JUDGE JACKSON’S
“ Significant Moment” in American History
By Tanu Henry California Black Media California’s junior United States Sen. Alex Padilla said he was as excited as he is honored to be serving on the Senate Committee on the Judiciary as he and his colleagues conducted hearings to confirm Judge Ketanji Brown Jackson, the first Black woman

On Feb. 25, President Joe Biden nominated Jackson, a Judge on the U.S. Court of Appeals for the D.C. Circuit, to become the 116th Justice on the highest court in the nation.
“I’m honored to be sharing in this historic and significant moment in our nation’s history,” Padilla told California Black Media (CBM) in a telephone interview.

LOCAL ORGS MEET,
Demand Change Related to Inmate Deaths By Cori Zaragoza Staff Writer Two local organizations, the Racial Justice Coalition of San Diego and the North County Equity & Justice Coalition, held a press conference on the morning of March 22, in response to the Board of Supervisors appointing a new interim sheriff for San Diego County. The two groups were there to demand that the Interim Sheriff

San Diego, the groups held a meeting in protest of the placement of an interim sheriff by the San Diego County Board of Supervisors. “We have a vote of non-confidence in the sheriff ’s department and any internal person taking the lead of the sheriff ’s department while we have a high rate of in-custody deaths, the highest in the state of California, compared to county’s of our same size. We want the Attorney General, Rob Bonta, to come in and take over the reform processes to save lives in San Diego County,” said Yusef Miller. “As of last week, two more people were added to the list of the total in-custody deaths that we have had, and it will not slow down, unless we have real reform. They have lost the trust of the community, they have lost the trust of the community organizations, and they have no trust from the families that have been affected.” Between speakers from local organizations, family members who have lost a loved one while they were in custody of the San Diego Police Department spoke at length of the loss and suffering they have endured. The first Latino to represent California in the upper house of the United States Congress, Padilla spoke with CBM while taking a short break from a daylong hearing March 23. During that session, lawmakers, Democrats and Republicans, cross examined Jackson. “I am optimistic about Judge Jackson’s confirmation process. She is an outstanding nominee. She has the qualifications, and she has the experience,” Padilla continued. “If she is confirmed, she will bring a much-needed perspective to the Supreme Court.” In January 2021, Gov. Gavin Newsom nominated Padilla to replace current Vice President Kamala Harris in the United States Senate. Before that, he served as Secretary of State of California for six years.

In the country’s most populous county, where 25% of the children live in poverty, the guaranteed income program, named “Breathe,” is the largest, longest-lasting one yet in the United States. It’s funded by 2021’s federal American Rescue Plan Act. Attached to it is a confidential research component, funded by The California Endowment, seeking a “sweet spot” of maximum effectiveness for future programs. Applications open March 31 and close April 13. “Apply, apply, apply!” County Supervisor Holly Mitchell said at a press briefing March 21, hosted by the county and Ethnic Media Services. Mitchell was joined by fellow Supervisor Sheila Kuehl,

The lack of concern and humanity has caused our loved ones to die unnecessarily,” said local man, A.C. Mills.

