YOUR NEWS

SUMMER 2018 Message from the City Manager Adoption of 2018 Beaches, Parks & Recreation Master Plan upholds Ole Hanson's vision 90 years later On March 20, 2018, The San Clemente City Council adopted the 2018 Beaches, Parks and Recreation Master Plan. This Plan updates the 1999 Parks and Recreation Master Plan and will become a living document over the next fifteen years. It will be utilized as a guiding tool for the implementation of projects and strategies for continued success within existing infrastructure.

City Manager James Makshanoff

The Plan seeks to provide a systematic and prioritized approach to parks and recreation projects. After nearly two years of community meetings, interviews, surveys, and site assessments, this Plan sets the framework for decision makers in the planning, maintenance, and development and rehabilitation of San Clemente’s parks and recreation facilities. To discover community priorities, a public outreach effort was undertaken, including meetings with community stakeholders, public community workshops, a statistically valid survey to a random sampling of the City’s households, and an open online survey for all community members to participate. Residents were vocal throughout the process and far exceeded initial expectations in the outreach and input process.

"The Plan seeks to provide a systematic and prioritized approach to parks and recreation projects."

Many community priorities have emerged through the Plan. The Plan encompasses strategies to maintain existing infrastructure within the City’s park system, while providing recommendations to improve connectivity, amenities, programming, and accessibility. Furthermore, it provides guidance on trends within the industry, directing City leadership, over the lifespan of the Plan, to consider improving sites by adding features that are valuable the community and enhance the overall quality of life in San Clemente. The Plan provides evaluations of and recommendations for all 24 parks in San Clemente, while highlighting recommendations in five specific categories: (1) Land, Beaches, and Facilities; (2) Marketing and Communication; (3) Programming; (4) Funding; and (5) Maintenance and Operations. While the key strategies were extensive, some of the recommendations include increasing trail connectivity, adding outdoor recreation amenities based on trends, expanding special events, undertaking a revenue enhancement and fee study program, and establishing design standards throughout each public amenity system. As we put the final stamp on this critical document and push forward with its implementation, I am reminded of the poignant timing of its adoption – on the 90th anniversary of San Clemente’s incorporation. Parks and recreation was a celebrated component to our founder’s, Ole Hanson, vision for San Clemente. From early in its development, Ole stated that he “envisioned a place where people could live together more pleasantly than any other place in America…where the whole city would be a park.” It is an honor to uphold this image through the adoption of the 2018 Plan. This summer is a great time to relax on San Clemente’s famous beaches, picnic in one of our pristine parks, or participate in some our 350 recreation classes or camps. We are proud to offer something for everyone. Whether you are a longtime resident or new to town, we look forward to sharing our open spaces and public places, while continuing to preserve and celebrate the 1928 dream of Ole Hanson. To learn more about all the details of the Plan, please visit www.san-clemente.org/ bprmasterplan. Sincerely,

James Makshanoff

Instructor Spotlight

Instructor: Bodyboarding Adventures Bodyboarding Adventures LLC started in the Summer of 2017. Co-Founder Steve Barnes has been bodyboarding since 2007 and has traveled the world from Ireland to Fiji searching for epic waves and new experiences in the ocean. Steve grew up in Northern California and wasn’t introduced to the sport of bodyboarding until he was 28 while living in Hawaii working on a cruise ship. In his mid-twenties, after serving in the Navy he was searching for something that he could really be passionate about when a friend on the ship offered to sell him his old bodyboard. Once his contract with the cruise line was over he moved to South Orange County so he could be closer to beaches like T-Street & Salt Creek. Since bodyboarding had given him direction

and had such a positive impact on his life, he decided to start a summer camp for kids to bring them the joy of bodyboarding as well. The City of San Clemente brought on Boadyboarding Adventures in the summer of 2017. You may have met the Bodyboarding Adventures crew at the city's Summer Camp Palooza event where participants got a chance to meet the instructors and look into what summer camps to attend. This Summer Bodyboarding Adventures will have a visit from Pro-Bodyboarders Jeff & Dave Hubbard of “Hubboards” a top bodyboard manufacturer. Jeff Hubbard is a 3-time International Bodyboarding Association World Champion and his brother Dave was the 2009 DropKnee IBA World Champion. All families and students are welcome to join us! See page 16 for summer camp details.

