I
ndian Prime Minister Narendra Modi embarks on a landmark action-packed U.S. visit this week, beginning from September 27, with all his engagements combining symbolism and substance to reflect India’s priorities from political to strategic to business. Observers see a complete mood swing in the U.S. since Modi’s sweeping electoral victory with enormous optimism about where the India-U.S. relations could go particularly in the business sphere and among Indian diaspora. The very fact that three top members of President Barack Obama’s cabinet — Secretary of State John Kerry, Defense Secretary Chuck Hagel and Commerce Secretary Penny Pritzker — have visited India in quick succession is reflective of the change in sentiment about India. And that analysts said is changing perceptions about how the business looks at India under Modi, who has a business-friendly image given his record as Gujarat chief minister, and there is a beeline of businessmen and lawmakers for attending his meetings. Reflective of his desire to build smart cities, Modi kicks off his U.S. tour with meetings with current New York City Mayor Bill de Blasio and his predecessor Michael Bloomberg. He will also meet Nobel Prize-winning scientist Harold Eliot Varmus, Director of the National Cancer Institute showing his concern for health issues. And with great confidence I say aye,” Modi told CNN’s Fareed Zakaria in a wide-ranging interview when asked if it is possible for the two countries to develop a genuinely strategic alliance. The interview was telecast on September 21. “Relations between India and America should not be seen within the limits of just Delhi and Washington. Reflective of Obama administration’s desire to build bridges with Modi who was shunned by the US for nearly a decade for his alleged failure to control the 2002 Gujarat riots, he will be housed in the 190-year-old historic Blair House, presidential state guest house across the street from the White House. here are great expectations all around from the corridors of power in Washington to business circles to the Indian-American community from Indian Prime Minister Narendra Modi’s landmark visit to the US beginning Friday. When putting the past behind, President Barack Obama greets Modi, who had been denied a U.S. visa for nearly a decade, for a private dinner at the White House on the evening of September 29, the menu is expected to go much beyond just repairing a flagging relationship. Obama, who has called India “one of the defining partnerships of the 21st century” would like India to play a greater role in the region as the “U.S. continues to rebalance toward Asia as its importance grows for the U.S.,” as the American pointperson for South Asia Nisha Desai Biswal put it. “Our relationship is founded on the principle that a strong India is in the U.S. interest. A consequential partnership in addressing challenges globally is not only in the US interest, but also the global interest,” the Indian-American official said, previewing the Narendra Modi visit. There may even be an attempt to rope in India in Obama’s international coalition against the Islamic State terrorist group. John McCain, his Republican rival in the 2008 presidential contest suggested as much recently. It’s a proposal, Modi is expected to politely decline. In a speech at the Carnegie Endowment for International Peace, McCain also called for the

With the Modi government keen to attract investment to boost a slowing economy and create jobs, the prime minister is expected to flag his pet smart cities project for investment, an official source said. Modi has unveiled plans to set up 100 smart cities across the country to take away the pressure of urbanization from the big Metros. Besides cooperation in infrastructure, the two sides are also expected to cooperate in the field of health, renewable energy, railways, environment and space, the source added. The U.S. has repeatedly stressed that it is keen to give a fillip to ties, especially
trade and investment, to take the bilateral trade figure from $100 billion to $500 billion in the near future. Cooperation in the field of renewable energy is set to be a big ticket business, especially with the Modi government having announced its intent to focus in a big way on renewable sources of energy, including solar energy. Renewable Energy Minister Piyush Goyal has said in a recent interview that the government plans to get $100-billion investment in renewable energy in the next five years and become a world leader in the sector. He has said that the Modi government is keen on generating a substantial part of electricity from

