Cheers to people who actually put their garbage can away after it is emptied. There is nothing wrong with the system, the fault lies with those too lazy to roll their can back into their yard.

Teen hunter featured on hunting show For this local girl, there isn’t much sweeter than spending a day outside on the hunt. Shayna Hamilton was recognized at the Estevan Wildlife Federation’s awards dinner on Feb. 1 for the elk she caught while on her first hunt alone last year. The 17-year-old was featured on Maximus Outdoor Adventures, a hunting show hosted by Stoughton’s Kris Cheater. The show includes a gladiator of the week segment to showcase Saskatchewan hunters, and he got wind of her elk hunt experience through Facebook. They set up a time to come to Estevan, and they filmed a segment with her, as she told the story of the hunt. The elk’s antlers were seven-by-seven, and the non-typical antler score was 272 7/8” while typical score was 247 3/8”. She noted her elk’s antlers were very symmetrical, but said the non-typical score comes from a pair of points coming from the antlers that aren’t normally attached to the species. It was on Sept. 20 when Shayna shot the elk. The local teen’s face lit up at the opportunity to recount her story during an interview at the EWF dinner. She drove to Kenosee Park Boundary, Zone 33, after school, and she drew an elk tag after entering into a lottery

place and I didn’t expect to see anything. It was 5:30 at night and usually they’re a little more active closer to sunset. Then adrenaline hit,” she said. “It kind of takes control of you, but you know what you have to do, and you do it.” She pulled her gun up and made the shot. She was positive the shot was within her range. “It ran over the top of the hill, so I ran as fast as I could to make sure that my shot had hit properly. When I saw that it had, I just kept with it to make sure I didn’t lose it. If need be I had a second shot in the chamber. I knew I had hit it, and it was losing blood.” Within about 80 yards, she said the elk dropped and expired. “After that, I just shake,” she laughed. “Shake for probably half an hour after every time.” The next thing she did was call her parents, who were in Estevan, so she tagged the animal and waited in her truck for backup to arrive and help her move the animal. “It was way too big for me to do anything about it,” she said. She said it takes a lot of practice on the range in order to remain controlled when standing over and targeting an animal. “Practice your routine, control your breathing, but if you

to hunt an animal that wasn’t in open season. It would be her first time hunting elk. “I was planning on hunting the whole weekend. I was lucky enough to be drawn for (the elk). She was hunting late in the season, but she said she could still go into the park. She didn’t have to. “I was walking on that fence line at the border of the park, and we had tree stands set up, probably three miles from where I shot it, but wind is a huge factor, if they can smell you, they aren’t going to come in. The wind wasn’t right for sitting in the stand,” Shayna said. “I decided to just be alone instead of sitting in the stands, so I would walk so the wind was in my face.” She walked until hitting a clear spot in the trees and gave off a few calls. She kept walking, and with a map on her phone she could see there was a river five miles from where she started. “I wanted to get to the river and sit on the river and let anything cross. I was walking on my way there and I got to this canola field and gave out a couple more calls. There was a bit of a ravine where the water ran through, so I went down into that.” When she reached the top on the other side, the elk was standing in the field in front of her. “It caught me by surprise. I was trying to get to a certain

can do all that and know you can, it’s fairly easy to control everything, even in intense situations.” Though still in high school, she has already had years of practice. It was Shayna’s dad who introduced her to hunting. “I started right when I was 12 years old. The first thing I ever shot was a black bear,” she said, noting 12 is the minimum legal age to begin hunting. She shot her first deer, a mule deer, in November 2008, which she shot with a black powder rifle. She was 12 years old on that hunt as well. “After that, I’ve been hunting ever since. I just go after whatever I can. The big game draw is awesome. It allows you to hunt a lot of different things in a lot of different places, and because of that I’ve taken a lot of animals,” she said with a smile. She started shooting guns at first, beginning to hunt with a bow once she was able to meet the draw weight requirement of 40 pounds. In the past few years, she has shot much more with bows. “I do a little bit of both. I really like hunting with my bow, because it is a little more difficult. I’ve never taken more than a 20-yard shot of animal I’ve hunted. It provides that challenge that you can’t really get when you’re shooting from 200 yards away with a gun.” No matter what she’s shooting with or what animal it is in her sights, Shayna will be continuing to hunt in the years to come.