Lifeguard Corner EMPLOYEE SPOTLIGHT & OCEAN SAFETY TIPS These summer ocean safety tips are brought to you by Marine Safety Officer Ian Burton. Ian has been lifeguarding for the past 27 seasons and has proudly served San Clemente for the past 10 years at our local beaches. As a Marine Safety Officer, he is primarily responsible for assisting with the oversight of day-to-day lifeguard operations, inventory/purchasing of equipment, and assisting with training of seasonal staff.

G

oing to the beach is a favorite pastime of Southern California residents and visitors. Sunning, swimming, and surfing are all fun, but each comes with its own unique set of dangers. Staying safe at the beach and in the ocean is all about knowledge. There are websites that you can visit to read up on beach and aquatic safety, or upon arrival to the beach we encourage everyone to make contact with a lifeguard. The lifeguard will have the best information about any existing hazards or dangerous areas.

Rip Currents are the #1 Concern About 80% of all beach rescues are related to rip currents. Despite these startling statistics, many swimmers do not know anything about rip currents or how to survive when caught in one. Rip currents are terrifying because they catch you off guard: Unlike violent, crashing waves, you probably won’t notice a rip current until you’re in the middle of it, being pulled away from shore. Depending on severity, you may be able to see a rip current from the beach. Strong rip currents disrupt incoming waves and stir up sand from the ocean floor. Keep an eye out for narrow, muddy streaks in the ocean where there aren’t any waves breaking. Reacting to Rip Currents If caught in a rip current, it’s crucial to remain calm. Your first instinct may be to swim against the current, back to shallow waters. In most cases, even if you’re a strong swimmer, this will only wear you out. The current is too strong to fight head-on. Instead, swim sideways, parallel to the beach. This will get you out of the narrow outward current, so you can swim back in with the waves. If it’s too hard to swim sideways,

wait until the current carries you out and dissipates. The water will be calmer and you can get clear of the rip current before heading back in. Quick Tips for Safe Beach Visits San Clemente lifeguards want everyone to have a safe and enjoyable experience at our beaches. In an effort to avoid tragic accidents, we ask anyone coming to consider the following: • Learn to swim and never swim alone • Swim near a lifeguard • Supervise children closely, even when lifeguards are present • Do not rely on flotation devices • Do not swim while under the influence of alcohol or drugs • Protect your head, neck and spine - never dive head first in the ocean • If you are in trouble, call or wave for help • Follow regulations and lifeguard directions • Swim parallel to shore if swimming long distances Beach Safety Resources • usla.org • cslsa.org • hoag.org/education-events/project-wipeout

SUMMER 2018

STARFISH 3-5 years (ARC: Preschool Aquatics Level 1-3) Introduces basic independent aquatic locomotion skills. Participants begin to learn the back crawl and butterfly, as well as the basics of performing a simple open turn at a wall. (Ratio: 8:1) STINGRAY ARC: Learn to Swim Level 5 – Stroke Refinement Prerequisite: Swim front crawl for 25 yards, change directions and swim elementary backstroke for 25 yards. Swim breaststroke for 15 yards, change directions and positions as necessary and swim back crawl for 15 yards. Course: Participants refine their performance of all six strokes (front crawl, back crawl, butterfly, breaststroke, elementary backstroke, and sidestroke) and increase the distances that they swim. New safety topics introduced and previously learned skills reinforced. (Ratio 6:1) OTTER (ARC: Learn to Swim Level 3 - Stroke Development) Prerequisite: Push off and swim using arm and leg actions on front side for 5 body lengths, roll to back, float for 15 seconds, roll to front, then continue swimming for at least 5 body lengths. WAT ER QUALITY SAN CLEMENTE REPORT

DRINKING WATER QUALITY Since 1990, California water utilities have been providing an annual Water Quality Report to their customers. This year’s report covers calendar year 2017 water quality testing and has been prepared in compliance with regulations called for in the 1996 reauthorization of the Safe Drinking Water Act. The reauthorization charged the United States Environmental Protection Agency (USEPA) with updating and strengthening the tap water regulatory program. Some contaminants are not required to be monitored annually because the concentrations of these contaminants do not frequently change. Therefore, some of the data, though representative is more than one year old. The City of San Clemente vigilantly safeguards its water supply and as in Engineering marvels, the State Water Project and Colorado River Aqueduct, make our way of life possible by delivering water to millions of people in Orange County. San Francisco

PUBLISHED BY THE CITY OF SAN CLEMENTE UTILITIES DEPARTMENT

What You Need to Know About Your Water, and How it May Affect You years past, the water delivered to your home meets the standards required by the state and federal regulatory agencies. In some cases, the City goes beyond what is required by testing for unregulated contaminants that may have known health risks.

