Residents invited to give the new elections equipment a try By Cindy Aguirre-Herrera (Seguin) -- Voters are invited to come out and give Guadalupe County's new voting equipment a try. In preparation of rolling out the equipment in November, the Guadalupe County Elections Office is opening its doors these next three days for a hands-on opportunity to learn how to use the machines. Now although much of the voting process remains the same, Elections Administrator Lisa Adam, wants residents to still come in and see this newest and latest version of casting your vote during its Voting Equipment Showcase. "The Showcase consist of a mock election that we've set up. We set up the same equipment that the voters will see when they come to the polls in November and we have an election with candidates and races that are for example, 'What is your favorite Texas Landmark?' (This is) just so that voters can try the equipment without the pressure of knowing that this is a vote that needs to be carefully considered and cast. This is a vote just for them to come out and play with the

equipment and see it and become comfortable with it -- so when they come to the polls in November, they are not confused or worried about what the process looks like now. This is just strictly for familiarization with what we got to offer them now," said Adam. Adam says this Showcase is for everyone and especially encourages those soon to be voters to come out and try the machines. "If we have voters that are coming in to try the new equipment that typically bring their children in with them to vote, there's no reason their children can't try the equipment as well. It's not a playground and we don't want to make it sound like that but for future voters, it's also a good opportunity for them to come out. Most parents bring their children along when they come to vote but this is a chance where one of these future voters could actually try the equipment if they want as well and give them something to look forward to and understand what the process is like and take part in the process. We want to secure our future as well with these new voters," said Adam.

Seguin ISD seeks public input on proposed tax rate School district to approve architect for future bond projects By Cindy Aguirre-Herrera (Seguin) -- Seguin ISD taxpayers are invited to sound off on the proposed tax rate for the 2019-2020 fiscal year. The school district will host a public hearing on the tax rate just prior to tonight's regular meeting of the Seguin ISD Board of Trustees. The district will review its revenue budget which includes property tax and state aid.

Other items on the agenda include a presentation by the Guadalupe Appraisal District. District officials say the school board will hear from Jamie Osborne, chief appraiser. District officials say "they are especially interested in future tax revenue impact, if any, resulting from GBRA's proposed plan to dewater area reservoirs."

The district is recommending that trustees approve 99 cents for the maintenance and operations side of the tax rate and $0.385 for the district's interest and sinking or debt side of the tax rate for a total combined tax rate of $1.375. The proposed rate is $.045 lower than the prior year.

The school board will also look at approving a contract with Pfluger Associates for the architectural design and construction phase services associated with the renovation projects at Jefferson and A.J. Briesemeister Middle Schools along with the planning for playscapes at each of the elementary campuses. Pfluger is the same company that was hired to design the new Seguin Matador Stadium which will soon be under construction. The bond projects were approved by voters in May.

No action will be taken during the public hearing. A vote on the proposed rate, however, will be held immediately afteward during the board's regular meeting.

The public tax rate meeting begins at 6 p.m. today followed by the regular Seguin ISD board meeting at 6:30 p.m. The meetings will be held in the Seguin ISD Board Room located inside of Oak Park Mall.

Commissioners to host tax rate public hearing County to seek bid for trash collection stations during today's meeting By Cindy Aguirre-Herrera (Seguin) -- The Guadalupe County Commissioners Court will continue its budget process this week by discussing this year's proposed tax rate. Commissioners will kick off their regular meeting today with the first of two public hearings on the proposed tax rate for the 2019-2020 fiscal year. A tax rate of $0.38 per $100 of property valuation has been proposed for adoption. Since the rate exceeds the lower of the effective or rollback tax rate, state law requires that the county hold these public hearings. The effective tax rate is the total

tax rate needed to raise the same amount of property tax revenue for Guadalupe County from the same properties in both the 2018 tax year and the 2019 tax year. A second hearing is scheduled for 10 a.m. Tuesday, Sept. 3. Following the public hearing, commissioners will tackle other budget related matters including the approval of salaries for elected and precinct officials for the coming fiscal year.

Detention/Law Enforcement Center Addition to be located adjacent from the current jail and sheriff's office on North Guadalupe Street. Details of that contract will be discussed and then decided on during today's meeting. Commissioners this morning will also look to advertise and seek sealed proposals or the handling of the Guadalupe County Collections Stations. The stations were recently shut down after the county and the former company could not agree to a contract.

Robbery suspect Elections office to open doors this behind bars week for Voting Equipment Showcase Local man robs employee at Hibbett Sports

The second and new way of doing things is printing your ballot card to verify your selections. The third and final step will be to cast your ballot by inserting your paper ballot into a locked ballot box also known as the DS200 Ballot Scanner.

By Cindy Aguirre-Herrera (Seguin) -- Seguin Police Officers managed to quickly track down a robber who ran off with an undetermined amount of cash from a local sports store.

Adam says voters in the Seguin and Marion ISDs were the first to have a crash course in the voting system during their bond elections in May. Now, she wants to reach as many people as possible in preparation for November.

