Message from the City Manager

I

n this summer issue, I’d like to stress the importance of beach safety. Having two young sons, we practically live at the beach during the summertime, enjoying surfing and swimming. A refresher in the top ten beach-going safety tips is a must for all of us at any age and I recommend that parents share these tips with their children before heading to the beach. 1. Learn to Swim. 6. Obey Posted Signs and Flags. 2. Swim Near a Lifeguard. 7. Keep the Beach and Water Clean. 8. Learn Rip Current Safety. 3. Swim with a Buddy. 4. Check with the Lifeguards. 9. Enter Water Feet First. 5. Use Sunscreen and Stay Hydrated. 10. Wear a Life Jacket.

It’s also a good idea to check surf and weather conditions with a lifeguard before making a trip to San Clemente’s beaches. We have two convenient ways you can do this: 1) by calling the City’s daily automated beach report at (949) 492-1011 or, 2) by visiting the City website at www.san-clemente.org. San Clemente lifeguards are highly trained and experienced in lifesaving. They strive to keep you safe in the water. It’s important to remember that drowning is the third leading cause of accidental death in the United States and the second leading cause of accidental death for people age 5 to 44. While in some states (including California) drowning is the leading cause of injury-related death for people under 15 years of age. With this said, the lifeguards will do their part to keep swimmers safe---in fact they complete over 3,000 rescues every year and oversee a beach attendance of 2.5 million annually. This is a serious job! However, it is vital that parents also do their part and keep an eye on their children at all times. Together we can ensure an enjoyable and memorable beach experience. As you enjoy your beach visit, I appreciate everyone doing their part to keep our beautiful beaches clean. I am proud of our ocean-minded community. Summertime brings a lot more people to the beach, which means a lot more trash to look after, so please dispose of your trash or take it with you. Our beaches just need a little extra tender, loving care in the summer, and I thank you for helping out. Wishing you a wonderful and safe summer! Sincerely,

James Makshanoff City Manager citymanager@san-clemente.org

Courtney’s SandCastle Sensory Garden Opens to Much Fanfare This year’s first day of spring will go down as a memorable day in San Clemente history as more than 200 people took part in dedicating the region’s first all-inclusive Sensory Garden at Courtney’s SandCastle Universal Playground. The playground came full circle on March 21st with this additional and hugely significant component after many hurdles were conquered by the organizers of the Sensory Garden. It would be an understatement to say the Sensory Garden was a team effort as this project represents a groundswell of community support, devoted volunteerism, and an unwavering level of perseverance by like-minded San Clementians. Individuals, corporations, City leaders, and more, came together to fill a great need in South Orange County. After more than a decade of effort and optimism by these folks and inspiration by Courtney Faye Smith herself (the namesake for the playground), the Sensory Garden was completed. Mina Santoro, President of Courtney’s SandCastle Charitable Foundation steered the ship, working alongside the Founda-

tion’s board members, volunteers, citizens of San Clemente, and the City of San Clemente to keep this project on course. Also, in recognition to the Friends of San Clemente Beaches, Parks & Recreation Foundation and San Clemente Junior Woman’s Club who long ago were inspired by Courtney’s dream for she and others with disabilities to have a place where they can play alongside their able-bodied friends. The end result is beyond reproach as it includes features above what was envisioned early on in the planning. One such feature is Courtney’s favorite: the bubbling granite water ball. “This is the Disneyland of playgrounds for children and adults,” said Ms. Santoro. Visit the Sensory Garden and see this magical allinclusive place for yourself. As Courtney said during her sneak peak of the Sensory Garden, “Enjoy the Sensory Garden which is like a 100% absolute dream come true and come often!” This playground shines and stands out as the crown jewel of the playground, while serving as a beneficial addition to San Clemente’s landscape of fun-filled recreational amenities. We hope you’ll find the experience enjoyable and that you will indeed come back often.

