A Message from the City Manager
A
fter breaking ground last month on the Ole Hanson Beach Club rehabilitation project, the clock is now ticking towards the 432,000 minute countdown (or 300 days) until completion. So, by year’s end, we can expect the historic building to reopen amid fanfare for public use and enjoyment.
The Ole Hanson Beach Club, perched atop the bluffs in San Clemente, has served as a prized venue for swimming, weddings, and special events dating back to 1927, which is why the City has gone through great lengths to preserve the authenticity of the historic architecture. An architect with historic experience on the restoration was a given. So was public input from residents, which included the San Clemente Historical Society. The final public meeting - before commencing construction – was held on Saturday, January 10th where about 40 people attended to see the final plans and ask staff questions.

The $4.4 million rehabilitation project will improve the functionality and safety of the building. When completed, it will meet the building codes, which have changed considerably since 1927. An elevator will be added for example, to meet the Americans with Disabilities Act of 1990 and also will ensure no one is excluded from enjoying this treasured public resource. Here are some highlights of programs and opportunities we can look forward to when Ole Hanson Beach Club reopens: • Recreation Swim • Lap Swimming • Water Aerobics • Yoga or other land aerobic type activities • Craft or art classes In addition to the programming, we will also be renting out the facility for rentals. PACE Financing Helps Residents Finance Energy Efficiency What is PACE? Property Assessed Clean Energy (PACE) is an innovative way to finance energy efficiency and renewable energy upgrades to buildings. This financing option, authorized by State law, is now available to San Clemente property owners to fund energy efficient, water-saving and renewable energy upgrade projects through an assessment on their property tax bills.

cost plus interest is repaid over time through the property tax bill. In most cases, when a property is sold the assessment remains with the property and is then paid by the new property owner. In some cases, the new buyer will ask the seller to pay off the obligation or the new mortgage company will require it to be paid off before they will provide a mortgage on the property. PACE is completely voluntary on the part of property owners – assessments are only added to property taxes when a property owner applies and enters an agreement to fund whatever energy efficiency or energy generation projects they are interested in.

SC Friends of the Library City Council’s Resolution Supports Emergency Room Services Stay in San Clemente
With the impending hospital closure the San Clemente City Council voted in December to oppose a proposal by MemorialCare to convert its San Clemente hospital campus into an advanced urgent care center. The City Council has heard from many in the community who have not wanted to see the emergency room, which has been a part of San Clemente for 40 years, close down. An ad-hoc Hospital Advisory Committee, formed by the City Council, proposed the resolution which urges the owner, MemorialCare to delay any decision on Saddleback Memorial Medical Center’s future until the City could guarantee emergency room services could be continued, even in some other form of service, or when public safety could be assured. The hospital’s board of directors is scheduled to vote on the proposal in March 2015.

