By TJ Dunnivant At its last meeting, the California Racial and Identity Profiling Advisory Board (RIPAB) dis cussed the discrepancies in the racial profiling data reported by the Los Angeles Sheriff’s Department RIPAB(LASD).co-chair Melanie P. Ochoa told her board colleagues that there is “sufficient evidence” that data concerning police stops are not being reported by LASD as required by Assembly Bill (AB) 953. Ochoa said that “over 50,000 self-initiated stops” were “not captured as Racial and Identity Profiling Act (RIPA) data.” Deputies “failed to report over 18,000 consent searches,” and “over 25,000” or 37% of backseat detentions were not filed. “It’s a big deal,” said Ochoa, a staff attorney for Criminal Justice and Police Practices at the American Civil Liberties Union (ACLU) of Southern California. “The overall trends may be accurate but it’s really scary how much certain communities are impacted by this.”

He found that many of his colleagues in the Statehouse were also largely in the dark about the sig nificance of her case, which set the legal prece dent that essen tially ended slavery in Massachusetts.

The story of an enslaved woman who went to court to win her freedom more than 80 years before the Emancipation Proclamation had been pushed to the fringes of history. A group of civic leaders, activists and historians hope that ended Sunday in the quiet Massachusetts town of Sheffield with the unveil ing of a bronze statue of the woman who chose the name Elizabeth Freeman when she shed the chains of slavery 241 years ago to the day. Her story, while remarkable, remains relatively obscure.

Board member Lawanda Hawkins, founder of Justice for Murdered Children (JMC) said, “I am con cerned that the data received from the biggest (law enforcement) agency in the state is inaccurate. It makes you question all of it. If they are not giving us all the stops…. there’s a problem. And what is the repercussion if they don’t do it?”
About 40 million people live in California, according to data from the state’s Department of Finance. 2.25 million African Americans live in the state (about 6.5%). Reporting agencies made over 2.9 million stops during the stop data collection period, with the California Highway Patrol con ducting the most stops of any single agency (57.7%). Law enforcement officers searched 18,777 more peo ple perceived as Black than those perceived as White. The law enforcement agencies reporting 2020 RIPA data were the Police Departments serving Bakersfield, Davis, Fresno, Long Beach, Los Angeles, Los Angeles Unified School District, Oakland, Sacramento, San Diego, San Francisco and San Jose; the Sheriff’s Departments of Los Angeles County, Orange County, Riverside County, Sacramento County, San Bernardino County, San Diego County; and the California Highway LASDPatrol. is the largest sheriff’s depart ment in the world with nearly 10,000 deputies serving almost 10 million people. San Francisco has a population of 888,305 with 2,140 sworn officers and San Diego has 1,415 residents and 1,887 sworn officers.
AB 953, the Racial and Identity Profiling Act of 2015, requires California law enforcement agencies to report data to the Department of Justice (DOJ) on all vehicle and pedestrian stops, and citizen com plaints alleging racial and identity profiling.
“There should be an acknowl edgment of missing data and the direction this missing data is prob ably (going). It’s just not randomly missing. It’s just missing in a way to suggest that there are more cer tain things happening than being reported,” Ochoa said.
The report shows that in December 2020 LASD was aware of issues with SACR system data and assured OIG that “steps would be taken” to pre vent misreporting of stop data to the DOJ. But a year later, LASD “conceded” that the department was not “in compliance with RIPA require ments” due to the system being outdated. The CAD system was implemented in the 1980s and is running on hardware and software that are no longer supported by the Ayubmanufacturer.warnedthat there should be “a word of caution” when considering the data.
RIPAB’s latest report analyzes mil lions of vehicles and pedestrian stops conducted Between Jan. 1, 2020, to Dec. 31, 2020, by 18 law enforcement agencies. All state and local law enforcement agencies will be required to report stop data to the California DOJ by April 1, 2023.

