The case of 15-year-old Tina Fontaine is another appalling tragedy that stems from the ongoing problems aboriginal women face in Canada, and though Prime Minister Stephen Harper’s recent robot-like response to the situation is disappointing, he may have said something that is actually worth discussing further. Another inquiry is probably not something we need. Several of them have been issued, and the picture at this point is pretty clear. As outlined in Manitoba’s 1999 Aboriginal Justice Inquiry, a vicious circle involving abuse, violence and education failure has engulfed the lives of many aboriginal women. This problem, unfortunately, applies not just to many aboriginal women but a large portion of the overall aboriginal population, highlighted by the 1,750 aboriginal men that have died over the past 30 years as a result of the destructive environment they often found themselves in, according to Statistics Canada. That’s where the agreement with our prime minister stops. His aforementioned

Writing Prevents That Sinking Feeling response to the situation, which was basically, “The disturbingly high number of aboriginal women killed in Canada are not only solved by police but also addressed. Nothing to see here folks,” is little ... heartless? Yeah, heartless. How was there no mention of prevention or a call to action? This is by far the most frustrating part about Harper’s statement, but then the anger seeps in more when I think about how much has been done in previous years to address this systemic problem. Aside from the inquiries, a large amount of nothing it seems. The 1996 royal commission, a 4,000page document that analyzed the relationship between aboriginals and non-ab-

originals, outlined some solutions to the issues aboriginals face. One was a $30 billion investment for aboriginal communities over 30 years, the other an attempt to establish a self-government that would share our wealth and resources, presumably helping them stabilize their environment over time. None of these initiatives have come to pass, they were deemed too expensive or too complex. Inquiries however, cost a lot of money as well. Yes, they are a positive first step in trying to solve the problem, but the problem is, and has been for many years now, quite obvious. Another inquiry is not likely going to reveal something we don’t already know, and it’s appreciated that premier Brad Wall is pushing for more action, not just an analysis of the situation. If we are willing to spend millions of dollars, why not put it towards actually solving the problem? But this time, let’s not allow our push for change to suddenly evaporate like it has in the past.

Remembering the ways of the garden Have you ever looked back a few years and wondered just what happened? It struck me recently as I ate a slab of pie at a small little café in Roblin, MB how things have changed. On the table were tablecloths which had been hand embroidered with flowers. Now it might have been a case where the Saskatoon pie I was enjoying was the best I’ve had since grandma, but the moment took me back to grandma’s house where every table in the place was covered with tablecloths she embroidered or crocheted. It reminded me it was a different time where people did much more for themselves. It had me wondering how many people under the age of 50 could darn a hole in a pair of socks these days (and I will admit at 54 I myself have no idea of how it is done as I would struggle sewing on a button)? The thoughts of the past sharpened a short time later as I attended the Yorkton Horticultural Society summer show. The event still attracted a good selection of flowers, but the fruits and vegetable table was rather small.

Calvin Daniels Trader Agriculture Columnist The lack of fruit and vegetable entries suggested two things. The first is that in our busy world showing what we have grown in a public forum such as the YHS event is something many no longer devote the time to do. And it also hints at the fact there are fewer and fewer people growing their own good in local gardens. Certainly a drive down back alleys in any city will confirm that. Where once a person would have found a vegetable garden in every backyard, today the garden is a rarity. The situation seems strange set against the cultural suggesting these days that people are increasingly concerned about where their food comes from. If one really wants to ensure food is grown the way they desire it, then the best way would be to plant the seeds in

spring, tend the garden through summer, and harvest and preserve the food themselves come fall. That was the way of things for my grandparents, and parents. The garden was huge. Each fall bags of potatoes, carrots, turnips, parsnips and cabbages went into the cellar. Jars of raspberry, strawberry, current and rhubarb jams and jellies were made and stored. Beans and peas and corn went to the freezer. Cucumbers became dill pickles, and relishes. And on and on it went. Add butchered pork from the barn, and a coop full of chickens, into the freezer, and the menu for a long winter was set. Today we seem not to have the time to grow our food, knit afghans, or crochet doilies. So we head to the store to buy what people once created or grew at home. And then we worry about things such as quality of life and food safety. Perhaps we need only look to our recent past for a way to satisfy those concerns.