Officials say the robbery occurred just after 10 a.m. Monday at the Hibbett Sports store located at 350 S. State Highway 123 Bypass.

They say the suspect fled the scene but was later apprehended a short distance away from the business.

"May went fantastic. We were so happy with the way the voters responded to the equipment. We were very happy with the way the equipment functioned. It did exactly what we thought it would do and the results process was smooth. The voting process was smooth and everything went really well. We are looking forward to the November Election and then deploying it on a larger scale and have a larger cross section of voters to be able to come out and use especially going into the next year with our primary year -- with the primaries and the presidential election in November. So the more the voters can come out and become familiar with the equipment now, the smoother those elections would go," said Adam.

The unidentified suspect refused to provide his name and date of birth at the time he was taken into custody. He was transported to the Guadalupe County Jail where he remains on charges of aggravated robbery.

The Voting Equipment Showcase will be hosted today through Thursday at both the Seguin Elections Office and Schertz Elections Office. Doors will be open today from 8 a.m. to 5 p.m.; Wednesday from 7 a.m. to 7 p.m. and Thursday from 7 a.m. to 7 p.m.

According to the preliminary investigation, officials say an unidentified male entered the location and demanded money. During the robbery, the suspect assaulted a 26-yearold male employee whose identity is being withheld at this time.

Seguin volleyball drops Gold consolation final in Matador Invitational

(Seguin) - Seguin finished a 3-3 weekend in its annual Matador Invitational tournament at Goldie Harris Gym with a 2-1 loss to San Antonio Christian in Saturday's Gold Bracket consolation match. The Matadors won two of their three pool matches on Friday to earn a spot in the tournament's Gold Bracket. Seguin fell to San Antonio-Stevens in two sets, defeated Southside 2-1, and swept Fox Tech in two straight. Julianna Harrington put away five kills against Stevens. (Minneapolis, MN) -- Senator Bernie Sanders is doubling-down on his Medicare For All proposal as he runs for the 2020 Democratic presidential nomination. Appearing on CNN's State of the Union, the Vermont Senator dismissed criticism that he's backtracking on one of his top campaign promises. When asked about his 2020 rivals attacking him for tweaking his Medicare proposal over its impact on union workers, Sanders said he has not changed "one word." Last week, he unveiled a plan that in part includes benefits for union workers who would be giving up their private insurance. He insisted that part of his plan is no different than it was before. Senators Kamala Harris and Michael Bennet along with former Congressman John Delaney have called out Sanders over the tweak.

(Philadelphia, PA) -- A new study shows vaping can affect blood vessels in healthy young people even if e-cigarettes don't contain nicotine. Researchers at the University of Pennsylvania School of Medicine studied over 30 non-smokers who were 24-years-old on average, monitoring them as they took 16 puffs from an e-cigarette. Then they did MRI scans and found reduced blood flow in their legs. They said that suggests that vaping impairs the inner linings of blood vessels.

Study: Pill Reduces Heart Attacks By Half (London) -- A new pill is being studied that reportedly cuts the risk of heart attacks in half. The so-called "polypill" combines aspirin with drugs that lower blood pressure and cholesterol. A study in Lancet, a British medical journal, says among participants who took the pill as directed, heart attack incidents declined by 57 percent. The polypill concept was first proposed over 20 years ago, and is now being tested in clinical trials.

Judge Denies Bid To Halt NY's Ban On Religious Exemptions For Vaccinations (Brooklyn, NY) -- A federal judge is denying a bid by six parents to halt New York state's ban on religious exemptions for student vaccinations. Judge Allyne Ross of the Eastern District of New York disagreed with the parents that their disabled children were being discriminated against because they won't have access to federally-protected educational services. New York lawmakers passed a law in the midst of a measles epidemics in New York City and its northern suburbs, where there have been more than 850 cases since last fall.

OBITUARIES continued from page 11 Saverance Ronald Loy Saverance (Ron) passed away August 22,2019 at the age of 93, in New Braunfels, Tx. He was born April 20, 1926 in South Taylor Co. outside of Goldsboro, Tx to Charles Albert Saverance and Ollie Stokes Saverance. He served in the Army in Korea. After the Army, he worked as a postal worker and in 1953 began working for El Paso Natural Gas and was employed for 33 years until he retired. After that retirement he bought a Germania Insurance Agency. He and his family lived in Kermit, Texas for many years. Ron worked in several churches in the area as a music director, Grace Temple Baptist, and Belview Baptist in Kermit. After moving to Odessa, he became a member of First Baptist Church and enjoyed singing in their choir. Ron is preceded in death by his parents and his son, Ronnie Elliot Saverance, his brothers, Wilson Saverance, Felton Saverance and Marshall Saverance. He is survived by his daughter of Seguin, Texas, Rita Mantooth, Son in Law Ed Mantooth, Daughter in Law, Susan Saverance, grandchildren Michael Mantooth, Kelli Mantooth, Nathan Saverance and Amy Saverance Endecot. Also by many great grandchildren, nieces and nephews. After suffering with alzheimers, he is with his Lord and Savior.
