City people Tonaya Marr Maybe It’s Just Me There are lots of things I like about living in Regina. For one, there are lots of things to do. No matter the weather, I can probably find an activity outside of my home that will draw my attention. I also like the wide variety of restaurants. There’s no shortage of places to pick up food, which has been a blessing lately because I’ve been both too lazy to cook and too busy to pick up groceries. I’m not complaining about the spread in small towns and cities, but you can’t deny that a person gets tired of eating the small-town standard: Subway or Chinese-Canadian. There are also lots of things I don’t really like about living in Regina. It takes me 10 minutes to drive to work, on a good day. When I lived in Estevan, I sometimes slept in until 7:30 and still made it to work with lots of time and looking reasonably well. I also can’t call my dad when I need things fixed, like that time I had a bat in my apartment or that time my car was involved in a hit-and-run. Living with my parents allowed me a bit more dependency.

A funny thing Iâ&#x20AC;&#x2122;ve noticed lately is that living in the city is making me lazy. When I lived in Estevan, I accepted that I needed to park a mile away from Walmart, because all the trucks took up the parking lot with their twospot, horizontal parking. In Regina, Iâ&#x20AC;&#x2122;ll circle until something opens close to the building. This laziness is summed up in a complaint I heard at work today. A coworker was telling me that a friend of his in Saskatoon was complaining about how heâ&#x20AC;&#x2122;d have to drive 30 minutes to shop at the new mall planned for Dundurn. I found myself nodding along, like a 30-minute drive was a travesty. Imagine, having to spend more than 20 minutes travelling on a highway to go shopping. And then I remembered that throughout my life, I had been travelling with my family to either Regina or Minot to go shopping when the stores in Estevan didnâ&#x20AC;&#x2122;t offer what we were looking for. In Estevan, weâ&#x20AC;&#x2122;re very fortunate to have a lot of shopping options, but thereâ&#x20AC;&#x2122;s something thrilling about packing the kids into the mini van and spending two hours on the highway to hang out in a crowded mall for a day. Driving two hours for a packed mall with a Booster Juice doesnâ&#x20AC;&#x2122;t seem like a weird concept when itâ&#x20AC;&#x2122;s your only option. And when I came to my senses and pointed this out, my co-worker laughed and agreed. Itâ&#x20AC;&#x2122;s such a city mentality to expect everything to be in your backyard, and a nice way to remind me of where I come from, and the â&#x20AC;&#x153;ruralâ&#x20AC;? mentality Iâ&#x20AC;&#x2122;ve grown up with. The new Bienfait fire truck has a 750-gallon tank and can pump 2,000 gallons per minute.
Bienfait firefighters have their new toy July 2012 Thereâ&#x20AC;&#x2122;s a shiny new truck in Bienfait. Residents received their first glimpse of the townâ&#x20AC;&#x2122;s new fire truck when it was first unveiled at the Canada Day parade in Bienfait. The Bienfait Fire Departmentâ&#x20AC;&#x2122;s recently purchased truck was brought into Canada just days before that at the end of June. Engine 4 is not yet in service, but Brian Smyth, Bienfaitâ&#x20AC;&#x2122;s fire chief, said that if they needed it, they could send it to a fire. The search for the new truck sent them looking at about 500 online before finding the one they wanted. He and two others went down to Port Neches, Texas to look at the truck. The small city is just north of the Gulf of Mexico near the Louisiana border. â&#x20AC;&#x153;We had a look at the truck, and it was spotless, and it was clean,â&#x20AC;? said Smyth. â&#x20AC;&#x153;It wasnâ&#x20AC;&#x2122;t the only one we had picked out. There was another one at the same fire hall sitting
right next to it. We spent five minutes looking at it and five hours looking at this one. This was the better deal, and it was their front line truck.â&#x20AC;? The truck with a 750-gallon tank was well looked after, with low mileage and low hours on it. Almost new, said Smyth. The truck is a 1999, although when they went down to Texas, they thought they would be looking at a 1998 truck because it was advertised as such. It wasnâ&#x20AC;&#x2122;t until they got to customs heading back into the country that they realized it was one year newer. Smyth noted it has five self-contained breathing apparatus seats and it allows them to haul all their firefighters inside with equipment as well. â&#x20AC;&#x153;It has a huge pump on it, that we probably didnâ&#x20AC;&#x2122;t need anything that size, but when youâ&#x20AC;&#x2122;re shopping used, you take what you can get.â&#x20AC;? After bringing the truck to Canada, they immediately got the vehicle safetied and installed the

decals on it. *** For equine lovers, the summer will once again be complete when they get back on the trails at Roche Percee. The Roche Percee Trail Ride and Wagon Trek is back on in 2012 following devastating floods last year that led to the cancellation of this event and many others, along with destroying much of the village where this trail ride begins. Mary Jacobs is one of the organizers of the trail ride and noted that they werenâ&#x20AC;&#x2122;t able to host the ride last year after the flooding had subsided. â&#x20AC;&#x153;We didnâ&#x20AC;&#x2122;t do anything last year, there was just too much flooding,â&#x20AC;? said Jacobs. â&#x20AC;&#x153;The building that the meals were supplied in was unusable, and itâ&#x20AC;&#x2122;s apparently still not usable, but theyâ&#x20AC;&#x2122;re going to barbecue stuff.â&#x20AC;? Without the facility, she said they will probably be setting up some picnic tables and barbecuing in the middle of the village.
