FIGHTING HOMELESSNESS:

The President and Voter Suppression

Gov. Newsom Sets Sights on Mental Health, Addiction

SEE PAGE 3

By Antonio Ray Harvey California Black Media

Gov. Gavin Newsom says his administration is emphasizing combating drug addiction and mental illness as part of the state’s multi-year plan to solve California’s homelessness crisis – the worst in the country. Newsom says focusing on those health needs of unhoused people is a component of his ongoing “Comeback Plan,” an effort launched last year to help the state recover from the economic and social impacts of the pandemic. California would allow children age 12 and up to be vaccinated without their parents’ consent under a proposal introduced Friday by a state senator who said youngsters “deserve the right to protect themselves” against infectious disease. Currently in California, minors ages 12 to 17 cannot be vaccinated without permission from their parents or guardians, unless the vaccine is specifically to prevent a sexually transmitted disease. Parental consent laws for vaccinations vary by state and region, and a few places such as Philadelphia and Washington, D.C., allow kids 11 and up, and in

San Francisco 12 and older, to consent to their own COVID-19 vaccines.

PUBLIC HEALTH ORDER & Covid-19 Updates

The bill by Democratic Sen. Scott Wiener would lift the parental requirement for that age group for any vaccine that has been approved by the U.S. Food and Drug Administration and Centers for Disease Control and Prevention. If the bill passes, California would allow the youngest age of any state to be vaccinated without parental permission. See VAXXED page 6

Now Even Police Are Getting Black Books Banned

By Maya Pottiger Word in Black

The banning of Black books is making the headlines again. This time, it’s because some parents are claiming all types of Black books — like picture book biographies of Civil Rights leaders — are teaching critical race theory. The American Library Association tracks annually the most challenged and banned books of the year, along with the reasons against them. So what’s the difference between a challenge and a ban? A challenge is when someone raises a concern about a book and asks for it to be moved — from youth to the adult or restricted shelves — or removed entirely. It’s upgraded to a ban if an official restricts access to the book, like if a principal removed a book from the school library. Photo: Charles Hackey - commons.wikimedia.org/CC BY 2.0

‘Sanford and Son’ at 50, ‘double-edged’ Black sitcom pioneer By Lynn Elber AP Television Writer When Demond Wilson heard that Redd Foxx was going to star in a TV sitcom, the actor brushed it off as a joke. Foxx was a killer stand-up comic, with a trademark raunchiness that Wilson figured to be a nonstarter for the timid broadcast networks that were television in 1972. It was the eve of cable, and the rise of streaming was decades away. “It would be like bringing a dog to a cat party,” is how Wilson described the notion of Foxx invading TV in a recent Associated Press interview. But the comedian cleaned up his act for the small screen, and “Sanford and Son,” with Wilson co-starring as Foxx’s beleaguered adult son, debuted 50 years ago this month on NBC.

An instant ratings smash, it opened the door for other Black family shows to move into the virtually all-white TV neighborhood. See SANFORD page 6

EDITORIAL/COMMENTARY/OPINION The President and Why Voting Is About the Power of ‘We’ Voter Suppression With primary elections and the midterms around the corner, we can’t forget that the right to vote comes with the blood of our ancestors

By Dr. John E. Warren, Publisher With the failure to overturn the Filibuster Rule in the United States Senate, it would appear that the John Lewis Voting Act and the Voting Rights Act are dead because of two “Dixiecrat Senators” and a Republican blockade in the Senate that has long forgotten the Oath of Office that each of them took when taking their positions of office. However, there is hope that the President will start using the power of his office on behalf of the people who put him in the presidency. Without the Black Vote, there would be no Joe Biden presidency. This fact has to become more important than preserving the traditions of the U.S. Senate. The President must now formulate a complete plan of Executive Orders that will prepare to send federal monitors to each state that has enacted Voter Suppression laws such as the reduction of polling sites, the purging of election rolls so as to reduce the number of persons who can vote, and inserting a federal presence at every point

of the electoral process permitted by Federal law. The President must show, through action and not just speeches as if on the campaign trail, that he is serious about using all the powers of his office to protect the electoral process. This also means that the United States Department of Justice must move forcefully and quickly in responding to the call for investigations which will follow a more aggressive course of action by the President. Senator Schumer must decide whether he is in control of the U.S. Senate or Mitch McConnell, who appears to still be in charge in spite of the would-be Democratic majority in the Senate. The two Senate Democrats-inname-only who are now openly voting with the Republicans against their own party’s President, should just change their party registration and complete the transition to the other side. It's time for a visible plan, Mr. President. The American people are waiting.

EMPOWERING BLACK COMMUNITIES MEANS

Ensuring We Can Make Our Own Decisions with Dignity By Marcela Howell National Black Women’s Reproductive Justice Agenda It is no secret that our institutions and health care systems have long failed Black people. We see this in the sky-high rates of Black maternal death, infant mortality, and poor health outcomes across the board. And now, we await one of the most consequential Supreme Court rulings that could push one of our health care options entirely out of reach for Black communities across the country. Access to abortion is deeply connected to the health and economic security for individuals and families. Now is the time for bold action so that the Supreme Court does not deny another of our rights. Since 1973, Roe v. Wade has been the law of the land, and while abortion remains legal in all 50 states, it has never been widely accessible for Black communities, especially those of us working to make ends meet. In 2021 alone, 108 abortion restrictions were enacted, with the impact falling hardest on Black and Brown people. For decades anti-abortion lobbyists and politicians have actively worked against us by denying us the agency to determine and control our futures. The ugly truth is that abortion bans are rooted in white supremacy and anti-Black racism, and are, by design, crafted to harm Black people. Bans are not about protecting our mothers, children, and communities, but further controlling, marginalizing, and disempowering us. Throughout much of its history, the mainstream feminist movement ignored the needs of Black communities. In 1994, Black activists responded to this by creating a visionary framework — reproductive justice — which is defined as “the human right to control our sexuality, our gender, our work

and our reproduction – the right to have children, not have children, and parent the children we have in safe and healthy communities.” While activists of color have historically practiced reproductive justice through our grassroots organizing, campaigns, and broader social justice work, naming it has helped further focus on the needs of our communities as mainstream leaders have failed to recognize the unique challenges that Black women in particular face when trying to obtain abortion care. Whether it’s traveling long distances because abortion is not accessible in our communities, the inability to pay for abortion care, or facing racism from health care providers who are not invested in supporting our health and well-being, the consequences are steep. Abortion justice is only one part of our liberation, and we must view it within the wider context of racial, economic, and environmental justice. The same challenges that prevent people from accessing other vital services also arise when people need an abortion. Abortion funds

