Marion ISD enters the school year ARMED

District announces new measures to keep students safe

(Marion) -- To help provide more safety and security, the Marion ISD will be arming its teachers and staff for the upcoming school year. Marion ISD Superintendent Don Beck says the district’s participation in the DPS Active Shooter Response Guardian Program will be the most significant change for the area district as it welcomes back students today. Beck says the program which gives staff a quicker response to serious threats, such as having an active shooter on campus was a decision based on community input.

“We polled our community last year as well as our staff about whether or not having teachers on campus who are armed and whether that is something that they would want to do. So, after polling the community as well as staff, ultimately, we decided that we would move forward with what’s called The Guardian Program. Several smaller districts around the Seguin area already use that procedure in order to arm staff for an extra layer of protection so going into (this year), there will be some

signs up that parents and community are going to see that say that there is armed staff on campus. That’s something brand new this year that we are rolling out. Everybody has been trained. Everybody has met the requirements that the state of Texas requires -- a license to carry,” said Beck.

The program which was the result of legislative action and supported by Governor Greg Abbott is already reporting an increased number of school districts who are choosing to “opt-in” for this program due to a rise in gun violence inside schools not only nationwide but throughout the state.

District officials looking to incentivize working in the Seguin ISD even more

(Seguin) -- Although the school year has kicked off, the work to retain and recruit teachers to the Seguin ISD continues.

The Seguin ISD recently announced that it wants to add affordable housing to its list of employee benefits.

An increase in the cost of living plus a staffing crisis statewide, are forcing the Seguin ISD to begin looking at incentives to not only recruit employees but help them find an affordable place to live as they serve the school district.

The Seguin ISD Board of Trustees during a special Wednesday night meeting got to learn more about the Texas Workforce Housing Foundation which creates a memorandum of understanding with school districts in effort to provide affordable rent prices to employees.

Currently, there are just under 10 school districts that participate, or that plan to participate in the program.

The Austin ISD is among those having several developments in its school system.

In some cases, up to a $1,000 discount is provided to employees based upon that employee's salary scale.

Seguin ISD Superintendent Matthew Gutierrez says whether it's identifying an existing multifamily property or allowing the foundation to work with a developer for a ground up development, the district will have the opportunity to extend the benefit to all district employees and not just teachers.

"We are looking at the possibility of partnering with the Texas Workforce Housing Foundation to be able to begin the process of identifying possible properties

within our community to be part of this foundation to begin offering our employees who are living in those housing complexes the incentive to have a discount on their monthly rent and if we are not able to partner with an existing complex in our community, then we can begin to look at other options as far as working with developers to possibly bring in housing for educators," said Gutierrez.

On hand to explain this potential incentive was Adam Harden, an attorney representing the Texas Workforce Housing Foundation. When asked about a district's financial obligation or responsibilities, Harden said there was zero.

He says not only does the district take on no debt, but the district is clear of any responsibility or maintenance of the housing development.

Dr. Gutierrez says there is a real struggle among those in the district as it becomes harder and harder for many employees to keep up with the cost of living in the area. SISD, pg. 3

Fire destroys garage portion of home, vehicle

(Seguin) – Investigation continues into a weekend house fire. Seguin Fire Officials say the fire was reported at 6:40 a.m. Sunday in the 300 block of Kenwood Circle.

Assistant Fire Chief Garrick Herbert says the fire ripped through the garage portion of the home and also destroyed a vehicle parked outside.

Herbert says thanks to tremendous efforts by fire fighters, the fire was contained in the garage area and did not progress across the house where multiple people were inside.

Officials say one person did suffer minor injuries and has since been treated.

"We see rising costs in everything right now including rent, housing. If you look at the price of a home now or to rent a one or two bedroom versus what it was five or six years ago, I think that that could be a reason why some are leaving the field because perhaps an educator who has taught 10 years and they are at $61,000-$62,000 and can perhaps go and find a different job and make $10,000 more, we want to be able to be able incentivize our teachers or any employee to stay and not need to entertain exploring other career opportunities,” said Gutierrez.

Dr. Gutierrez says the program is simply used to help lower rent prices for district staff. He says those additional dollars often determine whether an employee chooses to stay or move on to a higher paying district.

“There would be certain requirement that you would have to meet but you could have a transportation driver qualify, a child nutrition employee qualify, a teacher qualify and we are not just

experiencing a shortage of teachers – we still have some math vacancies at the high school – we are seeing it across the board with bus drivers, custodians and it’s not unique to Seguin and so that’s why you are seeing districts start to look at these options to be able to retain and recruit,” said Gutierrez.

