YOUR NEWS Message from the City Manager Ole Hanson Beach Club Reopens With the Ole Hanson Beach Club rehabilitation now complete, we can get back to enjoying the scenic ocean view facility for recreation swim, exercise programs and special events. The pools are now open for swimming, and the formalized programming schedule will be available in January. In the meantime, the beach club is available for scheduling special events through the City’s operator and caterer, 24 carrots-- just in time for the busy holiday season.

The Beach Club was constructed in 1928 by San Clemente visionary and founder, Ole Hanson. It was in need of critical rehabilitation, and the City was required to meet new state building codes and make vital repairs to restore the historic landmark to its former glory. I was pleased to see a few hundred members of the community attend the grand reopening celebration which was held on September 30th. The celebration symbolized the revival of the Beach Club and offered a fun opportunity for our community to come together to celebrate this piece of San Clemente history.

With the Ole Hanson Beach Club rehabilitation now complete, we can get back to enjoying the scenic ocean view facility for recreation swim, exercise programs and special events.

In January 2015 construction began and was a balanced effort to ensure the necessary rehabilitation was performed, while respecting the historic architecture that makes the beach club so wonderful. Due to its nearly 90-year old age, challenges arose that were not visible on the surface and only became known after the contractors were able to open up the building and pool and evaluate the condition. Dry rot, termite damage, inadequate prior repairs, structural deficiencies and even the discovery of an old pool underneath the existing were only a few of issues that arose during the project. The City remained committed to the project. In all, $5.6 million was invested, and included the construction of these major features. • First floor (non-historic) reconfiguration • Historic windows and doors rehabilitated • Accessible second floor & exterior decks via an elevator • Second floor historic finishes restored • Building structure and seismic upgrades • Balcony returned to historic colors • Exterior plaster and wood restored • Historic porthole window returned • Historic exterior decorative tile restored These are the major exterior features: • Reconstructed an accessible pool • Native California landscaping Though we had numerous challenges in getting the structure up to standards, we had a superb City team and construction professionals who overcame these challenges and produced what I think is job well done. The community can also look forward to soon to be constructed bike path medians on PCH in the North Beach area. City Offers a Security Camera Loaner Program

City Offers Grace Period for City Parking Permits

Brittany Plano joined the San Clemente Police Services team in late summer and serves as the new Crime Prevention Specialist, working part-time and is the community’s contact for the Neighborhood Watch Program.

S u r ve i l l a n c e cameras are a great way to provide security for your home or workplace. As well as providing you with video footage of any events that may happen, they also act as a visible deterrent to criminals and assist the local authorities in their investigations.

The City of San Clemente will offer a grace period for holders of San Clemente parking passes that expire January 1, 2017. The grace period is in effect for renewal purposes from December 24, 2016 through January 9, 2017. City offices will be closed for the annual furlough December 26, 2016 through January 2, 2017, and will reopen on Monday, January 3rd. After the grace period has expired, all residents are expected to have their parking permits renewed.