By Janis Ware The Atlanta Voice Occupy Wall Street joined the NAACP as thousands marched in midtown Manhattan on December 10, 2011 to defend voting rights. It’s no coincidence that President Joseph R. Biden, the country’s 46th Commander in Chief, and Vice President Kamala Harris, the country’s first African American Vice President and first female Vice President, were in my hometown Atlanta on the eve of Dr. Martin Luther King, Jr. holiday weekend. The pair of leaders publicly addressed a crowd at the Atlanta University Center — and the nation — about voting restrictions and the need to pass the Freedom to Vote Act and the John Lewis Voting Rights Advancement Act. “Years from now, our children and our grandchildren will ask us about this moment,” Harris said. “They will look back on this time, and they will ask us, not about how we felt. They will ask us what did we do? We cannot tell them that we let a Senate rule stand in the way of our most fundamental freedom. Instead, let us tell them that we stood together.” The restrictions put in place in Georgia by the current Republican-dominated State Senate may exist, but that doesn’t mean Georgians — and for that matter, anyone, anywhere — has to take those restrictions lying down. There is power in numbers. If the vote wasn’t important, there wouldn’t be political factions working so hard to stop people from exercising their right to do it.

traffic, ensuring that their voices were heard, and their presence recognized. We all must recognize that our voices are amplified by being present. There’s no more legal and safer way to be recognized as a citizen of the United States of America than by exercising one’s right to vote. We as African Americans often overlook the things that we should hold most dear, like the right to vote. The right to protest is important, but the right to vote comes with the blood of our ancestors. While we celebrate many achieve-

Growing up and attending a Baptist church, there was a hymnal that I fondly remember: “When we all get to Heaven” by E.E.Hewitt. The song speaks of rejoicing, singing, and shouting for victory. In a way, voting is victory. It’s a choice. A choice that many Occupy Wall Street joined the NAACP as thousands that came before us did not marched in midtown Manhattan on December 10, 2011 to defend voting rights. My grandfather used and uprisings that people of all to tell me of the challenges he ages participated in to protest the senseless killing of Black men and and others faced to exercise their women in the last few years. Those rights before and during the Civil protesters succeeded in shutting Rights Era. down businesses and disturbing across the country have been a lifeline for countless communities as they help eliminate the geographic, financial, and other barriers to accessing care, but this should not be our reality when abortion is legal in all 50 states. As other states move to pass copycat bills modeled after Texas’ 6-week abortion ban, we need to urgently change course. Abortion is rooted in freedom. When abortion is available and affordable, we are more able to make our own decisions about whether and when to start or expand our families. This gives us the opportunity to make important decisions about our health, to care for our families, to pursue our dreams, and to live in thriving communities. When abortion is accessible, we see its positive

impact for generations, but when it is pushed out of reach, it causes irreparable harm to the emotional, financial, and physical health of those who are forced to carry a pregnancy against their will. Even If the Supreme Court upholds Roe later this year, it will still not be enough. From the grassroots activism on the ground to the politicians making decisions about what we can and cannot do with our bodies, this is why we need to support efforts to ensure all people have real access to abortion. Abortion care that is covered by insurance, that is nearby, and without unnecessary waits, or asking neighbors to spy on us, or any other efforts to interfere with our decisions. In short, access to abortion care, just as other health care, should not depend on where we live or who

Today, obstacles, protocols, and legislations are being proposed/ instituted to further impede those rights. These impediments include mail-in ballots, minimum voting locations in urban areas, a lack of voting boxes, and limited early voting opportunities. But there is no comparison between the hardships Black voters faced during my grandfather’s era and the one we are in now. We must take to the polls in massive numbers this year, if nothing else than to send a message that these “restrictions” will not work. If we don’t vote, the people who are working to take away our civil rights win. Only 78,643 Atlantans voted during the mayoral runoff election last November. That’s a very small percentage of the 447,800plus registered voters in Atlanta, according to Ballotpedia. That level of participation won’t work in 2022. The power of “we” is a lot stronger than the power of “I and my”. We must remember that on our way to the polls this year —and it’s not too soon to begin preparing to vote. Some state primaries take place as soon as February, and we must make the power of “we” heard in those primaries and on November 8, 2022, for the general election. We must encourage our friends, family members, and for that matter, anyone who will listen, to exercise their rights to vote in their upcoming state and local elections. The local elections include judges and district attorneys, members of boards of education, and sheriffs. These positions are critical to local politics and those individuals affect our everyday lives and those of our children. If we don’t vote, the people who are working to take away our civil rights win. That is just unacceptable to those who have gone before us and fought for the right to VOTE! Janis Ware is the publisher of The Atlanta Voice. sits in power in our state capitals. Black women have always been visionary leaders at the helm of all forms of social justice in the face of seemingly insurmountable odds. We have fought for a better, brighter future because we know it is our birthright. This is why we continue to demand that our elected officials do more for us — to make abortion accessible and affordable to all who need it. Abortion access is about much more than our legal rights; it is about our humanity, dignity, and freedom — and we deserve to be free. ARRANGEMENTS BY ANDERSON-RAGSDALE MORTUARY