“If you look at arrests by my agency you would see far fewer RIPA entries for arrests than arrests that actually occur. Court-ordered remands, warrants that appear for people that are already in custody, and in-custody incidents that result in arrest are all incidents that would not trigger RIPA reporting,” Ayub told the Board.
Those words were echoed in Article 1 of the Massachusetts Constitution in 1780, which begins “All men are born free and equal, and have cer tain natural, essential, and unalien able rights.’’ It is believed that Bett, after hear ing a public reading of the constitu tion, walked roughly 5 miles from the Ashley household to the home of attorney Theodore Sedgwick, one of the citizens who drafted the Sheffield Resolves, and asked him to represent her in her legal quest for freedom, said Paul O’Brien, president of the Sheffield Historical SedgwickSociety. and another attorney, Tapping Reeve, took the case.
Women had limited legal rights in Massachusetts courts at the time, so a male slave in the Ashley house hold named Brom was added to the Thecase.jury agreed with the attorneys, freeing Bett and Brom on Aug. 21, Former1781.
Sedgwicks had such a deep respect for Mumbet that when she died in 1829 at about the age of 85 she was buried with them, the only non-family member in the family plot. Much of what historians know about her was written by one of Theodore Sedgwick’s daughters, the novelist Catharine Maria Sedgwick, O’Brien said. The statue, cast by renowned sculp tor Brian Hanlon, was placed on the property of the First Congregational Church in Sheffield, not far from the Sedgwick home. “We don’t know if Elizabeth Freeman went to the church, but we know Ashley did, and it was com mon for enslavers to bring enslaved people to look after their children at church,’’ said O’Brien. Although some 200 people were expected to attend Sunday’s unveil ing, the culmination of three days of celebrations, organizers have been unable to find any of Freeman’s VanSantdescendants.hopes a permanent memo rial will spur interest into Freeman’s story. “Maybe her descendants will find us,’’ she said.

Writer and sports media personal ity Justin Tinsley narrated an ESPN 30 for 30 special about Hussle and his close relationship with athletes and the sports world, particularly LA “ThatSports.star on the Walk of Fame is symbolic of so much,” said Tinsley. “Nipsey is one of those people who will always be remembered, yes, as an incredible rapper. But even more than that, he was a man who had a vision for himself and his peo ple. He put that into action and the result of which will keep his name alive for generations of Black folk. That’s so beautiful and it’s inspiring that he cared so much to do every thing he did. But that star is also symbolic of everything we lost with him too. Everything he was yet to think of. Everything he was sup posed to do and accomplish.”
Profiling: Continued from cover The Los Angeles County Office of the Inspector General (OIG) con firmed data was missing in its June 10 Underreporting of Civilian Stop Data to the California Attorney General report. OIG reported that LASD’s Sheriff’s Automated Contact Reporting System (SACR) which supplies data to RIPA and its Computer Aided Dispatch System (CAD) which tracks patrol-related contacts run independently and do not commu nicate information.

On July 1, 2018, the eight largest law enforcement agencies began col lecting stop data and reporting the information to the DOJ. According to Attorney General Rob Bonta California is now one of the lead ers in the country in collecting and analyzing police traffic stops.

RIPAB is a diverse group of 19 members representing the public, law enforcement, and educators. Their charge is to eliminate racial and identity profiling, and improve diversity and racial and identity sensitivity in law enforcement. Ochoa said the missing RIPA data could have a “significant” effect on people’s lives in terms of litigation, policy change, and potential inter vention programs, and implemen tation of Assembly Bill (AB) 2542, the California Racial Justice Act CRJA(CRJA).prohibits the state from seek ing or obtaining a criminal convic tion, or from imposing a sentence, based upon race, ethnicity, or national origin.

After gaining notoriety locally fol lowing the release of a string of mixtapes, his gritty sound and inspirational spirit captivated listen er’s imaginations. He became more famous as he sold physical copies of his mixtapes for $100 each, an unheard-of strategy given the music was available digitally for free. This declaration of self-worth caught the attention of his fans and the music industry at large. Jay-Z famously bought 100 copies of the mixtape in a show of respect and support. Hussle’s crowning musical achieve ment was the release of his 2018 album ‘Victory Lap’. The effort received a Best Rap Album Grammy nomination in 2019. In 2020, at the 62nd Grammy Awards, he posthu mously earned three more nominations and took home two wins for Best Rap Performance and Best Rap/Sung Performance. His impact on the community grew with the opening of his Marathon clothing store in the heart of the Crenshaw commercial district. The store gave customers access to exclusive music along with the clothing. Hussle would go on to buy the entire shopping mall that surrounded the Marathon clothing store, in which he invested in STEM technology workspaces and housed other local entrepreneurs. On March 21, 2019, Hussle was killed outside of his Marathon store by Eric Holder who last month was found guilty of first-degree murder. Following his death, there was an outpouring of tributes. People in his community, across California and around the country honored his life with murals, vigils and other remembrances, reflecting the impact Hussle had on California and the hip hop community world Whilewide. the Marathon store has closed, the location remains a memorial to Hussle where fans pay daily tribute to his memory. There are plans to open a second store on Melrose Avenue. However, no date has been set for its opening.

