YOUR NEWS Message from the City Manager State Extends Water Conservation Mandate In response to the State Water Resources Control Board meeting on the drought in early February, the City of San Clemente would like to remind all residential and commercial water customers that the water conservation mandate set by Governor Brown last year has been extended through October. The mandate, which was due to expire at the end of February, requires communities throughout the state to save water by 25 percent. The State Water Resources Control Board will meet again in April to determine if any other changes to the mandate will take place depending upon reservoir levels and snowpack in the Sierra Nevada. Though it was anticipated that El Niño would help with the drought, water reservoirs continue to have low reserves. We need to continue doing our part in San Clemente to practice conservation. This action means the City will continue restrictions on irrigation to two days per week from March through November and one day per week from December through February. Irrigation is not allowed during 9:00 a.m. and 6:00 p.m. The City’s water customers have done an excellent job meeting and exceeding the state conservation mandate, while the City continues to add new customers to its recycled water program. The City is able to convert more customers to recycled water, as a direct result of completing a $25.1 million project that doubled the amount of recycled water produced at the City’s water reclamation plant. By the end of 2015, the City of San Clemente had converted 100 potable water users to recycled water for irrigation at golf courses, greenbelts, medians and parks. The goal is to reduce reliance on imported water per statewide mandatory water reduction goals. Regulating Vacation Rentals
By Community Development Director Cecilia Gallardo-Daly The increase in the number of individuals renting short-term lodgings in the City is increasing the demand for City services and creating adverse impacts in residential zones. Short-term lodgings are rented for less than 30 days. Nuisance issues related to short-term lodgings have been a topic of discussion in recent City Council meetings. Nuisance issues include excessive noise, parking problems, litter, disorderly conduct, and concerns regarding security and public safety. These nuisance issues affect neighborhood compatibility and negatively impact the residential character of the surrounding neighborhoods. Increasing numbers of public comments and resident complaints regarding short-term lodgings have highlighted the

need for the City to address the current method of regulation and determine which areas of the municipal code need revision. The City has taken a two-step approach in determining appropriate regulation. First, on February 2, 2016, the City Council adopted amendments to the Transient Occupancy Tax section of the municipal code that regulates good neighbor requirements for vacation rental properties. Current vacation rental permittees are now required to obtain a Short-Term Lodging Unit permit and abide by additional regulations and operating requirements. Second, the Planning Commission and City staff have considered the nuisance issues in conjunction with how shortterm lodgings are currently regulated and have identified that changes need to be made to the Zoning Code. At the direction of the City Council, the Planning Commission is discussing changes to the zoning ordinance to address the regulation of vacation rentals by zones. While the final package of vacation rental zoning amendments have not been determined, the regulations will likely include supplemental development regulations to address nuisance related concerns. The Planning Commission will be taking up the short-term lodging unit zoning ordinance in April 2016, and intends to forward a recommended ordinance to City Council for their consideration in May 2016.

Beach Safety Reminders

Bull, Community Liaison Deputy San Clemente Police Services The beach remains one of our favorite destinations this time of year, and it is the goal of San Clemente Police Services to ensure everyone has a safe and enjoyable visit. Here are some reminders to make your experience a good one: 1. Alcohol is not permitted on the beach or beach trail at anytime. 2. Smoking is not permitted on the beach or trail at anytime. 3. Camping & overnight sleeping is not permitted on the beach or trail at anytime. Any tents should have at least one side open so public safety personnel can ensure the health / welfare of occupants. 4. Fires are not allowed outside of designated fire rings / BBQ's. All portable BBQ's must be elevated at least 6 inches from the sand and away from any fixed structures / trees / high traffic areas. 5. Glass containers are not permitted on the beach. 6. Certain areas of the beach trail are closed to bicycle riding during the summer months. Pay attention to posted signs and walk your bike in these areas. 7. Skateboarding is not permitted in the Pier Bowl area and beach access areas. 8. Do not cross the railroad tracks outside of the designated pedestrian crossing areas. This seems to be a popular violation especially south of T-street (The Hole) through Lasuen (Lost Winds) areas. Signs are clearly posted in these areas. This violation is a misdemeanor (CPC 555) and is very unsafe! Beach Patrol Deputies and Marine Safety Staff have observed numerous individuals as well as families (strollers included) crossing the tracks. Citations will be issued. 9. Dogs are not allowed on the beach (sand) except certified service dogs with certification from the ADA. ALL DOGS (certified service dogs included) must be leashed and under control of owner at all times. Dogs tied up to railings, racks, signs, and benches are NOT permitted. Unattended dogs will be turned over to Animal Control Officers and the owner will be issued a citation (SCMC: 6.08.030). 10. Please respect the beach, pack your trash, and always swim near a lifeguard. Have a safe & enjoyable beach season!

