminated with the consolidation of the first contracts of concession, in 1995: Of the Rio-Niterói Bridge with the National Department of Roadways (DNER), of the Yellow Line with the municipal of Rio De Janeiro and the Blue Line in Florianópolis with the state of Santa Catarina. With the headquarters in São Paulo (SP) and Regional Directors in Brasília (DF), enlarged in 2015, in Curitiba (PR). ABCR has contributed significantly to the institutionalization of the sector in the country. Because it believes in the efficiency of the concessions model, based on the pillars of transparency, planning, public policy

incentives, increasingly balanced and appropriate mechanisms of regulation and control. ABCR counts on 59 associated concessionaries that operate in the Federal District and in 12 states: Bahia, Espírito Santo, Goiás, Minas Gerais, Mato Grosso do Sul, Mato Grosso, Paraná, Pernambuco, Rio de Janeiro, Rio Grande do Sul, Santa Catarina e São Paulo. The companies administer 18,992 kilometers of highways which corresponds to approximately, 9.3% of the total national network of paved roads. The stretches of concessions concentrate the flow of vehicles in the large manufacturing regions, responsible for 65% of Brazilian Gross Domestic Product (GDP), states of MG, PR, RJ and SP. ABCR also conducts every two years, CBR&C and BRASVIAS to foster debate on strategic themes and present innovations in technology, security and engineering.

ABCR PROFILE

CORPORATE GOVERNANCE After a process of revision and update in 2014, ABCR gained new internal organization and governance, consolidated in 2015. The senior management began to involve the board of directors as the highest decision making body, to which reports the executive board consisting of the chief executive officer, three executive directors (development and technology, regulation and institutional relations and media and ombudsman), regional directors of Brasília and Paraná and the administrative and financial secretary. The board of directors was restricted to represent majority and minority groups and take responsibility for drawing up the strategic agenda whose implementation is the responsibility of the executive board. In this process the chief executive officer proposes measures each year and the board approves an Action Plan and the agenda of operational deployment. The executive board of ABCR meets weekly. There are also five technical committees that participate especially in the implementation of the Action Plan of ABCR: Committee of engineering and environmental affairs, committee of operations and customer service, committee for accounting and tax, committee of media and ombudsman and legal committee. The executive directors and the administrative and financial secretary support the coordinators of the committees to maintain alignment with the plan defined by the board of directors. Permanent or ad hoc working groups are created to support the executive board in the implementation of the association’s strategies.

The chief executive officer of ABCR meets monthly with all the chief executives in the state of São Paulo and every two months with the federal chief executives. In the case of the associations of Paraná, the regional director represents the chief executive. Supporting the relationship agenda of ABCR in Brasília - with regulators, government entities and National Congress, this work group in the federal capital is not linked to the technical committees. This group is coordinated by the chief executive officer. To a lesser extent also act


the work groups of São Paulo. In Paraná it was not considered necessary to mobilize.

ABCR has five technical committees that have special participation in the execution of the Action Plan of the organization. There are also work groups, permanent or ad hoc to support the Executive Board in the implementation of the association’s strategies

ABCR INDEX: REFERENCE TO ECONOMIC ANALYSIS Since 2002 ABCR has published monthly, The ABCR Index of Activity, in partnership with the consultants Tendências. The index is calculated based on the flow of vehicles which pass by the toll booths on the highways under private concession. It is a reference for the microeconomic analysis of the country, periodically and has the possibility of correlation with other relevant data such as, GDP, industrial production and retail sales, amongst others. In 2015, the index showed a decrease of 2.3%, on overall movement, with a reduction of 6.4% in heavy flow and 0.9% in light. According to the consultancy, the movement on concession highways reflects the economic scenario; the impact on industrial production, goods transport and consumption as well as falling income and an increase in the rate of unemployment.

A MODEL OF SUCCESS The year 2015 marked the conclusion of a period of two decades of the implementation of the federal government program of highway concessions. With the sanction of the law of concessions (number 8,987) that regulates the article 175 of the Federal Constitution about the subject. The regulation permitted that Brazil developed a vigorous program which began with the concession of the Rio-Niterói Bridge by the National Department of Roadways (DNER). The first steps of the construction model were taken in 1987 with the approval of decree 94, 002, that authorized the National Department of Roadways (DNER), to charter for concession, the construction, conservation and exploration of highways in Brazil with the subsequent creation of the Federal Program of Highway Concessions - PROCROFE . The movement was followed by the extinction of the National Road Fund (FND) in the constitution of 1988, and with it, the end of resources at that time applied to highways funded by the state. This led to the state searching, in the private sector, for a new impetus of investment and management.

The decade 1990’s registered a significant leap for the model of concessions. Adopted at a time of significant recuperation of the road network with large volumes of traffic and high levels of degradation. The fact became evident with the redemption of conditions on the Dutra Way, one of the major highways in the country. Four years later, the first contracts of concession were assigned, assumed in 1995 by the concessionaries. The 20 years of the law of concessions are a milestone for the model, because it reaffirms the success of the program of infrastructure service in the transport sector and action with private capital. At the same time, it is made clear that the contracts may provide review mechanisms for the tariffs charged on concession highways, in order to maintain economic equilibrium and financial harmony. Currently, the federal and state programs of highway concessions are winning by their scope, by excellence and the quality of services provided to highway users. This is shown by the annual research of CNT – the 21 best highways in the country are under concession.