Jackson met with Padilla at his office at the U.S. Capitol prior to her confirmation hearings last week.
C alifornia’s s enior S en. Dianne Feinstein, also a Democrat, serves on the committee as well.
“I’m impressed by Judge Jackson’s commitment to the rule of law, her long record of public service, and her clear understanding of how the law affects people’s everyday lives,” Padilla said after that meeting.
Last week, some Republican members of the Senate Committee on the Judiciary were questioned in the media about the truthfulness of some of their claims about Jackson and the overall nature and tenor of their questioning during the hearings.
Because of the even 50-50 split of Democrats and Re publicans currently elected to the United States Senate, no one party has a majority of members on any committee. So, there are six members from both parties serving on the Committee on the Judiciary. Padilla said the upcoming vote on Jackson presents an opportunity for members of the Committee on the Judiciary — and the Senate, more broadly — to put the extreme partisanship and rancor that has characterized the U.S. Congress in recent years behind them. Dr. Robert Ross, CEO of The California Endowment, Carrie Miller, of the county’s Poverty Alleviation Initiative, and University of Pennsylvania researcher Stacia West. Like any government assistance program, there are eligibility requirements, but speakers at the briefing emphasized their hope to “flip the script” of shaming and patronization that has characterized too many well-intentioned programs before. “We are pushing the envelope,” Mitchell said, describing the “vast, broad” crosssection of eligible applicants, and the trust that they will know best how to use the money — “whether it’s quitting that second part-time job so they can help children with homework after school, or hiring tutors to help their kids address the learning gap of the past two years. “If it’s a trip to the San Diego Zoo, that’s ok too, because we all know what those cultural experiences mean for Mills is just one of many families who’ve had a family member die while in custody of the Sheriff ’s department. Like others, he says he has no answers from the police and he still continues to wonder what happened to his son. According to a recent audit by the California State Auditor, the San Diego County’s Sheriff ’s department was found to have inadequate screening processes to check on an inmate’s mental and physical health and has failed to respond or prevent deaths amongst its inmates in custody. Because of this, But over the years, the steps have begun to see outgrown weeds and trash accumulated. Graffiti and weathered down steps make them hard to use and less safe for the residents in the neighborhood. Residents began to ask for help through fundraisers and support of The Urban Collective Project, “a community effort consisting of a series of action teams using data to identify major disparities within our community” in 2021. With donations from Blue Shield and help from The Urban Collective Project,
For example, Sen. Josh Hawley (R-MO) portrayed Jackson as soft on sex offenders, calling up sentences she handed down in seven cases. “Judge Jackson’s views on this matter are not only mainstream; they are correct in my view. Undoubtedly, Jackson — a progressive who worked as a criminal-defense lawyer — is more sympathetic to criminals than I am,” wrote Andrew McCarthy, a senior fellow at the conservative National Review Institute, disagreeing with Hawley’s assertion. kids in their overall health and well-being. We are trusting these individuals to know what’s best for them and that they’ll spend it in a way to help themselves out of poverty. That’s the whole point.” “This is the kind of daring, innovative, disruptive leadership one gets to see when women are in charge in this country,” Ross said. Of those who meet the program’s requirements, 1,000 individuals will be randomly chosen for those monthly tax-free debit-card disbursements. But for the research component of this pilot project, both those 1,000 and others not chosen will be asked to participate in confidential, twice-annual surveys and interviews by West’s University of Pennsylvania researchers and provided gift cards for their time and trouble.
“If I were a judge, I’m sure I’d impose at least marginally more severe sentences than she has. (Contrary to Hawley’s suggestion, however, she appears to have followed the guidelines, at the low end of the sentencing range, as most judges do.),” McCarthy continued.
Before serving on the U.S. Court of Appeals, Jackson was a federal judge on the U.S. District Court of the District of Columbia and Vice Chair of the U.S. Sentencing Commission. She has also worked in private practice and as a clerk at the U.S. Supreme Court.
Jackson is married to surgeon Patrick Graves Jackson, who she met in college. The couple has two daughters. One of them, attending her mom’s hearings last week, was captured in photos watching the proceedings in rapt attention, beaming with pride.
Charlie Savage, the New York Times Legal Policy and National Security correspondent wrote, “Senator Marsha Blackburn, Republican of Tennessee, ripped into Judge Ketanji Brown Jackson on Monday during her Supreme Court confirmation hearing, tying the nominee to a wide range of conservative grievances. But the lawmaker’s accusations appeared to often be based on quotes taken out of context.”
An alum of Harvard College, where she studied government, and Harvard Law School, where she was an editor of the Harvard Law Review, Jackson graduated from Palmetto Senior High School before that in Florida’s Miami-Dade County, where she grew up.
“We know that progress doesn’t come easily. Breaking barriers and being the first means not just significant opportunity, but also tremendous responsibility,” said Padilla in his opening statement last week when the hearings began.
Jackson is close to her parents, Johnny and Ellery Brown and her brother, Ketajh Brown, a former Baltimore City police officer and soldier in the United States Army. All three of them attended Jackson’s confirmation hearings last week.
“But Judge Jackson, I also know that you are equipped with a tremendous record of experience and accomplishment, and you are ready to blaze this trail,” Padilla continued. “Judge Jackson, even before your next opinion or dissent, your appearance before us today already begins a new chapter in our nation’s history.”
Savage examined statements and accusations Blackburn made about Jackson on a range of issues, including parental rights, critical race theory, transgender athletes and criminal sentencing. from local staff, said West, who is currently running 31 studies of guaranteed income programs across the country. The primary model cited for Breathe was in Stockton, where former Mayor Michael Tubbs initiated a program that provided $500 a month for a year. That and similar programs have all been well reviewed. “Across the country, guaranteed income has already proven to reduce poverty, improve the long-term well-being of families and give residents living on the edge of a fiscal cliff the support they need to breathe a little easier,” Mitchell said.