Funeral services were held on January 19, 2022, at the Memory Chapel of AndersonRagsdale Mortuary, with the burial following at Miramar National Cemetery. Final arrangements were entrusted to Anderson-Ragsdale Mortuary. FREDDY RICHARDSON JR. was born July 10, 1937, to Freddie Richardson and Marguerite Matthews. A few years later his two sisters were born, Diane Peters (Wilson) and Peggy Wilson. They grew up in Franklin, Louisiana. He spent 22 years of his life in service to his country. Freddy was stationed in San Diego and met the love of his life, Lillie Pearl Simpson. They were married and produced three beautiful children: Troy Alan Richardson, Shonte Demetria Richardson (Hobson), and Kendra Lynn Richardson (Caesar). He was a great example for his children and a man of honor and integrity. Freddy loved the Lord and joined the Mount Erie Baptist Church. He served as a Deacon, Senior Brotherhood President, an Usher, and Sunday School Officer. He served as a leader on multiple church boards including the Benevolence, Men’s Retreat, and Christmas Committees. Freddy also served in the Progressive Missionary Baptist District Association. Freddy and his family were stationed in Whidbey Island, Washington, Yokohama, Japan, Oxnard, and San Diego. He was a trailblazer earning his private pilot’s license. After 22 years in the Navy, he retired as a Chief Petty Officer. He opened and owned an ice cream parlor called “Cable Car Ice Cream”. ARTICLE CONTINUATION Homelessness: Continued from cover

When Newsom presented his budget proposal for Fiscal Year 2022-23 on Jan. 10, he asked the Legislature to approve $12 billion to support his housing strategy. About $3 billion of that amount would be spent on behavioral health housing, creating 44,0000 new housing units and treatment opportunities for people who are mentally ill. Another $2 billion would go to local governments in the form of flexible aid for housing programs, he said. Black Californians are disproportionately homeless. Of the estimated 160,000 unhoused people in the state, more than 40% are African American. Newsom said, in addition to several other measures like securing housing for students and veterans, his adminis-

“You have parents who are blocking their kids from getting the vaccines or ... they may not be anti-vaccine but they just aren’t prioritizing it,” Wiener told reporters at a news conference at San Francisco’s Everett Middle School. “Those kids deserve the right to protect themselves.” Responding to criticism that the bill would limit parents’ oversight of their children’s health, Wiener said that California state law already allows people 12 and older to consent to the Hepatitis B and Human Papillomavirus (HPV) vac-

In 2019, for example, 66% of the challenges took place in public libraries, compared to 19% in school libraries and 12% in schools, according to the ALA. Of these challenges, 45% were initiated by patrons, 18% by parents, and 13% by a board or administration, according to ALA data. Book banning has raised First Amendment concerns, says Deborah Caldwell-Stone, Director of the American Library Association’s Office for Intellectual Freedom. Removing books because of prejudices against their content, viewpoint, or author violates the right to access information. “We’re one of the few societies where we have this incredible freedom to make our own choices,” Caldwell-Stone says. “We erode those liberties when we resort to censorship of others’ ideas because we don’t approve of them.”

Norman Lear, who had roiled network waters the year before with the topically driven CBS sitcom “All in the Family,” said serendipity led to “Sanford and Son.” Lear and Bud Yorkin, his producing partner, were in Las Vegas when they caught a lounge act featuring Foxx. [Foxx] was funny as hell and

tration is currently considering a plan to move the state toward conservatorship for people who are mentally ill. He did not give details about the program, but he said there is a possibility the state will begin entrusting the care of mentally ill people to individuals or institutions in the near future. In 1967, when Ronald Reagan was governor of California, the State deinstitutionalized mentally ill patients after the Lanterman-Petris-Short Act (LPSA) was passed and signed into law. California was one of the first states to deinstitutionalize mentally ill patients. The number of mental patients occupying mental hospitals in California reached its highest point at 37,500 in 1959 when forme r G ov. Je r r y Brow n’s cines and to treatments for sexually transmitted infections, substance abuse and mental health disorders. “This is not a new or radical idea, it’s very consistent with existing law,” he said. Democratic California Gov. Gavin Newsom in October announced the nation’s first coronavirus vaccine mandate for schoolchildren. But it likely won’t take effect until later this year and allows exemptions for medical reasons, religious and personal beliefs — though lawmakers may try to limit non-medical reasons. Wiener’s legislation is not a mandate, but any vaccination legislation has been hugely

The Top Banned Books Looking at the four books banned by Black authors, the most common reasons are having drugs or sex content, being labeled anticop, and profanity. There are 12 books that have been banned multiple times over the Word in Black’s fiveyear analysis period: 2016 to 2020, the most recent year the American Library As s o c i at i o n r e l e a s e d . “George” by Alex Gino, a children’s book about a transgender child, was banned every year in the 2016-2020 time period. The most banned book by a Black author is Angie Thomas’ “The Hate U Give,” which tells the story of a teen who witnesses police shooting and killing her unarmed best friend. This book has been on the top banned list every year since it was published in 2017. In 2018, the book was the first referenced for being challenged or banned for being “anti-cop”. Books weren’t labeled “anti-cop” again until that made everything possible,” Lear said. Foxx, who died in 1991 at age 68. “Sanford and Son,” which aired from 1972-77, revolved around widower Fred Sanford, an irascible junk dealer in the Watts area of L.A. who foisted work and insults on his long-suffering son, Lamont. Among them: “You big dummy!” which became a show catchphrase. While “Sanford and Son” regularly delivered such racial

father, Edmund G. Brown, was governor. It dropped to 22,000 patients eight years later, according to a report by Chauvet Public Rela tions titled, “The History of Homelessness and Why We Can Do Better.” Supporters of LPSA believed the law would provide protections for mental health patients and eliminate “the inappropriate, indefinite, and involuntary commitment of persons (to mental institutions) with mental health disorders,” the language of the bill reads. LSPA critics say it inappropriately empowered mentally ill people to make important health care decisions for themselves when many of them had neither the will nor ability to do so. When Reagan became president in 1980, he used the Omnibus controversial in California and elsewhere. Even before the pandemic, busloads of opponents filled the state Capital and lined up for hours to protest bills lifting religious and personal beliefs for the 10 vaccines already required of school children. And in September, more than a thousand people rallied outside the Capital to oppose vaccine mandates, even though California lawmakers had postponed their consideration of legislation requiring that workers either be vaccinated or get weekly coronavirus testing to keep their jobs. “This to me seems to be another example of Democrats 2020 when three were cited: “All American Boys” by Jason Reynolds and Brendan Kiely; “Something Happened in Our Town: A Child’s Story About Racial Injustice” by Marianne Celano, Marietta Collins, and Ann Hazzard; and, again, “The Hate U Give”.