Mirroring the overwhelming amount of support Oxbow received during the 2011 flood, the South Saskatchewan Flood Aid - a night of music and fellowship is gaining massive support as well. Shirley Galloway, chairperson of the South Sask. Flood Aid Committee, said “tons” of businesses have stepped up to support the upcoming relief concert, which will take place at the Oxbow Prairie Horizons School on Sept. 13. Saskarc Industries recently made a $10,000 cash donation towards a 2014 Chrysler 200 LX that will be auctioned off. The Murray GM dealership in Oxbow also made a donation towards the purchase of the vehicle. Galloway added Spearing Service L.P and Head For

The Hills Veterinary Services have also made significant contributions, and the food for the night has also been taken care of. “The Southern Plains Co-op and the Co-ops of Carnduff, Redvers and Gainsborough have donated all of the food that we’re going to be serving that night,” said Galloway. “Individuals and businesses have been so, extremely generous.” She noted the countless number of volunteers putting in the effort to make the event successful. “It’s been overwhelming,” said Galloway. Proceeds from the event were initially planned to be divided between the communities of Gainsborough, Alida, Carievale, Storthoaks and Redvers – areas affected by the summer flood in the extreme southeast corner of Saskatchewan - but after

Bienfait pool nearing completion The Bienfait swimming pool has been closed for the 2014 season, but good news is on the horizon, as the new facility that’s being built to replace the aging one is nearly complete. “The pool itself is almost complete, there’s just a little bit of work left on the liner and on the change rooms,” said Bienfait mayor Jamie Bonokoski, adding he’s hoping the finishing touches are completed by early fall, and then opened to the public for next spring. The construction has been a relatively smooth process, said Bonokoski, while noting the weather delays that occasionally set them behind schedule. “We were actually hop-

ing that it would be open this summer, but with weather delays it has put us behind.” The majority of the money put towards the new swimming facility has come from a variety of fundraisers the community has put on. Bonokoski said residents have had to travel to the Leisure Centre in Estevan or to Lampman to fill their swimming needs. “It has been a little bit of an inconvenience for some people,” he said. Bonokoski said that following a proposal to bring a new subdivision into town, the pool board had highlighted the fact that the aging facility needed to be replaced as well, and was “on its last legs.”

Poor food slowing growth in Inuit kids; almost half shorter than average: study Hunger among Inuit families is so prevalent in Arctic Quebec that it could be why almost half their children are shorter than average, new research suggests. A paper published in the Journal of the Canadian Public Health Association says the height discrepancy implies that food insecurity is a long-running problem — not just something that happens occasionally. “The observed association between food insecurity and linear growth suggests that the diet quality and quantity of children from food-insecure households had been compromised for a long time,” the paper says. There have been numerous studies in recent years documenting food insecurity in the North, which is defined as occurring when a family feels there isn’t enough on the table and either children or adults have

to eat less as a result. A McGill University study found in 2010 that 41 per cent of Nunavut children between three and five lived in homes where they either had no food for an entire day or where their parents couldn’t afford to feed them at least part of the time. Two-thirds of the parents said there were times when they ran out of food and couldn’t afford to buy more. In a 2012 study, Statistics Canada found that 22 per cent of Inuit reported going hungry during the previous year because they couldn’t afford food. Nunavut’s territorial nutritionist has found nearly three-quarters of Inuit preschoolers live in food-insecure homes. Half of youths 11 to 15 years old sometimes go to bed hungry. Wednesday’s study by researchers af-

filiated with Laval University is believed to be the first to look into the physical consequences. They looked at 294 children between the ages of eight and 14 from several villages in Nunavik, the name for northern Quebec. About half of those children came from homes considered food-insecure. They found a high correlation between slow growth rates and food insecurity. “Food-insecure children were significantly shorter in stature, by an average of two centimetres, than their food-secure counterparts,” the report says. “For children of this age group, this is close to half a year’s growth.” They also found children from hungry families tended to be more anemic. “The results of this study raise concerns about the long-term implications of

