Message from the City Manager An update on the Toll Road

The City of San Clemente continues to be actively engaged in the Transportation Corridor Agencies’ (TCA) efforts to extend the toll road through San Clemente. Your City Council is leading the effort to protect our residents’ quality of life San Clemente. The City understands the need to study transportation options and find the best solutions to alleviate traffic in the region. We are not saying there is not a solution out there. We are saying that we cannot support the solutions the TCA has presented. Not one of the TCA’s proposed alignments makes sense for San Clemente. The alignments would devastate our community’s quality of life if constructed as they would slice through many neighborhoods and change San Clemente as we know it today. Important natural open space areas would also suffer irreparable damage. Last year, the City Council unanimously opposed all alignments that would cut through San Clemente, and since then, a growing number of citizens in our community have collaborated against all proposed alignments. Many San Clemente residents attended the TCA’s third public forum that was held on June 5th to discuss the toll road and settlement with the environmental groups. And, our state and federal legislative representatives have also publicly expressed their opposition. It’s worth noting that transportation planning practices have changed. In the past, especially in Southern California, neighborhoods were developed around the freeways. Today more people are telecommuting from home (about 10% in San Clemente) and we are seeing more development of hubs where people can live and work and avoid freeways altogether. Current practice in the transportation planning arena is to avoid building freeways through existing developed communities. This is because the roadway will damage a city, causing neighborhoods to become detached from one another, and economic hardship inevitably follows, along with pollution, noise, and visual impacts that could make life unhealthy for residents. The alignments the TCA is proposing go against the City’s transportation connectivity goals for these reasons. A better solution as discussed by the City Council is to allow communities to build out their arterial networks. This would provide a transportation option and traffic relief solution. Arterial roads are responsible for long distance travel, as well as traffic between high-density parts of a city and are faster than normal surface streets, free and have few traffic lights and intersections to keep cars moving. This works. Just take a look at the La Pata extension that opened last year, and the addition of a carpool lane in both directions on the I-5 slated for completion next year. La Pata is already providing traffic relief from the I-5 and the I-5 project is adding the capacity motorists need in this congested segment of the freeway at no toll fee to ride them. North El Camino Real: Class I Bicycle and Pedestrian Path Project The City received a Highway Safety Improvement Program (HSIP) grant to help construct a 0.9mile long Class I bicycle path project on the ocean side of North ECR between Camino Capistrano and Avenida Estacion. The project also consists of repaving the entire segment of roadway, restriping, upgrading existing ADA ramps, curb modifications, new sidewalk, landscaping, irrigation, and modifications to two traffic signals. The project was undertaken to increase the safety and efficiency of the roadway for all users of the roadway. • Similar vehicular travel lane configurations at the intersections including maintaining the dedicated right turn lanes at Camino Capistrano, and Camino San Clemente • A 10 foot Class I bike and pedestrian pathway, and a 5’ pedestrian pathway on the west side of the roadway • A landscaped median separating the bicycle and pedestrian path throughout the project • Landscaped medians to improve traffic operations and provide gateway treatments • Minimum 6 foot Class II striped bicycle lanes Enjoy the many improvements being made to the beautiful gateway to San Clemente, also known as North Beach! San Clemente Adopted Marine Unit Activities Update On July 3, 1996, the City of San Clemente and the San Clemente Chamber of Commerce adopted the Second Battalion, 4th Marines, 1st Marine Regiment (“2-4 Marines”) through the America Supporting Americans’ Adopt-A-Unit program (ASA). Later, in 1998, The Heritage of San Clemente Foundation formed, and following its fundraising campaign to construct The Marine Monument at Park Semper Fi in 2005, has been instrumental in helping the City and Chamber build a meaningful mutual relationship with the 2-4 Marines. This relationship has grown over the years to create a strong, supportive connection between the young men and women of our adopted unit with our civilian community, proving to be crucial to troop morale and building friendships with our military members in unique, meaningful ways. For example in May, Lieutenant Colonel Warren C. Cook Jr., who serves as the Battalion Commanding Officer for the 2-4 Marines, invited officials from the City of San Clemente, the San Clemente Chamber of Commerce and The Heritage of San Clemente Foundation to join him and fellow adopted 2-4 Marines to visit the Camp Pendleton Marine base. Lt. Col Cook and Captain Anderson provided an informative tour of the base and arranged for interaction with fellow Marines in their respective assignments on base. Lt. Cook also served as the keynote speaker at the Memorial Ceremony at Park Semper Fi on July 4th, where the City of San Clemente and The Heritage of San Clemente Foundation cohosted a 4th of July picnic at Park Semper Fi for military families to enjoy the Pier fireworks show. The 2-4 Marines generously give back to the San Clemente community to show their gratitude, as seen with the recent annual landscape maintenance they performed at Park Semper Fi. Also, the 1st Engineer Battalion and 2-4 Marines jointly volunteered to build planter boxes at Marblehead Elementary School in San Clemente.