It's important to Dr. Gutierrez that the community understand the district's willingness to entertain this idea. He says this is a clear investment for the community.

“I think this is really a big deal for the school district to potentially be able to offer this incentive to our employees and I think it’s just so important to think about who shakes and molds the future

of society. It’s our public school educators and when I say educator, I just don’t mean the teacher because as I spoke to our child nutrition team today or transportation staff members, it takes a village to raise a child so this is an investment in the future of our nation, of our society and I think this is a great way to invest in public education and get more people to stay in the field but also recruit more people to join the Seguin ISD,” Gutierrez.

In his experience, Harden adds that the immediate pushback from the community when first learning about this program is believing that it is for low income or is government housing. Instead, he adds that "this would be a place folks can be proud of." He says the projects proposed include high quality homes and would require final authorization and clearance by the superintendent.

Other area districts who participate in the program include Pflugerville and Round Rock. Although the district took no action on Wednesday, district officials say they do expect to revisit the item during a future meeting.

Beck says allowing the program in the Marion ISD will help cover the basis in ensuring students and staff remain safe at all times.

“Part of House Bill 3 was requiring that every campus have an armed individual like a cop of some sort. Looking at that, we currently already have three SROs (School Resource Officer). We would have had to I believe gone to five and so having the Guardian Program in place, we are able to meet the requirements from the state in order to still maintain our three SROs who do a fantastic job for our district but as well as provide that extra layer for quick time response for our kids,” said Beck.

Due to anonymity, Beck, of course, couldn’t provide who or how many armed staff would be present each school day. He did, however, say each campus would provide the necessary messaging and warning for anyone who walks into their buildings.

“We were pretty proactive on getting that stuff taken care of before the school year but the biggest change has been the Guardian Program and that’s when people are going to see those signs and they just need to be aware of that there are staff on campus and it’s not everybody but we do have staff that have been trained to be able to carry,” said Beck.

In addition to the Guardian Program, the Marion ISD has worked steadily over the summer putting up fences and other safety tools to safeguard its campuses. Another change in the Marion ISD this school year will result in a bonus for the Class of 2024. The school bell will also run an additional five minutes for Marion ISD secondary students. Beck says the additional minutes will allow for its seniors to not only finish school but graduate one week earlier. He says the last day of class for seniors will be Friday, May 17th followed by graduation on Saturday, the 18th. All other students, pre-k through 11th grade, will continue school until Friday, May 24.

Seguin and Navarro impress at first football scrimmages

(Seguin) -- The Seguin Matadors were impressive on both sides of the ball at their scrimmage on Friday against San Antonio Highlands at Matador Stadium.

The offense had some big plays book-ending the scrimmage with two long touchdowns. Ocean Moreno caught a long pass from quarterback Corey Dailey and sprinted down the right sideline for a 70-yard TD reception on the unit’s first play.

And on the last play of the scrimmage, Dailey found wide-out Nik Henry for another 70-yard TD hookup on the right side to end the practice game. Running back John Jackson also had a 70-yard touchdown run as Matador backs ran through some wide lanes opened up by the offensive line.

Defensively, the Matadors controlled the line of scrimmage. Seguin will return eight starters on the defensive side of the ball this season.

Seguin head coach Craig Dailey gave kudos to his veteran defense for stopping the run on Friday.

“We take pride in running the ball and stopping the run and they did a good job of stopping it and they didn’t give up any big plays,” Dailey said. “And that’s what we’ve really been preaching. Make people drive it down the field on us and see if they can eliminate big plays. And they did a good job of that today.”

The Matadors are back at practice as the first week of school gets started Monday. Seguin’s next scrimmage will take place this Friday night against Pflugerville at Matador Stadium. Seguin opens the regular season on the road at Alamo Heights on August 25th.

(Geronimo) -- The Navarro Panthers were in action hosting the Fredericksburg Billies for a scrimmage at Erwin-Lee Field on Friday night.

The Panther first-team defense kept the Billie offense out of the end-zone during the scrimmage. On offense, Gabe Rangel had a 65-yard touchdown run out of the Panther slot-t formation.

Navarro head coach Rod Blount was excited to see the big play from Rangel.

“We loved that. It’s one of our favorite plays and Rangel hit it running big time. We’re expecting some big runs out of him like that this year,” Blount said. “But the thing that I loved the second time we went around is the slow, steady drive down the field. We punched it in and that’s what we’re looking for with the slot-t, three yards and a cloud of dust. We’ll take those big plays but when we can control the clock and play lights-out defense, you can win a lot of ballgames.”

Navarro will be on the road this Thursday for their next scrimmage against Devine. The Panthers’ regular season kicks off on the 25th at home against Navasota.