SOURCES OF SUPPLY Your drinking water is a blend of surface water imported by the Metropolitan Water District of Southern California (MWDSC) and local groundwater. MWDSC imported water sources are the Colorado River and the State Water Project which draws water from the Sacramento-San Joaquin Delta. Beginning in 2017, the City began to receive water from the Irvine Ranch Water District processed through the Baker Water Treatment Plant as an additional source of water to further ensure a constant water supply to its customers.

INFORMATION ABOUT DRINKING WATER CONTAMINANTS The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs

Contaminants that may be present in source water include: • Microbial contaminants, such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations and wildlife. • Inorganic contaminants, such as salts and metals, which can be naturally occurring or result from urban storm water runoff, industrial or domestic wastewater discharges, oil and gas production, mining and farming. • Radioactive contaminants, which can be naturally occurring or be the result of oil and gas production or mining activities. • Pesticides and herbicides, which may come from a variety of sources such as agriculture, urban storm water runoff and residential uses. • Organic chemical contaminants, including synthetic and volatile organic chemicals, which are by-products of

and wells. As water travels over the surface of land or through the layers of the ground it dissolves naturally occurring minerals and, in some cases, radioactive material and can pick up substances resulting from the presence of animal and human activity.

industrial processes and petroleum production, and can also come from gasoline stations, urban storm water runoff, agricultural application and septic systems. In order to ensure that tap water is safe to drink, USEPA and the State Water Resources Control Board, Division of Drinking Water (DDW) prescribe regulations that limit the amount of certain contaminants in water provided by public water systems. The U.S. Food and Drug Administration regulations and California law also establish limits for contaminants in bottled water that must provide the same protection for public health. Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the USEPA’s Safe Drinking Water Hotline at [800] 426-4791.

CRYPTOSPORIDIUM Cryptosporidium is a microscopic organism that, when ingested, can cause diarrhea, fever, and other gastrointestinal symptoms. The organism comes from animal and/or human wastes and may be in surface water. The MWDSC tested their source water and treated surface water for Cryptosporidium in 2017 but did not detect it. If it ever is detected, Cryptosporidium is eliminated by an effective treatment combination including sedimentation, filtration and disinfection. The USEPA and the federal Centers for Disease Control guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbial contaminants are available from USEPA’s Safe Drinking Water hotline at [800] 4264791 between 9 a.m. and 5 p.m. Eastern Time (6 a.m. to 2 p.m. in California).

IMMUNO-COMPROMISED Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised people, such as those with cancer who are undergoing chemotherapy, have had organ transplants, people with HIV/AIDS or other immune system disorders, some elderly persons and infants can be particularly at Please share this information with others who may not have received this notice directly (apartments, nursing homes, schools, and businesses). risk. These people should seek advice about drinking water from their health care providers.

LEAD IN TAP WATER If present, elevated levels of lead can cause serious problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. The City of San Clemente is responsible for providing high quality drinking water, but cannot control the variety of materials used in plumbing components. The City of San Clemente recently completed lead sampling for the Capistrano Unified

School District. A total of 40 samples were collected from eight public schools. Of the 40 samples, lead was detected in only one of the samples, and the result was well below the State Action Level of 15 parts per billion which required no corrective action from the Capistrano Unified School District or the City of San Clemente. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water. If you are concerned about lead in your water, you may wish to have your water tested.

If you have any questions about your water, please contact us for answers: For information about this report, or your water quality in general, please contact Assistant Utilities Manager Kevin Lussier, at [949] 366-1553. For more information about the health effects of the listed contaminants in the following tables, call the U.S. Environmental Protection Agency hotline at [800] 426-4791. SOURCE WATER ASSESSMENT IMPORTED MWDSC WATER ASSESSMENT Every five years, MWDSC is required by DDW to examine possible sources of drinking water contamination in its State Water Project and Colorado River source waters. The most recent watershed sanitary surveys for MWDSC's source waters are the Colorado River Watershed Sanitary Survey - 2015 Update, and the State Water Project Watershed Sanitary Survey - 2016 Update. Water from the Colorado River is considered to be most vulnerable to contamination from recreation, urban/stormwater runoff, increasing urbanization in the watershed and wastewater. Water supplies from Northern California’s State Water Project are most vulnerable to contamination from urban/stormwater runoff, wildlife, agriculture, recreation and wastewater. USEPA also requires MWDSC to complete one Source Water Assessment (SWA) that utilizes information collected in the

watershed sanitary surveys. MWDSC completed its SWA in December 2012. The SWA is used to evaluate the vulnerability of water sources to contamination and helps determine whether more protective measures are needed. A copy of the most recent summary of either Watershed Sanitary Survey or the SWA can be obtained by calling MWDSC at (213) 2176000.