Brittany lives in Foothill Ranch and is happily married to her high school sweetheart for 7 years. Together they have a two-year-old son and a baby girl on the way. She has worked with the Orange County Sheriff’s Department for 10 years, half of this time, she has served in a crime prevention role in other cities such as Mission Viejo and Laguna Niguel. With a background in education and Bachelor’s Degree in Liberal Studies, Brittany has always had a heart and passion for both teaching and law enforcement and feels her role as a Crime Prevention Specialist fulfills that. “Family and being a mom is incredibly important to me,” said Brittany. “This is why I feel my role as a part-time Crime Prevention Specialist now with the City of San Clemente fulfills all my desires and expectations. I am very excited and happy to be a part of this amazing and beautiful city and wonderful team, while helping to keep it safe.” Check out the Crime Prevention 101 public service announcement which was a collaboration between the City of San Clemente and San Clemente Police Services. You’ll see Brittany playing a lead role in helping educate the public about simple steps we can all take to prevent crime and report crime. Together we can do our part to keep our community safe! So that the community can try out a surveillance camera before they buy, the City of San Clemente has purchased two StickUp Cameras at a discounted price from Ring to loan out to residents. The camera is weather-resistant and wire-free mount to see, hear and speak with your guests. All systems are easy to set up and do not require a professional to install. The loaner program allows residents to check out the camera for a one-week period. Due to demand, a wait list may be created but the availability will be first-come, first-serve. Residents will need to sign a release form before checking out the loaner camera. After the one-week loan, residents who want to purchase one will receive $25 off the $199 purchase price when purchased through Ring by using the promo code, 7sanclemente at ring.com. Ring has been working with hundreds of police departments and neighborhood watch groups across the country. An example of a city Ring has worked with is the City of Lafayette in the Bay Area on a similar loaner program. Since Lafayette implemented their program they have seen a considerable drop in residential burglaries. All metered parking in San Clemente requires a parking decal affixed on the lower right hand (passenger) side of the vehicle’s front windshield. Metered parking permits are available for $50 for San Clemente residents and $100 for non-residents. OCTA Transportation Change One of the most significant bus service changes in OCTA history came October 9th. The City of San Clemente encourages bus riders to contact the OCTA for ways to replace bus access in light of the discontinuation of Bus Routes 191 and 193 servicing San Clemente. If you have questions, please call OCTA’s Customer Information Center at (714) 636-RIDE.

In March 2016, the Orange County Transportation Authority Board of Directors approved the 2016 Bus Service Plan, which is one component of OC Bus 360°, a strategy designed to optimize the efficiency and effectiveness of the overall bus system. Implemented in June 2016, the plan increases service in some high-demand areas, while decreasing or eliminating bus service with low demand and low ridership. This decrease in bus service may affect your ACCESS service. OCTA is working to provide options for the displaced ACCESS riders. Included is a booklet describing the upcoming bus service changes. New San Clemente Rideshare Program The City of San Clemente launched a new rideshare program operated by Lyft. Lyft users can ride for $2, the same upfront fare as the bus system that used to operate along routes 191 and 193 in town. For example, if a rider’s starting point and destination is at a former bus route 191 or 193 bus stop in San Clemente, the rider will pay $2 and the rest of Lyft’s normal fare will be subsidized up to a credit of $9. For rides costing more than $11, the passenger will pay $2 plus the amount of the fare over $11. To utilize the subsidy, download the App at www.lyft.com/invite/scrides. Once you have the App on your phone, enter the code SCRIDES into the ‘Payment’ section to be eligible for the ride subsidy. This App can be downloaded from Google Play or Apple App stores.

City Hires New Deputy Community Development Director/Building Official Bill King began working for the City of San Clemente on August 24th as the Deputy Community Development Director/Building Official. Bill is excited to be relocating to San Clemente from Alexandria, Virginia. He earned his Bachelor’s Degree from the University of Maryland College Park, holds a Certificate in Management and Organizations from the University of Arizona, and is working towards his Master’s Degree in Public Administration. Bill comes to us from his most recent position as the Assistant Director of Code Administration for the City of Alexandria. Prior to that, he held the position of Building Development Administrator for DeKalb County, Georgia. He also worked for the City of Goodyear, Arizona for five years, with other experience in the Building, Engineering and Inspection arenas.

Throughout his career, Bill has been involved in extremely complex and challenging construction projects, including: building an NHL training rink on top of an existing parking garage, additions to foreign embassies, and complete renovations of historic structures. He has a deep understanding of the many levels of coordination that are required between all City and County departments on challenging projects. Bill has served on numerous committees at the state and national levels including serving on the Board of Directors for both the Arizona Building Officials Association and the Virginia Building Code Officials Association. He currently serves with experts from across the country on the ICC Building Code Interpretation Committee. When not working, he and his wife Catherine love to travel, and have visited five of the seven continents. He is an avid sports fan, animal lover and a voracious reader who has recently rekindled his interest in photography.

