the Death of Breonna Taylor PRAY OVER SAN DIEGO Over 3,000 community members participate in 2nd “We Pray San Diego” Gathering

By AP Voice & Viewpoint Staff Writer

CNN reported September 29 that Kentucky Attorney General Daniel Cameron granted a request by an unnamed juror to release transcripts from grand jury deliberations in the Louisville, KY Breonna Taylor case. This was after Cameron initially refused to release the transcripts despite growing public outcry.

“We Pray San Diego” participants pray for San Diego schools and students at Hoover High School location. Over 98 churches and 3,266 people participated in the prayer vigil Saturday, September 26, 2020

The juror claimed that Cameron misrepresented what actually occurred in the hearing and did not offer panelists the option to indict the two officers involved in Taylor’s tragic death. According to CNN’s report Monday, “Cameron announced he would comply with a judge’s ruling ordering a recording of the grand jury presentation be added to the court’s case file.”At press time, the juror had yet to speak out publicly and the recordings were yet to be released.

THE DEBATE THAT WASN’T Trump “too hot” and combative during first presidential debate, refuses to condemn white supremist group By Voice & Viewpoint Staff Writer

Oct. 5 - Ballots mailed to registered voters

Tuesday, September 29 President Trump and Democratic candidate Joe Biden met for what turned out to be a chaotic and intensely combative night, with President Trump aggressively sparring and repeatedly interrupting Joe Biden, often preventing any semblance of a civilized and honest discourse. By night’s end, even Trump supporter Chris Christie - who reportedly helped Trump prepare for the debate - criticized the president’s performance, calling it “too hot.” A known white supremicist hate group, The Proud Boys, immediately took to social media to adopt Trump’s call for them to “Stand back and stand by,” when Trump was asked to condemn white supremicist and militia groups.

Louisville Metro Police Detective Brett Hankison for shooting into Breonna Taylor’s neighboring units in Breonna Taylor’s apartment complex, but did not charge any officers for their role in Taylor’s death. Here’s a timeline of events, compiled by the Associated Press, leading up to the tragic death of Ms. Taylor:

A Timeline of Events Related to the Death of Breonna Taylor Here is a timeline of events that began with the death of Breonna Taylor, a Black woman whose killing by police in her home in Kentucky has encouraged a national reckoning on race: _ March 13: Officers serving a narcotics warrant fatally shoot Taylor in her home in Louisville, Kentucky. _ March 13, hours later: Police announce the arrest of Kenneth Walker in the wounding of an officer during an exchange of gunfire; Taylor is left unidentified at the news conference, described as ``an unresponsive woman who was later pronounced dead.’’ _ March, April: The shooting stays out of the headlines as the COVID-19 pandemic spreads in the U.S. _ April 27, Taylor’s family files wrongful death lawsuit against police department and city, challenging the police narrative.

_ May 13: Top Louisville prosecutor Tom Wine recuses himself from reviewing police investigation, Attorney General Daniel Cameron named as special prosecutor. _ May 20: Chelsey Napper, Zayden Flournoy and Cody Etherton sue Officers Brett Hankison, Myles Cosgrove and Jonathan Mattingly, accusing them of disregarding human life by spraying gunfire into Napper’s apartment, next door to Taylor’s. _ May 22: Prosecutors announce they will drop attempted murder charges against Walker, who shot at officers in his girlfriend’s home. _ May 28: Walker’s anguished 911 call is released, three days after the death of George Floyd at the hands of police in Minnesota, sparking large protests in Louisville. _ May 29: Mayor Greg Fischer suspends use of no-knock warrants by Louisville police. _ June 1: Fischer fires Police Chief Steve Conrad after officers failed to turn on body cameras in shooting of barbecue cook David McAtee during protests in Louisville.

_ June 25: Celebrities join hundreds of demonstrators outside state Capitol calling on Cameron to charge officers. _ June 28: Photographer Tyler Gerth is fatally shot at site of ongoing protests in downtown Louisville. _ July 14: Protesters are arrested for demonstrating on Cameron’s front lawn. _ Aug. 12: Taylor’s mother, Tamika Palmer, meets with Cameron. _ Sept. 5: Hundreds peacefully protest outside Kentucky Derby, urging Cameron to criminally charge the officers. _ Sept. 7: Fischer names Yvette Gentry, first Black woman to lead Louisville Police department, as interim chief beginning Oct. 1. _ Sept. 9: Cameron is included on President Donald Trump’s shortlist of Supreme Court candidates. _ Sept. 15: City announces civil settlement providing Taylor’s family with $12 million and promising police reforms.

_ June 11: Louisville Metro Council unanimously passes “Breonna’s Law’’ which bans use of no knock warrants.

_ Sept. 22: Louisville police set up blockades downtown in anticipation of Cameron’s announcement.

_ June 14: Pop star Beyonce writes Attorney General Daniel Cameron, urging him to charge police officers.

_ Sept. 23: A Kentucky grand jury indicted Hankison for shooting into neighboring apartments, but did not charge any officers for their role in Taylor’s death.