nearly 185 people have died in custody in San Diego County between 2006 and 2020. Four more deaths have occurred since the audit report was released.
Enough is enough, some said. “We are here to say that that is not good enough. We’ve just had an interim sheriff in Martinez, and five more deaths. The deaths in
Both of her parents, HBCU graduates, are educators (her dad is an attorney, too). “We know that poverty is bad for your health.” Ross noted, explaining why, as leader of California’s largest health foundation, he would be supportive of a guaranteed income pilot program. “If you want to predict someone’s life expectancy, ask them for their zip code,” he said, for that and “their health status based on issues of poverty and housing and transportation, clean air and clean water and those kinds of things. So that’s why we’re involved.” The link to apply online can be found at breathe. lacounty.gov, or in Spanish at respire.lacounty.gov. We don’t think another interim sheriff is going to work. We still have to wait 10 more months for someone to be sworn in.
Despite this, the Board of Supervisors has chosen to appoint an interim sheriff, Sheriff Anthony Ray, who is internal to the police department, something that the Organizers say will not solve the problem of These are just a fraction of the names of those who have died while in the care of the San Diego Sheriff’s Department. The artists on this project were able to beautify the steps while keeping the integrity and history of the location. The plans for this project was not to gentrify this neighborhood but to clean and restore it to its true beauty. Now decorated with beautiful poppies by local artists, Herbert Delong, Isabel Garcia, Shannon White, and Shirish Villaseñor, the steps are able to represent much more.
Poppies are native to this area, and help bring back some of the history to the steps. We could have that many more deaths. Clearly it’s not being taken seriously,” one protestor commented.

They were excited to create a space where the new generation of residents and children could use everyday. Those in the neighborhood are also hopeful that this beautification project on the “secret steps” will bring more updates to the community and show just how beautiful their community is. At the ribbon cutting, Brian
Polland, CEO of the Urban Collective Project spoke of future plans for the “secret steps”. While phase 1 was to clean up the stairs and add art, they hope to add an ecosystem and some small fruit trees as a phase 2 for the Valencia Park community. The Valencia Park residents are happy to see the new efforts being put into restoring their community and hope that the new murals at the “secret steps” bring joy to those who use them for many more years to come.