After established events have a year off it can sometimes be difficult to get them running again. Jacobs said that was something they took into consideration heading into this year. â&#x20AC;&#x153;Our numbers are down this year of people that have registered,â&#x20AC;? she said, noting people have until Aug. 4 to register at the regular price. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;m hoping that in the next week or so, weâ&#x20AC;&#x2122;ll get lots more, but Iâ&#x20AC;&#x2122;m not sure.â&#x20AC;? With the break however, she said that they are keen to get everybody together and back out on the trails. â&#x20AC;&#x153;We are (eager) because itâ&#x20AC;&#x2122;s a fun time,â&#x20AC;? she added. â&#x20AC;&#x153;Even with all of the work that it takes. I donâ&#x20AC;&#x2122;t go on the ride myself, but I go down and help out.â&#x20AC;? It isnâ&#x20AC;&#x2122;t just the organizers who miss the fun of the trail ride and wagon trek. Jacobs has spoken to a number of registrants, and they are just as eager to get back on the trails after a long, two-year wait.

Forever optimistic for the coming year Everybody wants the next year to be a better one. While 2012 was largely a typical time lapse of four seasons with no reason to write home, it didn’t go out like a lamb. Sometimes you just stumble your way into a situation where absolutely everything goes wrong. When the holidays roll around, there are lots of people travelling, and I was one of them. Travel between Dec. 20 and Jan. 1 is particularly frantic for an activity that is regularly marked with stress, confusion and tears. That’s all to be expected when there are so many parts of travel that are out of our control. To begin my Christmas season trip, I missed my flight. It wasn’t because of poor planning, which is something I somehow never fall victim to. After driving to Regina, I made a turn and was struck by another vehicle. I know now that I am the cause of the collision, something nobody ever wants to be. If things ended with a missed flight, a car accident and the ensuing headache, things would have been bad enough, but the trip home would get worse. Really the only thing that I can say went well about this trip is that the plane didn’t crash. I suppose that’s my silver lining. After the car accident — after miss-
Jordan Baker Thoughts From My Fingers ing the flight — I was able to score a seat on a flight the following morning. That wasn’t too bad. I would be arriving in Toronto just 16 hours later than originally planned. After what had happened on the way to Regina, there was nothing to complain about. While waiting at the gate in Regina the next morning, there were murmurs. It didn’t seem too serious but was just enough to make me question whether this airline had its head in the game. We loaded up the plane, got in the air and then landed at Pearson. It wasn’t until we all exited the plane that we realized just exactly what having heads not in the game would mean for us. My bags didn’t arrive. Nobody’s bags arrived. No luggage made its way from the plane into the airport. At this point I morphed into Arnold from The Magic School Bus, verbally lamenting, “I knew I should have stayed home today.”