_ June 23: Officer Brett Hankison, one of 3 officers who fired shots the night of Taylor’s death, is fired for ``blindly’’ firing into Taylor’s apartment.

Debate: continued from page 1

Debate moderator, Fox News Anchor Chris Wallace, reminded Trump that he had agreed to observe debate rules. Time and again during the 90 minute debate, Trump refused. As he has done throughout his presidency, Trump broke our democratic norms. His core base may love him for it, but the general consensus among Republican and Democratic political pundits was that his debate performance was ineffective and, as Wolf Blitzer of CNN said, “a disgrace to the American people.” Biden’s performance, while not sterling, was largely considered to be calm and competent and showed he genuinely cares for the well being of the American people. Debate topics were: The Trump and Biden Records, The Supreme Court, Covid-19, The Economy, Race and Violence in our Cities, and The Integrity of

the Election. Not much of either candidate’s positions were substantially shared Tuesday night due to Trump’s overly combative interruptions, constant over talk, and deliberate strategy of misinformation. For his part, Biden often peered directly into the camera to address the American people and get his message heard. “The fact is,” Biden said at one point, “this man doesn’t know what he’s talking about.” Biden implored everyone to “Vote. Vote. Vote.” When asked whether the American people benefited from such a contentious debate, Democratic vice presidential candidate Kamala Harris said, “I think America benefited from the contrast” and said Trump was “dog whistling through a bullhorn.” Senator Harris and Vice President Mike Pence will have their vice presidential debate next Wednesday, October 7, 2020.

EDITORIAL/COMMENTARY/OPINION Grand Jury Decision in

EDITORIAL:

In Support of the Breonna Taylor Case is a Glaring Example San Diego NAACP President of America’s Two‑Tiered Justice SysteM

N A ACP

By Rev. Dr. John E. Warren Publisher

The San Diego Chapter of the National Association for the Advancement of Colored People (NAACP) is preparing to hold elections for Officers. One would think that a local organization which has raised hundreds of thousands of dollars in the short life of its interim President, would be more than glad to have such a demonstration of leadership and fiscal success continued during such difficult times. It appears that there are those who do not agree that Mrs. Francine Maxwell has done such a great job during the time she has stepped up from First Vice President to President. It has been under the leadership of Mrs. Maxwell that the local chapter has seen a growth in real involvement of the

civic life of the people of the City of San Diego. The local chapter of the NAACP should be encouraging both membership and involvement consistent with the 101 year old history of the National organization. Mrs. Maxwell and any others that meet the requirements of membership should be able to be nominated, and if possible, elected to a full term as local President. Those members of the Chapter’s present Nominating Committee which has vowed to block Mrs. Maxwell from even being nominated, should resign in the interest of the organization they pretend to care about. The San Diego Voice & Viewpoint supports the nomination and hopefully the election of Mrs. Francine Maxwell as the next President of the San Diego Chapter of the NAACP and urges the community to get involved and do the same. Under her leadership, the organization has been a strong partner of this newspaper in advocating for all the members of this community, regardless of race or gender. Such refreshing efforts should be rewarded with the opportunity for the continuation of service. Let’s not exchange the “passion of leadership for the pearls of illusions” that some would offer even though they have done very little, if anything.

By Marc Morial

The rallying cries that have been echoing throughout the nation have been once again ignored by a justice system that claims to serve the people. But when a justice system only acts in the best interest of the most privileged and whitest among us, it has failed. For the sake of Breonna Taylor, for the sake of justice, and for the sake of all Americans, law enforcement agencies and their representatives throughout the country need to take a long, hard look in the mirror. Is this who you are? Is this the example you want to set for the rest of the world and for future generations?” – Benjamin Crump, attorney representing Breonna Taylor’s family

COMMENTARY:

Trump Brands Black U.S. Senator

to Crime and Avoids Denouncing Violence

By Lauren Victoria Burke NNPA Newswire Contributor

On August 18, speaking at an event at the White House, President Trump said, “The suburban voter, the suburban housewife, women and men living in the suburbs, they want security and they want safety. They don’t want to have their American dream fulfilled and then have a low-income housing process built right next to their house or in the neighborhood… That’s not part of the deal.” On August 31, with 62 days until Election Day, Trump said, “Westchester was ground zero for what they were trying to do. They were trying to destroy the suburban beautiful place — the American dream really. They want low income housing and with that comes a lot of other problems including crime, may not be nice to say but, there is a level of violence. So, you have this beautiful community in the suburbs including women right — they want security. I end it where they build low income housing projects right in the middle of your neighborhood. I ended it. If Biden gets in, he already said it’s going to go at a much higher rate than before. You know who is going to be in charge of it? Cory Booker, that’s gonna be nice OK.” Sen. Cory Booker of New Jersey represents and lives in Newark. In recent days since the end of the Republican Convention, Trump has made his 2020 election strategy clear: He will attempt to scare white suburban women. Barely trying to conceal his consistent racism, Trump appeared to be attempting to get white suburban voters to vote for him by using fear and channeling various stereotypes about violence, crime and poverty.