On March 11, 2021, less than two months after he took office, Pres ident Biden signed the Ameri can Rescue Plan (ARP) into law. It accelerated the American eco nomic recovery by putting money in people’s pockets, getting chil dren back in school and lifting nearly half of them out of poverty. The ARP also prevented evic tions and foreclosures for millions of America’s families, kept hun dreds of large businesses open and reopened thousands of small busi nesses. It helped stem the deadly rampage of COVID-19 by expand ing testing and access to vaccines. Republicans put their politics over people’s needs and voted unan imously against this legislation. Democrats put people over politics and started building a foundation for the country’s recovery.

Your Right to Vote is not Tied To A Political Party

How can California claim to be the nation’s progressive leader if we can’t wipe away a remnant of slavery ?
California’s leadership has taken amazing steps to defend immigrants, combat climate change and, most recently, protect women’s rights. Yet the state Senate recently failed to pass Assembly inmatesinrefusalisservitudeourForpunishmentinvoluntarycontainsAmendment,bywasdentialslaveryThestateisonthewestrugglebansthatfromalreadyNebraskanalvitudethatwhichtheforcedThevitude.allowingintunityhaveAmendmentConstitutional3,whichwouldgivenvotersanopportoremovelanguageCalifornia’sconstitutionforindenturedserlegacyofslaveryandlaborrunsdeepinhistoryofCalifornia,isoneofninestatespermitinvoluntaryserasaformofcrimipunishment.Colorado,andUtahhaveremovedclausestheirconstitutionsexceptedprisonsfromonservitude,soItounderstandhowcansofiercelydebateremovalofthisstainourconstitution.Whythisexceptionintheconstitutionatall?federalprohibitionofstartedasapresiproclamationthateventuallyexpandedratificationofthe13thwhichalsolanguageallowingservitudeasforacrime.thoseservingtimeinprisons,involuntarymeansworkthatnotrehabilitative,theofwhichcanresultpunishment.Whenrefusetowork,they can lose visitation rights, be put in solitary confinement or face other penalties. The exception allowing this was not placed in the constitu tion until the end of slavery. Like a virus, slavery did not die out; it evolved. Prison servitude finds its roots in the same racist bedrock of our nation. It represents a means of control much like sharecropping, a tool for benefiting from uncompen sated Black labor. A report by a UC Berkeley econo mist found that California’s incarcerated workforce is responsible for over $150 million in annual revenue. It seems my colleagues are unwilling to forsake these profits in the name of free dom. We failed to end this coercive and inhuman prac Thistice. amendment was not about ending our prison labor system; it was about human dignity. Most incarcerated people want to work, either for selfimprovement or to max imize their chances of successful reentry into soci ety. They also want to have the means to cover their expenses in prison, such as food, clothing and commu nication with loved ones. But there are also those who want an education, and they should be able to choose that. Prisoners who decide not to work can lose the privileges that come with it, but they should not be pun ished. ACA 3 was not aimed at making incarcerated workers employees nor to give inmates a pass on gen eral housekeeping duties. This had nothing to do with wages. This was about pri oritizing rehabilitation and standing up for the values of equality and justice for all. If nothing else, ACA 3 would have at least allowed the people of California to decide whether it was time to remove a stain on our Onlyhistory.a few weeks prior to the vote, members of the state Senate stood to proudly celebrate Juneteenth, raising their voices to commemorate a day rep resenting freedom. That resolution passed the Senate with ease. I suppose it’s easy to embrace change when it’s already happened and not when you are called upon to create it. Not only did ACA 3 fail to gain support from enough senators to pass; but there were members on the Democratic side actively working against it. After 157 years of “free dom,” you cannot call your self an ally and fail to act on such legislation. California must remove this vestige of slavery from its constitu tion. State Sen. Steven Bradford is a Los Angeles area Democrat who chairs the California Legislative Black Caucus and the Senate Public Safety Committee. This editorial was originally pub lished in the Sacramento Bee. We all have heard the popular expression, “give credit where credit is due.” After hearing numer ous critics over the past 18 months, it is refreshing to see President Joe Biden finally getting the credit he deserves for what is one of the most productive starts to a presi dential term in recent history. The Financial Times’ Associate Editor Ed Luce recently wrote an opinion piece entitled, “The unexpected triumph of Joe Biden: Recent legislative successes suggest a good political system in good working order, but complacency is Mr.misplaced.”Lucemade the case for why President Biden’s star is rising, but warned that despite his impressive legislative record, voters may not give him the credit he deserves because too many people respond more to style than substance. I agree with Mr. Luce’s assessment. Our media-driven culture seems to rate words and deeds that gener ate headlines over those that make headway. Joe Biden, and those of us who support him, prefer putting people over politics. When President Biden took office, the country was in the grip of a global pandemic. Businesses were shuttering, schools were closing, and people were dying. The coun try needed leadership. Unfor tunately, we had a showman at the helm when a statesman was needed. Forty-five was preoccu pied with scoring political points and securing media hits. And when voters were given a chance to express themselves, by a margin of nearly seven million votes, they chose statesmanship over show Joemanship.Biden was sworn in on January 20, 2021. On that day, the coun try’s unemployment rate was 6.4 percent. COVID-19 was infecting 193,030 Americans a day and peo ple were dying at a rate of 3,167 a day. From day one, Biden focused on shoring up the shaky founda tion left by the previous Adminis tration.
During all of this, President Biden nominated the first Black woman to the United States Supreme Court, a Black woman to the DC Circuit Court of Appeals, and 26 other Black women to various federal courts, more than the combined total of all previous Presidents.

