Shelter primed to continue after second winter

With the Warm Welcome program starting up last year, providing an overnight stay for Estevan’s homeless, it has since grown as a vehicle of transformation for both the guests and the many volunteers who spend their nights with them. The Salvation Army’s Lieutenant Brian Bobolo has previously preached that the shelter doesn’t provide the community with a narrative of failure but with one of success. He continued to advocate those sentiments as the shelter closed for the spring and summer on March 31. Bobolo sees the shelter as something that will be a mainstay in the Energy City, as omnipresent as Lignite Louie. Long-standing shelters in larger cities started somewhere, and what the community has seen in the past two years is the emergence of Estevan’s. “We believe this is a program intended to not only serve the people who are struggling to find adequate shelter. It’s also a program to serve the community, so we set out to create this sense of community, first of all, within the shelter and we succeeded marvelously,” said Bobolo, sitting down with the Southeast Trader Express last week. “There’s a real spirit of connection that exists within the shelter.” Moving into year two, organizers sought to create a greater culture of understanding and acceptance throughout the community, as all cities with new shelters must wrestle with what exactly that means for the them. “Last year, at the start of the program certainly, I think the community as a

whole took time to come to terms with the idea that we needed a shelter. That’s understandable. When community programs have sprouted up in smaller centres across Canada, there was the same phenomenon that took place,” noted Bobolo. “People need to understand what a shelter is all about.” He said during the second year of the program, they continued to see growing support. Despite that, Bobolo noted that many in the city have decisions to make on what kind of place they want Estevan to be moving forward. “There still is with some in the community this lack of understanding about the issues of homelessness. There is a lack of acceptance,” he said. “Some of our guests have really experienced some social struggle out in the community. Some of our guests have been pushed out of the community centre, out of restaurants. We’ve had people who have been complaining about them, in some cases about their appearance, and sought different ways to push them aside.” As a response to some of that ostracism toward some guests, the group behind the shelter has found another role to act as: that of advocate for the city’s shelter insecure. “That seems to be an ongoing challenge for us, and we’ve met with mixed

success this year,” he said. That challenge will continue as the shelter welcomes more guests through its doors. The shelter saw 43 per cent more unique guests than last year. “We continue to hear this in the community that isn’t it better to put them in a hotel. Is this a worthwhile program to really invest in?” Bobolo said, noting the total dollar value of services provided to the guests went up by 136 per cent. That figure is calculated based on the least expensive hotel rooms in the Energy City. It comes to about $38,000 worth of shelter and more than $5,000 of food just this past winter. “It cost the program far less than that, so when people donate to Warm Welcome, there is a multiplying effect to their donation. Your dollars transform lives. The hours you commit to the program transform lives. We have seen our guests look healthier, an increase in their sense of optimism about the future, and we are seeing a bright future for them.” The shelter started small in late 2012, running only four nights each week for the first winter. When it opened again on Dec. 1, 2013, the shelter would remain open every night of the week. That required a greater volunteer base, and Bobolo said the community has been up to the task, committing roughly 3,600 hours to the program, a 78 per cent increase from the previous year. He said they are always in need of volunteers as well as financial support. Though they have struggled financially this year, they have been able to pay all their bills. While the program tries to reach more volunteers and find new sources of funding, it isn’t going to slow down.

For the next season, Bobolo is hopeful the shelter will be open a couple of weeks earlier, sometime in November, and closing a couple of weeks later in mid-April. His vision and plans for the shelter’s future will encapsulate every day of the year. It won’t happen overnight, but he stressed that the need won’t disappear no matter how prosperous the city becomes. “It’s interesting living in a community like Estevan where there is some wealth. I’ve seen people really spend a lot of time loving their trucks, and I’ve seen people invest $60,000, $70,000 into their trucks, and I’ve seen people hold onto old trucks. They’ll baby them and they’ll polish them and replace the parts spending hours a week investing in it. It’s consuming all their energy to keep this love interest going, and I think it’s all well and good when you invest that amount of money,” said Bobolo. “But the question we ask at Warm Welcome is what about our own sense of humanity? I think when we are able to see the inherent worth in the other person, we discover our own worth. We grow as people. We see the value in being human. When we dismiss others as less valuable, we cheapen our own sense of worth as a human being. When we invest more in our vehicles than we do in one another, our currency as human beings decreases. “We are seeing that phenomenon take place in our community in some ways. Keep in mind there’s a wonderful sense of community here, but in the minds of some people, we are seeing that. When we surround those in need with concentric circles of love and acceptance, we prosper as a community, and we add