Celebrate Memorial Day at the Marine Monument at Park Semper Fi A Special Tribute to Al Ehlow This Memorial Day, Monday, May 30th at 2:00 p.m., The Heritage of San Clemente Foundation and City of San Clemente will host a Memorial Day tribute to the late Al Ehlow at the Marine Monument at Park Semper Fi. The community is invited to join us as we salute our servicemen and women, past, present and future. During the ceremony, a Wall Plaque and a Memorial Garden will be dedicated to Al Ehlow. The San Clemente Garden Club will provide a longlasting tribute to a man who was greatly admired by his friends, family and neighbors in the community. Al died last year at age 77. He was a retired San Clemente police chief who was active in recent years with the Marine Corps League and Park Semper Fi. Al also served in the United State Marine Corps. Ongoing Effort to Save San Clemente Hospital and Emergency Room More than 100 people attended a rally on March 9 in front of the Saddleback Memorial Medical Center’s San Clemente Campus to protest Saddleback Memorial Medical Center’s announcement on March 2nd to close the hospital and emergency room. Since the announcement, San Clemente's elected leaders and the savethe-hospital citizens group have been at odds with Saddleback Memorial Medical Center. Though the legislative and regulatory route was pursued by all parties involved in support of state legislators Senator Pat Bates and Assemblymember Bill Brough bills to keep the hospital and emergency room open as a satellite emergency room department, the bills did not secure enough votes to pass. Since then, the City Council rezoned the hospital site on Camino Los Mares in January to require hospital services. In its announcement,
Saddleback officials said that without a satellite emergency room and because of the new zoning, they could not afford to keep the hospital going. The City Manager James Makshanoff is speaking with potential suitors who might be interested in speaking with Saddleback about a possible purchase of the site for a new hospital and emergency room. Another option being contemplated by the City is the potential for a new hospital on cityowned land on Avenida La Pata, and how the City could change the zoning here from open space to a hospital/institutional use. No decisions have been made at this time, however all options are being considered because the City is concerned that the closure of the emergency room in San Clemente may severely jeopardize people’s health by increasing their transport time to an emergency room in Mission Viejo. Concerns also revolve around a growing

