2013 Year In Review January
When summer comes to southeast Saskatchewan, nobody should be afraid to go out walkin’ after midnight. The Souris Valley Theatre is bringing the Patsy Cline story back to the Frehlick Hall stage, when Devra Straker portrays the lead role in A Closer Walk with Patsy Cline. That is one of three plays that will entertain local theatregoers in Estevan this summer. As the theatre returns this year after a washed out 2011 and 2012, the stage will host three different plays for the first time since they opened in the 1990. New theatre director David Leyshon is originally from Swift Current and has a background primarily in acting. Leyshon spent seven years with the Shaw Festival in Niagara-on-theLake, as well as time at the Stratford Festival, the Globe Theatre and Stage West in Calgary. He has recently spent time in several regional theatres across the country. While most of Leyshon’s experience is in acting, directing is a fresh challenge that he’s looking forward to. “It’s really exciting. It’s always exciting to be involved in making theatre,” said Leyshon. “When you’re an actor, you come into the process at a certain point when the machine has been up and running and a lot of things have been put in place. This is a different perspective to look through the making of theatre. You’re kind of at the base level of it all (as a director).” In his new role he said some challenges will be new, but other are going to be familiar. Leyshon said he expects there to be lots of
excitement about the return to the Souris Valley Theatre after a two-year absence. “The theatre has been dark for the last little while. We’re kind of infusing the energy back into that space, which is both exciting and a challenge. People are eager to want to see productions in that space again, bringing that kind of creativity back to the area in the summer months.” Leyshon both fears and loves the challenge of putting on a show. “The idea of putting on plays is always a bit daunting,” added Leyshon, quoting a character from the film Shakespeare in Love, who said, “‘I don’t

The idea has been kicking around municipalities in the southeast for a couple of years now, but it hasn’t been until recently that groups were able to act on it. Coming to the forefront in the spring of 2011, the idea was put on the back burner as the area dealt with rising water levels from spring flooding. Allan Hauglum, Midale’s mayor and chair of the Rafferty Regional Water Committee, is the driving force for the proposed project and said the time was right to bring the proposal back to his neighbouring councils in late 2012.
“It was a thought in Midale because of our water supply, and we needed more water. We need to treat more water,” said Hauglum, who noted his town draws from Rafferty and the water is good quality. “If we want to grow, for economic development or whatever, we need more raw water supplied into our treatment plant, plus we need to upgrade our treatment plant to make quality potable water.” He said the plan started small, with a couple of towns and RMs, involved, but then the idea expanded to incorporate the RM of Cymri, as well as the villages of Macoun and

