YOUR NEWS Message from the City Manager In water conservation, a little goes a long way

O

ne of the easiest steps we can take to help mitigate the impacts of the drought is conserving water. If we use water wisely at all times, more water will be available.

I would like to extend my thanks to the San Clemente community for stepping up and rising to the water conservation challenge. The four-year drought we have endured has required us to change our ways and that is not always easy. Kudos to those of you who have conserved by retrofitting your home with new appliances, faucets and toilets, removing thirsty landscapes, and simply being aware of your water use inside the home. Though we have done a great job conserving, we backslid a bit in the winter during November to around 18% savings. This meant we had to conserve a bit more to stay around our allocation for the winter months. On a positive note, San Clemente’s state mandated water conservation goal is 27.2%, and our community’s cumulative savings is over 26% to date. Often residents ask if El Nino will end California’s drought. Experts say it is not likely to erase the long-lasting drought. Based on past drought-busting years, precipitation would need to be about 120% of average – about 60 inches – in key Northern California watersheds. Four years of drought have reduced the state’s key reservoirs to about a third of their capacity or less. Additionally, groundwater levels are down by as much as 100 feet in some areas. Experts say recovery will be a multi-year process. So, despite the winter rain and snowfall we received, drought conditions may very well return this year. In fact, California may be facing a “new normal” of extreme droughts. Help us continue to meet our goals. Together we can try to conserve even more water as we discover innovative ways to change the way we consume water. With 38.8 million people in California, water is a scarce resource. It was impressive to see people statewide conserve water, which shows people are taking the drought seriously everywhere. If we all were able to keep up these positive conservation habits during the driest (and hottest) periods of the drought, then why not make water conservation a permanent way of life? If we just realize that the future of water is going to be unstable, then we can keep sound conservation practices in place even during rainy days to ensure it is preserved for when we need it the most. North Beach Bulb-out Project Serves as Traffic Calming Measure With the primary goal of increasing pedestrian safety, the City of San Clemente implemented a bulb-out project at North Beach, which will also serve to calm speeding. The City hired a contractor to build the “bulb-out” curb extensions on the corner of Avenida Pico and Boca de la Playa. The $293,000 project was completed in January 2016. These curb extensions were highly supported by the North Beach Community Association which is comprised of residents and businesses in the area. The landscaped curb extensions will narrow traffic lanes while shortening the crossing distance and

channelizing a route for people to cross the street. A year ago the North Beach Community Association asked the City to improve safety at five intersections in the area, and the City performed several restripings on the streets. Bulb-outs (also called curb extensions) shorten the crossing distance for pedestrians resulting in less exposure to vehicles, provide additional pedestrian space at corners, improve visibility between pedestrians and drivers, improve sight lines at intersections, and improve pedestrian walkability, and provide additional space for curb ramps and landscaping. In addition, bulb-outs encourage slower vehicle speeds at intersections and crossing locations by visually and physically narrowing the travel lanes. Motorists typically travel more slowly at intersections with bulb-outs, as the reduced street width sends a visual cue to slow down. Turning vehicle speeds are typically lower at intersections with bulb-outs. Cities nationwide have been constructing bulbouts to help calm traffic and improve pedestrian walkability. Reverse angle parking on west side of Avenida Pico is also included as part of the project to promote increased bicycle visibility for drivers since this road segment experiences increased bicycle use and located along the Pacific Coast Bicycle Route.