value to our community and add value to who we are as individuals.” When guests make their way to the shelter each evening, they are greeted by the volunteers who serve hot drinks and provide meals as well as good conversation. Volunteers and guests play games and tell stories.

It’s a natural fit and a partnership that has really caught the attention of the national Salvation Army. We are on their radar.” He said the guests are always welcome to go to the Salvation Army during the day to have some food and play games. “There’s no need for people to feel as though they are alone in this community. There’s always lots of support.” Bobolo also wanted to remind everyone that the community is the eyes and ears of the shelter, and they rely on people to call them if they identify someone in trouble. “We receive guests and let them stay in our buildings overnight, (that) ends March 31, but the support we provide to them exists 365 days a year. This is an example of this community as a whole coming together and saying we do believe our neighbours are important to us.”

Bobolo said issues for the city to continue to ponder are whether we can see our own inherent worth in people who are homeless, people who may look disheveled and people who are having emotional troubles because of the challenges they face. “It’s a slow process, but I’ve seen the community as a whole really learn a lot about themselves. They’ve re-affirmed the longstanding tradition that this community has for taking care of its own. They’ve come forward despite the lack of understanding what a shelter’s all about. This community needs to be applauded.” They had a number of aggressive goals coming into their second year, wanting to see the program grow and prosper. “Our other goal is to create a supportive community for our guests that

Longing for community in the neighbourhood We all need to watch out for one another and it’s deeply saddening when we don’t. Perhaps you’ve read a story about a woman in Pontiac, Mich., who died in 2009, her body found in 2014, after the funds in her accounts ran dry. Her bills were set to be automatically paid. She was paying her mortgage, phone bills and electric/gas bills, for years after her death, and it was only when her money ran out and the bank stopped getting its due that anyone thought to ask what happened? Well, they didn’t even really do that. The bank, no longer able to receive mortgage payments from an empty account, foreclosed on her house. When the bank sent someone into the home to assess their newly acquired property, the woman’s body was found. It’s stories like these that makes me think we’re all growing more separated and more alone as we commit fully to our own lives and grow too concerned that any attempt to reach out to others will come off as an unasked for intrusion. We don’t want to be rude or intrude, so we just leave everybody alone and curl up into our homes, only looking out at the world through a thin slit between the blinds.

Jordan Baker Thoughts From My Fingers That is perhaps reasonable during our harsh winters when it’s morally unconscionable even to consider braving the conditions for a moment of real live human contact. But when we do wander outside we’re always fencing ourselves in and shunning the strangers in our neighbourhood. My landlord recently put up a fence. Not a little one that encourages Home Improvementlike conversations over it, but a tall one, solid, with a stonewall pattern. It’s more fortress-like than friendly. I don’t mean to be overly self-righteous. I’m part of the problem. I don’t know any of my neighbours. I’ve exchanged a few words here and there with the pleasant men on either side of the house, but most of our encounters are uncomfortably cold, a barely visible head nod and quick shout of “Hello!” before we can run in the house or jump in the car or high tail it in the opposite

direction as fast as we can because talking with people who live near us is something we think we aren’t supposed to do. I’m not talking about people who have lived in the same house for 20 years and have had the same set of neighbours since the 1980s. And sure, in small communities like Estevan with high rates of transience and people quickly moving in and out of the city repeatedly, it isn’t always the easiest place to get to know the people on your street. I’m not advocating going back to a fictionalized utopia version of the 1950s that we’ve built up as a quaint era where everybody was living in homely harmony. I just think we could all benefit from a little more neighbourly warmth, especially when the mercury drops so horrifyingly low. For now, it’s getting warmer. Spring is steadily, slowly, but assuredly coming our way. Pretty soon we’ll be spending time in our yards, sitting on our porches and enjoying some fresh air with a stroll down the street. With all this outdoor adventure on the horizon, I’ll be doing my best to engage more and perhaps present a more approachable front. I don’t mean to be rude or intrude with my smiles and intrusive inquiries of “How are you?”

