US-Cuba thaw a tectonic shift in international ties AMIT DASGUPTA, NEW DELHI

C

rafted in extreme secrecy and brokered by Pope Francis, the thaw in USCuba relations is a tectonic shift in international relations and quite possibly the boldest initiative of 2014. So stunning and unexpected was the announcement that its implications are yet to be fully fathomed. In India, not surprisingly, the self-absorbed media all but neglected to report the historic event. The details of the thaw were being negotiated, even as President Vladimir Putin visited Cuba in July 2014 and entered into a series

of new agreements to further bolster Moscow-Havana links. These included the reopening of the former Soviet base in Lourdes that had been mothballed in 2001,

and could be used as a listening post for US maritime activity across the Straits. Cuba apparently agreed to also allow Moscow to establish a GPS on the island, as

part of a space cooperation programme. When the news of the historic rapprochement broke, a stunned Moscow reacted as best as it could, with Russian Deputy Foreign Minister Sergei Ryabkov welcoming the announcement. For cashstrapped Moscow, there appeared little else it could do. There is increasing speculation that the development could see the erosion of Moscow’s influence on Havana. Castro, however, made it clear to Washington that the thaw would not result in a change in either the regime in Havana or in the political or economic system.

Delhi goes to elections The elections announced almost an year after Arvind Kejriwal of the Aam Aadmi Party (AAP) resigned as chief minister leading to President’s rule in New Delhi IANS, NEW DELHI

he much-awaited assembly elections in Delhi would be held on February 7 and the results announced three days later, the Election Commission announced as main players BJP, AAP and Congress expressed confidence of winning. The polls were announced almost an year after Arvind Kejriwal, of the Aam Aadmi Party (AAP), resigned as chief minister leading to President’s rule in the national

capital. “Polling would be held on February 7 and the counting would take place on February 10,” Chief Election Commissioner V.S. Sampath told the media here. The last date for filing nomination of candidates will be on January 21 and they could withdraw from the contest by January 24, he said. Delhi has a 70-member legislature. Welcoming the announcement of the election dates, the Bhartiya Janata Party (BJP), the AAP and Congress expressed confidence over the performance. “The BJP welcomes the commis-

NEW DELHI: In a setback to filmstar Salman Khan, the Supreme Court set aside the Rajasthan High Court order putting on hold his conviction in the blackbuck hunting case. An apex court bench headed by Justice S.J. Mukhopadhyay remanded the matter back to the high court for fresh consideration. Pronouncing the verdict, Justice Mukhopadhyay said the filmstar could tell the court that he would

suffer irreversible damage if his conviction is not stayed and he is eventually acquitted. The court said that the Rajasthan government at the same time could argue that no irreversible damage which cannot be undone would be caused if his conviction is not stayed. The Rajasthan High Court had put on hold Salman’s conviction on his plea that it was coming in his way to get visa to travel to England. Salman’s sentence has already been put on hold by the high court that also suspended his conviction Nov 12, 2013. Salman Khan, Sonali Bendre, Tabu, Neelam and others were accused of hunting the protected blackbuck in Rajasthan during the shooting for the film Hum Saath Saath Hain. Salman was convicted by a trial court April 10, 2006m, under the Wild Life (Protection) Act and was awarded five years’ jail and a fine of `25,000. The sessions judge on August 24, 2007, upheld his conviction and sentence as it dismissed his appeal against the trial court order. The Rajasthan High Court by its order of August 31, 2007, suspended his sentence, and Nov 12, 2013, suspended the order of conviction as it came in the way of Salman’s foreign travels.

Is Sekhar Basu new DRDO chief? IANS, NEW DELHI

uclear scientist Sekhar Basu is likely to be named the new DRDO chief replacing Avinash Chander, government sources said on January 14. A notification was issued by the government terminating the services of Chander, who has headed the Defense Research and Development Organization (DRDO) since June 2013. Chander, widely known as the man behind the Agni series of missiles, retired from his post on November 30 last year and has since continued on contract. Basu,

Later, Defence Minister Manohar Parrikar said that it was on his recommendation that DRDO chief Avinash Chander’s term was ended. “I recommended that a person on contract should not be occupying such a senior position. There is no controversy here,” he said. “The tenure of DRDO chief would normally have ended in November but the previous cabinet had approved a three-year extension to his term, with the additional years being on contract,” Parrikar told reporters.

elped along by falling oil prices and by lower interest rates in developed countries, India’s economy is expected to grow by seven percent next year and these two factors can be a game-changer if the nation were to seize the opportunity to implement fiscal and structural reforms, World Bank Chief Economist Kaushik Basu said Tuesday. As for this year, Indian economy is expected to grow by 6.4, according to two separate projections

released by the Bangkok-based UN Economic and Social Commission for Asia and the Pacific (ESCAP) and the Washington-based World Bank, which also predicted a 7 percent increase in 2017.