hile the Narendra Modi-led government has given people a good feeling in general about the state of the nation, the government needs to show more concrete action, appoint a separate defense minister to address pressing security concerns as well as assuage growing concerns of minorities, experts said at a panel discussion. In a discussion on the “100 days of Modi Sarkar” at the India International Centre, analysts and domain experts said the new government has brought a “sense of definitiveness” to the office of prime minister. “There was a consensus at the discussion that this government has brought a sense of definitiveness and determination to the office of prime minister,” said C Uday Bhaskar, strategic expert and director of Society for Policy Studies (SPS) that organized the roundtable discussion. “Though 100 days is a short time for any major change, there is a change in perception that this government has brought,” Bhaskar told IANS. Mohan Guruswamy, policy expert and Distinguished Fellow at the Observer Research Foundation, said there was a general “good feeling about this government. “We have a colorful prime minister... We have had enough philosophers and we need a warrior, that is what he is,” said Guruswamy.
Focus on work IN THE first Cabinet meeting chaired by Narendra Modi, the Prime Minister asked all his ministers to make their agendas for the first 100 days in office. Modi told his cabinet to focus on efficient governance, delivery and implementation of projects and to work closely with states.
He, however, added that there has not been much change in the ground situation and the government needs to take firm steps to walk its talk. “There has been cross-firing on the border through last month, arrival of Modi has not changed

s Prime Minister Narendra Modi completed 100 days in office, the overall sentiment of India Inc. was one of optimism, as the reversal of a perception of policy inaction with several meaningful steps on economic reforms have made the climate conducive for fresh investments and growth, stakeholders said. These 100 days, although a short span of time given the fiveyear tenure that an elected government in India is normally entitled to, has seen some brisk action in areas such as hiking foreign equity caps in defense and insurance, which are clear signals of a return of the liberalization era that was started in 1991 but perceivably lost steam in recent years. The stock markets also gave a thumbs up to the policy initiatives, with two key indices touching all-time highs, even as rating agencies that were on the brink of downgrading India’s sovereign ratings at the beginning of the year, today speak about revival and higher growth trajectory for the economy. Similarly, foreign funds, which were hesitant onlookers at the investment opportunities in Indian stocks till April, are back in business as net buyers. This sudden surge has already seen these funds investing $26 billion this year. If this pace continues, 201415 could well turn out to be a record year for inward foreign fund investments with $50 billion. “Investor sentiment is back as the new government has demonstrated high commitment to growth and reforms,” Ajay Shriram, president of the Confederation of Indian Industry (CII), a leading industry body, told IANS. “During our interactions with ministers and officials, we have found strong willingness to consider the industry’s views and take up out-of-the-box solutions,” Shriram said, adding: “We are confident that the pace of reforms would continue in coming months.” The various business confidence surveys conducted by independent agencies also suggest a revival in sentiments. Their broad findings are: a definite pick-up seen in demand, the return of new investment decisions and a definite move towards hiring.

Sensex zooms past 27K BUOYED BY government’s strong policy, Sensex recently touched an all time high of 27,000-point mark. The over positive sentiment coupled with expectations of further reforms helped the Indian equities markets to remain high. The benchmark Sensex gained marginally by 1.12 percent in the week ended Sep 19 from its previous weekly close on Sep 12. The index closed at 27,090.42 points.
Industry is particularly pleased with the initiatives on infrastructure and the promise of making the environment business-friendly. With most top industrialists having dealt with the Gujarat government when Modi was chief minister, they know he means business. “Modi has a track record of being a doer. What he’s done in Gujarat is for everyone to see. He has a huge task nevertheless in turning around the economy to growth-oriented, rather than control-oriented one,” said Ratan Tata, chairman emeritus of Tata Sons.
“We’ll have to give him a little more time. I am very hopeful he will turn things around.” Examples of the government’s initiatives in infrastructure apart from high-speed trains include the creation of 100 smart, interlinked cities, a roadmap for public-private partnership in a host of areas like ports, roads and highways and housing for all. Much of these were spelt out in the budget speech of Finance Minister Arun Jaitley in July. Following that, the prime minister’s maiden Independence Day speech Aug 15, in which he called upon the global investing community to “sell anywhere, but make in India”, was much appreciated. While the accolades have poured in for the prime minister’s outreach to neighbors and interaction with major powers, the sudden cancellation of talks with Pakistan that highlighted the government’s muscular approach has come in for criticism from several quarters. Modi’s invite to India’s neighbors, especially his Pakistani counterpart Nawaz Sharif, for his May 26 swearing-in was hailed by all as a diplomatic master-stroke. His short bilateral talks with the eight neighbors, including Mauritius, on the sidelines came in for praise. The Bharatiya Janata Party government, soon after coming to power, lost no time in putting into effect the foreign policy promise that was outlined in the party’s manifesto for the Lok Sabha elections, where it had criticized the previous Manmohan Singh government for having “failed to establish enduring friendly and cooperative relations with India’s neighbors”. While people were still guessing which country Modi would make his first stop, thinking it would most likely be Japan, the prime minister again played a masterstroke by deciding to visit key neighbor Bhutan. This and the promise of greater development cooperation and investment reassured Bhutan, which also shares border with China, of India’s continued support.
UNLIKE MANY of his predecessors, Modi is guided by his belief that India should take along all the neighbors in its march to progress. His policy of regionalism is bound to succeed as it is based on pragmatism and not in South Asian brotherhood. He believes a strong region is good for India.