Genetic modification deserves its due In a spring when a record Canadian crop seems landlocked by a struggling grain handling system ill-equipped to deliver a huge crop to port and generally softer farm commodity prices, other issues tend to get lost in the world of agriculture. That, I suppose, is to be expected. Farmers need to focus on the things that most directly impact their bottom lines today, and grain movements and prices do that in a major way. But there are issues that are going to have a longer term effect than whether a badly set up, and poorly governmentregulated rail system can manage to get a big crop to port in years when yields are the best ever. One issue I still strongly believe will have a huge effect on farm margins moving forward is the broad area of genetically modified crops. It is an area of agriculture I have written about before, which I suppose is not surprising. Few issues in agriculture arise, are dealt with, and are then left behind. Most are long term and are matters of debate for years, if not decades. As an example, the current woes surrounding rail service for farm grain may be more serious at present, but it is also a long held issue facing the agriculture sector. Crops that have been genetically modified are no longer new. Almost the entire

Calvin Daniels Trader Agriculture Columnist Canadian canola crop is now a GM variety of one type or another. Farmers were quick to buy-in to the idea of canola varieties modified to be resistant to certain herbicides. It made weed control in canola crops more manageable and allowed farmers to push canola in terms of cropping rotations. What that has meant is canola has become the major cash-returns generator on the Canadian Prairies. Canola yields hit record levels in the fall of 2013, and as farmers have grown more and more acres, a significant oil crush sector has emerged to utilize the canola here on the Prairies. Yorkton is the poster-child of such value-added industry with two canola crushing plants coming on stream in recent years. I would suggest the expansion of canola acres and the accompanying oil crush capacity have occurred at a much quicker pace with the emergence of GM varieties. That all said, there remains concerns

over the arrival of more GM crops. The mere suggestion of a GM wheat resistance to a herbicide sent shudders through the farm sector. It was one based on the resistance from consumers or at least the perceived resistance. In this world, the vocal minority often gets more than its fair share of press, and reluctance to trust GM crops is likely one such case. It was certainly a concern several governments were quick to pick up on, realizing it was an easy back door way to restrict imports and protect their own farmers from competition. That is short-sighted in terms of providing a false sense GM crops have somehow shown themselves to be non-safe, and it also is a stance that limits the upward movement of production a growing world population will eventually need. A company looking at releasing a GM alfalfa in Canada has recently announced it will delay that release. The decision has been applauded by the likes of the National Farmers Union, which will not surprise anyone. But is it a sound vision for the future to not embrace what GM can offer? Some like the NFU will argue it is folly to go that direction, but I suggest hungry mouths demand broader acceptance of where the technology can take us.

Medicinal marijuana users protest new regulations National OTTAWA - Medical marijuana users will be blowing off some steam in Ottawa today over restrictions on growing pot. Cannabis activists will hold a news conference and rally on Parliament Hill to protest the government’s new Marijuana for Medical Purposes regulations. The event comes a day after the Harper government said it would fight an injunction that allows people to continue to grow medical marijuana while a legal challenge plays out in the courts. Last month, Federal Court Judge Michael Manson granted the temporary injunction, allowing medical marijuana patients currently licensed to continue to grow their own marijuana. Activists have launched a constitutional challenge after the government imposed new regulations, which took effect April 1, preventing

people from growing their own marijuana at home and requiring them to buy from commercial producers. *** TORONTO - A new Canadian study suggests nearly one in three new prescriptions goes unfilled, with expensive drugs and medications used to control some chronic conditions more likely not to be taken as directed. The first author of the paper admits that she and her colleagues were startled at the magnitude of the gap between prescriptions written and prescriptions filled. Robyn Tamblyn says doctors need to keep this fact in mind because they may assume a patient’s drugs aren’t working when in fact the patient isn’t taking the prescribed medication. She says those patients may be too embarrassed or too intimidated to share that information with their doctors. Tamblyn is an epide-