City Continues Efforts to Lessen the Impacts of Train Noise The City remains concerned about noise from train horns (primarily freight trains) along the coastal rail corridor through San Clemente. Train horn noise disturbs our quality of life, and is a particular concern throughout the night and early morning hours. The City was successful at obtaining a “Quiet Zone” designation at one vehicular crossing and one pedestrian crossing at North Beach, which means that train operators are not required to sound their horns because there are approved safety and warning devices at those crossings. The City was not able to obtain Quiet Zone status at the other 7 at-grade crossings, which do have current safety and warning devices, but don’t meet other Federal criteria for a Quiet Zone. Federal regulations allow certain waivers of train horn rules, and the City submitted a waiver request to quiet train horns at these remaining 7 crossings. The Federal Railroad Administration (FRA) is reviewing the request and is expected to hold a hearing on the City’s request in early 2015. The City will keep the public apprised of any developments with the FRA application. It is expected that the Figtree program will be active by the end of this month and the HERO program by the end of March. How do I get PACE funding for my project? To participate, interested property owners work with one of the PACE programs directly (not the City) by following this simple process: 1. Apply – Find out how much funding is approved for your property. 2. Select – Choose the eligible products and select a program-authorized contractor. 3. Sign – Sign your financing documents. Each program determines its own interest rates, there will be some fees charged as part of the application and payment procedures. 4. Complete – Finish the installation and submit follow-up documentation. All three PACE programs operate similarly, but each program sets its own interest rates, so interested property owners may wish to compare all three, plus any other financing options that might be available, to determine which makes the most sense for them. There will be some fees charged as part of the application and payment procedures, so check each program’s details and terms. Who installs the improvements? Generally property owners must use contractors who are registered with each program, but in some cases may self-install improvements depending on the program or the improvement project. Contractors who are registered with the PACE programs must be properly licensed and bonded with the Contractors State License Board, and they receive training to ensure that they are familiar with the policies of each program so your project goes smoothly. Triton Corner Connecting City News to our Hometown Tritons!
Inside the Life of a Working Student Claudia Pacheco | News Editor Elke Kelly | Writer, Photographer Hours of work on top of a 7-hour school day? It seems like an almost impossible feat, but many SCHS students sacrifice their free time to rake in the extra bucks. When you look closer, however, you can see that these students are not just slaving away at their jobs. We gained some insight into the different student work environments. Junior Liam Buhl has been working at Beachfire Pizza across from the San Clemente Pier since July. He started at the bottom of the work force, but he pushed through, stating, “I worked hard, so now I’m a supervisor.” While serving pizza to demanding customers is not always a breeze, Buhl is thankful for his “work family,” remarking, “I feel like I’m just hanging out with
my friends, so it’s great.” One of his favorite coworkers is an immigrant from Mexico named Eugenio. Not only has Eugenio brought a Mexican twist to the menu (pineapple empenadas, pizza burritos, and churros), he has also helped Buhl practice speaking Spanish outside of school. Along with having his best friends by his side, Buhl does not mind the ocean view right outside the front door. A little farther up the street you can find Junior Anita Rivas hosting at Avila’s El Ranchito. She started hosting as her first job last August and has gradually been learning the ins and outs of working in hospitality. “I love greeting and talking to our customers,” Rivas stated. However, at certain times throughout the day, the restaurant gets packed and she has to rush around, attempting to please impatient customers. Rivas loves her job and her coworkers, who are “like family,” to her. She looks
forward to working her way up to a server position as soon as possible. For Junior Ally Beckwitt, mastering the entire Starbucks menu last month was her main priority. She began working just in time for the seasonal rush of sweaterwearing teenagers in constant demand of Frappuccinos and Pumpkin Spice Lattes. Theckwitt tackles all aspects of the Starbucks experience – restocking food items, grabbing pastries, making drinks, and most importantly spelling names correctly. “The first day I didn’t know if I could handle it,” Beckwitt reveals. “But I made flashcards to memorize the drinks, and pretty soon it all became second nature.” She claims that most customers are polite, but “there are definitely those who allow no room for error with their coffee.” Overall, Beckwitt thrives on the fast-paced environment and constant rush of energy in the shop. -See more at tritontimes.com

Instructor Spotlight Ana Laura: CONVERSA Spanish Classes
C
onversa is an educational organization that provides Spanish language programs to all ages. Conversa was founded by two Spanish teachers that have seen, first hand, the benefits of bilingualism and who believe that foreign language acquisition offers immeasurable opportunities for the long-term. Students are introduced to new cultures while widening professional and personal opportunities. Conversa makes learning as convenient and accessible as possible by offering customized solutions to our clients. Conversa teaches Spanish using a method called Total Proficiency through Reading and Storytelling. Students often begin making sentences after a few lessons. Students are introduced to
Hispanic cultures and traditions through music, games and crafts. All teachers are native or near native speakers of Spanish and also communicate clearly in English. Conversa has its own curriculum and the student workbooks are a combination of textbook and workbook. They are designed to introduce students to the most essential structures in Spanish allowing them to communicate in Spanish almost immediately. Gradually, through interconnected activities, students progress in a logical way to more common structures that govern how Spanish is spoken and written. Conversa workbooks have great characters that the students can relate to that will captivate the students’ imagination, and a fresh and modern layout.
Lifeguard Corner EMPLOYEE SPOTLIGHT & OCEAN SAFETY TIPS These spring ocean safety tips are brought to you by Marine Safety Officer Nicolas Giugni. Nicolas began his lifeguard career at age 18 and has proudly served San Clemente for the past 13 seasons on our local beaches. As a Marine Safety Officer, he is responsible for assisting with the oversight of day-to-day lifeguard operations, inventory/ purchasing of equipment, and assisting with recruitment/training of seasonal staff.

