Guadalupe County appoints new Seguin ISD to delay return County Court-at-law Judge from Winter Break to Jan. 11 review of candidates.

Kirsten Legore By Cindy Aguirre-Herrera

“We’ve gone through a process of getting applicants, interested individuals to submit their applications, questionnaires. We reviewed those and selected a handful of applicants and attorneys to interview. We’ve gone through the interviews so what we did, went back into executive session, had further conversations,” said Kutscher. “I think we had a situation where we had nine interested candidates and interviewed five -- people that have all been involved and active in our community, experienced and all of them could have done the job. I really do appreciate their commitment to the community and their willingness to serve. It’s a difficult position for the court to be in. This doesn’t happen very often. One that we took extremely serious and again, just want to say thank you to the applicants that did take the time to show their interest,” said Kutscher.

(Seguin) -- The Guadalupe County Commissioners Court has appointed a new County Court at Law Judge #2. After interviewing and deliberating its list of candidates behind closed doors, the court on Tuesday reconvened in open session to appoint Kirsten Legore to the unexpired term of current Judge Frank Follis who has chosen to retire. Kutscher says ultimately, it was Legore’s diversity in experience Guadalupe County Judge Kyle that led to her selection. Kutscher says the appointment was made after a very thorough “It includes being right over

20 years of legal experience being an attorney. She was an administrative law judge with the Texas Youth Commission specializing in juvenile cases. She had been a prosecutor with the county attorney’s office as an assistant county attorney, adjunct professor, community member that has been very involved and also, she’s been working for the Seguin ISD, school district dealing with a lot of different issues from potential lawsuits with the district but also individual issues with family, protective orders, truancy just a wide array of issues and situations. So overall, Mrs. Legore stood out to us as somebody that had a very diverse background, who had experience in understanding in many different areas. She also is the type of person that is very approachable and personable, that is able to work with just about anybody but at the same time, Mrs. Legore is strong enough to being able make those critical and difficult situations which is ultimately why I think the majority of the court selected Mrs. Legore,” said Kutscher.

Winter Break EXTENSION (Seguin) -- In an effort to quell COVID related cases and quarantines, Seguin ISD students will get an extended winter break, returning to school on Jan. 11. The extra days come with an urgent request from Seguin ISD Superintendent Dr. Matthew Gutierrez. “In order to help slow the spread of COVID within our community, I am asking that our students and staff self-quarantine from Jan. 1-10 and closely monitor their health. We have seen an increase in cases and hospitalizations following Thanksgiving and my goal is to help reverse this trend as we begin the new year. The extended holiday break is designed to create a buffer between Christmas and the first day of school,” said Gutierrez.

Extended family gatherings and COVID See JUDGE page 3 fatigue have contributed to a slight increase

in Seguin ISD’s confirmed COVID cases and quarantines during the month of December. Delaying the first day to Jan. 11 will allow families to evaluate the health and wellness of members who may be exposed to the virus over the holiday. “The health of our students and staff is paramount for us to keep our schools open for face-to-face learning. Ultimately, this is our goal. In order to accomplish this for our community, I encourage our families to keep tabs on their health and get tested during the break if necessary. Anyone exhibiting COVID related symptoms should not return to school or work until cleared by a physician,” said Gutierrez. District employees will return to work on Jan. 7-8 to prepare for the students’ return on Jan. 11. “Our students and employees have done a tremendous job this fall. By following health protocols at the campus level, our schools have been safe learning environments. We want to continue this trend into the new year. My wish is that our Matador family has a blessed and restful holiday season with safety as a priority,” said Gutierrez. Seguin ISD COVID statistics are posted online at www.seguin.k12.tx.us/page/ covid19.stats.

Traditionally, we would h a v e recommended salary and hourly pay raises for our employees which are an annual, recurring cost. Guadalupe County residents are getting another chance to protect themselves from the flu bug. A free drive thru flu shot clinic will be held today, Dec. 17 from 3:30 to 6:30 p.m. in the Seguin ISD Administrative Office Building located next door to Arlan’s. Shots will be administered to those six months old and up. The shots will be administered by Schertz EMS paramedics.

Seguin ISD deputy chief operations officer named county’s newest judge JUDGE continued from page 1 Legore, who currently serves as the deputy chief operations officer for the Seguin ISD, says she is deeply honored by the confidence and support that the Guadalupe County Commissioners Court and Judge have placed in her and is grateful to serve the community in this new role. More importantly, she says she is humbled to be following the Honorable Frank Follis and knows she has big shoes to fill. Legore says she believes her experience in the county attorney’s office combined with the ever so changing roles for her in the Seguin ISD have helped her move toward this next chapter in her life. “All of that experience I think really gives me a perspective that is unique and in working with juveniles, really students, really getting to the why behind behavior because what is the goal? The goal is to change behavior and there is a punishment component of that. There are consequences. There are

also the expectations that need to be communicated clearly and then, the goal is to actually have behavior change and the way to do that is programming, counseling and then getting behind some mental health issues sometimes. So, you really have to have a case by case determination and I really think I’ve got that broad knowledge that is going to bring a little different perspective with the goal of actually changing behavior which I’m excited about,” said Legore. Legore says she looks forward to making a positive impact here in Guadalupe County, working to effectively process cases through court and making meaningful decisions for people’s lives. Legore says she also can’t express how thankful she is for the support that she has been given throughout the length of her career. She says she has really been blessed in maintaining contact with so many great people, bringing her to the point where she is now. “One of the things that I’ve been able to do through

these different positions within the county, within the city of Seguin is maintain that really wonderful professional working relationship with law enforcement, juvenile services and working with all the other school districts within the county so I’m really thankful to have been given the opportunities that I have been given to gain the experience that I have working with truly wonderful, talented and caring people within the school district. I know that I’ll maintain those relationships because in no matter what position you are in, having those relationships really helps people and I’m going to continue to work with people. So, I just think this is an amazing next chapter in my life although like I said, it is bittersweet but I think the perspective I’ve gained working with families and students, school staff, law enforcement, juvenile and truancy court have been invaluable to me,” said Legore. Legore will assume her position on the bench beginning March 1, 2021. The unexpired term runs through Dec. 22.

