As the U.S. reckons once again with racial inequities, it’s triggered a new round of calls to remove statues and monuments idolizing Confederate leaders and those who enslaved people. While Mississippi is retiring its Confederate battle flag and Alabama and Georgia join the movement to topple bronze statues, California is not without its vestiges of racism and oppression. “You do have a deep link between Southern California and the Confederacy,” said Ryan Keating, an associate professor of history at California State University, San Bernardino. “In the wake of the war, you have Southern veterans who relocate to Southern California en masse and when they arrive, they attempt to memorialize their service through the creation of monuments.” Keating said these monuments frequently coincide with other historical events. For example, a number of Confederate monuments were erected in the early 1950s shortly after the Supreme Court ruling on Brown v. Board of Education which declared state-sanctioned segregation unconstitutional. See MONUMENTS page 2

On June 30th, 2020, the City Council voted to establish and expand a COVID-19 Rental Assistance Program to help struggling city residents pay rent. A Memorandum of Understanding with the San Diego Housing Commission (SDHC) will authorize the administration of the program, which will be executed with the use of $15,100,000 in CARES ACT Federal Funding. The Chief Financial Officer will transfer $15.1 million of coronavirus Aid, Relief and Economic Security (CARES) Act Funds to SDHC to provide oversight and administration

Census Bureau omitted at least 3.7 million African-Americans from its 2010 count, nearly five times the 800,000 “undercount” that the bureau has long reported. Largely due to the Coronavirus, the sluggish response

“These monuments and these memorials tend to be in very public places,” Keating said. “They coincide with moments in which African Americans seem to be gaining some political power or voice and they’re designed with a very specific intent of protecting a certain type of power and serving as a reminder of who’s in control.” In California, a handful of highway markers and cemetery memorials remained visible but the Black Lives Matter movement quickly pushed the state to eradicate them completely. Some of the markers were erected by the United Daughters of the Confederacy, a historical group dedicated to “honoring the memory of its Confederate ancestors” and labeled neo-Confederate by the Southern Poverty Law Center. The organization still exists today. “The United Daughters of the Confederacy totally denounces any individual or group that promotes racial divisiveness or white supremacy,” says a statement by President General Nelma Crutcher on the organization’s national homepage. “We are saddened that some people find anything connected with the Confederacy to be offensive. Our Confederate ancestors were and are Americans. We as an Organization do not sit in judgment of them nor do we impose the standards of the 19th century on Americans of the 21st century.” Messages left with the California chapter and the national organization were not returned. In the second and third week of July, the application portal will be accessible on the website. The application can only be accessed online. Therefore, renters in need without internet access or those in need of assistance will work with a community-based organization to complete the application process. The applicants who meet the eligibility requirements will then be entered into a lottery system, ranked, and prioritized. Once the applicant is confirmed and eligible, the SDHC staff will coordinate with the selected applicant and their landlord or
property manager to disperse the payment. The payment will be dispersed electronically to ensure tenants receive it in a timely manner. The Housing Committee will verify unit ownership, establish the landlord or property management company as a vendor, and receive documentation to enable them to receive a direct deposit payment. Household Renters will be able to receive a one-time maximum payment of $4,000 through the emergency assistance program, with the hopes that 3,500 families will be assisted. If denied by the rental assistance program, due to immigration status, the application system will track applications that are denied in case a funding source is identified and allocated that does not have this restriction, in which case, the household will also have an opportunity to receive rental assistance.

the 2010 Census - an “omission” rate higher than any other racial or ethnic group,” says NUL’s 12-page “State of the 2020 Census” report released June 17. “Preliminary assessments of 2020 Census household response rates to date, portend the potential loss of billions of dollars in federal funding allocations, power and political representation for the Black population, if nothing is done to stop this trend.” Using the mapping tool of the City University of New York (CUNY), the NUL reports that “currently, approximately 25% of households residing in predominantly Black areas are in the bottom 20% of response rates (below 50%),” so far. Among the report’s key findings: • Young Black Children are poised to experience historic undercounts in the 2020 Census...Seven out of 10 black and brown children 0-5 years old were not counted in the 2010 Census. • Several large cities and jurisdictions with predominate or large Black populations trail their state response rates by 10 or more percentage points (i.e., St. Louis, Mo., Los Angeles, Calif., Miami, Fla., and Detroit, Mich. • The U.S. Census Bureau’s enumeration of persons experiencing homelessness has not occurred. • The U.S. Census Bureau’s difficulty in rescheduling the enumeration
of college and university students and conducting outreach targeting these communities with clear and concise guidance, will impact local communities and the black count overall, if not corrected. • An undercount of the Black population in southern states will impact the overall Black count in America. One U.S. Census Regional Census Center is responsible for enumerating seven states (Florida, Georgia, South Carolina, North Carolina, Mississippi, Alabama, and Louisiana), with significant Black populations in the 2020 Census. The Census count started April 1. People can respond by phone, mail or online. Through July, August, September, and October, Census workers will escalate their attempts to count college students; plus anyone who has not responded by going to homes until the end of October. Civil rights organizations have gone into high gear with an educational campaign pushing the importance of an accurate Census count to the Black community and other communities of color. Yet, it appears that the extent of the Census omissions in 2010 is now being widely reported for the first time. NUL President/CEO Marc H. Morial said in a release accompanying the report, “Historically, African Americans have been undercounted each decade. Approximately 3.7 million African Americans were entirely uncounted in the 2010 Census. The 2020 Census raises new risks and uncertainties that put an already vulnerable Black count at extreme risk.”