It appears that our recent discussions about the importance of each of us becoming Registered Voters and using our right to vote has been taken by some as an endorsement of a political party preference, as a necessity to voting. For the record, there is no constitutional requirement of a political party affiliation as a condition of voting. One only has to declare a party affiliation in states requir ing such affiliation for voting Democratic or Republican in primary races. While the Democratic and Republican parties are dominant political entities, in the State of California there are more Independent reg istered voters than Republicans. There are also other parties that many of you have heard of, such as Libertarian. We have focused on the Republican Party as a threat to Democracy because of their national efforts to impose voter suppres sion in states where they have intentionally made it more difficult to vote. The Repub lican Party has systematically redrawn election districts so as to weaken or neu tralize the Black vote with the intention of limiting Blacks and other people of color from gaining political office. Those who are in office make policy, as we have seen with the removal of ballot boxes, the elimination of Voting Precincts so as to make lines longer and to create more diffi culty for voters, the passing of laws prohib iting giving people in voting lines food or water while they wait to vote, and in some places the elimination of Sunday voting. The Republicans, under the leadership of Senator Mitch Mc Connell, has voted against every bill passed by the House of Representatives to bring relief to the Amer ican people in such areas as reducing the cost of prescription draws, restoring the Voting Rights Act provisions struck down by the Supreme Court in 2013, and the res toration of the protections lost under the recent Roe vs. Wade Supreme Court Deci sion on Abortion Rights. Former Presi dent Trump and those who rally around him have become the party of those who would reduce or eliminate rights that so many have fought and died for. But be not mistaken, the Democratic Party, while it has worked long and hard to restore and protect the kind of gains we have seen under President Biden, still have not done as much as it could for the people who put him in office. Without the Black vote, there would be no President Joe Biden. Yet he did not move to sign Execu tive Orders to fight Voter Suppression as he did with great speed to help overcome or provide protections available to him after the Supreme Court’s decision in Roe Forvs.Wade.those who register to vote in the com ing General Election, one may register as an Independent and still vote on November 8th. This time, it’s the Democratic Party which is the lesser of the two evils. There fore, we need Democrats to keep control of the Senate and we need Democratic mem bers elected to Congress to keep control of that body since all the legislation geared to the needs of everyday people are coming from the Democrats at this time.
Let’s stop looking for excuses for not regis tering or preparing to vote and look at what we need and want in elected officials at all levels during the next two years. Without a vote, needs and wants don’t count.

On Tuesday, August 9, the Chula Vista City Council voted to put a Charter Amendment on the November bal lot which would remove the requirement that most board and commission members be qualified electors. This would allow residents of Chula Vista to participate on boards and commissions they are qualified to serve on, regardless of immigration status. The one exception would be the Redistricting Commission, because members are required to be registered voters of the City. The ballot measure also includes modifications to the Charter that would require more experience for the elected City Attorney and allow the City Council to take action at special Council meetings, use mail ballot elections to fill vacancies, and approve bonded debt under State general laws. These changes are intended to better organize, clarify, and modernize the City’s Charter. On June 13, Los Angeles Mayor Eric Garcetti signed into law an ordinance restricting the sale of menthol cigarettes and other flavored tobacco products. The ordinance is set to take effect on Jan. 1, Last2023.year, a version of the ordinance that exempted men thol cigarettes was opposed by Black council members Mark Ridley-Thomas, Marqueece Harris Dawson and Curren Price. They argued that studies have found Black Americans are the racial/ethnic group most likely to use menthol cigarettes and are 25 times more likely than White Americans to do so.

