‘Stronger India-US ties must for world peace’ In his first trip to India after the formation of the new government in New Delhi, US Defense Secretary Chuck Hagel calls for stronger defense cooperation between India and the US IANS, NEW DELHI
U
nited States Defense Secretary Chuck Hagel on August 9 called for stronger defense cooperation between India and the U.S., and said Washington was supportive of India playing a larger role in regional security. In a talk at the silver jubilee function of the Observer Research Foundation (ORF) here, Hagel referred to ties with China and said both India and the U.S. should “avoid traps of rivalry” in their ties with Beijing. He invited India to an expanded trilateral cooperation with the U.S. and Japan and said that bureaucratic red tape should not be allowed to hamper their expanded defense cooperation. “A stronger U.S.-India partnership is critical for sustained peace and prosperity around the globe. U
nited States President Barack Obama on August 7 signed into law a landmark bill to help veterans avoid long waits for health care. The act came months after revelations of “inexcusable misconduct at some veterans’ affairs health care facilities,” the U.S. president said. Since April, the veterans’ healthcare scandal triggered by a hospital run by the department where 40 veterans allegedly died while waiting for treatment, has revealed broad and deep-seated problems in
the sprawling health care system, which provides medical care to millions of veterans annually. The scandal prompted the resignation of veteran affairs department secretary Eric Shinseki in late May.

These things headline the convergence of interests of our two nations”. “U.S.-India defense cooperation is top priority,” he said, adding that the Defense Trade and Technology Initiative (DTTI) was the “centerpiece of our defense cooperation, and I am committed to enhancing it”. He said he was looking forward to the next meeting of the defense framework agreement to replace the 10-year defense agreement that is due to expire next year. Hagel said there were several proposals that would transfer technology and production expertise to India, including a plan for the U.S. and India to co-produce and codevelop the Javelin anti-tank missile. On India’s expanded role in South Asia and the region, he said: “As India expands its own security role in South Asia and through the Pacific, the U.S. will continue to encour-

rime Minister Narendra Modi told United States Defense Secretary Chuck Hagel that he looked forward to his visit to the U.S. in September that would provide “an opportunity to see how the world’s oldest democracy and the world’s largest democracy can build a partnership for peace, stability and prosperity in the world”. “The prime minister welcomed the sustained high-level engagement by the United States with the new Government in India,” a statement from the Prime Minister’s Office said. During the talks, Modi expressed
concern about the deteriorating situation in Iraq and its potential implications for the region, where India has vital stakes. Hagel briefed Modi on the announcements by President Obama on the steps that the US plans to take to deal with the situation, the statement said. Modi also noted that early completion of the presidential election process in Afghanistan and a smooth transition of power is essential for sustaining progress towards peace, stability, democracy and development in that country. They also discussed their shared interest in peace and stability in the wider Asia-Pacific region.

F
ormer United States Secretary of State Hillary Clinton, in an interview published on August 10, blamed President Barack Obama’s faulty foreign policy for the rise of Islamic militants in both Syria and Iraq. Talking to the Atlantic monthly, Clinton used harsh words to describe the failure that resulted from Obama’s decision to stay on the sidelines during the first phase of the Syrian conflict, where the opposition has been trying to topple President Bashar al- Assad, Xinhua reported. “The failure to help build up a credible fighting force of the people who were the originators of the protests against Assad — there were Islamists, there were secular-

ists, there was everything in the middle — the failure to do that left a big vacuum, which jihadists have now filled,” she said. Serving as the
top American envoy during Obama’s first term, Clinton is widely expected to make another run for the presidency and is seen as trying to distance herself from the president, whose foreign policy has been under sharp attack in recent months. The U.S. fighters and drones have launched air raids on targets of the Islamic State of Iraq and Syria (ISIS) in northern Iraq since Obama authorized the move to conduct humanitarian missions. Echoing some Republicans, Clinton said Obama lacked a strategy for confronting the threats posed by Islamic militants. “Great nations need organizing principles, and ‘don’t do stupid stuff’ is not an organizing principle,” she said.

Pakistan waging proxy war: Modi Prime Minister Modi says Pakistan is sponsoring a proxy war against India as it has lost the capacity to fight a conventional war; Islamabad denies the charge SHEIKH QAYOOM, LEH (JAMMU AND KASHMIR)
I
n his first attack on Islamabad after taking office, Prime Minister Narendra Modi on August 12 accused Pakistan of waging a proxy war against India, saying this had killed more soldiers than the numbers killed in all wars since 1947. Making his second visit to Jammu and Kashmir in less than two months, Modi also vowed to take the country’s war against terrorism to “a logical conclusion”. Hopping from one venue to another before returning to the national capital, the prime minister announced `80 billion to build four major road projects in Jammu and Kashmir. Modi, who became prime minister in May, said Pakistan was sponsoring a proxy war against India as it
Jaswant Singh’s condition grave
NEW DELHI: Former union minister and expelled BJP leader Jaswant Singh continued to be in coma on August 13, with doctors describing his condition as “grave”. A statement issued from the Army Hospital (Research and Referral) said Jaswant Singh was “still in coma. On ventilatory support. Vitals stable. Condition continues to be grave”. The statement added that he had fever, “transient hypotension” (low blood pressure) and his condition was “slightly worse than yesterday (August 12)”. Earlier, Prime Minister Narendra Modi visited the former BJP leader on August 9. “Visited Jaswant Singh ji. Met his family and enquired about his health. I pray for his quick recovery,” Modi tweeted after meeting Jaswant Singh at the Army Hospital (Research and Referral) here.

had lost the capacity to fight a conventional war. “We have lost more soldiers during the proxy war than the country has during the conventional wars fought with Pakistan,” he said, refer-
ring to Islamabad-backed terrorism in Kashmir and other parts of India. Modi was addressing officers and soldiers posted at Siachen, the world’s highest battlefield, at Leh, the capital of mountainous Ladakh.