The San Diego Voice & Viewpoint would like to take this opportunity to not only thank you for your continued support and allowing us to serve you during this very difficult time for everyone. We thought it important to also take a moment to highlight a few of our efforts during this pandemic. As you might know, we have now placed the newspaper online each week, free of charge. This allows greater reach and timely receipt of the information we are providing in partnership with the County of San Diego’s Health and Human Services Agency, as well as information from the Governor and local municipalities in San Diego County. We realize that many in our community are not on the internet for a variety of reasons. We are also placing over 2000 copies of the newspaper each week in food distribution bags and boxes, at no charge, to ensure that those who need information most have access to it. We are monitoring the testing sites such as Tubman/Chavez where numbers have increased since we spoke to the County about initial low response when they opened as a “State” testing site. The County quickly switched locations, making Tubman/Chavez a county testing site under a countywide public health order by Dr. Wilma Wooten which made it possible for everyone to do walk up testing without calling for a doctor’s prescription. The site has been so successful that now the issue is getting enough testing supplies. We have also partnered with the Jacobs Center for Neighborhood Innovation as a resource center, the information of which can be found on their billboard at Market
Creek. We could not make our newspapers available each week if it were not for the volunteers and workers at My Brother’s Keeper, Mosque # 8, Paving Great Futures, 5K Hip Hop Wellness Project, Community First Responders, Strike Force, East County Feeding America efforts, Bethel Baptist Church food distribution, First Methodist of Chollas View, New Paradise Church and New Life Church. As well as George Stevens Senior Center twice a month. We are trying to highlight Black and African businesses in our community so that we may spend with them when possible during this economic downturn. We continue to welcome and cover your stories, celebrate your triumphs and help mourn your losses. We are moving toward daily online postings on our website and we invite you to use our Facebook Community Events page to give notice of your events. If you do not advertise the events with the newspaper, your items will be removed from the Events page. It is not a substitute for advertising with the newspaper. We still have production and distribution costs and we are not a nonprofit organization and, therefore, do not receive any nonprofit grants. The newspaper is an essential service and, as such, we are open internally. This means we receive at the door notices and payments and we continue to publish weekly since we are a legal newspaper. Your Baseless Attack on Dr. Wilma Wooten A Letter to KUSI Management