Overall, Basu painted a dim picture of the global economy facing a “stalled recovery in some highincome economies and even some middle-income countries” but said “there are some silver linings behind the clouds.” “The lower oil price, which is expected to persist through 2015,” he said, “is lowering inflation worldwide and is likely to delay interest rate hikes in rich countries. This creates a window of opportunity for oilimporting nations, such as China and India; we expect India’s growth to rise to 7 percent by 2016.”

rime Minister Narendra Modi on January 8 said every NRI is like a “shakti” and if the strength of the entire diaspora can be consolidated, it could become a driving force for India’s progress. Addressing the inauguration of the 13th Pravasi Bharatiya Divas here, the world’s largest annual gathering of people of Indian origin, Modi also said that he has fulfilled his promise to the diaspora of merging the Persons of Indian Origin (PIO) and Overseas Citizenship of India (OCI) cards. He exhorted the diaspora to come and contribute to India’s success in any way possible, including knowledge, expertise or skills. He mentioned in particular, the Namaami Gange project to clean River Ganga, and said 40 percent of India lived by and survived on the river. He said he was sure all NRIs would be inspired to contribute to this cause. Modi said the world is ready to “embrace India” and cited as an example the fact that his proposal at the UN to institute an interna-

Sachin Tendulkar to run alongside Kerala governor THIRUVANANTHAPURAM: Sports lovers in Kerala will have an opportunity to watch cricket legend Sachin Tendulkar run alongside Governor P.Sathasivam and Chief Minister Oommen Chandy in a marathon being held across the state January 20. The marathon titled Run Kerala Run is intended to popularize the upcoming 35th National Games (Jan 31-Feb 14) that will be held at 30 venues across seven districts of the state. Tendulkar is the goodwill ambassador of the Games. According to state’s Sports Minister Thiruvanchoor Radhakrishnan, the event’s highlight, however, would be the participation of a 95-year-old retired school teacher. “Each group would run around 500 meters. The highlight of the event is that the oldest participant would be 95year-old Chellama, a retired school teacher, who will run at the school she studied in Kottayam,” the minister told reporters here Tuesday. “The governor will first flag off the run here in front of the state secretariat and then join the run which will culminate about 500 meters at the Central Stadium. Then we will have a meeting too,” he said. Radhakrishnan said the event would be held across the length and breadth of the state and probably be the biggest mass run ever held. It is to be held across 7,000 points in Kerala for which 14 district collectors are coordinating. “The response has been tremendous and this is certainly going to enter the Guinness World Records,” said Radhakrishnan. She said that 1,225 strategic partnerships were signed during the biennial summit, the biggest one so far. t may sound bizarre but the defeat of Mahinda Rajapaksa in Sri Lanka’s presidential battle is a huge slap for LTTE supporters who had called for an election boycott by Tamils. Hardcore supporters of the militarily vanquished Liberation Tigers of Tamil Eelam (LTTE) in the West wanted Tamils living in the north and east of the island to stay away from the January 8 election. According to them, both Rajapaksa and his main challenger Maithripala Sirisena were SinhaleseBuddhists, and electing either made no sense from the Tamil point of view. This was the same line the LTTE took in the 2005 presidential election when it ruled vast areas of Sri Lanka’s north and east. The LTTE then said that there was nothing for the Tamil community to choose between Rajapaksa and Ranil Wickremesinghe though the latter had signed a peace deal with the Tamil Tigers in 2002. One was a cobra, the other a python, the LTTE had argued. Fearing the LTTE’s wrath, Tamils living in its sprawling zone across the north and east of Sri Lanka boycotted the polls, helping then prime minister Rajapaksa to narrowly edge

party in parliament which in 2005 acted like the LTTE’s mouthpiece, decided to support Sirisena, who became the joint opposition candidate. This irked the pro-LTTE lobby, dominantly present in Western countries. Tamil diaspora leaders in the LTTE mould charged the TNA with betraying the Tamil people. A handful of TNA personalities took the same line. The Indian government advised the TNA leadership not to

boycott the presidential election. In any case, there was widespread anger within the Tamil masses in the north and east of Sri Lanka over the way thousands among them were killed in the final stages of the war that crushed the LTTE in May 2009. The fact that the Rajapaksa brothers who governed Sri Lanka did nothing tangible to heal their wounds combined with the TNA’s call to defeat Rajapaksa sent hun-

dreds of thousands of Tamils to polling centers on January 8. That single act sealed Rajapaksa’s fate and propelled Sirisena to power. In the final analysis, Rajapaksa still managed to retain, by varying margins, most Sinhalese-dominated areas in the western, central and southern parts of Sri Lanka. Had the pro-LTTE line prevailed, Rajapaksa would still be the president of Sri Lanka.

