One hundred and ten African Americans died or suffered serious bodily injury dur ing encounters with law enforcement offi cers in the Golden State over the course of Blacks made up 16.7 % of the civilians that were killed or suffered severe injury during incidents involving the discharge of a firearm or the use of force by police officers in 2021. Of the 660 civilians, who died or were injured, 50.6 % were Hispanic and 25.5 % were White.

President Joe Biden says he hopes his proposal to forgive federal student loans will narrow the nation’s racial wealth gap. But a generation of Black and Hispanic Americans was dispropor tionately shut out of one of the keys to Biden’s plan: the Pell Grant program. As part of the “war on drugs’’ - a consequential, anti-crime legislative agenda that Biden cham pioned as a U.S. senator - an estimated hundreds of thousands of convicted drug offenders had their access to federal financial aid delayed or denied, including Pell Grants and student loans. If they wanted to go to college after their prison terms ended, these offenders had to take on larger, often predatory, private student loans.

The report, however, does not indicate how many of the 149 individuals that died during the 628 incidents were Black or of any other race. The stats were gleaned from the Use of Force Incident Report released by the California Department of Justice (DOJ) late last month.

The report was one of four annual criminal justice statis tical breakdowns released to give the public, policy makers, researchers, and law enforcement statistics to support informed policy choices based on data and analysis and to help protect the safety and well-being of all Californians, according to an Aug. 25 press release from See BONTA page 2

An infrastructure bill that Biden signed into law last year is designed to address problems like Jackson’s, but it’s unclear how much money the Mississippi capital will receive.

But even before the rainfall, offi cials said some water pumps had failed and a treatment plant was using backup pumps. Jackson had already been under a boil-water notice for a month because the state health department had found cloudy water that could make peo ple ill.

The Mississippi Legislature this year allocated $3 million for repairs at Jackson’s Fewell water plant. The Legislature also put $400 mil lion of federal pandemic relief money into a water infrastructure fund, and Jackson could apply for part of that. Cities or counties are required to match the grant money with local money. The application period opened Thursday.

In 2016, the state Health Department found an inadequate applica tion of water treatment chemicals because of a failing corrosion con trol system at the Curtis plant. The EPA required the city to cor rect this problem. In 2017, the city began installation of corrosion control treatment.

In a speech on August 29, after the AP story published, Biden said people leaving prison need help to successfully reenter society.

Studies show that Pell Grants – one of the nation’s most effective financial aid programs - routinely help more than half of Black stu dents and almost half of Hispanic students afford college. According to the White House, among the 43 million borrowers who are eligible for debt relief under Biden’s plan, more than 60% are Pell Grant recipients.

“If you served your time, you shouldn’t be deprived of being able to get a Pell Grant to go to school,’’ Biden said in remarks at Wilkes University in Pennsylvania on his adminis tration’s plans to prevent crime. “You should be able to get a degree -- that’s the best thing you can do.’’

Most of Jackson’s water comes from the Ross Barnett Reservoir, which is just northeast of the city and is fed by the Pearl River. The city also takes some water from a well. In addition, hospitals and some state agencies have drilled their own wells to have water available in case of problems with the city system. The water system serves about 150,000 residents in Jackson and about 11,500 residents of a suburb, Byram, plus businesses and gov ernment offices.

Ultimately, Biden worked passionately to pass the crime bill he sponsored.

However, in 2006, Congress changed the ban on grants to drug offenders. It applied only to students whose convictions happened while they were receiving federal student aid, narrowing its effect significantly, although experts say the law still forced hundreds of enrolled students to drop out of college when they lost their aid. Drug convictions no longer affect a student’s financial aid eligibility, although the ques tion still appears on the Free Application for Federal Student Aid, or FAFSA. In April, the U.S. Department of Education expanded its Second Chance Pell Program, which pro vides grants to incarcerated students to help them enroll in academic programs. A further expansion of Pell Grants to incarcerated stu dents begins in July 2023, according to the Department of Education.