NEWLY-ELECTED KENYAN LEADER ENDS VOTING BY TRIBE I s the two party system a thing of the past? Low voter turnout in the U.S. seems to reflect disenchantment with a single choice between Democrat and Republican. Kenya is no different. This month, Kenyans tossed the tra ditional toss-up between the Luo and Kikuyu ethnic groups to choose William Samoei Ruto, a Kalenjin. His party, the United Democratic Alliance (UDA) and its allies, took the political experts by surprise when he easily won all nine governorships of Mount Kenya - once considered a sure bet for a Luo. Raila Odinga, son of a prominent Luo figure in Kenya’s struggle for independence, was making his fifth attempt at the presidency and was expected to sweep in the Luo region. Support from the outgoing presi dent, Uhuru Kenyatta, failed to put him over the top. Meanwhile, “Ruto went to the remotest villages of Mount Kenya and talked to the lowest of market ven dors,” said Peter Kagwanja who campaigned for Odinga and is head of the Africa Policy Institute, a thinktank in Nairobi. “He took a strong populist approach and his populism Margaretwon.”
In the traditional ceremonies of the Zulu people, Misuzulu Zulu, 47, was crowned the new king of the coun try’s richest and most influential traditional Thousandsmonarchy.ofpeople gathered at the Zulu royal palace in South Africa to witness the ceremony. Government forces say they have put down a siege at the popular Hayat Hotel in Mogadishu that began Friday and has reportedly left over 20 casualties. It is the largest siege in the country since Hassan Sheikh Mohamud was elected pres ident in May. The Hayat is an upscale hotel fre quented by government officials, elders and people from the dias pora community. The director of Mogadishu’s main trauma hospital, Mohamed Abdirahman Jama, said the facility was treating at least 40 people wounded in the hotel attack and a separate mortar strike on another area of the capital.
Mohamed Ibrahim Warsame, better known by his pen name, Hadrawi, has passed away in the Somaliland cap ital, Hargeisa, after a long illness, according to familymembers. He was 79. “We have lost an icon in Somali literature,” Somali President Hassan Sheikh Mohamud said. “A man whom we will remember for his role in peace-building and con flict resolution, building the mindset of many Somalis through his wisdom and poems for the betterment and the unity of Somalis.
The weekend attack comes as Somali forces have stepped up operations against al-Shabab, and as Somalia’s President Mohamud has promised to eliminate the armed group. As Cats Excavating grew and took on work outside of the commu nity, it maintained its presence in the Lincoln Park neighborhood. A very special component to this year’s event was the inclusion of the Elderly Love recognition area, where senior citizens were honored for their commitment to Southeast society and beyond as educators, photographers, organizers and more. As hospital births increased, so did mor tality rates among mothers and infants. Eliminating Racial Disparities in Maternal and Infant Mortality, a report from The Center for American Progress (CAP) states: African American women across the income spectrum and from all walks of life are dying from preventable pregnancy-related complications at three to four times the rate of non-Hispanic white women,while the death rate for black infants is twice that of infants born to non -Hispanic white mothers. Black women are three times more likely to die from a pregnancy-related cause than White women. Multiple factors contribute to these disparities, such as variation in quality healthcare, underlying chronic conditions, structural racism, and implicit bias. Social determinants of health prevent many people from racial and ethnic minority groups from having fair opportunities for economic, physical, and emotional health.

She currently has about 25 members that pay $25 a month for member dues. That funding goes to helping underserved teens buy dresses for prom, purchasing gift cards for seniors, and giving away baby bundles and the thermometers for the Irisinitiative.and other partners said The Voice and Viewpoint has covered this event and its efforts for a few years now. They believe that the event does a great job at spreading the word among participants. However, the story of the day’s efforts needed to be told to a broader audi ence, they said. We thank them for choosing us to carry out such an important initiative that informs others of their rights to be treated equally in their birthing planning, process and healthy outcomes.

Janaia exclaimed: “Southeast is a breastfeeding desert.” Lisa proclaimed efforts to “eliminate Black infant mor tality rates.” Iris shared how each collaborative is cov ering almost every need and she hopes that one day the rates of disparities will go down. According to the CDC, annual death rates in the U.S. reach nearly 700 for women who give birth or for those within one year of giving birth. The numbers are grim for Black women: Black women are 3x more likely to die from a pregnancy related cause than white women. The statistics are just as great for Black infant mortal ity.