Islamabad rejects Modi’s accusation
JAMMU: Pakistan Rangers on August 13 opened fire at Indian positions on the international border in Jammu district, an official said. “Pakistan Rangers violated ceasefire in Arnia area in R.S. Pura late on August 12 and today (August 13) morning,” a police officer told IANS here. The officer said the Pakistan Rangers targeted three Border Security Force (BSF) posts — Pital Post, Kaku-de-Kothae and Tent Post.
ISLAMABAD: Pakistan on August 13 rejected Indian Prime Minister Narendra Modi’s accusation of Islamabad waging a proxy war against India, terming the statement as “most unfortunate”. A Foreign Office spokeswoman said Prime Minister Sharif’s visit to India for Modi’s swearing-in was in the spirit of wanting to establish good neighborly relations with India. The visit “generated a fresh momentum in the bilateral relationship”.
He later interacted with the soldiers. He said his government was committed to making India self-reliant in defense manufacturing, building a strong armed forces, and equipping them with modern arms and
technology. Terrorism, he said, was a global problem and “all humanitarian forces of the world should unite to fight it. India is committed to strengthening and uniting these humanitarian forces”.

ongress chief Sonia Gandhi on August 12 attacked the Narendra Modi government, saying the communal violence in Uttar Pradesh and Maharashtra were “created deliberately to divide our society”. The government rubbished the charges, and called them “baseless”. Speaking at the party headquarters in Thiruvananthapuram, she said: “Incidents of communal violence, especially in some states of the north like Uttar Pradesh, Maharashtra and some other states have increased in the 11 weeks since the new government came to power. “And it is something which is of great concern and worry to all of us. “During the UPA government, UPA I and UPA II, there were hardly any such incidents. But in a very short span, we have had nothing less than 600 communal violence incidents in UP and perhaps as many in Maharashtra. power all these communal incidents...,” she said. “...and what we believe and what is pretty clear in many instances is that these incidents are deliberately created to divide our society along religious lines,” Gandhi added. Her attack on the Centre came after her son and party vice president Rahul Gandhi slammed the government on the issue. He held an unprecedented noisy protest and also trooped to the Lok Sabha Speaker’s podium, demanding a debate on rising communal violence in Uttar Pradesh.
Apex court gets four new judges NEW DELHI: Justice Abhay Manohar Sapre, Justice R. Banumathi, Justice Prafulla Chandra Pant and senior advocate Uday Umesh Lalit on August 13 became the judges of the Supreme Court. They were administered the oath of the office by Chief Justice R.M. Lodha. With the four new judges, the existing strength of the apex court judges has gone up from 26 to 30. The apex court has a sanctioned strength of 31 judges. Before his elevation, Justice Abhay Manohar Sapre was the chief justice of Gauhati High Court.
New gas price by end-September NEW DELHI: The government on August 13 said it will come out with a new natural gas pricing formula by end-September that would take into account the interests of investors and the public. Petroleum Minister Dharmendra Pradhan told the Rajya Sabha that the NDA government had decided to review the gas pricing formula keeping in mind pub-
lic interest and the recommendations of the concerned Standing Committee of parliament. The new formula will be announced by September 30, the minister said replying to questions in the upper house. The existing gas price under the New Exploration Licensing Policy (NELP) was approved in 2007 and was to remain valid up to March 2014. Supreme Court now has 30 judges
Minister Ravi Shankar Prasad assured members that the government does not have any intention of interfering in the functioning of the judiciary. The law minister also moved an amendment to change the number of the constitution amendment bill from 121st to 99th, which was passed by the house. While the judicial appointments commission bill was passed by a voice vote, the constitution amendment bill was passed after a division, with 376 members voted in its favor. It is necessary for a constitution amendment bill to pass by a twothirds majority. The bills will now have to be passed by the Rajya Sabha before they are sent to the president for his assent, after which they become acts. The two bills seek to scrap the collegium system of appointing judges and set up a commission for this. The bills propose that the Chief Justice of India will head six-member National Judicial Appointments Commission, other members of which would be the law minister, two senior Supreme Court judges and two eminent people. A collegium comprising the prime minister, the chief justice of India and the leader of the single largest party in the Lok Sabha will select the two eminent people. One eminent person will be nominated from among the Scheduled Castes, Scheduled Tribes, OBCs, minorities or women.

Will Priyanka say yes to politics?
Priyanka Gandhi’s supporters turn to her when it seems clear that neither party president Sonia Gandhi nor vice president Rahul Gandhi is the answer to the organization’s travails AMULYA GANGULI, NEW DELHI
T
here is little doubt that by declining to join “active” politics, Priyanka Gandhi-Vadra will not only cause huge disappointment to her growing body of supporters in the Congress, but may also undermine the party’s chances of revival. To her followers, she represents the last and perhaps only hope of the party’s recovery following its demoralizing defeat in the AprilMay general elections. Accustomed to looking only at the Nehru-Gandhi family to lead them, Priyanka’s supporters evidently turned to her when it seemed abundantly clear that neither party president Sonia Gandhi nor vice president Rahul Gandhi was the answer to the organization’s travails. While Sonia Gandhi has been largely spared any direct criticism, except from writers of books on current affairs, Rahul Gandhi has been the target of considerable carping, ranging from being called a “joker” to being surrounded by rootless wonders with little understanding of Indian politics. However, there was a suggestion that both mother and son should take a two-year sabbatical, an unusual observation in a party which has acquired the reputation of being run like a feudal household with its retinue of servile courtiers. This was also the closest any party member had ever come to saying that Sonia Gandhi was not the answer to the party’s problems and that the organization could perhaps be better off if she kept out of the way for some time along with her darling son.
In this depressing context, Priyanka Gandhi Vadra aroused the most expectations. The reasons have long been obvious. Between the three — mother, son and daughter — Priyanka has been seen as the most naturally endowed with leadership qualities in being articulate and, most importantly, without any hangups in the matter of reaching out to the peo-
In a strange way, Priyanka combines the personal charisma of her grandmother, Indira Gandhi, without the former prime minister’s intimidating regal presence ple. Because of her open, extrovert nature, party cadres and ordinary people felt at ease in her company. In a strange way, she combined the personal charisma of her grandmother, Indira Gandhi, without the former prime minister’s intimidating regal presence. Rahul Gandhi, unfortunately, does not have any of these qualities. He not only appears to be a reluctant politician as his poor record of attendance in parliament and prolonged periods of absence from the country showed his aloofness inhibited even Congressmen from approaching him, let alone the ordinary people. Some of his ideas have also seemed woolly. His charge, for
There is fear that Rahul’s image will suffer if there is a clamor for Priyanka to play a major role in the grand old party of the nation.
instance, that most of the parties are run by a few has never been taken seriously because he himself belongs to perhaps the most exclusive of such coteries.
Notwithstanding his inability to provide inspirational leadership, it can seem odd that Sonia Gandhi insisted on pushing him to the forefront, even egging him on to be
aggressive when he barged into the well of the Lok Sabha to protest against the speaker’s conduct. If anyone was looking for signs of confirmation of Sonia Gandhi’s wish to pass the baton to her son, that uncharacteristic intervention in parliament was the moment. It is probably not a coincidence that within two days of the incident, Priyanka announced her intention to stay away from active politics, which virtually amounted to her “retirement”. The haste may have been occasioned by the announcement by a relatively unknown Congress spokesperson that all three members of the dynasty will be in the leadership. There have also been reports that Priyanka may be made general secretary in charge of the party in Uttar Pradesh. These statements probably reflected the wishful thinking of Priyanka’s supporters rather than any decision taken by the party. But, arguably, the Congress president did not want the speculations to spread any further. There are several reasons for putting a lid on the rumors. One is that Rahul’s image will suffer if there is a clamor for Priyanka to play a major role. As the former Congressman, Natwar Singh, has said in his autobiography, Rahul does not have “fire in the belly”. Another reason why all the gossip had to be scotched is the close personal relations between brother and sister. Priyanka evidently realized that if she is pushed to the forefront by a section of the party men, a rift cannot but appear between the siblings which will be highly distressing for everyone in the family.
India celebrates Raksha Bandhan IANS, NEW DELHI
R
aksha Bandhan, a festival that marks the bond of love between brothers and sisters, was celebrated throughout the country with traditional fervor and enthusiasm on August 10. Sisters express their unstinting love and affection for their brothers whereas the latter reaffirm lifelong protection and security to their sisters. Across the city, tens of thousands of young and older women tied rakhi on their brothers’ wrists, receiving gifts in return. “My brother surprised me this time and came home for rakhi. I am super excited,” Rashmi Soni, a 25-year-old living in Lajpat Nagar in south Delhi, told IANS. Her brother gifted her a new
mobile phone. Raksha Bandhan is celebrated every year on the full moon day of the Shravan month of Hindu calendar. Women in the capital got free rides in public buses Sunday. Delhi Metro ran extra trips to cater to the rush of commuters. In many instances, women used online web sites to send their love to their brothers. “There were lots of online portals with gift hampers. I am glad my rakhi has reached my brother in Patna on time,” Kavita Shah, 30, told IANS. Even on Sunday, women and men thronged shops to do last minute purchases of sweets, gifts and rakhis. Women from different walks of
life, including widows from Vrindavan and Varanasi in Uttar Pradesh, tied rakhi to Prime Minister Narendra Modi. Schoolchildren and specially-abled children as well as women MPs from Gujarat also tied him rakhi, an official statement said. Iraq’s new PM calls for unity Haider al-Abadi asks for cooperation of allied nations to fight the jihadists IANS, BAGHDAD
P
rime Minister-designate Haider al-Abadi has urged Iraqis to stand united in fight against the jihadists, while controversial incumbent Premier Nuri al-Maliki still refused to say whether he is willing to step down to put an end to the political crisis. Abadi, named on August 11 to form a new government, said that defeating terrorism is his chief priority because it directly threatens the conflict-torn country. The former deputy speaker called on all political movements to believe in the constitution and in the democratic political process and to sit down together, not to form a government, but to develop a national determination to deal with our problems. He also asked for the cooperation of allied nations and international organizations to fight the jihadist Islamic State (IS). Abadi, whose nomination was welcomed by the U.S. and Iranian governments, received congratulations on August 12 from Saudi Ara-