These interests continued in college at Southwest Texas State Teacher’s College (now Texas State University), where she was honored as a Gaillardian. Upon earning his Bachelors of Science Degree, he embarked on a teaching career that lasted 38 years, most notably being remembered for teaching high school algebra. Charlie had a lifelong passion for horses which started not long after he learned to walk. Nearly 3K COVID-Related Deaths Reported Tuesday (Undated) -- The coronavirus is claiming nearly three-thousand American lives again. The COVID Tracking Project says on Tuesday over 29-hundred deaths were reported. That pushed the death toll in the U.S. past 303-thousand. The number of people hospitalized continues to break records. The project says over 112-thousand Americans are currently hospitalized, with over 21-thousand in the ICU. Winter Storm Could Delay COVID Vaccine Deliveries (Undated) -- A coronavirus vaccine could be stopped in its tracks just as distribution begins. A massive winter storm is aiming for the Northeast today, expected to dump two feet of snow in some places. UPS and FedEx are working together to deliver the vaccine from Pfizer’s plants in Michigan and Wisconsin, but are preparing for road and airport closures. About 600 sites, mostly hospitals, were scheduled to receive nearly three-million doses this week. Some 500-thousand were already delivered Monday to 142 locations. Slaoui: Government On Track To Administer 20-Million Vaccinations By Year’s End (Washington, DC) -- Dr. Moncef Slaoui [[ MON-sef SLAH-wee ]] thinks the government is on track to administer 20-million coronavirus vaccinations by year’s end. Dr. Slaoui is the chief adviser for Operation Warp Speed at the Department of Health and Human Services. He told MSNBC that

20-million follow-up booster shots should be available early in the new year. Slaoui said he is very encouraged by news about Moderna’s pending vaccine. He stressed that the effectiveness of Pfizer [[ FYE-zur ]] and Moderna vaccines is exceptionally good. California’s ICU Availability Down To 5.7% (Sacramento, CA) -- California health officials say the availability of ICU beds is now below sixpercent. The state’s daily average of nearly 64 new COVID cases for every 100-thousand residents is putting a strain on hospital resources. The Southern California and San Joaquin Valley regions have less than two-percent of ICU beds available. The Sacramento region at 14-point-nine-percent is just below the state’s 15-percent threshold that automatically triggers tougher Stay-at-Home orders. The Bay Area region stands at 15-point-eight-percent, and the Northern California region has nearly 30-percent of its ICU beds available. FDA Approves First Over-The-Counter At-Home COVID Test (Washington, DC) -- The FDA is making it easier than ever for people to find out if they have coronavirus. The first over-the-counter COVID test was approved Tuesday. Patients don’t need a prescription and can simply buy the test at a drug store, swab their nose at home and wait 20 minutes for results. More than 100-thousand of the tests will be shipping out per day starting next month. The goal is to deliver 20-million before summer.

Q

: Can

I still plant my annuals?

A: Cool season annuals are still available in the local nurseries. In fact, I have

been holding off planting my own since our weather has been so warm. You also should plant your spring-flowering bulbs this month, but don’t plant too deep. Make sure your flower beds have enough moisture. Check the soil moisture with your finger according to Doug Welsh in his Texas Garden Almanac. Cool to the touch means adequate moisture, while warm and dry means water is needed.

Qbeen living outside?

: When do I bring in the potted plants which have

A: If you are like me, you wait until the weather person forecasts a freeze.

Bring the plants onto the porch or in a place where you can easily protect them from freezing. I usually bring my orchid plants in the house and put them under grow lights. If you have plumaria, place them in the garage or a place where they won’t freeze. The Houston Chronicle suggests removing the remaining plumaria leaves by cutting them an inch from the trunk. You can leave the plants in their pots or take them out, remove the excess dirt, trim the root ball to a desirable size, and place a plastic bag around the root ball. If you have your plumaria growing in the ground, dig them up and store them. The Chronicle also suggests that this dormancy period is a good time to make cuttings. If your plants are young or small, a cup of water a month will keep them from drying out too much during dormancy.

Someone always gives me a holiday plant. How do I Qcare for it? :

A: First of all, make sure your plant has enough light. If you have natural light,

this means at least six hours. If you only have fluorescent, than twice as much. The temperature should be around 68 to 72 degrees F. Do not place the plant under an airflow or next to a heater or fireplace. Water when the soil feels dry to a depth of one to two inches. However, do not overwater or keep the soil saturated. Most holiday plants come with decorative wrapping or containers which can hold water. Make sure you remove those when you water and let the plant drain. Fertilize only once during the holidays. Check to make sure that there are no insects on the plants. Living Christmas trees also need to be in bright natural light. Welsh suggests monitoring the soil moisture daily and getting the tree back outdoors within two to three weeks. The tree should be planted soon after so that it will have new roots before the heat of the next summer.

F

YI: Bird baths should be refilled daily throughout the winter to provide for our birds and squirrels, as well as all those visiting raccoons, possums, armadillos and foxes.