Modi’s Midas Touch to Indian diplomacy NEW DELHI: Indian diplomacy may have lost its highfalutin edge with Prime Minister Narendra Modi, known to have little patience for bombast, keeping his sentences, like his work, focused on the deliverables. The prime minister is known for his out-of-the-box thinking and to-the-point speaking, and has taken this to the realm of foreign policy where India is speaking more in terms of doables, shorn of diplomatic equivocation and verbiage. His move to welcome Chinese President Xi Jinping and his wife Peng Liyuan at an Ahmedabad hotel was a first of its kind gesture — just as was the prime minister flying down to another state to receive a visiting dignitary. But the charm
offensive that followed was even more striking as Modi played the perfect host to Xi, taking him personally to every room of the Sabarmati Ashram and later strolling and chatting with him along the colorful Sabarmati Riverfront. Yet, Modi did not mince his words when it came to telling Xi that his soldiers were creating trouble for India at the border. “Even such small incidents can impact the biggest of relationships just as a little toothache can paralyze the entire body,” he is reported to have told Xi, using an apt imagery to describe a painful situation. The prime minister, whose speech delivery makes for compelling listening, speaks with elan in Hindi even at diplo-
matic meets with his speeches translated into English. And yet he has his audience paying attention to his every word. A good example was his August 15 address to the nation that had most of the diplomatic corps gathered at Red Fort, listening keenly to what he had to say, as he made his short, but emphatic appeal – “Come, Make in India”. Prime Minister Modi’s diplomatic speeches are clear and direct — minus any hyperbole, and are in simple words that people can follow easily — in keeping with his style of political speeches. In Japan, when he addressed a joint press interaction with Prime Minister Shinzo Abe in Tokyo, Modi spoke of the elevation of bilateral ties from a Strategic

ew York City on September 21 was the scene of a huge and colorful demonstration against climate change with more than 3,00,000 people turning out as part of an international initiative to raise awareness about the dangers of global warming. Preliminary estimates given by organizers said that 310,000 people showed up for the peaceful march, making it one of the largest protests ever held in the Big Apple and certainly the largest in history on climate change. Attending the huge gathering were representatives of ecological groups, unions and New York communities, as well as whole families and citizens of all ethnicities, nationalities and economic circumstances, joining together in a huge street party bringing bright colors, handlettered signs and assorted musical rhythms to the city streets. Among those on hand for the march was Graciela Arias, a Kuna Indian dressed in traditional style from Panama’s Caribbean archipelago of San Blas, who spoke with Efe while she rested on a curb after the march. She wanted to join the march, along with others from San Blas, to express her concern about climate change, having noticed that the higher and higher tides presumably caused by global warming are flooding some of her archipelago’s