During the week of the Republican convention fear was a reoccurring theme that never left the stage. Trump has steadfastly avoided being critical of the recent violence seen in Wisconsin after Jacob Blake was shot seven times in the back by a Kenosha Police Officer. In August 2017, days after a racist rally in Charlottesville of neo-Nazis resulted in the murder of Heather Heyer and the inadvertent deaths of two Virginia State Troopers responding, Trump said, “I watched those very closely, much more closely than you people watched it. And you have — you had a group on one side that was bad, and you had a group on the other side that was also very violent, and nobody wants to say that, but I’ll say it right now. You had a group — you had a group on the other side that came charging in without a permit, and they were very, very violent.” At the time, White House Chief Strategist Steve Bannon was on staff at the White House. The turmoil in Charlottesville was just a precursor of what was to come. In only the last six months, Trump has mishandled a deadly pandemic that has led to the deaths of over 180,000 Americans. The U.S. now leads the world in the number of deaths. Trump’s use of fear in an attempt to win the White House easily surpasses recent Republican presidents who have marketed “law and order” and other tag phrases to stoke fear in the minds of white suburbanites. Barry Goldwater, Richard Nixon and George Wallace used similar southern strategy tactics to get white voters galvanized. But no one has gone as far as Trump has in stoking fear and inciting violence. Trump’s consistent reliance on controversy, fear and race baiting is likely to get worse in the weeks leading up to the 2020 election.

Perversion of justice is too feeble a term to describe the decision of a grand jury in Louisville not to file even a single criminal charge related to Breonna Taylor’s death. The barrage of gunfire that endangered Breonna’s neighbors is the very same gunfire that took Breonna’s life. The grand jury’s decision that the risk of injuring neighbors is a crime but the actual killing of an innocent young woman defies comprehension. Grand juries respond to the evidence presented to them by prosecutors; because the proceedings are secret, we don’t know what the jurors were told and what was withheld from them. Witnesses are questioned only by the prosecutor, and there is no one to challenge inconsistencies in their statements or cross-examine them. The tragedy of Breonna Taylor’s death is likely to go down in history as one of the most glaring examples of the twotiered system of justice we have in the United States in 2020 – one for white Americans and another for Black people. Kentucky is a Castle Doctrine state and has a “stand your ground” law. But when Breonna’s boyfriend, Kenneth Walker – a licensed gun owner with no criminal record – exercised his right under Kentucky law to defend himself and Breonna, he was charged immediately with attempted

murder. There is no earthly reason to doubt that he believed a home invasion was in progress and their lives were at stake. He immediately telephoned 911, crying and pleading for help. The white officers who smashed their way into the home and returned Kenneth’s single shot with a flurry of deadly and reckless gunfire, are absolved. That’s the justice system for white America. If not for the sustained pressure of activists and protesters, Kenneth would still be in jail. That’s the justice system for Black America. Endangering neighbors with gunfire is a crime. That’s the justice system for white America. Fatally shooting an innocent woman is not a crime. That’s the justice system for Black America. When white shooters who live in a “stand your ground” state claim self-defense in the death of a Black person, 36 percent are ruled justifiable homicides. That’s the justice system for white America. When Black shooters claim self-defense in cases involving the deaths of white people in these same states, just 3 percent are ruled justifiable homicides. That’s the justice system for Black America. SIMON DAWSON was born the ninth child and fifth son of Lillie B. Keys Dawson and Lovelace Dawson, on Friday, April 12, 1946. Simon completed grade school and middle school at Hopewell School and graduated from Carver High School in Collins, Mississippi. Simon loved God and accepted Christ as his personal savior at an early age.

It was a cool day the morning of February 26, 1970 when

Simon moved to Los Angeles, California after graduating from high school around 1964. While living in Los Angeles, he was employed for many years with Union Oil Company.

involved in football and baseball, in which he excelled. The

Simon was very specific about how he liked certain things to be in his life. Most notably, he was particular about his food, coffee, and hair. Life is but a Stopping Place Life is but a stopping place,

Our destination is a place,

A pause in what's to be,

Far greater than we know.

A resting place along the road,

For some the journey's quicker,

to sweet eternity.

For some the journey's slow.

We all have different journeys,

And when the journey finally ends,

Different paths along the way,

We'll claim a great reward,

We all were meant to learn some things,

And find an everlasting peace,

but never meant to stay...

LOCAL NEWS IT TAKES A VILLAGE:

BLACK COMMUNITY INVESTMENT FUND

To Support Community-Led SPOTLIGHT ON EDUCATION Innovation, Black Wealth

WITH RISE SAN DIEGO By Cori Zaragoza Contributing Writer

RISE San Diego virtual program, ‘RISE NOW: SUNRISE SERIES,’ last installment on September 15, 2020 focused on education in San Diego.

faces every day are rooted in educational equity and making sure whole districts and individual teachers learn how to enact it.

Featured were 4 top leaders in San Diego education. From the government side was the San Diego County Superintendent of Schools, Dr. Paul Gothold, as well as the Senior Director of Equity for the San Diego County Office of Education, Dr. Fabiola Bagula. Representing teachers was Tamara Muhammad, a school principal and board member for RISE San Diego. Also featured was Steven Askar, the co-founder and chief operation officer at Read Aloud Productions: ReadToMe.