Crime Prevention is Everyone’s Business With the passage of Assembly Bills 109 & 117 as well as Prop 47, which made changes to California’s correctional system, property crimes appear to be on the rise. Prison realignment (population control for lesser crimes) & the lowered classification for harder street drugs and some forms of theft have affected property crimes negatively. What used to be an automatic arrest and trip to jail (Felony) is now a citation & release at the scene (Misdemeanor). With this in mind, it is more important than ever to protect yourself against property crime and not be an easy victim. Here's how: Take a walk around your home, both during the day and night. How secure is your home? Do you have security lighting, an alarm, or video cameras? If not, consider installing them. Remember, even if you live in a gated community, determined thieves can still gain access and often target the less secure homes. Do you leave your purse or wallet in your vehicle? Do you lock your vehicle? A good rule of thumb is: Do not leave anything in your vehicle that you are not willing to lose. Deputies take countless reports of valuables being left in vehicles that are often UNLOCKED. Lastly, be aware of anyone or any vehicles that are unusual to your neighborhood. If you see something, say something! Each and every one of us has a responsibility to contribute to crime prevention. No single group or organization can possibly prevent crime on behalf of everyone. Give a shelter animal a new lease on life The San Clemente-Dana Point Animal Shelter has 25-30 dogs available for adoption each month and up to 70 cats and kittens in the springtime. Featured here is "Ella". She is a 2 year old female Chihuahua currently available for adoption at the shelter. Ella loves to be with her favorite staff and volunteers! I-5 South Freeway Construction Update Crews have driven more than 200 steel piles for the west side of the new I-5 bridge over Avenida Pico in San Clemente, which is part of the $230 million I-5 South County Improvements Project. The project extends the carpool lane in both directions from San Juan Creek Road in San Juan Capistrano to Avenida Pico in San Clemente. The steel piles will support the footings of the new bridge, which must be widened to accommodate the new carpool lanes. Among the other work set to occur in the coming months: • Construction will begin on retaining walls along the southbound side of I-5 at Avenida Pico • Ramps at Avenida Vista Hermosa will be realigned to accommodate the freeway widening • Crews will perform concrete pours to finish widening the freeway bridge over Avenida Vaquero • The sound walls along southbound I-5 between Camino de Estrella and Avenida Vista Hermosa will be constructed. Motorists also should be aware that the speed limit on the freeway throughout the project area has been reduced to 55 mph as part of an effort to enhance safety. The speed-limit change is one of several actions taken to increase safety for motorists and construction crews. Other actions include: maximizing signal timing at interchanges to reduce queueing on off-ramps; installing additional message signs to alert motorists to reduce speed in the construction zone; and increasing enforcement by the California Highway Patrol. Update on Saving San Clemente Hospital Emergency Room The City of San Clemente’s Mayor Bob Baker, Councilman Chris Hamm, City Manager James Makshanoff and Assistant City Manager Erik Sund attended the state legislative hearings in Sacramento on January 12th and 13th to support a legislative route to create a free-standing or satellite emergency room in San Clemente. Mayor Baker and Councilman Hamm, and Saddleback Memorial Medical Center administrator Tony Struthers testified at the hearings in support of the two similar bills, authored by Senator Pat Bates and Assemblyman Bill Brough that would have ensured the continuance of an emergency room in San Clemente. The bills did not receive enough votes by the legislative committees to pass. The City remains dedicated to continuing its efforts to ensure the needs of the community are not compromised. All along, the City has considered possible alternatives while seeking the legislative route. Some of these alternatives include the potential rezoning of the current location. On November 3, 2015, the City Council asked the City Manager to direct staff to prepare a rezone and General Plan amendment to ensure that the current hospital property is zoned only for the essential hospital purpose it was designated for when purchased by Saddleback Memorial Care in 2007. Other options include the consideration of other prospective hospital suitors to provide hospital and emergency department services. The San Clemente City Council voted unanimously on January 19th to take steps to rezone the 6.6-acre site of Saddleback Memorial Medical Center San Clemente to require a state-licensed hospital there. This involved the passage of a resolution to adopt General Plan Amendment 15-427, to amend the General Plan to create a Regional Medical Facilities Land Use Designation for the property located at 654 Camino De Los Mares. San Clemente Adopted Marine Unit Update Showing support for our military is something the San Clemente community does with all its heart. One example is the recent toy drive for San Clemente’s adopted Marine Corps Unit, HMLA-469 Breakfast with Santa event. People came forth with toys, clothes, games, and other tokens of affection for the dedicated Marine families. The City of San Clemente wishes to thank the citizens for all of these generous donations which helped make a memorable Christmas for our Adopted Unit. The City of San Clemente partnered with

the Heritage of San Clemente Foundation and hosted the Marine Monument 10th Anniversary Celebration for the community this past fall. The ceremony paid special tribute to San Clemente’s adopted units, the 2nd Battalion, 4th Marines and the HMLA-469 Helicopter Squadron. A special plaque was unveiled for the four members of HMLA-469 who died on a mission. The Marine Color Guard, the 1st Marine Division Band Quintet, and guest speaker Major General Daniel J. O’Donohue, Commanding General, 1st Marine Division participated in the free community event.

City Receives Project of the Year Award for Turf Removal and Irrigation Improvements The American Public Works Association (APWA) recognized the City of San Clemente for its turf removal and retrofitted irrigation project, honoring the City with the APWA 2015 Project of the Year Award in the Drainage and Wastewater Category. The City evaluated its own water usage even before the Governor of California called for a 25 percent mandatory reduction in water use in response to the severe four-year drought. Staff began planning the project in mid-2013 and the project was completed in June 2015. Grant funding was utilized to help cover the costs of turf grass removal with the goal of reducing irrigation runoff and water consumption. The City of San Clemente was one of the first communities to remove turf within public parks and facilities, identifying approximately 200,000 square feet of turf grass that was removed without significant impacts to the public. This included five public parks, medians, the Community Development building and the Water Reclamation Plant. The park areas identified for turf removal were primarily slopes that were not being used for any recreational purposes. The overall project reduced City water use by approximately 5,160,000 gallons (15 acre feet) per year and will also reduce maintenance costs by an estimated $90,000 per year once the landscape is fully established.