Rajiv Gandhi was assassinated by a Tamil Tigers suicide bomber at Sriperambudur in Tamil Nadu on May 21, 1999, while campaigning for the general elections. He had become a target after sending in the Indian Peacekeeping Force into Sri Lanka in 1987 for disarming the Tigers, who were engaged in a brutal civil war in the island nation. Modi made it clear that civil services must behave. He also put confidence in them, telling them to do their job without fear and favor. He has quickened the pace of decisionmaking by reducing layers,” Prabhat Kumar told IANS. He said Modi had made his intentions clear in terms of policy by laying emphasis on sanitation and the need to boost rural and urban infrastructure. “He has reviewed the perfor-

Kumar said the Modi-led National Democratic Alliance government should make a “rigorous review” of the previous government’s programmes, including the rural employment guarantee scheme and the rural health mission. At the same time, he felt that the government’s move to replace the Planning Commission had been announced in a hurry and the homework for an alternative mechanism was only now being done. Former cabinet secretary T.S.R. Subramaniam said that Modi had inherited issues from the past and was not starting from a scratch. “His head is in the right place. His heart is also in the right place,” Subramaniam told IANS. He said Modi has “galvanized the bureaucracy in Delhi”. “In 100 days, I am seeing much more than expected. The design is very much there. The foundation is being done. In the next 100 days, the ground floor will take shape,” said Subramaniam, who was cabinet secretary during 1996-98. While Modi has laid thrust on cooperative federalism with the states and the center working as a team, hooting of some opposition chief ministers in his presence at government events has created some suspicions and acrimony. day after the NDA government celebrated the best economic growth figures in over two years, Finance Minister Arun Jaitley pledged more action to boost economic activity, including the rollout of a disinvestment plan, a push for GST and the passage of the insurance Bill. Submitting a report card on the first 100 days of the NDA government, Jaitley said he expected GDP growth to be higher than the 5.7 percent clocked in the three months till June due to a series of steps taken by the government. “The economy is turning around, investor confidence is improving and inflation is moderating as a result of recent government decisions to relax FDI norms and push manufacturing. The manufacturing curve has turned, services sector is looking up and inflation has by and large moderated,” Jaitley said. “With the longterm impact of all the initiatives we

Inflation was on a downward trend and Jaitley was more confident of meeting the tough fiscal deficit target of 4.1 per cent set in the Union Budget. “My confidence today of achieving this target is much more,” he said while addressing a news conference with several top secretaries. The GDP numbers announced for the first quarter of 2014-15 were the highest in nearly twoand-half years. The easing of foreign investment caps in defense and railways, the move to open up the insurance sector, faster decision-making, a special mechanism to resolve tax disputes and steps to increase investment in manufacturing and infrastructure reflected the government’s pledge to turn around the economy, he said. We wanted to expand economic activity, hasten decision making, ease doing business in the country and open up significant sectors while maintaining social sector expenditures in most areas. The new government was clear about the direction in which it was to move,” the finance minister fur-
ther said. Jaitley said the government would soon roll out a disinvestment plan, push the Goods and Services Tax (GST) and try to get the insurance bill passed in the winter session of parliament. However, the Centre would be unable to keep too many products
out of the ambit of GST as demanded by states and talks will be held with chief ministers to resolve the matter, he said. An Empowered Committee has expressed an opinion that certain items should be kept out, he added. “Now too many items cannot be kept out because the larger object itself could get defeated. I am individually discussing with CMs who raised some issues regarding GST,” Arun Jaitley said, adding that an early development of a constitutional framework is the government’s priority. States have been demanding the
exclusion of more products, including liquor, tobacco and petroleum, from the ambit of GST, which is intended to remove tax structural flaws. The states are in the process of harmonizing exemption lists of the states and the Centre, which have 96 and 243 items, respectively. The concerns of states mainly relate to loss of revenue and fiscal autonomy. Once the GST comes into effect, it will include indirect taxes like excise duty and service tax at the central level and Value Added Tax (VAT), besides local levies imposed by states.