The “Racial Reckoning” in 2020 Caldwell-Stone said she noticed a shift after George Floyd’s murder in 2020, which led to a nationwide uprising against racism in the United States — and increased pushback against calls for racial justice. “We began to see challenges to books by Black authors, particularly books dealing with the history of racism and slavery in the United States, the lived experiences of Black persons, particularly books talking about police violence toward Black persons,” Caldwell-Stone says. “As a result, we saw change in 2020 where some of the most challenged books were books barbs, it rarely delved into racism or other third-rail issues — politics and abortion among them — that were central to “All in the Family” and its spin-off “Maude.” Was that deliberate? “Yes. We didn’t compare (‘All in the Family’ and ‘Sanford and Son’), but the characters called it like they saw it in their own neighborhoods,” Lear said in an email. The show begat other sitcoms about working-class Black

Budget Reconciliation Act (OBRA) to repeal President Ji m my C a r t e r ’s Me nt a l Health Systems Act, which funded federal mental health programs. The OBRA gave mental patients the authority to make decisions about their treatment, including the options to seek care outside of a mental institution, get treatment at state-run clinics or the freedom to administer their own medication. Last fall, the Newsom administration publicly let it be known that it was leading the charge to provide solutions in the areas of low-income housing, mental health, and the state’s enduring homelessness problem. In L.A. County, where over 66,000 people are homeless, African Americans make up 34% of that number although wanting to remove parents from the equation,” said Republican Assemblyman James Gallagher. However, he thinks Wiener may have difficulty getting his bill passed even in a Legislature overwhelmingly controlled by Democrats. “I think there will be bipartisan support for the proposition that parents should be involved in their kids’ health care decisions,” Gallagher said. On Wednesday, Wiener and other Democratic lawmakers announced that they had formed a “work group” to examine ways to promote vaccines and fight misinformation. by Black authors dealing with those topics.” Caldwell-Stone says, there’s a new “phenomenon” where police departments or unions are the ones objecting to books like “The Hate U Give” or “Something Happened in Our Town” because they feel police officers are “portrayed in a bad light.” “Some of the challenges you’re observing from 2020 represent that trend of police objecting to the presence of these books in schools because they felt that it was an inaccurate portrayal of the work police do or harms the reputation of police with young people,” CaldwellStone says. “We’re observing a chilling effect of self-censorship by educators and library workers in schools,” CaldwellStone says. “They’re looking for books that might raise controversy and removing them proactively to avoid that controversy.” Though ALA hasn’t re families, including “Good Times,” and the less successful “What’s Happening!!” from Yorkin, who died in 2015. (Lear’s “The Jeffersons” was rare in featuring an affluent Black couple.) While Black viewers finally got to see a version of themselves on screen, it was mostly one limited to those in struggling neighborhoods and created by almost uniformly white producers, writers and directors at the behest of white executives.

the total Black population is nearly 8%. People of color in California experience some of the highest rates of homelessness in the nation. For example, nationally, 55 Black people experience homelessness out of every 10,000. In California, that number is 194 out of every 10,000. Pacific Research Institute (PRI), a San-Franciscobased research think tank, released a report in April 2021 that specified decreases of homelessness in major metropolitan areas such as New York City and Seattle. The report, “No Way to End California’s Homelessness Crisis,” says that “Clearly, California is doing something wrong” in terms of finding solutions. Josh Newman; and Assembly members Dr. Akilah Weber, Buffy Wicks, Cecilia AguiarCurry, and Evan Low. They included Arin Parsa, a 9th grader from San Jose who founded the advocacy group Teens for Vaccines after seeing social media posts from “distraught” teens seeking information about how to get COVID-19 vaccines without their parents’ knowledge. “With the COVID-19 pandemic ravaging our communities for over two years now, the crisis faced by teens that haven’t gotten vaccinated has only gotten worse,” Parsa leased its 2021 list of challenged and banned books, the National Council of Teachers of English reported that seven titles have or are expected to be challenged due to “promoting critical race theory,” according to Education Week: 1. “All American Boys” by Jason Reynolds and Brendan Kiely 2. “Monday’s Not Coming” by Tiffany D. lation, 27% of all homeless persons live in California, stated Kerry Jackson and Wayne Winegarden, the report’s authors. According to Jackson and Winegarden, mental illness is one of the driving forces behind California’s chronic homelessness problem. But all hope is not lost, the researchers say. “To cut through the state bureaucracy, California should rely on private efforts to minimize homelessness. Private organizations are typically better equipped than the government to make real differences in the lives of the homeless because they tailor programs to meet the specific needs of individual homeless and can adapt where the government cannot.” said. “Because they can’t get the vaccine, teens have been living in isolation ... potentially missing school, friends and family.” Wiener held out the examples of children who may want to get vaccinated because they currently are barred from participating in sports, band or other activities because their parents either won’t or can’t get them vaccinated. Children age 5 and up are currently eligible for coronavirus vaccines, but 28.6% of California residents ages 12-17 remain unvaccinated — more than 900,000 of an eligible population of more than 3 million, or more than one in four, Wiener said. entire community and representing the information needs of the entire community in their collections.” Banning a book like “The Hate U Give” can be “incredibly destructive” both if you’re a Black teen who’s experienced police violence — and if you come from a different racial or ethnic background and need to learn about the realities of Black folks’ lives. If it’s removed, it gives the impression of being an invalid experience for young people to share. “It’s intended to provide understanding and generate empathy,” Caldwell-Stone says, “to allow individuals who might not otherwise be able to understand the experiences of Black teens experiencing racism and having to deal with violence directed at them from the police.” audiences, and, starting with “Sanford and Son,” proved that a series about a family of color could be widely successful. The comedies also were honest about depicting some real-life Black challenges, Deggans said. But they ultimately relied on racial stereotypes and settled for laughs. The shows made poor areas “look livable and even fun, as opposed to the issues that they really faced,” Deggans said.