EDITORIAL/COMMENTARY/OPINION To the Women Who Paved the The U.S. Supreme Court, Judge Way for Judge Brown Jackson Jackson, And Republicans By Donna Brazile Veteran Democratic Political Strategist
By Dr. John E. Warren, Publisher The San Diego Voice & Viewpoint The attack from within on democracy has never been as clear as the demonstration we witnessed during the Senate Judiciary Committee hearings on the nomination of Judge Ketanji Brown Jackson for the U.S. Supreme Court. What we witnessed was half of the democratic process upon which our constitution stands, abandoning its duty to “uphold the laws and to protect this nation from all enemies, foreign and ‘Domestic’”. When we refer to “half ” of the democratic process, we mean that the process involves both parties, the Democrats and the Republicans. Historically, the two parties have represented the conservative and liberal policy attitudes of the nation. But this has been within the confines of the Constitution and its guidance. We saw the same White Republicans who praised the nomination of the less
qualified Amy Coney Barrett to the Supreme Court, attack Judge Jackson on legal issues while ignoring her qualifications for the job based upon an established record with more than 500 opinions which were available for review. The many attacks on her decisions in criminal cases as well as some of her actions as a defense attorney, were never expressed to Judge Barrett. There were many questions on abortion rights and how Judge Jackson might rule, while Barrett, during her hearings, was allowed to simply state that she could not speak on matters either before the court or that might come before the court. The difference was clearly race related when one considers that Judge Jackson has survived three Senate confirmations prior to this one, with many of the same Republicans voting for her. The difference: this vote would place a Black Woman where many of them think she should not be, despite her qualifications. In addition to her being a fed-
Ukraine Invasion and the Tulsa Massacre are from the Same Playbook By David W. Marshall Founder of TRB: The Reconciled Body Looking at the events unfolding in Ukraine, it’s not hard to compare them to what occurred during Nazi Germany’s invasion of Poland, which in 1939 marked the start of World War II, especially when you see how two dictators (Hitler and Putin) followed the same playbook. When you consider the reasons behind the attack on Ukraine, they are like the motives behind the Tulsa massacre in 1921. It shows how acts of hatred and evil are timeless. One day after Russian President Vladimir Putin ordered troops into separatist-held parts of eastern Ukraine, the Ukrainian Minister of Foreign Affairs Dmytro Kuleba was straightforward about Russia’s long-term objective. “His ultimate goal is to destroy Ukraine,” Kuleba said of Putin. Putin “wants the idea of Ukrainian statehood to fail. This is his objective.” Putin is scared to death of democracy. He hates that NATO was founded to provide defense of democracies on both sides of the Atlantic and provide effective opposition to any power that seeks to dominate Europe. Putin’s fears about NATO are not centered on any expected military aggression from the West but rather the optimism and hope that democracy offers. Putin aims to restore Russia as
a world superpower while reining in those nations that previously turned away from Moscow. These goals become personal and more complex when former Soviet republics like Ukraine and the former Warsaw Pact members aspire to become free democracies. An independent, democratic, economically stable, and internationally integrated Ukraine exposes Putin’s lies and potentially threatens his hold on power. A successful Ukrainian model would show the Russian model as a failure and sham while showing what true democracy offers. It would inspire other regions, including Russia’s citizens, to seek greater control over their own destiny by opposing the current regime in Moscow. The Ukrainian model is being destroyed in real-time. Compare that to the Greenwood district of Tulsa, Oklahoma, in 1921. Greenwood functioned independently by having its own school system, post office, bank, library, hospital, and public transit. It was a prosperous city within a city with luxury shops, restaurants, grocery stores, hotels, jewelry and clothing stores. Black people achieving and enjoying the benefits of economic success did not sit well with whites who were not as successful. The prosperity of Greenwood residents scared them. If the area known as the “Black Wall Street” and others like it were allowed to
eral judge with a proven track record; her Harvard law education and U.S. Supreme Court clerkship with the very Justice she would be replacing, her confirmation is expected to be one of 50 Democratic Senators voting for her and 50 Republican Senators voting against her with Vice President Harris, as President of the Senate, being the tiebreaker in favor of Judge Jackson, This same U.S. Senate never held a confirmation hearing until Louis Brandeis, a Jew, in 1916, who was confirmed by a vote of 47-22. He went on to serve for 23 years with respect and influence. Clearly, that has established that White nominees are treated differently than some people of color. Such an attitude is racist on its face and makes a hypocrisy out of the idea of “equality under the law”. America should look very closely at how the Senate votes and remember those who oppose such a qualified nomination for what clearly is no reason other than race.
The historic confirmation hearing of Judge Ketanji B r o w n J a c k s o n’s nomination to become the first Black woman in the U.S. Supreme Court has motivated me to write an open letter to some of my mentors who are no longer with us.
My letter is addressed to these civil rights pioneers in heaven: Coretta Scott King, widow of Dr. Martin Luther King Jr.; Congresswoman Shirley Chisholm, the first Black woman elected to Congress and the first Black candidate for a major party presidential nomination; Rosa Parks, whose refusal to tolerate racism jump-started the civil rights movement in 1955; Judge Constance Baker Motley, the first Black female federal judge; Dr. Dorothy Height, who served for 40 years as president of the National Council of Negro Women; Congresswoman Barbara Jordan; C. Delores Tucker, civil rights leader; Rev Willie T. Barrow, civil rights pioneer; America’s poet Dr. Maya Angelou, and Althea Simmons, chief of the NAACP’s Washington bureau and the organization’s chief Washington lobbyist. My Dear Sisters,
thrive unchallenged, it would have been a successful model for other Black communities to not only accumulate wealth but to transfer it generationally. As an economic powerhouse, Greenwood would prove the idea of white superiority as a sham with no credibility. Today, the people of Ukraine, just like the 11,000 citizens living in the Greenwood district, deserve to have peace and the pursuit of happiness. In 1921, the Tulsa massacre started with an “alleged assault” and ended in a deadly invasion by a lynch mob. They too followed the playbook, which begins with a lie and eventually ends in a deadly attack to destroy what they see as a threat to their power and control. The Black Wall Street model was burned to the ground, destroying more than 1,200 homes, at least 60 businesses, and dozens of churches. Unjust “supremacy” won the only way it can, through misinformation, intimidation, and violence. For the Greenwood survivors, like the Holocaust survivors after them, it was a traumatic event, and we should never forget the true motives behind these aggressions. As the world reels in shock and sadness over Russia’s unprovoked attack on neighboring Ukraine, it really should be no surprise that former President Donald Trump described Putin’s justification for invading Ukraine as “savvy” and “genius.” As for the playbook, Trump fully recognizes it and supports its use. David W. Marshall is the founder of the faith-based organization TRB: The Reconciled Body and author of the book God Bless Our Divided America.
The world has been changing for the better since you left us all too soon, as we move forward to achieve Dr. Martin Luther King’s dream of equality. Now we are on the edge of a remarkable achievement: seeing the first Black woman on the Supreme Court, if the Senate confirms the brilliant Judge Ketanji Brown Jackson’s nomination. All of you deserve credit for paving the road that led to Judge Jackson’s nomination, just as you paved the
road that led to the election of our first Black president and vice president, and the election of the 28 Black women currently serving in the U.S. House. Each of you threw rocks in the stream and sent ripples through the Black community that turned into waves, as Black women and men took advantage of the opportunities you helped create to go to college, medical school, law school, and take other educational paths closed off to us in years past. And we can now vote thanks to your work — something my parents were barred from doing when I was a young girl in Louisiana, and something many Republicans are now trying to suppress. I grew up in the 1960s and 1970s, hearing “no you can’t” when I dreamed big dreams for my future and the future of other Black Americans. Judge Jackson’s nomination fulfills the promise of President Barack Obama’s campaign slogan: “Yes we can.” How times have changed! Judge Jackson is your daughter. Her elevation to our highest court is supported by everyone who believes that opening the doors of the American Dream to all of us is a moral imperative and that we shall overcome the slings and arrows of those who do not. Look down from heaven, dear sisters, and watch Kentanji Brown Jackson make history, just as you did. Donna Brazile is an adjunct professor, author, Vice Chair of Voter Registration and Participation at the Democratic National Committee, and former interim National Chair of the Democratic National Committee.
Letter to the Editor Dear Editor, My name is Elene. I am a psychotherapist living in San Diego. Judge Jackson should be confirmed after the Senate reviews her accomplishments and meaningfully engages in her confirmation hearings. As a woman of color, I am saying it is time for our highest court to recognize the need for Judge Jackson’s historic and specific view around issues that affect our communities most personally and disproportionally such as voting rights, education, worker’s rights access to healthcare including mental health and addiction, gun violence, housing, education, the right to control your body, global warming and many others that the Supreme Court holds in their hands. Judge Jackson is fully and uniquely qualified to assist the court to have a full view of these issues for all Americans. Our Democracy is again in a moment to be able to move toward our founding documents, Constitution (including all amendments) and promises to become a more perfect union by confirming without hesitation Judge Jackson. She has already united a normally divided country— having been confirmed three times with bi-partisan support because of her vast experience as an attorney and judge, demonstrating an unwavering commitment to justice for all Americans. Judge Jackson is highly educated, regarded, and qualified for the Supreme Court and should be confirmed without delay. Judge Jackson’s confirmation will be a new day for our country, ensuring the highest court in the land better reflects the diversity and experiences of all Americans. After senators review her accomplishments and engage in her confirmation hearing, all that will be left is an affirmative vote to confirm our country’s first Black woman to the Supreme Court. My fellow San Diegans I am asking that you make your support known for Judge Ketanji Brown Jackson Sincerely, Elene Bratton, eleneb@cox.net