RECONSTRUCTION OF PICO INTERCHANGE NOW UNDERWAY Work is underway on the reconstruction of the Avenida Pico Interchange which is funded from Measure M county funds. This project includes widening the northbound Pico on-ramp to three lanes, and providing dual left-turn lanes to both northbound and southbound Pico on-ramps. Bike lanes will also be added here and pedestrian access will be improved. This project will bring short-term pain to residents but long-term gain once completed. To make maneuvering throughout town less challenging during the construction period, commuters may consider using the newly completed West Avenida Vista Hermosa connection to Pico. This connection is a critical alternative east-west route which will ensure our residents have efficient travel through town, especially during this project, and when the outlet stores open later this year. Underway since 2014, is the I-5 South County Improvement project which is roughly a three to four year project to add a carpool lane in both directions on I-5 between Avenida Pico and San Juan Creek Road. The limits of the project span nearly 6 miles and it is split into three segments: • Segment 3 spans from San Juan Creek Road to PCH • Segment 2 spans from PCH to Vista Hermosa and • Segment 1 spans from Vista Hermosa to Avenida Pico These projects are managed by Orange County Transportation (OCTA) and CalTrans. OCTA’s outreach efforts are very comprehensive. They have a communications team available to residents, local businesses and commuters. The City of San Clemente is also available to address residents’ concerns. To stay current on the progress of these projects, please visit www.octa.net/i5pico or visit the City’s website at www.san-clemente.org or Facebook page at facebook.com/cityofsanclementegovernment. Who doesn’t LOVE San Clemente? Everyone does and there’s an exciting upcoming community event that will prove just how much we all love our residents and town! Four years ago Pastor Holland Davis with Calvary Chapel had an idea to organize a city-wide philanthropic event called Love San Clemente. For one week in July, a “love bomb” hits San Clemente. From July 9th to July 15th more than 200 volunteers will complete 20 community outreach projects during this third annual event. Last summer’s do-good local projects included providing maintenance repairs and painting at schools, a kids activity program for our military families, helping at Family Assistance Ministries, and collecting food pantry items and backpacks for families in need. Volunteers also helped build three classrooms for a private school and participated in a morning beach clean-up. They also placed little libraries around town with the help of many seniors, teachers, and students. This year’s planned activities include beach and neighborhood clean-up events, revitalization projects at two schools, a volunteer day at Victory House, and a community building barbecue event at Camp Pendleton. Some local hairdressers will also be donating their time to help women who are in search of a job to look and feel their best. This year’s Love San Clemente event will kick off on Wednesday, July 8, 2015 with a barbecue for all Love San Clemente volunteers. For details on the kick-off event and the various opportunities, please visit the website at lovesanclemente.com. Please share this information with your friends and neighbors and sign up on the website. There are already numerous community partners, businesses and stakeholders ready and willing to show their gratitude during this week-long summer event. Thank you San Clemente!

California’s Emergency Drought is Affecting Everyone

Did you know that California is experiencing one of the most severe droughts in decades? With California in its fourth year of drought, the State Water Resources Control Board passed the state’s most strict landscape watering restrictions in history. The board’s 5-0 action in March requires all urban water agencies to limit outdoor watering. Urban water agencies would be required to activate plans that limit the number of days customers can water. Agencies lacking a contingency plan would impose a two day per week watering limit on customers. For years the City of San Clemente’s conservation ordinance has included measures that are included in the state mandatory requirement, though with the new state board decisions, in April the City Council approved language for the City’s ordinance to align with these new state board decisions. Historically, Orange County has proven its residents take the drought seriously and serves as a leader in water conservation, but due to the severity of the water crisis, we are being called upon to do even more. With an 840 miles of coastline spanning the length

of California, it’s easy to forget that the state has millions of acres of hot, arid desert. Even San Clemente has been experiencing its share of warming weather lately, and with 38.8 million people living in California, our water resources during a time of drought, are stretched very thin. It is also important to remember that in south Orange County we are very reliant on imported water. San Clemente, for example, imports about 90% of its water and because of our dependency on sources outside of our region, the City has done a lot to address the drought and reliability. In the current fiscal year, the City completed its recycled water expansion project, allowing the City to produce upwards of 5 million gallons daily of reclaimed recycled water. Once the City converts all of its targeted customers to this water, it is expected the City’s dependency for water on outside sources will reduce to 85%. Another City-initiated water conservation project underway now is the removal of grass turf with irrigation retrofit at various City-owned sites. This involves replacing high maintenance grass with low-maintenance drought tolerant plant material. About 150,000 square feet of turf grass is being removed at parks, medians and facilities and when completed in July, will reduce water use by approximately 5,160,000 gallons per year and save the City about $90,000 in maintenance costs.