(Marion) -- And the Marion Bulldogs took on Hallettsville on Friday night in a scrimmage at Veterans Stadium at Marion High School. The Bulldogs will host Poth for their next scrimmage on Thursday. Marion will play at Hondo to start their regular season next Friday night.

De La Cruz

Candor De La Cruz passed away on August 4, 2023 at age of 93. He was preceded in death by his parents, Jose and Victoria De La Cruz; brothers, Felix De La Cruz, Richard De La Cruz, Manuel De La Cruz, Eluterio De La Cruz and sisters Josephine Rodriguez and Petra Camposano. He is survived by his loving wife of 64 years, Teresa De La Cruz; his only daughter Rebecca Soto; son-in-law Roman Ney Soto; grandson Ryan Ney Soto; and granddaughter Grace Lauren Soto.

Candor was born on July 28, 1930, in Seguin, Texas. He graduated from Seguin High School in 1951 and enlisted in the United States Army. He served in the Army from 1951 to 1953 as an Army Medical Tech.

On December 29, 1958, he married Teresa Alvarado. Soon after, he began his career as a furniture salesman. He worked for Starcke Furniture for nearly 40 years under three generations of the Starcke Family. He retired, but soon returned to work at Rooms to Go in Seguin until his 2nd retirement in the early 2000s. During his retirement, he loved spending time with his beloved grandchildren Ryan and Grace. He loved being outdoors and took pride in his yard, his floral gardens, and his pecan trees. Many times, he could be found outdoors watering his roses and plants. He could also be found enjoying his morning coffee at the nearby Donut Palace.

During his life, Candor was a dedicated parishioner of Our Lady of Guadalupe Church in Seguin. Candor and Teresa were part of the dedication ceremony of the church at its current location in 1967 and donated the baptismal font still used today. He served many roles in the parish including CCD teacher, Parish Council Member, Holy Name Society Member, Member of the Cusillitas, Eucharistic Minister and mass usher. He volunteered annually at the church bazaar setting up booths and assisting with bingo. During his lifetime, he was also a member of the Knights of Columbus, the Kiwanis Club, the Lions Club, the American Legion and many other organizations. He will be remembered as a loving husband, wonderful father, and doting grandfather.

The family would like to give special thanks to Nesbit Living and Recovery Center and Heart to Heart Hospice for their exceptional care and support. Memorial contributions may be made to Our Lady of Guadalupe Catholic Church or SCUC Special Olympics on behalf of his granddaughter Grace Soto.

Services honoring Candor will be held at Our Lady of Guadalupe Catholic Church on Friday, August 11, 2023. Visitation will begin at 9:30 a.m. with the Holy Rosary recited at 10:00 a.m. and the Funeral Mass at 10:30 a.m. Interment will follow at San Geronimo Cemetery.

Milroy E. Schneider died at his home in Seguin on Wednesday, August 9, 2023. He was born on November 26, 1933, to Edgar and Ulla (Bielke) Schneider in the Zuehl Community. He was baptized and confirmed in the Redeemer Church in Zuehl. He was an active 4-H member in Guadalupe County.

Milroy graduated from Marion High School in 1951. He joined the Air Force and served in Korea during the Korean Conflict.

Milroy married Yvonne Raske in November 1955. After completing his military service, he began work in the meat department at Hild Bros in Marion. He then began working for Handy Andy in San Antonio and Austin.

Because of his meat-cutting skills, family members often invited Milroy to help when the butchering time arrived.

After he retired, Milroy and Yvonne returned to Seguin in 1999. He enjoyed working in their yard and loved gardening, completing woodwork projects, and grocery shopping. He enjoyed 9-pin bowling and was a member of the Marion Bowling Club.

Milroy is preceded in death by his wife Yvonne, his parents, his mother and father-in-law, Henry and Anona Rake, his sister Frances Hall and her husband James, sister in laws Claudia Schneider and Jenalyn Schneider and brother-in-law Rodney Kelso and sister-in-law Marilyn Rake.

Survivors include brother Harry Lee Schneider of La Vernia and Ray Joy Schneider of Illinois, sisters Gloria Schwarzlose and husband Raymond of Uvalde and Sylvia Kelso of Seguin, many nieces and nephews, and family members.

Roxanne Patterson, 89, passed peacefully on July 28, 2023. She was born on January 31, 1934, in Brownfield, Texas. She moved to Seguin in 1962 and began a career at Texas Lutheran College. She gathered many friends at TLC, The Guadalupe County Board of Realtors, and Cascades.