Let’s get through winter together We’re in the latter half of the winter, where it’s shorter to go ahead to spring than to retreat back to fall if we even could. It’s the home stretch, but it’s perhaps the most miserable. The days are getting noticeably longer, but that has done little to break the outdoor cold that infiltrates our bodies and leaves us shivering and muttering about the frozen wasteland we’ve chosen to make a life for ourselves. For the most, weather is the most obvious, boring and pointless thing to talk about. Oscar Wilde said, “Conversation about the weather is the last refuge of the unimaginative.” I think of those words anytime someone mentions the heat, the cold, the snow, the gloomy cloud cover, the rain or what the long-range forecast has to say about the weather in the future. Despite that, it’s this time of year that we have to pull ourselves together, check ourselves mentally and make every attempt to treat each other with the grace everyone deserves. The cold may make people cranky and irritable. The more we’re aware that we’re probably cranky and irritable the easier to is to put that garbage aside

Cold weather does nothing to cheer us up, but it still might be a whole lot better than heat, which has been found to make people aggressive. It seems we just get downright violent when the humidity gets up and our shirts start sticking to our chests, inhibiting our already raspy breathing. So we find little victories all over the place to motivate us and brighten our days a little. It doesn’t matter what you celebrate, anything counts as a win. An evening meeting was cancelled and you don’t have to face the skin-searing cold again tonight; you slammed hard on the brakes and spilled steaming hot coffee on your face but it feels more like a warm bath; or maybe

you just remembered to take your vitamin D tablet. Who needs the sun anyway? In summer, we play, but in winter we just have to survive. It’s at this time of year, we really begin to question whether we can still do it, whether we really have what it takes to outlast winter. Many people then, will give up and go south, unable to bear another day eyeing up snowdrifts with a stiff upper lip. For those who decide to stay, it turns out they will focus very intently on their work. We’ve all found it’s difficult or even nearly impossible to have a pleasant, peaceful and gorgeous day mocking us just beyond our office window. It’s so easy to get distracted during those summer months and daydream about not working. I recently read of a Harvard Business School professor who found people generally do so much more work when the weather is uninviting, and the frozen hellscape that awaits all of us living in the Prairies provides just such an environment that is undesirable enough to get us to focus on our work. That sounds like another victory.

Operator program good news I suppose in general terms technology has been the greatest change in our world over the last quarter century. I just think back over the last 25 years in my little slice of reality and am amazed by the changes. When I first arrived in Yorkton just a shade over 25-years ago most of my humble stories, and the earliest examples of this agricultural column were still produced on a then very old manual typewriter. The words I wrote then went to a staff who actually re-typed them into what was a fledgling computer system of a sort. The Compugraphic machine I occasionally had access too, there were two among a staff of four and I was then rookie, so I was relegated to the typewriter on most days, was a beast of a machine. It was about the size of the Mini cars we see on the streets today, and had a file capacity of exactly 10-inches on newspaper copy. You can imagine the joys of doing longer features, encompassing multiple files, making moving bits of information around in a story time consuming and just plain difficult. It was good in the sense I learned to write a story top to bottom, and leave it as is, which still saves me time today, but at the time the question was whether the technology was worth it. Fast forward to today. I sit in the local library, a sunny window to my right, typing this column on a laptop which has a bazillion times the speed and capacity of the former behemoth of the past. The laptop is about the size of a textbook, and given that it is now headed to its fifth anniversary in my hands, is larger and heavier than models which have followed. Back 25 years the library was a useful tool for a journalist. It was a place to research and check facts, and to gain knowledge. The laptop of course allows that by clicking a few keys searching the seemingly limitless Internet thanks to its wifi connection and browser. And that little look back brings me to farming. While seeds still go in the ground, and rely heavily on the whims of nature to grow and produce, technology has also heavily impacted the agricultural sector.