Tamara Muhammad feels a more personal responsibility in her daily life—she approaches her duties as school principal under the idea of “how can I repair that hurt?” The hurt she references are the years of students and teachers alike not being listened to. She believes in the idea that it takes a village to raise a child and that village should provide every resource a child needs.

Leading the digital forum was RISE San Diego President Tony Young. He began the hour by giving out a general statement to think about: “When you look back on 2020, what did you do?” He continued by asking each panelist about their daily challenges. Dr. Paul Gothold didn’t hesitate in his answer: when he wakes up, he knows he is responsible for 42 school districts and over 100 charter schools. Dr. Fabiola Bagula expanded on this notion by saying she feels her job is “in service representing the kids of San Diego County.” The challenges she

COVID-19 has shown a spotlight on the gaps in these resources, whether it’s emotional or physical. Problems that were looked over before are now being brought to the forefront in the wake of long distance learning. Children are facing complex issues at home that highlight the need for education to go beyond academics. “Much like Tamara was saying about the whole village,” Dr. Bagula says, “Right now, is the demand for the whole village and we’re seeing it… [COVID-19] has forced us to say, how are you going to work together to improve conditions for everyone?” The main question of the night was “How do we continue to improve education after COVID-19?”

Dr. Bagula highlights the importance of understanding the collective disruption that COVID-19 has had on everyone’s lives, not just students. Her solution has been in online workshops that teach districts how to cope with new stressors and how to handle the different difficulties a student may be facing during this pandemic. She stresses that compassion for all is a key component for moving education forward. Muhammad has seen firsthand how COVID-19 has affected teachers at her school and the new challenges they face. She says this shake-up in normalcy has forced teachers to become innovative in the way they teach and connect with their students—something that all not all teachers cared to do before. Her new approach is to tell teachers to do what feels most natural and above all, teach. “A lot of people lost that prior to COVID. They were going through the motion, they were looking at the curriculum and following pacing guides, they weren’t connecting with students. Now, we have to make a concerted effort to connect with a student…I can’t see them face to face,” Says Muhammad. “That’s the part that needs to stick, what was in their heart.”

On September 24th, the Elementary Institute of Science, located at 608 51st Street in Southeast San Diego, was the very fitting backdrop for community leaders to gather and build on fortifying an idea that can potentially produce a harvest of black wealth among African Americans in a community that has largely been neglected. An assembly of power brokers came together to announce a newly created Black Community Investment Fund spearheaded by The San Diego Foundation and its President and CEO, Mark A. Stuart. The fund will invest in community-led, innovative efforts that increase racial equity and generational wealth for Black San Diegans.

to capital along with the expertise to bring about success.”

Mark A. Stuart said, “This effort has three pillars: Education, Employment and Entrepreneurship. We will help to build and sustain Black businesses by helping them gain access

Notably, the Dr. Wilma Wo o t e n Courage Scholarship was announced, which will support the education pillar of the fund and celebrates Dr. Wooten, San Diego County Public Health Officer, for her leadership. The scholarship fund will give many young people of color a chance to be educated. The building where the press conference was held is itself significant to the gathering because it is on these premises that young African American boys & girls are afforded an opportunity for a brighter future through the application of science, technology, engineering and math (STEM) education. Donna DeBerry, President and CEO of the Central San Diego Black Chamber of Commerce; County Supervisor Nathan Fletcher, District 3; Dr. Wilma Wooten, San Diego

Public Health Officer; Andrei Lucas, Elementary Institute of Science Board member, and Kay Coleman, Board Chair, San Diego Foundation were present. The implementation of this investment will funnel several millions of dollars into San Diego’s local African American economy to help stimulate and support a people that continue to be affected by systemic racism that is plaguing our entire nation. Donna DeBerry stated, “Black San Diego has been in survival mode and it's time to eradicate these barriers, standup for social justice and economic equity. It’s time for us to enjoy the American dream, because we really haven’t been, after building this country for 400 years.” Knowledge is power and is the key to effectuate change. The economic investment into the African American community is one example.

COMMUNITY NEWS 98 Local Churches Unite To Pray Over San Diego Schools and Students

Photos courtesy of The Rock Church

By Voice & Viewpoint Newswire

Continued from cover: Churches in the wake of the current COVID-19 pandemic. Pastor Miles McPherson, the Rock Church Senior Pastor, had this to say just days before the event took place: “Everyone, young and old, is experiencing the weight of the COVID-19, racial division and the unknown surrounding the future. Some are feeling alone, isolated and without hope. We want all those people to know that we see you. The community sees you. But most of all, God sees you and loves you. We will be praying for God’s blessing to be poured out on our city, state and nation. As students have been returning to school recently, we know that teachers, parents, and educators need our support.” Congressman Juan Hidalgo, Councilmembers District 4-Mike Diaz, District 4; and Chris Cate, District 6; National City Police Chief Jose Tellez and National City Police Chief Jose Tellez were in attendance, along with school representatives, families and teachers for a morning of prayer. Sites included Lemon Grove

Academy MS, High Tech High School, Hoover High School, Crawford High School, Hardy Elementary School, Horace Mann Middle School, San Diego State University, and many more. We Pray San Diego had its first gathering in June 2020 and was established by the Rock Church as an opportunity to unite San Diego communities. It’s focus? To “lift the community’s voices in prayer to God for continued healing of our city struggling to find stable ground with the ongoing effects of COVID-19, social unrest and uncertainty about the future.” “Our community is in desperate need of physical help and spiritual hope. From the loss of jobs, financial distress and food insecurity, our communities are facing challenges daily. And now as we start the school year, families, teachers and students are faced with even more pressures whether they are learning virtually or returning to the classroom,” shared Abel Isaac Ledezma, Centro Familiar Cristiano Church.