food insecurity for Nunavik,” the report concludes. Many causes have been advanced to explain hunger in the North. Jobs are scarce, leading to poverty, which combined with high prices in grocery stores restricts the amount of food families can afford. So-called “country food” — traditional foods such as caribou, char or seal — is also made expensive by the need to buy hunting supplies and ammunition. The federal government subsidizes the cost of shipping food deemed healthy and nutritious, but northerners remain skeptical about whether the program actually reduces grocery bills. Prime Minister Stephen Harper faced protests over high food costs at his Iqaluit stop earlier this week during his summer northern tour.

Two women facing charges after in-flight incident TORONTO - Two Toronto-area women are facing charges after a disturbance forced a Sunwing flight bound for Cuba to return to Pearson International Airport under a military escort. Peel Region police say Lilia Ratmanski, 25, of Whitby, and Milana Muzikante, 26, of Vaughan, have been charged with smoking on board an aircraft and endangering the safety of

an aircraft. Const. Thomas Ruttan says the entire plane “erupted in cheers” when the two were removed from the aircraft after it arrived back at Pearson. He says the pair will appear in court later today for a bail hearing and will also face additional charges including mischief endangering life and uttering threats. The airline says the

flight had left Toronto at 4:30 p.m. on Wednesday en route to Cuba when it was disrupted by “two unruly female passengers.” Sunwing vice-president Janine Chapman said the passengers had consumed a “significant quantity of their duty-free alcohol purchase in the lavatory.” She said they lit a cigarette, triggering the smoke alarm, and “proceeded to get

into a physical altercation with each other and made a threat against the aircraft.” Chapman added in an email to The Canadian Press that the threat was considered non-credible given the condition of the passengers. NORAD said it scrambled two CF-18 fighter jets based out of Bagotville, Que., to escort Flight 656 back to Toronto. Major Julie Roberge, a

spokeswoman for NORAD based in Colorado Springs, Colo., said the CF-18s met the aircraft at the Canadian border and did not venture into American airspace. She said the pilot had decided to turn the plane around over South Carolina and ‘‘that’s when NORAD got involved,‘‘ adding there was no escort in U.S. airspace. Roberge said the air-

craft landed at Pearson at about 8:30 p.m. and that the CF-18 escort lasted just four minutes. She called the military escort a precautionary measure and a standard procedure in such incidents. NORAD also used two American F-16 fighter jets based out of Toledo, Ohio in late July as a precautionary to escort another Sunwing flight as it returned to Toronto.

Consensus among Our Past Sept. 2, 1992 premiers grows CHARLOTTETOWN - A consensus appears to be building among Canada’s premiers and native leaders for devising a new way of taking action on the thorny issue of murdered and missing aboriginal women. Prior to a meeting today in Charlottetown between the premiers and five aboriginal leaders, Saskatchewan Premier Brad Wall said it is clear the federal government isn’t interested in a public

inquiry, a proposal they endorsed a year ago. Wall says he still supports the idea, but he’s now pushing for a proposal that would see some kind of federal-provincial forum established. He says the forum would have to be dedicated to taking action rather than just studying the issue. The Assembly of First Nations and the Native Women’s Association of Canada have already in-

dicated their support for such a plan. Michele Audette, president of the women’s association, says the idea of a roundtable would require the participation of the federal government. She says if Prime Minister Stephen Harper rejects this proposal, her group will consider taking the government to court to ensure it lives up to its responsibilities to Aboriginal Peoples.