GROUNDWATER ASSESSMENT The City of San Clemente Utilities Department completed an assessment of drinking water sources for its water supply in October 2001 and again in 2008. The City’s wells are considered vulnerable to the following Possible Contamination Activities (PCAs) associated with some contaminants detected in the water supply: Maintenance yards, above-ground fuel tanks, an historic dump site, an electrical switching station, and a site for temporary deposition of street sweeper debris. Residences, parks, sewers, roads and storm drains represent additional PCAs. While PCAs exist within the source

water assessment area, the water sources are protected from immediate contamination threats by the confining nature of the aquifer, and the significant depth of well perforations at each water source. Copies of each water assessment are located at the City of San Clemente Utilities Department administration office, 380 Avenida Pico, Building N, San Clemente, California. You may review these water source assessments by contacting the Utilities Manager at (949) 3661553.

Turbidity is a measure of the cloudiness of the water, an indication of particulate matter, some of which might include harmful microorganisms. Low turbidity in the treated water is a good indicator of effective filtration. Filtration is called a "treatment technique" (TT). A treatment technique is a required process intended to reduce the level of chemicals in drinking water that are difficult and sometimes impossible to measure directly. NTU = nephelometric turbidity units.

WHAT ARE WATER QUALITY STANDARDS? Drinking water standards established by USEPA and DDW set limits for substances that may affect consumer health or aesthetic qualities of drinking water. The chart in this report shows the following types of water quality standards: • Maximum Contaminant Level (MCL): The highest level of a contaminant that is allowed in drinking water. Primary MCLs are set as close to the PHGs (or MCLGs) as is economically and technologically feasible. • Maximum Residual Disinfectant Level (MRDL): The highest level of a disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants. • Secondary MCLs are set to protect the odor, taste, and appearance of drinking water. • Primary Drinking Water Standard: MCLs for contaminants that affect health along with their monitoring and reporting requirements and water treatment requirements. • Regulatory Action Level (AL): The concentration of a contaminant, which, if exceeded, triggers treatment or other requirements that a water system must follow.

WHAT IS A WATER QUALITY GOAL? In addition to mandatory water quality standards, USEPA and DDW have set voluntary water quality goals for some contaminants. Water quality goals are often set at such low levels that they are not achievable in practice and are not directly measurable. Nevertheless, these goals provide useful direction for water management practices. The chart in this report includes three types of water quality goals: • Maximum Contaminant Level Goal (MCLG): The level of a contaminant in drinking water below which there is no known or expected risk to health. MCLGs are set by USEPA. • Maximum Residual Disinfectant Level Goal (MRDLG): The level of a drinking water disinfectant below which there is no known or expected risk to health. MRDLGs do not reflect the benefits of the use of disinfectants to control microbial contaminants. • Public Health Goal (PHG): The level of a contaminant in drinking water below which there is no known or expected risk to health. PHGs are set by the California Environmental Protection Agency.

HOW ARE CONTAMINANTS MEASURED? Water is sampled and tested throughout the year. Contaminants are measured in: • parts per million (ppm) or milligrams per liter (mg/l) • parts per billion (ppb) or micrograms per liter (μg/l) • parts per trillion (ppt) or nanograms per liter (ng/l) If this is difficult to imagine, think about these comparisons and equivalencies: Parts per million (ppm or mg/L): • 3 drops of liquid in 42 gallons • 1 second in 12 days • 1 inch in 16 miles Parts per billion (ppb or μg/L): • 3 drops of liquid in 14,000 gallons • 1 second in 32 days • 1 inch in 16,000 miles Parts per trillion (ppt or ng/L): • 10 drops of liquid in a Rose Bowl sized pool • 1 second in 32,000 days • 1 inch in 16 million miles
