ndian Prime Minister Narendra Modi embarks on a landmark action-packed U.S. visit this week, beginning from September 27, with all his engagements combining symbolism and substance to reflect India’s priorities from political to strategic to business. Observers see a complete mood swing in the U.S. since Modi’s sweeping electoral victory with enormous optimism about where the India-U.S. relations could go particularly in the business sphere and among Indian diaspora. The very fact that three top members of President Barack Obama’s cabinet — Secretary of State John Kerry, Defense Secretary Chuck Hagel and Commerce Secretary Penny Pritzker — have visited India in quick succession is reflective of the change in sentiment about India. And that analysts said is changing perceptions about how the business looks at India under Modi, who has a business-friendly image given his record as Gujarat chief minister, and there is a beeline of businessmen and lawmakers for attending his meetings. In a discussion on the “100 days of Modi Sarkar” at the India International Centre, analysts and domain experts said the new government has brought a “sense of definitiveness” to the office of prime minister. “There was a consensus at the discussion that this government has brought a sense of definitiveness and determination to the office of prime minister,” said C Uday Bhaskar, strategic expert and director of Society for Policy Studies (SPS) that organized the roundtable discussion. “Though 100 days is a short time for any major change, there is a change in perception that this government has brought,” Bhaskar told IANS. Mohan Guruswamy, policy expert and Distinguished Fellow at the Observer Research Foundation, said there was a general “good feeling about this government. “We have a colorful prime minister... We have had enough philosophers and we need a warrior, that is what he is,” said Guruswamy.

Focus on work IN THE first Cabinet meeting chaired by Narendra Modi, the Prime Minister asked all his ministers to make their agendas for the first 100 days in office. Modi told his cabinet to focus on efficient governance, delivery and implementation of projects and to work closely with states.

s Prime Minister Narendra Modi completed 100 days in office, the overall sentiment of India Inc. was one of optimism, as the reversal of a perception of policy inaction with several meaningful steps on economic reforms have made the climate conducive for fresh investments and growth, stakeholders said. These 100 days, although a short span of time given the fiveyear tenure that an elected government in India is normally entitled to, has seen some brisk action in areas such as hiking foreign equity caps in defense and insurance, which are clear signals of a return of the liberalization era that was started in 1991 but perceivably lost steam in recent years. The stock markets also gave a thumbs up to the policy initiatives, with two key indices touching all-time highs, even as rating agencies that were on the brink of downgrading India’s sovereign ratings at the beginning of the year, today speak about revival and higher growth trajectory for the economy. Similarly, foreign funds, which were hesitant onlookers at the investment opportunities in Indian stocks till April, are back in business as net buyers. This sudden surge has already seen these funds investing $26 billion this year. If this pace continues, 201415 could well turn out to be a record year for inward foreign fund investments with $50 billion. “Investor sentiment is back as the new government has demonstrated high commitment to growth and reforms,” Ajay Shriram, president of the Confederation of Indian Industry (CII), a leading industry body, told IANS. “During our interactions with ministers and officials, we have found strong willingness to consider the industry’s views and take up out-of-the-box solutions,” Shriram said, adding: “We are confident that the pace of reforms would continue in coming months.” The various business confidence surveys conducted by independent agencies also suggest a revival in sentiments. Their broad findings are: a definite pick-up seen in demand, the return of new investment decisions and a definite move towards hiring.

His heart is also in the right place,” Subramaniam told IANS. He said Modi has “galvanized the bureaucracy in Delhi”. “In 100 days, I am seeing much more than expected. The design is very much there. Submitting a report card on the first 100 days of the NDA government, Jaitley said he expected GDP growth to be higher than the 5.7 percent clocked in the three months till June due to a series of steps taken by the government. “The economy is turning around, investor confidence is improving and inflation is moderating as a result of recent government decisions to relax FDI norms and push manufacturing. ther said. Jaitley said the government would soon roll out a disinvestment plan, push the Goods and Services Tax (GST) and try to get the insurance bill passed in the winter session of parliament. However, the Centre would be unable to keep too many products

out of the ambit of GST as demanded by states and talks will be held with chief ministers to resolve the matter, he said. An Empowered Committee has expressed an opinion that certain items should be kept out, he added. “Now too many items cannot be kept out because the larger object itself could get defeated. I am individually discussing with CMs who raised some issues regarding GST,” Arun Jaitley said, adding that an early development of a constitutional framework is the government’s priority. States have been demanding the

exclusion of more products, including liquor, tobacco and petroleum, from the ambit of GST, which is intended to remove tax structural flaws. The states are in the process of harmonizing exemption lists of the states and the Centre, which have 96 and 243 items, respectively. The concerns of states mainly relate to loss of revenue and fiscal autonomy. Once the GST comes into effect, it will include indirect taxes like excise duty and service tax at the central level and Value Added Tax (VAT), besides local levies imposed by states.