Roxanne married her sweetheart, Jerald “Pat” Patterson, on November 18, 1952. This union led to the births of Craig, Kim (Schmitt), and Lori (Hood). Roxanne is survived by seven grandchildren and seven great-grandchildren. Pat Patterson passed away in 2010.

A memorial service will be held Saturday, August 19, 2023, at 10:00 a.m. under the direction of Tres Hewell Mortuary at the Tres Hewell Mortuary Chapel.

Jack Hay, age 85, of Seguin, passed away on August 11, 2023. Jack was born on April 13, 1938, in San Antonio, Texas, to Lavon (Jackson) and Samuel Joseph Hay.

Jack served in the auto parts industry working as a parts salesman up until his retirement. He worked at several parts stores and automotive dealerships from Boerne to Gonzales. He enjoyed working in his shop and was a fan of Auto Racing. His most precious times were spent with his family.

He is preceded in death by his parents.

He is survived by his loving wife of 66 years, Polly Hay; sons, Scott Hay and wife Debbie, and Samuel Lee Hay and wife Colette; grandchildren, Matthew Hay and wife Lanie, Rebecca Arnst and husband Kolby, and Shannon Canham and husband Colt; great-grandchildren Landon Arnst, James (J.J.) Arnst, Elizabeth Chamberlain, and Jaxson Hay; brother-inlaw Ben Hoeffner and wife Bea; several nieces, nephews, and other loving family members and friends.

Ouida Quita Gravett, age 89 of Round Rock, formerly of New Braunfels and Orange passed away on August 2, 2023. Quita was born on August 17, 1933, in Edom, Texas to parents Murphy & Ruthie King.

She moved to Orange TX and lived there for 68 years graduating from Stark High School in 1951. She was a member of Park Avenue United Methodist Church for over 50 years and was an active member of United Methodist Women’s Ministries. She worked for Don Dunaway Insurance Agency for 30 years.

After moving to the Austin area, she joined First Baptist Church of Round Rock and was a member of WOW. She then moved to the Ranch Senior Community in Cedar Park. She loved living there and made lots of

William Crawford “Dub” Dailey, Jr., age 85, of Seguin passed away at home on August 9, 2023. Dub was born on February 19, 1938, in Manor, Texas, to Pearl (Stowers) and William Crawford Dailey, Sr. Dub married Betty Jo Sherrill Dailey on October 10, 1958, in Austin, Texas.

Dub attended Austin High School after finishing his formative years at HornsbyDunlap Consolidated School. He then embarked on several business ventures across the state before settling into a 30-year career with the Austin Fire Department, retiring as a lieutenant in 1992. During this time, he also helped his father manage the family farm and ranch operations in Webberville. After retiring to the Seguin area, he enjoyed attending sporting events for his younger children, grandchildren, and great-grandchildren. Dub never went anywhere without knowing someone.

Dub is preceded in death by his loving wife of 61 years, Betty Jo Dailey, his parents and seven brothers, and one sister.

Survivors include eight children: daughter Debbie Dailey; son Keith Dailey and wife Maggie; daughter Donna Sumners and husband David;

new friends and enjoyed church services and Bible study. Her children and family were the light of her life. She was a huge San Antonio Spurs fan and she always loved to dance. She was also an avid reader. Quita is preceded in death by her parents, her husbands, Donald L. Gravett and Horace Strange, son Keith Gravett, brother, Lindley King; sister, Carolyn Kerrigan, and husband Bob, and granddaughter, Kasondra Pipkin. Survivors include her son, Terrell Gravett, and wife Kendy; daughter, Shanon Robnett, and husband Nathan; daughter-in-law, Rayma Gravett; grandchildren, Brendan Gravett and Justin Gant, Britney Gravett and Marcel Garrett, Kevin Robnett and wife Leslie, Brandy Robnett, Carla Jankowski and husband Andy, and Andrew Tingstrom, J.T. Tingstrom and wife Maisie, and Jeff Pipkin; sister-in-law, Linda King; eight great-grandchildren; seven great-great-grandchildren; numerous nieces, nephews, and cousins.

A memorial service celebrating Quita’s life will be held on Thursday, August 17, 2023, at 10:00 a.m. at First Baptist Church Round Rock with the Rev. Austin Young officiating. Private interment will be held at a later date.

Dr. Brice Mandaville officiating. Graveside services and interment will follow at 2 p.m. at the Joseph J. Manor Cemetery in Webberville, Texas. Serving as pallbearers will be Noelle Deharde, Robert Lanier, Brandon Krueger, Tiarra White, Keagan Dailey, Corey Dailey, and Jameson Arnham.

