Going along for the ride We all enjoy the feeling of being in control, the feeling that whatever is happening to us or is going to happen to us will do so because of choices and actions that we make. Of course, as is the case more times than some of us feel comfortable with, we find ourselves going along for the ride, open to the whims of others and the unpredictability of the world. When things aren’t going well, it’s almost like absolutely nothing is going according to plan. You may try to fight it. You may try to balance the scales by seizing control of whatever you can. That may work for some, but it may be more necessary to keep your sanity by going with the flow and being guided by the bumbling missteps you are encountering. Recently, I found myself travelling as everything went wrong around me, stretching what should have been a roughly 12hour journey, no short trip in its own right, into a 50-hour marathon of misery. Getting stuck in a series of errors and missed connections like that can be frustrating and taxing, both physically and emotionally. It’s mentally draining to feel your brain go numb and your vision foggy.
Jordan Baker Thoughts From My Fingers It was easy to look back at all the things that went wrong and add them all up to a sum that proved the most obvious theory at the end of the long trip: The universe is, by all accounts, out to get me. That’s the pessimist’s outlook on things. That’s how the weary traveler sees his pained predicament. And it’s easy enough to fall into that trap of succumbing to Murphy’s Law and ultimately expecting everything to go wrong with complete bitterness and suspicion about how things might get worse every minute after the last. It’s very easy to get down on yourself. It’s hard to put the past where it belongs: In the past, where it can’t be changed and can only be learned from. It’s in those times it’s important to remember to move forward. I try to be unfazed by bad news, shrugging off those things that can’t be changed
by asking what can be done next to ease our suffering a little. There is always time for reflection later, but when things need to be done and there is no way to slow the world down it can be toxic to focus on everything that goes wrong. As everyone likes to say about those situations, “One day, it will make a great story. One day, you’ll look back on it and laugh.” The best way to seize control is to control yourself. We can’t always control what happens to us, but we can always control how we react to it. We always have control over how we choose to look at our sour situations. We will always get to choose our disposition. I try to look at the end of the trip, because I know whatever is going awry, at some point it will stop. At some point we’ll get home. While I can’t control everything that happens along the way, I can always make sure I get through it with a little grace, happy with the way I handled an uncomfortable and trying situation. In those times of stress and fatigue we learn a little something about ourselves, and at the very least, I’m glad I learned something.
Agriculture suffers when unreasonable legislation is passed It has been said more than once, including in this space over the years, that government decisions influence agricultural commodity prices at least as much as weather patterns and crop yields. Governments make decisions based on factors that make little sense in terms of crop production levels and feeding a growing world population, which we might hope are the ultimate goals of the farm sector. We should hope that at the end of the day everyone keeps that in mind regarding agriculture, promoting systems that could ultimately ensure everyone goes to sleep each night with a full belly. For that to happen, government really needs to get out of the way. That doesn’t mean government doesn’t have a role in certain aspects of agriculture, including quality assurances and food safety standards backed up with inspection services. But we know governments go further in terms of how they influence agriculture. It wasn’t that long ago when the world grain prices were established by the impact of duelling agricultural subsidies, the United States and its bloated Farm Bill on one side, the European
Calvin Daniels Trader Agriculture Columnist Union on the other side. The subsidies were used to buy market shares. Today governments play a different game in terms of agriculture. It’s about using farm policy as a way to pacify the public and ensure votes at election time. Both are rather suspect reasons if the goal is a viable agriculture sector. Take the current situation in France. France had had a ban on GM corn, a ban which applied only to Monsanto’s MON 810. The ban had been overturned by the country’s highest administrative court for lacking sufficient scientific grounds. That is not particularly surprising since while the debate regarding GM crops has been a long one, concerns are based on perceptions rather than proven safety issues. Certainly for consumers, perceptions are often their reality. We make purchase decisions on everything from the recommendation of a friend, to a slick
advertisement with some Hollywood personality extolling the virtues of a product he may never even have used. So in a world where you can find supportive material to just about any viewpoint with a bit of time digging in the Internet, there are certainly consumers who see GM crops as the next great plague upon the world. But we might hope governments are beyond buying into perceptions when it comes to writing legislation. But France’s government is already moving to pass new legislation to once again ban GM corn crops. There are two questions that come to mind. The first is how any government sees such legislation as being needed given the amount of science supporting the safety of GM crops. And, secondly, is the public in France served by legislation created for no reason? Governments should be beyond that, but we know governments stray into areas for reasons that are devoid of common sense. And therein lies an ongoing issue for the agricultural sector, interference in the normal system of supply/demand economics, through legislation that changes how the system would work naturally.

