For those of you reading this who have already supported the School Foundation, I say “thank you!” The Bartholomew Consolidated School Foundation (BCSF) is a great investment in the future of your community. If you are considering why you should support the School Foundation think of this – you could be helping students learn about the amazing design of their community. Working together with volunteers like you, kidscommons and the IU Center for Art & Design, we have launched a community initiative – along with support of the Heritage Fund – the Community Foundation of Bartholomew County – to fund an opportunity for every BCSC thirdgrader to go on the downtown walking tour and to kidscommons to learn about the amazing story of design in our community. Imagine learning about the worldfamous design and why we have the amazing architecture and art in Columbus while you were still in elementary school. The Bartholomew Consolidated School Corporation is pleased to present its 18th annual Community Report Card. Through this report, we want every community member to have access to school information that ranges from addresses and phone numbers to explanations of initiatives. Test scores will be presented in a separate publication, in the spring, as directed by the Indiana Department of Education. This report includes goals, a parent guide, guidance for getting information online, English Language Learner resources, the school calendar, and a directory. The final sections provide financial data and list the corporation’s budget summaries as required by law. Please read through this insert in The Republic. We encourage you to save it as a reference this school year. We begin with our corporation’s Mission, Vision, and High Expectation Objectives. Deeper learning is our commitment to individualized education. Multiple pathways will engage the learner in obtaining knowledge, applying that knowledge and making life-long learning an expectation. Along with our ongoing work in continuous improvement, the Universal Design for Learning framework guides the strategic initiatives for the year and our student achievement outcomes overall. New this year is one-to-one computing in Grades 1 through 12. A new learning management system will help support instruction where every student has a device. In kindergarten, the student to device ratio is three-to-one. Again, we offer a full-day, five-day Pre-K pilot at the Johnson Center. This is funded through a one-year state grant and a match from the Community Education Coalition. Both scholarship and fee-based students will attend. Our Title I Schools will offer free full-day, five-day Pre-K. Fourday-a-week programs are fee-based for half-day and full-day options and are offered for the other elementary schools. Limited scholarships will be offered. Each elementary school will provide educational extensions to the beginning and ending of the school day through our iCARE program. Limited scholarships are available. Renovations are continuing at multiple campuses with the emphasis on security, infra-structure and academic enhancement. We expect this phase of construction to conclude this year. Whether you are a student, parent, relative, employee or concerned citizen, we hope that you will find the report useful. Founded in 1955, we were the first school foundation in Indiana and created by community members just like you. Like those community members, your vision is to enhance the work of our school district by providing resources and by promoting awareness and philanthropy for programs that help students achieve. In August, we are getting kids back to school. It is a busy month for us. Like last year, the School Foundation is one of the funders of the Bartholomew County School Supply Assistance Program, a great collaborative effort of multiple agencies that provides essentials to make the start of the school year brighter for students in need. Saturday, Aug. 1, from 6:30 to 9 p.m., we are hosting a Back to School Pool Party at Donner Aquatic Center complete with a free climbing wall, free
face painting and balloon sculptures, snacks, structured aquatic activities/ contests, and music. Your attendance is a great way to support the School Foundation and to end the summer with some fun. Your donations support the many educational needs in our school district. Our students benefit in so many ways from the generous support of the School Foundation. Please help us fund even more of these needs. None of this would be possible without you. Thank you for continuing, or becoming, great supporters of the School Foundation. Parent Guide Introduction
Parents play an important role and have a responsibility in making schools effective. This Parent Guide has been designed to explain ways in which parents, students, and faculty can cooperate to achieve student success. The general rights and responsibilities of students, parents, and school personnel, as well as Bartholomew Consolidated School Corporation rules and regulations, are highlighted in this guide. Specific rules and regulations for each school are approved by the Board of School Trustees and are distributed at each school. Education is a goal worthy of the best efforts of home, school and the community. The staff of the Bartholomew Consolidated School Corporation welcomes your interest and support.