Calvin Daniels Trader Agriculture Columnist Computers allow variable seeding and fertilizer rates, they monitor tractor engines, the bushels per acre combined and dozens of other readings taken which 25-years ago were not even considered because they were at that time beyond monitoring. I had a first hand look at how things have changed in the fall of 2013 when I climbed in the cab of a new John Deere combine harvesting a fundraising crop for the Yorkton Terriers hockey club. The cab frankly had the look of a sci-fi space fighter cockpit. The controls seemed ripped from my son’s latest video game console. The result was a very foreign environ for someone who could remember a Massey 27 Super combine on the farm when he was a kid. When I was young I could climb behind the wheel of a tractor or combine, and relying on my knowledge of driving a farm truck, has a pretty good understanding of what it took to drive the aforementioned farm equipment. The learning curve to drive a tractor was rather small. That meant farm labour did not need a lot of advance training. A few basic instructions in the field and most people could get a tractor moving if they were at least half trying. Today, with a new four-wheel drive tractor, or a new combine pushing past the half million dollar mark in terms of cost, and the complexity of monitors and computer controls, farmers cannot trust just anyone to do the driving. That is where education is vital, although such education has largely come from a farmer taking the time to teach on the job, which is not necessarily a good use of the farmer’s management skills. That is why a recent announcement at Park-

land College in Yorkton has to be deemed a good on for farm producers. Federal Agriculture Minister Gerry Ritz and Saskatchewan Agriculture Minister Lyle Stewart announced the launch of the Agricultural Operator Program. “Our Government recognizes the importance that labour plays in driving growth in our agriculture industry,” Ritz said in a release. “Today’s investment will help those interested in a career in agriculture develop knowledge and skills needed to find gainful employment here in Saskatchewan.” “Producers have indicated that they need more skilled labour for their operations and this program directly responds to their needs,” Stewart said in the same release. “Farmers can send current or potential employees through the program to develop or help fine tune their skills. Additionally, general labourers without a farm background will have an opportunity to gain the experience needed to get involved in the industry.” The Agricultural Operator Program was a commitment made in the Saskatchewan Plan for Growth. It is a module-based program offering practical, hands-on training to individuals interested in working on Saskatchewan farms. Students and employers will have the flexibility to choose the entire program or specific modules relevant to their farms. The first three modules will be seeding, spraying and scouting, and harvest to be delivered at Parkland College in Yorkton. Additional modules will be developed for the livestock industry including haying, beef cattle reproduction and calving, and cattle husbandry and handling. Following the pilot program, the provincial government will work to expand the program to other regional colleges across Saskatchewan. The ability of students to get relevant training specific to farming before heading to the field behind half million dollar machines is obviously a huge positive, for both employee and farmer. Technology has made the education essential, and to credit of those involved in this college launch, that essential need is starting to be met for the good of agriculture.

PQ may examine merits of sovereignty vote National SHAWINIGAN, Que. - Quebec Premier Pauline Marois is reviving discussion about whether her Parti Quebecois government should hold another sovereignty referendum — but says such a vote would happen only when the population is ready. With a spring election call expected, Marois is promising that if re-elected her PQ will present a “white paper” on the province’s future. The document would consult Quebecers on the merits of holding another vote on sovereignty — an exercise used by late PQ heavyweight Rene Levesque.

This would be the first consultation of its kind since a commission to examine the future of Quebec was held before the 1995 referendum on independence. “In the next mandate, we will resume our collective reflection,” she said in a speech Wednesday night in Trois-Rivieres. “A Parti Quebecois government will present a white paper on Quebec’s future.” The PQ holds a minority mandate in the legislature and appears to be preparing to trigger a spring election with hope of winning a majority. Marois is not committing herself to holding a referendum if she wins a majority

International Relations Minister JeanFrancois Lisee indicated Thursday the PQ wants to be sure it can win an independence referendum. *** TORONTO - The Conservative government has proposed a significant revamp of Canada’s Citizenship Act. Here are some of the key changes that were announced Thursday. — Residency: Permanent residents would have to maintain a “physical presence” in Canada for four years within six years before applying for citizenship. That would include spending a minimum of 183 days in the country per year in four out of six years. Currently, immigrants need to reside in Canada for three out of four years. — Language and knowledge: Permanent residents aged 14 to 64 would have to meet official language requirements and pass a test before getting citizenship, compared to the current range of those aged 18-54. — Taxes: Adult applicants would have to file Canadian income taxes to be eligible for citizenship, a requirement which currently doesn’t exist. — Criminality: Citizenship would be denied to criminals charged or convicted of serious crimes outside Canada. Currently only those with domestic criminal charges and convictions are prevented from becoming Canadian. — Terrorists, Enemies: Dual nationals who are members of an armed force or group which engages in conflict with Canada, and dual nationals convicted of terrorism, high