EDWARD SMITH was born to Leon Murry and Ora Smith on December 11, 1941, in Napoleonville, Louisiana. Edward accepted Jesus Christ as his Savior at an early age.
IVY MAY WILLIAMS was born on May 21, 1925, to William M. and Nannie C. Taylor in Hennessey, Oklahoma. Ivy May was preceded in death by her parents; her sisters: Hortense Taylor and Hycinthia Taylor Johnson; her brothers: Thomas and Thurman Taylor; her husband, Johnnie Lee Williams; and son, Tommy Hollins. At the age of 5, her family moved to Enid, Oklahoma, from Hennessey. She began her early education at Dunbar School and later graduated from Booker T. Washington High School.
BRENT ERIC DUBOSE was born into the marriage of Tommy and Mary E. Dubose on October 17, 1962. He was the second of four children. Being raised in San Diego, Brent attended Webster Elementary School, Pershing Junior High School, and Lincoln High School, graduating in 1980. After High School, Brent attended and graduated from I.T.T. Technical Institute. Tommy and Mary Dubose raised their children in church, teaching them to love God and love others. Brent accepted Christ and was baptized at an early childhood age, becoming a member of New Corinthians Baptist Church under the late Pastor LaSalle Jones. In 2010, Brent and his brother Andre Dubose became members of Greater Victory Church, Dr. G. A. Williams, Pastor. Brent became a Private Business Entrepreneur and Owner of All Needs Solid Waste Management. He recycled metals and had several business contracts with Car Dealerships and other companies in and around San Diego County. On May 16, 2019, Brent and Tonya came together as husband and wife. Like two people in love and committed to their marriage, they enjoyed life together, the good and the not so good. He cared for her and she cared for him to the end. Brent was currently in training to be ordained as a Deacon of the Greater Victory Church. He served as an Armor Bearer for the Pastor. He also assisted in the latest renovation of the Greater Victory Church facility and other ways whenever asked to do so. On Sunday night, October 10, 2021, God sent His Angels to escort Brent home to be with the Lord. Brent is now “absent from the body, but present with the Lord (II Cor. 5:8).” Being now with the Lord, joining his father and mother who preceded him in death, Brent leaves here to cherish his memory, his wife, Tonya Marie McCulloch-Dubose; his children: Eric R. Dubose, Jamar D. Dubose, Eric Gray, Nafeesa Gray, Marlon Gray, and Calvin H. C. Solomon; thirteen grandchildren; three great-grandchildren; his siblings: Lisa Shabazz, Stephanie Chapman, and his “brother like no other” Andre Bernard Dubose, as well as a host of nieces, nephews, and friends.
He attended the plantation school and graduated from Lowery High School in Donaldsonville, LA. He was a gifted athlete who excelled in baseball, track, and basketball. After high school, Edward and a friend hitch-hiked from Donaldsonville, LA, to California. Edward Smith’s life was a ministry of service and love. He joined the U.S. Navy in 1960. Ed married Betty Streams and they have one son, Tommy L. Doss. “Smitty” received accolades and awards for service on ships, at duty stations, and playing on the Navy’s softball and basketball teams. He graduated from the Senior Enlisted Academy at the U.S. Naval Academy in 1984. MACM (SW) Edward Smith retired on February 15, 1991. Smitty met Gracelia Blackwell in 1979. They married in 1981 and raised two sons, Marcus and Eric. He was an amazing father to his sons and godfather to Sammy Holmes, Jr. He joined Bayview Baptist Church where he served on the Culinary Committee, Men’s Ministry, and was in Bible Study “Class 18.” Edward’s deep affection was for his youth football and cheer “kids,” their families, supporters, and volunteers. “Mr. Smith” was President of the Balboa Association and on the San Diego Youth Football & Cheer Association Board. He was also President of the Webster Community Council and honored as a “Pillar of the Community” in 2021 at SE San Diego’s Family Empowerment Day. “Coach” Smith refused to be defined by illness. His faith in God and his determined mindset were inspirational. On February 15, 2022, at the San Diego VA Medical Center, Edward Smith passed on to eternal life with our Lord. Survivors include his wife, Gracelia; sons: Tommy L. Doss (Angela), Marcus Smith (Ashley), Eric Smith (Maria) and Clem “Boo” Brown (Kim); brother John Murry (Ethel); sisters: Florida Mae Armstead, Margaret R. Mills (O’Neal), Richiedean Rhyans, Tina Murry and Leonise Murry; brothers-in-law: Andrew Blackwell and Arthur Blackwell (Kelley); grandchildren, great-grandchildren, nieces, nephews, and extended family who miss him.

