Ladouceur acknowledged the continuous increase in cyber-assaults as another area of concern, adding there are hardly any cases now that don’t have a PDF file, cell phone or computer linking to the crime. He said he will continue to do lectures on Internet safety at schools, and encourage parents to refrain from falling into what he calls “parent pressure.” “That’s when you have your child come home and the first thing they say is ‘mom and dad can I have a cell phone?’ And the parents say no way you’re only 12- yearsold, to which the child would point a finger at 12-year-old Suzie next door and say, ‘well her parents bought her one.’ Then naturally we feel like we’re not being good parents

if we don’t give our kid what other kids have,” he said. Ladouceur highlighted the danger when parents fall into this category, and explained when they give their young child a cell phone, you’re also giving them full access to the Internet, which houses a plethora of dangers. Moving forward, Ladouceur said a short-term goal for him and the rest of the police force is cracking down on drug use and drug trafficking. “It’s something that is going to be addressed by the police service, and the public will notice that,” he said. Cocaine and heroin specifically, will be high priority for them. The police chief said drug-related issues exist in communities across the country, but are potentially

more prominent in areas like Estevan because of the high number of young workers with big salaries, resulting in a strong breeding ground for drug dealers. “What we’re seeing now is an increased trend in dealers and criminals from larger centres looking at this area and going ‘hang on a second here, this is a bit of an untapped market, and if I can get this smaller community in the palm of my hand I can make some money here,’” said Ladouceur. He also said they are going to be asking for the public’s help, and encourage them to come forward with any possible information they may have regarding drugrelated incidents happening in the area.

Regina and Saskatoon continue to hold the highest crime severity index numbers out of metropolitan areas across Canada | Statistics Canada

Numbers from the Crime Severity Index (CSI) have, for the most part, decreased across the province, however the big picture continues to show that crime in Saskatchewan is more prominent than in other parts of Canada. The CSI index is an annual report that measures the overall volume of crime recorded by police, combined with the severity of those crimes. On July 23, Statistics Canada released the 2013 CSI figures for municipalities with a population greater than 10,000, and interestingly enough for the first time in 15 years, none of Canada’s major metropolitan areas recorded an increase on the CSI index. However, Regina reported the highest CSI of any city at 109, a seven per cent drop from 2012. Saskatoon also decreased its severe crime rate by six per cent to 99. North Battleford once again obtained the highest CSI index in the country, with a figure of 323.88. On the local front, Weyburn had a CSI index of 82.6, which ranks it at 75th in the country, while Estevan sits at 35th with a rating of 101.75, which is also an improvement over 2012, when its CSI index was at 142.4. “We’re always happy to see reduction rather than increase without a doubt, but when we go year to year we have to be very cautious,” said the Energy City’s recently appointed police chief, Paul Ladouceur. “It’s not enough of a time gap in my view, to indicate a constant trend. If we look at a five or 10 year span we get to see a bigger picture.” According to Statistics Canada, the rate of luring a child via a computer rose by 30 per cent, while sexual exploitation increased by 11 per cent.

PG-13 is sometimes bad news

You know what sounds weird? A lyrebird imitating the sound of road construction. You know what else sounds weird? Hearing people say that Marvel movies, like the upcoming Guardians of the Galaxy masterpiece, would be far better if it was rated R. While reading reviews for GOTG, (an unnecessary task of course, but seeing the Rotten Tomatoe’s score at nearly 100 per cent made me feel good inside) I read bizarre comments on the Internet machine stating these super heroes letting loose, crushing skulls and swearing at the top of their lungs would be a far better experience than what is currently being offered with its PG-13 rating. Though I disagree with this sweeping statement wholeheartedly, it did get me thinking about Hollywood’s most recent obnoxious trend; rehashing old rated R movies and dispensing soulless PG-13 remakes. Robocop is the first and most prominent example I can think of. It’s one of the few recreations I watched, and it was with a friend who forced me to go. After one viewing, it reinforced my frustration towards the whole “let’s do it again but this time for kids” trend. Robocop of 1987 was nearly gosh-darn perfect. It combined social comedy with ultraviolence and sported an interesting focus on the issues that often consume society, like consumerism and corporate greed. An 80s classic. The 2014 remake, which isn’t necessarily bad, is just not necessary, and I honestly can’t remember a single standout moment from it. Yes, the glamourous shootouts were glamourous, but who cares? I ultimately felt like I had just watched something very, very mediocre. All the charm was gone from the remake, much