IOC won’t remove women’s hockey anytime soon National SOCHI, Russia - Defending Olympic champion Charles Hamelin crashed in his qualification heat in men’s 500-metre short-track speedskating at the Sochi Olympics. Hamelin won gold in the 500-metre event at the 2010 Vancouver Games and was a medal favourite at these Games. He already earned gold in the 1,500 metres in Sochi and seemed poised to win three more medals. However, Hamelin also crashed in the 1,000-metre event and Canada’s men’s 5,000-metre relay team failed to advance to the competition’s final. Hamelin leading on the last lap of his 500-metre heat when he crashed and smashed into the pads. It appeared he caught a blade in the turn and went down. The crash cleared the way for Sjinkie Knegt of the Netherlands to win the heat. Knegt won his country’s first short track when he took bronze in the 1,000 last weekend.
International SOCHI, Russia - International Ice Hockey Federation president Rene Fasel says women’s hockey will “never” be taken out of the Winter Olympics. Amid blowouts by Canada and the United States that have caused debate about the growth of the sport, Fasel said he would “guarantee” women’s hockey would not be removed because of a lack of competitive balance. NHL commissioner Gary Bettman, who said the league would be “distressed” if that ever happened, responded simply with, “Good.” Canada, which beat Switzerland 3-1 in the semifinal, and the U.S., which beat Sweden 6-1, met in the Sochi Olympic gold-medal game Thursday. *** BRASILIA, Brazil -
FIFA Secretary General Jerome Valcke expressed confidence Monday that Brazil’s continuing violent demonstrations won’t impact the World Cup, but added he counts on police to keep protesters seeking to disrupt the tournament at bay. Anti-government protests hit a fever pitch last June during the Confederations Cup, with around a million people pouring into the streets on a single night demanding better schools,
hospitals and an end to corruption, along with bitter complaints about the billions of dollars being spent to host the World Cup. In recent months, the demonstrations have shrunk in size but remain violent, with anarchist adherents to the “Black Bloc” protest tactic repeatedly clashing with police and carrying out vandalism during protests in Rio de Janeiro and Sao Paulo. A TV cameraman was recently killed while cover-
ing a protest in Rio after being hit in the head with a flare allegedly fired by a protester. Despite the continuing incidents, Valcke said he’s not worried that football’s premier event will hit any stumbles, telling a media conference that “we are expecting a quiet World

Farmer Appreciation Issue Weyburn Inland Terminal sale proposed Subject to results stemming from a shareholders’ meeting, the Weyburn Inland Terminal (WIT) has otherwise entered into an agreement to be acquired by Parrish & Heimbecker. The announcement that the impending sale was taking place was made on Jan. 24 but that event also triggered a demand from some WIT shareholders for a meeting to discuss the details. Under the original plan, P & H would acquire all of the issued and outstanding common shares of WIT for cash consideration of $17.25 per share, which represents total equity value on a fully diluted basis of about $94.6 million. WIT’s board mailed a management information circular, containing the additional details of the transaction to the shareholders for approval at the meeting. The $17.25 per share represents a 33.7 per cent premium to the closing price for WIT shares as of Dec. 12, 2013, one day prior to WIT’s announcement of its strategic review process, and a 28.3 per cent premium to the highest ever published trading price in WIT history prior to the review announcement.