After waiting around for an hour and talking to baggage services, it was determined that our bags were not in Toronto. Mine were apparently in Regina. Others had bags left in Calgary. Perhaps more had bags continue on to Ottawa. It sounds like incompetence is just another part of the job in the air travel industry, but for all my jet setting, I’ve never seen things quite deteriorate like this. It would be two full days before I received my bag, which was couriered two and a half hours west of the Big Smoke on a Sunday morning. So completed my trip straight out of Dante’s Inferno, as I was once again able to shave, wear clean clothes and brush my teeth without familial assistance. There was little hardship during those couple of days, but just having to go without was a pain considering what else had happened. I originally left for home on Dec. 20, exiting Estevan around noon, and I arrived in Clinton, my hometown, Dec. 21 at about 7 p.m. It was a long commute. It wasn’t a terrible 2012 overall, just a bad couple of days, but I can’t help but look forward to the 365 suns that will rise in 2013. Here’s to a great, or at the very least a better, year.
Agriculture world marked by change in 2012 Welcome to a new year. Thankfully the ancient Mayans, or the alarmists interpreting an ancient, all but lost language, were wrong that there was a portent of doom associated with the date of the recent winter solstice. That’s a good thing for farmers since the last couple of years have been pretty positive, and the year ahead would seem to be holding to that trend even if prices drop somewhat. Certainly in an historic contest, 2012 will be a thinker chapter in the annals of agriculture than most years have been. The year saw the federal Conservatives fi nally managing to bring the monopoly sale of Prairie-grown wheat, durum and export barley by the Canadian Wheat Board to an end. While historians might add a footnote about questionable government ethics in the handling of the change, it is no less a benchmark change in how Prairie farmers will see their grain marketed in the future. The CWB, fan or detractor, has been an institution for decades, so when the system changes, it is a big deal. Support for the single desk seller has been a 50/50 thing in recent years, and
Calvin Daniels Trader Agriculture Columnist the Conservatives had been promising change since fi rst elected. Their fi rst minority government shied from the change, but once re-elected with a majority, the CWB’s fate was sealed. It was the big story in agriculture this past year. The CWB is attempting to adapt, even moving to sell canola, so a developing story in 2013 will be to see if the long-term grain seller can carve out a place for itself in a competitive sales environment. Last week I wrote about how the former Saskatchewan Wheat Pool cooperative (now Viterra) had been sold into the hands of Swiss multinational giant Glencore International. How the sale impacts the long-time grain handler is unknown, but the fact it is now under foreign ownership is at least historically interesting in terms of 2012.
Last year will also be remembered for high grain prices. When farmers could get $14 a bushel for canola off the combine last fall, you know it was a good year. That the high prices extended across just about any crop Prairie farmers grew just meant it was really a great year. Certainly in some areas yields were below long-term averages, but at least the high prices buffered the low yields. Now not everything was positive in 2012. Hog prices remained below the cost of production for most producers. As a result, two of the major producers in Saskatchewan and Manitoba had to look to the courts for protection from creditors. Moving forward, it could be a signal that hog production on the Prairies may not be a major farm sector - again a fundamental shift which hit a benchmark moment last year - and a developing trend to watch in the year ahead. Looking back, 2012 certainly was a year of big agriculture stories marked by change. And as always, it will be interesting to see what the new year brings for farmers.

A year in review Part 2 Collage looking for new ownership August 2012 An event that celebrated the growing diversity of the Energy City will be missing from this yearâ&#x20AC;&#x2122;s schedule. The Collage Multicultural Festival is looking for a new group of organizers after two successful years dedicated to the many cultures that now make up Estevan and the southeast. Previously run by the Chamber of Commerce, the festival was deemed too far outside the chamberâ&#x20AC;&#x2122;s mandate in order for them to continue to organize it. That doesnâ&#x20AC;&#x2122;t mean the chamberâ&#x20AC;&#x2122;s executive director Michel Cyrenne doesnâ&#x20AC;&#x2122;t want to see the festival return under new management. â&#x20AC;&#x153;The Chamber of Commerce feels itâ&#x20AC;&#x2122;s a very good event for the community and especially in light of the fact that weâ&#x20AC;&#x2122;ve got a growing immigrant population in the community,â&#x20AC;? said Cyrenne. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s definitely an event that we do want to see continue.â&#x20AC;? At the same time, he said they felt it was something that didnâ&#x20AC;&#x2122;t really fit into what the chamber is supposed to be doing. The organization is one that is primarily focused on business activities and acting as a voice for the business community. They work with the City of Estevan and RM of Estevan in terms of investment attractions and tourism development, but they donâ&#x20AC;&#x2122;t typically handle cultural activities. â&#x20AC;&#x153;All of those factors are all really related and intertwined with business,â&#x20AC;? he said. â&#x20AC;&#x153;We do understand that the reason this immigrant population is