o help ensure that you have a safe day at the beach, Nicolas would like to offer the following ocean safety tips for the spring. When visiting the beach during the spring, the primary thing to remember is that life-
guard staffing is at minimum. Therefore, it’s imperative to take extra precautions before jumping into the ocean. Prior to coming to the beach, check ocean conditions by calling (949) 492-1011 or visiting www.sanclemente.org. Learning to swim is essential prior to entering into the ocean. Here are a few spring tips to keep in mind: • Teach your children how to swim. Swim programs are offered through the Recreation Division. A great way to teach children about the ocean is through our summer Junior Lifeguard program. • When you get to the beach, find a location with a lifeguard on duty. During the spring this means near either side of the pier, since the pier tower is open every day year-round. Always swim with a partner – someone who can watch out for you
and vice-versa. • Always use a leash when body boarding or surfing. • Know how to spot a rip current and how to get out of one on your own. You can identify a rip because the water becomes choppy, brown, and a murky color. If you are caught in a rip current, don’t fight it by trying to swim directly to shore. Instead, swim parallel to shore until you feel the current relax, and then try swimming to shore. Don‘t panic or fight the current. Baton Twirling 3-18 years
Baton twirling is a wonderful and unique sport that is challenging, yet very fun. Twirling is both athletic and artistic and includes a lot of full body movements and fine motor skills. Learning how to twirl is something that is done on the left and right side of the body. This course will include learning the basic twirling and strutting skills. TENNIS FITNESS Yoga for Teens 12 years-Adult Yoga instruction for maturing bodies. Using a fluid sequence of these poses combined with breath, helps teens to reduce stress and gives them tools for relaxation while improving strength and flexibility. n exciting addition to the San Clemente Spring Magazine is the “Camp San Clemente” preview insert. Sneak a peak and plan your summer adventure today! Summer camps are an American tradition of fun and adventure from learning new skills to making lifetime friends. Summer is the time for children to engage in healthy fun and active adventures while exploring their interests and hobbies. It’s also an opportunity for parents to fill long summer days with enriching programs in a safe environment. The insert introduces a new “Early Bird Registration” feature. This early bird option is to encourage registration and help families save money as they plan in advance for the long summer. Early bird registration begins on February 11 at 8:00am and lasts until May 5 at 12:00pm. Camp insert categories include: • Playschool Preschool Camps – different theme each week • Active Adventures Day Camp – full or half day • Dance & Gymnastics • Sports Camps – full or half day • Performing Arts & Film Camps • Enrichment including Mad Science, Spanish Camp & Culinary Kids • Surf & Aquatics Camp Another new feature for this summer is the format of the Junior Lifeguard tryouts. Instead of long lines for weekend swim tests, families will register in advance for the free swim test and be guaranteed their placement. Once the test is passed, online registration will open on May 6th for residents and May 20th for nonresidents. This new format will add convenience for all the families with busy schedules and multiple family members that want to join the program. Grand Opening! COURTNEY’S SANDCASTLE UNIVERSALLY ACCESSIBLE
Sensory Garden Saturday, March 21 • 10:00 am
Courtney’s Sandcastle Sensory Garden is Universally Accessible for children and adults of all ages and abilities and will provide a respite for children with special needs, as well as an opportunity to stimulate their senses in a unique setting within the City of San Clemente. Children will be able to smell, touch, taste, hear, and see while playing with new friends in the Sensory Garden. Courtney Smith, 18 years old, who has never been out of her wheelchair, came up with the idea of a special place where children of all abilities could play when she was four years old. The City of San Clemente is thankful for the community which stepped forward to make this dream a reality. The City would like to extend a special thanks to the following organizations: • Courtney’s Sandcastle Charitable Foundation • Friends of San Clemente Foundation • Beaches, Parks, and Recreation Commission These organizations have been supportive and enthusiastic from the project’s conception. A special thanks to Bill Thomas and Don Glasgow for spearheading the project and seeing it through to the end. Further recognition goes out to the multitude of community groups and individuals who have donated time, money, plants, trees and other elements to help bring this wonderful jewel to San Clemente.
The sensory elements of the Garden include: • Shade structure with an outdoor learning area • Concrete accessible path of travel with musical elements • Accessible telescope and a wind sculpture • Tidal pool water feature, custom created by West Coast Rockscapes • Granite ball water feature, installation donated and provided by Capistrano Cranes • Trees, donated by Bemus Landscape, Inc. and the San Clemente Tree Foundation, planted by Saddleback horticulture students led by Rod’s Tree Service • Raised planter boxes with 700 plants donated by Plant Depot • Re-purposed interlocking pavers • Scattered light poles throughout garden • Park benches and trellises to provide additional seating and shade.