CHIEF MASTER-AT-ARMS ROMAN L. RUSSELL was born in September 1944, to George and Lillie Russell in Jefferson County, Kentucky. He was the eleventh child born of twelve children. Roman graduated from Eastern High School in 1962. He proudly enlisted in the United States Navy in 1963 and left his hometown of Louisville, Kentucky. Roman proudly and humbly served his country for twenty years and always put everyone before himself. His numerous awards included the Meritorious Unit Commendation, Republic of Vietnam Armed Forces Meritorious Unit Commendation (Gallantry Cross with Palm), Navy Unit Commendation, Vietnam Service Medal, Armed Forces Expeditionary Medal, and the National Defense Medal. He graduated with an Associates of Arts Degree from San Diego City College and worked a full-time job with the United States Postal Service. During his twenty-five years of postal service, Roman was an active union member and made annual donations to the education of African American youth. None of these achievements would have been possible without the support of his wife. While stationed in San Diego, Roman met the love of his life and best friend, Zelma. Together, they had five children, and while Zelma was the heart of the family, he was its strength. His achievements granted him a great sense of pride, but nothing compared to Roman’s pride and joy as a father. His family was his number one priority and his inspiration. Roman loved fishing, entertaining, gardening, and initiating home improvement projects. We will forever miss his smile and sense of humor. He will continue to live on forever in our hearts. On Sunday, February 27, 2022, God called Roman home to reunite with his wife Zelma. He is also preceded in death by son Phillip; parents: George and Lillie; brothers: William, Alexander, Charles, Cline, and Jimmy; sisters: Annie Mae, Margaret, Matty, Lena, and Ethel. Surviving Roman are his daughters: Phylista and Juanita (Chinyelu); sons: Anthony and Greg; grandchildren: Enola “Nolie,” Phillip “PJ,” Patrick, Tamika, Cosha, Jasmine, Leilah, Joi, Autumn, and Zuri; brother, James; sisters-in-law: Ora Lee, TJ, Vivian; brother-in-law, Gary; and a host of nieces and nephews.

She was married shortly thereafter and had two amazing children, James “Jimmy” Hollins and Tommy Hollins. Although her marriage didn’t last, a chance at discovering true love was awaiting her. When Johnnie and Ivy met, Johnnie made sure that Ivy knew that she was the “one.” In 1948, they were married and Ivy relocated from Fresno, California, to San Diego. Prior to marrying Johnnie, she had worked many jobs. The family migrated west, settling in Fresno. Ivy made it to San Diego and within two days of her arrival, she was employed at a pressing company. After pressing clothing, she decided to move on and worked for Mercy Hospital. She left and worked for the San Diego Public Library until she settled at the County. She worked hard. Her determination to be the best and the most knowledgeable resulted in her being promoted to Assistant Municipal Deputy Chief for the County. After over 20 years of service, she retired and Johnnie and Ivy gave birth to Johnnie and Ivy’s Wash House and Rentals. The ambitious “power couple” went on to also own real estate. Ivy leaves to mourn: her first born son, James “Jimmy” Williams; her four grandchildren, Greg Hollins of Norwalk, CA, Daryl Hollins and Danielle Hollins of San Diego, CA, Tasha Harris, of Anderson, South Carolina; two nieces, Norma Jean Johnson of Houston, Texas, and Deidre “Dede” Taylor of Escondido, CA; cousin, Floyd “DV” Osborne of Diamond Bar, CA; thirteen greatgrandchildren and seven great-great-grandchildren. She also leaves to mourn a host of family and friends.