There were two main objectives in mind when the review was launched and that was to maximize value and liquidity for shareholders and to provide a strong competitive environment for their customers as the business environment evolved.

The deal had to receive ultimate approval from the shareholders. WIT also amended the agreement between the company and its chief executive officer Rob Davies to ensure continuity and support during the review. The agreement permitted Davies to terminate his employment at any time after Jan. 15 of this year and receive a retention payment in an amount equal to 15 months’ salary and a pro-rated bonus. WIT is a farmer-owned and directed grain company located on the CP Rail Soo Line near Weyburn. It was started in 1976 and was one of the first large inland grain terminals in Western

Allan Richards and Dale Mainil, two directors of WIT resigned their board positions on Dec. 10, 2013 just prior to the beginning of the strategic review. The two stated they had a fundamental disagreement with the strategic direction adopted by the board. Mainil, the nephew of one of the charter WIT shareholders, Art Mainil, was quoted in the Regina Leader-Post as saying, “we believe a farmer-owned alternative is a very viable alternative to market our grain and it’s going to be supported now more than ever.” Pursuant to the earlier agreement between the company and its CEO, Davies announced his resignation five business days following the special meeting of WIT shareholders that is now slated for Feb. 28. Farmer Appreciation Issue Farm operator training pilot program launched at Parkland Regional College
An Agricultural Operator Program, a modulebased program, offering practical hands-on training to individuals interested in working on Saskatchewan farms, has been announced by the federal and provincial governments. Federal Agriculture Minister Gerry Ritz and Saskatchewan Agriculture Minister Lyle Stewart made the announcement on Jan. 29. Students and employers will have the flexibility
to choose the entire program or specific modules relevant to their farms. “Our government recognizes the importance labour plays in driving growth in our agriculture industry,” Ritz said. “Today’s investment will help those interested in a career in agriculture develop the knowledge and skills needed to find gainful employment here in Saskatchewan.” “Producers have indicated they need more

Additionally, general labourers without a farm background will have an opportunity to gain the experience needed to get involved in the industry.” The program was a commitment made in the Saskatchewan Plan for Growth. The first three modules will be seeding, spraying and scouting, and
harvest to be delivered at the Parkland Regional College in Yorkton. Additional modules will be developed for the livestock industry including haying, beef cattle reproduction and calving, and cattle husbandry and handling. Following the pilot program, the provincial government will work to expand the program to other regional colleges across Saskatchewan. The pilot program will start with a seeding module on March 3 of this year. The module is comprised of 36 hours of hands-on workshops and nine hours of on-