population in the region with the 14,000 houses planned at Rancho Mission Viejo. At its Long Term Financial Plan public workshop on February 25th, City officials considered the costs to the taxpayers should no emergency room be available. Though the financial impacts are unknown at this time, the emergency room closure would no doubt remove the paramedics’ option of driving patients to the closest state-licensed emergency receiving center, and instead, require medics to transport patients on the congested I-5 freeway to Mission Hospital’s emergency room in Mission Viejo. It is likely that the City may need to fund an extra ambulance and more Orange County Fire Authority personnel. Join the Retired Senior Volunteer Program We're looking for new recruits! Are you interested in volunteering with the City of San Clemente as a Retired Senior Volunteer Program (RSVP) volunteer? The City’s RSVP volunteer program is designed to connect volunteers, age 55+ who want to contribute their time to the San Clemente community. The RSVP volunteers work in partnership with the San Clemente Police Services department serving as an extra set of eyes and ears for the deputies. Through their various volunteer contributions, the RSVP volunteers’ provide a significant savings to the city in reduced police services costs, while they help make the San Clemente community a better place. City Announces New 24/7 Code Compliance Hotline The City of San Clemente continues to implement best practices that help ensure the wellbeing of residents by maintaining a safe, healthy atmosphere in which to live, work and play. The City has implemented a new Code Compliance hotline to address concerns regarding potential violations. The Code Compliance hotline is open to the public 24/7 and can be accessed by calling (949) 366-4705. The Code Compliance hotline will be used to enhance the City’s regular Code Compliance services. All reports will be investigated and will be subject to a site visit by a Code Compliance Officer. If the caller needs to get in touch with a specific officer, the customer service agent will attempt to reach the officer. If that officer is unavailable, the customer service representative will take a message and forward it to the appropriate officer. In cases of a verified violation, the City will issue a Correction Notice to the responsible party. The Correction Notice will remain in effect until the City has determined that the property is in compliance. Failure to comply with the notice in a timely manner will result in administrative citation fines, and possible case referral to the office of the City Attorney. The Code Compliance Division supports the safety and quality of life for San Clemente neighborhoods, commercial corridors, and industrial areas. Code Enforcement responds to complaints of violations of the San Clemente Municipal Code, including substandard buildings, property maintenance, inoperative vehicles, weed abatement, and land use violations. California Operation Lifesaver and the City of San Clemente Partner to Raise Rail Safety Awareness Operation Lifesaver is a non-profit, public education and information safety program dedicated to educating people on how to reduce crashes, injuries and fatalities along railroad rights-of way and at highway/rail crossings. California Operation Lifesaver is committed to raising awareness and improving public safety on and around highway-rail grade crossings and tracks through public education. Help raise rail safety awareness and save lives. Remember: When you see railroad tracks, ALWAYS think train! Follow and share these safety tips: • The only safe place to cross is at a designated crossing. • It can take a mile or more to stop a train, so a locomotive engineer who suddenly sees someone on the tracks will be unlikely to stop in time. • Railroad property is private property. For your safety, it is illegal to be there unless you are at a designated public crossing. • Trains overhang the tracks by at least 3 feet in both directions; if you are in the right-of-way next to the tracks, you can be hit by the train. • Never walk around or behind lowered gates at a crossing, and DO NOT cross the tracks until the lights have stopped flashing and it is safe to do so. • ALWAYS Expect a Train! Be aware trains do not follow set schedules. Anytime is train time! • Trains and cars don’t mix. Never race a train to the crossing — even if you tie, you lose. • Never drive around lowered gates — it’s illegal and deadly. • Do not get trapped on the tracks; proceed through a highwayrail grade crossing only if you are sure you can completely clear the crossing without stopping. • The train you see is closer and faster-moving than you think. If you see a train approaching, wait for it to go by before you proceed If your vehicle ever stalls on a track with a train coming, get out immediately and move quickly away from the tracks in the direction from which the train is coming. If you run in the same direction the train is traveling, when the train hits your car you could be injured by flying debris. • Stay Off, Stay Away, Stay Alive! – Train tracks are private property and walking on train tracks is trespassing and illegal. WATER QUALITY PUBLISHED BY THE CITY OF SAN CLEMENTE’S UTILITIES DIVISION
DRINKING WATER QUALITY Since 1990, California water utilities have been providing an annual Water Quality Report to their customers. This year’s report covers calendar year 2015 water quality testing and has been prepared in compliance with regulations called for in the 1996 reauthorization of the Safe Drinking Water Act. The reauthorization charged the United States Environmental Protection Agency (USEPA) with updating and strengthening the tap water regulatory program. The City of San Clemente vigilantly safeguards its water supply and as in years past, the water delivered to your home meets the standards required by the state and federal regulatory agencies. In some cases, the City goes beyond what is required by testing for unregulated contaminants that may have known health risks.
SOURCES OF SUPPLY Your drinking water is a blend of surface water imported by the Metropolitan Water District of Southern California and groundwater. Metropolitan’s imported water source is the Colorado River. INFORMATION ABOUT DRINKING WATER CONTAMINANTS
The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs and wells. As water travels over the surface of land or through the layers of the ground it dissolves naturally occurring minerals and, in some cases, radioactive material and can pick up substances resulting from the presence of animal and human activity. Contaminants that may be present in source water include: • Microbial contaminants, such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations and wildlife. • Inorganic contaminants, such as salts and metals, which can be naturally occurring or result from urban storm water runoff, industrial or domestic wastewater discharges, oil and gas production, mining and farming. • Radioactive contaminants, which can be naturally occurring or be the result of oil and gas production or mining activities. • Pesticides and herbicides, which may come from a variety of sources such as agriculture, urban storm water runoff and residential uses. • Organic chemical contaminants, including synthetic and volatile organic chemicals, which are by-products of industrial processes and petroleum production, and can also come from gasoline stations, urban storm water runoff, agricultural application and septic systems. In order to ensure that tap water is safe to
drink, USEPA and the State Water Resources Control Board, Division of Drinking Water (DDW) prescribe regulations that limit the amount of certain contaminants in water provided by public water systems. DDW regulations also establish limits for contaminants in bottled water that must provide the same protection for public health. Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. CRYPTOSPORIDIUM
Cryptosporidium is a microscopic organism that, when ingested, can cause diarrhea, fever, and other gastrointestinal symptoms. The organism comes from animal and/or human wastes and may be in surface water. The Metropolitan Water District of Southern California tested their source water and treated surface water for Cryptosporidium in 2015 but did not detect it. If it ever is detected, Cryptosporidium is eliminated by an effective treatment combination including sedimentation, filtration and disinfection. The USEPA and the federal Centers for Disease Control guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbial contaminants are available from USEPA’s Safe Drinking Water hotline at [800] 426-4791 between 9 a.m. and 5 p.m. Eastern Time (6 a.m. to 2 p.m. in California).

Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised people, such as those with cancer who are undergoing chemotherapy, have had organ transplants, people with HIV/AIDS or other immune system disorders, some elderly persons and infants can be particularly at risk. These people should seek advice about drinking water from their health care providers.
LEAD IN TAP WATER
If present, elevated levels of lead can cause serious problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. The City of San Clemente is responsible for providing high quality drinking water, but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water. If you are concerned about lead in your water, you may wish to have your water tested. Information on testing methods and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline or at www.epa.gov/safewater/lead.
DRINKING WATER FLUORIDATION
Fluoride has been added to U.S. drinking water supplies since 1945. Of the 50 largest cities in the U.S., 43 fluoridate their drinking water. In December 2007, the Metropolitan Water District of Southern California (MWDSC) joined a majority of the nation’s public water suppliers in adding fluoride to drinking water in order to prevent tooth decay. In line with recommendations from the DDW, and the U.S. Centers for Disease Control and Prevention, MWDSC adjusted the natural fluoride level in imported treated water from the Colorado River and State Project water to the optimal range for dental health of 0.6 to 1.2 parts per million. Fluoride levels in drinking water are limited under California State regulations at a maximum dosage of 2 parts per million. DISINFECTION AND DISINFECTION BYPRODUCTS
Disinfection of drinking water was one of the major public health advances in the 20th century. Disinfection was a major factor in reducing waterborne disease epidemics caused by pathogenic bacteria and viruses, and it remains an essential part of drinking water treatment today. Chlorine disinfection has almost completely
eliminated the risks of microbial waterborne diseases. Chlorine is added to drinking water at the source of supply (groundwater well or surface water treatment plant). Enough chlorine is added so that it does not completely dissipate through the distribution system pipes. This “residual” chlorine helps to prevent the growth of bacteria in the pipes that carry drinking water from the source into your home. However, chlorine can react with naturallyoccurring materials in the water to form unintended chemical byproducts called disinfection byproducts (DBPs), which may pose health risks. A major challenge is how to balance the risks from microbial pathogens and DBPs. It is important to provide protection from these microbial pathogens while simultaneously ensuring decreasing health risks from disinfection byproducts. The Safe

Drinking Water Act requires the U.S. Environmental Protection Agency (USEPA) to develop rules to achieve these goals. Trihalomethanes (THMs) and Haloacetic Acids (HAAs) are the most common and most studied DBPs found in drinking water treated with chlorine. In 1979, the USEPA set the maximum amount of total THMs allowed in drinking water at 100 parts per billion as an annual running average. Effective in January 2002, the Stage 1 Disinfectants / Disinfection Byproducts Rule lowered the total THM maximum annual average level to 80 parts per billion and added HAAs to the list of regulated chemicals in drinking water. Stage 2 of the regulation was finalized by USEPA in 2006, which further controls allowable levels
of DBPs in drinking water without compromising disinfection itself. A required distribution system evaluation was completed in 2008 and full Stage 2 compliance began in 2012.