MODEL RENEWED FOR 30 YEARS MORE By nature the sector of highway concessions has an eye on the long term that gives security and stability to management. Proof of this was the renewal for 30 more years of the concession of the Rio-Niterói Bridge to EcoRodovias, winner of the auction in 2015. It was the first stretch granted to the private initiative. The passing of a second auction confirmed the validity of the model as defined by Law 8,987. Although, the current scenario demonstrates instability, the model has advanced continuously to

overcome crises and contribute to the development of Brazil’s infrastructure, with transparency in relations and consolidated experience in the interaction with concessionaries, with regulatory authorities, government, legislative bodies and society. The outflow of production to the stimulus and promotion of tourism and dissemination of culture, the program renews the expectancy and the capacity of businesses to offer quality services to users, with the monitoring of regulatory agencies, in an efficient partnership between the public and private sectors. 15

PROGRAM OF INVESTMENT IN LOGISTICS 2015 The launch of the second stage of the Investment Program in Logistics (PIL) in June 2015, by the federal government also gave new impetus for the concessions sector. The program provides for R$198.4 billion of investment in transport infrastructure improvement works, including highways, railways and airports. In order to accelerate the execution of the second phase of the program, new developments were announced in relation to the first phase, of 2011, with a larger participation of the private sector in the development of projects by the format of, procedure of expression of interest (PMI). The increased incentive to the participation of banks and capital markets in the financing of works, in addition to BNDES. There is also the intention of the government to be more flexible in the requirement of the duplication of highway contractors by up to five years after the beginning of the concession, to leave the most competitive proposals for the private sector. Within the scope of highways there are 15 lots set aside for concession, with a total length of 6,949 kilometers and a forecast investment packet

of R$66.1 billion for the period 2015 to 2018 agreed with the Ministry of Planning. In the past year five auctions were held providing resources of R$19.6 billion with the winners defined by who proposed the lowest toll fees.

ABCR: DIALOGUE WITH THE SECTOR Under institutional focus the entity sought to, throughout 2015, to strengthen dialogue with stakeholders in the concessions sector – users, society in general, government, regulatory agencies and associated concessionaries. There was an intensification of relations with concession authorities and the regulatory agencies, both at the federal level with the ANTT, as with the state agencies. ABCR also directed efforts in monitoring proposals to legislative power and the legal sector environment, when involving critical issues like the exemption of tolls and truckers’ law.

19th CNT HIGHWAYS RESEARCH The 21 best highways of Brazil are under the management of concessionaries and indicate the success of the model, measured by the experience of users and by statistics produced by the sector through the CNT highways research. In its 19th edition the study is a benchmark for assessing the quality of highway infrastructure, with the aim of contributing to the higher efficiency of carriers’, the competitiveness of the country and the security of driver’s and passengers’. The diagnosis made by the National Confederation of Transport evaluated, in 2015, the quality, general condition (paving, signage, route geometry) of 19,804 kilometers (19.7% of the total) of concession highways and 80,959 (80.3%) of all highways under public management. Of this total, 78.3% (15,499 kilometers) were classified as excellent and good and belong to highways under concession to the private sector.

INVESTMENTS IN ROAD SAFETY When it comes to the infrastructure of roads, the first item to be reported is, without doubt, the safety of the user. The investment brings in return a reduction in the number and severity of accidents and the death rate, as well with the operational cost of transport. It also ensures social and environmental benefits with the offsets of the preservation of protected areas and the support of the populations of the regions which surround the highways. Since the beginning of the concessions program, in 1995, more than R$ 50 billion was invested in works and more than R$ 45 billion in maintenance. Furthermore, ABCR recorded, in 2015, an investment of R$ 6,662 billion in concession highways, operated by companies, that make up the association – an increase of 7% in comparison to 2014 (R$ 6,224 billion). The national ABCR survey, carried out for the first time in 2015, has also brought impressive numbers: 76% of 2,477 users interviewed on highways across 12 states, said that they were satisfied or very satisfied with the services provided by concessionaries. Of this sample, 62% said they were satisfied or very satisfied with the physical aspects of concession highways. The overall index of satisfaction was 64.4%.

FOCUS ON THE REDUCTION OF ACCIDENTS The numbers reiterate the importance of a management which supports an adequate infrastructure to guarantee the security of users on the highways. Between 2014 and 2015 the number of deaths fell by 12% on concession highways. This significant result is due to the combination of; continuous communication between concessionaries and users through a series of awareness campaigns; effective strategic planning with risk reduction initiatives involving

raising the awareness of drivers of light and heavy vehicles, motorcyclists, pedestrians and cyclists; works of improvement and support to surveillance as well as the businesses acting in partnership with units of the Highway Military Police. The Autopista Fluminense registered, in 2015, the lowest number of deaths and accidents since the assumption of the operation of the highway in 2008, with 119 cases. Already, the number of cases of frontal collisions represents a reduction of 31% in relation to the number of deaths and accidents. Furthermore, the route features an Emergency Action Plan (PAE), to organize the actions of teams in cases of accidents with dangerous cargo on the route. As well as, meeting legal requirements and mapping the necessary procedures. Already the Autopista Régis Bittencourt reached a reduction of 26% in the number of deaths and accidents in 2015, in comparison with the data of 2014. From January to December 2015, there were 96 deaths in accidents, compared with 130 the previous year. It is the second consecutive year that Arteris, the concession manager of both highways, presented the same results. Ecopistas, administered by Ecorodovias recorded a fall of 37% in the number of deaths in accidents (29 in 2015 compared to 46 in 2014). The number is the least since 2010.

TECHNOLOGICAL INNOVATION Technology is a fundamental ally in road safety. The concessionaries have invested in studies and new alternatives to turn the experience of highway use, each time, more comfortable and secure. Weight in motion One of the trends in concession highways is the utilization of the technology Weight in Motion. Sensors are installed every 3 to 4 millimeters above the tarmac and send messages via software which are received by a panel of indicators which interpret the data in real time. The technique guarantees more efficient identification of the weight of vehicles, by axle weights. The objective is to optimize the identification of excess weight in freight vehicles and generate information which directs actions for the preservation of the road surface.

The Rota das Bandeiras adopts devices at the toll booths to check the passage of vehicles at automatic barriers. This reduced waiting times by 40% Arteris initiated in 2015, a study between kilometers 948 and 949 on the highway Fernão Dias, in São Paulo, with the technology. In the same vein, Triunfo Concepa realized tests on their section, the route of Osório to Guaíba in Rio Grande do Sul. The Concebra, administered by the same group, made tests on the toll booths BR-060 in the city of Goianópolis (GO).

Intelligent monitoring Height detectors are an important recourse utilized by Centrovias administered by Arteris. They emit a beeping sound and/or visual information in the case of infractions, which helps prevent collisions and reduces the risk of impact against the structures (bridges, tunnels, footbridges, underpasses, amongst others). Furthermore, a fiber optic system in all the toll booths guarantees the efficiency of communication.