Schools Celebrate Legacy of MLK With Community March

Voice and Viewpoint Newswire

Students, school leaders and employees, and family members from the Southeast San Diego community came together Friday, January 14, to honor the life and legacy of Dr. Martin Luther King, Jr., at the 45th Annual Knox Middle School MLK March. The vibrant march through the Knox neighborhood featured dozens of banners and posters

By Ahliyah S. Chambers Contributing Writer This past Saturday morning, January 22, 2022, “I’m Spiritually Beautiful,” a young ladies mentorship group, hosted their third annual workshop titled “Becoming Uniquely You.” The workshop’s audience was young ladies between the ages of 13-29 years old. It was held both in-person at the Martin Luther King Jr. Recreation Center in San Diego and virtually, due to the rise in COVID-

19 cases. The mission of “I’m Spiritually Beautiful” is to empower and encourage young ladies to walk in the purpose of God for their life by cultivating an environment for mentorship and discipleship. The workshop was attended by young women locally and nationally, including San Diego, Washington D.C., and Atlanta. There were several guest speakers who discussed the importance of the young ladies valuing stillness, image, purpose, and beauty. They encouraged the

young women to seek God’s purpose for their lives, build a positive support network, and get the COVID-19 vaccination. A community member from the event said, “I feel the program was outstanding. Each speaker was just amazing. Your efforts in putting together such a dynamic seminar should be commended. It was a blessing to be a part of it. Thank you for allowing me to participate and may God continue to always use you for His great Kingdom.”

COVID-19 UPDATES Guide to COVID-19 PCR and Rapid Testing in San Diego County Voice & Viewpoint Newswire There are a variety of ways to be tested for COVID-19, including the polymerase chain reaction (PCR) diagnostic and antigen diagnostic test.

PCR Testing

Find a PCR testing location in San Diego County at https://bit.ly/3fIognz. Test results performed by a medical provider generally come back in approximately 1-2 days. While waiting for your test results, continue to monitor your health and take steps to protect yourself and others.

Free No-Cost At-Home Test Kits Available

The antigen diagnostic test is a rapid self-test that you can do at home

and get results within 15-30 minutes. They are a good option if a Photo: CDC testing site is unavailable. Self-tests are also known as a “home test,” an “at-home test,” or an “over-thecounter (OTC) test.” Self-tests can be purchased in stores, pharmacies, and online. As of January 18th, 2022, every residential address in the United States is eligible to order 4 at-home COVID-19 test kits. Tests can be ordered online at COVIDtests.gov at no-cost. Only your name and residential address is required to place an order. No ID, credit card, or health insurance information is needed. Tests typically ship within 7-12 days of ordering. To view frequently asked questions about this program, including information on how test kits will be shipped, please visit: COVIDtests.gov/FAQ.

How to Use Rapid Antigen Tests

• Wash your hands with soap and water for at least 20 seconds.

• Open the box and follow the instructions included with the self-test to collect your own nasal or saliva specimen. • Once collected, use the specimen as described in the instructions to complete the self-test. • If you don’t collect the specimens as directed, your test results may be incorrect. • Complete the test by following the instructions exactly and perform the steps in the order that they are listed. The manufacturer may also provide other resources, such as quick reference guides or instructional videos, to help you perform the test correctly. For additional information, see the Centers for Disease Control and Prevention (CDC) website at www. cdc.gov/covidtesting.

If Your Test Result Is Positive, Regardless of Vaccination Status:

• Stay home and separate yourself from others until your isolation period ends.

• Wear a well-fitted mask, if others could have contact with you. • Tell a healthcare provider about your positive test result and stay in contact with them, especially if your symptoms are not improving or worsening. • Tell your close contacts that they may have been exposed to COVID-19. • Get CA Notify at https://canotify. ca.gov/ to send and receive alerts if you were in close contact with someone who tests positive for COVID-19.

If Your Test Result Is Negative

A negative test result means the virus that causes COVID-19 was not found in your specimen at the time the sample was taken. You may need to be tested again 5 days after exposure, or if you develop symptoms. If you took the test while you had symptoms and followed all instructions carefully, a negative result means your current illness is probably not COVID19, though it does not rule out a COVID-19 infection.

It is possible for a test to give a negative result in some people who have COVID-19. This is called a false negative. You could also test negative if the specimen was collected too early in your infection. In this case, you could test positive later during your illness.

Reporting of a Self-Test Result

Individuals should report their result according to the instructions recommended by the self-test kit. Reporting of a self-test result is not required. However, if you feel you need medical attention, sharing your self-test result with your healthcare provider may be helpful.

Tobin Associated Press Health experts suggest stepping up protection against the highly contagious omicron variant with stronger masks such as N95s or KN95s. The U.S. Centers for Disease Control and Prevention recently updated its guidance to recommend the kinds of masks used by healthcare workers, but also noted

it’s important to pick a mask that fits well and that you’ll wear consistently. “Our main message continues to be that any mask is better than no mask,” CDC spokeswoman Kristen Nordlund said in a statement.