US sends more military advisers to Iraq
LONDON: Three British Royal Air Force (RAF) surveillance aircraft landed at an air base in Cyprus on August 12 to carry out aid drops to Iraqi Yazidi refugees on a mountain top. RAF Tornado jets landed at Cyprus’s Akrotiri air force base after dusk. A statement issued by British Prime Minister’s office said the Tornados could use their excellent surveillance capacity to gather better situational awareness to help with humanitarian efforts.
WASHINGTON: At least 130 additional U.S. military advisers have arrived in Iraq to help with the humanitarian aid in northern Iraq, U.S. Defense Secretary Chuck Hagel said. Hagel announced in California that the new detachment arrived on August 12 in Erbil. The troops were there to “take a closer look and give a more in-depth assessment of where we can continue to help the Iraqis”, Hagel said. They were not there for combat, he added.
bia’s King Abdullah. President Fouad Massoum, a Kurd, turned to Abadi a day after Maliki said he was suing the head of state for failing to nominate him for a third term as prime minister. Maliki’s Dawa party got the largest number of seats in April elections, but the broader Shiite coalition of which it is a part, the Iraqi National Alliance, has soured on the premier, whose rule has alienated many Sunnis and Kurds. Abadi, himself a member of Dawa, extended an olive branch to Maliki on August 12, praising his efforts to combat terrorism and build the Iraqi state, and assuring him he will continue to be a “brother, comrade and key partner” in the political process. Meanwhile, Iraqi forces and Kurdish troops carried on their battle against IS militants on August 12. Over 80 IS combatants were killed in Iraqi air strikes. The air strikes were aimed at “important” IS positions near the northern city of Mosul, the security chief of Nineveh province, Mohammed al-Bayati.
Ebola: No panic among Indians in WA ACCRA: There is no panic movement out of West Africa by Indian nationals living in the region following the spread of the Ebola virus disease, officials of the Indian missions in Nigeria and Ghana have confirmed to IANS. The World Health Organization (WHO) has said that a total of 1,848 cases have been reported with 1013 deaths in Guinea, Liberia, Nigeria and Sierra Leone between August 7 and 9. So far, Guinea has recorded 506 cases with 373 deaths, Liberia 599 cases with 373 deaths, Nigeria 13 cases with two deaths and Sierra Leone 730 cases with 315 deaths. “There have been a few calls from people who were anxious about the disease, whilst others have expressed the desire to leave Nigeria, but there has not been any urgent need to move out,” Sharad Srivastava, first secretary in the Indian High Commission in Abuja, the Nigerian capital, said. The mission in Abuja is also accredited to Benin, Cameroun and Chad. “Nobody is packing out and we do not have any information from other countries - that we are accredited to showing that there is any panic among the Indian community,” T.J. Letter found in Osama’s hideout warns of IS brutality IANS, LONDON
A
letter found at slain Al Qaeda chief Osama Bin Laden’s hideout in Pakistan warned of the rise of a new Islamic extremist group capable of extreme brutality that could damage Al Qaeda’s reputation, media reported on August 12. The 21-page letter, written by one of Bin Laden’s senior officials in 2011, claimed the Islamic State (IS), formerly known as the Islamic State of Iraq and Greater Syria (ISIS), has complete disregard for civilian life, the Daily Mail reported. According to the letter, the IS’s barbaric acts include the use of chlorine gas as chemical weapon, bombing mosques, crucifixions and beheadings. The letter said that the IS was simply too extreme even for the group that killed thousands in the 9/11 attacks. Today, the IS has become a powerful force that has control of areas in Iraq and Syria larger than Great Britain. Its trademark black jihadi flag has fluttered in the background of “promotional” videos of executions, including crucifixions and beheadings.
The ‘caliphate’ the Islamic state has claimed to have established, represents the biggest shift in the political geography of the Middle East since the borders of modern Iraq and Syria were drawn under the Sykes-Picot agreement between Britain and France in 1916. The IS was founded by 43-yearold Abu Bakr al Baghdadi, a cleric held prisoner for four years by American troops in Iraq. The leader, a Sunni Muslim who despises the Shia-run Iraqi government, now commands more than 10,000 fighters, many of whom are former Saddam Hussein-era soldiers or disenchanted Sunnis who lost power and influence after the fall of the dictator’s regime. The group is estimated to have amassed a staggering £1.2 billion. It has even sold 8,000-year-old antiquities it has seized.
Sharif refuses to come under pressure ISLAMABAD: In a televised address to the nation on August 12, Pakistani Prime Minister Nawaz Sharif rejected demands for his resignation and reiterated that his government will complete five-year constitutional term. Sharif’s remarks came at a time when opposition leader Imran Khan was demanding his resignation as he claimed that last year’s elections were rigged, Xinhua reported. The announcement came just one day ahead of the protests planned by Imran Khan and influential cleric Tahirul Qadri. The Pakistan Muslim LeagueNawaz (PML-N) had won the parliamentary elections in May last year. Khan has planned an anti-government march Aug 14 in Islamabad. He said his supporters will not end protests unless Sharif resigns. The prime minister also announced formation of a Supreme Court commission to investigate the allegations of rigging in last year’s polls.
Sushma takes part in ASEAN foreign ministers meet NAY PYI TAW (MYANMAR): Tensions in the South China Sea figured in talks between External Affairs Minister Sushma Swaraj and her counterparts from the region, with the Philippines minister elaborating on the country’s three-stage resolution of territorial disputes in that sea. At the ASEAN Foreign Ministers’ Meeting here, the Philippines’ Foreign Affairs Secretary Albert del Rosario presented a proposal meant to reduce tension in the South China Sea. The Philippine proposal appealed to the ASEAN to call for cessation of activi-
ties that escalate tension in the sea. It asked the ASEAN and China to manage tensions further by working for the effective implementation of the Declaration on the Conduct of Parties in the South China Sea.
Eight militants killed in Afghan clashes