Jireh Providers goes out into the community to places like Jackie Robinson’s YMCA to check for high blood pressure, diabetes, Covid and other health disparities that afflict the Black community in San Diego. Williams believes her start-up is more effective in helping to decrease Black health disparities and hopes she can increase funding efforts to help her continue to do so.
As Iris introduced Lisa Bayne from Global Communities and Janaia Bruce from Neighborhood House Association, they all were quick to speak about the disparities surrounding Black infant health and birthing outcomes.

Mahoney, and 50 other Black nurses met in New York to form a group to eliminate discrimination, promote leadership, and raise professional standards in the nursing profession. NACGN was the first Black nursing association on record in the U.S.A. Co-founder Mary E. Mahoney was the first Black-American to receive a nursing license, and was well aware of the chal lenges facing the slowly increasing number of licensed Black nurses. As implied in the name, only Black nurses who graduated from nursing programs were allowed membership. At the time of its founding until after WWII, Black nurses were banned from the American Nursing Association (ANA).
Born in South Carolina and raised in Harlem, in the 1950s, Althea Gibson became the first Black woman to win the French Open (1956), U.S. Open (1958), and Wimbledon (1957) tennis championships. She was also the first Black woman to join the LPGA (Ladies Professional Golf Association) in 1964.Gibson loved sports from a young age, with her favorite being paddle tennis (professionally called Padel). She made a name for herself locally as a paddle ten nis champion and attracted the atten tion of musician Buddy Walker. Just one year after picking up a racket, she won an American Tennis Association (ATA) tour nament, picking up sponsors. She won a total of 13 ATA championships, financing the opportunities to compete in the 1950 U.S. National and the 1951 Wimbledon. She also earned a scholarship to Florida A&M university. She retired in 1971 and was inducted into the International Tennis Hall of Fame. She served 10 years as commissioner of athlet ics for New Jersey starting in 1975. The new law includes pro visions to increase taxes on corporations, address climate change, and decrease the prices of prescription drugs. The IRA will help cut climate pollution by 40 percent by 2030, while building a new, clean energy economy and creating nine million new jobs. It invests in environ mental justice by cleaning up legacy pollution most often found in communities of color and provides tax cred its to ensure nuclear energy producers can continue to provide clean energy for con sumers. The IRA will require corporations to pay a min imum tax of 15 percent and reduce the deficit by $300 bil lion over the next decade. As Mr. Luce warns us, “com placency is misplaced.” Voters should see this “good politi cal system in good working order” as motivation to go to the polls to support more positive progress. The Brotherhood of Sleeping Car Porters and Maids (BSCP) began with disgruntled, underpaid and overworked Pullman car workers. The first Black-led labor organization to receive charter in the American Federation of Labor (AFL), the BSCP made a wise choice with the peaceful labor and civil rights activist Asa Philip Randolph. President Woodrow Wilson had already called Randolph one of the most dangerous men in America for his per sistence and persuasive powers. By 1937, Pullman had reached an agreement with the union that increased pay, cut hours, and provided overtime. Later in life, Randolph was named chair of the 1963 March on Washington. President Lyndon Johnson awarded him the Presidential Medal of Freedom in 1964. Randolph finally retired from the BSCP in 1968. Randolph passed in 1979, one year after the BSCP merged with the Brotherhood of Railway Clerks (now the Transportation Communications International Union).

Pfizer Seeks OK of Updated COVID Vaccine Booster for Fall
Pfizer previously announced results from a study that found its earlier omicron tweak significantly revved up antibodies capable of fighting the first omicron version, called BA.1, and to a lesser degree the genetically distinct BA.4 and BA.5 omicron relatives. Its applica tion to the FDA contains that data plus animal testing of the newest recipe update. It’s similar to how flu vaccines are updated every year without having to undergo large studies. Pfizer and BioNTech expect to start a trial using the BA.4 and BA.5 boosters in the coming weeks, to shed additional light on how well tweaked shots work. Moderna has begun a similar study although full results wouldn’t be available before a fall booster campaign.