N95s have a tighter fit to your face than cloth masks and are made with a special material designed to block 95% of harmful particles. The fibers are pressed closer together than in cloth masks and have an electrostatic charge that attracts molecules to stick to the mask rather than passing through. KN95s and KF94s offer a similar level of protection. A full list of masks that meet an international

The counterfeit market is huge, and about 60% of KN95s in the U.S. are fake and do not meet quality standards, according to the CDC. Experts suggest buying directly from reputable sellers like Project N95 and industrial suppliers Grainger or McMaster-Carr.

INTERNATIONAL NEWS ACTIVISTS WARN OF ‘FORTRESS CONSERVATION’ EVICTING KENYANS FROM ANCESTRAL HOMELANDS Global Information Network

Nature conservancies, with the stated goal of protecting wilderness and endangered wildlife, have enabled the removal of tribal peoples from their ancestral homelands in Africa to allow superior “western” models of conservation to prevail, according to the activist group Survival International. Under the western model, half of all land must be kept in a natural state to protect Earth, as the National Geographic Society recently declared on its magazine pages, if a stable climate and high quality of life are to be preserved in the near future. Survival International, a policy think tank, has dubbed this “fortress conservation” whereby Indigenous peoples and other local populations are evicted from their lands to create a park that aims to “preserve nature.” Often, these parks are then accessible to tourists who can afford to pay for a luxu-

rious safari, while the local population who depend on the landfor survival is prohibited from entering their ancestral land. To address these evictions, Survival International, has launched a campaign to “decolonize conservation”.

Survival International was one of the guest speakers at a recent webinar hosted by the California-based Oakland Institute titled “Elevating Voices – How Community Conservancies Devastate Land & Lives in Northern Kenya.” Evictions are taking place, they asserted, where governments and charities fence off vast areas of land claiming this is necessary for conservation. “Stolen lands are called a “Protected Area” or “National Park” and keep out the original inhabitants, sometimes using a shocking level of violence,” a spokesperson for Survival said. “This is colonialism pure and simple: powerful global interests are shamelessly taking land and

resources from vulnerable people while claiming they are doing it for the good of humanity,” Survival declared.

Violet Matiru, a zoologist, researcher and executive director of MCDI, a Kenyan organization that promotes environmental solutions to natural resource challenges, addressed this issue at the Oakland Institute event. “Foreign donors have a vested interest in accessing our resources for their own citizens. They are not angels brought from above to come and help us. We need to understand this so we can push back.” “Some 50 million acres in Africa are already controlled by these conservancies and water is their next target. They are working with Coca Cola to privatize our water resources,” she maintained. Colonial conservation, also known as Fortress Conservation, according to speakers at the webinar, rests on the racist misconception that indigenous people cannot be

COURT FREEZES PLANNED AMAZON HEADQUARTERS IN

CAPE TOWN ON HISTORICALLY SIGNIFICANT SITE Global Information Network A massive new complex housing Amazon’s proposed South African headquarters along with a hotel and other businesses continues to face stiff opposition from indigenous Khoisan, environmental and community groups despite city officials already approving of construction of the nine-story construction. Opponents say the project will ruin a historically significant riverside site in Cape Town and harm the environment. The Khoisan were some of the country’s first inhabitants and their presence in the southern tip of Africa dates back thousands of years. “We’re in a situation where a terrain that is so sacred to the people of our country is not just under threat, but being damaged and destroyed as we speak,” said Tauriq Jenkins, high commissioner of the Goringhaicona Khoi Khoi Indigenous Traditional Council, one of the groups fighting the project. The site lies in the confluence of two rivers which are sacred to the Khoi and San.

“For us today and for the seven generations to come, this is the beginning of a liberated zone for which we will never step away from our responsibilities to our people,” Zenzile Khoisan, protesting in front of the high court, told a reporter. Construction has already begun at the site which is already occupied by a restaurant and golf course. But the case is currently stalled in an African court which has put off ruling on the group’s objections.

Property owners Liesbeek Leisure Properties Trust, or LLPT, said it did consult Indigenous groups while planning the site’s redevelopment. Company spokesperson James Tannenberger accused community leader Jenkins “of driving a misinformation campaign even as their concerns were validly dismissed by the competent authorities during the comprehensive three-year development approval process.” Other Indigenous leaders have reportedly given their approval to the project, Tannenberger claimed. The project includes a museum

trusted to look after their own land and the animals that live there. Its proponents view the original custodians of the land as a “nuisance” to be “dealt with”, instead of as experts in local biodiversity and key partners in conservation. An opposing view was defended by the Northern Rangelands Trust (NRT), a local membership organization in northern and coastal Kenya that says it is building peace and improving livelihoods through conservation. Formed with support from USAID, NRT brings together local pastoralist landowners and the Government of Kenya to promote the long-term conservation of wildlife in Kenya’s northern rangelands and coastal region. Meanwhile, Mordecai Ogada, director of Conservation Solutions Afrika and co-author with journalist John Mbaria of the book ‘The Big Conservation Lie,’ spoke of the problems in Africa that stem from a racialized system that favors Western foreigners over Black Africans.

“Evidence proves indigenous people understand and manage their environment better than anyone else,” asserts Survival. “80% of Earth’s biodiversity is in tribal territories and when indigenous peoples have secure rights over their land, they achieve at least equal if not better conservation results at a fraction of the cost of conventional conservation programs.”

and memorial site for the community, along with low income housing and some 5,000 jobs. June Bam-Hutchison, a researcher with the Center for African Studies at the University of Cape Town defended the protestors. “They’re enslaved, they’re oppressed, they’re exploited,” she said. “Their language was also taken away, their culture was taken away, their knowledge systems that sort of helped us in so many ways to build a more peaceful and healthier society, that has also been taken away.” She said their unique cultural identity was only acknowledged by South Africa in recent decades. “Today, they are now being recognized. That took some time. The land question remains very much unresolved, highly disputed,” she added. Jenkins said losing the case would set a dangerous precedent for giving up historic sites to corporate interests. Amazon, which does not own the site but will be leasing the space once constructed, has been silent on the controversy.

