It gives me great pleasure to welcome you to the 16th International Conference and Exhibition for Industrial Security and IFSEC & OSH Arabia 2013. This year sees a significant growth in the size of this important event, in fact three times bigger, with exhibitors and participants travelling to the Kingdom from all over the world. In recognition of the vital importance of its industrial and petroleum facilities, the Kingdom of Saudi Arabia’s leadership has established the High Commission for Industrial Security (HCIS). HCIS is chaired by HRH Prince Mohammed bin Naif bin Abdulaziz, Minister of Interior. The High Commission for Industrial Security has provided over thirty years of service to the Kingdom. We thank God Almighty for the achievements made throughout these years. They are so many to be mentioned and certainly could not have been achieved if it wasn’t for the enormous support and guidance of the Kingdom’s leadership. The role of HCIS is to develop appropriate plans and create policies to protect and secure the Kingdom’s critical facilities in the areas of security, safety and fire protection, thereby ensuring continuity of operation, production, avoiding damage to persons, property and the environment. In pursuance of its mission, the High Commission for Industrial Security is responsible for issuing directives for security, safety and fire protection in the installations and facilities under its supervision. HCIS employs highly qualified security, safety and fire protection consultants and staff to set policy including appropriate plans to protect such facilities utilizing the latest technologies to provide the very best protection of each site in line with its criticality to the Kingdom. It is these technologies that will be on show at the Riyadh International Convention & Exhibition Centre along with the experts that design and manufacture them. Also many of our key CNIs will be exhibiting at the show, demonstrating their world class practices that many companies globally implement when designing and improving such products and services. HCIS mission includes, inter alia, oversight of the Critical Infrastructure of oil, gas, petrochemical, water desalination and electrical power generation, reviewing plans to provide the utmost security and safety in the areas of production, processing and storage. To facilitate implementation of regulations,

directives and plans, HCIS spends a great deal of effort in identifying facilities that, because of their economic contribution, their critical importance to the economy, must be brought into the supervision of HCIS. A number of recent challenges have surfaced requiring additional security measures to be taken at the direction of the Ministry of Interior. Working in coordination with the installations subject to supervision of the Commission, we have completed security enhancement measures in the light of risk assessments performed at these facilities to protect vital installations from any potential danger (God forbid).

HCIS has a strong record of significant achievements designed to enhance the safety and security posture of facilities under its supervision. We give our thanks to God then our leader the Custodian of the Two Holy Mosques King Abdullah Bin Abdulaziz, his Crown Prince HRH Prince Salman Bin Abdulaziz and HRH Prince Mohammed bin Naif bin Abdulaziz, the Minister of Interior. Under such leadership we have considerably improved the safety and security of the Kingdom’s critical infrastructure. I look forward to welcoming you all at this year’s conference and exhibition. We also have stewardship over the world’s fourth-largest natural gas reserves of 282.6 trillion standard cubic feet (scf). Saudi Aramco’s downstream accomplishments include our rank as the 8th largest refiner in the world, with a worldwide refining capacity of 4.02 million barrels per day (including domestic refineries, and domestic and international joint and equity ventures). We are also the world’s top exporter of natural gas liquids (NGL).