Time with people is still sacred After spending a few days south of the border, glancing at my phone only to get a sense of the time like a really expansive and overqualified watch, I realized I prefer to be disconnected. Our lives have become hyper-connected, so it’s really something special to devote a weekend to activities with someone else without a care for texts, tweets, e-mails and updates. Working in the media world means having a greater sense of connectivity, though with the ubiquity of smartphones, even among our more senior generations, it’s really nothing unique to send a quick message at the dinner table and expect a reply from someone else who is willing to interrupt an enjoyable meal with real flesh and bone people. After spending a few lazy days in Minot, I didn’t feel anxious to not be using my phone, constantly sending and receiving messages and data to other parts of the world. It was relaxing, even though I was spending time around Americans who were frantically shopping for last minute gifts or food. It was actually quite serene. It wasn’t until I was back in Canada, once again receiving texts, tweets, e-mails and messages, that I realized how much I liked not being tied to my phone. I was much more satisfied with a break from my phone than I was with the break away from
Jordan Baker Thoughts From My Fingers work and “the grind.” Just being constantly connected is the new grind. I’m not the first to bemoan the fact that we’re slaves to the smartphone, utterly chained to the devices and dependent on these constant portals to the greater world. The technology is still great. It’s still important to be connected. I love being connected not only to family who is thousands of kilometres away, but a button press away from someone on the other side of town. There’s nothing wrong with being in constant contact with people who aren’t physically there. I would argue we are much better off with the entire wealth of humanity’s knowledge resting safely in our pockets than without complete and total access to whatever information we need or want. But we still need a break. We need time away from that power. That’s what makes for a real vacation nowadays. I don’t need time away from work as much as I need time away from the phone, time spent with great people. Hell, they don’t even need to
be great people as long as they’re real and they’re talking. I’m not picky. With Christmas just passed, how many of us had a phone in our hands on the morning of the 25th? I’m not here to judge or shame, but did everyone put their phones away while their kids opened presents? Were you posting your Christmas morning to Facebook so everyone else could see it or live tweeting the gift opening? Was anyone missing an opportunity to simply experience the people around them because they were ensuring the Christmas dinner plans that afternoon had been ironed out? That’s our world today, so there is no blame to go around or feelings of guilt necessary if you found yourself sending a quick text to let your parents know what time you would be at their house for supper. But because it’s so commonplace, we don’t even think about stepping outside of otherwise special moments just to touch base with someone else. While spending the holidays in Estevan, I spoke with family on Christmas morning via Skype. It’s a great way to connect when we otherwise cannot, but our technology should be enhancing our interactions and not taking away from them. The time we spend with real people is still incredibly sacrosanct, and I don’t want to lose those moments to the remote connectivity our phones provide.
Remembering magical Christmases of youth The older I grow, the more the holiday season seems but a pale rendition, or what was once a time of complete wonderment and awe for a boy growing up on the farm. It was a different time of course. The 1960s seem to have about as much in common with 2013, as do the 1890s or 1940s. Things have changed so dramatically in the past 50 years it is hard to even explain to someone born in the last 20 years just how different things were. The computer chip was at best a vague idea in some scientist’s mind. Things such as laptops and cellphones were things scoffed at in a science fiction series such as Star Trek but nothing more. Our access to information was a library. The way we corresponded with someone half a world away was to write a letter with pen and paper, place it in an envelope, add a stamp and send it on a journey that might see a reply arriving several weeks later. Today an e-mail is a keystroke and a microsecond from anywhere. And in the flood of advancements through the years, the wonderment of the season seems somehow washed away in
Calvin Daniels Trader Agriculture Columnist the torrent. There was a true sense of wonderment for a young boy when the Sears Christmas catalogue arrived. There were pages and pages of toys never even imagined because there were not a thousand ads on a thousand television channels telling you what toys to buy starting in October. I would go through those pages daily, maybe more often, desiring one thing today and another the next. The pages would become dog-eared and torn, and yet they held their magic. It became excruciating, deciding what to actually print in a letter to Santa. And then there was the mere turning of a calendar to December. It was as if the mere effort of turning a calendar page opened a door to a different world. In my earliest memories it was my dad and grandfather who would head to the river on our so-called north quarter. I was too
little to go, but I understood what it meant, loading the axes in the half ton. I would watch through the picture window for them to turn in to the road to the yard and then grab my coat to bolt outside for a first glimpse at our Christmas tree. In later years, I went along, later still, I swung the axe, and then the world changed. Trees needed to be up in November and something fake and plastic replaced the glory of a real tree. Of course, I can remember the sweet taste of the first Mandarin orange of December too, back before they became a near year-round fruit, another moment of wonderment lost to a changing world. Brazil nuts became available anytime, and the joy of Dad cracking one for a young boy as a joy of the holidays went poof. The simplicity and joys of the past gave way to whatever joy we can glean from a cellphone screen or a department store line up. Some days I wish I had access to Dr. Who’s Tardis so I could go back just once to chop a tree on the farm and look through a Sears Wishbook and remember the magic of a country Christmas that is now more memory than reality.