Building Official Mike Jorgensen Talks Deck Safety Springtime brings more people out onto their decks. This time of year, it’s prudent to raise awareness of deck safety. Decks require a building permit and inspection throughout the construction process to ensure proper and safe installation in compliance with building codes. We’ve all read the tragic stories that demonstrate the importance of building inspections. Related injuries and deaths from collapsing decks can be avoided when regular maintenance is performed on decks. Over time, decks receive wear and tear that should not go undetected. Conditions near the beach where the saltwater and long-term moist exposure can accelerate the rotting of wood decks. Decks are a beautiful and enjoyable amenity on a home, but if not built properly, they can pose a safety hazard. Providing a Convenient Transportation Option for Senior Residents The City of San Clemente helps senior residents age 60 and older manage mobility issues. By signing up for the Senior Mobility Program, residents can ride free of charge on this fixed-route 17-passenger van within City limits to shop for groceries and/or visit the Dorothy Visser Senior Center for workshops, exercise, computer lab, classes and lunch. The van is equipped with wheelchair access and air conditioning. Frail seniors, seniors in wheelchairs and elderly in general are provided helpful assistance on and off of the vehicle and door to door service. The program is going strong for nearly two decades and has been successful at helping seniors improve their quality of life and lead independent lives. The City of San Clemente and OCTA together fund the program offered Monday through Friday. The service is not available on weekends or holidays. All drivers possess specialized driver’s licensing certification for the operation of the vehicles and are required to complete ongoing refresher training. Senior residents of San Clemente (age 60 and older) who are interested in signing up for the program should call Cathy Lee with Age Well Senior Services at the senior center at (949) 498-3322. Spring is in the Air... Weed Abatement is not Far Behind Each spring the City of San Clemente notifies undeveloped parcel property owners of their responsibility to remove weeds from their properties. The native and naturalized landscape of San Clemente is susceptible to fire. Therefore, it is very important to reduce this fire potential through the removal of weeds and debris. In March of each year, the City Council passes a Resolution declaring the need to abate weeds, rubbish, and refuse from undeveloped private parcels and vacant and unoccupied structured properties within the city. On or about April 1st, the City’s Weed Abatement Contractor will mail notices to all owners of undeveloped parcels in San Clemente declaring the need for weed abatement. In May, the City Council of the City of San Clemente is asked to pass a Resolution declaring that noxious or dangerous weeds on all undeveloped properties constitute a public nuisance which must be abated by the removal of the weeds, rubbish and refuse. If the property owner chooses not to remove the weeds, they will be removed by the City and the cost of removal billed to the owner, and includes all the City’s administrative costs for such removal. If not paid, the amount will be assessed upon the land from which the weeds, rubbish, and refuse are removed and will constitute a lien upon such land until paid. The notices refer to a parcel number(s) listed by the County Assessor’s office most recent tax roll. Daniel Klevit | Senior, Class of 2016 During the spring season San Clemente High School hosts an assortment of activities ranging from theatrical performances to CIF sports. With winter sports coming to a close, Track, Baseball, Lacrosse, Swim, and Men’s volleyball will begin to dominate the campus. Always a contender for CIF ranking, both Men and Women’s track is looking to strive. The nationally ranked Dance team will be holding their annual spring concert which includes dances performance at state competitions. Throughout the concert, different elective dance classes perform material they have learned throughout the year along with a final “coed” number which has been a tradition at the high school. The Drama Program will be putting on the show “The Addams Family,” which will run early April. Before the musical they will also be holding their annual “Coffee House,” which includes songs and skits, followed by a performance from the Improv Team.

We are a year round surf school with 10 years of experience offering beginner and advanced lessons to all ages. We are an experienced group of CPR and First Aid surf instructors with many years of teaching people to surf. Whether you have never been surfing or just need some better surfing instruction, we have everything for your needs in a fun learning environment. Our mission is SAFETY first while SURFING in a FUN environment! For private and group surf lessons, we recommend at least 2 hours of surfing because it takes more than an hour to learn to surf. and water safety. With each lesson, a wetsuit and beginner foam board are included. Now is the time to start surfing and feel confident in the water. Lifeguard Corner EMPLOYEE SPOTLIGHT & OCEAN SAFETY TIPS These spring ocean safety tips are brought to you by Marine Safety Officer Nicolas Giugni. Nicolas began his lifeguard career at age 18 and has proudly served San Clemente for the past 13 seasons on our local beaches. As a Marine Safety Officer, he is responsible for assisting with the oversight of day-to-day lifeguard operations, inventory/ purchasing of equipment, and assisting with recruitment/training of seasonal staff.

