The unit is designed to protect walls that form all, or part of, the perimeter of a secure site detecting mechanical vibrations transmitted along the wall by an intruder of escapee.

Vibra r Sector The latest development from Detection Technologies, in partnership with a German security perimeter fence manufacturer, is the VibraSector® sensor cable, which can be fitted to a border fence so that it is both unobtrusive and provides optimum performance through the excellent coupling between fence and the sensor. Detection Technologies have recently gained the grant of a British Patent for the VibraSector® intrusion point location system from the UK’s Intellectual Property Office. The VibraSector® product represents the latest development in the field of fence intrusion detection systems, providing the capability to monitor up to 1000 metres of perimeter fence using only one analyser module and can identify the location of an intrusion on the fence line to an accuracy of 1%. Using passive line modules, the perimeter may be segmented into 100 detection sub-zones thereby providing an accuracy of intrusion location of +/- 5 metres - more accurate than is required on most typical sites.

Sub-zone lengths may be any length within the protected perimeter and different fence types can be mixed and matched as each sub-zone is allocated its own set of detection parameters. The protected perimeter comprises a series of sub-zones, each of which is defined in length by the line modules and since these modules are passive, there is no requirement for power to be provided for these modules. The VibraSector system utilises Detection Technologies’ own proven VibraTek VS sensor cable technology of which more than 250kM has been installed on some of the most security-conscious sites in the world including prisons, airports, military, and utility sites. Swedish company Danfo has developed a solution for this global issue through NaRQ / Narcotics Recovery Equipment – a safe, hygienic way of recovering swallowed narcotics and other banned substances. The innovative recovery equipment isolates foreign objects from waste matter, ultimately securing evidence of drug swallowing without the need for manual handling. *1 Danfo’s equipment has been installed in a series of applications including airports, border crossings, prisons, police holding cells and other controlled environments across the world. Recently, Danfo were commissioned to provide Narcotics Recovery Equipment for eight different locations in Norway, including the country’s largest airport, Gardemoen. Following the recovery cycle, foreign objects are isolated and cleaned prior to being processed. Stage One: Separation When flushed; the contents of the bowl are transported to a wash chamber where water is sprayed from various points and in a variety of directions. During this process, the waste and toilet paper disintegrate into smaller pieces and are rinsed down the drain, while dense, non-organic objects are gathered in a central location chamber. Stage Two: Rinsing Once the waste and paper is removed, a cleaning agent is distributed into the chamber which sanitises the remaining objects and removes unpleasant smells. Stage Three: Drying & Retrieval Warm air is then blown on to the remaining objects which removes excess moisture, before being transported to the front hatch of the collection chamber, where staff can lift out the contents to be inspected. Each recovery cycle should be followed by a cleaning cycle, which can be activated at the push of a button, and lasts approximately 90 seconds – this ensures maximum hygiene and safe operation. *2 NaRQ comprises of a toilet unit and separation unit, which are usually kept in separate, adjacent rooms. The OptaSense solution is based on Distributed Acoustic Sensing (DAS) technology, drawing on decades of experience in the signal processing world, its knowhow in sonar, and ground-breaking software development. The operational information the system instantly provides, enables customers to reduce costs, improve operational safety, and increase operational efficiency. As more and more companies see the value and vital importance of the data being provided by the system, it is being increasingly introduced within a number of industry sectors from oil and gas, to transport, perimeters and borders. The OptaSense system turns a standard single mode telecoms fibre optic cable into a cutting-edge listening device that will operate highly effectively over long distances. The system is able to detect, identify, locate and analyse a wide range of events anywhere on the length of the network, ensuring that it alerts the customer to any critical third party interference, whilst minimising false alarm. It is also able to monitor

aSense the condition of the infrastructure or operation; for instance the location and state of rigs within a pipeline, conditions of wheels and tracks, or the success of hydraulic tracking in oil and gas shale wells.