“I think there’s a particular onus on this administration and on this president to be part of the solution for issues that he was very deeply involved in,’’ said Melissa Moore, the director of civil systems reform at Drug Policy There’sAlliance.ageneration of former drug offend ers who borrowed to pay for school, but don’t have Pell Grants or federal loans, and won’t have any of their student debt forgiven.

The White House said in a statement to The Associated Press that the student debt relief plan will wipe away about half of the average debt held by Black and Hispanic borrowers, not counting the additional $10,000 cancel lation for Pell Grant recipients.

The mayor said the city has had difficulty finding and hiring enough Class A certified water operators. Federal law requires at least one such operator to be on duty at each water treatment plant at all times.The city engineer said in November that staff shortages were so severe that the city would have to shut down one of its plants if one more operator left. The doc uments also showed that operators were working massive amounts of overtime.

“The ‘94 crime bill was so comprehensive in the destruction that it did,” said Hoskins, the president of JustLeadershipUSA, a criminal justice reform group. “I feel like you’re piece mealing our liberation back to us.’’

The Curtis plant is authorized to produce up to 50 million gallons of water per day. According to the governor’s office, it was producing 20 million gallons last Thursday.

For DeAnna Hoskins, the legacy of the war on drugs nearly cost her much-need Pell Grants and student loans. She attended col lege after her incarceration and, by happen stance, just after Congress lifted the ban on aid to people with drug convictions.

The people most harmed by these poli cies: Black and Latino men, thanks to drug laws in the 1990s with harsh punishments for crack cocaine and marijuana offenses. Incarceration rates for men of color skyrock eted. The policies remained in place for 25 years, until Congress repealed the Pell Grant ban in America’s2020.student loan debt burden, which now tops $1.6 trillion, “is especially heavy on Black and Hispanic borrowers, who on average have less family wealth to pay for it,’’ Biden said last week as he announced the forgiveness plan.

The other reports released by the DOJ include Homicide in California, Crime in California, and Juvenile Justice in TheCalifornia.quartet of documents are available online and offer an analytical breakdown of criminal activity and related statistics such as the number of homicides reported last year, how much violent crime has increased in the state and the specificity of those crimes, a breakdown of age, race, sex of crime victims and offenders, and the various types of force used by law enforce ment during encounters when an individ ual died or was injured badly.

This law requires the Governor of California to publish a list of chemicals “known to the State to cause cancer or reproductive toxicity.” This list is compiled in accordance with a procedure established by the Proposition, and can be obtained from the California Environmental Protection Agency. Proposition 65 requires that clear and reasonable warnings be given to persons exposed to the listed chemicals in certain situations.

Later, in 1998, Congress expanded the ban to exclude any student with a state or federal drug conviction from receiving Pell Grants and federal student loans, for as little as one year or indefinitely, depending on the num ber of convictions. Biden voted in favor of the measure, although his opinion on the Pell Grant provision was unclear.

The older water treatment plant, J.H. Fewell, is authorized to pro duce 20 million gallons of water per day, with the flexibility to go up to 30 million gallons. Last Thursday, it was producing 20.5 million gallons (77,601 kiloliters).

The information found in the Use of Force report reveals that the types of force used by law enforcement officers against the 660 individuals included blunt impact weap ons, chemical sprays, firearms, impact pro jectiles, vehicles, electronic control devices and their hands, feet, fists use or other body parts. According to a Student Borrower Protection Center report on private loan debt, Black students are four times as likely as white students to struggle in repayment of private Anloans.AP review last year of federal and state incarceration data showed that, between 1975 and 2019, the U.S. prison population jumped from 240,593 to 1.43 million Americans, as a result of the war on drugs that President Richard Nixon declared in 1971. About 1 in 5 people were incarcerated with a drug offense listed as their most serious crime. Following the passage of stiffer state and federal penalties for crack cocaine and other drugs, the incarceration rates for Black and Hispanic Americans tripled between 1970 and 2000. By comparison, the white incar ceration rate only doubled in that same time Biden’sspan. Violent Crime Control and Law Enforcement Act of 1994 put in place the ban on Pell Grants and other federal financial aid for people incarcerated in federal or state prison. However, then-Sen. Biden reportedly opposed the amendment that added the ban to his bill. At the time, his spokesperson said Biden believed education programs could break the cycle of recidivism among formerly incarcerated individuals.