Honoré Dear KUSI Management, In the wake of outright public attacks on San Diego County Public Health Officer Dr. Wilma Wooten, MD, MPH and the San Diego County Department of Health and Human Services for doing the exact job we are paying them to do, I find it shocking that your morning anchors, Paul Rudy and Lauren Finney would make unsubstantiated statements suggesting there is bias in the way the County is managing this unprecedented health and economic crisis. They suggested, without presenting any evidence whatsoever, that there must be an
increase in COVID-19 infections related to protest, and that there was bias in the County’s reporting because they did not say so. Such baseless on-air attacks on a Black woman who is a leading public figure, and who has already been harrassed by thoughtless community members runs the risk of putting her further into harm’s way. Perhaps they were not on the phone yesterday with a friend, as I was, who stated that a member of their household had died from complications related to COVID-19. Perhaps they have the privilege of not having been touched by the devastation
this virus has unleashed. Perhaps, because they still have their jobs, this is not serious to them. Perhaps because they have never had to stand in front of the community and make the hard decisions, they can stand on the sidelines and throw rocks at those of us who are engaged in serving the community every day. It is important that news agencies like yours and their reporters and anchors hold the truth and integrity in high regard. To malign the work of our public servants through innuendo and without facts to support their statements is disrespect-
ful and hurtful in the very least, and potentially dangerous in the polarized climate in which we currently live. Certainly, your reporters and anchors are entitled to their opinions and apparently you allow them to make these kinds of statements on the air. However, I would think that some degree of journalistic integrity and concern for our public servants would prompt your station and its representatives to do the research and present the evidence that supports their position. I hope and pray that you and your representatives will communicate with Dr. Wooten and the County of
San Diego and take appropriate corrective action regarding this matter. I am sharing this email with a few community members who I think would also be concerned about this behavior. Peace. EDWARD JAMES WILLIAM was born in Montgomery, Alabama on August 12, 1945, to Mary Louise Ephraim-Harris. In 1948, mother and son migrated to San Diego where she met Edgar (Jr.) Crenshaw and they married in 1957. He attended Logan Elementary, Memorial Jr. High, Lincoln High School, San Diego High School and graduated from Brawley Union High School. As a young adult, he spent time working in Brawley on farms, in addition to the family business selling fertilizer with his father Edgar Jr. He joined the United States Marine Corps in 1963 and attended boot camp at Camp Matthews, now known as the La Jolla VA Hospital. He was briefly at Kaneohe Bay. He became a part of the 2nd Battalion, 4th Marines, Hotel Company. He completed two tours of duty in Vietnam. Upon his return, he started briefly worked for General Atomics before working for the San Diego Transit, where he was an active and dedicated member of The Amalgamated Transit Union, retiring after 37 years. Also, in 1968, he spent time attending Mt. Zion Missionary Baptist Church under Reverend Johnson where he met Sandra Arnold, who he married in 1970. Six years later, his son was born, Edward James William Jr., and his daughter Cassandra Dawn William followed soon after. He loved the Padres and the Aztecs. He was preceded in death by his mother Mary Louise Ephraim-Harris, Edgar (Jr.) Crenshaw brother Emmanuel Crenshaw (Baby Jr.). He has left behind six loving sisters: Norma Irene, Anise Elaine, Valerie Jean, Ella Ruth, Jeanne Renee and Donna Marie Ralph and one surviving brother Douglas Leslie. And a host of nieces, nephews, and grandchildren.

ARTHUR CHARLES LANGLEY was born on August 19, 1957, to Estelle and Frederick Langley. He was the youngest of eleven children. Arthur was a true San Diegan raised in the city he loved. Faith in God was taught and encouraged by Arthur’s parents. They decided to baptize him early in life at the Messiah Lutheran Church. Arthur kept his faith in God as his foundation of life. Arthur excelled throughout his school years. He attended Logan Elementary, Memorial Junior High School, and received his high school diploma from San Diego High School. After high school, Arthur began working at the San Diego Zoo, but soon found and pursued his passion to become a Certified Nursing Assistant (CNA). He received his CNA certification and quickly landed a job at the community hospital, where he worked for two years. Arthur enjoyed life outside of school and worked very much. He embarked on the journey of parenthood with his love, Janet Denise Miller, and in 1984 he became a father to his only son, Eric. Arthur was a wonderful family man, and avid fisherman. He would go out on the boat with his brothers and nephews, anywhere they could drop a line. After a long day of fishing or a full day of work, you could find Arthur passing time watching old Western movies. He truly enjoyed being around family and friends. His friendly personality allowed him to converse with anyone who crossed his path. We all know that Arthur was an extremely caring man. He became the caretaker for his brother Douglas, his son Eric, and his late mother Estelle. Talk about selflessness! Although our little brother and fisherman has been taken from us too soon, we must always remember Arthur for his kindness, his selflessness, and his funny and intelligent personality. On June 23, 2020, Arthur Charles Langley was called home to rest. He was preceded in death by parents Frederick and Estelle Langley; siblings Phyllis, Frederick, Carol, Lewis, and Raymond. Left to cherish his memory are son Eric; siblings Carl (Winnie), James, Douglas, Kathleen, Saundra, and Teddy; his soulmate Janet Denise Miller; and a large number of nieces, nephews, great-nieces, great-nephews, extended family and friends.
RYAN MICHAEL WILSON was born to Gwendolyn and Gregory Wilson on October 7, 1991 in Burbank, California. He was fortunate enough to have a bonus family in Atlanta, Georgia, and as such he lived between California and Georgia a great part of his life. Ryan attended Grayson High School in Atlanta, Georgia and Abraham Lincoln High School in San Diego, CA. In 2009, he graduated from Cesar Chavez Continuation School located in San Diego. Ryan gave his life to Christ at an early age, and joined New Assurance Baptist Church. While there, he was an active member who participated in various activities including the youth choir. He later joined Greater Life Baptist Church. Ryan enjoyed the work he did as a valet for Ace Parking. He also worked for other companies that allowed him to drive many different types of cars. He would always come home with stories about the tips he received and the unique cars he had an opportunity to drive. Ryan was also employed with Petco Park. He especially enjoyed working in the VIP section and listening to the stories of the staff and fans. Ryan was a fun-loving, kind, big-hearted, and confident man who loved all of his family. He really enjoyed telling tales and joking with his sisters. Ryan took pride in being the self-proclaimed “best uncle ever.” He enjoyed fast cars, planes, board games, and fishing as some of his favorite past times. He was an avid movie watcher who was particularly fond of action and comedy movies. When he found one that he really liked he would do everything in his power to have you watch it so that he could tell you about his favorite part and laugh with you. Ryan was truly loved and will be greatly missed by everyone. On June 22, 2020, Ryan Michael Wilson left time and entered into eternal rest. He was preceded in death by his father Gregory Wilson. Left to treasure Ryan’s memory are: mother Gwendolyn McSwain; sisters Shalondra Harris and Monique Wilson; brother Brandon Wilson; nephews Leeandrew, Leeantwan, Leearon Zhamir and Tony; bonus family Earnest and Delores Green; brothers Ernest Green, Jr., Miles Yates, Terrell Yates, and Jose Valadares.