Both source waters are exposed to stormwater runoff, recreational activities, wastewater discharges, wildlife, fires, and other watershed-related factors that could affect water quality. Water from the Colorado River is considered to be most vulnerable to contamination from recreation, urban/stormwater runoff, increasing urbanization in the watershed and wastewater. Water supplies from Northern California’s State Water Project are most vulnerable to contamination from urban/stormwater runoff, wildlife, agriculture, recreation and wastewater. USEPA also requires Metropolitan to complete one Source Water Assessment (SWA) that utilizes information collected in the watershed sanitary surveys. MWDSC completed its SWA in December 2012. The SWA is used to evaluate the vulnerability of water sources to contamination and helps determine whether more protective measures are needed. A copy of the most recent summary of either Watershed Sanitary Survey or the SWA can be obtained by calling MWDSC at (213) 217-6000.
GROUNDWATER ASSESSMENT
The City of San Clemente Utilities Division completed an assessment of drinking water sources for its water supply in October 2001 and again in 2008. The City’s wells are considered vulnerable to the following Possible Contamination Activities (PCAs) associated with some contaminants detected in the water supply: Maintenance yards, aboveground fuel tanks, an historic dump site, an electrical switching station, and a site for temporary deposition of street sweeper debris. Residences, parks, sewers, roads and storm drains represent additional PCAs. While PCAs exist within the source water assessment area, the water sources are protected from immediate contamination threats by the confining nature of the aquifer, and the significant depth of well perforations at each water source. Instructor Spotlight Maureen Stewart: Jazzercise® If you think you know Jazzercise, guess again. Over the past couple years, Jazzercise has been re-branded with a new image, exciting new class formats, and exhilarating new dance moves - but it's still the same rocking good time! For more than 30 years San Clemente Jazzercise has brought pulse-pounding, beatpumping fitness workouts to residents of all ages to enjoy. Maureen Stewart has taught in San Clemente since 2013. She grew up in Huntington Beach dancing throughout her years in high school. After graduating from college, getting married, and having two boys, she found herself dancing less often. Soon she was left asking, "Where does a grown up person go to dance?" Shortly after she
discovered the joy of Jazzercise. This summer Jazzercisers can look forward to an entire month of "customer requests", where old routines from the past are revisited and brought to life again. Lifeguard Corner EMPLOYEE SPOTLIGHT & OCEAN SAFETY TIPS These summer ocean safety tips are brought to you by Marine Safety Officer Ian Burton. Ian has been lifeguarding for the past 22 seasons and has proudly served San Clemente for the past 6 years at our local beaches. As a Marine Safety Officer, he is primarily responsible for assisting with the oversight of day-to-day lifeguard operations, inventory/purchasing of equipment, and assisting with training of seasonal staff.

oing to the beach is a favorite pastime of Southern California residents and visitors. Sunning, swimming, and surfing are all fun, but each comes with its own unique set of dangers. Staying safe at the beach and in the ocean is all about knowledge. There are websites that you can visit to read up on beach and aquatic safety, or upon arrival to the beach we encourage everyone to make contact with a lifeguard. The lifeguard will have the best information about any existing hazards or dangerous areas.

Rip Currents are the #1 Concern About 80% of all beach rescues are related to rip currents. Despite these startling statistics, many swimmers do not know anything about rip currents or how to survive when caught in one. Rip currents are terrifying because they catch you off guard: Unlike violent, crashing waves, you probably won’t notice a rip current until you’re in the middle of it, being pulled away from shore. Depending on severity, you may be able to see a rip current from the beach. Strong rip currents disrupt incoming waves and stir up sand from the ocean floor. Keep an eye out for narrow, muddy streaks in the ocean where there aren’t any waves breaking. Reacting to Rip Currents If caught in a rip current, it’s crucial to remain calm. Your first instinct may be to swim against the current, back to shallow waters. In most cases, even if you’re a strong swimmer, this will only wear you out. The current is too strong to fight head-on. Instead, swim sideways, parallel to the beach. This will get you out of the narrow outward current, so you can swim back in with the waves. If it’s too hard to swim sideways,

wait until the current carries you out and dissipates. The water will be calmer and you can get clear of the rip current before heading back in. Quick Tips for Safe Beach Visits San Clemente lifeguards want everyone to have a safe and enjoyable experience at our beaches. Swim passports can be used for lap swimming and recreation swim. Passports can only be purchased at the San Clemente Aquatics Center. All passports are nonrefundable/non-transferable and void if lost or stolen. Resident & Active Military

This is a beneficial form of therapy that is useful for a variety of medical conditions. Aquatic therapy uses the physical properties of water to assist in patient healing and exercise performance. While submerged in water, buoyancy assists in supporting the weight of the patient. This aspect of aquatic therapy is especially useful for patients with arthritis, healing fractured bones and other disabilities or for special needs participants. Guard in Training Camp 6-14 years
Prerequisite: Successful completion of Otter level or equivalent skills. Splashball is designed to introduce the sport of water polo to younger children. The intent is to provide basic skills and understanding of the sport in a recreational format. Splashball harnesses all the fun dynamic aspects of the game in a safe, easy to learn aquatic experience that will motivate kids to swim and stay fit. This is a non-competitive co-ed program.