Whereas, monkeypox is an unusual disease caused by infection with the monkeypox virus. It is spread though prolonged skin-to-skin contact and symptoms of monkeypox include rash, fever, muscle aches, and respira tory symptoms. Although most cases of monkeypox resolve within a few weeks, monkeypox can cause serious symptoms, including severe pain, hospitalization and, in rare cases, death; and Whereas, in May 2022, clusters of monkeypox cases were identified in multiple countries with the first case of monkeypox in the United States (U.S.) confirmed in Massachusetts on May 20, 2022; and Whereas, on May 27, 2022, the first case of monkeypox was confirmed in California; and Whereas, on June 15, 2022, the first case of monkeypox was reported in San Diego County; and Whereas, on July 23, 2022, the World Health Organization (WHO) declared the multi-country spread of monkeypox to be a Public Health Emergency of International Concern, which constitutes its highest alert level; and Whereas, the global outbreak of mon keypox is rapidly changing day-today; and Whereas, as of July 29, 2022, glob ally, there have been over 21,148 cases associated with monkeypox and nationwide, there have been 4,907 confirmed or probable cases in the U.S., including 799 confirmed or probable cases in California across 27 local public health jurisdictions; and Whereas, as of July 29, 2022, there are 27 confirmed and 19 probable cases of monkeypox in San Diego County; and Whereas, on August 1, 2022, Governor Newsom proclaimed a State of Emergency in California to respond to monkeypox; and Whereas, there is a limited supply of the JYNNEOS® vaccine, which is approved by the U.S. Food & Drug Administration for the prevention of smallpox and monkeypox disease; and Whereas, due to the limited supply of vaccine, the large population and geographic location of San Diego County, combined with the world wide spread of monkeypox and con firmed or probable local cases, there is an imminent threat from the intro duction of monkeypox in San Diego County community at-large.

KENDALL LAMONT MCCULLOUGH was born on December 17, 1966, in Cook County of Chicago, IL to the Union of Louella and Tyrone Nathan McCullough. He was the eldest of three sons (Derrick and Tyrone Curtis). Early in his life, his mother Louella McCullough preceded him in death which brought the McCullough Family to relocate to San Diego, CA to live with their grandmother, Sis. Floy Mae McCullough, who also preceded him in death. With Mother McCullough’s guidance, all the McCullough’s were baptized at Kendall Lamont 03/27/1945 SUNSET 07/27/2022