Instant information via tablet The use of tablets as a support tool for the safety and comfort of drivers is becoming more common on concession highways. The Rota Das Bandeiras of Odebrecht Rodovias, for example, uses the device at the toll booths to check the passage of vehicles at automatic barriers which reduced waiting times by 40%. In addition to the rapid availability of information, another benefit is the reduced time in verifying equipment on vehicles, which can be done online – technology implemented by Rodovias. Efficiency with the use of drones The use of drones – unmanned aerial vehicles (UAF) – and model aircraft is becoming increasingly common on highways. Moreover, in 2015, the National Civil Aviation Agency (ANAC), released regulations for the proposed use in civilian operations of autonomous machines, which are piloted remotely in flight. On highways their use is exclusively for monitoring, for example, since they are equipped with high resolution cameras, they permit the carrying out of inspections in real time of the road surface without disrupting traffic. In 2015, The Rota Das Bandeiras made aerial mapping of the corridor of Dom Pedro using a drone. With the images, it was possible to trace an overview of road conditions and define with precision and agility, locations for the installation of security devices such as concrete barriers and metal guardrails and make a preliminary analysis of the need for greater impact works.

Maintenace and infrastructure ViaLagos installed, in 2015, metal partition lanes, a milestone in safety on RJ-121 (Rodovia dos Lagos) in Rio de Janeiro. The work involved the enlargement of lanes, with the construction of a new drainage system, resurfacing of the highway and hard shoulder and implementation of new signaling and two footbridges as well as the construction of seven return routes. On the stretch Leste do RodoAnel (SP-021), administered by SPMar, 123 containment boxes were installed for the spread of hazardous cargo spills. On a stretch of the system BA-093 administered by Bahia Norte, the process of the implementation of fiber optic reached 90% of completion in 2015. The infrastructure permits the integration of intelligent transportation systems – networks of communication data and voice between the toll booths and the center of operational control as well as monitoring systems – resulting in an increase in road safety, traffic fluidity, comfort of users

On the stretch under concession of Rota 116, in Rio de Janeiro, there were a series of works to fortify the infrastructure and the safety of the route. Amongst them, the adequacy of intersections, accesses and urban crossings at various points, containment of gradients, as well as the duplication projects of RJ-104 and RJ116 and the enlargement of bridges. Another important work, started in 2015, forecast to conclude in 2017, is the link between the highway CIA-Aeroporto (BA-526) and the Estrada do Coco (BA-099), that will reduce traffic in the central region of the municipality of Lauro de Freitas. The stretch under concession of BahiaNorte will feature an advanced system for operating and monitoring routes as well as pre-hospital medical care and mechanical assistance.

AB Colinas, whom administers highways in the state of São Paulo, invested in a number of improvements in 2015. Amongst them, the revitalization of the system of weighbridges at points of SP-075 and SP-280, implementation of fiber optic on SP-127, substitution of mobile electronic message boards for newer models and the revitalization of 170 emergency telephones.

The asphaltic cold mix resulting from the renovation of the road service with recycling at low temperatures is obtained from the mixture of concrete, petroleum asphalt cement (PAC), grinded – decayed surface already removed from the highway – water and air. It is ideal for highways with high traffic volume, combining operational efficiency, once the highway is opened to traffic following completion of the service and lowers the environmental impact, as it is produced from reclaimed milled material, decreasing the amount of solid waste.

In 2015, more than 65 kilometers of lanes of the highway Ayrton Senna/ Carvalho Pinto, under the concession of Ecopistas were reconstructed with the technology. Furthermore, the Center for Highway Research (CPR) of CCR NovaDutra, realized throughout the year; more than 14 thousand quality control experiments of roadworks and around 20 researches, in search of technological innovation with the development of asphaltic cold mix for the resurfacing of Via Dutra.

Collection / Triunfo Transbrasiliana

NEW BUSINESS Transbrasiliana passed for administration of Triunfo in January 2015, after completion of the acquisition of 100% of company shares BR Vias Holding TBR, former owner of the entire Transbrasiliana highways concession. Triunfo now manages 321.6 kilometers of the BR-153 between the border of São Paulo and Minas Gerais to the border of São Paulo and Paraná. The concession has a period of 25 years from February 2008.

CAMPAIGNS OF COMMUNICATION FOR SAFETY The highway concessionaries carry out different campaigns of communication with focus on awareness and encourage drivers to maintain safe attitudes on routes. As well as the work on the themes of health and environmental education. Activities are developed, in general, around the areas surrounding roads, either on a periodic basis or reinforced on special dates, such as National Traffic Week and Environment Week, and involve the main public road users – car and truck drivers, motorcyclists and pedestrians. Overall, they encourage the checking of safety items and the general condition of vehicles such as, tires, oil, spare tire, direction indicators and personal care. Throughout the year, 55 thousand pamphlets were given out during interactions at service stations and with service vehicles and at toll booths. Furthermore, a vehicle inspection campaign was promoted named “Pit Stop” that carried out check-ups on 177 light vehicles and distributed 1,580 information leaflets. 24


The concessionaires have invested in studies and new alternatives to make the experience of road use increasingly more comfortable and safe CLN has maintained since 2000, in partnership with the Institute Invepar, the project Cool Transit, with preventative actions to combat the frequent causes of accidents on highway BA-099, with lectures to pedestrians and cyclists, as well as, activities, games and educational workshops in the schools of the 21 municipalities along the corridor of the concession in Bahia. 6,334 people were assisted in 2015 and 200 thousand leaflets and educational booklets were distributed, as well as the installation of nine billboards alluding to the road safety theme. Triângulo do Sol, administered by AB Concessões, promoted in 2015, amongst other initiatives, the project Road Education, Pedestrian on the Road, Truck Drivers on the Road and Motorcyclists on the Road, through which encourages the secure crossing by footbridges, in the case of pedestrians and information about safety in general on highways. Animals on the road Animals crossing the road is again a recurrent theme of communication activities to users because of the danger of accidents. TEBE, for example, distributed more than 20 thousand leaflets in 2015, at the toll booths at Colina, Monte Alto and Pirangi (SP), with guidance to drivers about how to act when encountering animals on the road. The concession also visits rural properties and gives guidance about the maintenance of gates and hedges to prevent the escape of animals. During the campaign “Secure the Animal”, throughout the year collaborators of Ecopistas visited local communities on the borders of their highways to give guidance on the subject and to distribute leaflets and gifts. Integrated recreational actions Ecovias promotes integrated actions of road education, under the title of “Well With The Road”. Involving theater presentations, music, educational games, jokes, conversation circles and lectures for the public including children, adolescents and adults. With actions specific for each age group. To the surrounding communities, Ecomóvel, takes