CAOL: when you see tracks, ALWAYS think train! California Operation Lifesaver’s (CAOL) safety education and awareness program is dedicated to ending collisions, fatalities and injuries at highway-rail grade crossings and on railroad rights of way. San Clemente has proactively partnered and supported CAOL in its efforts to educate the community about rail safety. A team of CAOL Authorized Volunteers joined in the San Clemente Earth Day Clean-Up to raise rail safety awareness and remind people that when you See Tracks… ALWAYS Think Train! • The only safe place to cross is at a designated public crossing • It can take a mile or more to stop a train, so a locomotive engineer who suddenly sees someone on the tracks will likely be unable to stop in time. • Railroad property is private property. For your safety, it is illegal to be there unless you are at a designated public crossing. • Trains overhang the tracks by at least 3 feet in both directions; if you are in the right-of-way next to the tracks, you can be hit by the train. • Never walk around or behind lowered gates at a crossing, and DO NOT cross the tracks until the lights have stopped flashing and it’s safe to do so. • Be aware trains do not follow set schedules. C.E.R.T. Seeks Volunteers When disaster strikes….will you be ready? A Community Emergency Response Team (CERT) is a ready group of organized and trained volunteer disaster workers. The City of San Clemente offers CERT training to its residents and businesses yearly. The CERT Program consists of 20 hours of classroom and handson training and concludes with an exercise drill to apply the skills and knowledge obtained during the class-room sessions. The CERT program training is a 8-week programs. Classes are held on Thursdays, beginning August 17th from 5:30pm-8:30pm.

Instructor Spotlight Anne Leslie: Tap, Country Line Dance, & Boomer Fitness Anne Leslie began instructing with the City of San Clemente in March 2016 as a Zumba instructor. Today she teaches tap, country line dancing and a fitness class that she designed herself for baby boomers called "Boomer Fitness". Growing up in England and beginning dance classes at an early age, Anne found her passion. At the age of 12, she auditioned for her first professional show which she continued to do every summer for three years in the “Tower Children's Ballet” in the Tower Ballroom located in Blackpool. She entered teacher training college and continued to dance professionally in Christmas and summer season shows. Upon arriving in the States, Anne continued her own dance training in the South Bay and LA areas where she taught dance at various studios. Becoming a school teacher out of college and after
having her first two children, she decided to open a dance school teaching tap and ballet. Anne operated her dance studio in San Clemente for over 25 years, eventually selling it to focus on her family. Zumba, Country Line Dancing, West Coast Swing and Salsa became her new passions. "It has always been about the great people I meet at the center. To make use of great facilities and be able to giveback to the city." Anne says she is very excited to be teaching tap and line dancing and is looking forward to her new "Boomer Fitness" class! Boomer Fitness will meet twice a week in the fall. It will concentrate on working all muscle groups & cardio. Anne says, "Most classes today are either too hard, too fast, too slow or too vigorous for our 50-70 year old bodies. This class bridges that gap." The City is thrilled to have Anne as an instructor. Check out one of her classes today!

Rod began his lifeguarding career at the age of 20 and has proudly served San Clemente for 30 seasons at our local beaches. As the Lieutenant, he is primarily responsible for overseeing the day-to-day lifeguard operations, recruitment and training of staff. He also oversees the Prevention/Education Program, including Junior Lifeguard and the School Outreach Program.