“I believe that everyone cares about the health and well-being of our youth and their education! The We Pray San Diego focus on schools is a significant opportunity for people of faith to come together and make a positive impact by praying for our children, our families, our teachers, and the schools in our communities,” said Daryl Nuss of the National Network of Youth Ministries. Individuals were encouraged to pray along streets, sidewalks and green spaces at the school sites where the prayer vigil took place, while observing social distancing measures, including wearing a face covering and keeping 6 feet apart. People also participated from their homes. All in support of local schools and communities who may be experiencing untold stressors and fears surrounding COVID-19related sickness and financial instability along with the recent racial divisions affecting many households in recent months.

SOUL SWAP MEET FINDS

SUCCESS IN NEW LOCATION

Photos by: Brian Goodin

By Brian Goodin Contributing Writer

The Soul Swap Meet has been up and running since 2018. Until now it has been one of San Diego’s best kept secrets. No longer is this the case. Once held south of Interstate 8, the Soul Swap Meet started at its new location from 10am3pm at 8253 Ronson Rd in Kearny Mesa on September 19th at a largely commercial industrial area which has a variety of Asian restaurants and grocery stores. There are also enough craft breweries and outdoor shopping spots to satisfy the COVID-19 conditions San Diego is experiencing. It’s the perfect venue to pick up an assortment of goods and products that you need or didn’t know you needed. Thanks to a most enterprising and inspiring young African American woman, Shala Waines, a beautiful opportunity has emerged for lots of entrepreneurs who look just like her, to a great degree. Ms. Waines is the creator of the Soul Swap Meet, which gives people of all races a chance to support African American vendors in a time when they need it most, during an economic crisis that is disproportionately impacting the African American community. On September 19th the Soul Swap Meet was comprised of 42 vendors, one as young as 15 years old. The products ranged from candles to clothing and everything in between. These items will be available for sale each month. Future Soul Swap meets will be held on the following dates: October 17th, November 21st, December 5th and December 19th from 10am-3pm. Ms. Waines believes everyone should be an entrepreneur and she is doing her part to build generational wealth among people who look like her. You all are invited to come out and support these amazing and hardworking vendors.

MYTHBUSTERS: What the WHO Says About COVID-19 FACT: The COVID-19 is caused by a virus, NOT by bacteria The virus that causes COVID-19 is in a family of viruses called Coronaviridae. Antibiotics do not work against viruses. Some people who become ill with COVID-19 can also develop a bacterial infection. In this case, antibiotics may be recommended. There is currently no licensed medication to cure COVID-19. If you have symptoms, call your healthcare provider for assistance.

FACT: Rinsing your nose with saline does NOT prevent COVID-19 There is no evidence that regularly rinsing the nose with saline has protected people from infection with the new coronavirus. There is some limited evidence that regularly rinsing the nose with saline can help people recover more quickly from the common cold. However, regularly rinsing the nose has not been shown to prevent respiratory infections.

FACT: There are no medicines that can prevent or treat COVID-19 To date, there is no specific medicine recommended to prevent or treat the new coronavirus. Some specific treatments are under investigation, and will be tested through clinical trials.

FACT: Antibiotics CANNOT prevent or treat COVID-19 Antibiotics work only against bacteria, not viruses. COVID-19 is caused by a virus, and therefore antibiotics should not be used for prevention or treatment. However, if you are hospitalized for COVID-19, you may receive antibiotics because bacterial co-infection is possible. SOURCE: The World Health Organization

HISTORIC UGANDA UNIVERSITY

DEVASTATED BY OVERNIGHT BLAZE By Global Information Network “It is a very dark morning for Makerere University. Our iconic Main Administration Building caught fire and the destruction is unbelievable. But we are determined to restore the building to its historic state in the shortest time possible.”

the classrooms were not damaged, witnesses said.

Those were the words of Makerere’s Vi c e - C h a n c e l l o r Barnabas Nawangwe as fire officials struggled to extinguish the last embers of a huge fire that appear to have started in the upstairs public relations office of the Main building—also known as the Ivory Tower, spreading to floors below that house the finance and records department. Buildings that housed

The University’s Facebook page and Twitter handle - @MakerereU - started posting videos of the fire shortly after 1 a.m.

Huge cracks could be seen on some of the outer walls, most of the roof was burnt off and many of the windows are completely burnt out, an eyewitness said.