Operational Principles The OptaSense system uses the principles of coherent optical time domain reflectrometry (COTDR), exploiting Rayleigh Backscatter within an optical fibre to measure changes in the acoustic field along the whole length of the fibre. By drawing on its extensive knowhow in sonar, the company has been able to develop an advanced acoustic signal processing – that enables the system to detect a source event in real time, as well as analysing and locating it. More importantly, the software enables each source event to be precisely characterised so the operator can take appropriate action. The unique feature of distributed fibre-optic sensors is that the system utilizes sensing cables that are based on standard fibre-optic cables, which are often already in situ, especially on pipeline, rail tracks or roads. They obtain a measurement profile along the entire

length of the sensing cable at intervals ranging from 3-10m, depending on the physical size of the system. For a 40-km fibre installation this typically results in 4,000 channels at 10m resolution. There is no specialised sensing point required, thus making it a very simple system for providing total monitoring protection over large distances. On the Cairn Energy pipeline in India, for example, by installing just nine pairs of Interrogator units along the 670km length of the pipeline, OptaSense created 63,000 virtual microphones, which help detect, classify, locate and alert illegal attacks and thefts anywhere along its length, enabling the operator to achieve a substantial reduction in such thefts. What are the key issues for the rail sector? All regular rail passengers know the misery of delays caused by intruders on the lines, whatever their intent. Theft, vandalism, trespass can have a major impact on the network beyond regular short-term delays; copper thefts can cause widespread disruption lasting for many hours, or days. A terrorist attack on the lines could have even graver implications both in terms of passenger safety, and causing untold damage to a country’s economy. At the end of September, the RMT union warned that railway copper thefts were “out of control”, with one rail industry study estimating the practice costs the UK economy £770m a year. Given the cost of these on-going and potential threats, it seems incredible that more effort is not put into preventing trespassers from gaining access to the railway lines. The reason, of course, is one of scale. The UK’s rail network, for instance, stretches over more than 10,000 miles, and passes through a wide range of terrains and environments, often well away from easy surveillance. The problem is therefore one of cost; to deploy traditional security solutions such as erecting secure fences or installing CCTV across the whole network would be prohibitively expensive and inappropriate. Fences that are erected provide more of a demarcation, than a barrier to a determined trespasser. Similarly, while CCTV cameras monitor certain key sections of the track, it is just not possible to watch more than a small percentage of its total length. New technologies are now emerging which could provide a complete and cost-effective surveillance solution across the whole network. The size and scope of rail networks, as well as the wide variety of terrains and environments they pass through, are certainly very important challenges in terms of providing a full network security system.

These issues should not be seen as a barrier to believing that such networks can be fully protected. OptaSense can place valuable, realtime information into the hands of operators of critical infrastructure, so that they can act immediately to protect their assets or change their industrial processes to deliver major operational and cost benefits. How is the Optasense experience and track record in Oil and Gas relevant to the Rail Sector? There are major similarities, for instance, between pipelines and rail networks: they are both long linear infrastructure assets that pass through a wide range of locations and environmental conditions. OptaSense is taking its extensive experience in pipelines and applying it to applications such as rail. This same system can be, and is already being deployed equally effectively on rail networks; the only difference being the necessity to adjust the system to the specific security or process management needs of the rail maintenance. Once the virtual microphones detect a trespasser or other activity in their vicinity, they are then able to relay an alert instantaneously to an operator who can dispatch law enforcement or a response team to a very precisely defined site. However, with the cable running over, under and through a wide variety of environments – from urban centres to farmland and busy motorways – there would appear to be different requirements extend far beyond short-term delays – copper thefts can cause widespread disruption lasting for many hours, and a terrorist attack on the lines could derail or destroy a train, killing dozens and causing untold damage to a country’s economy. Smart Zones & Custom User Interface It is easy to tailor to the specific needs of your assets using OptaSense Smart Zones which allow you to have different alert settings protecting different regions; with each zone being completely flexible, allowing you to choose which type of activity the system should alert for a given zone. This article examines the impact of Cyber Threat in a future Defence equipment arena.