The City’s upfront cost is $525,000 and anticipates reimbursement of $469,000 in approved grant funding by the Municipal Water District and the Municipal Water District of Orange County. The City continues its efforts to inform residents of conservation measures and rebates that make implementing changes for conservation easy and affordable. Please join the City in doing more to maximize your conservation efforts. The number one thing you can do today that is cheap and easy is to conserve water and not waste it on outdoor uses. Rain sensors and ‘smart’ irrigation controllers are very helpful at saving water and just watering your plants correctly using right technologies such as drip irrigation, microspray, pop-up sprays and rotors can make a big difference. And, don’t forget about indoor water consumption, which happens every day year-round. It is even more important to do more with less inside and use water wisely. For tips and rebate information, visit www. mwdoc.com or www.bewaterwise.com Learn more about what local city and water leaders are doing by viewing this South Orange County Drought Forum featured on Cox Civic Connection and provided by the Association of California Cities Orange County: www.accoc.org/as-drought-worsenslocal-city-and-water-leaders-bring-theirmessage-to-the-airwaves

Tritons Ink 26 for National Signing Day

Bailey Peterson | Editor in Chief February 4th at San Clemente High School was an exciting and memorable day for Triton athletes. Joined by their family, friends, and classmates, twenty-six of our own student athletes signed national letter of intents, formally committing to the college of their choice. On National Signing Day, San Clemente High School had the most student athletes in the district commit to play collegiate athletics. The signing day ceremony recognized male and female volleyball, baseball, soccer, swim, football, softball, golf, and water polo stars. Principal Halt commended the twenty-six Tritons not only for their achievement in sports, but also for their “academic success”. San Clemente High School’s 2015 recruiting class demonstrated their talents on and off the field (not to exclude the pool or court) with many school club participants and AP/IB students.

Although many of the athletes have known where they were going for months, February 4th “made it official and took a lot of the stress out of it” said senior and USF soccer commit Santiago DiGiuseppe. The twenty-six committed Tritons are venturing to schools all across the country, University of Chicago softball senior commit Jordyne Prussak said she is “excited for a change of scenery and ready to embrace a totally new cultural.” No matter which college team these students will be playing for next year, they are and always will be Tritons. WATER QUALITY PUBLISHED BY THE CITY OF SAN CLEMENTE’S UTILITIES DIVISION

SAN CLEMENTE l 2015 REPORT Drinking Water Quality Since 1990, California water utilities have been providing an annual Water Quality Report to their customers. This year’s report covers calendar year 2014 water quality testing and has been prepared in compliance with regulations called for in the 1996 reauthorization of the Safe Drinking Water Act. The re-authorization charged the United States Environmental Protection Agency (USEPA) with updating and strengthening the tap water regulatory program. The City of San Clemente vigilantly safeguards its water supply and as in years past the water delivered to your home meets the standards required by the state and federal regulatory agencies. In some cases, the City goes beyond what is required by testing for unregulated contaminants that may have known health risks.

Engineering marvels, the State Water Project and Colorado River Aqueduct, make our way of life possible by delivering water to millions of people in Orange County.

San Francisco

What You Need to Know About Your Water, and How it May Affect You Sources of Supply Your drinking water is a blend of surface water imported by the Metropolitan Water District of Southern California. Metropolitan’s imported water sources are the Colorado River and the State Water Project, which draws water from the SacramentoSan Joaquin Delta.

Basic Information About Drinking Water Contaminants The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs and wells. As water travels over the surface of land or through the layers of the ground it dissolves naturally occurring minerals and, in some cases, radioactive material and can pick up substances resulting from the presence of animal and human activity. Contaminants that may be present in source water include: • Microbial contaminants, such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations and wildlife. • Inorganic contaminants, such as salts and metals, which can be naturally occurring or result from urban storm runoff, industrial or domestic wastewater discharges, oil and gas production, mining

and farming. • Radioactive contaminants, which can be naturally occurring or be the result of oil and gas production or mining activities. • Pesticides and herbicides, which may come from a variety of sources such as agriculture, urban storm water runoff and residential uses. • Organic chemical contaminants, including synthetic and volatile organic chemicals, which are by-products of industrial processes and petroleum production, and can also come from gasoline stations, urban storm water runoff, agricultural application and septic systems. In order to ensure that tap water is safe to drink, USEPA and the State Water Resources Control Board Division of Drinking Water (DDW) prescribe regulations that limit the amount of certain contaminants in water provided by public water systems. DDW regulations also establish limits for contaminants in bottled water that must provide the same protection for public health. Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the USEPA’s Safe Drinking Water Hotline at [800] 426-4791.

Cryptosporidium Cryptosporidium is a microscopic organism that, when ingested, can cause diarrhea, fever, and other gastrointestinal symptoms. The organism comes from animal and/or human wastes and may be in surface water. The Metropolitan Water District of Southern California tested their source water and treated surface water for Cryptosporidium in 2014 but did not detect it. If it ever is detected, Cryptosporidium is eliminated by an effective treatment combination including sedimentation, filtration and disinfection. The USEPA and the federal Centers for Disease Control guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbial contaminants are available from USEPA’s Safe Drinking Water hotline at [800] 426-4791 between 9 a.m. and 5 p.m. Eastern Time (6 a.m. to 2 p.m. in California).