sound, tents, stage costumes, scenery and musical instruments to engage children in recreational activities as well as, a miniature road with classic characters from children’s literature, like, Little Prince, The Wizard of Oz and Alice in Wonderland amongst others. The highway Tietê carries out every year the project Embrace the School/Traffic to educate students between 9 and 12 years old, in the municipal network of Salto and Elias Fausto, both in São Paulo, with guidance lectures and visits to the Centre of Operational Control of the concessionary. Toll evasion Only the Autopista Fluminense, registered in 2015, an increase of 29% in the number of toll evasions in relation to the number registered over the same period in 2014.The daily average of toll evasions is 500 vehicles, with number plates, covered, illegible, inclined or dented and vehicles with high beams surrounding plates and the use of toll evasion devices. As well as, monitoring with cameras that are available to the Federal Highway Police, the concessionary Arteris that administers the route, invested in an awareness campaign with the distribution of leaflets at stopping points on highways under their management. Actions for cyclists The coexistence of various means of transport on the route can be promoted with safety and responsibility. For this reason, concession highways give special attention towards cyclists and motorcyclists, so users adopt safe attitudes in traffic. There are a number of good examples, like the actions of AB Concessões that involved around 350 cyclists in 2015, on highways under the management of the company. At the busiest points, especially footbridges, these users were orientated about traffic conditions and preventative attitudes. Furthermore, they were given leaflets with tips and reflective adhesive stickers to stick on their bicycles. The initiative was also adopted by Ecopistas with the action “Pit Stop” which benefited 80 cyclists and 720 motorcyclists in 2015. 25

QUALITY OF SERVICE TO THE USER The highway concessionaries undertake major efforts to bring infrastructure, technology and qualified personnel to provide the best service to those who use the concession highways and to guarantee the safety of drivers. Customer Service Units (CSUs) have been put in place at strategic points on routes and are provided by contract. In the CSUs, teams and business vehicles stay ready and are activated by the highway Centers of Operational Control (COC) that are supervised by the respective state regulatory agencies. The COCs operate in a room with monitors –that transmit, in real time, the images from roadside cameras – and other instruments of monitoring, such as the data of highway meteorological stations, of traffic collators and attendance of highway emergency telephones.

All are beneficiaries of the model of concession, with the reduction of accidents and of operational costs, service points for mechanical assistance and pre hospital care, reduction in journey times and safer highways and the constant stimulus of the productive chain of the highway infrastructure.

TRAINING FOR EMERGENCIES One of the factors to guarantee agility in rescue and medical attendance is to count on a well-trained team. The concessionaries maintain continuous investments in this direction, with preventative actions and training. Good examples are accident simulations. In 2015, Ecocataratas held in the region of Guaraniaçu (RS), a simulation of an accident with dangerous materials and multiple victims. Besides the concessionary, also taking part were, the Fire Department, Cascavel Mobile Emergency Services, the Civil Defense of Guaraniaçu and the Federal Highway Police. For an hour, the simulation involved a supposed accident between a car and truck with victims that had traumas and diverse needs.

SERVICE EXCELLENCE Internet speeds responses Many of the concessionaries adopt digital communication to speed responses to attend to users, whether by cellular, by apps like WhatsApp or videoconference. In the Integrated Center for Surveillance and Response (ICSR) of the highway of Aço in Rio de Janiero. An attendant makes contact for the solicitation of questions, suggestions, complaints and the reporting of occurrences, on an almost immediate basis. Triunfo Concepa, has its own app that allows access to the highway monitoring cameras in real time and traffic flow per minute at different points, as well as report on occurrences and facilitate medical or mechanical help on its concession stretch. Alone, in the summer period, from December 2015 to February 2016 there were 20.7 thousand downloads registered, an increase of 35% compared with 2014, with 575 thousand hits on the app – a figure 31.6% higher than the previous year.

Another example was the exclusive hot site of Triunfo Concepa to inform users about the works on the fourth lane of the RS-290, concluded in December 2015, which received the award for communication of Aberje, region south, in the category of digital media. On BR-040, under the administration of Concer, the first stage of a free wi-fi service, was inaugurated in December 2015, for road users and surrounding communities on a stretch of 24 kilometers, in Duque de Caxias region.

Free care on the highways

ViaBahia that administers 680 kilometers comprised by the BR-324, (between Salvadore Feira de Santana, in Bahia) and BR-116 (between Feira de Santana until the divide with Minas Gerais), strengthened its communication on social networks. In October 2015, the concession created the official Twitter profile (www.twitter.com/viabahia_sa) and other channels should be delivered in 2016. In addition, the company held an opinion poll of users, which served as a basis for the redefinition of the visual identity of the brand. CCR RodoAnel, who administers the east section of the route in Sao Paulo, has 68 smart cameras to detect atypical movements inside tunnels along the route and emit warning signals for investigation by the Center of Operational Control of the concession. The ViaOeste, in turn, was featured in the award “Ombudsmen Brazil”, sponsored by

SPECIAL ATTENTION TO THE TRUCKERS Concessionaries have an intensive operation in bringing information and support to drivers, to maintain daily health, an essential factor to guarantee safety on any highway. Truckers are an important target audience because they spend many hours of the day on the road and merit special attention in communication campaigns. Focused on guidance on the risk of accidents arising from problems such as lack of sleep and self-medication.