WHAT IS THE HISTORY OF WATER PROBLEMS IN JACKSON? Jackson is the largest city in one of the poorest states in the U.S. The city has a shrinking tax base that resulted from white flight, which began about a decade after public schools were integrated in 1970. Jackson’s population is more than 80% Black, and about 25% of its residents live in poverty. Like many American cities, Jackson struggles with aging infrastruc ture with water lines that crack or collapse. Mayor Chokwe Antar Lumumba, a Democrat in a Republican-led state, said the city’s water problems come from decades of deferred maintenance. Some equipment froze at Jackson’s main water treatment plant during a cold snap in early 2020, leaving thousands of customers with dan gerously low water pressure or no water at all. The National Guard helped distribute drinking water. People gathered water in buckets to flush toilets. Similar problems happened on a smaller scale ear lier this year. Jackson frequently has boil-water notices because of loss of pressure or other problems that can con taminate the water. Some of the mandates are in place for only a few days, while others last weeks.

The Environmental Protection Agency issued a notice in January that Jackson’s system violates the federal Safe Drinking Water Act.

The mayor said fixing Jackson’s water system could cost billions of dollars, and that is far beyond what the city can afford.

There are tens of thousands of people who had to get private student loans at high inter est rates, because of the ban on Pell Grants, Hoskins added.

Jackson has two water treatment plants. The newer and larger one is the O.B. Curtis plant near the reservoir. This plant has been the main source of the most recent problems. The governor said two pumps at Curtis stopped operating within the past month, so the plant had been operating on backup pumps. A temporary pump was installed last Wednesday.

In 2015, routine testing found higher than acceptable lead lev els in Jackson water samples, and the city continues to publish pub lic notices about water quality not meeting minimum standards.

I am a firm believer that children learn to bully because of adults who have demonstrated the behav ior. As much as we discuss bullying in schools, it’s as if we condemn it for youth but accept it in adults. I was talking with a friend about a situation at her job in which a customer berated an employee for no rea son. It’s sad because this isn’t an isolated incident.

Elections are always determined by the issues and concerns of the day. That is how it has always been and that is how it will always be. Life brings us a myriad of chal lenges and opportunities. How we navigate them is one of the keys to successful living. Many of them become ballot box issues. We look for candidates and organi zations that share our views. When we do, we will vote for them, or we will use their services. I have voted for a number of candidates over the years. Some have won, while others have lost. Elections are happening all over our country. Candidates are jock eying for positions, trying to obtain endorsements and win votes. Just from where I sit, more people are voting now. It could be that they see the power of their vote now. Races are being won by close mar gins now. A while back, a candidate lost a GOP primary in the state of Washington by one vote. Kevin Entze, a police officer who lost by a single vote, later found out that one of his fellow officers had a memory lapse and forgot to mail in his ballot. Entze said, “He left his ballot on his kitchen counter, and it never got sent out.” That was unfortunate. Entze was probably Communitiessick. and schools have become more vocal about their wants and needs. Money for them often comes about because “we the citizens” are going to the polls to vote. Safety is on everybody’s pri ority list. That means voting for additional monies to hire more police officers. Statistics show that many police officers are leaving their positions because of a lack of Smallresources.towns and big cities are suf fering from not having enough funds for much-needed projects. In some instances, for example, streets need fixing and traffic signals need replacing. Schools remain underfunded and under staffed. Unfortunately, this has become a disturbing trend. Now, more of these school-related issues are appearing on ballots. We want good schools and great teachers, so we are having to find the necessary money to pay for them.