Enrollment requirements
Indiana State Law requires students to be age 5 by Aug. 1 to enroll in kindergarten and age 6 by Aug. 1 to enroll in grade 1. A birth certificate, immunization record, and proof of residency (current utility bill, rent receipt, etc.) are also needed. If proof of residency is not available, the parent/legal guardian must complete an Affidavit in Lieu of Supporting Evidence and should contact the Information Service Center at 376-4280.
Student transfers
Each student shall attend school in the attendance area in which the student’s parent/legal guardian resides unless a transfer request has been approved. The

parent/legal guardian wishing to make a transfer to another school should contact the building principal at the school in the attendance area in which the student resides to complete the Transfer Form. This completed transfer form must be submitted on or before March 15 to be considered for the following school year. People who move into the school corporation after March 15 will have the opportunity to complete an application. The sending and receiving principals must approve transfer requests. Approval of elementary transfers will be based on school space, class size, academics and behavior. Secondary transfers will be based on grade level, class size, academics, behavior and academic programs of the school. Secondary students may be ineligible by IHSAA rules to compete on a school athletic team for one year after transfer. At both the elementary and secondary level, in the case of the transfer, transportation is the responsibility of the parent/legal guardian.
Student legal/tuition transfers
A legal transfer must be completed if a child is enrolled in a BCSC school by a placing agency or the courts and child’s parent/legal guardian resides outside the district. A parent/legal guardian whose residency is outside the Bartholomew Consolidated School district may apply for a transfer if they want their child to attend a BCSC school. Transfers are determined yearly. Approval of a

School lunch program
Bartholomew Consolidated School Corporation serves a balanced, nutritious lunch every full school day at a cost of $2.45 in the elementary schools and $2.55 in the secondary schools. Breakfast is served each morning at all schools for a cost of $1.25. Elementary reduced and free eligible students are offered a Free Breakfast. The five secondary schools offer an a la carte selection as well as the plate lunch. Parents/grandparents are welcome to join children for lunch at a cost of $3.10 by making reservations with the school by 10
a.m. School menus can be viewed online on the BCSC website under the Food Service Department tab. BCSC menus follow a five-week cycle menu for August through December and will change from January through May. The cycle menu will run for five-weeks and then repeat. Meal payment assistance/textbook rental is available to all BCSC families that meet federal income guidelines. An application for meal assistance is given to each student at the start of each school year. An online free/reduced application can be downloaded from the BCSC website. Completed applications can be returned to the school. Parents may apply at any time during the year. Students are considered paid students and will be charged full price meals

Due to the large number of students attending BCSC schools, it may be a few weeks before all applications are processed. It is recommended each student start the school year with two weeks’ worth of lunch money in their account to avoid charges and to allow time for applications to be processed and approved. Meal assistance forms are effective for one school year. Families must reapply each school year for meal/textbook assistance. If there is no money in a full pay or reduced pay student’s account, the elementary schools will allow a student to charge up to two lunches. After two charged lunches, the student will be offered a peanut butter or cheese sandwich, hot vegetable and milk until the bill is paid. No charges are allowed in the middle schools and high schools. All BCSC cafeterias utilize a pre-pay/ debit system designed to process student purchases in an efficient, confidential manner, and to reduce the amount of cash on hand at each location. The system operates on a pre-pay basis so students can deposit funds in advance of use. At the end of each school year, the account balance is transferred to the student’s account for the following year. Deposits can be made at the school cafeteria by cash, Visa/MasterCard, online at myLunchMoney.com, or personal check made payable to the school cafeteria
food service. Please indicate your child’s name and/or student ID number on the check. Student lunch account activity can be viewed using myLunchMoney.com. If you have questions regarding your child’s account that can’t be answered using myLunchMoney.com, you may call the cafeteria from 12:30 to 1:30 p.m.