o help ensure that you have a safe day at the beach, Nicolas would like to offer the following ocean safety tips for the spring. When visiting the beach during the spring, the primary thing to remember is that life-

guard staffing is at minimum. Therefore, it’s imperative to take extra precautions before jumping into the ocean. Prior to coming to the beach, check ocean conditions by calling (949) 492-1011 or visiting www.sanclemente.org. Learning to swim is essential prior to entering into the ocean. Here are a few spring tips to keep in mind: • Teach your children how to swim. Swim programs are offered through the Recreation Division. A great way to teach children about the ocean is through our summer Junior Lifeguard program. • When you get to the beach, find a location with a lifeguard on duty. During the spring this means near either side of the pier, since the pier tower is open every day year-round. Always swim with a partner – someone who can watch out for you

and vice-versa. • Always use a leash when body boarding or surfing. • Know how to spot a rip current and how to get out of one on your own. You can identify a rip because the water becomes choppy, brown, and a murky color. If you are caught in a rip current, don’t fight it by trying to swim directly to shore. Instead, swim parallel to shore until you feel the current relax, and then try swimming to shore. Don‘t panic or fight the current. Junior Lifeguard Program The San Clemente Junior Lifeguard Program is an ocean and beach safety program for 9 to 17 year olds. All new students must pass a swim test to be eligible. Students must register for one of the swim test dates below. Walkins are not permitted. Students passing the swim test will be eligible to register for the Junior Lifeguard Program beginning in May subject to space availability. Swim test for new students. Aqua Physical Therapy

This is a beneficial form of therapy that is useful for a variety of medical conditions. Aquatic therapy uses the physical properties of water to assist in patient healing and exercise performance. While submerged in water, buoyancy assists in supporting the weight of the patient. This aspect of aquatic therapy is especially useful for patients with arthritis, healing fractured bones and other disabilities or for special needs participants. Master’s of San Clemente Aquatics is a competitive-based training program that varies from practice to practice. Instruction on all strokes, turns, and starts are implemented through interesting and challenging sets. Training is based on skill level, age, and degree of cardiovascular development. This course is designed to train lifeguard candidates in the skills and knowledge needed to prevent, recognize and respond to aquatic emergencies. Course includes certification in CPR for the Professional Rescuer, Lifeguard First Aid and Oxygen Administration. Prerequisites: Must be minimum 15 years of age on or before the final scheduled session of the course. Must be able to swim 300 yards continuously using a combination of the front crawl (freestyle) and breast strokes. Refund Information

PHOTO/VIDEO RELEASE: I understand that at various times City representatives may photograph and/or video activities of City recreation programs, special events and participants. By signing this form, I authorize the City of San Clemente to use or publish any photographs/videos taken of me or my child/children to promote classes on the City’s website and other internet publicity, and/or in future publications of City brochures and/or flyers. RELEASE AND WAIVER OF LIABILITY AND INDEMNITY AGREEMENT: The undersigned hereby releases the City of San Clemente and its officers, agents and employees from all liability to the undersigned (and from any minor participants for whom the undersigned has the capacity to contract), thereby releasing, indemnifying, and holding harmless the City of San Clemente, its officers, agents, and employees from all liability to the undersigned (and said minors) for any loss or damage on account of physical, mental and emotional injury to the undersigned (of said minors) caused by negligence of the City of San Clemente, its officers, agents and employees. The undersigned hereby assumes full responsibility for, and the risk of, physical, mental and emotional injury due to the negligence of the City of San Clemente, its officers, agents and employees. The undersigned recognizes for himself or herself, and any minors, that the events and occurrences to which this release applies can be dangerous and as a result of signing below, the undersigned is accepting those risks for himself or herself, and for any minor participants for whom the undersigned can contract. AUTHORIZATION TO PROVIDE MEDICAL TREATMENT FOR MINOR PARTICIPANTS: The undersigned, who is the parent or guardian of the above named individual, a minor, hereby authorized the City of San Clemente, into whose care the above named individual has been entrusted, to consent to any x-ray examination, anesthetic, medical or surgical diagnosis or treatment and hospital care to be rendered to said minor under the general or special supervision and upon the advice of a physician and surgeon licensed under the provisions of the Medical Practice Act, or to consent to an x-ray examination, anesthetic, dental or surgical diagnosis or treatment and hospital care to be rendered to said minor by dentist licensed under the provisions of the Dental Practice Act. The undersigned furthermore authorized the City of San Clemente to transport or make arrangements for transport as may be required for the administration of health care consented to in the above program. Summer is the time for children to engage in healthy fun and active adventures while exploring their interests and hobbies.