According to reports, both Talib brothers have had a reputation of being overly aggressive at games. It’s interesting because when reports come out about bul lies, interviewed family and friends will often admit the problems have existed for years. Even in schools when children are terrorized by their peers and sometimes even teachers, many turn a blind eye until it’s too late. I think for so many the fear of retaliation is real and so we sit back, watch and hope that nothing happens. There is responsibility on both sides. We cannot sit back and wait for the eruption and those who bully really need a reality check. Bullies aren’t just in the heat of the moment at athletic games. They are in leadership roles as managers, directors and even CEOs. They run for office and subject others to their temper tantrums all in a desire to control. It happens in our congre gations, too. We have far too many folks who use their authority to coerce others into actions that are unacceptable. There are leaders in churches who tell confidential informa tion under the guise of praying for others but it’s really gossiping and belit tling. Bullying happens in our homes. Rampant abuse physically, emotionally, or verbally occurs in many households. Children wit ness parents exert violence to those that they claim to love. Unchecked, this seeps into every facet of society--and it already has. The consequences we are witnessing are a result of our unwillingness to address this behavior. Bullies tend to do what has been done to them and this cycle of abuse must stop. Ephesians 4:26-31 is a reminder that anger can result in an action that we may regret later. By staying angry, we open the door for evil instead of love which can heal and trans form. Our language must “be helpful for building others up according to their needs, that it may benefit those who listen.” We are instructed to “Get rid of all bitterness, rage and anger, brawling and slander, along with every form of malice.”

The coming November Midterm Elec tion must be on all our radars. Our qual ity of life for the next two years of our immediate future will depend on what we do or don’t do. This is not a push for either political party; if in doubt, register as an Inde pendent. But register and be prepared to vote. Election Day is coming and with it all our futures, whether or not we par ticipate.

Former NFL defensive back, Aqib Talib, 36, and his brother Yaqub Talib, 39, were allegedly involved in a fight that resulted in Hickmon’s death. Yaqub Talib was charged with mur der after shooting the youth football coach. It’s so sad—a wife lost her husband, a child lost a father, friends and family lost someone they love. Friends and fam ilies of both the Hickmons and Talibs are all impacted by a decision based in anger that will have consequences forever, for all. So often, we see the signs of behavior that is rooted in anger and rage, but we’ve learned to tolerate or ignore it.

Are you looking for a job or a position? Once again, are you registered to vote? Do you care who and what’s on the coming ballot? You should. It will affect you whether you vote or don’t vote. What are the money issues that you are concerned about? Rent, food, gas prices? Which candidates or issues reflect your concerns? We can’t stop the heat, fires or the floods, so do we find ways to help each other? What do you know about the local people running for office? Are you and your vote even on their radar?

While America is caught in the crises of the pandemic, fires, floods, heat and drought, much of this is just an add-on for so many of us who were already suffering from the efforts of surviving homelessness, new homelessness, rent, food, lack of healthcare and too little income for the daily struggle.

Women’s rights are at a crossroads in the eyes of many citizens. Equity and parity are being debated now more than ever, in my opinion. Abortion is a sensitive topic, yet now it is in the public square for debate and dia Inlogue.June, the U.S. Supreme Court reversed Roe v. Wade. Justice Samuel Alito, writing for the majority said, “Roe must be over ruled because they were egre giously wrong, the arguments exceptionally weak and so dam aging that they amounted to an abuse of judicial authority.” If you are pro-life, you welcomed this decision. How ever, there is another side. Justices Stephen Breyer, Sonia Sotomayor, and Elena Kagan said that “The court decision means that young women will come of age with fewer rights than their mothers and grandmothers.” Simi lar sentiments have been voiced by many women. It is clear that this issue has already become a ballot box issue in some states, with more to Thecome.mid-term elections will be held in November. Some critics are already saying that these elec tions will be the most important in recent memory. As reports indi cate, all 435 House seats, and 35 of the 100 Senate seats, will be on the line. As citizens, we are eagerly awaiting this election cycle, as we will vote for candidates who align with our perspectives.