Writing Prevents That Sinking Feeling was taken way too seriously, and the children who surrounded my friend and I in the theatre were more annoying than … you know what, I can’t think of something more annoying than loud kids in the movie theatre. I also discovered that kids, well, the kids watching PG-13 Robocop, love guns. Every time a gun materialized into frame, the youngsters squealed in delight like THIS was what they were waiting for. A gun. Shooting stuff. I can’t even blame them entirely though, well wait, yes I can, just a little. Go read the newspaper children, fill your minds with knowledge and the happenings around the globe, and discover how gun violence is contributing to more deaths than any other form of disorder. However, another interesting fact that is causing youth to become so enamoured with guns is the fact that gun violence in PG-13 movies has more than tripled since 1985, according to researchers at the Annenberg Public Policy Center and Ohio State University. In fact, gun violence in PG-13 movies during 2012 contained more gun violence than the top-grossing R-rated ones. This is quite an interesting fact. Now, not all children crave violence in movies, and certainly deserve to watch something on the big-screen just as much as anyone else, but these numbers are something parents should

keep in mind. There’s no doubt it’s hard to watch a movie with no guns in it, and I’m not going to sit here and say all PG-13 movies with guns are bad. Dawn of the Planet of the Apes is a recent blockbuster that has its share of gun violence as well, but to my surprise, actually contained a very deep story and character development that movie-goers could appreciate and relate to. The gun violence is pretty minimal, considering the fact that the movie poster displays an ape holding a rifle while riding a horse, and the first 20 or so minutes have essentially no dialogue, and simply showcase the apes’ way of life. It’s surprisingly super effective. The apes have motivations, the humans have motivations, things happen, it’s clear and concise, and violence takes a back seat. So the next time the family is going out to the theatres, consider some of these factors. PG-13 movies can be very engrossing and at times provide us with excellent storytelling. Movies like Robocop 2014, are all right, but don’t offer much besides flashy effects, a super mediocre story that was actually done much more effectively in 1987 (that movie is rated R though so don’t watch it with your kids) and gun violence that needlessly contributes to the gun-loving world we live in today. Dawn of the Planet of the Apes, which does contain shootouts, is interestingly subtle, and your focus will no doubt be on the humans who are simply trying to survive in this post-apocalyptic world, and the apes, who are essentially trying to do the same. It’s a powerful story, and … wait what? This is also based on an old movie? These remakes can be good, you say? I have to take a timeout now. I’ve fallen out of my chair in disbelief.

Be wary of the chain reactions We sometimes seem to lose track of the diverse field which is agriculture. It is rather easy to get so tightly focused in field crops such as canola and wheat, and major livestock such as beef cattle, that we forget the many other facets of agriculture that contribute to the sector. Since there is such diversity, from u-pick fruit growers, to large scale orchards, to flowers, niche spice crops, and small sector livestock such as goats, it is often easy to forget what might be deemed a good thing for one sector, may actually be detrimental to another. It is a situation which occasionally pops up, and when it does, is often a case of not taking into consideration the diversity of the industry at the farm level. We have seen instances where what a farmer sprays a crop with can be an issue for a neighbor if there is application drift and an adjacent crop is susceptible to the chemical applied. It can be a similar situation when organic and traditional farmers have neighbouring issues. However, it can also happen on a larger scale. Situations can pop up as a result of new products hitting the market, which are suddenly questioned in regards to their effects on a farming sector. Such a situation is garnering media attention in Ontario at present. At present it appears Ontario could become

Calvin Daniels Trader Agriculture Columnist the first jurisdiction in North America to limit neonicotinoid seed treatment use. “Our intention is to move away from the widespread, indiscriminate use of neonicotinoid-based pesticides,” Jeff Leal Ontario’s Agriculture Minister was recently quoted as saying. “It is my intention that we will consult and develop practical solutions between now and the 2015 planting season. Any decisions related to implementation would not be made until this first process is complete and to allow time for industry to appropriately plan and transition.” Mark Cripps with Leal’s office said a forum to discuss possible options is likely to take place this fall. While Ontario cannot ban pesticides — that’s the purview of the federal Pest Management Regulatory Agency — legislative measures can be taken to limit them, he said in a Western Producer story. The issue relates to the perceived problems the treatment may be causing beekeepers. “The Ontario Beekeeper’s Association

applauded Leal’s plan to restrict the seed treatment insecticides. The organization cites studies, including the controversial study by Dr. Alex Lu at the Harvard School of Public Health that connects the chemicals to colony collapse disorder, showing they harm pollinators,” said the Producer piece. “There were also numerous bee kills reported around the time corn was planted in Ontario in 2012 and 2013. The PMRA cites the seed treatments as the likely cause.” The seed treatment of course has a benefit for a massive corn sector as Tracey Baute, a field crop entomologist with the Ontario Ministry of Agriculture, said in the story; neonicotinoid seed treatment benefits vary depending on the crop and insect pests. With corn, anywhere from 10 to 30 per cent of the acreage faces the risk of grub and wireworm damage if no insecticide is used. Neonicotinoids are the most widely used insecticide in North America. Close to 100 per cent of corn, soybean and canola seed is treated and the chemicals are a common management tool for many horticultural crops. There are obvious concerns however, from the beekeeping sector, which need addressed through added research. It simply does not work to make a stride in one sector, if it is going to negatively affect what a neighbour is doing to make a living farming.