Jaitley hoped the government will be able to move towards larger consensus on the GST legislation. The GST Constitutional Amendment Bill, which was introduced in the Lok Sabha in 2011, has lapsed and the NDA government will be required to come up with a fresh Bill. Earlier, Jaitley had said the government will try to bring in the new GST bill in the winter session of Parliament. Jaitley said there has been a moderation in inflation. “But the weak monsoon does pose a challenge.” The Finance Minister also said, “With our pro-active approach, we have been able to contain the prices of essential vegetables to a large extent, which usually move up due to seasonal factors.” Asked if the RBI should reduce the interest rate to boost growth, he replied: “Left to myself, I would say very soon. I hope that those who decide are also listening.” On the issue of Central Sales Tax (CST), Jaitley said states unanimously expect CST compensation must be paid to them. “The same has not been provided for. We are also clear that we will have to start the process of paying them CST compensation. I am conscious that we will try and take some steps as soon as our affordability itself increases,” the Finance Minister said. With regard to norms for blacklisting arms companies facing corruption charges, Jaitley, who is also the defense minister, said: “There are a large number of firms which have been black-listed. Now that upholds consideration of probity but that narrows our buying options, which can affect our security preparedness.” Meanwhile, Prime Minister Narendra Modi has said India has a chance to rise again as a global economic power and for that India has to remain India in every sense and, he said. He laid stress on education of girl child, on winning trust of people through his actions and revealed he derived pleasure from his work. Modi, in his first interview since becoming prime minister in May this year, also spoke of the benefits of yoga in integrating mind and body. In the interview, parts of which were released on September 19, Modi, who spoke in Hindi, said the Indian Muslims will live and die for India and the Al Qaeda is “delusional” if it thinks Indian Muslims will dance to its tunes. Two major American firms — Electro-Motive Diesel (EMD) and General Electric — have been shortlisted for the manufacture in PPP (public-private partnership) mode of heavy locomotive engines. The two firms have been shortlisted from among many other global companies, including German, Indian Railways spokesperson Anil K. Saxena told IANS. The shortlisting of the firms has proceeded from the Request for Quotation (RFQ) to the Request for Proposal (RFP), which is the financial bidding stage. The two firms have cleared the qualification stage, Saxena added.

On the table is a proposal for advanced locomotives and freight car technology, the source added, declining to be identified. here are two different films tucked away into this one big under-cooked biryani of

a film. Daawat-e-Ishq is not as inviting as the title or the film’s promotional events suggested. Food is important to the plot, yes. And hats off to writer-director Habib Faisal for tempering the texture of the tale with a culinary flavor. You wish food were the driving force in this freewheeling tale of love during the times of biryani. But no, this is not really a film about food. It’s about a Muslim girl’s search for a life beyond finding a suitable match...

At least that is what the plot seems to suggest. Faisal’s special gift as a filmmaker is to portray the Indian middleclass in all its squalid glory. He doesn’t sweep the murk under the threadbare carpet. He takes on the

squeeze into an arranged marriage. Anupam Kher and Parineeti Chopra are so convincing as father and daughter looking for a suitable groom that you tend to forgive the film’s aggressive indiscretions that prop up prominently and intrusively in the second-half. As the plot progresses, it is tragic to see the film’s early excellence fall apart piece by piece to reveal a plot with little character accommodating characters with a big plot up their sleeve. Performance-wise Parineeti and Anupam are a delight. Parineeti again proves herself a natural-born scene-stealer. . Aditya Roy Kapoor with his quirks guilt and the conflicts of the kohl-laden eyes and pseudo-Luc‘muddle class’ headlong. Till a certain point the narrative knowi drawl is a disaster.