⇠ Page 3 Kevin Sutter, manager at the Estevan Water Treatment Plant, said demand in the city is not an issue yet. A reservoir is being added for 2013, and the local utility can supply water for upwards of 15,000 people, leaving plenty of wiggle room under Estevan’s current population. A feasibility study is the next step, and the committee has selected JR Cousins Consultants Ltd. to complete the report. Hauglum said it will take about six months to complete, and they are expecting to have the final report from the study in late August or September. “When they’re all done, we’ll be sitting down, the nine municipalities, and seeing who wants to be involved with it or if it’s going to go ahead at all,” said Hauglum. He noted nobody is tied down to the project. Even those who don’t wish to move forward with the group can use the study for an individual project if they want to do something themselves, he said. *** After Dark/After Hours hosted its inaugural double performance on Saturday as Regina’s Black Drink Crier scored well with the Estevan audiences. The band got things started at the Estevan Art Gallery and Museum, playing to a crowd of close to 30 people. Judd Stachoski, lead guitar player, opened with a solo set before bringing the rest of his cohorts up. Following the performances at the gallery, the band stepped over to Eddie’s Neighbourhood Grill and Bar to play a louder set, more appropriate to the after-hours lounge setting. Before Black Drink Crier began their set, Cameron Wensel, the band’s lead vocalist, sat down with the Mercury.
2013 Year In Review Wensel said this was the first art gallery they’ve performed in, and they had to scale their production back a little bit. He pointed to the miniscule drum kit that was set up in the corner, and noted their rock show later that night would be a little larger. “We’re a bit louder than that. We’re a bit of a rock band,” said Wensel. “You gotta be a little more volume conscious. You want to play more subtle tunes, whereas when you’re in (a bar) you’re pretty loud, especially with the tornado brain of a drummer we have.” The audience at the gallery got into the spirit of the band’s songs. During Stachoski’s opener, he played a song by The Bystanders, another band he is a member of, entitled Bark Like a Dog. The chorus was greeted by some howls from the crowd, while a song played by the band inspired a pair to get up and two-step in the generous main gallery space. Black Drink Crier includes Wensel, guitar and vocals; Stachoski, lead guitar and vocals; Phillip Legrand, bass and vocals, and Nathaniel Bowen on drums. The group hasn’t played the kind of setting they did at the art gallery, and it was a bit of an adjustment to turn their tunes into something that fit the space. “We haven’t played this one quiet, so we’ll see how it works,” said Stachoski before starting into one song that they converted without any trouble. Wensel said the band has only recently gotten together officially, but noted he has known Stachoski since high school and has been playing with him ever since. “He’s my roommate, and we jam in the basement. Nat and Phil, Regina’s a pretty small music community, so we kind of met each
other from there. It’s not like there was an official ad that was taken out.”

The RM of Coalfields is set to ensure the breakfast program at Weldon School does not fall by the wayside. The elementary school started its breakfast program in 2010 through the Breakfast Clubs of Canada, but their contract with that organization expires at the end of this school year. While they have re-applied for funding, the school now knows they will definitely be continuing in the future thanks to a decade-long commitment from the local RM. Valerie Pelton, RM of Coalfields administrator, noted they were looking for sponsorship opportunities for their centennial
year, and when they saw the school was in need of the funding, committed to a total of $60,000 over the next 10 years. The money funds food and supplies for the daily breakfast program in the school that feeds about 60 kids each day. Melissa Rensby, a member of the school’s community council, is involved in the breakfast program and said $6,000 covers the costs for an entire

year of their program. The Breakfast Clubs of Canada was funding $5,000 for food, as well as $1,000 through a partnership with Minute Maid to provide juice. The Salvation Army also provides bread and cereal for the program. “It’s nice because we do have a lot of bus kids,” said Rensby. “When you have to get on the bus at 7:30 in the morning, and it comes to sleeping in a little bit

For the athletic park, they will be putting in a new fence, upgrading the parking lot and finishing off the restoration of the buildings, including the sound booth and dressing rooms. There is also some landscaping and further cleanup that will be completed this spring and summer. We’re going to be putting in 100 new sites, which will be replacing the ones that were down there before.” There were 240 sites, and after the flooding they completely lost about 40 of those. “We’ll be replacing those sites in the main park area, but because we’re going to make those sites bigger, we’re going to drop that number down to 100 where there was over 200.” *** Municipal policing is an issue well known in Saskatchewan’s southeast, and some rural municipalities are attempting to tackle things themselves. The RM of Browning is already knee-deep with a proposal to hire a constable through the enhanced RCMP program. They are looking for partners in the venture and a public meeting was held in Bienfait Feb. 4, as the idea was brought to the ratepayers of the RM of Coalfields. With a full hall at Bienfait’s St. Monica Parish, the idea received a cautious reaction with several concerns being raised by individuals. Chief among those were cost and whether the position could sustain itself with funds coming back to the community through tickets and fines. The RMs hope that through this program, bylaws could be enforced. That’s something the RCMP does not do, except in extreme cases, but this enhanced position allows for a constable to be at the
2013 Year In Review RM’s disposal at all times. Rather than working with the rest of the detachment, the hired officer would be under contract with the RM. There would be a memorandum of understanding outlining everything the constable would be expected to do. It’s likely that if the two RMs add the position, the job would include enforcing bylaws and patrolling the roads, adding a greater RCMP presence in the area. Sergeant Darryl Milo of the Estevan RCMP detachment made a presentation outlining some of the differences between what the RMs would get from an enhanced officer compared to what they do get from the RCMP detachment. He said that because his detachment is so busy, it can be difficult for them to provide a comprehensive presence throughout both RMs, and respond to calls of vehicles speeding. Browning pays $14,000 per year for RCMP service, while Coalfields pays $18,000. An enhanced officer would cost $120,000 per year, and that includes all costs for the position, including those for a vehicle. If both RMs take part jointly, they would split that cost.