Frankie was a member of Bethel Baptist Church. She was President of the Nurses Ministry until her health prevented her from attending. She was also a member of Hermera Daily Prayer, Sunday School, Usher Board, and the School of Evangelism.

The family moved to San Diego, CA, where Frankie and her sister LaVerne were educated. She graduated from San Diego High School. She met and married the love of her life Collin Yarbrough, and from that union, two children were born, Diane Lynn and Darryl Collin. Frankie and Collin were happily married for 55 years until his passing in August 2006.

Born JOSEPH CALDWELL CURTIS, JR. to Lola and Joseph Caldwell Curtis, Sr. on January 15, 1978. He was the third child in a family of seven. JC was a man of character and true to his word. Our brother, father, and son was a true jack of all trades. JC mastered everything he put his mind to above and beyond. He attended Junipero Serra High and transferred to Mira Mesa High school, graduating with a 4.0 and basketball honors. He briefly joined the United States Navy as a Firefighter. He later became the Head Sous Chef at Rancho Bernardo Inn and Donovan’s Steak & Chops Downtown San Diego. JC had a diversity of friends who embraced and loved him genuinely as he did them. JC was very artistic. JC loved D-Jaying on his NUMARK TTX TURNTABLES! JC had a captivating smile that could light up the room with his laugh! He was one with all communities and raised by a village.

In 1969, Shirley relocated and remained in San Diego, California. She worked as a manager at Huffman’s Bar-B-Que and Catering for forty years. She received many great honors for her outstanding commitment and work ethic. She was honored by the San Diego Union Tribune for her forty years of service and dedication to the community. Her family and friends were able to witness her accomplishments and celebrate her. In 1972, Shirley met and married the love of her life, Rufus B. Whittaker. They had another celebration of their love and marriage in large array in 1980.

NORMAN LEE FERGUSON, born December 7, 1943, was raised by his par ents, Frank Royal Sr. and Mary Royal, in Ironton, OH. Norman graduated from Ironton High School in 1964 and served in the U.S Army from 1965 to 1970. Norman moved to California and met the love of his life, Claudia, and they married on February 20, 1993. Norman’s favorite things to do were fishing, camping, playing bid whist and dominoes, eating, and road trips, especially to Las Vegas. On Wednesday morning, August 17, 2022, Norman was called home. Norman is preceded in death by his parents, Frank Royal Sr. and Mary Royal, brother Frank Royal Jr. and Willa Royal, sister Claudia Holland and sister-in-law Jacqueline Royal. The keynote speaker and entrepre neur, Dr. Cheryl Morrow, opened up about her childhood and spoke about how to raise an heir in an Afrofuturist world. “We need to develop a home that is based around who children are going to be in the future. In an adult-center household, it’s so important to invite the children in. When children are invited in, they watch and know that it will be their turn one day. My father, Dr. Willie L. Morrow, was the complete epit ome of my teacher and an exam ple of how I wanted to be growing up. With the heat advisory in place, measures were taken to keep chil dren and families cool during the “There’sevent. a lot of shade, we tried to put canopies over each table and we also have a lot of water,” said Christine LaFontant, a region manager for the County of San Diego Department of Parks and Recreations. Being the second tournament, some players were returners. Like the Sharme family. Their daughter par ticipated in last year’s tournament and they came out again to enjoy the day and have fun playing chess. “It’s a good forum, you have the players coming from all around the city,” Mr. Divya Sharme Assaid.the organizer for the tournament, LaFontant stressed the importance of making this event accessible to the entire county. “We provided free parking for the families…we even offered transpor tation if they didn’t have their own cars to actually get here.” According to LaFontant, the tour nament brought in about 40 players from around the city. The players were organized into different groups based on their age. It began with Knights, aged 10 and under, then Rooks, aged 11-12, and finally, the Royals, who are 13 and older.