Parent rights
Right to Attend Any Public Meeting of the School Corporation: Parents are invited to attend any public School Board meeting scheduled on the second and fourth Mondays at 7 p.m. The time and place of the meeting is publicly announced. Any changes in time or place will be announced. Citizens have the right to address the board and ask questions at the appropriate time designated on the agenda. Right to Review Child’s Record: Parents may make a written request to their child’s teacher or guidance counselor for this information. Right to Request a Conference: Parents are encouraged to call the school to set a time to see a teacher, principal or counselor if a parent has a concern. Right to Approve Child’s Participation in Field Trips: Parents will be notified and asked for their written consent for their child to participate in educational field trips which may be scheduled away from the school campus.
Right to Request Exemption from Health Classes or Requirements: Parents may request in writing that their child not participate in sex education classes. A waiver of State Health Department immunization requirements, health history and physician’s report may also be obtained by a parent who objects on the basis of religion. Right to Request Free or Reduced Price School Lunches: Parents who qualify under federal guidelines have the right to request free or reduced price school lunches or breakfast (in schools where available). Forms and federal guidelines which determine an applicant’s eligibility are available in each school. Right to Request Payment of Instructional Materials Fee: Parents whose children are eligible for free/ reduced school lunches are also eligible for use of free textbooks and other instructional materials. Right to Appeal an Expulsion: Parents will be notified by mail of a student’s pending expulsion. The parent and student have the right of a hearing in accordance with due process procedures. Right to Withhold Directory Information: Parents of eligible students not desiring directory information to be disclosed should inform the building principal in writing. Directory information is student’s name, parent name, address, telephone listing, date and place of birth, major field of study, participation in
Health Services The health and safety of students are important to us. BCSC is one of the few school districts in Indiana to have a full-time licensed nurse in every building.
Health Information Reminders
At the beginning of each school year, parents/ guardians should provide updates of medical information for their students. All health forms are available on the BCSC website under the health services department. Immunizations are to be submitted within the first 60 days of the school year. Indiana law states that all students must have current immunizations in order to attend school. A copy of your records can be obtained from the physician’s office or by visiting myvaxindiana. in.gov for access. Health information regarding the management of chronic diseases, such as diabetes, asthma, and seizures, should be shared with the school nurse in order to provide care during the school day. Parents are encouraged to meet with the school nurse to review the plan of care. Update and return the Emergency Information Card (blue card) that is issued when school begins as soon as possible. If medications are to be given at school, a medication form must be submitted from the physician’s office. Parents/guardians must deliver the medication to the school. Medications cannot be transported on the bus or carried by a student. Student athletes must have an IHSAA
physical form on file every year before they can participate in a sport. A concussion and sudden cardiac arrest acknowledgment form must also be signed by both the high school athlete and parent as required under Indiana law 20-34-7. These forms can be found on the high school athletic department websites and under the health services department on the BCSC home page.
Safe Routes to School
Safe Routes to School is an international movement that promotes walking and biking to school. Our local program started in 2007. This is for students K-8 who live in the designated walk zone area for their school. The program focuses on encouragement, education, enforcement, engineering and evaluation. Wellness Policy
Promoting a healthy learning environment is also important for the overall health of students. BCSC has one of the top scoring wellness policies in the state and is committed to continuously improving our efforts. Components of the policy include physical activity ideas, Farm to Fork program (purchase fruits and vegetables from local farmers), recess before lunch, healthy vending, classroom parties and healthy fundraisers (walkathons). Transportation
For the latest information regarding your child’s bus route, please check www.bcsc.k12.in.us beginning July 27, 2015. On the website, click on “Routing Information” located on the right side of the screen, read the paragraph, and click the link to the routing software. If you cannot access route information, please contact your school. Please check the information again prior to the first day of school, August 3, and again during the first weeks of school to stay up-to-date on any changes. All transportation information is available on the transportation Web page under the “Departments” tab. Your student will have a successful and positive experience on the bus by following the basic rules posted on the transportation Web page and in the student handbook. Walk zones are one mile for elementary and one and a half miles for middle and high school age. In the event of a transfer outside the home school boundary, transportation is the responsibility of the parent/guardian.