ISLAMABAD: An anti-terrorism court (ATC) in Pakistan’s Quetta city has indicted former president Pervez Musharraf in a case related to the murder of Balochistan leader Nawab Akbar Khan Bugti in 2006, Dawn reported. Despite the ATC’s repeated orders, the former military dictator did not appear in the court Wednesday. In the court, Musharraf’s counsel Zeeshan Cheema submitted a medical report and requested an exemp-

tion from appearance for the former president. Counsel said Musharraf was undergoing back pain and therefore he would be unable to appear in the court. Turning down the request, the court ordered the indictment of Musharraf, former interior minister Aftab Ahmed Khan Sherpao and former home minister of Balochistan Mir Shoaib Nowsherwani in the Baloch leader’s murder. The court, however, said Musharraf would be granted exemption from appearance in the court only after the medical board would apprise it about the former army chief’s health. The hearing of the case was subsequently adjourned to February 4. Bugti was killed in August 2006 in an explosion in a cave where he had taken refuge during a military crackdown ordered by Musharraf, who was then the country’s president.

he New York City Police Department (NYPD) and other law enforcement personnel responded to a threat from the Sunni militant group Islamic State (IS) after someone re-released an old message that tells followers to “rise up and kill law enforcement officers”. The threat specifically named the US, France, Australia and Canada as targets, CNN reported. NYPD employees were told in an internal memo to “remain alert and consider tactics at all times while on patrol”, especially in light of the attacks in France last week. The Federal Bureau of Investigation and the US Department of Homeland Security issued a similar bulletin to law enforcement agencies across the country. He even decides to sue them when his shop is destroyed by an earthquake and the insurance company won’t compensate him because it’s an “act of god”. But you can’t watch Gopala Gopala with such expectations because it successfully reproduces scenes and characters from the original as though remaking is misunderstood as copying frame-to-frame.

AU CLAIRE, WI -- Law enforcement officials and school administrators in Eau Claire are warning parents and students about an LSD-type drug making its way into western Wisconsin. Local police say one adult and several juveniles were recently in possession of the drug commonly called N-bomb at North High School. Authorities say it’s the first time they’ve seen the drug in Eau Claire. KMSP-TV reports school administrators say the compound drug is a type of synthetic “acid” that’s abused by applying the liquid form to blotter paper. School officials in Lakeville, Minnesota, issued their own warning about the dr ug in November. The school district sent a letter to families warning that N-bomb was being distributed in Minnesota high schools. Authorities say the drug took the life of 17-year-old Tara Fitzgerald of Woodbury, Minnesota earlier last year.

At 11.55 pm on December 31, the Ram Dhun was chanted by all the devotees present in the hall with enthusiasm to bid goodbye to 2014 and to welcome 2015. At midnight, all the devotees greeted each other and sweets were distributed to all as Prasad by temple priest. An unprecedented number of devotees visited the temple and celebrated the New Year with the bhog of Akhand Ramayan Path. As usual, Subhash Sharma took the responsibility of the Path. ADISON, WI – The Madison police say a 14-year-old Jefferson Middle School student was taken into custody after he set another student’s hair on fire during lunch Monday. Witnesses told the police the suspect walked up behind the victim and used a lighter to ignite the girl’s ponytail. According to the police report, the suspect then patted the flames out and left. They say the victim was not injured and was unaware of what had happened. The teen was taken to the Juvenile Reception Center on a tentative charge of 2nd Degree Reckless Endangerment.

ALLAS (TX) -- Masked men drove a pickup through the front window of a 7-Eleven early on January 12 and made off with the cash machine inside. The Dallas police said the burglary happened about 4:30 a.m. at the convenience store in the 5700 block of Skillman Street. Three men crashed the stolen pickup through the window and quickly loaded up the ATM. They fled in 30 seconds flat, the shakenup clerk told the police. The police later found the pickup and emptied ATM abandoned a few blocks away in the 6400 block of Fisher Road.