CCR AutoBAn promotes the Program Road to Health, through which free daily health care is offered from Monday to Friday, with blood type identification tests, RH factor, blood sugar, cholesterol and blood pressure; visual acuity, BMI (body mass index) calculation, preventive dental treatment, cleaning and dental restorations. In addition to providing other services, such as haircuts, massage bioenergetics and foot care. The program is performed in a service center of 260 m² in a rest area on Rodovia dos Bandeirantes (SP348) in the region of Jundiaí. In 2015, the project served 16 thousand truck drivers on the highway. On NovaDutra there were carried out 3,939 people were attended in 12 campaigns at service stations along the highway. The Healthy Ride Program, promoted by MGO is aimed at truck drivers who travel on the BR-050 in Uberlândia (MG). The second edition of the project, in 2015, conducted the registration of participants for the supply of a truck driver’s card and life and personnel accident insurance, clinical exams and vaccinations, with the participation of 450 truck drivers. The concessionary TEBE, as well, carried out a campaign in partnership with the University Center Unifafibe, Bebedouro (SP), to strengthen the actions of the municipal STD / AIDS program.


Against sleep and tiredness at the wheel

In 2015, 415 truck drivers, on SPVias administered by CCR, were given guidance on the risks of driving for many hours whilst drowsy or tired (one of the main causes of accidents at night) in the campaign Driver Wake-Up, service teams on the route of Polícia Militar Rodoviária, approach the truckers to offer coffee with biscuits educational materials and information about the weekly rest requirements for truck drivers.

CAMPAIGNS FOR THE PROMOTION OF COMMUNITY HEALTH Another aspect of the communication of concessions is community relations campaigns for the communities that surround the highways. Via 040, under concession to Grupo Invepar, developed the project, Health and Citizenship, to cater for users and residents of the neighboring communities of BR-040, in an equipped trailer, free preventative exams, were performed in July and August 2015. The activity took place in Cristalina (GO) and Juiz de Fora (MG), benefiting around 2 thousand people. Rodosol, who administers Rodovia do Sol – the connection

between Vitória and Guarapari, in Espírito Santo – used a trailer to provide dental care to schools in communities on the route. Combating aedes aegypti The spread of the epidemic of diseases caused by mosquitoes - dengue, chikungunya and zika - in much of Brazil, made Morro da Mesa, broaden its work with the users of MT-130, to promote awareness. With the recording of cases in the municipalities bordering the route under the concession of Morro da Mesa on the highway MT-130, the concession carried out the distribution of seeds of sunn hemp - whose flower attracts dragonfly a natural predator of the mosquito which causes dengue - to users who travel on the highway, as well as, distributing the seed to residents of these municipalities.

INTELLIGENT HIGHWAYS The 59 businesses that administer the highways and make up the current framework of ABCR are aware of their role in promoting sustainability. This includes, as well, the continuous encouragement of and engagement of, society and the users of routes, of the fundamentals involved in the activities of concessionaries in providing uninterrupted and quality services. There are projects that provide paved roads with materials of lower environmental impact, that stimulate the income generation of local communities and that give social development through culture and sport, among other cases. Cold asphalt mix reduces environmental impacts Some concessionaries have utilized the technique of structural recovery of the surface with recycling at low temperatures and asphalt foam, as in the cases of the corridor Ayrton Senna/Carvalho Pinto and of CCR NovaDutra. Both the routes were reconstructed with innovative technology whose material is obtained from the mixture of concrete, petroleum asphalt cement (PAC), grinded – decayed surface already removed from the highway – water and air. At a temperature of 170°C, the concrete is combined with water and air at room temperature. This mass expands and is transformed in to a dense foam which we call the frothed asphalt. The combination involves mixing powdered stone, lime and crushed, compounding the material to be applied on the highway. This method meets the needs characteristic of highways (with high volumes of traffic), providing operating efficiency, reducing environmental impacts and techniques, especially environmental, with reuse of grinded material, which reduces the generation of hazardous waste in to the environment. From a technical point of view, the application of cold asphalt mix allows the repair to be made in a shorter period than other techniques. In the new trevo de Jacareí (SP), at kilometer 162, the concessionary utilized 4.8 thousand tons of warm rubber asphalt, which is equivalent to 6,400 recycled tires - and a 20% reduction in emissions in production. In addition, over 65 kilometers of the corridor of Ayrton Senna/Carvalho Pinto, under the concession of Ecopistas, were reconstructed with technology that used frothed asphalt with grinded material.

Ecopistas reduced by 8.1% the emission of metric tons of carbon dioxide, equivalent in 2015, with maintenance measures appropriate for fleet vehicles of the concessionaire and 100% renovation of the fleet of ambulances

Use of solar energy Concer was one of the first highway concessionaries to use solar energy on a large scale, since 201, 55 points of the BR-040, in Rio de Janeiro were illuminated by solar energy, an action which was reinforced in 2015. The consortium, Rota do Atlântico, Pernambuco, powers by solar energy, ambulance services, winches, semi-trailer, traffic inspection and seizure of animals vehicles and cameras, providing savings of conventional electricity used. The consortium also implemented systems of photovoltaic generation for supplying solar power to 22 monitoring cameras along the highway in sections that are distant from the mains supply, also adopted by Concer, on the routes it manages.

SUSTAINABLE EQUILIBRIUM Efficient lighting In 2015, the Via040 acquired LED lamps for lighting its 11 plazas of toll booths and initiated the operation of collection with a system, more economical and efficient. NovaDutra carried out in 2015, the revitalization of lighting at its operating bases and headquarters also with LED. The substitution of existing lights for LED has been inserted into the company’s program of sustainability to minimize the use of natural resources, adopt practices which pollute less and provide more comfort for workers and users.