Book Buddies Many children are coming to school unprepared to start reading. Having solid reading skills in place by the end of second grade is critical to future reading and school success. Students who are struggling readers are more likely to lose interest in school and later become high school dropouts. In turn they are more likely to be unemployed or unemployable and too often turn to a life of crime and drugs. This costs our community by negatively impacting its financial resources and quality of life. The Bartholomew County Literacy Task Force, working in tandem with the Bartholomew Consolidated School Corp., created the Book Buddies program to help combat this problem locally. Book Buddies provides individualized reading support for second and third graders across Bartholomew County. The program, which takes place in all of the county’s public elementary schools, utilizes community volunteers who give an hour of time each week to read with students. Each school has a site supervisor to support tutors and students during the session, manage materials and chart student progress. Book Buddies includes 400 volunteers. The volunteers come from all walks of life and range in age from 17 to 90. Volunteers attend a one-time training session and complete a required background check before they tutor. The program runs August through April for a total of 100+ days of tutoring. Students are referred to the program through testing and teacher referrals. Leveled reading books are used to help students begin at a level that is comfortable for them where they can experience success. The books gradually increase in difficulty until students achieve reading on grade level. Each tutoring session includes working on vocabulary words, reading a selection and playing a game that reinforces phonics skills. School staff and tutors often see immediate results in students’ confidence, fluency and comprehension. The data shows the program is effective in helping students succeed with reading, but the true benefits won’t be seen for years to come when these students go on to be successful in school and life.

Bright Beginnings Early Learning Center, housed at the McDowell Education Center, promotes the continuation of education and career for young parents while also supporting the development of young children. Our center strengthens and supports the entire family by providing: -Affordable, quality, licensed childcare for children 6 weeks to 4 years of age -A quality foundation for social, emotional and cognitive child development -Educational pathways and resources for personal growth of the parents -Wrap-around services to support self-sufficiency of the family -Instruction based on early childhood foundations (state standards) -Project-based learning led by your child’s interests and proficiencies While any child is welcome at Bright Beginnings, priority is given to children of parenting teens and BCSC teachers and staff. According to the U.S. Department of Education, the median salary in 2009 for those without a high school diploma was $21,000. The salary for high school grads was $30,000. High School graduates earn higher wages. And the communities in which graduates live benefit from their increased purchasing power, taxes, and higher productivity. Since the fall of 2012, iGrad coaches have been working within Bartholomew County schools. Their job is to provide support and seek options to help students at risk stay in school and graduate. Everyone benefits from increased high school graduation rates. A recent labor market study conducted by Northeastern University found the average net benefit to the tax rolls of preventing one dropout is $389,052 over a lifetime. Back To School Digital Learning FAQ What is “itslearning”?
Itslearning is a computer system used to plan and deliver educational material, classes and training to students. Parents can use itslearning to follow their students’ classes and assignments.
What does 1:1 mean?
1:1 is shorthand for one-to-one. This means there will be one device (laptop or Chromebook) assigned to each student to use for learning at school. Some students will be able to take their devices home.
What kind of device will my child use?
Children in Grades 1 to 8 will use a Chromebook, which operates under the Chrome Operating System. Children in Grades 9 to 12 will use HP 645 laptops running Windows 7. Kindergartners will share one iPad for each three students.
Will the device be used every day?
The expectation is that our students will be prepared for class with a charged and ready device every day. We ask that students come prepared with traditional supplies such as pencils and paper; a device is no different. Students who are allowed to take their device home are responsible for bringing their charged device and power adapter to school every day. Students who do not arrive prepared with a charged device are not properly prepared for class. M2 Minds on Math seeks to change the course of student success in mathematics. Volunteer mentors donate one hour each week to work with a group of four fourth grade students. Student referrals are based on teacher input and test results. By adding an extra four hours of practice through curriculum-based math mentoring each week, fourth grade students gain confidence in basic math skills, testtaking, critical thinking and collaboration. Can a student opt out of the 1:1 initiative?
