A Message from the City Manager
A
lmost twenty-three years have passed since I did my first run on the ‘old’ beach trail in San Clemente and it was truly a mystery as to where that trail would lead. Runnin’ down a dream...became a theme as the dreams formed and became reality. My dreams formulated as, together, we directly faced many fiscal challenges and hurdles and formulated solid financial plans that would ultimately result in a City that I am proud to have served. The dream was to establish a financially sound and resilient City, and, more importantly, to lay a solid foundation for those leaders that follow in my footsteps.

So what are my runnin’ dreams that I think of as I run the ‘new’ beach trail these days? For those of you who know me...you have heard these principles before and I hope they help: Fiscal Diligence: Maintain fiscal diligence by constantly looking ahead and know that there are fiscal consequences to every action we take. Be diligent. Resiliency: Maintain resiliency by being prepared for every fiscal eventuality. It’s not a matter of if bad things will happen, it is a matter of when. Be prepared. Savings: Maintain our well established reserves and don’t be tempted to spend them except for what they are intended for - emergencies and maintenance of our infrastructure. A penny saved is a penny earned. Believe it. Transparency: Identify any potential fiscal issues and develop a plan to solve them. Now. Not later. Foundation: The foundation has been laid in the form of financial policies. If you change them, change them for the better. Never compromise your principles. AAA: A bond rating of AAA is something to be valued. It took a lot to get there. Keep it. Lead: Get ahead of the issues. Don’t merely react - plan, plan, plan. Team: It takes a team to accomplish goals and complete projects. One individual can’t do it alone. We did it together KaChing: Don’t spend it till ya got it. Don’t count it till ya have it. ‘Nuff said. Dream: It never hurts to dream. It may hurt to run and get there. But it’s worth it. Finally, as I see the finish line, I want to take this opportunity to thank my coworkers, legislative leaders, and citizens who made my dreams possible. To have had the opportunity of serving with you has been an honor and a privilege and one that I will never forget. My dreams came true; yours will come true if the solid fiscal foundation is maintained. Never, ever forget the KaChing… Keep runnin’ down the dream! Sincerely,

Follow the Signs to... Summit The San Clemente Summit project has come full circle with the addition of three directional signs and a community bench, marking the highest point in San Clemente. This point is located at an elevation of 1,008-feet on the Cristianitos Trail in the Talega area of San Clemente. The nearly three-mile round trip hike offers some of the most beautiful views San Clemente has to offer. Late last year, Boy Scout Eric Ord (pictured left) sought to attain the esteemed rank of Eagle Scout, which required the completion of a community service project. He had learned of the City of San Clemente’s Highest
Point Naming Contest last year, which promoted civic pride and good health through outdoor activity. Eric initiated the idea for a community bench to mark the spot at the top of the trail. A 2,000 pound bench was installed on May 28th and is engraved with the elevation and the name, “San Clemente Summit”, which was the winning name submitted by resident Dave Pherrin during the City’s highest point naming contest. Dave was formally recognized for winning the contest at the December 17, 2013 City Continued on page 7 >

PROJECT The Parent Project activity based curriculum is geared to meet the needs of parents with defiant, strong-willed adolescents who often exhibit destructive and out of control behavior. Poor school performance, truancy, drugs, alcohol, running away and violence are some of the topics addressed. Parents learn prevention, identification and intervention strategies and exchange ideas in a support group setting. Successful adult learning theories require dialogue among students and are the basis of the Parent Project delivery. Many parents attend the Parent Project with minor issues enroll in the program before the behavior becomes intense. Some of the topics are Understanding
PARENT PROJECT SUCCESS... “Parenting needs a business plan!” “We are now unified as a team to parent. I now think before I act or speak!” “I am calm when I state the house rules.” “I used to think my kid was bad.” “I needed to change also. I learned to set boundaries instead of being too lenient. I need to be the parent, not their friend.” “The most comforting thing about the Parent Project is discovering that you are not alone!” “While attending the Parent Project class, I discovered my teen was using drugs and alcohol. Immediately, I had a plan of action to get help.”
Our Children, Addressing Problematic Behavior, A Parent’s Formula for Success, Active Supervision, Improving School Performance, Establishing House Rules and Effective Action plans, Consistency, and Active Listening. The next program will be held Thursdays from September 25th to December 4th. These 10 consecutive classes will be held at the San Clemente High School Library at 700 Avenida Pico. The first six classes meet from 6:30 to 9:30 p.m. and the last four classes meet from 6:30 to 8:30 p.m. There will not be class on November 27th. The cost is $50 and scholarships are available. News Briefs 2014 Volunteer of the Year Award Ed Molina, Volunteer Chairman of the Annual Cinco De Mayo Fiesta was awarded with the City of San Clemente’s 2014 Volunteer of the Year Award at the City’s annual volunteer appreciation luncheon in May. Nominees for the annual award included Animal Shelter Volunteer Jennifer Greener; Friends of the Library Volunteer Cass Jones; and, Retired Senior Volunteer Program Volunteer Jill Martin.