Cyber Threat and Defence Procurement As one of the outcomes of its Strategic Defence and Security Review in 2010 the Government put in place a £650 million, fouryear National Cyber Security Programme (NCSP). This funding, intended to transform the Government’s response to cyber threats, has been allocated to those departments and agencies that have key roles to play. Subsequently, in 2011 the UK Government published a white paper ‘The UK Cyber Security Strategy’ which set out the UK strategy for ‘Protecting and promoting the UK in a digital world’.

The plans and programmes to deliver the objectives are ‘work in progress’ and some commentators are already beginning to question the wisdom of government sponsorship and leadership of a topic in which the politicians have only a marginal understanding of the long term technical and commercial implications; the allocation of only £650m is possibly the measure of this. Put simply, the cyber threat canvas may be too big, too diverse and too dynamic for individual UK Defence and Other Government Departments (OGD) to develop a unified long term UK strategy. For UK defence there are two major challenges, • Operational Security – how does Defence ensure its freedom to operate is not eroded by information and communications attack both now and in the future? • How does the defence supply chain prevent covert and on-going cyber invasion of its products and services?

Further, the corresponding requirement for UK industry to produce proven cyber-proof defence products will naturally lead to a greater attention focus from those nations and individuals that The Current Defence Position From a Defence Procurement perspective the increasing use of Commercial ‘Off the Shelf’ (COTS) hardware and software products, particularly those sourced from known cyber threat active nations may mean that existing ‘known- unknown’ threats may already be present. Given that most Defence equipment has an in-service life of around 25 years, future Cyber threat reduction must form part of the through life maintenance strategy; a long term commitment with no reversionary modes. A Change in the Commercial Landscape For new systems the incorporation of legally binding cyber proof information/communications security should become a necessary part of the User Requirement and the System Specification. This shift towards security based procurement is likely to drive the need for a new risk based business model, requiring MoD investment in industrial security processes that are flowed down the entire supply chain and potentially across international boundaries. From a future Defence Procurement standpoint a prescribed and auditable counter cyber capability in the supply chain will increase risk and hence costs.

These costs must be

understood by both the procurement agencies and government early to avoid future cost surprises and consequential adverse public scrutiny.


The Need for International Standards If the UK adopts a national strategy for addressing cyber-attack and its elimination how can it ensure the integrity and performance of a Defence system that is in part procured from allies and partner nations is not compromised? This problem is analogous to a manufacturing production quality assurance and control system. If you do not specify the performance of the material and set strict bounds in the way in which it is measured, accepted and used (fitness for purpose, materials specification, manufacturing tolerances, on-going control procedures and accreditation control) then the performance of the item and the system boundary in which it performs cannot be guaranteed. The Role of Research Defence and Science Technology Laboratory (Dstl) has been established as the visionary Centre for MoD Cyber and Influence Activities research; it is working across government to support the National Cyber-security Strategy to both exploit collaborative opportunities, and to avoid duplication of effort. With its links to government departments, academia and industry, Dstl is well placed to provide a central role in the development of a UK national cyber security portfolio of measures. However, it traditionally lacks the necessary core skills sets to develop a future commercial ‘risk based’ contracting model. Further the development of internationally accepted counter cyber quality standards is a challenge in which Dstl might have only a limited influence. The Role of Open Systems Current initiatives within the MoD such as Open Systems Architecture (OSA) may provide a contribution to a future countercyber framework by which a system’s lifecycle is assessed not just on current and future military capability grounds but by the degree in which they can resist or avoid future cyber threat. A recently

developed Dstl Whole Life Cost Model MOSAIC (Modular Open Systems Architecture Integrated Cost) has been designed to be expandable and could provide the ability to assess the advantages and disadvantages of not just embracing future changes in military threat and commercial reality but also cyber threat as part of a Whole Life investment approach. The introduction of standards