Student pleads guilty to causing bomb scare

OLUMBUS (OH) -- Amer Ahmad, a former deputy treasurer, has been sentenced to 15 years in prison for his role as lead conspirator in a kickback scheme at the state treasurer’s office. Ahmad pleaded guilty last year in federal court to bribery and conspiracy charges, though he fled to Pakistan to avoid punishment. Co-defendant Joseph Chiavaroli was also sentenced recently to an 18-month prison term. Chiavaroli, a mortgage broker from Chicago, pleaded guilty last year to conspiracy to commit money laundering. Ahmad was arrested in Pakistan in April holding a forged Mexican passport, a fraudulent Pakistani birth certificate, a false Pakistani visa and $175,000. He remains jailed there on immigration violations and was sentenced on December last in absentia. Ahmad’s attorney in Ohio, Karl Schneider, said he had sought a ten-year sentence for his client. He said Ahmad would begin serving his time if or when he returns to the United States. “It’s a sad situation all around,’’ he said. Ahmad worked for two Democratic

AN ANTONIO , TX-- A college student from Saudi Arabia has pleaded guilty to forcing his way onto San Antonio’s Fort Sam Houston in an incident in which he claimed he had a bomb. Mutasim Abdul-Aziz H. Alati (24) has pleaded guilty to a felony charge of evading detention with a vehicle and illegal entry onto a military base, a misdemeanor. A federal judge sentenced him to time served. The November 23 incident prompted a four-hour lockdown. No bomb or explosives were found. Alati was a University of the Incarnate Word student at the time. His visas were revoked and court documents said he would be accompanied by FBI agents on his trip back to Saudi Arabia.

After inheriting more than 2,500 cases that built up during the previous administration, the Governor continues to make significant progress acting on clemencies. Sunbathing may affect fertility New finding shows that increased ultraviolet (UV) radiation during years of high solar activity had an effect across generations IANS, LONDON

orwegian researchers have found that children born in years with lots of solar activity had a higher probability of dying compared to those who were born in the years with less sunlight. On average, the lifespan of children born in years that had a great deal of solar activity was 5.2 years shorter than other children. The largest difference was in the probability of dying during the first two years of life. “There are probably many fac-

tors that come into play but we have measured a long-term effect over generations. The conclusion is that you should not sunbathe if you are pregnant and want to have a lot of grandchildren,” said lead researcher Gine Roll Skjaervoe from the Norwegian University of Science and Technology’s (NTNU) department of biology. The team also found that children who were born in years with lots of sunshine and who survived were also more likely to have fewer children, who, in turn, gave birth to fewer chil-

dren than others. The finding shows that increased ultraviolet (UV) radiation during years of high solar activity had an effect across generations.

For the findings, Skjaervoe studied church records from the period 1750-1900 involving 9,000 people. Skjaervoe used information on the number of sunspots as an indication of the amount of UV radiation in a given year. The number of sunspots reaches a maximum every 11 years on average, which results in more UV radiation on Earth during years with high sunspot and solar activity. UV radiation can have positive

effects on human vitamin D levels but it can also result in a reduction of vitamin B9 (folate). It is known that low folate levels during pregnancy are linked to higher child mortality. The study also showed that families from the lowest socioeconomic groups were most affected by UV radiation. Women who worked in the fields were more exposed to the sun than other women. In many cases they also had a poorer diet. The interesting study appeared in the journal the Proceedings of the Royal Society B.

In contrast, a neutral expression or any other expression other than a smile, black hair, short hair, a hat, and/or sunglasses are less likely to elicit friendship intentions. An avatar is typically an image that represents the self in the virtual world. Avatars allow individuals to express or suppress various physical or psychological traits in a digital world. Previous research has shown that individuals typically choose and prefer avatars perceived to be similar to themselves. In the first phase of the study, participants created customized avatars and in the second phase of the study a different set of participants viewed and rated the avatars created in the first phase. The researchers found that when rating avatars created by females, perceivers tended to rate them as being more contentious and open, even after taking into account the creator’s

actual traits. Based on previous studies, the researchers expected to see individuals relying on gender associations to inform their personality judgments. Surprisingly, avatar gender did not influence judgments in typical gender stereotypic directions. “One possibility is that digital contexts activate different gender stereotypes than in real-world contexts, but more research is necessary to explore this,” said lead researcher Katrina Fong. Outgoing and sociable individuals tend to create avatars that communicate their personality. “People who are more agreeable and more typical of the general population in personality tend to create avatars that elicit friendship intentions of others,” added Fong.

parts,” said lead author Rosalba Hernandez, a professor of social work at the University of Illinois. “This association remains significant even after adjusting for socio-

demographic characteristics and poor mental health,” Hernandez added. The study examined associations between optimism and heart health in more than 5,100 adults. Participants’ cardiovascular health was assessed using seven metrics: blood pressure, body mass index, fasting plasma glucose and serum cholesterol levels, dietary intake, physical activity and tobacco use. People who were the most optimistic were twice as likely to have ideal cardiovascular health, and 55 percent more likely to have a total health score in the intermediate range, the researchers found.