Just as students are required to use classroom textbooks and print material, lab equipment, and other instructional resources, all students will need the device to be a successful and prepared participant in our school. Students may not opt out of the program.
Will the district provide home Internet access?
No. The 1:1 program provides Internet access in BCSC school buildings only. Students may connect district-issued devices to home networks or public Wi-Fi provided they seek parental approval. For students who do not have Internet access, Comcast’s Internet Essentials program provides broadband
Internet for less than $10 a month. Details are available at http://www.internetessentials.com or via Comcast at 855-846-8376.
How are students protected from inappropriate content?
BCSC has installed blocking software designed to protect students from obscene material, child pornography and other visual depictions deemed harmful to minors as defined by the federal Children’s Internet Protection Act, while in use at school, home, and anywhere that has wireless Internet access. Improper use of the device and/or technology, including removal or tampering with the filtering settings, will result in strict consequences such as discipline, detention, and/or limited use of the device as determined by the district’s Code of Student Conduct. Keep in mind that no blocking technology is 100 percent. The best filter continues to be a parent or guardian. We encourage you to talk with your child and be aware of his or her online activities and behaviors.
Are students and families responsible for the device?
Our students are competent and worthy of our trust; we trust that they will act responsibly and maturely with such important personal learning devices. Students will be responsible for the care, security and safety of the devices. Devices are to be carried in a student’s backpack or case to and from all classes and secured in lockers when not in use. As with any other instructional material, the student is responsible for his or her device. Teachers will work with students on responsible use and safekeeping of their device. Each device comes with a protective bag for safekeeping. Students are required to report a lost or stolen device immediately to their teacher.
Who is responsible for loss, theft, or damage while the student’s device is away from school?
We ask our students to treat the device with care and respect. Parents and students are not required to pay a fee for the use of the devices. However,

Pre-Kindergarten Frequently Asked Questions What is Pre-K? 2015-16 Pre-K Fee Structure
You may have known it as preschool. Private and public preschool generally was offered for classes for 3-year-old and 4-year-old children. The track for 4-yearolds is now called Pre-Kindergarten or Pre-K – and it includes more academic skills than the traditional preschools of previous generations. It is the year right before kindergarten.
Why do children need Pre-K?
Quality Pre-K provides students with necessary kindergarten readiness skills. Each year, of the approximately 1,000 students entering kindergarten, about 30 percent do not meet readiness levels.
Isn’t Pre-K just glorified babysitting?
• BCSC Pre-K is staffed by qualified teachers with an Indiana Teachers License. In addition, most of the assistants also have a degree in education. All Indiana Academic Standards are met or exceeded. • A child’s readiness for school should be measured and addressed across five distinct but connected areas: 1) Physical well-being and motor development 2) Social and emotional development
3) Approaches to learning 4) Language development 5) Cognition and general knowledge. Even if a child starts school and is behind in readiness, won’t he catch up? • The evidence says this is very difficult for some children. If children enter kindergarten unprepared, they will typically be reading below grade level when they enter first grade and only have a one in eight chance of ever catching up without significant intervention. • 1 in 6 students who are unable to read proficiently by third grade will fail to graduate on time.

What are the goals of Pre-K?