Farmer Appreciation Issue Sask. research gets $7 million boost The federal and Saskatchewan governments are investing a total of nearly $7 million into 46 crop-related research projects in Saskatchewan. Saskatchewan’s Agriculture Minister Lyle Stewart was joined by Saskatchewan MP Kelly Block on behalf of Federal Agriculture Minister Gerry Ritz in making the announcement. “These projects will enable producers to be more productive, competitive and profitable,” said Block. “This year’s recordbreaking Saskatchewan harvest demonstrates the benefit of investments in research and innovation,” Stewart said. “Our record commitment to research is paying off, and the projects receiving funding will help to ensure Saskatchewan continues to be a leader in agricultural production.” Some of the projects
destined to receive funding support include one that focuses on direct-cut harvest systems in canola and another for improving nitrogen fixation in peas. There is also a continuation of experiments to improve disease resistance in wheat while another series of experiments will look at identifying new mustard varieties with improved yields. How residue from soybeans contributes to nutrition and yields in cereal crops in the following year will be the focus on yet another experiment while the health of honey bees and the management of varroa mites will be studied in the laboratories and fields as well. Other experiments will look at weed control and the use of lentil bran as a food ingredient. The Saskatchewan portion of the funding will be coming from the
Saskatchewan Agriculture Development Fund and will be a part of its overall $27.7 million agriculture research budget for 2013-14. Through the ADF producers benefit from discoveries in disease resistance, weed management, herbicide tolerance, increased yields, new ways to add value to crops and
new technologies. The ADF funding leverage is additional thirdparty funding of more than $3.3 million with the Western Grains Research Foundation, Saskatchewan Pulse Growers and Saskatchewan Canola Development Commission among the organizations partnering with ADF proj-
ects. In total, 28 of the projects are receiving at least some funding from one of these groups. In addition, a significant level of funding and in-kind contributions are being leveraged from various other partners. “Pulse research is increasingly important to our industry as consumer demand for pulses continues
to grow,” Saskatchewan Pulse Growers executive director Carl Potts said. “This funding will fuel further research in priority areas that will help us meet growing demand and build a long-term, sustainable future for the industry. We are pleased to once again partner with ADF on this work.”
Disappointment with COOL decision Saskatchewan officials have expressed extreme disappointment that the United States has not attended to or addressed properly the fixed protectionist Country of Origin Labelling (COOL) provisions in its recent farm bill. Saskatchewan’s Agriculture Minister Lyle Stewart and Minister Responsible for Trade, Tim McMillan reaffirmed Saskatchewan’s support for the federal government’s
proposed retaliatory measures against the United States in response to the COOL decision. Farm bill negotiations were the appropriate opportunity to remove the discrimination and damages that COOL has caused, and will continue to cause, the Canadian and Saskatchewan livestock industry. It is estimated that COOL has cost the Canadian cattle industry $1 billion per year since 2008.
“We have historically shared a strong agricultural partnership with the U.S., they remain our biggest trading partner, and we are dependent on one another for the shared success of our agriculture industries,” Stewart said. “However, COOL legislation is simply a protectionist measure that has cost our producers billions of dollars and will continue to cause significant hardship to our industry. We will continue to do all we can
to stand up for our producers, and we encourage the federal government to move forward with retaliation.” “We are very disappointed the U.S. federal government has refused to change their protectionist position on COOL, which is clearly a violation of their trade obligations,” McMillan said. “We fully support the federal government in pursuing retaliatory measures in an effort to achieve a fair resolution.”

Farmer Appreciation Issue NFU says transportation woes are obvious and were expected Farmers should not expect prices to go up, or more grain to be moved, anytime soon, as federal Agriculture Minister Gerry Ritz is only calling for more numbers, reports and discussions among railways, elevator companies and grain companies, said the National Farmers’ Union in a release issued Feb. 5. This is going on while farmers’ costs mount and prices tank as a result of Canada’s wrecked grain transportation system, they said. “More people taking notes will do nothing to make up for the lack of an authority to co-ordinate the shipment of grain by rail to ports,” said NFU director and Saskatchewan grain farmer Glen Tait. “This is a service the Canadian Wheat Board (CWB) used to provide for the benefit of farmers.” As the largest shipper of grain in Canada, the farmer-controlled CWB was able to co-ordinate grain shipments by rail according to customer demand, elevator and terminal capacity, and shipping requirements. Now that the private trade is controlling the export system, there has been a backlog of 30 or more vessels waiting at anchor since before Christmas. Ships often must shuttle in and out of terminal berths to load partial cargos, with each ship charging in the neighbourhood of $10,000 per day in demurrage fees to cover wages, fuel, food and the cost of being idle when they could be shipping other valuable products, Tait suggested. “As a result of the disorganization at the port, rail cars are being used as storage, not for transportation and farmers are paying the cost. “The elevator companies will recoup demurrage charges from farmers by deducting this cost from grain
prices. When the CWB looked after logistical matters, freight costs from the Prairies to western ports were in the $50 per tonne range. Today, we are seeing costs of $100 per tonne or more deducted,” Tait said. “The total losses from demurrage alone so far are in the millions of dollars — money that will never be spent by Prairie farmers, or anywhere within the Canadian economy.” The base price of wheat has fallen to around $4 a bushel from over $7 a year ago — for the same quality of product. This 40 per cent nominal drop in price is understated and has been masked by an almost 10 per cent decline in the value of the Canadian dollar in the past year. In some areas, elevators are not even taking delivery, which means an effective price of zero. “Many farmers who have contracts are unable to ship grain through no fault of their own — yet they are the ones paying the late delivery charges,” said Jan Slomp, NFU president. “The price gap between what farmers get at the country elevator and what grain companies get when they sell the grain is widening. The railways, elevators and shipping companies are pocketing the difference, in the millions of dollars.” “The farmer-controlled CWB worked with industry and government to co-ordinate and promote trade and transportation. It won important victories on behalf of farmers for better rail service and better rail rates,” said Ken Larsen, an NFU member and Alberta grain farmer. “Blaming the railways or grain handlers is like blaming coyotes for eating mice. By ending the CWB’s singledesk authority, it was Ritz who turned the coyotes loose.” “Will farmers have to cap production at 75 per cent of this year’s yield because that is all the private