becoming more predominant in Estevan because of the growing business community, but this is an event that is definitely cultural in nature rather than business-oriented in nature.â&#x20AC;? Cyrenne noted that even though they will not be the sole organizer anymore, because of the role businesses play in bringing more immigrant workers to the city, they would like to have continued involvement in the festivities. *** The Japanese sushi chef may not touch fish for years before becoming a master, but the group who dabbled in sushi making at the library last week were able to get their hands dirty right away. There was no risk of poisoning at the Estevan Public Library, as Jill Kergen, the adult program co-ordinator at the library who organized the event, said they werenâ&#x20AC;&#x2122;t using any raw fish. â&#x20AC;&#x153;A lot of people think sushi is just rice and raw fish,â&#x20AC;? she told the group of about 10, but noted, â&#x20AC;&#x153;weâ&#x20AC;&#x2122;re not going to be using any raw fish today.â&#x20AC;? Kergen said the most important thing that makes sushi, sushi is the vinegared rice followed by a topping that may or may not include fish. For those who are organizing a party and

Roxy Blackmore, the foundationâ&#x20AC;&#x2122;s director, noted the wish list includes necessary items identified by the employees and one way for people to contribute is through the foundationâ&#x20AC;&#x2122;s cash calendar lottery draw. They have been selling tickets for the last two to three weeks and will continue selling until the end of the summer. Blackmore said more than 40,000 patients went through St. Josephâ&#x20AC;&#x2122;s doors in 2011, an increase of

A year in review Part 2 New portable housing development with a twist September 2012 The name for one of the newest motels in the Estevan area is a little tongue-incheek. Visitors of the Canstay Motel will literally be staying in a can â&#x20AC;Ś a sea-can. The new installation of livable sea-cans west of Estevan just off Highway 18 was brought in by a local entrepreneur and an idea from the reality business series Dragonâ&#x20AC;&#x2122;s Den. Starting up the Canstay Motel is Theo Bryson, who has the cluster of portable units set up in his familyâ&#x20AC;&#x2122;s hay field, a portion of which has been requisitioned for the business. The units were bought from a company called 3twenty Solutions out of Saskatoon. That company took their idea to Dragonâ&#x20AC;&#x2122;s Den and manufactures these kinds of portable and stackable homes for use across the Westâ&#x20AC;&#x2122;s energy sectors. The modular units are small but comfortable, reminiscent of an RV trailer. Bryson said their goal was to bring in a housing option that was relatively inex-
pensive and easily movable. â&#x20AC;&#x153;We had the idea that we wanted some sort of movable living quarters, because we thought if something happens in Estevan, we can move them to where people need them,â&#x20AC;? said Bryson. â&#x20AC;&#x153;We never wanted anything too permanent.â&#x20AC;? B r y s o n â&#x20AC;&#x2122;s m o t h e r thought about renting out spots for campers, and while he liked the idea, he wasnâ&#x20AC;&#x2122;t completely sold on it. â&#x20AC;&#x153;We thought about it a little bit more, and we thought there might be another need for housing thatâ&#x20AC;&#x2122;s not just a campground.â&#x20AC;? Someone asked him if he would consider movable units, and he said that was an idea that piqued his interest. He was recommended to 3twenty, a company he had not heard of before, and decided to give them a call. The target for the motel is to attract workers in the oil sector and people coming in for construction jobs, with an eye on long-term renters. *** The cooks will be cooking, but what will you be
eating? A fundraiser for United Way Estevan is sending cooks back into the kitchen for a night of food of fun. Dubbed Cooks That Cook, the Sept. 21 event at the Wylie Mitchell Building will once again bring a wide selection of good foods to the table in the name of charity. The event is organized by Enbridge Pipelines and features both a silent and live auction. Sheila Guenther is the past-president for the local United Way chapter and brought her own kitchen skills to the table last year, when the fundraiser was first held for the United Way. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s such a great event, and itâ&#x20AC;&#x2122;s really good to see all of their energy and enthusiasm, so obviously weâ&#x20AC;&#x2122;d like to be a part of that too,â&#x20AC;? she said. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s been an amazing fundraiser and an amazing event. telethon totals in October, adding to the pot for the organizationâ&#x20AC;&#x2122;s many member agencies. *** Changes to SaskTelâ&#x20AC;&#x2122;s wireless Internet service will affect rural residents in the southeast. Darcee MacFarlane, vice-president of corporate relations, was quick to clarify SaskTel is not exiting all of their high-speed services in rural Saskatchewan. They will still be offering their DSL service to about 300 towns and villages in the province. The roughly 8,000 custom-
ers who will be affected are strictly those outside the fourkilometre radius of SaskTelâ&#x20AC;&#x2122;s central distribution offices. The Crown corporation will no longer be offering their fixed wireless highspeed service, with service expiring as of Dec. 31. Originally, their wireless service was supposed to be shut down by March 31, but the deadline was pushed back to the end of the year. SaskTel customers are the only users in the province who will be affected by these changes. For most of those customers, there will be an option
to switch to the high throughput satellite option. However, that will not be available for customers in the rural Estevan area. MacFarlane said that could change because they are working with Xplornet, and hoping their â&#x20AC;&#x153;beamâ&#x20AC;? will expand in 2013 to reach the extreme southeast. The primary option for residents in this area will be the mobile 4G data stick that can be plugged into a computer for Internet access. The third option is the legacy satellite, which MacFarlane called a â&#x20AC;&#x153;definite last resort,â&#x20AC;? for customers.