miologist who teaches in McGill University’s school of medicine; her paper was published Monday in the journal Annals of Internal Medicine. She and her colleagues found that antibiotic prescriptions are often filled. When the data were analyzed on a condition-bycondition basis, prescriptions for medications for urinary tract infections were least likely to go unfilled. But drugs prescribed for headache and coronary artery disease were only filled about half the time and prescriptions for antidepressants were filled only 37 per cent of the time. The study didn’t look at why people didn’t fill their prescriptions; Tamblyn says she and her colleagues plan to do a followup study to ask patients that question. International JERUSALEM - An official close to the Mid-

east peace talks says a deal is emerging to extend the troubled negotiations. It includes the release of convicted spy Jonathan Pollard in exchange for 400 Palestinian prisoners. The official says the deal would extend the talks into 2015. He says it doesn’t include a freeze on West Bank settlement construction but that Israel would show “great restraint.” The official spoke on condition of anonymity because he was not authorized to discuss the deal with the media. He says that under the deal, Pollard’s release would take place by midmonth. The U.S. has been negotiating with Israel and the Palestinians to extend talks past a late-April deadline. The months-long nego-

tiations hit a snag when a planned prisoner release did not take place as scheduled. *** THE HAGUE, Netherlands - The International Court of Justice on Monday ordered a temporary halt to Japan’s Antarctic whaling program, ruling that it is not for scientific purposes as the Japanese government had claimed. Australia had sued Japan at the U.N.’s highest court for resolving disputes between nations in hopes of ending whaling in the icy Southern Ocean. Reading a 12-4 decision by the court’s 16-judge panel, Presiding Judge Peter Tomka said Japan’s program fails to justify the large number of minke whales it says it needs to catch under its current Antarctic program — 850

annually — and it doesn’t catch that many anyway. It also didn’t come close to catching the 50 fin and 50 humpback whales it aimed to take. All that drew into doubt Japan’s assertion that its whaling is for scientific purposes, he said. “The court concludes that the special permits granted by Japan for the killing, taking, and treating of whales ... are not ‘for purposes of scientific research’,” Tomka said. The court ordered Japan to halt any issuing of whaling permits at least until the program has been thoroughly revamped. Japanese Foreign Affairs Ministry spokesman Noriyuki Shikata told reporters that the country “regrets and is deeply disappointed” by the decision.

Estevan students, officials will march for respect It’s known for its pink shirts as well as its promotion of respect and its imaginings of no bullies. The Day of Pink will mark its third year in Estevan on April 9. Promoted by the Red Cross as part of their Imagine No Bullies campaign, the event has become a regular part of programming around

in how to handle bullies and treat everyone with respect. “These elementary kids would then go teach other elementary school kids,” Barker said. Once word spread of a Pink Shirt Day march in the Maritimes, the Holy Family Catholic School Division approached the local Red Cross about hosting a march in Weyburn. Barker said he was hesitant, unsure the idea would really catch on, but the first event was a resounding success. “There was a huge crowd. I wanted to see how it was going to go,” he said, noting that after that first year, marches have also been held in Estevan.

While some larger centres are having rallies for the event, there won’t be many changes to this year’s program, which will once again be a walk from the courthouse down Fourth Street beginning at 1:30 p.m. This year, the organizers are putting some added stress on spreading the word and connecting all of the events through social media. Barker noted that last year, the southeast events were the most tweeted during the day. A co-founder of the Day of Pink awareness campaign, Travis Price, will be in Estevan speaking to one of the schools the day after the event. He will be attending Sacred Heart/Sacré Coeur

Think about whether or not you really need that blast of cold air or if rolling down the windows will do while driving in the city. Reduce, re-use, recirculate.Consider using the re-circulating function of your a/c system. This requires less energy because your vehicle is not always cooling the outside warmer air. Even unseen parts of the car might be covered with salt, sand, and road dirt that have accumulated in the undercarriage and the trims. This kind of detailing requires a complete wash of the vehicle, starting with a going-over or two in a no-contact car wash (a car wash using only water spray, without brushes). This step will remove the bulk of the grime.