Investing in improved genetics and agronomics or creating fake markets by signing new trade deals will do nothing to solve the logistical problems of moving our grain to the ocean efficiently,” Tait said. “The current disastrous state of grain transportation is just another example of government bungling that lets corporations extract more money from farmers,” Slomp said. “We know that without oversight there will be a bottleneck every year. Millions of tonnes of grain are harvested every fall and must be moved to market. We need a co-ordinating authority that has the teeth to discipline the grain transportation system. Otherwise we risk losing Canada’s capacity to be anything other than a third-rate supplier of last resort.”

Farmer Appreciation Issue McCusker to speak Beef exports to Taiwan about to increase at banquet One of the members of a legendary curling team, Joan McCusker, is going to be the guest speaker at this year’s Farmer Appreciation Dinner in Estevan. McCusker, an Olympic gold medal winner and a key component of the famed Sandra Schmirler rink, will speak to an audience that will once again number well over 300 who are expected to attend this popular event. The dinner, slated for Feb. 27, is co-sponsored by the Estevan Chamber of Commerce and the Estevan Exhibition Association. Another highlight of the evening will be the announcement of the region’s Farm Family of the Year. The event will include additional entertainment such as short speeches delivered by winning entries from 4-H public speaking contests. Taiwan is set to allow bone-in beef and other specified meat products from Canadian cattle under 30 months of age, which was previously closed in 2003. Taiwan lifted its ban of Canadian boneless beef from cattle under 30 months in 2007, and since that time the Canadian government has been working to regain bone-in beef access. The access to Canadian bone-in beef comes alongside Taiwan’s efforts to boost trade and economic co-operation in Canada for proposed talks of a Trans-Pacific Partnership agreement.
Chuck MacLean, chairman of Canada Beef was pleased with the Feb. 5 announcement. “Our national organization is grateful for the continued effort the Canadian government has put towards global market access — in this instance, Taiwan. Achieving bone-in beef access will further enable the work Canada Beef is doing to increase the brand value and the resulting loyalty for Canadian beef not only in Taiwan, but leveraging this into Southeast Asia.” Canada Beef maintains a strong presence in Taiwan, with its office in Taipei.
Deanna Kao, manager of operations, Canada Beef’s Taiwan office, noted that marketing will focus on the value that Canadian beef can bring to Taiwan. “The focus of our brand efforts continues to be high-end steakhouses, food service and hotel restaurants. With full access, we have the ability to deliver additional supplies of Canadian beef to our target market consumer and further increase brand loyalty, demand and overall value for our product,” Kao said. Currently, 94 per cent of Taiwan’s beef is imported, giving Canadian beef
a large opportunity to be competitive and optimally a leading player in the beef market. The new program was announced during the Canadian Bull Congress being held in Camrose, Alta. in late January. Making the