Immuno-Compromised People Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised people, such as those with cancer who are undergoing chemotherapy, persons who have had organ transplants, people with HIV/AIDS or other immune system disorders, some elderly persons and infants can be particularly at risk from infections. These people should seek advice about drinking water from their health care providers.

Lead in Tap Water If present, elevated levels of lead can cause serious problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. The City of San Clemente is responsible for providing high quality drinking water, but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline or at www.epa.gov/ safewater/lead. Please share this information with all the other people who drink this water, especially those who may not have received this notice directly (apartments, nursing homes, schools, and businesses). You can do this by posting this notice in a public place or distributing copies by hand or mail.

Drinking Water Fluoridation Fluoride has been added to U.S. drinking water supplies since 1945. Of the 50 largest cities in the U.S., 43 fluoridate their drinking water. In December 2007, the Metropolitan Water District of Southern California joined a majority of the nation’s public water suppliers in adding fluoride to drinking water in order to prevent tooth decay. In line with recommendations from the DDW, as well as the U.S. Centers for Disease Control and Prevention, Metropolitan adjusted the natural fluoride level in imported treated water from the Colorado River and State Project water to the optimal range for dental health of 0.7 to 1.3 parts per million. Fluoride levels in drinking water are limited under California state regulations at a maximum dosage of

2 parts per million. There are many places to go for additional information about the fluoridation of drinking water.

TH E C ONTINUIN G QUAL ITY OF YO UR W AT ER is Our Primary Concern Disinfection and Disinfection Byproducts Disinfection of drinking water was one of the major public health advances in the 20th century. Disinfection was a major factor in reducing waterborne disease epidemics caused by pathogenic bacteria and viruses, and it remains an essential part of drinking water treatment today. Chlorine disinfection has almost completely eliminated from our lives the risks of microbial waterborne diseases. Chlorine is added to your drinking water at the source of supply (groundwater well or surface water treatment plant). Enough chlorine is added so that it does not completely dissipate through the distribution system pipes. This “residual” chlorine helps to prevent the growth of bacteria in the pipes that carry drinking water from the source into your home. However, chlorine can react with naturally-occurring materials in the water to form unintended chemical byproducts called disinfection byproducts (DBPs), which may pose health risks. A major challenge is how to balance the risks from microbial pathogens

and DBPs. It is important to provide protection from these microbial pathogens while simultaneously ensuring decreasing health risks from disinfection byproducts. The Safe Drinking Water Act requires the U.S. Environmental Protection Agency (USEPA) to develop rules to achieve these goals. Trihalomethanes (THMs) and Haloacetic Acids (HAAs) are the most common and most studied DBPs found in drinking water treated with chlorine. In 1979, the USEPA set the maximum amount of total THMs allowed in drinking water at 100 parts per billion as an annual running average. Effective in January 2002, the Stage 1 Disinfectants / Disinfection Byproducts Rule lowered the total THM maximum annual average level to 80 parts per billion and added HAAs to the list of regulated chemicals in drinking water. Stage 2 of the regulation was finalized by USEPA in 2006, which further controls allowable levels of DBPs in drinking water without compromising disinfection itself. A required distribution system evaluation was completed in 2008 and full Stage 2 compliance began in 2012.

SOURCE WATER ASSESSMENT Imported (Metropolitan) Water Assessment

Every five years, Metropolitan Water District of Southern California is required by DDW to examine possible sources of drinking water contamination in its State Water Project and Colorado River source waters. In 2012 Metropolitan Water District of Southern California submitted to DDW its updated Watershed Sanitary Surveys for the Colorado River and State Water Project, which include suggestions for how to better protect these source waters. Both source waters are exposed to stormwater runoff, recreational activities, wastewater discharges, wildlife, fires, and other watershed-related factors that could affect water quality. Water from the Colorado River is considered to be most vulnerable to contamination from recreation, urban/stormwater runoff, increasing urbanization in the watershed and wastewater. Water supplies from Northern California’s State Water Project are most vulnerable to contamination from urban/stormwater runoff, wildlife, agriculture, recreation and wastewater. USEPA also requires Metropolitan to complete one Source Water Assessment (SWA) that utilizes information collected in the watershed sanitary surveys. Metropolitan completed its SWA in December 2012. The SWA is used to evaluate the vulnerability of water sources to contamination and helps determine whether more protective measures are needed. A copy of the most recent summary of either Watershed Sanitary Survey or the SWA can be obtained by calling Metropolitan at (213) 217-6850.