Jazz At The Creek: A Celebration

This was the 11th year that M.A.N.D.A.T.E. Records’ Project Impact brought the cool jazz experience to the amphithe ater at Market Creek. As President of M.A.N.D.A.T.E. Records, Dr. Leonard Thompson III said this year the decision was made to have one big event instead of two events spread out over the summer. The weather was extremely hot, but the people came out for the two-day event. They brought their lawn chairs and sat under the canopy enjoying a slight breeze from time to time. The vendors were there with a variety of foods, clothing, and items of interest. But perhaps out side of the music on the stage, the next big event was the food trucks with praise after praise going to whoever was doing the barbecue ribs. One of the highlights of the Saturday event was the recognition given to Dr. William Taryi Howard, a well-known and much-appreciated jazz legend in San Diego. Most of us, along with Kelly Cole who worked with him at radio sta tion 92.5, and those who remember him from his host position for numerous jazz programs and club events over the years, were excited to see him recognized. He was presented with an award of apprecia tion by Dr. John Warren, on behalf of Dr. Leonard Thompson of M.A.N.D.A.T.E. Records. All those present gave Mr. Howard a standing ovation. Jazz at The Creek continued on Sunday for its second day of the holiday week end with a sellout crowd and weather a few degrees cooler. The entertainment was outstanding and the list of sponsors was more than impressive. Next year’s event will have to work hard to beat this year’s event.

Biden, who was treated with the antiviral drug Paxlovid, isolated himself for 5 days and returned to work after testing negative. Then, a few days later, he tested positive again and went back into isolation until he tested nega tive about a week ago. Because the President is vacci nated, he suffered mild symptoms. However, the rebound positivity he’s experienced shows more needs to be done to eliminate coronavirus. While vaccines and past infections have enabled the U.S. population to develop what is described as substantial COVID-19 immunity and those who get sick have a number of effective treat ments options, cases of peo ple being infected with new mutations of COVID-19 continue to be reported. Dr. Ben Neuman, professor of Biology and chief virol ogist of the Global Health Research Complex, Texas A&M University, has studied the coronavirus and found that it’s constantly changing. That is a major reason people continue to be infected with the disease, he says. The Wagner Group, a Kremlin-affiliated private military contractor, is playing a central role in the rising levels of violence against civilians across Africa - but especially in the Central African Republic and Mali, according to records newly seen by The New York Times.

According to ACLED, Wagner mer cenaries have been involved in the deaths of more than 500 civilians in Mali this year, driving casualties that in the first six months of 2022 have already outnumbered last year’s civilian deaths. Earlier this year, Malian soldiers and Russian operatives looted houses and executed hun dreds of men in the village of Moura, before forcing locals to burn bodies in mass graves, according to a New York Times investigation.

Thefatalities.”newdata complements a grow ing body of evidence gathered by the United Nations, research insti tutes and news organizations doc umenting widespread looting, tor ture and indiscriminate killings in Africa by the group.

The commission “needs far-reach ing reforms,’’ the court acknowl edged, “but are we to nullify an election on the basis of a last-minute boardroom rupture?’’

The Wagner Group, which has been accused of committing human rights atrocities, is said to also have operations in Libya, Mozambique, Syria, Sudan and Venezuela, according to the Jerusalem Post.

A staggering 90 percent of peo ple fail to achieve a good night’s sleep, according to new interna tional research presented at the European Society of Cardiology (ESC) Congress 2022. The study found that suboptimal sleep was associated with a higher likelihood of heart disease and stroke.

The authors estimated that seven in ten of these cardiovascular con ditions could be prevented if every one was a good sleeper. And while researchers homed in on the sleep behaviors of 7,200 people, mostly of Europeans, Americans also aren’t sleeping. Black Americans suffer worse from short sleep or sleep Earlierapnea.this year, the JAMA Open Network indicated that the problem contin ues to worsen for African Americans. JAMA research ers discovered that Black Americans get less sleep than white people, a deficit of 15 minutes a day in childhood that grows into almost an hour in adulthood. Additionally, an Oxford study found that far more Black and Hispanic people than white peo ple report routinely getting less than 6 hours of sleep, well short of the recommended 7 to 9 hours for adults.“Sleepis a privilege,” Dayna Johnson, a sleep epidemiologist at Emory University, told Science.org. “If we can target sleep, we might be able to reduce the burden of all types of diseases among racial minorities.”