Post-war in North America we didn’t have the level of depression that we have now,” she said, noting post-war levels in Europe weren’t as high either. “We live in the land of plenty. We have so much. How can that be? One of the big things
that has changed is work, the way that we work, the amount that we work, the expectations.” She said many people are rarely away from their job now that it’s so easy to remain tethered to work with a smartphone. Some employers want people to turn their phones off when away from work, but that is a minority. “The expectation is that we’re available,” she said. *** Decisions are still in the air, but progress continues at Creighton Lodge. The overhangs that have given the building, its residents and managers
so much trouble recently, have now been repaired or removed. The resurgence of Creighton Lodge in the community has meant space is always running low in the building. With all rooms full, the managers at the lodge are looking to begin an expansion to the entertainment area in order to accommodate all of the residents when performers come in. After plans were drawn up for a 40-foot by 30-foot expansion, some new concerns about the existing building popped up, particularly with regard to the integrity of the roof. After
some mixed opinions, it was determined the roof was just fine as long as the overhangs were dealt with. The worst areas of the overhangs at the back of the building were repaired a couple of weeks ago when they were removed, insulated and completed with metal flashing. A civil engineer is now scheduled to complete an inspection of the building this spring. Manager Judy Pratt said some things have been ruled out for the planned expansion. Until that happens, Pratt said they aren’t entirely sure what they will be doing. *** From me to we, students from Lampman and Grade 7 students at Hillcrest School in Estevan returned exhilarated from their trip to the We Day conference in Saskatoon last week. The conference was organized by Free the Children, an organization founded by brothers Marc and Craig Kielburger, in order to bring young people together to hear inspiring stories and empower them to create change in their communities. The conference was held Feb. 27 at Credit Union Centre in Saskatoon, and Hillcrest student Morgan Barnard said she was particularly impressed by Molly Burke, one of the speakers at the conference who is visually impaired. “She spoke about how she was bullied when she was 14,” said Barnard. “I
Part 1 was just so inspired by the speech that I wanted to learn more about her, so I looked her up on the We Day site. She said that we all have a voice and that we should use it.” Burke was diagnosed with retinitis pigmentosa when she was four years old, and her vision has been declining steadily ever since. Grade 7 teacher Cat Costa said the class got very involved in the community leading up to the conference. Not everybody gets to go to We Day. Students have to earn their attendance at the conference, and the class completed a can and bottle fundraiser leading up to the event. “In some ways, I see this as the climax of all of the fundraising that has happened from October until now,” said Costa. “In the opposite way, it will be interesting to see where students go from here.” Hillcrest School is now collecting pennies, fundraising for a clean-water initiative. Each student received a bag when they attended the conference and they are meant to be used for the We Create Change campaign. ⇢ Page 9