US Says It Will Not Resume Sudan

Aid After Recent Violence The Associated Press The United States will continue withholding aid from Sudan until the country’s military rulers stop the killing of anti-coup protesters and a civilian-led-government takes power, two senior American diplomats said Thursday, January 20. The joint statement came after a two-day visit to Sudan this week by U.S. Assistant Secretary of State Molly Phee and the newly appointed U.S. special envoy for the Horn of Africa, David Satterfield. The visit was meant to help pull the African nation out of a worsening crisis in the wake of the Oct. 25 coup. The military takeover has upended Sudan’s transition to democratic rule after three decades of repression and international isolation under autocratic President Omar al-Bashir, ousted during a popular uprising in April 2019. While in the Sudanese capital, Khartoum, Phee and Satterfield met with Sudanese civilian and military leaders, as well as with families of some of the

killed pro-democracy protesters.

At least 72 demonstrators have been killed since the October coup. Seven were killed on Monday alone, according to a doctors’ activist group. Security forces used live ammunition and tear gas to disperse thousands who gathered in Khartoum. Among the seven killed, some were as young as 19 years old. Around 100 people were wounded, according to the Sudan Doctors Committee. On Wednesday, January 19, the committee, which is part of the pro-democracy alliance, documented the fatal shooting of another protester earlier in the day as security forces removed makeshift barricades in Khartoum’s twin city of Omdurman. The barricades were part of a two-day civil disobedience campaign the pro-democracy movement called for following Monday’s crackdown. Police officials have repeatedly accused protesters of attacking security forces and police buildings, but have

failed to provide evidence of such attacks. Main protest leaders have repeatedly called on demonstrators to use only non-violent tactics. Sudan’s turmoil escalated after the resignation of Prime Minister Abdalla Hamdok earlier this month. Hamdok, who was ousted in the October coup only to be reinstated a month later under heavy international pressure, stepped down on Jan. 2 after his efforts to reach a compromise failed. On Thursday, thousands again took to the streets, naming the day’s march after one of the recently killed young protesters. They beat drums and chanted anti-military slogans. Many reiterated calls for the military to leave power completely. Phee and Satterfield said military leaders they met with during their visit had expressed their commitment to the country’s political transition. The two diplomats said they made clear to the generals that the U.S. “will consider measures to hold accountable those responsible for failure to move forward,” according to the statement.

Taking Care of Your Pet’s Teeth cleaning, much like the cleanings you get from your own dentist.

How Do I Know My Pet Needs Help? Here are some signs that your pet needs dental help from your veterinarian: • Dark stains on their teeth • Redness in their gums • Foul breath • Pain when their gums are touched • Pain when eating Photo by Samson Katt

By Dr. Gary Weitzman . President and CEO, San Diego Humane Society Imagine how you would feel if you skipped brushing your teeth for months and never saw the dentist. Not only would your mouth feel unhealthy, but you probably wouldn’t have many teeth left in your old age. Unfortunately, this is too often the reality for many of our pets, simply because some pet owners do not know about proper dental care for cats and dogs. But San Diego Humane Society has many resources that can help people take care of their pets’ dental health

and help them live longer lives. February is Pet Dental Health Month, which is a great time to remind pet owners of the importance of dental care.

Why Pet Dental Care is Important Dental disease affects up to 90 percent of dogs and cats in the U.S. It is caused when bacteria in the mouth solidifies to form plaque on the teeth, which will harden into tartar in 3-5 days if the teeth are not brushed. Once tartar forms, it can only be removed by a professional

What Can I Do? There are two keys to maintaining good dental health for your pet: • Home treatment, including regularly brushing your pet’s teeth at least twice a week. • Feeding them a healthy diet, and giving them plenty of appropriate chew toys will also help maintain a healthy mouth. • Professional teeth cleaning as directed by your veterinarian. Never brushed your pet’s teeth before? It’s easier than you think. To warm up, just let your pet lick a dab of toothpaste. Next, put a small amount of toothpaste on your finger and gently rub

a few teeth. Praise your pet for cooperating. Go slowly, brushing a few teeth at a time and pausing to praise your pet, until the entire mouth is brushed. Graduate to using a soft pet toothbrush or finger brush from there; the goal is to brush your pet’s teeth at least every other day. Brushing your pet’s teeth at home is the best way to keep their mouth healthy, but most pets still benefit from professional cleanings at least once every other year. Your vet will use special equipment to clean above and below the gum line while your pet is under general anesthesia . If you’re wondering about non-anesthetic dentistry, often advertised by groomers, stay away. Only anesthetic dentistry can remove that biggest source of plaque and tartar. TIPS TO KEEP

Little Ones Moving and Active Children need lots of physical activity to develop their motor skills and grow up healthy and strong. Consider these indoor and outdoor playtime ideas: • Ball toss: Beach balls are a fun and gentle way to play catch and other simple games. Raise the stakes with “Beach Ball Lava,” where the object of the collaborative game is to keep bouncing the ball upwards so that it never touches the ground. • Get riding: Ride-on toys are a great way to get your child comfortable with the idea of a tricycle or bicycle. Kids can drive around and grow their motor skills. • Move to the beat: Whether y o u’r e j u s t h av i n g f u n

simply dancing around the room, using musical instruments like egg shakers and handbells, or you’re playing a game like “Freeze Dance,” one of the best ways to get people of all ages moving is with music! To play Freeze Dance, turn on the music and instruct everyone to dance. When the music is turned off, everyone must freeze until the music is turned on again. Different kinds of movement are important, so be sure to introduce a range of toys and games into the mix to ensure your child gets a variety of physical activity at playtime. (StatePoint)