ARRANGEMENTS BY PREFERRED CREMATION & BURIAL Today we pause in humble submission to the will of our Father in heaven who has claimed one of His own, JOHN L. JONES, JR., affectionately known as Big Jr. Big Jr. ‘s early journey began April 3, 1949 in Wabbaseka, Ark.. He was the only child born to John L. Jones, Sr. and Mildred Jones, both of whom preceded him in death. At a young age his parents moved to San Diego, CA. John L. received Christ at an early age. He received her formal education from the San Diego Unified School District. He worked odd jobs as a cook in Oakland, CA and around San Diego. After moving to Oakland, CA he met the love of his life Wilma and they had one daughter, Johndera Jones who was the apple of his life. Big Jr. enjoyed cooking and being around his family and friends. His favorite pastimes were listening to music and dancing. Big Jr. loved everyone that he came in contact with. No matter who you were if he liked you, you were family. He was a loving son, father, grandfather, nephew, cousin, and friend. On Tuesday, June 30, 2020 God looked down and saw that John L. body needed to rest so he called him home to be with his loved ones who had gone on before him. John leaves to cherish his wonderful memories daughter Nicole Washington, of San Diego; one granddaughter Alexis Carriere; one great-grandson Alex Mouton both of Oakland; two loving aunts Mary Gotell of San Diego, and Emma Thomas of Murrieta, CA.; a special cousin and caregiver Rita Gotell; many, many more cousins and friends who will mourn his homegoing, yet celebrate his life. Sleep on our dear father, grandfather, great-grandfather, nephew, cousin, and friend. Take your rest, we will always love you, but God love you best and we will see you again someday.

ARRANGEMENTS BY PREFERRED CREMATION & BURIAL MILLARD ISAAC GAY was born to Digna Valle and Millard Roscoe Gay on February 11, 1995. He was affectionately known as “Isaac” and “Iceman” to his friends and family. He was a very smart and athletic child who pursued football, track, and weight lifting. Isaac excelled at everything he put his mind to do because he was always giving his best. He studied and graduated from San Pasqual Academy where he was a star athlete in both football and track. After graduation, Isaac worked at the San Pasqual Valley Ranch where he tended to the care of horses and other livestock. Isaac was later employed as a courier by FedEx. Isaac “Iceman” was known to have a big heart. He loved children, and showed kindness and love to everyone. He had a radiant smile, and a huge laugh. He was always sharing funny things with other people, and could always see the funny side of a situation. He had an “old soul.” He would sing old songs that he learned from his father, as if he was there in the old days. Isaac will be remembered for his kindness and positive attitude. He was exceedingly happy and had a forgiving heart. He loved to laugh, was full of life, and enjoyed being a willing participant in the center of life itself. He was truly a blessing that God let us enjoy. Isaac was deeply loved. He will be greatly missed, but never forgotten. On June 26, 2020, Millard Isaac Gay, (also known as “Iceman”) got his wings, took flight, and is now in God’s care. After a bit of last-minute legislative maneuvering, the list of propositions that California voters will be asked to weigh in on has been — more or less — finalized. Eight measures address matters as vital as voting rights, rent control, affirmative action, property tax law, dialysis clinic staffing requirements, stem cell research funding and the preservation or final dispatch of cash bail in California.