for measuring and controlling all aspects of the specification, engineering and production of ‘cyber resistant’ systems linked to risk based commercial contracting conditions will provide the glue by which industry, government and the UK population can mutually benefit. However, successful government support for the development of safe, secure and resilient systems has to be unequivocal. Costs must inevitably rise and it is this message that needs to be relayed to government to maintain an informed strategy and financial commitment. Other producers of computer based training rely on images grabbed from the screens of X-Ray equipment and presenting these to security officers as training images. The future of cargo inspection across the borders and in airports Cargo is essential to global sourcing, manufacturing and assembling, and, without secure distribution, countries would suffer economically. It is therefore imperative that the speed and accuracy of cargo security scanning remains at a high standard. This is why the guardians of our ports, airports and borders need to make sure their security solution investments create an efficient and secure working environment for all involved. Securing the borders The key challenges of developing a border cargo inspection system is the variation in operational needs, meaning there can be requirements to scan a single container truck at a time, right through to rail cargo travelling on multiple tracks, with varying types of cargo – some needing to be scanned, others not, different speeds of the cargo at the point of inspection and so on. Therefore scanning systems are never ‘off the shelf’ products. An array of failsafe systems and processes ensures that only confirmed and verified cargo such as cargo containers are scanned by the system. This kind of technology is already in action within Europe, for example with Rapiscan earlier this year unveiling the Eagle R60HS high speed rail scanner, which is capable of scanning rail containers moving at 60 kilometres per hour. When utilising the Eagle R60HS, images are obtained when the train’s cargo moves through the system between the X-Ray generator on one side of the track and the X-Ray detector array on the opposite side; generating a high quality X-ray of a 40 foot shipping container in 0.8 of a second; enabling the scanning of hundreds of thousands of containers a year without slowing the flow of commerce. Staying in the game with Radiation Detection The need for advanced Radiation and Nuclear detection capabilities is one that is still gaining momentum and will be adopted on a region by region basis. So not only can operators see exactly where potential threats or contraband are located within a cargo container, but they can also pinpoint radioactive materials at the same time, eliminating the need for repeated analysis. The combination of these technologies also allows operators to identify telltale signs of potential threats. For example, Rapiscan Systems has developed proprietary high energy X-ray technology and X-ray image analysis tools that can identify materials that are used to shield radioactive materials in a cargo container. Air Cargo The Transportation Security Administration (TSA) announced that it has set a deadline for passenger air carriers to conduct 100 percent cargo screening on international flights bound for the United States. From December 3rd 2012, all cargo shipments loaded on passenger aircraft must undergo screening for explosives. This will require all air cargo containers and freights to be completely security screened. The current requirement for the screening of 50 percent of air cargo bound for the USA means that air cargo companies will now have to double their screening capacity in order to maintain current levels of throughput and comply with the new regulations. On a more positive note, regulators in the European Union have recently reached an agreement with the US that will help European airports and air cargo companies meet the upcoming deadline. The TSA will now recognise air cargo screened to EU standards as meeting its own requirements, eliminating possible duplication of security screening and the need to employ different

screening procedures based on cargo destination. The air cargo industry can now move cargo though the 27 EU Member States, the US and Switzerland, while following a single set of security rules. In 2010 air cargo traffic between the EU and the US was over a million tonnes, which is over 20% of all outbound air cargo from the EU. Moreover, security scanners need to be user-friendly, efficient and powerful enough to detect any threat that might prove to be a potential danger to an outbound flight. For example, the Rapiscan 638DV is an advanced DualView X-ray screening system for ULD type, ISO standard, lower deck and large cargo pallet type freights. It uses innovative dual-view technology to generate a horizontal and vertical view of the object under inspection. By providing two views simultaneously, the Rapiscan 638DV provides a more complete perspective of scanned items, regardless of their orientation in the X-ray system. This reduces the need to reposition and re-scan pallets, thereby improving detection and increasing speed of throughput. A major step forward has been taken towards the globalisation of the air cargo world by the EU and the US regulators; the agreement also has significant potential benefits for air forwarders and cargo companies, specifically lowered costs and speedier schedules. With one standard to meet (at least when it comes to shipping between the US and the EU), these companies can now focus on how to meet the security screening requirements efficiently, without reducing throughput.