Midale Credit Union in midst of merger October 2012 With Midale Credit Union members voting to approve a merger with Conexus Credit Union, the two institutions will become one at the start of the new year. Operations for the
townâ&#x20AC;&#x2122;s credit union will remain largely unchanged but members can expect a number of benefits in being connected to the Reginabased credit union. Sheila Peterson, president of the board of directors for the Midale Credit

She is happy with the support the merger received, as she said members did have valid concerns that they wanted to address. â&#x20AC;&#x153;The main issue was people feeling they would lose their identity (as) the Midale Credit Union, and a little bit of community pride and being concerned about being swallowed up by Regina. Thatâ&#x20AC;&#x2122;s not the case,â&#x20AC;? added Peterson. â&#x20AC;&#x153;Conexus has 47 branches and theyâ&#x20AC;&#x2122;re spread out all over the province. That was the main concern: community pride and identity.â&#x20AC;? She said they did address those concerns at the meeting last week and someone from Conexus was also on hand to
minister at St. Paulâ&#x20AC;&#x2122;s, said the shelter will run from Thursday to Sunday in the beginning because they arenâ&#x20AC;&#x2122;t entirely sure what their resources will allow them to do. â&#x20AC;&#x153;We know that most people who arrive in Estevan are coming on the weekends, hoping to start work on Monday, so thatâ&#x20AC;&#x2122;s why we picked that time,â&#x20AC;? said Nickel. She has been in Estevan for more than a year and noted that when people donâ&#x20AC;&#x2122;t have a place to stay, one of the first places they go is the church. Churches in the past would have a system where one church was on call every weekend to put people up in hotels.
â&#x20AC;&#x153;Now there just isnâ&#x20AC;&#x2122;t space in the hotels for people, and even if there is, itâ&#x20AC;&#x2122;s so expensive for the churches and the people,â&#x20AC;? Nickel said. â&#x20AC;&#x153;I think all the ministers in town have faced a very difficult time where you have to tell somebody, â&#x20AC;&#x2DC;no, we donâ&#x20AC;&#x2122;t have anything we can do for you.â&#x20AC;&#x2122; We just felt a need to address that.â&#x20AC;? She noted initiatives by the City to introduce affordable housing will certainly help, but itâ&#x20AC;&#x2122;s still going to take time to get those units up and running. *** The Trekkers are as passionate about their hobby as Trekkies. The Souris Valley Trekkers hosted their annual saddle ride on Sept. 29, starting as usual from the centre of the village of Roche Percee. The ride is the final one of the season for the Trekkers who hostd a wagon ride earlier in the summer. About 30 riders gathered in the village, where they mounted their horses before setting off for the trails to the west. The day was capped off when the group returned and had food and drinks served for everyone. Prior to last weekâ&#x20AC;&#x2122;s ride, Don Wyatt, president of Souris Valley Trekkers, said he expected the trails whould be in good shape after the past two years they have encountered mostly wet conditions. â&#x20AC;&#x153;Theyâ&#x20AC;&#x2122;ll be dry. I havenâ&#x20AC;&#x2122;t been out on them lately, but theyâ&#x20AC;&#x2122;ll be dry, so theyâ&#x20AC;&#x2122;ll be able to get to spots they couldnâ&#x20AC;&#x2122;t get to the last couple of years,â&#x20AC;? he said. â&#x20AC;&#x153;Even in the summer the year before, we couldnâ&#x20AC;&#x2122;t cross the river because the water was too high.â&#x20AC;? He expected they would be able to cross at low-level sections along the river this
time around. Unlike the summer ride, Wyatt noted the ride consists of saddle horses only and no
wagons because there are several spots where it isnâ&#x20AC;&#x2122;t reasonable to take a wagon such as the river crossings.