Fire officers fought the huge fire from around midnight, the BBC’s Patience Atuhaire reported from Kampala. “The building holds student

records, and the basement is full of archive files spanning the whole history of the institution,” East African historian Derek Peterson tweeted, adding that he had been intending to help organize a project to catalogue the collection. Makerere was first established in 1922 as a technical school and grew into one of the continent’s top universities. Its alumni include independence-era leaders such as Julius Nyerere of Tanzania, renowned writers including Kenya’s Ngugi wa Thiong’o, Mwai Kibaki, third president of Kenya, Mahmood Mamdani, PhD graduate of Harvard; Stella Nyanzi, feminist academic; Olara Otunnu, diplo-

mat and lawyer; and clergy like John Sentamu, the recently retired Anglican archbishop of York. Two security officers are being questioned, according to Uganda Radio Network – one for sleeping at his guard post and the other for lying about his whereabouts to detectives. In recent years, a number of scandals tarnished the highly regarded

university, most recently the failure of the university to receive nearly half of paid-for graduate gowns, caps and hoods, blamed on “several anomalies” in the bidding process. University secretary Charles Barugahare is being held responsible for the embarrassing gown scandal that marred this year’s 70th graduation ceremony vice-chancellor Barnabas Nawangwe was quoted to say.

NIGERIA’S KADUNA STATE TO TEST

CASTRATION AS A PUNISHMENT FOR RAPE By Global Information Network Is it a welcome development? Or legislative sadism? Those are the two sides of a debate roiling Nigeria following passage of an amendment to a law that orders convicted rapists to be surgically castrated if a man, or have their fallopian tubes removed, if a woman. If the victim is under 14, the rapist will have his testicles surgically removed before being executed, under the legislation signed by the governor of Kaduna state last week. “Drastic sanctions are needed to help further protect children from serious crime,” insisted the governor, Nasir Ahmad El-Rufai. The dimensions of the rape problem in Nigeria are disturbing to say the least. Last December, the minister for women’s affairs testified

that two million women and girls were raped in the country each year. Then in June she said that the number of rapes had spiked to three times the typical rate, because women and girls were locked down with their abusers during the coronavirus pandemic. Yet under a federal law passed in 2015 which supposedly tightened the scope for prosecuting sex offenders, only 40 rape suspects have been charged in a country of some 200 million people, accord-

would happen to victims of unlawful p ers e c ut ion. Inter viewed on a TV news show, gender rights activist and rape survivor Dorothy Njemanze disagreed.

ing to the National Agency for the Prohibition of Trafficking in Persons (Naptip). On social media, men expressed fears of “false convicts” and what

“It’s a welcome development,” she declared. “If all those w h o r ap e d me suffered this [surgical castration], others whom they also allegedly raped would have been spared the calamity.” Nigerian lawyer and activist, Chidi

Odinkalu, countered that the law might make it even harder to reduce sexual assault in his country. “What’s wrong with life imprisonment?” he asked, calling the new law “legislative sadism.” Meanwhile, in the U.S., Randall Marshall of the Alabama ACLU disputed the value of castration, enacted last year in that state. “They really misunderstand what sexual assault is all about. It’s not about sexual gratification. It’s about power. It’s about control.” Both chemical and surgical castration is currently practiced in seven U.S. states. They are: Alabama, California, Florida, Louisiana, Montana, Texas and Wisconsin. In most of these, the treatment is a reversible chemical procedure or an optional process for which offenders can volunteer to win or speed up their parole.

A DICTATOR PASSES IN MALI AND GETS A STATE FUNERAL By Global Information Network When Mali’s ex-dictator Moussa Traore passed away this week at age 83, some might have expected a private affair for the man who seized power from Mali’s “father of independence”, in 1961, who tore up the Constitution, placed the country under martial law and set up an even more repressive system, eliminating his rivals until he himself was ousted by fellow soldiers. After the coup of March 26, 1991, Traore was imprisoned and sentenced to death in 1993. Alpha Oumar Konare, president from 1992 to 2002, commuted Traore’s sentence to life imprisonment and finally pardoned him in 2002. But rather than a quiet affair, the one-time autocrat received a formal state funeral with soldiers standing at attention in full regalia

at a Bamako military camp. There was a soundtrack of a funeral band at the arrival of his coffin, draped in the green, gold and red Malian flag. Kenyan author Tee Ngugi, son of celebrated author Ngugi wa Thiong’o, pinned responsibility for the re cent coup in Mali, asking: “C ou ld the latest coup have been prevented by a more effectual inter vention by the African Union?”

“The AU seems not to understand that instability, conflict and failing states are a consequence of a crisis of governance that can be traced to poor governance, corruption and

authoritarian rule. “Applying diplomatic and economic pressure on governments to abide by principles of good governance can prevent a majority of these crises. What we see, instead, is the AU encouraging bad governance by coddling ineffectual leaders.” “Reports now indicate that the presidents of Gu i n e a , Alpha Conde, and his Ivorian c ou nte r p ar t , Alassane Quattara, are seeking

unconstitutional third terms in office. Now if these two had overseen spectacular growth in their countries, lifting millions of their citizens from poverty to prosperity, arguments for continuation of their leadership would make political and economic, if not constitutional, sense. “But the contrary is true;” he said. “Under their watch, the countries have stagnated or regressed. “The AU should use a similar approach in crisis–plagued Central African Republic and dissuade François Bozize, a former failed president, from trying to run that county again. A stitch in time saves nine.”