Attendees truly demonstrated the love and respect for Reverend Gary and his wife, First Lady Karen Gary. Reverend Gary acknowledged the love and tears as he and First Lady Karen went from person to person across the front of the church, hugging some and quietly praying for others. Celebrating with them was daughter Martina Sanders and grandchildren, Micah and Maylin Sanders.
Several pastors were on hand to show their support, including Pastor A. Mark Garcia, Senior Pastor of North Park Apostolic Church; Bishop Roy Dixon of Greater Woodlawn Park Church of God in Christ, and sons of the ministry, Senior Pastor Charles Mullen of New Life Christian Covenant Church; Senior Pastor Errick Gaffney of New Bethel Baptist Church; and Pastor Dennis Hodges of The Church of
Yeshua Ha Mashiach. Praise and worship service was led by Robert Earl Dean. Nu-Way Has A New Play By Conita Butts Church Liaison Journalist
O
n Saturday, March 26, 2022, Nu Way Ministries in San Diego, held a play written by First Lady Peggy Sue Cooper based upon her first book, ‘It’s Be Time.’ The play was well attended by more than 75 people seated at round tables, enjoying the drama being played out before them. Prior to the start of the play, several attendees shared comments about why they
supported the play: Clayton and Geraldine Hill, stated, “I’ve known Pastor Cooper since elementary school and my wife for fifteen years. We are good friends and we love them.” Myra Glenn shared, “I adopted the First Lady as my mother and I call her Momma P, a name I gave her and people have been calling her that ever since. She is a wise first lady.” In an interview with First Lady Cooper, she shared what motivated and inspired her to write her book, from
which the play was adapted: “I attended Mrs. Gerri’s funeral and her funeral was so amazing that it really touched me. It touched me because of what she really did in life. Dr. Warren as he sat, he was so dignified, so proud. Her children rose and said so much about her, that it made me want to do something in life before it was too late.” The theme of Mamma P’s book, ‘It’s Be Time,’ is “The time is now to accomplish and become all that you can be on this earth...The season for becoming is now.
We’re forever coming to Be until we have become in the earth, and finally we will look back and see what we have Become.” Cast members of the play were Pastor Steve O. Cooper, Jr., First Lady Peggy Sue Cooper, Dorenda Lyniea Cooper-Bryant, Steve O. Cooper, Jr., Melody Willrich, Briyana Willrich, Amaya Willrich-Flores, Katherine Thompson, Heather Evans, Marilyn Johnson, Willie Johnson – A1, Pastor Carlos Johnson, First Lady Margret Johnson, and the groups Eturnal and Kingdom Kids.
Reverend Gary was appointed pastor of New Creation following Pastor Emeritus Johnson, Jr. He has pastored at New Creation for more than 42 years. During his time as pastor, he is credited with working with establishing several special projects, including the New Creation Church Ministers in Training, the Greg Cunningham Agape Mission, Macat-catud Elementary School in Magsingal, Philippines, the
Martin Akinfosile Food Pantry, and the Head Start program, to name a few.

LOCAL/HEALTHY LIVING/INTERNATIONAL SDG&E CUSTOMERS
to Receive Upcoming Bill Credit California Climate Credit to offset bills by as much as $171.40 April to Sept. Voice & Viewpoint Newswire
Photo: Nataliya Vaitkevich
Less Than A Month To Tax Day
In the coming months, San Diego Gas & Electric’s (SDG&E) residential customers will receive a break on their utility bills – up to $171.40 in bill credits, thanks to the California Climate Credit program. Administered by the California Public Utilities Commission (CPUC), the program is part of the state’s efforts to fight climate change. In April, natural gas customers will see their bill reduced by $43.06 – more than double last year’s credit. In both August
and September, SDG&E electricity customers will see their bills offset by $64.17 in climate credits (or a total of $128.34), almost double last year’s amount. The electric Climate Credits are applied to bills during the typically hottest months in the year, when energy use tends to be higher due to air conditioning. The California Climate Credit is a state program
that requires power plants, natura l gas providers, and ot h e r l a r g e industries that emit greenhouse gasses to buy carbon pollution permits. The credits on customers’ bills represent their share of the payments from the state’s program and provide customers an increased opportunity to invest in energy-saving products.
There is no action required to receive the credit. All residential natural gas customers will automatically receive this credit from SDG&E on their April bill. All electricity customers, including community choice aggregation customers, will automatically receive the credit on their August and September billing cycles. For more information, visit SDGEnews.com.
MILLIONS YET TO FILE Families can miss out on thousands of dollars by not filing by April 18 Voice & Viewpoint Newswire The April 18 tax filing deadline is fast approaching. According to the most recent data from the Franchise Tax Board (FTB), filing for the Earned Income Tax Credit (EITC) is down 5% among Californians this tax season compared to last year, and while nearly 4 million California residents claimed the tax credit last year, less than 35% of those eligible have filed for the credit this year. Thousands of dollars in tax credits are available to California residents – and all they have to do is file their taxes to receive them. There are numerous no-cost tax filing options available. One resource is MyFreeTaxes.org, United Ways’ free tax filing program and tax education resources, provided in both English and Spanish. It’s not too late for working families in California to get additional tax credits from the state – California is offering two tax credit programs to help families stay afloat: • The California Earned Inc ome Ta x C re d it (CalEITC) ranges from $255 to over $3,000 for families with incomes up to $30,000. • If you qualify for the CalEITC AND have a child under the age of 6, families can file for the Young Child Tax Credit
(YCTC) for up to an additional $1,000 per child. Families should stay away from pay-to-file companies to file for these tax credits, which average $400. According to an audit by the Treasury General for Tax Administration, more than 14 million taxpayers in 2019 may have paid tax software providers when they could have filed for free. Federal tax credits are also still available to families – even if households made $0. The Child Tax Credit (CTC) provides up to $3,600 per child under the age of 18 as of December 31, 2021. The EITC adds up to $6,728 if the filer made less than $57,414. As of March 2022, the IRS had a backlog of 7.2 million unprocessed individual returns for 2021, a far higher number than the typical one million. Expect to experience delays when filing. The agency also added new EITC or CTC regulations to prevent identity fraud, so filers should be prepared for an additional delay if filing for these programs. For more information, free assistance, and to see if you qualify for no-cost tax filing, visit MyFreeTaxes.org or text “taxes” to 211-211 to find a free tax filing site near you.