In the new trevo de Jacareí (SP), CCR NovaDutra utilized 4.8 thousand tons of warm rubber asphalt, which is equivalent to 6,400 recycled tires Efficient energy and the optimization of resources in road lighting was also on the agenda of Autopista Fluminense, which utilizes a specific software and dimerization processes which provided a reduction by about 50% in the in highway lighting energy bill. The concession also installed LED lighting with solar panels on the transitory returns duplicated on the route. Recycling of materials Tires discarded on the Autopista Litoral Sul were forwarded to licensed landfill sites. However, since 2015, they have been sent to a licensed recycling company. Through processes of production the company recycles tires and turns them into new products or uses them for the composition of other products such as tire chips, granulated rubber, steel and nylon. The project Clean Ways, of the concession Caminhos do Paraná, has adopted a system of solid waste management to reuse or recycle discarded materials such as tires of vehicles and solid waste collected on the highways they administer. Only waste that does not have a commercially viable process for recycling or reutilization is forwarded to certified industrial land fill sites. 32

In addition, the municipality of Itatiba (SP), has had since March 2015, a modern center for screening recyclable material screening to ensure the correct disposal of waste generated in the city and also the highways of the corridor Dom Pedro, under the concession of Rota das Bandeiras. The company has invested R$2.5 million in the program, which has the capacity to process 220 tons of recyclables per month. The concession received in 2015, the Green Seal of the International Institute of Research and Environmental Responsibility Chico Mendes for sustainability work developed around the Dom Pedro Corridor.

RELATIONS WITH COMMUNITIES Sustainability is a theme which covers the entire chain of operation of the highways concessions in the country, in actions that involve diverse themes; human rights, diversity and the social and economic development of municipalities that surround highways and the intelligent use and rational utilization of natural resources. The year 2015 was quite significant, with projects and proven results. Training young people and adults The encouragement of safe behavior in traffic and sustainable attitudes also is passed by awareness of professionals that work in education. AB Nascentes das Gerais. Promoted throughout 2015, seven courses for 132 elementary school teachers, to render them multipliers of safety and the preservation of the environment, at schools bordering the MG-050. Around 40 thousand people benefited from the project of traffic education of the concession Rota do Oeste of Odebrecht TransPort in 2015, held in schools and universities. The highways under the concession of the company register average daily traffic of 70 thousand vehicles. Therefore, the company invested in the education of 415 junior traffic agents, stimulating children to develop safe behavior, and attended more than a thousand local people through the elaboration of a basic plan of environmental guidance.

Rota dos Coqueiros, also of, Odebrecht TransPort, by means of the program School Route contributes to the continuous education of teachers and educators, focusing on the reduction of functional illiteracy. In partnership with the Chapada Institute (ICEP), the project was established in 12 public schools in Cabo de Santo Agostinho and Jaboatão do Guararapes, in the metropolitan region of Recife. It works with 300 teachers and 3 thousand students.

Also in 2015, Ecoponte donated 2,200 kilos of canvas, taken from panels of Ponte Rio-Niteró for the manufacture of handbags, satchels, cases by the surrounding community and penitentiaries, generating jobs and income, and sentence reduction. The concession bought 1,000 rubbish bins for cars, which were manufactured with donated canvas, which will be used in education campaigns for the environment.

To take the opportunity to integrate into reeducation, the penitentiary Major Eldo de Sá Corrêa, in the region Rondonópolis (MT), the concession of Morro da Mesa carries out the project Resocialization by Work. Besides contributing to the restoration and maintenance of MT130 which borders the prison, the work provides a monthly salary and the possibility of a reduced sentence for the reeducation.

In 2015, Ecovia participated in the Live Border project, which trains women in the surrounding community of the concession highways in the region between Matinhos, Paranaguá and São José dos Pinhais in Parana, to cut and sew materials made from scraps and benches and seat belts donated by Renault, responsible for the project. The Project Reinvent, of Ecocataratas, was initiated in March 2010, to enable seamstresses from poor communities to transform canvas that was used for advertising into handmade products, and encourages the use of left over material. In 2015, the Ecocataratas project served as an example for the creation of a similar project in Rio Grande do Sul, supported by the concession Ecosul. Rota do Oeste carried out the Program Believe that trained 950 people - 350 to operate the toll booths and the other 600 to perform road duplication works. All the materials collected by the consortium Renovias over the length of Malha Viária and operational bases, toll plazas and administrative headquarters are destined to be sent to recycling cooperatives in the region. The material is recycled and assists in the income of dozens of families that work for the cooperatives. In 2015, 324.7 tons of materials were designated for recycling by the concession, who received the Silver Seal of the Brazilian Program GHG, which maintains a public registry of emissions of carbon dioxide, the gas responsible for the greenhouse effect. CRT, in turn, in partnership with the company Vide Verde, collects organic waste from the refectories to use for compost. Conversely, the company receives 10% of volume of organic substrate, which is used in Viveiro Florestal da Brasilinha (Goiás) to assist in the fertilization of forest seedlings, produced in the nursery.

The community of Vila de Abrantes, in the municipality of Camaçari (BA), had significant support in 2015, with the Bank of Community Development, an initiative of Litoral Norte (CLN). The bank promotes the generation of work and income through financing the local economy with lines of microcredit. It introduced the social currency, Abrantes Solidarity, with local circulation, backed by the real. In 2015, 21 local entrepreneurs benefited. Another action with a similar concept is the Project Fishing, of Ecosul, a pioneering system of social franchising, whereby organizations that make up the, Fishing Network, open space in their facilities for personal and professional education to adolescents who have social vulnerabilities. In 2015, SBS Engineering, de Capão do Leão (RS) benefited and transformed itself into the Unit Project Fishing SBS-Ecosul.

Oriented users who travelled over the highway Marechal Rondon (SP-300) about the spawning migration, with the delivery of 30 thousand adhesive stickers to drivers at toll booth plazas. Furthermore, were implemented minhocários at all Customer Service Bases of the concession, which make the composting of organic waste.

SPMar in turn promoted an important action Possess Animal Conscious, between the edge of the community which surrounds the route east of Rodoanel in Sao Paulo to raise awareness to people about the risks of stray animals. In addition, around 12 kilometers of the highway’s lanes that cut across the floodplains of the rivers Guaió and Tietê are suspended as not to affect the movement of wildlife in these areas of great environmental interest. On the stretch south of Rodoanel are 18 underground passages which allow the free movement of animals. The adjacent properties surrounding the BR-265 and MG-050, in the interior of Minas Gerais, under the management of AB Nascentes das Gerais, received special attention from guidance groups, of the concession, on the subject. Also new in 2015, was the start of construction work on the Wild Animal Rehabilitation Center (CRAS) that will receive species rescued and offer treatment for rehabilitation and return to the natural habitat, in the proximity of Rodovia dos Tamoios, in the state of São Paulo. The initiative is

a partnership between the concession of Tamoios and the University of Vale do Paraiba (Univap). The company also initiated a project to plant 420 thousand seedlings in the region of Vale do Paraíba, giving priority to, areas with hydro potential and the protection of springs. Furthermore, there will also be the encouragement of Ecological Corridors, with connections to fragments of forest, allowing animals to move to regions of forest that have larger adequately protected areas. Concerned with preserving the biodiversity of the region surrounding the highways Anhanguera and Bandeirantes, CCR AutoBAn has promoted, since 2009, the Project Guardians of the Forest, in partnership with the Mata Ciliar Association. With the partnership all wild animals rescued on the roads are sent to the ONG in Jundiaí, to be rehabilitated and reintegrated back into nature. In 2015, 92 animals were sent to the association.