Members of San Clemente City Council, Courtney’s SandCastle Charitable Foundation, Friends of San Clemente Beaches, Parks & Recreation Foundation, Jr. Women’s Club of San Clemente, and the community celebrated a groundbreaking of the sensory garden project on June 28 at the Courtney’s SandCastle Universally Accessible Playground.
San Clemente L i b ra r y Expansion Underway The San Clemente Public Library at 242 Avenida Del Mar is under construction for some much-needed and highly anticipated upgrades. The remodel and expansion of the 32-year old library will allow for expansion into the space vacated by the senior center which relocated in 2011. The expansion will provide a larger children’s section, enhance Internet access, provide more effective operations and the Friends of the Library Bookstore will utilize part of this space for its book sale operations. The County of Orange, which operates the library, hired Sanders Construction Services for the project. Funding for the library construction project came from multiple sources. The City Council entered into a cost-sharing agreement with the County for the $1.8 million project. Most of the City’s funding share comes from development agreements, including $250,000 from a Marblehead Coastal development agreement; $646,000 from a Talega development agreement; and $326,000 from another developer-paid fund, while the San Clemente Friends of the Library volunteers raised $200,000 for the project. The library will remain closed throughout construction, though the Orange County Public Library System is pursuing a temporary location to provide minimal library services to the public and house the Friends of the Library Bookstore. At time of publication, such a location had not yet been determined. The project should take approximately one year to complete, and reopen in June of 2015. During construction, the closest full-service library is the San Juan Capistrano Library located at 31495 El Camino Real in the City of San Juan Capistrano. The City’s Bicycle and Pedestrian Master Plan was praised by the Orange County American Planning Association (OCAPA) and OCAPA Juror Randy Nichols at City Council. The City’s planning staff and Brenda Miller received an award in recognition of the City receiving the Transportation Planning Award from OCAPA for the Bicycle and Pedestrian Master Plan.
SAN CLEMENTE BEACH RESTORATION PROJECT APPROVED FOR FEDERAL FUNDING
On June 10, President Obama signed the Water Resources Reform and Development Act (WRRDA), which includes construction authorization for San Clemente’s Beach Restoration and Sand Replenishment project. The project would place 251,000 cubic yards of sand along the shoreline from Linda Lane to South T-Street beaches (a distance of about 3,400 feet), which would widen the beach by 50 feet. This section of beach would be periodically replenished with sand about every 6 years over the course of a 50-year project life. Passage of the WRRDA does not guarantee Federal funding, but does make the San Clemente project eligible for inclusion in a future Federal budget. The inclusion of San Clemente’s project in the WRRDA is a necessary step toward nourishing our beaches. Without the federal share of funds which represents 65% of the cost, the City would be unable to continue its planning, engineering and design phase of the project. Projects that reduce beach erosion through beach restoration are important to the survival of beaches.

Fall 2014 Protect Your Home: OC Vector Control District aims to control disease carrying mosquitoes By Jim Dahl, San Clemente Board Member Orange County Vector Control District
SMACK!! The simple act of one hand squashing one mosquito will be heard hundreds, perhaps thousands, of times over the coming months. What seems like a small nuisance can be a symptom of a much bigger problem around your home. The news lately has been filled with frightening stories of diseases communicated to people from pests, and the problem is escalating. Illnesses transmitted to people include Dengue Fever, Swine and Bird flu, even malaria. And sadly, cases of Typhus have already been reported in the county making the threat real and the work that the Orange County Vector Control District (OCVCD) does more important than ever. And the risks to residents can be as close as their own backyard. The Asian Tiger mosquito and the Yellow Fever mosquito are emerging as two of the biggest threats. Because the Asian Tiger mosquito is a backyard breeder, Orange County residents need to act now to eliminate standing water at home – even puddles as small as a bottle cap can allow this mosquito to breed the next generation of disease carriers. Since 1947 OCVCD has worked hard to keep county residents
safe. Initially formed to protect Orange County from mosquitos, today OCVCD also helps control rats and Red Imported Fire Ants, along with providing surveillance for other disease carrying insects and animals. The agency works tirelessly to educate residents on how to protect themselves. Unlike other mosquitos, Asian Tiger mosquitos often bite during the day. Residents who see mosquitos in daytime should contact the OCVCD immediately. OCVCD has this important advice for residents as we head into the summer season: Discard containers, cans, buckets and old tires around the home. Remove water dishes from beneath potted plants, and dump or drain standing water. Also, empty birdbaths and small fountains. Don’t store water in uncovered buckets or rain barrels and clean out rain gutters and lawn drains to ensure water does not collect. Torn or removed window screens should be repaired or replaced. Protect yourself and your family by following these simple measures to ensure protection from mosquito attacks yearround. For more information, go to www.ocvcd.org.