AFTERSCHOOL PROGRAMS

Support Students and Families Afterschool programs keep kids safe, inspire them to learn, and give working parents the peace of mind that comes with knowing their children are safe and supervised after the school days ends and until they return from their jobs. During the pandemic, the role of afterschool programs grew, with expanded hours and additional services, including delivery of meals and enrichment kits, support for students learning remotely, connecting families to social services, and much more. Research shows that these programs, which add value and meaning to children’s afternoons, need more funding. The most recent America After 3PM household survey of more than 31,000 families, commissioned by the Afterschool Alliance, finds that for every

child in an afterschool program in the United States, three more are waiting to get in. The families of 24.6 million children -- more than ever before -- are unable to access a program, with many reporting cost as a barrier. Additionally, the study finds significant inequities, with Black and Latinx children more likely to be unable to access the afterschool programs their parents want for them. To highlight both the ways afterschool programs support children and families, and the need for additional funding, the Afterschool Alliance recently hosted the 22nd annual “Lights On Afterschool,” a nationwide rally for afterschool programs. From student performances to TikTok challenges to designing lightbulbs powered by potatoes, afterschool

The 50 State Afterschool Network

programs around the country hosted a range of creative events and activities focused on academics, social and emotional well-being, arts and music, civic engagement, STEM learning, fitness and healthy eating, bullying prevention, and more. To learn more about the rally, visit afterschoolalliance.org “We’re sending the message that there aren’t nearly enough afterschool programs to serve all the students and families who need them. The American Rescue Plan is providing an important but temporary boost for these programs, but the recovery and the growth we need will take more time and resources,” says Jodi Grant, executive director of the Afterschool Alliance. BUSINESS & FINANCE

How Black-owned Small Businesses Can Reduce Taxable Income By Donald Williams As an owner of a small business, various questions will almost certainly cross your mind. How much am I supposed to pay for the tax? Why am I paying a specific amount of money? Is there a way I can reduce the taxable income? This is normal because the last thing you would want is to pay a significant amount of your hard-earned money to the government as taxes. Here are strategies you can use to reduce taxable income:

Have A Retirement Plan As a small business owner, you will benefit from starting and funding a retirement

plan. This is an effective way of saving taxes for yourself as well as your employees. The plan must be qualified and recognized by the Internal Revenue Service (IRS). The IRS will allow you to defer payment of taxes on these earnings until you withdraw. It is always recommended that you work with a professional who will determine what works for you, considering your goals and specific needs.

Take Tax Credits The federal government uses tax credits to encourage or discourage businesses from doing specific things depending on the greater good. Therefore,

you can take a tax credit if you want to go green, provide employees with health coverage, offer access to your disabled employees, or hire new employees. Our accounting service employees in Atlanta and New Orleans are experienced and will, therefore, tell you what you qualify for looking at the provided terms. Luckily, most tax credits are under the General Business Credit, meaning that you will most likely qualify.

Write Off Bad Debts The end of the year is your perfect time to review expenses and customer accounts before paying your taxes. Use this time

to find out which accounts fall under the bad debts. Writing off bad debts allows you to reduce income and, therefore, save on taxes. Bad debts include customers, employees, and vendors who are unlikely to pay you back.

Deduct Travel Expenses Small business owners can take advantage of this strategy to reduce business taxes if they travel a lot. Personal travel is not fully deductible, but business travel enjoys this benefit fully. The best thing to do is combine a justifiable business trip with personal travel and redeem flier miles earned from frequent business travels.

Use A Qualified Tax Advisor Taxes can be overwhelming, especially for small businesses. Therefore, it is essential that you work closely with a qualified tax

advisor for professional help before making critical decisions. Some experts will be available for a short period, while others will be available throughout the year. In such situations, choose the latter.

Take Steps Now to Make Tax Filing Easier USAGov Federal tax filing season started on January 24. Make sure you have what you need to make filing easy and avoid errors that could delay a refund. Learn how to file a federal income tax return or how you can get an extension.

The deadline for filing federal income taxes is April 18, 2022. These deadlines do not apply to state and local tax returns. To make sure you file those on time, find out the tax filing due dates at www.irs. gov/businesses/small-businesses-self-employed/california. If you owe money and do not file and pay your taxes on time, you will be charged interest and a late payment penalty. If you will be getting a refund, there is no penalty for filing a late return.

File a Federal Income Tax Return License #658730

The IRS will begin accepting and processing federal tax returns on January 24, 2022. To get your tax return started, you'll first need to find out how much money you made in 2021. Then you'll need to decide whether to take the standard deduction or itemize your return. Finally, you'll need to submit everything by April 18, 2022.

Coronavirus Economic Impact Payments (EIP) and Unemployment Benefits Due to the COVID-19 pandemic, you may have received unemployment benefits and/or the Economic Impact Payment (EIP), depending on your eligibility. The IRS does not count the EIP as taxable income, so you do not need to report it on your 2020 tax return. Check to be sure you received both of your stimulus payments if you were eligible. You can claim missing money from the EIP by filing for a Recovery Rebate Credit on your 2020 tax return. Missing EIP money will be issued through either tax refunds or lower tax bills. If you lost your job and qualified for compensation, the unemployment benefit payments you received are considered taxable income. You should have received Form 1099-G which

will show you the amount of unemployment funds you received during the year. Use this form to report income from unemployment benefits on your federal tax return.

Protect Yourself From Tax-Related Identity Theft Tax ID theft occurs when someone steals your personal information to file a tax return using your personal data. Usually, the fraudulent tax filer will use your Social Security number to file your return in order to collect a refund. To protect yourself from tax ID theft, you can obtain a sixdigit Identity Protection PIN (IP PIN) from the IRS. IP PINs are known only to you and the IRS so the IRS is able to confirm your identity when you file your return.

Contact the IRS for Tax Filing Questions

For the fastest information, the IRS recommends finding answers to your questions online at www.irs.gov. You can also call the IRS, but the wait time to speak with a representative may be very long. This option works best for less complex questions. Find the appropriate number to call at www.irs.gov/ help/telephone-assistance.

Extension to File Your Tax Return If you can’t file your federal income tax return by the due date, you may be able to get a six-month extension from the Internal Revenue Service (IRS). This does not grant you more time to pay your taxes. To avoid possible penalties, estimate and pay the taxes you owe by the tax deadline of April 18, 2022.