A new program is scheduled to begin January 2017 and will be available to qualified applicants. Coastal Cleanup Day in San Clemente a Huge Success Thank you to all the volunteers who helped clean San Clemente’s beaches on Coastal Cleanup Day! On September 17th 300 volunteers combed the sand for trash and recyclables. Over 4 miles of coastline was cleaned from Trestles beach to Poche beach. In total over 800 pounds of debris was collected. Some of the debris was left by beachgoers and some was a result of recent storms flushing trash from local neighborhoods to the beach via the storm drain system. With heavy storms anticipated this winter season, clean properties and curbs mean less trash washing onto our beaches. Residents can do their part by keeping outside trash lids closed when not in use and keeping cans on the sidewalk and not in the curb on collection days when it’s raining. Please remember our homes are only a short distance to our local beaches. Volunteers of local beach cleanups have been challenged to pick up trash while minimizing their use of single use disposable plastic. The solution has been empty sand bag cases. A few years ago the San Clemente Watershed Task Force and Adopt-a-Beach program decided to try using reusable empty sand bags loaned by the City instead of disposable trash bags. This has been a huge success. After the sand bag cases are used for the beach cleanups they are emptied and filled with sand. The City of San Clemente offers 25 free sandbags per year to residents to use to protect property during rain events. For more information visit the City’s website at www.san-clemente.org.

Social Services Grant Funding The City of San Clemente provides grant funds for non-profit organizations that actively serve the residents of the City and the community. Each year, the City invites non-profit organizations to submit an application to receive grant funding. To be eligible for the grant, the organization must provide services related to civic projects, social services, or homeless support services. Funding requests will be considered for new services, an event, or an established program, and may be used to pay for the following: • One-time Costs • Staffing Costs • Operational Costs (rent, supplies, professional or special services) The City will be accepting applications from December 1, 2016 to January 23, 2017, and all non-profit organizations that are interested are encouraged to apply. Please note that the City should not be considered the sole source of funding for the program or project. Become a Trauma Volunteer and Put Your Compassion Into Action Trauma Intervention Programs of Orange County is looking for caring people in Orange County willing to be part of a team of volunteers who provide immediate emotional and practical support to survivors of traumatic events. TIP Volunteers are called to emergency scenes by police officers, firefighters and paramedics to assist in the following ways: • Comfort family members after a sudden death. • Support family members after a suicide. • Help witnesses to traumatic events. • Assist disoriented elderly persons who call 911 with non emergency needs. • Support those emotionally shaken after auto accidents. • Assist tourists and travelers when tragedy strikes when they are far from home.

The San Clemente Jr. Woman’s Club will be hosting the Angel Tree in the lobby of the Community Center and Aquatics Center this year. The gift program benefits local children, adults, and seniors in need this holiday season. Open your hearts and wallets this holiday season and select an Angel Tree Tag. Tags will be available at the centers starting on Monday, November 21. Each tag lists the age, gender, and gift idea. Purchase the gift, wrap it and return it to the center with the tag attached by Friday, December 9.

Enjoy the spirit of the season with three holiday events wrapped into one evening of family fun. Beginning with Christmas at the Casa, the event then expands up the street to Santa’s Village on the Community Center grounds, then Puttin’ on the Glitz on Del Mar. All events will feature visits with Santa (bring your camera), carolers, cookies, and children’s activities. The tree lighting will take place on the Community Center grounds at 8pm. Aqua Physical Therapy

This is a beneficial form of therapy that is useful for a variety of medical conditions. Aquatic therapy uses the physical properties of water to assist in patient healing and exercise performance. While submerged in water, buoyancy assists in supporting the weight of the patient. This aspect of aquatic therapy is especially useful for patients with arthritis, healing fractured bones and other disabilities or for special needs participants. The City of San Clemente has 19 parks that can be reserved by residents, non-residents, non-profit groups, and commercial organizations for family celebrations, birthday parties, company picnics, and more!