Jaitley hoped the government will be able to move towards larger consensus on the GST legislation. The GST Constitutional Amendment Bill, which was introduced in the Lok Sabha in 2011, has lapsed and the NDA government will be required to come up with a fresh Bill. Earlier, Jaitley had said the government will try to bring in the new GST bill in the winter session of Parliament. Jaitley said there has been a moderation in inflation. “But the weak monsoon does pose a challenge.” The Finance Minister also said, “With our pro-active approach, we have been able to contain the prices of essential vegetables to a large extent, which usually move up due to seasonal factors.” Asked if the RBI should reduce the interest rate to boost growth, he replied: “Left to myself, I would say very soon. I hope that those who decide are also listening.” On the issue of Central Sales Tax (CST), Jaitley said states unanimously expect CST compensation must be paid to them. “The same has not been provided for. We are also clear that we will have to start the process of paying them CST compensation. I am conscious that we will try and take some steps as soon as our affordability itself increases,” the Finance Minister said. With regard to norms for blacklisting arms companies facing corruption charges, Jaitley, who is also the defense minister, said: “There are a large number of firms which have been black-listed. Now that upholds consideration of probity but that narrows our buying options, which can affect our security preparedness.” Meanwhile, Prime Minister Narendra Modi has said India has a chance to rise again as a global economic power and for that India has to remain India in every sense and, he said. India and China, he said, have grown at similar paces over the last five or ten centuries — their contributions to global GDP rising in parallel, and falling in parallel.

rime Minister Narendra Modi has said he had a clear road map to channelize the immense capability of Indians, and refused to be drawn into comparisons with China even as he stressed there was need to have faith that the neighboring country would accept global laws. In an exclusive interview to CNN’s Fareed Zakaria, telecast in its entirety on September 21, Modi said India had a chance to rise to its glory of the past. He said the present era belonged to Asia. He laid stress on education of girl child, on winning trust of people through his actions and revealed he derived pleasure from his work. Modi, in his first interview since becoming prime minister in May this year, also spoke of the benefits of yoga in integrating mind and body. In the interview, parts of which were released on September 19, Modi, who spoke in Hindi, said the Indian Muslims will live and die for India and the Al Qaeda is “delusional” if it thinks Indian Muslims will dance to its tunes. The Prime Minister also said that it was possible for the two countries to develop a genuine strategic alliance. Asked if India will be the next China and grow consistently at 8-9 percent, he said that India does not need to become anything else but remain itself. “India must become only India. Though he made the remarks in context of concerns among China’s
neighbors over maritime disputes, there is concern in New Delhi over reported intrusion by Chinese troops in the Ladakh region of Jammu and Kashmir. Refusing to be drawn into comparisons with China, Modi said high growth can be achieved through democracy. On Ukraine and about Russia’s annexation of the Crimea, he said all efforts should be made to sit together and talk to resolve problems. To a query about violence against women, he said the dignity of women was a collective responsibility. Asked what he would like people to say after his first year in office, Modi said that faith of people should not break. “If I can win the confidence of the people of India, not from my speeches but by actions, then the power of 1.25 billion Indians will come together to take the country forward,” he said. On how he relaxed, the prime minister said he was not the “notworking” type and derived pleasure from his work. He said he was thinking of something new every moment and drew pleasure in governance, in doing new things and bringing people together. He said he has always advised everyone to make yoga a part of their lives. “Sometimes, we notice our mind works on one thing, the body on another, and time brings us in conflict. Yoga synchronizes the heart, the mind, and the body,” he said.