San Diego Seniors Will Make Important Decisions About Their Health Care Coverage for Next Year

By Dr. Anne Docimo Chief Medical Officer of UnitedHealthcare Nearly 15% of San Diego’s population is 65 or older a n d Me d i c a r e O p e n Enrol lment s e as on is quickly approaching. Dr. Docimo is offering some useful information to help seniors and their caregivers on what they need to know about signing up or renewing benefits during this Open Enrollment Season.

1.

When can people enroll in a Medicare plan?

You have a seven-month window around your 65th birthday to enroll. It’s best to sign up early to avoid gaps in coverage and late enrollment penalties.

For people already enrolled in Medicare, Annual Enrollment runs from Oct. 15 to Dec. 7, and allows you to make changes to your plan or enroll in a new plan. If you have a qualifying life event, like a move, you can get a special enrollment period to switch plans during the year.

2.

What should people think about as they compare their Medicare coverage options?

You need to take the time to explore your options and understand the benefits and costs of each plan. I suggest asking a few key questions such as: • Is your current coverage

still meeting your personal health needs, and will your benefits change next year? If you’re enrolled in a Medicare Advantage plan, you should have received a document called the Annual Notice of Changes. Make sure you take a look at that document so you’re not caught off guard by any changes to your plan. • Is your coverage a good fit for your budget? In addition to monthly premium, understand the other outof-pocket costs, including the deductible, copays and coinsurance. • Are you comfortable with the doctors and hospitals that are available with the coverage?

• Are your medications on the approved drug list? Plans’ drug lists can change each year, so make sure they will remain covered next year. • Does the plan offer additional benefits that are important to you, such as dental and vision care or a gym membership?

3.

Explain for us the different “parts” of Medicare… Part A, Part B… what does this all mean? Medicare has four main parts – A, B, C and D. Original Medicare includes Parts A and B. Part A provides

coverage of in-patient care in hospitals and skilled nursing facilities, as well as hospice care and some home health care. Part B provides coverage of the costs of doctor visits, outpatient hospital services, some home health services and preventative care, and durable medical equipment.

Part D helps with the cost of prescription drugs.

Part C, also known as Medicare Advantage, is an option for Medicare coverage that combines Original Medicare Parts A and B into one plan offered by private health insurers. Medicare Advantage plans often also include prescription drug coverage and other additional benefits not included with Original Medicare.

4.

There are also Medicare supplement plans that help cover some of what Medicare Parts A and B don’t pay, such as portions of coinsurance, copayments and deductibles. Where can people go if they are looking for more information? Visit www. GetToKnowMedicare.com to access a virtual event, webinars, find a local agent and other helpful resources to help you make confident Medicare decisions.

Sorority, Inc. Does It Again ®

Oldest African American Greekletter organization Raises $1 Million for HBCUs By Voice & Viewpoint Newswire For the third year in a row, Alpha Kappa Alpha Sorority, Incorporated raised $1 million to benefit Historically Black Colleges and Universities (HBCUs). The goal was exceeded in under 24 hours through online donations, private donors, and corporate matching dollars. "We did it, we did it again!" Dr. Glenda Glover, AKA International President and Chief Executive Officer shared with excitement in a video message to sorority members. "The online receipts alone totaled more than $1.3 million. We can now continue to provide endowments to our treasured HBCUs." HBCU Impact Day is one part of a four-year $10 million fundraising goal set by Dr. Glover, who has chal-

lenged the women of AKA to lead the charge in helping to secure fiscal sustainability and success for accredited HBCUs around the country. Last year, AKA gifted $1.6 million to the first 32 of 96 HBCUs through the AKA-HBCU Endowment Fund. Each HBCU received $50,000 in unrestricted endowment funds as part of a phased approach to help schools reduce student debt through scholarships, fund industry-specific research, recruit and retain top faculty, and other critical operations especially during this global pandemic. On Sunday, September 20, the sorority held a virtual brunch to launch the next round of 32 HBCU endowment recipients.

"These institutions continue to make a powerful impact in our communities and throughout our country, graduating 22% of all African Americans with bachelor's degrees, nearly 80% of all AfricanAmerican judges and 50% of all black lawyers," said Dr. Glover, who is also the president of Tennessee State University and an HBCU graduate. "It's gratifying to know that funds raised will establish endowments, providing sustainability to our historically black colleges and universities." Those interested in supporting the effort can still make contributions by texting AKAHBCU to 44321, giving by mail or online at http://aka1908.com/hbcus/ donate-hbcu.

JASON WRIGHT:

First Black President of an NFL Team

Hired by Washington Football Team By Rob Taylor Jr.

More than 230 years after the Declaration of Independence was signed, Barack Obama became the first African American president in 2008.