Kendall attended Gompers and San Diego Academy and gradu ated from Morse High School in 1984. After graduating high school, Kendall attended Aviation School in Tulsa, Oklahoma. After attending aviation School, Kendall enlisted in the United State Navy where he was stationed in Guam. After his brief term in the military, he returned home to San Diego, CA which was the beginning of his health issues. While dealing with his health issues, Kendall attempted several careers, including stocks & bonds sales, and with the help of Mom Fran (Jackson), he started Real EveryoneEstate.who knew Kendall knows he loved his children and cherished being a provider for them in whatever capacity that was needed. Kendall had a passion and love for helping others. Kendall departed this life on July 29, 2022. Leaving to mourn his passing are his loving children, Coran Ann Crosby of Pittsburg, CA., Unique Hunter of San Diego, CA., and Emmanuel Raheem Bartley a.k.a. “Spanky” of San Diego, CA. His loving father Tyrone N. McCullough (Henrene), his loving siblings Pastor Derrick McCullough (Bridget) of San Diego, CA., and Tyrone C. ERNESTINA ROBERTSON BAKER, aka Granny (Tina), entered this world by Ernest and Gloria Robertson on March 27th, 1945, in Waco, Texas. She was one of seven children. As a child growing up in Texas, Granny, along with her siblings, grew up picking cotton as their way to support their family. She was called home on July 27th, 2022. As a child, Granny enjoyed sewing as a hobby. She was able to use that skill later in life to make wonderful pieces of clothing for herself and others. In 1963, Ernestina Robertson met and married James Arthur Baker, and from this union came her daughters Sha’Ron and Christine and their sons James, Robert, and Anthony. Ernestina was the original Jack of all trades. She was a devoted mother and taught her children the important things in life. She lived her life without fear, making memories and friendships everywhere. After being in Phoenix for most of her life, Granny relocated in 1997 to be with her daughters and grandchildren in San Diego. Granny also took this as an opportunity to return to school where she was able to earn her GED while being a great-grandmother. Being in California, she was able to travel to Mexico where she loved collecting antiques and soaking up the culture through fine dining. Left to share stories and cherish her memories: Sha’ron (daughter) and Michael Henderson of San Diego, CA. Christine Baker (daughter) of San Diego, CA. Funeral services were held on 08/17/2022 at New Paradise Baptist Church with the burial following at Mt. Hope Cemetery. Final arrangements were entrusted to Anderson Ragsdale Mortuary. On August 2, 1946, in San Diego, CA identical twins Delores and Annie Delores were born to Dorothy Lee and Moses Burgain Quinn. Delores attended Ralph Waldo Emerson Elementary School, Memorial Junior High School, and graduated from Abraham Lincoln High School. Following high school, Delores went to Charleston Job Corps Center in Charleston, WV. After graduating from Job Corps. Delores returned to San Diego and worked at Long’s Tax Office as a bookkeeper and tax assistant. She accepted a federal position at the Marine Corps Recruit Depot (MCRD) where she worked in the Supply Warehouse, Cash Office, and Audit Department. Delores retired from MCRD after 44 years of federal service. Delores became a member of the Order of Eastern Star. Throughout her 49 years of duty, Delores was appointed to several positions. Delores was also a member of the Imperial Court, Daughters of Isis, a charitable and benevolent Deloresorganization.loved the Lord and claimed Him as her personal savior early in life as she attended her family’s church, Logan Temple AME, and then Calvary Baptist Church. Shelton-Davis – San Diego, CA.; nephews Casey Quinn (Angela) – Bakersfield, CA. and Corey Quinn – Portland, OR.; great-nieces Brittany C. Quinn-Cook – Portland, OR., Madeline J. Quinn – Capistrano, CA., Neriyah D. Davis – San Diego, CA., and Fiona C. Quinn –McMinnville, OR.; great-nephews Daviyon N. Davis – San Diego, CA., Brayden T. W. Barron – Portland OR., Noah D. Moses – San Diego, CA., and Myles Morris – Ft. Worth TX.; and a host of cousins, relatives, and friends.
JEAN EVELYN RANSOM was born December 23, 1945, in Jefferson, Texas. She was one of ten children to Raymond and Gladys Buchanan. Jean accepted Christ in her life at an early age. She attended Macedonia High School in Texas before moving to California. Jean moved to San Diego in 1962 to finish her high school education at Sweetwater High, with her faith her number one priority. She became a mem ber of the Community Baptist Church that same year. Jean was joined in holy matrimony to Clifton Ransom, Sr. in 1963, and to this union, three children were born. Clifton Ransom, Jr., born in San Diego. Timothy Ransom, born in Los Angeles, CA, and Micah Ransom, born in Los Angeles, CA. While adjusting to married life and motherhood, her family moved to Los Angeles, where she worked at the Mattel Toy factory and the post office for several years. After relocating to San Diego, Jean decided to further her edu cation as a nursing assistant in 1978. From that, she pivoted careers and was hired on as a driver with Chula Vista transit, where she brought service and generosity to the community. Jean was a loving woman, devoted wife, mother, daughter, sister, aunt, grand mother, great-grandmother, and mother-in-law. She was the embodiment of strength, bravery, and unwavering faith. Jean’s love language was acts of service. She found joy in helping others, whether it be a place to lay your head, feeding you with her famous dressing, to giving you her last dollar. Her favorite quote was, “I don’t have much, but whatever I got, I’m gonna give it.” She didn’t do these things for any awards or recognition; she did it to provide comfort and love to those in need. Jean’s laugh was infectious; with her head tilted back and one leg up, she enjoyed being “tickled.” Jean knew how to have a good time dancing. She even won dance competitions in her teens. The love she gave to her children, grandchildren, and great-grandchildren was unmatched; from birthday cards with handwritten notes to staying up late ordering Christmas gifts, Jean made a way. Her love was priceless. The Lord called Jean home on Tuesday, July 26, Jean2022.was preceded in death by her husband, Clifton Ransom, Sr.; her oldest son Clifton Ransom, Jr.; parents, Raymond and Gladys Buchanan; siblings, Raymond, Jr., Marie, Opal, Wendell, Robert, Arbruna, Lela Mae, and James. She leaves to cherish her memory two sons, Timothy Ransom (wife Jackie) and Micah Ransom (wife Tammie); thirteen grandchildren, several great-grandchil dren, and a host of relatives and friends who will miss her dearly.

WHEN DID RENTAL CAR PRICES GET SO HIGH? Like most travel costs, rental car prices sharply dropped in April and May 2020 as people began calling off vacations to stay at home. But things began to turn around at the beginning of 2021 when prices began increasing every month, building up to a record high set in July 2021. Road trips were especially hot that summer (thus high demand), but other factors –including a global semicon ductor shortage and tourism industry labor shortages –contributed to low supply. In fact, leisure and hospitality sector employment remains 7.8% below pre-pandemic levels, according to an anal ysis of Bureau of Labor Statistics data from the U.S. Travel Association. Prices have slightly dipped from the July 2021 record, but they are still far above pre-pandemic pricing.