treason, or spying offences could be stripped of their Canadian citizenship. — Cracking down on fraud: The penalty for citizenship fraud would be raised to a maximum fine of $100,000 and/or five years in prison, compared to the current fine of $1,000 and/or one year in prison. — Canadian Forces: Permanent residents who serve with the Canadian Forces would be put on a fast track to citizenship. — Lost Canadians: Citizenship would be extended to a group of individuals who fell through the cracks of current legislation, including some children of war brides born before 1947. — Ministerial Powers: More decisionmaking power would be placed in the hands of the citizenship and immigration minister when it comes to routine revocation cases and discretionary grants of citizenship. International PANAMA CITY - Work on the ambitious Panama Canal expansion project has halted after talks broke down on how to settle a dispute over $1.6 billion in cost overruns. The canal’s administrator says the stoppage will give authorities time to analyze how to proceed on the project to widen the canal. The Spanish-led construction consortium leading the expansion says negotiations have broken down for how to finance the cost overrun. Spanish firm Sacyr SA says 10,000 jobs are at risk. Italy’s Impreglio SpA construction firm is also in the consortium. The consortium and the Panama Canal Authority blame each other for the overruns.

The sports being contested include air pistol, alpine skiing, badminton, bowling, cross-country skiing, curling, figure skating, gymnastics, hockey, judo, snowboarding, speed skating, synchronized swimming, table tennis and wrestling. Athletes from nine geographic regions across the province will be competing for medals. The Estevan contingent on the Southeast Connection team is comprised largely of synchronized swimmers. You can bring your gold, silver & coins to the Estevan Library between 10am and 6pm each day. No appointment is required. Barry Dick is a precious metals buyer and President of Ursa Major Gold, Silver & Coin. Ursa Major hails from Richmond, BC but Dick has his roots in Winkler, Manitoba. “Ursa Major has the unique advantage of dealing direct with a smelter� said Dick. “That allows us to cut out one or even two middlemen. Ursa Major purchases gold and silver from other gold buyers, pawn shops, jewellers and jewellery makers as well as from the general public.� Recent price increases of precious metals have created lots of “gold buyers� including mail in companies. Many of those buyers offer pennies on the dollar to unsuspecting customers and are limited to what they buy, choosing to ignore silver and coins and only purchase gold. “Better Business Bureau complaints about mail in gold companies are extremely high, but it is hard to regulate. My advice is that you do NOT mail your precious metals to anyone you haven’t met or spoken with at length� says Dick. Ursa Major analyzes your gold, silver and coins while you watch, with the process explained to you in detail. Any coins with numismatic value will be set aside from those with a ‘melt’ value. Silver items such as jewellery, flatware and serving trays will be analyzed for hallmark identification. Items thought to contain gold will also be analyzed for hallmarks, and then confirmed using precise testing that is done while you watch. Then a cash offer is made and you decide to sell or not. Dick took out his first gold claim when he turned 16 in the 1970’s and has been involved with precious metals ever since. An ardent gold panner, he was a regular at the world championship gold panning competition with a personal best of 3rd place in 1984. Now he concentrates on building the wholesale business with jewellers and brokers while taking the roadshow out one or two times a month across Western Canada. “People bring in all kinds of interesting items, but for the most part it is a broken or old chain, unloved jewelry, a single earring, and out of fashion items like charm bracelets. We also accept dental gold but it should be clean. Lately I see more and more silver flatware sets, but before you bring those in please make sure it says “Sterling� on the handle. There is a lot of silver plated flatware that we can’t buy due to the low silver content� says Dick. Another valuable item is coin with silver content. Dimes, Quarters, Half Dollars and Dollars from Canada and America can be sorted and the silver content determined in no time at all. People are encouraged to bring in any and all coins for assessment. Ursa Major also assesses and purchases Canadian and Dominion of Canada Paper Money. WT/WWT Services Division is constructing a Steel framed building for the purpose of containing the equipment to de-water the bio-solids generated at the WWTP. The Building will be built on a slab on grade supported by footings and will be clad with metal siding. The building dimensions are 12 meters by 20 meters and will be serviced with water, gas, electrical, telephone as per drawings. An air handling unit will be used for the HVAC. The City of Estevan Water Treatment Plant is a surface water plant that focuses on the removal of suspended solids and the inactivation of pathogenic organisms through a multiple barrier approach, i.e. chemical aided settling, filtration, disinfection.