With construction for the carbon capture and sequestration project at Boundary Dam Power Station entering its final 12 months, the pipeline project to take that captured carbon to a location just south of Weyburn is moving to the public consultation stage. Last December, Cenovus Energy announced they had signed a 10-year agreement with SaskPower to purchase all of the captured carbon that results from the CCS project. The energy company is now preparing to begin their Rafferty CO2 pipeline project, which will transport the carbon dioxide underground to their enhanced oil recovery project to
a property called the Weyburn Unit. If the pipeline is approved by all necessary parties, construction could begin this June. The Calgary company held a public meeting in Torquay Tuesday night. Rhona DelFrari, of Cenovus, said this was the first open house for the public, but Cenovus has been undergoing private consultations with any landowners who may be affected by the proposal. The meeting was a chance for people who have property near the proposed line, but aren’t directly affected by the construction to ask questions, voice concerns or just get some information. DelFrari noted there will be a metering station
constructed near the carbon capture tower. It will be built for measurement, control and emergency shut down, and there will be a second metering facility at the other end of the pipeline. The planned pipeline would extend 66 kilometres from the Boundary Dam Power Station to Cenovus’ Weyburn operation. They expect to transport up to 63 million standard cubic feet per day of CO2, with a maximum operating pressure of 2,964 pounds per square inch. The company noted the operating pressure would
typically be more in the range of about 2,500 psi. It will be put through a compression station at the Weyburn Unit before being injected. *** The Estevan and District Music Festival went out in style with great hand-selected performances during the HiLites and Awards night. The festival, running from March 13 to 23, doled out the awards during the closing night on March 26 in categories including outstanding band and instrumental, outstanding vocal outstanding piano and
outstanding speech arts. Held in the Estevan Comprehensive School’s cafetorium, the evening began by honouring four local Grade 12 students who had been a part of the festival as they grew up. To mark the final year for Maya Branyik-Thornton, Shaylee Foord, Joshua Pele and Kaylee MacKenzie, the quartet performed the national anthem.

Stevens envisions that plot of land as a perfect location for a truck stop if someone wishes to open one. *** After everything Trevor Chambers went through, one of the toughest things he had to do was look his boss in the face and tell him he wouldn’t be able to go back to work. A big part of his personal identity was his job as a motorman on a drilling rig. He was a big, strong man, nicknamed Beast by his crew. Chambers was 27 years old in 1993, and June 16 that year marked the end of his life on the rigs. That night, the Alberta man was out with his crew, drinking as hard as they worked earlier that day. They wanted to go into Brooks, Alta. to have a few more drinks. Chambers didn’t drive, but he did pile into the vehicle with his roughneck, who was in no better shape to drive, behind the wheel. Before arriving at Brooks, the vehicle, which was being driven at about 160 km/h, left the road and rolled. Chambers was thrown from the vehicle, and while the
driver escaped with scratches and bruises, Chambers was left with some broken ribs, a dislocated hip and serious brain injuries. He was found face down in a field and airlifted via STARS to Calgary where he spent the next six weeks in a coma. Chambers gave a presentation at the Days Inn Plaza on Monday to members of Independent Well Services and Sun Country Well Servicing. With his right leg in a knee brace, Chambers kept his hands clasped in front of him throughout his presentation, as his arms shook with tremors. His speech has been affected by the accident as well, but after years of physiotherapy and speech therapy, he has been speaking to crowds about his experiences for a number of years.

The Souris Valley Theatre is ready for its close up following a two-year hiatus. David Leyshon is this year’s artistic director, and he arrived recently in Estevan to get a lay of the land, before heading to Alberta briefly last week. Leyshon spoke with the

Leyshon said the excitement for opening night is building among the local theatre community. “Opening night is always a celebration. I think that will be in the air,” he said. The theatre will want everyone who supports them to be able to meet the cast and everyone behind the scenes who works hard to ensure each night is a great show. Jocelyn Anderson, theatre administrator, said they are planning some special festivities for the first curtain of the year. A few local dignitaries, including a board member and Leyshon, will be addressing the summer’s first audience, and following the show, a wine and cheese, meet and greet will be open to those attending the opening night. *** After what seems like years, the managers at Creighton Lodge feel like
2013 Year In Review they finally have some direction. It’s no secret that the seniors’ living complex is full. The building of 46 residents is sitting with a waiting list of 87. Why Creighton Lodge is so successful is partially because of the atmosphere provided for its residents. It’s a place where socializing is important and activities are many. The recreational space, however, is too cramped when the majority of residents are looking for entertainment, like when a musical act is brought in to perform. People file into hallways to listen, because the main seating area isn’t fit to hold the entire house of residents as well as provide space for the performers. There have been plans in the works for about three years to extend the main hall out into the front of the property, adding enough space to make it comfortable for everyone to enjoy music, games and activities inside. Fundraising began, but several snags slowed the
plans as the aging building fell into question. Managers Judy Pratt and Shelley Veroba received mixed reports of water damage from overhangs and the possibility that the entire roof would need to be replaced. For months everything went on hold as a number