Farmer Appreciation Issue Several enhancements made to 2014 Crop Insurance program Federal Agriculture and Agri-food Minister Gerry Ritz and Saskatchewan Agriculture Minister Lyle Stewart, announced details of the 2014 Crop Insurance Program on Feb. 10, which includes a number of new features to help producers mitigate risk. “Agriculture plays an important role in Saskatchewan and across Canada in creating jobs and economic growth,” Ritz said. “Insurance-based program that are bankable and predictable help ensure that Saskatchewan farmers have the tools they need to main tain their success today and well into the future.” “Agriculture continues to be a key driver of the Saskatchewan economy and we are working to improve our programs to help producers succeed and grow the industry,” Stewart said. “The 2014 Crop Insurance Program includes improvements to
assist Saskatchewan farmers and ranchers as they look toward a new growing season.” Improvements to the program this year include a pilot program to provide yield-loss coverage for corn in the east central and southeast areas of the province. In addition, the establishment benefit feature has also been expanded to include coverage for corn of $65 per acre. New in 2014, durum and barley will be eligible for yield trending. This recognizes agronomic advancements and increases a producer’s historical yields, which improves coverage. Yields for durum will increase 8.5 per cent and barley yields will increase 3.5 per cent, on average. Yield trending will also continue on canola, fall rye, winter wheat, hard red spring wheat, hard white spring wheat and oats. This feature has resulted in the average coverage for canola
increasing by nearly 20 per cent, oats by 15 per cent and hard red spring wheat by 10 per cent. Also new in 2014, Crop Insurance will include a bee mortality insurance pilot program. The program will cover loss of bees over the winter as a result of naturally occurring causes that are beyond the control of producers. Additional 2014 Crop Insurance Program enhancements include increasing the base grade for flax, adding field peas to the contract price option and expanding the number of crops eligible for vegetable insurance. Crop insurance enhancements made in previous years, such as expanded coverage for soybeans, Unseeded Acreage Benefit and yield cushioning, will also continue in 2014. online by launching a new online system called CropConnect. This system provides Crop Insurance customers the flexibility of completing their business online, from a home computer or mobile device. This includes adding land to a contract, filling out forms, calculating their premium and coverage levels, reporting production data and filing claims. Crop Insurance coverage for 2014 is $162 per acre, on average, the fourth highest coverage in program history. Crop Insurance premiums for 20145 average $7.47 per acre, a 25 per cent reduction from 2013. The lower coverage and premium is largely the result of lower forecasted crop prices in 2014-15.

Under Crop Insurance premiums for most programs are shared 40 per cent by participating producers, 36 per cent by the Government of Canada and 24 per cent by the Government of Saskatchewan. Report rasies questions about prisoner care National OTTAWA - It often takes more than two years for Correctional Service Canada to complete a mandatory review when someone behind bars dies of natural causes, the national prison ombudsman says. A report released Monday by correctional investigator Howard Sapers also raises questions about the quality and level of care provided to prisoners before they die in custody. Sapers says he uncovered questionable diagnostic practices, incomplete records, lax information-sharing and
delays or lack of follow-up on treatment recommendations. In addition, prison staff did not investigate the circumstances of natural deaths beyond recording the cause as either unexpected or sudden. Correctional Service’s process for reviewing such in-custody deaths failed to generate significant findings or recommendations, Sapers says. There is no way of determining whether a death was preventable or premature. On average, about 35 federal prisoners die each year for natural reasons — by far the most common cause, the report says.
“More offenders are growing old in custody and succumbing to chronic disease in prison.” It calls on the prison service to do a comprehensive “lessons-learned exercise” to identify measures to reduce or prevent natural cause deaths.

The Building will be built on a slab on grade supported by footings and will be clad with metal siding. The building dimensions are 12 meters by 20 meters and will be serviced with water, gas, electrical, telephone as per drawings. An air handling unit will be used for the HVAC. The City of Estevan Water Treatment Plant is a surface water plant that focuses on the removal of suspended solids and the inactivation of pathogenic organisms through a multiple barrier approach, i.e. chemical aided settling, filtration, disinfection. All limits that each parameter must be within, comes from the Environmental Protection Act 2002 and associated Regulations to that Act.