A ballot measure enters the world in one of two ways: 1) An engaged citizen (or engaged special interest) writes the text of the new law and sends it to the state attorney general’s office with a check for $2,000 (refundable if the measure qualifies for the ballot). or 2) The Legislature passes a bill proposing a change to the state constitution or a new bond measure. A two-thirds vote is required. Then the bill goes directly to the ballot.
...A TITLE AND SUMMARY ARE GIVEN... The attorney general gives the measure a name and description. Sometimes these are controversial. The state’s fiscal analysts also publish an estimate of how much the measure would cost the taxpayer.

Great barbeque is always in demand, but finding it is not always easy. However, you are in luck because Bowlegged B.B.Q, located at 4255 Market Street in San Diego, should be on your restaurant “to do” list. This black-owned eatery has been open less than two years and is receiving great reviews from the public at large. One of the co-owners, Carlos Stance, spoke about the essence of success that has made this family business work for the good of the southeast San Diego neighborhood. Bowlegged B.B.Q. is an example of what it looks like to see a beautiful African American family pulling together being producers and not just consumers. It’s allhands-on deck with three generations of Stances. Carlos has plenty of help and he is fast to say that, starting with his two siblings, Kenny & Maria, along with in-laws, children, nieces, nephews and grandchildren. The immediate beginning of this thriving restaurant has to be credited to Art & Flora Stance who have been married 62 years and have been residents at their current home in this same southeast community since 1963. This is indicative of lifelong lessons of never quitting and the value of family working together. Family recipes passed down from over 100 years also add to the success and flavor of this well run operation. Bowlegged B.B.Q has grown faster than expected but the
family was prepared for such unexpected success through many unified business ventures in the past. If practice makes perfect, then it is evident from a dry-cleaning business, janitorial service, hair salon and a pretzel business that all of these entrepreneurships aided in their current status, and that is winning. There are other elements of this restaurant that make it rock besides the Rib Tips, Chicken Quarter, Chicken Hot Link Sandwich and the masterful Brisket dinner. You may find yourself lost in the sauce admiring the shrine of black musical artists with all the eclectic album coverings lining the front dining area of the restaurant. Everyone from Jimi Hendrix to Prince is represented. It is like having a record store with a kitchen in it. Who doesn’t like great food and great music? The decor is courtesy of Kenny Stance and he sure got it right with this one. It’s not just a display of black artistry & tasty soul food it is a celebration of black culture and that sweet flavor we love. Hats off to Bowlegged B.B.Q and all of its fabulous family members who remind us what black family and black unity looks like. You don’t have to wait until February to enjoy black culture and great food. You can celebrate it as often as you like when the doors are open at Bowlegged B.B.Q…..and tell them Brian sent you.

...LAWMAKERS ARE ALERTED... Once a petition reaches 25 percent of its goal things start to get serious. The Assembly and Senate are alerted and may decide to hold public hearings. These hearings are intended to help the public learn more about a topic they may soon be voting on. It also gives lawmakers a chance to find any loopholes, drafting errors, and unintended consequences. Or to hash out a deal.
...SIGNATURES ARE CHECKED... Once enough signatures have been gathered, the secretary of state’s office randomly checks a small sample to make sure they belong to real-life, living human beings. If there are too many fakes and mistakes, the rest are checked too.

Goree, an island in Senegal linked closely with slave trade, has decided to rename one of its main squares in response to the anti-racist movements around the world.

THE GREEN PASTURES PREMIERES IN NEW YORK One of only six feature films in the Hollywood’ Golden Era to feature an all-Black cast, the Pulitzer prize-winning play was adapted from the stage to the screen. Presented as a series of southern folk tales, the movie attempts to recreate various Old Testament stories. It starred George Reed, Eddie “Rochester” Anderson, Oscar Polk, Edna Mae Harris, and Rex Ingram.

BIRTH OF IDA B. WELLS Ida Bell Wells was an American investigative journalist, educator, and a founding member of the National Association for the Advancement of Colored People (NAACP). Born into slavery in Mississippi, Wells was freed by the Emancipation Proclamation during the American Civil War. At sixteen, she lost much of her family in the 1878 yellow fever epidemic. Wells co-owned and wrote for the Memphis Free Speech and Headlight newspaper. In the 1890s, Wells documented lynching in the United States through her indictment called “Southern Horrors: Lynch Law in all its Phases,” investigating frequent claims of whites that lynchings were reserved for black criminals only. In 2020, Wells was posthumously honored with a Pulitzer Prize special citation “[f]or her outstanding and courageous reporting on the horrific and vicious violence against African Americans during the era of lynching.”
