Amidst the historic significance and spectacle shaping the current presidential race, this fall South Dakotans face a number of state- and local-level decisions at the polls. Tuesday, November 8 presents us with a veritable democracy todo list: we’ll elect state senators and representatives, fill one seat each for U.S. House and Senate, choose one of three state public utilities commissioners, and decide the outcomes of five constitutional amendments, three initiated measures, and two referred laws. Frankly, it’s a lot to think about, and voters who feel overwhelmed in the booth may default to keeping things status quo. “As voters fill out their ballots, they tend to skip or vote ‘no’ on ballot issues they don’t understand,” says Elizabeth Theiss Smith, retired political science professor from the University of South Dakota. “When confronted with a confusing or complex question, a voter will often reason that no change is better than incomprehensible change.” Theiss Smith stresses that homework is the small price paid for participatory politics. “Voters will have to study this year if they plan to vote on ballot issues. Fortunately, the South Dakota Secretary of State’s website has the wording of every
ballot question with a plain-English explanation of each.” (See sdsos.gov/ election). Contentious presidential campaigns can also affect voter decisions and draw at the state level. “Because national elections influence how voters perceive the political parties, the topof-the-ticket influences state races as well,” says Theiss Smith. “‘Wave’ elections like Ronald Reagan’s in 1980 often boost the fortunes of the under-ticket. That said, most party members reliably vote for their own party’s candidates and it is undecided independent voters that generally decide elections.” Theiss Smith underscores that, despite attention paid to national campaigns, who we choose to send to Pierre more greatly influences how South Dakotans live, work and play in Eureka or Oelrichs than who moves into 1600 Pennsylvania Avenue. “Local elections have a far greater impact on voters than national elections,” says Theiss Smith. “It’s states that provide most of the dayto-day services that citizens rely on – from roads to schools.” Theiss Smith encourages South Dakotans to ask questions and demand details from candidates of both parties about how he or she plans to overcome political impasse. “Congress has been deadlocked over major issues that must be resolved in order for the nation to thrive – the deficit, Social Security and Medicare reform, trade issues – to name a few,” says Theiss Smith. “We must ask, ‘What specifically
will you do to further an end to gridlock?’” Theiss Smith suggests asking of federal candidates: “How can Social Security Elizabeth Theiss Smith. and Medicare be stabilized so that future generations of Americans can rely on them? What specifically will you do to further a deficit reduction agreement? Many trade agreements are on the table now and in the near future. What are your criteria for deciding whether a trade agreement should be accepted or rejected?” And while ballot questions are posted on South Dakota’s Secretary of State’s website, Theiss Smith says educating ourselves before we head to the polls is paramount. “For example, two ballot questions propose different interest rate ceilings for the payday loan industry,” says Theiss Smith. “The one written by the payday loan industry calls for a lower interest rate ceiling but has major loopholes. The one written by advocates for the poor has a higher interest rate ceiling but allows stricter enforcement.” People who haven’t informed themselves may support a bill unintentionally, according to Theiss Smith. “The media will play an important role in providing citizens with the information that will allow them to vote their conscience.”

SD 2016 Ballot Questions Referred Law 19 – Sponsor: Cory Heidelberger. Revises provisions regarding elections and election petitions. Extends the timeframe for circulating and submitting nominating petitions by one month. It also prohibits a person registered with a party from signing an independent candidate’s nominating petition. Referred Law 20 – Sponsor: Cory Heidelberger. Establishes a youth minimum wage. Lowers the State minimum wage ($8.55 per hour) for non-tipped employees under age 18 to $7.50 per hour. No annual cost-ofliving wage adjustment would be required for the youth minimum wage. It would also prohibit employers from taking any action to displace an employee or reduce an employee’s hours, wages, or benefits in order to hire a youth.