• Each child will demonstrate 12 months progress per school year (nine months) in each area (Math, Geometry and Measurement, English and Language Arts, Social/Emotional, and Physical Skills) • Attendance is key to school performance and is ranked as the top predictor for career/work force success • Health and wellness screenings for students • 100 percent of students will meet or exceed the Kindergarten readiness standards
i-CARE Before and After School Program The BCSC i-CARE Before and After School Program provides care to children at all 11 elementary schools (before-school care is not available at CSA Lincoln). Care begins at 6:30 a.m. until school begins and resumes at the end of the school day until 6 p.m. Families can choose to utilize i-CARE services as much or little as possible. Bus service is provided at each location at 5 p.m. This transportation service is available to every student at no extra charge. A limited amount of financial assistance is also available at each location, based on financial and/ or academic need. Care is provided every school day and on breaks, closing only on major holidays. The i-CARE program provides hands-on, out-of-your-seat enrichment activities as well as healthy snacks, physical activity, and homework help. For more information, visit www.bcsc.k12.in.us.

*LIMITED Scholarships will be available for families who submit a Financial Assistance Application and qualify. A $10 annual registration fee will be charged per family. Families receiving a Tier 3 scholarship will have $5 credited to their account.
FAQ, continued students and parents will be held fiscally accountable for damage or loss of the device both on and off school grounds. All physical damage to the device must be reported as soon as possible, but no later than the next school day. Damaged devices will be evaluated by the school to determine whether or not they can be repaired. A loaner or new device will be issued as needed. The parent/ student is responsible for all accidental damages to district issued devices and subject to a cost of repair or replacement of up to $100, for first time damage. For the second incident of damage, costs/ charges will be up to but not exceed $200.
The third incident of damage will incur charges of up to $300. Parents/students will be accountable for all repair/replacement costs due to willful and intentional damage to district issued devices and equipment. Loss and theft that occurs off-campus will be the responsibility of the student and parent. In cases of legitimate theft, students and parents must report the theft to the police and provide a police report of incident.
Will BCSC provide support and maintenance for the devices?
BCSC provides technology support
and maintenance on all school-issued student devices. If your device needs to be repaired, we will loan you a device to use until it’s returned. Under no circumstances should you or anyone else take the device to a third party for repair or assistance. District personnel are the only individuals who should attempt repair on the devices.
What if a student moves or transfers during the school year?
Each device is the property of BCSC. If a student changes schools, withdraws from school officially, or is absent (unexcused) for 10 days in a row,
you must return the device and charger to BCSC. If the device and accessories are not returned, BCSC will contact the appropriate law enforcement authorities to recover the district device. All devices are returned to the school at the end of each school year.

The Source of Our Funds The money generated in the seven state/local tax-supported funds used to educate BCSC’s students came from these sources in the 2014 calendar year: • 35.4 percent, local sources (property taxes, interest income, etc.) • 64.4 percent, state sources • 0.2 percent, federal sources
How We Spend Our Education Dollars
BCSC’s 2014 budget of $104.4 million breaks down as follows: •General Fund: 65.6 percent of our total budget, approximately $68.5 million
in 2014. The general fund covers most teachers’, aides’, and administrators’ salaries and benefits; operations; insurance, some utilities for our buildings; supplies, and equipment that cannot be obtained through the capital projects fund. Money for the general fund comes from state support (about 98.1 percent) and miscellaneous (about 1.9 percent). • Capital Projects Fund: 12.1 percent of our budget, approximately $12.6 million in 2014. The capital projects fund provides for capital expenditures, such as purchase and repair of equipment, computer
hardware and software, and remodeling our buildings. It also pays for a large part of our utilities. Money for the capital projects fund comes from local property taxes and excise taxes (100 percent). • Debt Service Funds: 16.2 percent of our budget, approximately $17.0 million in 2014. The debt service funds provide for repayment of corporation debts. Money for the debt service funds come from local property taxes and excise taxes (100 percent). • Transportation Fund: 5.2 percent of our budget, approximately $5.4 million
in 2014. The transportation fund covers expenses for transporting students. Money for the transportation fund comes almost totally from local property taxes and excise taxes. • Transportation Bus Replacement Fund: 0.9 percent of our budget, approximately $0.9 million in 2014. This fund works in conjunction with our 12-year plan to replace vehicles in our bus fleet. Money for the bus replacement fund comes from local property taxes and excise taxes.