Culture and sports incentive projects The institute Triunfo, a unit of the group Triunfo, aims to promote initiatives of sustainability in the regions where the company is present. Supporter of the collection of books Brazilian Cultural Landscapes, that rescue and disseminate the memory of the various regions of Brazil In essays that value the nature and geography of the territory, the culture, art and work. ACTIVE PARTICIPATION IN ISSUES OF INTREST TO THE SECTOR ABCR has adopted since 2014, a strategic action increasingly focused on the defense of the Road Concession Program and the interests of its affiliates, seeking a broader institutional articulation in relationships with the government and institutions. As such, they have divulged their position frequently on decisions and events linked to regulatory topics that impact the industry and therefore the end user. Law of truckers Law 13,103, known as the Law of Truckers, was sanctioned on the 2nd March 2015 and presented two articles that allowed the increase to 10% the limits of overloading trucks and the payment exemption for suspended axle empty trucks. Even before the adoption of the law, ABCR warned that the movement of heavier trucks, whose stability and braking capacity are reduced, increases the risk of accidents and jeopardizes the life of the road surface. Furthermore, the association predicted that with the rebalancing of the contract, generated by the exemption of the suspended axle, there would be an increase of the toll fee for all other users. The application for exemption of suspended axle empty trucks was limited to federal highways, whose tariffs were adjusted in order to maintain the equilibrium of contracts, provided for by law. Truck stopping points The Law of Truckers also gave the federal government responsibility to indicate the Stopping and Rest Points (PPD) for professional drivers performing their obligatory overnight stops. For this purpose, the Ministry of Work published on July 9, 2015 the Ordinance 994, which established the minimum requirements for a site to be considered a PPD. The National Agency of Land Transportation (ANTT) asked the concessionaries of federal highways for local suggestions for the application of projects for rest areas on concession highways. The concessions promptly initiated a study which assessed the optimal stopping points, which led to a pilot project presented to the ANTT in October 2015. One of the project’s objectives was to provide greater security to drivers and preserve their lives and meet the requirements of Law No.13,103 / 2015 (Law of Truckers) and the administrative rule, MTE, No. 944/15, dealing with the work journey and the rest of truck drivers.

Tolls: myths and facts Payment of tolls on highways is a recurring theme in debate involving the concessions. The toll is intended to cover the costs of the works carried out on the highway operational and servicing of the infrastructure. In some concessions, there is still a charge made by the government, a concession fee, for the purpose of charging for the maintenance of other roads. There is also a Public Private Partnership (PPP), whereby the government covers part of the costs. Evasion of tolls Toll evasion is considered a serious infringement by the Brazilian Traffic Code, subject to a fine and a penalty of five points on the national driving license (CNH). By passing the barriers at high speed drivers put their own safety at risk as well as third parties including employees working at the highway’s toll booths and those circulating on the road to assist drivers. Across the country, the number of violations increased by 75% from 2013 to 2014, according to ABCR’s own data. Between August and September 2014 there were 14 thousand cases of evasion, if the numbers of Goias, Distrito Federal and Minas Gerais are added. In parallel, as determined by the National Traffic Department (Denatran), the Federal Highway Police (PRF) received authorization to monitor through

images. Thereby, toll evasion details are forwarded by Internet. After the analysis of the material by the PRF, the infringer receives the fine at home. Issue of tax receipts ABCR also distributed in 2015, a note to the press to clarify about the videos on the Internet that suggest to drivers about passing without paying highway tolls because they do not receive an official invoice. The country’s tax legislation does not require the issuance of tax notes or coupons by concessions, but rather of payment receipts, which act for all required proof purposes.

The BRASVIAS is one of the most important exhibitions of products for highways in Brazil, bringing together suppliers, products and services for construction, conservation and the operation of highways.

Exhibition of innovation At the same time the ABCR Congress was held, the 5th Hall of Innovation, with the presentation and award of technical and scientific works, selected in advance by a committee formed of renowned Professors from universities and centers of education in the country. At the conclusion of the second day of the Congress, there was the launch and signing of the letter of the Permanent Forum of the Association of Infrastructure Services Grantees. Which seeks to expand discussions related to regulatory management of the concessionaries that provide services and topics such as law, operation, planning, security and prospects for the highway sector. One of the central event points was the proposal for a Multiannual Auction Program of concessions to give predictability and legal certainty not only to the industry but also Brazilian society, as happens in the half-yearly auctions in the power supply sector. A YEAR OF CONQUESTS AND ACCOMPLISHMENTS With federal investment and the support of private enterprise the sector of concessions closed 2015 with significant numbers on the radar, with the expectation of major ongoing projects over the coming years. ABCR reported total revenue of R$16,750 million in the period, with investments of R$ 6.662 billion, maintaining pace with the previous year. The result of this contribution can be seen in the numbers of infrastructure and service: the extension conceded in kilometers went up from 16,420 to 19,030, an increase of 15% from 2014 to 2015 while the number of attendances increased by 6% (from 2,046,056 vehicles attended in 2014 to 2,184,551 in 2015). Furthermore, the flow of vehicles through toll booths rose 4% (from 1,676,355,031 in 2014 to 1,741,702,994 in 2015).