KABUL: At least eight militants were killed and 11 others injured in a military operation in eastern Afghanistan, authorities said on August 12. “Afghan security forces conducted a night operation and battled the militants in Chak district in eastern Afghan province of Wardak killing eight militants, including five Pakistani militants,” Xinhua quoted a provincial government statement as saying. The foreign militants came from the Maidan Shar province, 35 km west of Kabul, the statement said. Three Afghan Taliban local leaders named Mullah Hahad, Mullah Hamdullah and Mullah Muhib were among the dead.
NEW DELHI: The Indian and Sri Lankan Coast Guards have agreed to work for the speedy release of fishermen arrested for violating the maritime boundary, the government said. Defense Minister Arun Jaitley told the Lok Sabha that the directors general of the Coast Guards of the two countries met in New Delhi June 25. The major issues discussed included training and cooperation on maritime search and rescue, maritime pollution response, conduct of joint maritime exercises and speedy release of arrested fishermen. Sri Lanka frequently arrests Indian fishermen who stray into its waters.

High-powered diplomacy for Modi Come September and PM Modi will have a packed diplomatic schedule. Prime Minister has bilateral meetings fixed with the leaders of China, Australia, Japan and US IANS, NEW DELHI
S
eptember is set to be a very busy foreign policy month for the Narendra Modi government, with five high-priority visits — incoming and outgoing — on the anvil, including President Pranab Mukherjee's visit to Vietnam — his first abroad under the new dispensation. The beginning of the month will see Prime Minister Narendra Modi taking off to Japan for the annual bilateral meeting, during which the civil nuclear talks will be very much on the table. The prime minister heads to the U.S. at the end of the month for his summit meeting with President Barack Obama. Before he embarks for the U.S., India will have two important foreign guests — Chinese President Xi Jinping in the middle of the month and before that Australian Prime Minister Tony Abott. In between these, President Mukherjee travels to Vietnam, taking forward the Modi government's policy of connecting with the immediate and extended neighborhood. Ahead of the presi-
dent’s visit, External Affairs Minister Sushma Swaraj will visit Vietnam by August-end to lay the groundwork for the presidential visit. Vietnam's most powerful leader Nguyen Phu Trong, general secretary of the Vietnam Communist Party, was in India on a state visit last November during which he had invited India to look for oil and gas in the South China Sea. Earlier this month, an Indian warship took part in exercises with the Vietnamese navy in the tense waters of the South China Sea whose sovereignty is claimed by China. A naval flare-up between the
two countries in the disputed waters led to riots in Vietnam, which saw many Chinese-owned factories attacked and Chinese nationals being killed. India had voiced concern over the South China Sea tensions and stressed that “freedom of navigation in the South China Sea should not be impeded”

and urged for cooperation to ensure the “security of sea-lanes and strengthening of maritime security”. Ironically, the Chinese president will be in New Delhi just after President Mukherjee returns from Vietnam. During Tony Abbott's visit, India and Australia are likely to ink the civil nuclear agreement, for which negotiations are complete. Inking of the agreement will pave the way for uranium imports from Australia, making it one of India's top
strategic partners. Australian Prime Minister Abbott is scheduled to visit India September 3, a day after Prime Minister Narendra Modi returns from his first visit to Japan. Modi is scheduled to visit Australia for the G-20 summit in November. India is also keen to ink the civil nuclear deal with Japan. In her bilateral meeting with her Japanese counterpart Fumio Kishida in Myanmar, External Affairs Minister Sushma Swaraj had conveyed that India is “very keen” to conclude negotiations on the bilateral civil nuclear deal.

N
eglected by civic and state authorities all these years, both the union and Uttar Pradesh governments are now competing to clean up and develop Varanasi, now represented in parliament by Prime Minister Narendra Modi. Minister of State for Tourism Sripad Naik announced here that Varanasi was on top of the Modi government’s agenda and that results will show up soon. He said `177 million has been released to beautify and maintain Varanasi’s famed ghats along the Ganga. “The priority is to ensure that the ghats retain their heritage look and are clean. Pilgrims must get due facilities,” Naik told IANS. Six of the ghats have been hand-

ed over to NGO Sulabh International to ensure cleanliness and for maintenance, officials said. Round-the-clock work is on at the Varanasi Cantonment railway station as part of New Delhi’s mission to upgrade 24 railway stations across India. The flooring of the stairs are being changed from concrete to granite, platforms are getting a new face, new eateries are opening and the waiting rooms are being spruced up. A sum of `125 million was released in July for the initial upgrade. Naik said the central government was committed to promoting religious tourism. A sum of `1billion
had been earmarked, while `5 billion has been given to promote the Buddhist circuit. Varanasi Mayor Ram Gopal Mohile told IANS that the Prime Minister’s Office was taking deep interest in the development of Kashi — as Varanasi has been known. “Very soon the wheels of development will begin moving faster,” the minister said. Uttar Pradesh’s Akhilesh Yadav government has also begun a major exercise to make its present felt in the temple town. Meetings have taken place to fast-track development work. Chief Secretary Alok Ranjan held a high-level meeting in Lucknow last week and gave officials in Varanasi “timelines” to complete projects. Taking a cue from Modi’s plans to clean the Ganga, the state government has taken up the Varuna river here as the center of its development matrix, an official said.
T
he widows of Varanasi in Uttar Pradesh will send 1,000 hand-made, colorful rakhis and sweets to Prime Minister Narendra Modi who made his debut into the Lok Sabha from this holy city, an NGO said. Hundreds of old widows who are spending the twilight years of their lives in ashrams here will send rakhis to their “new brother”, an official of Sulabh International said. Among these, a dozen-odd widows, all in their 80s, in Birla and Durgakund ashrams are presently engaged in making the rakhis. Also, a group of Nepalese elderly widows in Meera Sahabhagi and Chetan Vihar ashrams are busy in rakhi making. They started in the last week of July and have so far prepared around 500 such sacred bands that a sister ties on the brother’s wrist on the occasion of rakhi. “We have planned a target of sending around 1,000 rakhis to our prime minister,” said a 80year-old widow of Birla ashram.
The widows will also tie rakhis to local saints and brahmins to mark the occasion, Sulabh spokesman Madan Jha told IANS. In places like Varanasi and Vrindavan, hundreds of widows lead an isolated life and often live in small rooms in narrow alleys. In the absence of family support, they spend most of their time praying and looking for food. After the death of their husbands, widows at times face humiliation and insult from the family. They are asked not to be present on auspicious functions in the family. They are also not supposed to wear colored clothes or ornaments. “My idea is how to change thoughts, behavior and attitude of people of this country towards widows of India who are their mothers, sisters...,” said Bindeshwar Pathak, the founder of Sulabh International. Nearly 900 widows and some 200 children from various schools of Delhi and Mathura-Vrindavan will take part in rakhi celebration at Meera Sahabhagini ashram on August 9.

