Our proposal for the EOC is based on two key concepts: timeliness and versatility. This led us to design an emergency operations center that can be built in three steps to allow each part to be avaiable as soon as it is built, while the rest of the complex is beaing completed.
The first block, which contains all the required functions, is the quickest to build so that it can begin funcioning like as a small-scale of the whole EOC. This way the building process can be adapted to the most pressing needs by choosing which part to build first while the first block can fill in until the building is completed and fully funcional.
Whether the complex is dismantled or it is kept the tree placed the courtyard at the beginning of the construction process will serve as a reminder of the resilience and the effort of the people that worked to counter the emergency.