Modi arrives in New York on September 26 and would address the UN General Assembly on September 27 afternoon which would be his first global speech to an audience of nearly 200 world leaders and foreign ministers. He is to address the Indian American community the following day at Madison Square Garden, which is being billed as a major event to be telecast live. On September 28, Modi is to attend a private reception hosted by Indian ambassador to the UN Asoke Mukerji and on the following day is to fly to Washington to meet leaders of the U.S. Congress, India Caucus. Two major American firms — Electro-Motive Diesel (EMD) and General Electric — have been shortlisted for the manufacture in PPP (public-private partnership) mode of heavy locomotive engines. The two firms have been shortlisted from among many other global companies, including German, Indian Railways spokesperson Anil K. Saxena told IANS. The shortlisting of the firms has proceeded from the Request for Quotation (RFQ) to the Request for Proposal (RFP), which is the financial bidding stage. The two firms have cleared the qualification stage, Saxena added.
Modi during his U.S. trip will be discussing railway infrastructure expansion with Washington, an official source told IANS. On the table is a proposal for advanced locomotives and freight car technology, the source added, declining to be identified. According to Saxena, India is planning to jointly manufacture locomotives in PPP mode in two locations in Bihar at Madhepura for electric locomotives and at Marhaura for diesel locomotives. “The Madhepura unit will be for manufacturing 12,000 horsepower locomotives meant for dedicated freight corridors,” the official added. Gabbard, the first practicing Hindu American in the Congress who took her oath on the Bhagwad Gita, had spoken to Modi after his victory in the general election and congratulated him and the Bharatiya Janata Party (BJP). In a statement prior to his departure for the U.S., where he would address the UN General Assembly (UNGA) in New York and later travel to Washington for the summit with Obama, Modi said he views the US as a “vital partner for our national development”. here are two different films tucked away into this one big under-cooked biryani of
a film. Daawat-e-Ishq is not as inviting as the title or the film’s promotional events suggested. Food is important to the plot, yes. And hats off to writer-director Habib Faisal for tempering the texture of the tale with a culinary flavor. You wish food were the driving force in this freewheeling tale of love during the times of biryani. But no, this is not really a film about food. It’s about a Muslim girl’s search for a life beyond finding a suitable match...
At least that is what the plot seems to suggest. Faisal’s special gift as a filmmaker is to portray the Indian middleclass in all its squalid glory. He doesn’t sweep the murk under the threadbare carpet. He takes on the
squeeze into an arranged marriage. Anupam Kher and Parineeti Chopra are so convincing as father and daughter looking for a suitable groom that you tend to forgive the film’s aggressive indiscretions that prop up prominently and intrusively in the second-half. As the plot progresses, it is tragic to see the film’s early excellence fall apart piece by piece to reveal a plot with little character accommodating characters with a big plot up their sleeve. Performance-wise Parineeti and Anupam are a delight. Parineeti again proves herself a natural-born scene-stealer. . Aditya Roy Kapoor with his quirks guilt and the conflicts of the kohl-laden eyes and pseudo-Luc‘muddle class’ headlong. Till a certain point the narrative knowi drawl is a disaster. orld No. 5 Jitu Rai on September 20 emerged champion in the men’s 50 meter pistol event to give India its first and only gold till now from the 17th Asian Games at the Orkneyan International Shooting Range here. Rai, who won the World Championship silver medal earlier this month to book the Olympic berth, shot a total of 186.2 in what was a rollercoaster final round. He had fired 559 in the qualification round to finish seventh Squash player Saurav Ghosal won a historic silver as India notched up 12 medals with one gold till the fifth day morning in the 17th Asian Games on September 24. September 23 was an emotional day for Indian sports as Olympic champion Abhinav Bindra ended his shooting career with his first Asian Games individual medal, a bronze, and also inspired the 10 meter air rifle team to another bronze. In shooting, the 2008 Olympic champion Bindra, who on September 22 tweeted that this would be his last day as a professional, recorded a final score of 187.1 to take the third position as China finished one-two with Haoran Yang (209.6) clinching the gold medal and Yifel Cao (208.9) taking the silver. Talking about the final game Ghosal said: “It was pretty much a one-game little shootout. I was not under any pressure or any greater pressure than I was before the match.”

India won 8-0 against Sri Lanka in their opening match of the hockey tournament. Both the teams made a careful start and in the first quarter the focus was on the defense. It was early in the second quarter of the match that India secured a penalty corner and Rupinder splendidly converted it into a goal in the 18th minute. India will be play their third match against Pakistan on September 25.