Special thanks to the wonderful staff at Elara Caring Group Hospice and his best friend and granddaughter, Tiarra White, who has been by his side for seven years.

She was born on March 19, 1954, in Seguin, Texas, where she spent her childhood and formed lifelong bonds with her family and community. On August 9, 2023, surrounded by her loved ones at home, JoAnn peacefully left this world to join the eternal embrace of her heavenly Father. Throughout her life, JoAnn had a zest for life that was truly contagious. She approached every day with a beautiful smile and a heart full of compassion. Her warm and caring nature touched the lives of all who were fortunate enough to know her.

JoAnn had an array of interests that brought joy to her life. She loved immersing herself in the beauty of nature through camping trips with her family. One could often find her playing bingo, eagerly anticipating each call of the numbers. But perhaps nothing brought her more delight than gazing through the window at home, marveling at the graceful presence of the birds. JoAnn found solace and inspiration in these simple pleasures.

JoAnn’s love for family knew no bounds. She leaves behind a legacy that will forever be etched in the hearts of those she held dear. Her dearly beloved husband Julian Casarez stood by her side throughout their journey together. Their unwavering love was an inspiration to all who witnessed it. In addition

to Julian, JoAnn’s memory will continue to live on through their children: Jennifer Castillo (Michael), Julian Casarez (Monica), and Jessica Montes (Erick).

Being a grandmother brought immeasurable happiness to JoAnn’s life. She adored her grandchildren and cherished every moment spent with them. Tiffanie, Jeremiah, Sierra, Julian, Jillian, Isla, Timothy, and Emery brought boundless laughter and joy into her life, and their memories together will forever hold a special place in their hearts.

JoAnn’s strength and resilience were nurtured by the love and support of her family.

She is further survived by her siblings Rosa Sepulveda (Irineo), Oscar Villarreal (Diane), Gloria Macias (Luis), Sylvuia Mc Phail (Mike), Cynthia Rojas (Guillermo Sr.), Norma Camarillo (Joel), Abel Villarreal (Maria), Stephen Villarreal (Margie), Elizabeth Gomez (Mario), and Ruben Villarreal (Alma) were her pillars of strength throughout her life’s journey.

She was preceded in death by her parents, Ruth and Pedro Villarreal, as well as her brothers, Pete Villarreal and Carlos Villarreal.

To honor JoAnn’s life and celebrate the impact she had on others, friends and loved ones are welcome to join for a visitation at Palmer Mortuary  on August 17, 2023, from 5:00 PM to 8:00 PM. The Holy Rosary will be recited at 7:00 PM.

A Mass to commemorate JoAnn’s life will be held at Our Lady of Guadalupe Catholic Church, on August 18, 2023. The Mass will begin at 10:00 AM. Following the Mass interment will follow at Santo Tomas Cemetery.

U.S Suicide Rates Hit Record High In 2022

(Atlanta, GA) -- The number of suicides in the United States is at an all-time high. According to a new report from the CDC, roughly 49-thousand Americans committed suicide in 2022, nearly a three-percent increase over the prior year. Over half of those suicides involved firearms. U.S. Health Secretary Xavier Becerra released a statement with the report, saying “too many people still believe asking for help is a sign of weakness...We must continue to eliminate the stigmatization of mental health and make care available to all Americans.”

SCOTUS Blocks Purdue Pharma Bankruptcy Deal

(Stamford, CT) -- The Supreme Court is blocking opioid maker Purdue Pharma from moving forward with a six-billion-dollar bankruptcy deal. The decision comes after the Biden administration raised objections about the settlement that would have shielded the Sackler family from future lawsuits related to the opioid epidemic. A spokesperson for Purdue Pharma said the company is confident in the legality of its plan of reorganization, and “optimistic that the Supreme Court will agree.” The high court is set to hear oral arguments in December and likely issue a ruling early next year.

Nearly All Pharmacists Are Experiencing Drug Shortages

(Bethesda, MD) -- Almost all pharmacists say they’re experiencing drug shortages, and nearly a third say the impacts are “critical.” That’s according to a survey from the American Society of Health-System Pharmacists. The shortages have led to rationing medications and delaying or canceling treatments and procedures. Chemotherapy drugs are in the top five categories of drugs with active shortages. Lawmakers say reliance on China for the drugs makes the problem worse and they are pushing the Biden Administration to bring production back to the U.S.

Signs Point To A COVID-19 Summer Surge

(New York, NY) -- COVID-19 hospital admissions were up by 12-percent last month and emergency room visits up by 17-percent. The CDC says COVID deaths are the lowest they have been since the government started keeping track, but, still, between 300 and 400 Americans are dying each week.