According to a news release from the ESC, previous studies on sleep and heart disease have gener ally focused on one sleep habit, such as sleep duration or sleep apnea, where breathing stops and starts while sleeping. Researchers in France used a healthy sleep score combining five sleep habits. They investigated the association between the baseline sleep score, changes over time in the sleep score, and incident cardiovascular Thedisease.researchers analyzed the asso ciation between sleep scores and cardiovascular events after adjust ing for age, sex, alcohol consump tion, occupation, smoking, body mass index, physical activity, cho lesterol level, diabetes, and family history of heart attack, stroke, or sudden cardiac death. “Our study illustrates the potential for sleeping well to preserve heart health and suggests that improving sleep is linked with lower risks of coronary heart disease and stroke,” Dr. Nambiema stated in the release.

We don’t recognize that mal ice also includes animosity, antagonism, or even holding grudges. When we allow those emotions to fester, they result in actions that can be deadly— we murder people not only by killing them physically but daily, people are slaughtered by conversations that harm their reputations. According to the DOJ, officers shooting a firearm hit 233 peo ple and missed 58 others. They used K-9 dogs on 77 people and controlled holds or takedowns on 121 others. While officers perceived that 383 civilians were armed during the inci dents, 341 or 89% of them were confirmed to have been carry ing 1,462weapons.officers were reported to be involved in shooting a fire arm or using excessive force during incidents that resulted in death or serious injury.

There were 153,546 violent crimes in the state in 2021. All the data are based on the num ber of known victims and inci dents. Bonta said crime rates remain below historical highs, but property and violent crimes continue to have terrible effects on California communities. “Gun violence, in particu lar, remains a consistent and growing threat. In fact, in 2021, nearly three-fourths of all homicides in California involved a firearm,” he said. “As we confront these ongo ing challenges, we must have accountability and appropriate consequences for those who break the law.” The total number of reported civilian complaints against peace officers increased from 16,547 in 2020 to 28,617 last year. The number of complaints from civilians accusing officers of crimes — 683 — was the lowest since 1983. There were 2,361 homicides reported in 2021, accord ing to the Homicide Crime in California report. Of the homi cides where the victim’s race or ethnicity was identified, 29.5% or 690 were Black, second only to the 47.1% or 1,102 victims who were Hispanic. The larg est segment of Black victims — 38.4% or 264 — were aged 18-29. Three hundred and twenty-five of the Black vic tims were killed on a street or sidewalk. None were killed on school grounds. Blacks are 5.5% of the total California population. The Juvenile Justice in California report detailed the 19,355 juvenile arrests in California reported by law enforcement last Felonyyear.arrests made up 47.2% or 9,132 of the apprehensions, with Black juveniles being 60.3%. Black juveniles were arrested for 49.0% of the felony violent offenses. Over 70% of all juveniles, including 77.3%of the Black juveniles arrested were referred to probation departments by law enforce Bontament. said the DOJ is using every tool it has to prevent vio lence and combat crime.

His parents sent him to Wilberforce College in Ohio when he was thirteen, enrolling him in the college preparatory school there in hopes of a better life. Sweet worked multiple jobs to earn his tuition. After Wilberforce, Sweet moved to Washington D.C. and earned his medical degree at Howard University. While there, he also played witness to the 1919 race riots. After graduation, Sweet moved to Detroit, Michigan. He could not gain employment at a hospital due to his race, but convinced a pharmacy in a predominantly Black neighborhood to rent him space for an office. His practice rapidly grew through word of mouth. He also gained a position as a medical examiner for Liberty Life Insurance, which provided a steady stream of patients. Sweet married while in Detroit, and in 1922 he and his wife moved to Europe so he could continue his medical studies. Returning to the U.S., the Sweets found the racism and housing covenants difficult to nav igate after the respect and equality they experienced abroad. They settled for a house on Garland Street, a working-class neighborhood near to family and the new practice, paying $6,000 (around $103,960 today) over the fair market value. The realtor neglected to inform them that several Black families had been attacked and run out of the area previously.