xactly 157 years after they were pushed into a well by the British rulers, the remains of 282 martyrs from the first war of independence in 1857 which were dug up from a well in Punjab’s Ajnala town this year were paid their last respects on August 1. The remains were dug up from the “Kalian wala khu” (well of the blacks), now referred to as the “shaheedan wala khu” (well of the martyrs), at Ajnala near Amritsar. The victims, mostly Indian soldiers in the British Army who had rebelled, were mercilessly pushed
into the well and killed after being covered with soil by British troops. An all-faith prayer service was held to pay tributes to the martyrs at Ajnala town. Scores of people attended the event. These included historians, eminent locals and members of the Gurdwara Shaheed Ganj. “Tributes were paid to the martyrs whose remains were recovered from the well,” said historian Surendra Kochhar, who was actively engaged with the digging process in February this year. Following three days of digging, the volunteers recovered 90 skulls, 170 jaws, over 5,000 teeth and hundreds of bones.
Scores of volunteers, including men, women, children and even the elderly, were engaged in digging the well, located inside the premises of Gurdwara Shaheed Ganj at Ajnala. Other things recovered included coins of the British times, gold items and medals. The gurdwara had come up at the site as a tribute to the martyrs. The martyrs were troops comprising Indians from the 26th Bengal Native Infantry posted at Mian Mir cantonment near Lahore who revolted against the British and were marching towards Ajnala after hearing reports of the mutiny in Meerut and other places in 1857.
The remains were dug up from the ‘Kalian wala khu’ (well of the blacks), now called ‘shaheedan wala khu’ well of the martyrs.
These soldiers, numbering about 500, had dared to challenge the British empire by killing two British officers near Lahore. The then British deputy commissioner of Amritsar, Fredrick Cooper, ordered action against the troops. While many were killed, 282 were captured and brought to
Ajnala. Here, many were killed and thrown into the well while others were pushed into it alive. A 10-foot layer of soil was put on them. The gurdwara committee and others involved in the excavation said a suitable memorial and a museum would be built at the site to honor those who laid down their lives for the country.

s Delhi gears up to welcome a team from Unesco in September to evaluate the national capital’s bid for the World Heritage City tag, an NGO spearheading the move says this idea should have been proposed earlier and reveals how “frustrating” it can be to negotiate with different government bodies. “Delhi should have been nominated for the World Heritage City tag a long time ago, but the problem is that these things require a lot of time and effort. And, unfortunately, most of the officials think of these things as a headache and not about national pride,” INTACH Delhi Chapter convener A.G.K. Menon told IANS. The Delhi chapter of the Indian National Trust for Art and Cultural Heritage (INTACH) is involved in several conservation projects in the national capital. “We are not blaming different bodies because they have to fol-

Part of it will function as a hostel for two to five years,” the official added. “It will be comfortable for students because classes would be held at the nearby convention hall of the state government,” the official also added. Rajgir attracts thousands of tourists from all over the world every year. low certain procedures, but what happens, at times, is that these bodies don’t even communicate with each other. So we act as interlocutors and communicate, but these negotiations take time and sometimes can be difficult,” Menon told IANS. Despite the bureaucratic hurdles, Menon took up the task to have Delhi inscribed in Unesco’s list of World Heritage Cities. The decision will be announced in June 2015. On behalf of the Delhi government, INTACH prepared a 367page mini bible on the capital, contending it is a city of “Outstanding Universal Value”. Menon and his team of researchers compiled the voluminous dossier, which follows Unesco’s stringent submission guidelines, in three years. It is substantiated with doublespread photographs and the necessary documentation and maps. The two specific areas listed in it are: Shahjahanabad in old Delhi, which has Mughal-era her-
itage, and Lutyens’ Bungalow Zone (LBZ) in New Delhi. The argument INTACH is making is that Delhi is an outstanding example of an imperial city encompassing two stages in the Indian subcontinent’s history: the peak of the Mughal Empire and apogee of British rule. “We chose these sites because their respective rulers at that time chose to leave their earlier capitals and made these two sites their new capitals,” said Menon. He further said that Delhi is also the city that has three World Heritage Sites — Qutub Minar, Humayun’s Tomb and the Red Fort. To increase awareness about heritage and conservation, Menon feels children are the best target audience. “Children are the best target audience to generate awareness about heritage,” Menon contended. “Preservation is still not a priority for people. This attitude can be changed by introducing them to this wonderful world early in their lives,” Menon concluded.