No charges in Trudeau late-night break-in incident

OTTAWA - The mystery surrounding a late-night break-in at Justin Trudeau’s house was officially solved on Tuesday when police said the culprit was a drunk 19-year-old who wandered into the wrong house in Ottawa’s exclusive Rockcliffe Park neighbourhood. The remorseful man will not be charged, police told a news conference, adding investigators are satisfied he entered the Liberal leader’s home believing he had arrived at a friend’s house. “He had no idea who the residents were,” said Staff Sgt. Kal Ghadban. “This was not a targeted home. He didn’t realize it and we believe he did not know whose house it was until Friday.” Ghadban played down the fact that the young man left a note near a collection of knives, saying that — for a fleeting moment — the unwitting break-in artist considered stealing the cutlery along with an electronic device that police refused to identify. “There was a momentary thought process that before he left he would actually take some items with him, which was very short-lived,” said Ghadban. “He immediately decided against that.” Police said nothing was removed from the house. As for the note and its suggestion that the family should lock their doors at night, police conceded it seemed threatening. But in fact, Ghadban added, it was an act of remorse from the man over the fact that

he’d entered the house. Trudeau was out of town when the incident happened, but his wife and children were asleep upstairs. Police said an individual came forward on Friday after they released video footage of a suspect. The 19-year-old has been cautioned and the case is now closed. Police said the intruder, who has not been identified, wrote to the Trudeau family to apologize, although the family had not received his note as of late Tuesday. “During the interview (on Friday) he did ask for an opportunity to write a letter of apology,” said Ghadban. “I don’t know whether that has made its way from the investigators to the residents or not ... but he did write an apology letter.” The incident raised questions about whether Trudeau and his family need a security detail, as Prime Minister Stephen Harper has. The RCMP have not said whether they are still looking into the possibility of providing close protection to the Liberal leader. It appears that the Liberals are satisfied with the closure of the police investigation. “This a police matter and they have made the determination to not press charges,” said Trudeau spokeswoman Kate Purchase. “We fully respect the Ottawa Police Services’ responsibility to make this determination.”

CFL teams square off to decide top spot The Battle of Alberta will also be for top spot in the CFL’s standings. The Calgary Stampeders host the Edmonton Eskimos on Monday to kick off their annual Labour Day home-and-home series. The two teams meet again Saturday night at Commonwealth Stadium with much more on the line than just bragging rights. Calgary and Edmonton are tied atop the West Division with league-best 7-1 records. The Eskimos’ lone loss was 26-22 to the Stampeders on July 24. The Labour Day series could also determine the final West Division standings given the tie-breaker is head-to-head record. And that’s also an important factor for the Winnipeg Blue Bombers (6-3) and Saskatchewan Roughriders (6-2), who’ll also play consecutive games after the Riders won the first meeting 23-17 on Aug. 7. The Labour Day results are also important to the B.C. Lions (5-4), who are fifth in the West and visit the Ottawa Redblacks (1-7) on Sept. 5 following their bye week. There’s not much

separating Calgary and Edmonton. They boast the CFL’s top-scoring offences (Calgary first at 27.9 points per game, Edmonton next at 26.8) and their defences are 1-2 in fewest points allowed (15.1 for Calgary, 17.8 for Edmonton). The Eskimos lead the CFL in interceptions (14) while the Stampeders are tied with Saskatchewan for second with nine. Edmonton’s defence is second overall in sacks (29) while Calgary stands fourth (25). A big difference between the two is ball security as Edmonton has 20 turnovers, twice as many as Calgary. But the Eskimos’ defence has registered 24 takeaways — tied with Saskatchewan for tops — compared to 21 for the Stampeders. Calgary’s offence was bolstered last week by the return of running back Jon Cornish. Another familiar face would certainly be good news for Ricky Ray, who remains the CFL passing leader despite an abundance of injuries to the team’s receiving corps. Court overturns hate-crime convictions in Ohio beard- and hair-cutting attacks on fellow Amish CINCINNATI - An appeals court on Wednesday overturned the hate-crime convictions of 16 Amish in beard- and hair-cutting attacks on fellow members of their faith in Ohio. The 6th U.S. Circuit Court of Appeals in Cincinnati sided with arguments brought by attorneys for the Amish, who were convicted two years ago in five attacks in Ohio Amish communities in 2011. The attacks were in apparent retaliation against Amish who had defied or denounced the authoritarian style of leader Sam Mullet Sr. The court said the jury received incorrect instructions about how to weigh the role of religion in the attacks. “When all is said and done, considerable evidence

supported the defendants’ theory that interpersonal and intra-family disagreements, not the victims’religious beliefs, sparked the attacks,” the ruling said. Three defendants convicted of non-hate crime related charges, such as concealing evidence, did not challenge those convictions. Prosecutors have called the attacks hate crimes because religious differences brought about the attacks. Mullet, 69, wasn’t present for the attacks, but “he directed, assisted, encouraged and oversaw the assaults committed by the other defendants,” the government said in a February court filing. He was sentenced to 15 years