Looking ahead to the ’14 fall sports at San Clemente High School, one question on everyone’s mind seems to be: how good will the Triton football team be with a healthy Sam Darnold as quarterback? Standing at a formidable 6’4” and weighing in at just over 200 lbs., Darnold is already drawing significant interest from top college football teams, including PAC-12 powerhouses Oregon and USC, along with Utah, Nevada, and others to name a few. “All of the attention he’s getting…he’s earned,” said San Clemente Tritons head coach Jaime Ortiz. “We are really happy to have Sam back because he’s going to be a really big piece for us.” Last season, Darnold played in just three games completing 63% of his passes (2946) for 337 yards and 4 touchdowns with
no interceptions. To add to that impressive quarterback line, the senior rushed for 322 yards and 5 touchdowns on just 35 carries (9.2 ypc). Darnold also lead the team to a 2-0 record before an injury at Dana Hills cut his junior season short. The Tritons will look to continue building on that success this season with their home opener on August 29th against Garfield at Thalassa Stadium, 7 p.m.
SCHS Celebrates 50-year milestone Commemorating this tremendous occasion, the 50th Anniversary Committee has compiled a series of events & activities for the 2014
Homecoming season. Construction began on a “Tritons 50th Commons Area” in the large space adjacent to the band room. Its design will include grass, trees, benches and places to gather with friends. Plans also include a Bronze Statue, designed by Bill Limebrook (‘76). To complete these plans, Alumni and community support is needed. They hope to raise $2,000 per class and garner support through community partners and fundraising. The San Clemente and Dana Point Municipal Codes (SC Title 6, Chaper 6.24 & DP Title 10, Chapter 10.03) require all residents to vaccinate and license their dogs four months of age or older. • Don’t let your dog roam free and unsupervised. The San Clemente Municipal Codes (SC Title 6, Chapter 6.08) require all residents to restrain their dogs by a substantial leash, not exceeding six (6) feet in length, when on a highway, street, alley or other public place. Instructor Spotlight Marilyn Dumford: Ballroom Dancing
M
arilyn Dumford holds the record for years of teaching various classes through San Clemente Parks and Recreation - over 37 years. She began in 1977 by teaching cake decorating classes, and several years later added belly dance to her teaching repertoire, earning her the nickname of “Ms Shake and Bake.” Then in 1991 she took over the Ballroom Dance classes where she currently enjoys teaching and helping her students learn how much fun ballroom dance can be. “We teach everything from Foxtrot, Swing and Waltz to the Latin favorites such as Tango, Cha-Cha, Salsa and Rumba,” she says. The “we” includes her daughter, Melody and her husband, Eric, who have been dancing together for over 14 years, and are excellent dancers
and teachers. Melody also teaches 2nd grade in Anaheim. “They’ve been helping me for many years, and really stepped up when I had two joint replacements 3 years ago. They did such a fantastic job of both explaining and demonstrating that I can’t imagine not having them with me,” Marilyn says. Melody’s quirky sense of humor keeps things light and fun, and her “sound effects” method of remembering steps makes the lessons a delight. Once a month they host the Ballroom Bash at the Community Center, where beginners and seasoned dancers alike have an evening of fun, friendship and dancing. The room is festively decorated, there are delicious refreshments, lots of room to sit and visit with friends and enjoy the fun of ballroom dancing. Come dance with them!
Lifeguard Corner EMPLOYEE SPOTLIGHT & OCEAN SAFETY TIPS When swimming during the fall, the primary thing to remember is that although the water can still be very warm and the weather is very nice; lifeguard staffing is at a minimum with the majority of part time lifeguards back in school. Therefore, it’s imperative that you take extra precautions to watch out for yourself and others. Prior to coming to the beach, please take time to check conditions. Rod began his lifeguarding career at the age of 20 and has proudly served San Clemente for 27 seasons at our local beaches. As the Lieutenant, he is primarily responsible for overseeing the day-to-day lifeguard operations, recruitment and training of staff. He also oversees the Prevention/Education Program, including Junior Lifeguard and the School Outreach Program.

You can identify a rip because the water becomes choppy, brown, and a murky color. If you are caught in a rip current, don’t fight it by trying to swim directly to shore. Instead, swim parallel to shore until you feel the current relax, and then try swimming to shore. Whatever you do, don’t panic and don’t fight the current. These are just a few tips to help make sure you and your family stay safe. A year-round program offering one-on-one swim instruction for children, specializing in lessons for first time swimmers through competitive swimmers. This is a beneficial form of therapy that is useful for a variety of medical conditions. Aquatic therapy uses the physical properties of water to assist in patient healing and exercise performance. While submerged in water, buoyancy assists in supporting the weight of the patient. This aspect of aquatic therapy is especially useful for patients with arthritis, healing fractured bones and other disabilities or for special needs participants. The City of San Clemente has 5 rentable rooms at three different sites for family celebrations, business meetings, weddings, and more! The City of San Clemente has 17 parks that can be reserved by residents, non-residents, non-profit groups, and commercial organizations for family celebrations, birthday parties, company picnics, and more! Sport filed reservations must be made separately through the Recreation Division. September 27, 8:00am-3:00pm October 9-12 at Ralph’s Skate Court at Vista Hermosa Sports Park
Septmber 21, 7:00am-6:00pm at T-Street Beach
Skateboarders of all ages, from 7 and under, to 18 and over, will have the opportunity to grind their way to the top of the competition showcasing their best run and tricks. Every skateboarder receives an event shirt and goodie bag with the $35 registration fee. Skaters must wear all safety equipment.