New access mechanisms Among several works completed in the year, Autopista Planalto Sul constructed an access network between the kilometers 127 and 131, in the municipality of Fazenda Rio Grande (PR), the Canoas River bridge was widened, at kilometer 217, Ponte Alta (SC). In Régis Bittencourt, between São Paulo and Paraná two important interventions were the construction of a side road at 1.69 kilometer, and the construction of a return beneath kilometer 397, in the region of Miracatu (SP). Already near the paranaense city of Colombo, a mechanism was also constructed between kilometers 12 and 15.


In the city of Ribeirão Preto (SP), the access route was renovated, at kilometer 307 of the highway SP-330, administered by CCR AutoBan. Also, improvements have been made in Contorno Viário de Jaú (SP), from kilometer 177 to 185 on the SP-225, administered by the same concession. Furthermore, AutoBAn installed an additional lane between kilometers 22 and 23 of SP-191 in Conchal (SP); between 159 and 161 km, of the SP-330, between Cordeirópolis and Araras (SP); and between km 109 and 110 of the SP-215 in Descalvado (SP). Improvement Works on Rodovia dos Tamoios (SP099), including access roads were a highlight in 2015. Already, CCR Rodoanel invested in interventions in finalizing the east stretch of road that has the same name, between the highways Ayrton Senna and Presidente Dutra. A stretch of five kilometers of Via Perimeter in Camaçari (BA), in the direction of Salvador and the metropolitan region, has been released to traffic, by Bahia Norte, in 2015. Additional lanes and duplications On the highway Ayrton Senna, Ecopistas delivered the 6th lane and the stretch of hard shoulder, both towards the interior, and finished the work of bridge construction of two lanes over the River Tiete, at kilometer 18.2, with 250 meters of extension to connect with the highway Hélio Smidt, the main access route to the Airport Guarulhos International. ViaPar completed 27 kilometers of duplications of interventions on PR-317, between Floresta and Peabiru; 6 km from BR-158, between Peabiru and Campo Mourão, and ten kilometers of the BR-376, between Nova Esperança and Mandaguaçu, all in Parana. MGO Highways concluded the duplication of 26.5 kilometers of single lanes of the highway BR-050 in the state of Goiás. The SPVias, in turn, implemented additional lanes in the region of Taquarivaí (SP), on Rodovia Francisco Alves Negrao (SP-258), and the southbound lanes on the stretch at Avare (SP), on the highway João Mellão (SP 255). Also it completed the program of surface reconstruction, with the third intervention on a stretch of 185.43 kilometers between Tatuí e Santa Cruz in Rio Pardo (SP), on the Rodovia Castello Branco (SP-280). CART, completed duplication works of a multilane stretch of the highway SP-270, between the municipalities of Ourinhos e Presidente Epitácio (SP).

Intervias installed an additional lane between kilometers 22 and 23, on the highway Wilson Finardi in Conchal (SP); between kilometers 159 and 161 of the Anhanguera highway between Cordeirópolis and Araras (SP), and between 109 and 110 kilometers of highway Dr.Paulo Lauro, in Descalvado (SP). Furthermore, the Rota das Bandeiras delivered the extension ring road Magalhães Teixeira (SP083) with a new section of 5.8 kilometers, linking three of the main highways in the metropolitan region of Campinas: D.Pedro I, Anhanguera and Bandeirantes, as well as new Trevo de Valinhos (SP), with seven loops on a total of 5.6 kilometers of new lanes - all in the State of Sao Paulo. In 2015, Autovias, of the group Arteris carried out recuperation on 113 works of special engineering structures and footbridges, totaling R$ 4.967million in investments. Already RodoNorte, of the CCR group performed duplication works on the BR-376 and asphalt renewal on the BR-277, BR-376 and PR-151. Eco101 administered by EcoRodovias, is due to start in 2016, the expansion works of the highway capacity and the implementation of borders in the municipality of Iconha (ES), in addition to expanding the video surveillance system. The Rota das Fronteiras has managed, since 2014, the corridor of PR-323 between Maringá and Francisco Alves. It is the first Public Private Partnership (PPP) held in Paraná and marks the beginning of the administration of Odebrecht TransPort in the state. About 70 thousand people between Deodoro and Recreio dos Bandeirantes in the west zone will benefit daily from BRT Transolímpica, work performed by the road consortium ViaRio, one of main projects for the 2016 Olympic Games in Rio de Janeiro. The route should reduce travel time between the two districts from two and half hours to just 30 minutes.

NEW HIGHWAYS IN OPERATION In June 2015, Triunfo Concebra entered into operation, 1,176.5 kilometers on a stretch comprising the BRs 060/153/262, from Brasilia to Betim (MG). Already the Rota do Atlântico began the activities of the VPE-034, in Pernambuco, with 7.6 kilometers connecting the PE-009 with Polo Naval. 45

SCENARIO OF TRANSFORMATION TO INTEGRATE THE COUNTRY The programs of federal concessions have demonstrated the necessity and the intention to advance to the central regions, beyond the North and North East of the country. With the launch of PIL 2015, there are planned to be 11 auctions for highways concessions from 2016, that will drive investments of R$31.2 billion in duplication of lanes, maintenance and other interventions – there are 4,371 kilometers of roadways in ten states. There is also the prospect of integration with the federal network already conceded in the auctions realized in 2015. Sao Paulo state was the pioneer in the adoption of the concession model in the decade 1990s and already will provide in the coming years the auction of four lots, totaling 2,217 kilometers. There is also the prospect of the expansion of over 25% of the state network of concession highways and of 300 kilometers of duplications. In the paulista model the proposition for the program in 2016 includes the restructuring of capital to 50% of own equity (state government) and 50% of third party capital. (BNDES and the issuance of incentivized debentures, grants), and the decision on tariff setting borne by the concessions, the determination based on the contracts and cost – benefit compatible with the value of investments, seeking proportional discounts, to the stipulated ceiling, for each contract. Also, under study is the introduction of new concession programs in the states of Mato Grosso, Espirito Santo and Minas Gerais, besides the resumption of the concession program in Rio Grande do Sul. For the short and medium term, the challenges involve mainly the strengthening of the transport sector, with the development of policies, strategies, plans and programs of transport and logistics in the country and the preparation of concession bidding documents. Equally important will be the enhancement of the legislative role and the capacity of regulatory agencies, in order to achieve maximum levels of equality, autonomy and technical capacity.