The defence had said there was insufficient evidence linking Mullet to the hair-cutting. “Stretching conspiracy law beyond its limits, the government argued that, as Bishop of the Bergholz community, Mullet could have stopped the hair cuttings but failed to do so, rendering him liable for others’ actions,” Mullet’s attorney said in a November court filing. Some of the defendants who received the shortest sentences have served that time and already returned to their community. The defendants had challenged the constitutionality of the federal hate crimes act as overly broad, but the judge handling the case rejected the claim before their trial. Mullet’s attorneys also criticized a judge’s decision to allow testimony at trial that Mullet directed a woman to have sex with him for religious reasons. They say the 2008 sexual conduct was unrelated to the 2011 hair-cutting attacks and had a highly prejudicial effect on jurors. Prosecutors argue that the judge properly allowed the testimony, saying it showed jurors the high level of the control that Mullet exerted over members of his Amish settlement.

Gaza cease-fire holding between Israel, Palestinians after 50 days of fighting JERUSALEM - An open-ended cease-fire between Israel and Palestinian militants in the Gaza Strip was holding Wednesday, as many people on both sides of the conflict wondered what was gained during 50 days of fighting. The Gaza war — the 3rd round of fighting since the Islamic militant group Hamas seized power in 2007 — left more than 2,200 people dead, caused widespread destruction in the densely populated coastal territory, and paralyzed large parts of southern Israel during much of the summer. After more than seven weeks of fighting, the two sides settled for an ambiguous interim agreement in exchange for a period of calm. Hamas, though badly battered, remains in control of Gaza with part of its military arsenal intact. Israel and Egypt will maintain a blockade tightened seven years ago, despite Hamas’ long-running demand that the border restrictions be

lifted. Early Wednesday the Israeli military said there were no reports of violations since the cease-fire went into effect at 7 p.m. (1600 GMT) Tuesday. Hamas declared victory, even though it had little to show for a war that killed 2,143 Palestinians, wounded more than 11,000 and left some 100,000 homeless. On the Israeli side, 64 soldiers and six civilians were killed, including two by Palestinian mortar fire shortly before the cease-fire was announced. Thousands of residents of southern Israeli communities in range of Hamas rocket and mortar fire fled their homes in favour of safer areas, amid increasing bitterness over the government’s conduct of the war. Israeli media reported that Prime Minister Benjamin Netanyahu had deliberately not put the cease-fire to a vote in his security Cabinet because of opposition from ministers

who wanted to continue the fighting. Tourism Minister Uzi Landau, a longstanding security hawk, lambasted the Israeli leadership in comments to Israel Radio early Wednesday for “wanting peace at any price,” an approach that he said would undermine Israel’s ability to deter militants. Netanyahu came in for particularly piercing criticism from veteran political commentator Nahum Barnea, whose columns frequently crystallize the feelings of ordinary Israelis. “Israelis expected a leader, a statesman who knows what he wants to achieve, someone who makes decisions and engages in a sincere and real dialogue with his public,” he wrote in the mass circulation Yedioth Ahronoth newspaper. “Instead they received a slick spokesman and very little else.” In Gaza, life was slowly returning to normal Wednesday, as traffic policemen took up

Public Notice At the August 11, 2014 Regular Council Meeting Bylaw 2014-1947 has been passed to provide for the control and regulation of designated school zones. With around 100 boys between the ages of ten and fourteen, divided into four touring choirs, they give around 300 concerts a year.