A role that includes the rank of U.S. Navy Vice-Admiral, Elders faced a difficult Senate hearing before finally being confirmed. Her outspo ken honesty earned her no allies in the political climate of the time.

It is unclear where the shots came from, but attacker Eric Houghberg and observer Leon Breiner were both shot. Breiner died and everyone in the house was arrested for murder. The NAACP assisted the Sweets and the other defendants, sending investigator Walter White, and hiring both Charles H. Mahoney and Clarence Darrow for the defense team. Soon after, Gladys Sweet was released from prison and cleared of charges.

The 2nd daughter of actress Ruby Dandridge with her husband Cyril, Dorothy was born in 1922, shortly after her parents divorced. She and her sister Vivian were raised by their mother and her girlfriend (Geneva Williams). Unfortunately, as Ruby’s acting career began to take off and she had periods of absence, Williams cultivated Dorothy & Vivian’s talents while also abusing them physically, mentally, & sexually. Contemporaries of the Dandridge sisters noted that, from a young age, they were only truly affectionate with each other. Her 1957 film Island in the Sun is the first time Hollywood openly recorded an interracial romantic relationship between a Black woman & White man (John Justin). Unfortunately, Dandridge’s career began to decline after that. Hollywood was severely reducing the number of Black films they were making, as well as rapidly backtracking on portrayals of racial inter actions.

In 1993, President Bill Clinton nominated her for Surgeon General.

The first Black woman to receive an Academy Award nomination for Best Actress (ver sus Supporting) for the movie Carmen Jones, Dorothy Danridge was hailed as one of the most beautiful women in the world. In 1954, she was the first Black woman to feature on the cover of Life magazine, one of the longest-running and famous magazines in the history of the U.S. A few years later, in 1959,she won a Golden Globe Award for Best Actress for her role in Porgy and Bess.

When the case went to trial, the all-White jury was surprisingly hung after hearing the evidence. The jury was dismissed and a movement to try all of the defendants separately was accepted. Ossian Sweet’s younger brother, Henry, was the first to go to trial. He was acquitted by another all-White jury, and the prosecution gave up, dropping the charges against everyone.

A confrontation with neighbors as they moved in provided warning - on the evening of September 9th, a group of men attacked the house, throwing rocks and attempting to get close enough to set it on fire. Friends & family had come with guns to help the Sweets defend the house.

BLACK HISTORY TODAY IN

Dandridge married again, but the nightclub owner was hoping she could support his business. When her income declined, so did their relationship. Dandridge was also taking an increasing amount of med ication to combat her depression. As she began trying to rebuild her career yet again, Dorothy began drinking heavily. In 1965, just ahead of the start of two contracts, she was found dead, the victim of an over dose of Tofranil combined with alcohol. It remains unknown whether it was accidental or by choice. She was survived by her mother, daugh ter, sister.

The first Black American and only the second woman to hold the position of U.S. Surgeon General, Minnie Lee Jones was born in Arkansas in 1933. Two Bachelor degrees and a year as a nurse’s aide at a veterans’ hospital saw Minnie changing her name to Minnie Joycelyn Lee and joining the U.S. Army. Her official service records list her as Minnie J. Jones. In the medical corps, she also became a licensed physical therapist and was one of the two therapists treating President Eisenhower after his heart attack. She resigned her commission two years later and used the G.I. Bill to com plete her M.D. She continued to build her medical accolades, as well as earning more degrees. She met her husband and married in 1960, changing her last name to Elders.