he inauguration of this traditional stone mandir marks the completion of the second phase of the Swaminarayan Akshardham complex that is currently planned for the site. The mandir is 133 feet long and 87 feet wide, comprising 98 pillars and two domes (ghummats) 30 feet wide and 34 feet high. The entire mandir has been covered by a permanent structure to increase the structure’s life and accommodate darshan and worship during the region’s harsh winter. The Mandir is made entirely of Italian marble and was completed in three years at a cost of $18 million. This was made possible by the dedication and selfless service of professional volunteers, including engineers and architects, who helped to minimize the cost of the mandir. “Thousands of volunteers have dedicated themselves and sacrificed immensely to help create this lasting legacy. It is through the selfless service of hundreds of professional volunteers—engineers, architects, and project managers—that this Mandir has come up so swiftly and at a relatively low cost”, said Dipal Patel, a BAPS volunteer. Devotees and well-wishers from across the world gathered on the Mandir’s campus to celebrate its opening. While children frolicked on the grass holding their parents’ hands, women in their bright saris held their breath as they saw the Mandir for the first time even as elderly devotees raised their heads and bent their backs in awe to appreciate this traditional house of worship that would encourage a fresh undertaking of religious rituals and beliefs in the community. Also in attendance during the celebration were United States Senator from New Jersey, Cory Booker and US Representative from Maryland Steny Hoyer, US Representative from Pennsylvania Mike Fitzpatrick, US Representative from New Jersey Frank Pallone, Attorney General of the State of New Jersey, John Jay Hoffman and Indian Consul General Dnyaneshwar Mulay (New
York). Speaking on the occasion, Hoyer said, “This Mandir will surely not only be a place of worship, but a place of service. The saying, ‘in the joy of others, lies our own’ is translated here from words into action. As followers of this movement have done throughout the world for the benefit of millions and millions of people.”
“Today is truly a day of celebration. Today is a day that is not just good for this community or the state of New Jersey but indeed what you are doing is great for all of America,” said United States Senator from New Jersey, Cory Booker. “I am so impressed. I am so impressed. Indeed, I give reverence to an extraordinary structure (the Mandir) which will stand in all of North America as one of the greatest places of faith we have but I am more impressed with the people of this community.” Rinali Patel, 27, of Cherry Hill, NJ called the Mandir a home. “The Mandir has traditionally been viewed as a home for God. I think it is also a home for the devotees, for the community. You can come to the Mandir and breathe a sigh of relief, experience peace, and feel relaxed. Spirituality becomes a tangible thing here.” She had been waiting for this day for years. The inauguration festivities, spanning over two weekends, included a yagna or Vedic ritual for world peace, an evening of cultural programs performed by children, Mahila Sammelan (women’s cultural program) and the murti pratishta rituals or ceremonies to invoke the spirit of the deity’s into the murtis or sacred images. Prior to the consecration ritual that took place on August 10, after which the murtis were to reside permanently in their shrines, they were taken on a festive procession around the complex. Young and old lined up on the side of the road, some dancing in excitement, some singing, and others watching the murtis and procession. These events infused a sense of jubilance into the devotionallycharged atmosphere. As the culminating event of these celebrations, the Mandir was officially inaugurated in a Vedic ceremony performed by BAPS Swamis in the presence of His Holiness Pramukh Swami Maharaj. It is the sixth traditional BAPS Mandir of its kind in North America. This Mandir stands as a testament to the spirit of service, devotion

to God and spiritual journeys of all those who have spent thousands of volunteer hours and expertise in its construction. “ This Mandir has changed the community’s landscape. It is impossible to visit this temple complex and not experience a rush of love, peace, and harmony. Yes, it benefits the local congregation, but it is also a great contribution for our Township and its people, said, Rohan Pandit, a resident of East Windor, NJ. “This Mandir will increase cultural awareness amongst our community members. I for one, have come to appreciate how different religious communities celebrate their traditions and pray to God. This appreciation and participation is indicative of the pluralism that influences the community.” Symbolic of the rich traditions it will carry forward, the Mandir is a modern architectural marvel b u i l t i n a c c o rd a n c e w i t h guidelines from ancient Hindu scriptures. Master craftsmen in India first meticulously carved each portion of Italian marble. As the individual portions were completed, they were
brought to Robbinsville to be pieced together like a giant puzzle to cover every inch of the structure. The completed masterpiece showcases intricate designs that depict meaningful stories about heroism, sacrifice, and devotion. His Holiness Pramukh Swami Maharaj is the inspiration behind this latest BAPS Mandir in Robbinsville. As the spiritual leader of BAPS Swaminarayan Sanstha (BAPS), he has not only established hospitals, schools, cultural exhibitions, and other wonders such as

Swaminarayan Akshardham in New Delhi, Gandhinagar, and the mandirs in Atlanta, Chicago, Houston, Los Angeles and Toronto, but also has reformed the lives of millions through his personal touch and universal message. It is because of his guiding vision that, as an international charitable socio-spiritual non-governmental organization, BAPS enjoys an affiliation with the Economic and Social Council of the United Nations. Today, BAPS ser ves the global community through 160 humanitarian activities in a myriad of areas such as education, environment, health, social welfare, disaster relief and culture. This is only possible through the dedication and devotion of its members and, in particular, the 55,000 volunteers spread over 3,300 centers worldwide.

Emirates touches down in Chicago

HICAGO (IL) – Emirates, a global connector of people, places and economies, has commenced a daily nonstop passenger service to Chicago’s O’Hare International Airport. A joint VIP delegation from the US and Dubai was aboard the inaugural flight on August 5 as well as a contingent of international media. The flight carried passengers from more than 20 different countries to Chicago, demonstrating how Emirates connects people across the globe. “The Chicago route extends our passenger network to America’s third-largest city and complements our existing dedicated freighter service that operates to O’Hare,” said Adel Al Redha, Emirates executive vice-president and chief operations officer. “The launch of this route will enable us to offer Emirates’ unique product and awardwinning service to passengers flying to and from the Midwest to our home in Dubai or onwards to more than 140 global destinations including the Far East, Africa and India.”
“Launching Chicago-Dubai nonstop passenger service is another important step in establishing Chicago as one of the top tourism destinations in the world and achieving our goal of hosting 55 million visitors by 2020,” said Chicago Mayor Rahm Emanuel. “Increasing access to other parts of the world creates opportunities for travelers and businesses,” Illinois Governor Pat Quinn said. “2013 was a record year for tourism in Illinois, and this new nonstop flight will build on the advances we have made. It will also help Illinois stay competitive in the global economy and give our businesses new opportunities to expand their markets and create jobs.”
The new service will operate as flight EK235, departing from Dubai International Airport at 9:45 a.m. and arriving at O’Hare at 3:25 p.m. The return flight, EK236, will depart O’Hare at 8:35 p.m. and arrive in Dubai at 7:10 p.m. the next day. The route will be served by the US-built Boeing 777-200LR aircraft powered by GE90 engines. Emirates began passenger service to the US in 2004 with service to New York. The airline has steadily added more US routes over the past decade. Chicago is the ninth US gateway to join the Emirates network, following the launch of Boston service in March. In the past decade, Emirates has flown more than 9 million people to and from the US and carries the most passengers between the US and Middle East. Chicago is home to 2.7 million residents. The broader Chicago metropolitan area has the third-largest gross domestic product in the US and is home to approximately 400 corporate headquarters, including Fortune 500 companies such as McDonald’s Corp., Walgreen Co., Abbott Laboratories and Boeing Co., the world’s largest aerospace company.
his door. The visitors were federal and state authorities looking to arrest Nyanteng, a federal immigration official, on charges of submitting fraudulent documents and making false statements in order to illegally bring another person into the US from Ghana. Nyanteng, 33, was taken into custody at about 6 am when detectives executed a search warrant at his Leslie Street home, according to the Essex County Prosecutor’s Office. Nyanteng has been charged with perjury, false swearing and conspiracy. Bail has been set at $30,000 with a 10 per cent option, and he is expected to make his first court appearance later this week. The arrest was made by detectives with the prosecutor’s office, the US Department of Homeland Security and its division of US Immigration and Customs Enforcement. A naturalized American who was born in Ghana, Nyanteng has been working for the last three years in the Newark office of the US Citizenship and Immigration Services (USCIS), an agency within the Homeland Security department, prosecutors said. As an ‘immigration services assistant’ Nyanteng performed administrative support duties, said USCIS spokeswoman Anita Moore, and added that he had been placed on administrative leave. At the time of his arrest, Nyanteng was in line for a promotion. Before working for Homeland Security, Nyanteng worked for the US Department of Defense. Prosecutors allege that Nyanteng submitted fraudulent documents and knowingly made false statements to immigration authorities in order to bring another person into the US from Ghana.