WHAT ARE WATER QUALITY STANDARDS? Drinking water standards established by USEPA and DDW set limits for substances that may affect consumer health or aesthetic qualities of drinking water. The chart in this report shows the following types of water quality standards: • Maximum Contaminant Level (MCL): The highest level of a contaminant that is allowed in drinking water. Primary MCLs are set as close to the PHGs (or MCLGs) as is economically and technologically feasible. • Maximum Residual Disinfectant Level (MRDL): The highest level of a disinfecant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants. • Secondary MCLs are set to protect the odor, taste, and appearance of drinking water. • Primary Drinking Water Standard: MCLs for contaminants that affect health along with their monitoring and reporting requirements and water treatment requirements. • Regulatory Action Level (AL): The concentration of a contaminant, which, if exceeded, triggers treatment or other requirements that a water system must follow.

WHAT IS A WATER QUALITY GOAL?

In addition to mandatory water quality standards, USEPA and DDW have set voluntary water quality goals for some contaminants. Water quality goals are often set at such low levels that they are not achievable in practice and are not directly measurable. Nevertheless, these goals provide useful guideposts and direction for water management practices. The chart in this report includes three types of water quality goals: • Maximum Contaminant Level Goal (MCLG): The level of a contaminant in drinking water below which there is no known or expected risk to health. MCLGs are set by USEPA. • Maximum Residual Disinfectant Level Goal (MRDLG): The level of a drinking water disinfectant below which there is no known or expected risk to health. MRDLGs do not relect the benefits of the use of disinfectants to control microbial contaminants. • Public Health Goal (PHG): The level of a contaminant in drinking water below which there is no known or expected risk to health. PHGs are set by the California Environmental Protection Agency.

Lifeguard Corner EMPLOYEE SPOTLIGHT & OCEAN SAFETY TIPS These summer ocean safety tips are brought to you by Marine Safety Officer Ian Burton. Ian has been lifeguarding for the past 22 seasons and has proudly served San Clemente for the past 6 years at our local beaches. As a Marine Safety Officer, he is primarily responsible for assisting with the oversight of day-to-day lifeguard operations, inventory/purchasing of equipment, and assisting with training of seasonal staff.

G

oing to the beach is a favorite pastime of Southern California residents and visitors. Sunning, swimming, and surfing are all fun, but each comes with its own unique set of dangers. Staying safe at the beach and in the ocean is all about knowledge. There are websites that you can visit to read up on beach and aquatic safety, or upon arrival to the beach we encourage everyone to make contact with a lifeguard. The lifeguard will have the best information about any existing hazards or dangerous areas.

12

Rip Currents are the #1 Concern About 80% of all beach rescues are related to rip currents. Despite these startling statistics, many swimmers do not know anything about rip currents or how to survive when caught in one. Rip currents are terrifying because they catch you off guard: Unlike violent, crashing waves, you probably won’t notice a rip current until you’re in the middle of it, being pulled away from shore. Depending on severity, you may be able to see a rip current from the beach. Strong rip currents disrupt incoming waves and stir up sand from the ocean floor. Keep an eye out for narrow, muddy streaks in the ocean where there aren’t any waves breaking. Reacting to Rip Currents If caught in a rip current, it’s crucial to remain calm. Your first instinct may be to swim against the current, back to shallow waters. In most cases, even if you’re a strong swimmer, this will only wear you out. The current is too strong to fight head-on. Instead, swim sideways, parallel to the beach. This will get you out of the narrow outward current, so you can swim back in with the waves. If it’s too hard to swim sideways,

wait until the current carries you out and dissipates. The water will be calmer and you can get clear of the rip current before heading back in. Quick Tips for Safe Beach Visits San Clemente lifeguards want everyone to have a safe and enjoyable experience at our beaches. In an effort to avoid tragic accidents, we ask anyone coming to consider the following: • Learn to swim and never swim alone • Swim near a lifeguard • Supervise children closely, even when lifeguards are present • Do not rely on flotation devices • Do not swim while under the influence of alcohol or drugs • Protect your head, neck and spine - never dive head first in the ocean • If you are in trouble, call or wave for help • Follow regulations and lifeguard directions • Swim parallel to shore if swimming long distances Beach Safety Resources • www.usla.org • www.cslsa.org • www.hoag.org/education-events/project-wipeout