Gun show not a long shot for success

The Estevan Wildlife Federation’s inaugural event for hunters, collectors and recreational shooters was a popular one over the weekend as interested parties from across the region came to the gun show in Estevan. Whether they were looking to purchase or browsing to see what the hubbub was about, the Wylie-Mitchell Hall was full of onlookers wanting to see exactly what was available in terms of not only guns but also accessories, ammunition, knives taxidermy and outfitting. There were collectibles, sporting arms, tactical firearms, handguns and just about every other type of gun, from .17-calibre rifles to .50-calibre Browning machine guns. Organizers Kevin Thompson and Lionel Bender were ecstatic at the turnout at the show, with the former saying that they would have been happy with 1,000 people coming to peruse the exhibitions over the course of the weekend. They had more than 1,000 people come through the doors just on Saturday morning. “I thought we’d have 1,000 people over the weekend, and we did that in four or five hours, even three hours

actually,” said Thompson. The Energy City, it would seem, has been waiting for a void to be filled. “The vendors have been unbelievable here. I’m speechless,” said Thompson. He said this is the first gun show held in the city in more than 30 years. There were shows in Regina and Moose Jaw in the weeks leading up to the weekend, but that didn’t seem to take away from the draw in Estevan. “We don’t have a gun store,” said Thompson, noting the only two places to buy ammunition in Estevan are at Canadian Tire or Walmart. He said there were anywhere from 1,000 to 1,500 firearms brought to the show over the weekend. “There are guns leaving this building left and right,” he added, noting the vendors have been happy with the turnout. “I talked to many of them, and they told me they are very, very pleased with everything.” There were 24 vendors who purchased all 87 tables available for the event. The organizers had to turn down

82 other tables, so there is enough interest to grow the event in the future. “We need the Civic Auditorium, but we aren’t going to get it,” Thompson said regarding the time of year they want to host the show. “This is the perfect time to sell guns, right before road bans. With the (OTS) curling thing going on, it’s hard to get buildings right now.” That said, Thompson was very happy to have the Wylie-Mitchell centre, and with that Oilfield Technical Society holding its Estevan bonspiel on the weekend, it may have encouraged more people to come through the doors. The show over the weekend was also a fundraiser for the EWF, as they are looking to build a new pistol range by their rifle range south of the city at the Boundary Dam Recreation Site. The EWF is looking to raise about $30,000 for the new range. “You will see myself and Lionel back here doing this again next year. I think this is going to be an annual event,” said Thompson.

Kansas freshman Andrew Wiggins made official Monday what he’s been telling folks all along: He’s headed to the NBA after his only season with the Jayhawks. The 6-foot-8 forward, who was voted secondteam All-America earlier in the day, is expected to go in the top three picks in the June draft. Some believe he could go first overall. Wiggins was the toprated recruit when he arrived at Kansas, and his brief career was a bit of a roller coaster. He struggled early in the season, caught fire midway through, and then flamed out when it mattered most in an NCAA tournament loss to Stanford. Wiggins only scored four points on 1-for-6 shooting in the third-round defeat. International HARRISBURG, Pa. - Former Penn State president Graham Spanier is asking a federal judge to halt his prosecution for an alleged criminal coverup of complaints about Jerry Sandusky. Spanier’s lawyers filed a complaint Monday in federal court in Harrisburg

that says his case was “undertaken in bad faith” and that it violates his constitutional right to due process of law. A message left for the defendant, state Attorney General Kathleen Kane, wasn’t immediately returned. Spanier is awaiting trial in Dauphin County along with former Penn State vice-president Gary Schultz and former athletic director Tim Curley. In that case, the de-

fendants are waiting for a decision by the trial judge regarding claims that their right to legal representation