Indian couple accused of torturing 12-year-old daughter BY A STAFF WRITER
N
EW YO R K - - A n In d i a n American couple in Queens, New York faces 31 years in prison for brutally torturing their 12-year-old daughter by violently beating her, locking her in her room without food and water for months on end, and making her take cold showers as her father beat her, often with a baseball bat. Queens, New York District Attorney (DA) Richard Brown announced on August 5 that Rajesh Ranot and his second wife Sheetal Ranot were arrested last week and charged with multiple counts of child endangerment and assaulting their daughter Maya repeatedly for more than two years. They are currently being held on a combined total bail of $85,000. The case came to the attention of law enforcement in May when Maya had to be hospitalized after her mother hit her with a broken metal broom handle that severed the young girl’s wrist to the bone. The girl was found by emergency medical technicians lying in a pool of blood.
After receiving surgical treatment, Maya was turned over to New York City’s Administration of Child Services (ACS), who placed her with relatives. According to a statement released by the DA’s office, Sheetal repeatedly hit her stepdaughter, causing bruising and pain. In one instance, She allegedly kicked Maya in the face while wearing footwear, causing bruising, swelling and substantial pain near her eye and face. While in ACS custody, the young girl began opening up to her relatives to tell them about the torture she had received at the hands of her parents, said Kevin Ryan, a spokesperson for the Queens District Attorney’s office. Based on the girl’s heartrending story, the police arrested the Ranots on July 29. Step-mother Sheetal was arraigned on August 1 and charged with first-degree assault and two counts of second-degree assault and child endangerment. She faces a 32-year prison sentence if convicted on all charges. Rajesh, a short-tempered taxi driver, was
also arraigned on August 1 and charged with second- and third-degree assault, first-degree unlawful imprisonment and endangering the welfare of a child. The father faces an unfathomably light sentence of seven years if convicted on all charges. Ryan explained that Sheetal Ranot was facing a harsher sentence because she severed her daughter’s wrist to the bone with a broken metal broom handle. Had EMTs not arrived in time, the child might have died of her injuries that day. The Ranots are due back in court Aug. 13. They have received an order of protection which bars them from seeing Maya. Four other siblings live in the Ranot household in the Ozone Park neighborhood of Queens. Ryan said all had been taken into ACS custody and placed in foster care, which could include a relative’s home. Announcing the case, Queens District Attorney Richard Brown said: “This young victim was subjected to years of unspeakable physical abuse at the hands of her father and stepmother.

he canine-hero’s name in the list of actors in the credit titles comes first because that’s how Akshay Kumar wants it. This film tells you to love animals. It’s a simple straightforward premise structured around a comical plot about a gold-digger wastrel whose father leaves his billions to his dog. Playing the predatory retriever with an evil glint in his eye and wicked smirk on his face, Akshay Kumar has a ball in the film. He does a wickedly amiable mean act trying to poison, electrocute and drown the canine. Admittedly, the characters on screen seem to enjoy themselves more than the audience. Not that we don’t share their enjoyment. For a large part of the narration, Entertainment is fun to watch. The script is deftly and devilishly put together. If only writer-turned-co-director Sajid-Farhad did not trip over the cascade of word-play, the going would have been much
more pleasing. Lamentably every character speaks in a tumble of puns and word play, some of them painfully plodding and self-conscious. My most cringe-worthy ode to filmy word-play is, Aapna Sonakshi seena taan ke chal. Really, now. Where there are the saints there are also the Sinhas. The character played by the comically vibrant Krushna Abhishek crams in actors’ names
in every sentence. This would have been infuriatingly obtrusive in a film of a more serious nature. No such calamity befalls Entertainment. The biggest USP of the reasonably entertaining Entertainment is that it never makes the mistake of taking itself too seriously. In the hilarious opening, where in a product-endorsement spoof with Riteish Deshmukh, Akshay establishes his character as a rogue and a charlatan, the film hops skips and jumps through hilarious hoopla, sometime generating a reluctant laughter in the audience, at other times leaving you a little numbed by the fatuous flavor of the farce. Some scenes walk on thick ice, quite literally. The moral turningpoint for Akshay’s character vis-avis the canine happens in a scene spread out on a dangerously thin ice-bed. It defines what the film tries to achieve given its flimsy premise and nebulous moral ground. Tamannah has preciouslittle to do, and she does it not so well. — Subhash K. Jha

It’s a partial muscle tear in leg and I can’t walk in heels for sometime,” Shraddha told reporters here post the show on August 10.
Criticism makes me work harder: Anil Kapoor MUMBAI: Actor-producer Anil Kapoor, whose career in the filmdom spans over three decades and who has garnered fame in Hollywood as well, says criticism motivates him to work harder and that’s why sometimes he waits for people to make fun of him or criticize him. The 57-year-old shared his thoughts while speaking at a panel discussion organized for the Hollywood film The Gentleman’s Wager here. “I told my friends that I wanted to be an actor and I was criticized and was made fun of. But whenever anybody makes fun of me or criticizes me, it motivates me more, inspires me more and makes me work harder,” Anil said here. “Sometimes I wait for people to make fun of me or criticize me because they don’t know what they are in for. It just makes me work much harder,” he added. The National Award winner started his career in 1979 with a small role in the film Hamare Tumhare and later gave successful films like Mashaal, Tezaab, Beta and Pukar.