But the hiring of Wright seems to have curried favor for Snyder and the Washington franchise as a whole. Wright played seven seasons in the NFL and was the labor-union representative for the Arizona Cardinals in 2011. After his playing career, he received his MBA from the University of Chicago Booth School of Business. He made his imprint while working with global strategy and management consulting firm McKinsey & Company, where he became partner in the Operations Practice, based in D.C.

And, almost shockingly, it took 100 years of the National Football League being in existence before finally, Jason Wright, a 38-year-old former player-turned business consultant, was named president of the Washington Football Team. The announcement was made on Monday, Aug. 17, only a few weeks after the Washington Football Team was lambasted for alleged sexual harassment claims by 15 women who formerly worked for the team in various capacities. The Washington Post report resulted in the ouster of managers and the early retirement of the team’s longtime broadcast voice. It also resulted in owner Daniel Snyder vowing to change the culture of the team, the team that’s off the field. On the field, in December 2019 he hired Ron Rivera, the former Carolina Panthers head coach, to bring the on-field team back to life. Snyder also had to oust the longtime nickname of the Washington team, as team sponsors threatened to pull their massive

ASAD SYRKETT

Named Editor in Chief

at Elle Decor By Dani Silver Voice & Viewpoint Staff Writer Hearst named Asad Syrkett as the new editor in chief of the U.S. Elle Decor on September 14, succeeding Whitney Robinson. Syrkett’s previous work experience includes New York Operations and East Coast business development for Swedish furniture brand Hem, as well as editor for Curbed, Architectural Digest, and Architectural Record.

In an Instagram post, Syrkett stated, “I truly believe in the power of design to bring us joy, to challenge the way that we see the world and ourselves, and to think more critically about the way we live. In this year of pandemic and protests against racial injustice, the incredible importance of a safe and beautiful sanctuary has been made so viscerally clear to so many of us, especially as it

remains inaccessible to so many others. I’m looking forward to continuing that conversation in the pages of the magazine and online. I’m also incredibly excited to work alongside Stellene Volandes and the team, and to bring you stories that I hope will challenge, surprise, and inspire you.”

RESCUE OF “JERRY” HENRY BY AN INTEGRATED PROTEST MOB On the first of October 1851, William “Jerry” Henry, an escaped slave and cooper residing in Syracuse, was arrested by federal marshals under the terms of the Fugitive Slave Law passed in September of 1850. He was brought before U.S. commissioner Joseph Sabine. A first attempt to free him by abolitionists occurred, and he was able to escape from the building and flee over the Erie Canal, but was recaptured and delivered to the city jail. The abolitionist Liberty Party was holding a state convention in Syracuse, and when the arrest became known, an integrated crowd of approximately twenty-five hundred people stormed the city jail and freed Henry. A few shots were fired, but the sheer force of the crowd daunted the officers. Jerry was hidden in the city until he was transported to Kingston, Ontario, where he remained until his death. “The Jerry Rescue” was celebrated as one of the great triumphs of the antislavery movement.

1951 DISSOLUTION OF THE LAST U.S. “BUFFALO SOLDIER” REGIMENT The 24th Infantry Regiment, was one of the all-Black military units authorized by Congress in 1866. September 15, 1951, marked the last significant attack conducted by the 24th Infantry. On 22 September, in the midst of the Korean War, the regiment received formal notice that on October 1st, the 14th Infantry regiment would replace them on the front line and the 24th would cease to exist as a unit. Poor leadership and heavy losses on the Korean peninsula had severely damaged the unit’s reputation, though there were instances of daring victories, as well. For a time, some thought the 24th might remain in Korea as an integrated force. In the end, however, the Far East Command rejected the plan. The reason given was that integration would have violated the 1866 act of Congress that had designated the 24th as an all-black unit. In the end, all of the remaining Black units were integrated and only the 24th Infantry, because of its peculiar legal status, ceased to exist.

Request for Proposals (RFP) On-Call Legal Services - Employment Law

A copy of the RFP (SOL644785) can be accessed from the SANDAG website at www.sandag. org/contracts or by emailing zara.sadeghian@sandag.org. Proposals are due by 2 p.m. on November 10, 2020.

1851

Andrea Perez and Sylvester Davis, both Catholics, applied for a marriage license with the County Clerk of Los Angeles. At the time, under California law, individuals of Mexican ancestry were classified as White. On the application for the marriage license, Perez was listed as “White” and Davis was listed as “Negro”. The County Clerk refused to issue the license based on California Civil Code Sections 60 and 69. California’s anti-miscegenation statute had banned interracial marriage since 1850. Perez petitioned the California Supreme Court to compel the issuance of the license. Perez v. Sharp held by a 4–3 majority that California’s ban on interracial marriage violated both the Fourteenth Amendment and the religious freedom of the plaintiffs. The opinion made California the first state to strike down an anti-miscegenation law in the United States.

REQUEST FOR BIDS

SANDAG intends to award multiple contracts to qualified proposers in order to meet its objective of creating a group of on-call firms that will be used to provide services to SANDAG on an as-needed basis. It is anticipated that approximately up to five contracts will be awarded as a result of this RFP.