Grabowsky supports the suggestion to move Carter to the St. Lawrence Valley Correctional and Treatment Centre in Brockville, Ont., saying guards at facilities like RPC simply haven’t been trained to deal with severely mentally ill inmates. “None of us are medical professionals as correctional officers and certainly two days of training doesn’t do it,” he says. “Maybe there’s training that will help us deal with some of that and that’s the piece that’s missing. “Correctional officers certainly don’t put Marlene Carter in restraints on their own, it’s prescribed, it comes from the mental health professionals that say ‘this is our treatment of how we’re going to stop her behaviour.’ It’s not correctional officers that say, ‘let’s put her in restraints.’” Grabowsky says a joint judicial and health-care overhaul needs to happen. “They need to start looking at who they are saying is criminally responsible and who is not criminally responsible and maybe review that throughout the sentence,” he says. “Because if these inmates, in our facilities, if they worsen much like Marlene Carter, there has to be an overhaul of how they look after the mentally ill in prison.”

Union head says prison guards not trained to deal with severely mentally ill SASKATOON - The president of the union that represents Canadian prison guards says they are not being properly trained to deal with inmates who have mental health issues. Kevin Grabowsky of the Union of Canadian Correctional Officers says it’s a growing problem, pointing to the case of 43-year-old Marlene Carter. She was recently sentenced to an additional two years at the Regional Psychiatric Centre in Saskatoon for 17 charges from assaults to peace officers and medical officials. Court was told that Carter spends 23 hours a day in solitary confinement strapped to a bed because otherwise she repeatedly bangs her head against the walls of her cell at a rate that can reach 150 times in a couple of minutes. Officials with the Elizabeth Fry Society, a prisoner advocacy group, say Carter is severely mentally ill and needs to be moved to a more appropriate facility. They say there are parallels to the case of Ashley Smith, the emotionally disturbed teenager who choked herself to death at a prison in Kingston, Ont., while her guards followed an order to stay out of her cell while she

TORONTO - A Toronto police officer is facing an additional charge in relation to the shooting death of a teenager on a streetcar last summer, as his lawyers hope for a trial late next year. Const. James Forcillo already faces a seconddegree murder charge in the death of 18-year-old Sammy Yatim. Now the Crown has filed a new indictment and Forcillo has also been charged with attempted murder “by shooting (Yatim) with a firearm and thereby wounding him.” The reasons for the additional charge may be related to evidence from the preliminary inquiry, which is covered by a publication ban. One of Forcillo’s lawyers, Lawrence Gridin, appeared in court Wednesday on Forcillo’s behalf and set Sept. 22 as a date for a judicial pre-trial, which is a closed case conference between lawyers and the judge. Yatim was shot and killed on an empty streetcar on July 27, 2013 — an incident captured on surveillance and cellphone video on which nine shots can be heard following shouted commands to drop a knife. Gridin said he is hoping to set a trial date for as soon as possible, but it likely won’t take place until the fall of 2015 at the earliest. ***

Man serving life for second-degree murder flees Quebec prison LAVAL, Que. - Police in Quebec are hunting for a convicted murderer who escaped from a prison in Laval, north of Montreal, early Tuesday. Robert Gaudette was discovered missing during

a head count at the Federal Training Centre, which is listed as both a minimum and medium security facility. The Correctional Service of Canada immediately contacted the RCMP, Quebec provincial police and the

local force in Laval. Gaudette, who is 55, has been behind bars since receiving a life sentence in 2002 for the second-degree murder of his wife. He is five-foot-11, 189 pounds with a pale complex-

ion, green eyes and brown hair, and has a surgical scar on the abdomen. The Correctional Service says it will conduct an investigation into the circumstances surrounding the escape.

Sympathy from our community goes to the family of Marion Mile who passed away on July 17 at 91 years old. She was living in the nursing home in Estevan. Her service was held at St. John the Baptist Catholic church in Estevan on July 22 at 10:30 a.m., and the burial was in North Portal. Her family includes Malcom and Carol Milne, Abu Dhabi, UAE; Dale and Michelle, farm; Duncan and Jane, Victoria, BC and Dana and Scott MacDonald, North Portal. Miss Nicole Davis and her friend Danielle flew to Salt Spring Island last weekend to attend a bridal shower. Gene and Cathie Davis drove to Prince Albert last weekend with friends Reed Gibson and wife Alameda to attend a Shriners’ golf tournament. They returned home on Sunday. North Portal news was in the Southeast Trader Express on July 25.

Stars for Saskatchewan has just announced their concert lineup for the 2014-2015 season. This 6 concert series offers a diverse selection of performers – ALL high quality and professional. With around 100 boys between the ages of ten and fourteen, divided into four touring choirs, they give around 300 concerts a year. The choir has performed in front of almost a half a million people, world-wide. Their repertoire includes everything from medieval to contemporary and experimental music.