Welcome to the City of San Clemente Learn to Swim program! Please review the following swim level information carefully as our lesson structure has changed. Swim lessons fill up quickly. Sign-up early to secure your spot in the class. • All students will be tested on the first day of class to ensure correct level placement. • Aquatics staff reserve the right to move students to the most developmentally appropriate swim level. • The American Red Cross (ARC) swim lesson level requirements and exit skills have been updated, please read the level descriptions carefully. • Drop-in option is not available for these programs. PARENT & CHILD 6 months - 5 years (ARC: Parent and Child Aquatics Level 1-2) Introduces basic skills and water safety topics to parents and children. Parents learn how to work with their children in the water, including how to support their children in the water and encourage their child to participate and try new skills. Children receive an introduction to basic skills that lay a foundation for learning to swim. Children under 3 must wear plastic pants with elastic around the legs at all times. (Ratio 10:1) STARFISH 3-5 years (ARC: Preschool Aquatics Level 1-3) Introduces basic independent aquatic locomotion skills. Children improve their coordination and control of combine simultaneous arm and leg actions and altering arm and leg actions. New water safety topics are introduced, and previously acquired skills are reinforced. Children who are not successfully potty trained must wear plastic pants with elastic around the legs at all times. (Ratio 6:1)
OTTER (ARC: Learn to Swim Level 3 - Stroke Development) Prerequisite: Push off and swim using combine arm and leg actions on front side for 5 body lengths, roll to back, float for 15 seconds, roll to front, then continue swimming for at least 5 body lengths. Course: Participants learn and practice survival floating and learn to swim front crawl and elementary backstroke at rudimentary proficiency levels. Scissors and dolphin kick are introduced. Participants learn to enter the water head first from a seated position at poolside. New and previously addressed water safety topics are reinforced. Participants who successfully complete Otter have achieved basic water competency in a pool environment. (Ratio 6:1)
STINGRAY ARC: Learn to Swim Level 5 – Stroke Refinement Prerequisite: Swim front crawl for 25 yards, change directions and swim elementary backstroke for 25 yards. Swim breaststroke for 15 yards, change directions and positions as necessary and swim back crawl for 15 yards. Course: Participants refine their performance of all six strokes (front crawl, back crawl, butterfly, breaststroke, elementary backstroke, and sidestroke) and increase the distances that they swim. Participants also learn to perform flip turns on the front and back. (Ratio: 8:1) Are you uncertain about which swim level to enroll your child in? SEAHORSE (ARC: Learn to Swim Level 2 - Fundamental Aquatic Skills) Introduces basic independent aquatic locomotion skills. Many of the skills taught are similar to Starfish. Participants learn to glide and float without support and recover to a vertical position. Participants further develop simultaneous and alternating arm and leg actions on their front and back sides, laying the foundation for future strokes. New safety topics introduced and previously learned skills reinforced. (Ratio 6:1)
SEAL ARC: Learn to Swim Level 4 - Stroke Improvement Prerequisite: Push off in a streamlined position then swim front crawl for 15 yards, change position and direction as necessary, swim elementary backstroke for 15 yards, then exit pool. Course: Increase endurance swimming the strokes learned in Otter. Participants add arm actions to the previously learned scissors kick and breaststroke kick to perform the rudimentary sidestroke and to learn the breaststroke. Participants begin to learn the back crawl and butterfly, as well as the basics of performing a simple open turn at a wall. (Ratio: 8:1)

GENERAL REFUND POLICY All refunds must be requested in writing. An $8.00 refund processing fee will apply per person, per class. No refunds
or credits will be issued after the second class meeting. Non-attendance in a program is not grounds for a refund. Regardless of your payment method, all refunds will be issued in the form of a check within 3-4 weeks. When courses are cancelled by the City, a full refund will be issued. The City of San Clemente assumes no responsibility for the reimbursement/refund of any material fee collected by the instructor. Class Refund Policy: All refund requests must be received before the start of second class meeting. Camp Refund Policy: For a course that is one week or less in length, the following criteria applies: •If a refund request is received 72-hours before the start of the course/camp, a refund, less processing fee, will be provided. •If a request is received less than 72-hours in advance, but before the start of the second class meeting, a one-day prorated refund, less processing fees, will be provided. •No refund will be issued after the second class meeting. Workshop Refund Policy: For a course that is one day in length, the following criteria applies: •If a refund request is received 24-hours before the start of the course, a refund, less processing fee, will be provided. •If a request is received less than 24-hours in advance, no refund or credit will be issued.

All courses are subject to cancellation or schedule change. A utility bill is required for proof of residency. Fees for courses are subject to change. Registration cannot be accepted at class. Spaces are filled on a first-come, first-served basis. Should the course be filled, we will notify you, place your name on a waiting list and return your payment. If classes do not reach their minimum, the class will be cancelled. When registering online, please assume that you have been accepted into the class. Registration confirmation will be sent via e-mail when you register by fax or mail. We will advise you by phone of any changes. The City of San Clemente complies with all applicable laws, including the American Disability Act. If you need special assistance, please call (949) 361-8264 or (949) 429-8797. For new clients, proof of San Clemente residency MUST be provided to the Recreation office in the form of a copy of current utility bill or copy of current vehicle registration, along with photo ID. Additional $3 fee applies to all courses for non-residents unless otherwise specified.