‘No special power to Telangana Guv’ After protest from the state, Home Ministry directive giving additional power to the governor has been withheld; an all party meeting on August 18 to decide on the issue IANS, NEW DELHI/HYDERABAD
T
he central government has assured TRS MPs that the Home Ministry’s directive for special powers to Telangana governor for maintaining law and order will be kept in abeyance. Home Minister Rajnath Singh has agreed to convene a meeting with the MPs from the state on August 18 to resolve the issue. “He has assured that till then, the orders will be kept in abeyance,” Vinod Kumar, one of the MPs of Telangana Rashtra Samithi (TRS) told reporters after a meeting with Rajnath Singh in New Delhi. The MPs met the minister after raising issue in the Lok Sabha. They urged the central government to withdraw the directive, granting special powers over law and order in Hyderabad to the governor. On Rajnath Singh’s clarification that the norms suggested by the ministry are in accordance with the
Telangana came into existence on June 2, 2014.
TRS MP booked for sedition HYDERABAD: TRS Lok Sabha member K. Kavitha, who is also the daughter of Telangana Chief Minister K. Chandrasekhar Rao, has been booked on sedition charges for an alleged controversial statement on Jammu and Kash-
mir. On the direction of a city court, a first information report (FIR) was registered against Kavitha, a Telangana Rashtra Samithi (TRS) Lok Sabha member from Nizamabad, at the Madannapet police station.
Andhra Pradesh Bifurcation Act 2014, Vinod Kumar said the legislation merely mentions the governor will have special powers to deal with any hate crime. “But the central government has given powers to the governor to call for reports from police, even post and transfer police officials,” the MP said, reiterating this was against the spirit of federalism. The home ministry last week communicated to the Telangana government that the governor will have the final say in all matters of law and order, including transfer of top police officers in greater Hyderabad area. It also suggested 13 norms. The TRS government, however, refused to implement the norms saying the governor has to act on the advice of the council of ministers. Chief Minister K. Chandrasekhar Rao also sent a letter to Prime Minister Narendra Modi, urging him to withdraw the orders.
BJP condemns KCR’s remarks HYDERABAD: Parliamentary Affairs Minister M. Venkaiah Naidu on Aug 10 condemned Telangana Chief Minister K. Chandrasekhara Rao’s description of Prime Minister Narendra Modi as a “fascist”. Speaking to reporters, Naidu asked Rao — widely known as KCR — to withdraw his remark. Naidu took strong exception to the comment by the chief minister while criticizing the central government’s directive to handover to the governor powers for maintaining law and order in Hyderabad. Naidu said Rao had given a new definition to “fascism”.

oft drink major Coca Cola is keen to set up a mega plant in Telangana with an investment of `1,000 crore. Top company officials Monday conveyed this to Telangana Chief Minister K. Chandrasekhar Rao and sought the government’s support. Irial Finan, executive vice president and T.Krishna Kumar regional head India of the Coca Cola along with others called on the chief minister.
Briefing Rao of the company’s activities, the vice president pointed out that Telangana is the biggest market for his company. “The team also assured that they will participate in the community development programme of the government,” said a statement from the chief minister’s office. Rao assured the delegation of the government’s full support including identifying suitable land for their plant.
G
oa chief minister Manohar Parrikar on August 12 advised a theatre director who has received death threats by phone to switch off his mobile phone or change his SIM card. “The problem will be over,” Parrikar told the Goa legislative assembly while blaming the media for inciting “cockfights”. Parrikar was referring to a local Konkani play Akantvadi Goeant Naka which was staged by director Tousif de Navelim under tight security last weekend. Tousif had claimed that he received 190 threat calls over several days before the play, whose theme was against communal outfits.

Students caught in Telangana-Andhra crossfire MOHAMMED SHAFEEQ, HYDERABAD
S
tudents seeking admissions or already studying in professional colleges in Andhra Pradesh and Telangana are caught in a crossfire between the two Telugu-speaking states engaged in a bitter row over reimbursement of fees. While the Supreme Court’s direction early this week to complete admissions in engineering colleges by August 31 came as a relief to the students, the lack of clarity over fee reimbursement is still causing anxiety to thousands who passed Engineering, Agriculture and Medical
Common Entrance Test (EAMCET). Telangana’s decision to scrap the existing fee reimbursement scheme and to extend financial assistance to only those students whose parents were residents of Telangana as on November 1, 1956, has put many in a quandary. The two states are locked in a bitter wrangle over many issues since bifurcation in June, but the tussle over reimbursement of fee is proving serious as it involves the future of thousands of students. The Congress government in undivided Andhra Pradesh introduced a scheme in 2008 to reimburse the fee of students belonging
“If he switched off the phone, the problem would have been over... There are attempts being made to bring peaceful Goa to a boil,” Parrikar said, also referring to the director as “Tousif-Fousif”. Parrikar also promised to give a detailed account of the alleged threat calls received by Tousif during the ongoing monsoon session of the Goa legislative assembly. With the play and the threats to Tousif making front page news for several days in some papers, Parrikar said that the media was encouraging a “cockfight” between two groups. The chief minister also asked the Congress in Goa to protest in Bengaluru and ask its party’s government in Karnataka to ban the Sri Rama Sena (SRS) there first.
to economically weaker sections. The annual burden on the state exchequer was about `5,000 crore. Describing the scheme as a ‘big scam’, the Telangana government scrapped it. Chief Minister K. Chandrasekhara Rao said many colleges and students exist on papers to claim the money. He instead introduced a new scheme called Financial Assistance to Students of Telangana (FAST) and made it clear that the government will not pay the fee of the students of other state (Andhra Pradesh) studying in Hyderabad. Under FAST, only those students will be treated as locals whose parents were residents of Telangana in 1956 when Telangana was merged with then Andhra State.

Key molecule to treat heart failure found Researchers have discovered a molecule that provides the heart with a tool to block a key protein IANS, NEW YORK
T
here could soon be an effective treatment for heart failure and its prevention. Researchers have discovered a molecule that provides the heart with a tool to block a key protein that leads to heart failure. Named ‘Myheart’, the newly discovered non-coding RNA helps the heart to block BRG1, a protein that orchestrates genetic disruptions when the heart is subjected to stress, such as high blood pressure, the findings showed. “I think of Myheart (myosin
heavy-chain-associated RNA transcript) as a molecular crowbar that pries BRG1 off the genomic DNA and prevents it from manipulating genetic activity,” said Ching-Pin Chang, an associate professor of medicine at the Indiana University School of Medicine in the U.S. When the adult heart is subjected to significant stress such as high blood pressure or damage from a heart attack, the protein BRG1 begins altering the heart’s genetic activity, leading to heart failure. In mice with stress-induced high levels of BRG1, the researcher were able to restore Myheart to normal levels using gene transfer
technology. Restoring Myheart levels blocked BRG1 actions and prevented heart failure, they said. Although the results in mice would suggest testing Myheart against heart failure in humans, it is too large — by molecular standards — to be delivered as a drug, Chang said. The researchers now are working to identify smaller portions of the Myheart molecule that are key to its ability to block BRG1. Such a subsection of the Myheart molecule could lead to a compound to test in human trials. The study appeared online in the journal Nature.

‘Love hormone’ helps autistic kids NEW YORK: The “love hormone” oxytocin helps autistic kids improve social skills. Researchers from Stanford University have found that oxytocin has a tremendous effect on such kids’ ability to function socially. “Children blessed with naturally high levels of oxytocin are more savvy at communicating with others and interpreting social signals or situations,” said Karen Parker, an assistant professor of psychiatry at Stanford. The higher your oxytocin levels, the better your social functioning, Parker added. During the study, researchers
examined 79 children with autism. “All children with autism have social deficits but these deficits were worst in those with the lowest blood oxytocin levels and mildest in those with the highest oxytocin levels,” Parker said.