Creates a publicly funded campaign finance program, establishes an ethics commission, and prohibits certain officials and employees from lobbying until two years after leaving the state government. Initiated Measure 23 – Sponsors: Scott Niles & Will Thomsen – Gives corporate and non-profit organizations the right to charge a fee for any service provided. Constitutional Amendment R – Placed on ballot by the 2015 Legislature. Under the amendment, postsecondary technical institutes would no longer be governed by the Board of Regents, but governed separately in a manner to be determined by the Legislature.

Savor Dakota – Herbs, Frybread, & Timpsila Soup This month Savor Dakota explores the ways South Dakotans keep their bellies full and their food flavored during Midwestern winters. We visit permaculturalist Talli Nauman at Moonrise Mountain in Spearfish to learn about growing and drying herbs. Mavis Two Bulls of Spearfish shares her mother’s recipe for frybread with Talli and host MJ Adams. “When we make frybread, it’s for a gathering, for other people,” says Mavis. “So what we want to do is center ourselves and come to a peaceful point. Because everything that we’re feeling is going to go into the making of the frybread. Watching my mom and aunties making frybread – that’s always been a way of life for us.” We also visit USD students Collette Bowman and Isaac YellowBank at the Native American Cultural Center in Vermillion. With recipes passed down from families, Bowman, YellowBank and others make dough and frybread for a popular monthly Indian Taco sale to raise funds for the annual USD Wacipi. And Jhon Goes In Center of Pine Ridge and his sister Geraldine Goes In Center of Rapid City forage for timpsila, or wild turnip, on family land. Chokecherry Wojapi (Berry Sauce) Ingredients: 8 dried chokecherry patties or 6 cups frozen berries 6 cups water 3 Tbsp. cornstarch dissolved in 1 cup liquid 1 cup sugar Directions: Soak dried chokecherry patties for 2 hours. Place in pan over medium heat. When liquid is hot, add sugar and let it melt. More or less sugar can be added to taste. Add cornstarch gradually as needed to thicken. Bring to a gentle boil, stirring constantly, until desired consistency. Serve on frybread, waffles, or pancakes.

As many SDPB listeners know, Garrison Keillor, at 73, has retired and handed the microphone and hosting duties for A Prairie Home Companion over to show regular Chris Thile. In an interview with the East Bay Times, Keillor said,

“I thought that the show should press the restart and not try to replicate what it has evolved into, but go back to the beginning and revive itself as a music show with comedy add-ons.” A virtuosic mandolin player, singer, and songwriter, new host Thile has guest-hosted Prairie Home but will officially take the reins Saturday, October 15. Keillor has praised Thile’s resume and high regard for old-time music, a staple of Prairie Home Companion. Thile first came to musical prominence as a member of the Grammy-winning acoustic folk trio Nickel Creek. He’s also a member of Punch Brothers, the popular countrychamber music group. In 2012, Thile was awarded a MacArthur “Genius” Grant for his fusion of traditional bluegrass, classical music, rock and jazz. “It seems to me if anybody was meant to host and produce a musical variety show that has real intensity

This month Dakota Life travels throughout the state to capture stories about the people and places that are singularly South Dakotan. We’ll travel to downtown Lemmon to take in the artistry of the G.E. Lemmon monument in Boss Cowman Square. South Dakota sculptor John Lopez created the statue and the mural at the square was painted by Nigerian artists Dotun Popoola and Jonathan Imafidor from Nigeria.
We explore the colorful history of minor league baseball in the state. At the end of World War II, several communities in South Dakota joined the Northern League, a minor league that included the Sioux Falls Packers (for whom Ken Griffey, Sr. played) as well as the Aberdeen Pheasants, who were managed by Cal Ripken, Sr. and who can boast Jim Palmer as a former pitcher. We head to Brookings for a homemade frozen treat at a favorite local eatery. Trevor Clements, assistant manager at The Pheasant Restaurant and Lounge, works to whip up tasty treats using locally grown produce and sweet cream. Clements says ice creammaking is a creative outlet that brings back memories of childhood. And we head down the Missouri River as the U. S. National Park Service system celebrates its 100th year.