If either party to this action should die before the jointly held community property is divided, the language in the deed that characterizes how title is held (i.e., joint tenancy, tenants in common, or community property) will be controlling, and not the community property presumption. You should consult your attorney if you want the community property presumption to be written into the recorded title to the property.

BLACK HISTORY 1870
THOMAS MUNDY PETERSON VOTES Just one day after the 15th Amendment to the U.S. Constitution was ratified, Thomas Mundy Peterson became the first Black American to vote under its protections. His vote was cast in Perth Amboy, New Jersey regarding whether the town would keep its charter or revise the local government. In 1884, 14 years later, the residents of the town presented Peterson with a medal commemorating this first vote. Part of the inscription acknowledged “Thomas Peterson, the first colored voter in the United States under the provisions of the Fifteenth Amendment”. An original photo of Peterson and the medal on the day it was awarded is held at the Smithsonian.

VIRGIN ISLANDS The U.S. formally took possession of the “Danish West Indies”, renaming them the Virgin Islands. Lying around 65 miles East of Puerto Rico, the U.S. initially acquired the islands to help with the protection of the Panama Canal. Known for the climate and year-round growing season, like the rest of America, the islands have a history of slavery. The indigenous peoples were part of those Columbus kidnapped and sold as slaves. Spain and France both imported slaves from Africa. Slavery ended on the islands in 1848 under Dutch rule. In 1936, the U.S. made residents of the Virgin Islands citizens. In 1968, they were allowed to elect a governor, and in 1972, they held their first elections for a non-voting Congressional representative. The islands are in the Caribbean, and make an ideal holiday location for Americans, who do not need a passport.

PASSING OF JESSE OWENS Olympian Jesse Owens is considered by many to be the best representation of the hopes and values of international cooperation the Olympics are meant to embody. An extremely gifted athlete, Owens ran the 100m & 200m sprints, relay races, and did the long jump. In 1935 alone, he set three world records in a 1-hour span at a track meet in Michigan, a feat that has not yet been matched. Owens is most famous for his participation in the 1936 Olympics in Berlin. Germany was under Hitler, and the German Nazi party intended to prove Aryan supremacy at the games. Owen brutally upset these plans by winning four gold medals. Though World War II prevented his participation in future Olympics, it is largely agreed he would have broken records at the 1940 Olympics. Despite his status as a top athlete, Owens was a heavy smoker. In 1979 he was in and out of the hospital for cancer treatments. He passed at the age of 66 and is buried in Oak Woods Cemetery in Chicago.

The San Diego Recreation Center’s version of March Madness came to a conclusion last Saturday, March 26, at the municipal gym in Balboa Park. The 12-andunder Panthers of Paradise Hills were on a very special hoops assignment on Saturday, after completing rounds of playoff elimination games in a domineering fashion, the Panthers had one team, the Encanto Bulls, standing in the way of their undefeated season and a first place trophy. After four quartets of netswishing, rebounding, coaching, temper-flaring and hightop sneakers-squeaking on the muni-gym floor, the Panthers of Paradise Hills emerged as the winners with a score of 32-23, and it was time for the celebration to begin for the players who make up the Panthers; E. Logan, N. McClair, D. Hampton, C. Anderson, B. Ikeri, T. McNair, P. Franklin, J. Johnson, W. Powell, and M. Willis.

We are very proud of them,” Assistant Coach Pat Franklin said. The 10-U MLK team were also victorious in their pursuit of a Championship. “We used good ball movement, we made most of our layups and we played good defense,” MLK Baller, Donavan Simmons, said.