The riders took lunches with them to eat on the trail and got back in the late afternoon for a barbecue.
Humane Society shelter under stress November 2012 Marlene Moore echoed the refrain from the closing moments of each episode of The Price is Right, â&#x20AC;&#x153;Spay and neuter your pets.â&#x20AC;? The Estevan Humane Society is bursting at the seams with cats and dogs, and it isnâ&#x20AC;&#x2122;t a new phenomenon. Moore, the humane societyâ&#x20AC;&#x2122;s president, said theyâ&#x20AC;&#x2122;ve been at full capacity since about June. The organization is now asking people to house stray animals they find for a couple of weeks, in the hopes that more space opens up at the shelter. â&#x20AC;&#x153;At one point itâ&#x20AC;&#x2122;s good because we had very few dogs last winter,â&#x20AC;? said Moore, noting they never had more than about seven. â&#x20AC;&#x153;What has happened is that people are coming to Estevan, and they canâ&#x20AC;&#x2122;t
find a place to live, let alone keep their dog, and some of them just let them go.â&#x20AC;? She said they had 40 kittens at one point, and they are still dealing with an overload of kittens. Moore made it clear the shelter is right full, saying they have kittens running all over the place. â&#x20AC;&#x153;Some of them, the manager Judy Martin, has nursed from about two or three days after birth. She had three little ones come in like that. She fed them from a bottle and theyâ&#x20AC;&#x2122;re up running around now.â&#x20AC;? Moore said they are asking people who find a stray cat or dog to shelter it for a few weeks if they can. *** It encountered some delays and a suspension of the original contract, but after
more than four years the new United States Portal Port of Entry is now open. The official opening was marked on Oct. 31 with the completion of the $43 million project. Brian King, of the United States Customs and Border Protection, noted the previous border station was built in 1931, so the building was due for an upgrade considering the changes in the kinds of vehicles and quantity that go through the port on a daily basis. â&#x20AC;&#x153;Our border operations have changed significantly since 1931, and our traffic patterns have changed significantly,â&#x20AC;? he said. â&#x20AC;&#x153;The new facility offers a couple of things the old one did not.â&#x20AC;? The new Hillcrest School Junior Quota Club was formally recognized as the first junior club in Canada on Nov. 13. The group of girls elected an executive and began meetings on the first Monday in December. Pg 7 â&#x2021; The America Recovery Act mandated the upgrade of 31 ports of entry, including the Noonan port, which was unveiled last fall. The Portal border crossing was not part of that initiative. â&#x20AC;&#x153;This was a planned construction, where those were part of the ARA,â&#x20AC;? said King. â&#x20AC;&#x153;This was separate from those builds.â&#x20AC;? Construction began in the summer of 2008, and Sally Mayberry, regional public affairs officer for the U.S. General Services Administration (GSA), noted the original construction contract had to be suspended in January 2010. A â&#x20AC;&#x153;revised project scopeâ&#x20AC;? was put out to bid, she added, and it was awarded to Tetra Tech/RCSI in October 2010. There were some design issues that had to be changed, particularly with joining up with the Canadian port. â&#x20AC;&#x153;The main concern
was how the original designed port of entry would affect outbound inspection processes and access to the Canadian port by outbound traffic,â&#x20AC;? said Mayberry. â&#x20AC;&#x153;To address those concerns, GSA moved the entrance as originally designed on the western edge of the site to the eastern side of the site.â&#x20AC;? *** The inauguration of a Junior Quota Club at Estevanâ&#x20AC;&#x2122;s Hillcrest School was a first for Canada. Valerie Hall, Quota International District 11 governor, was on hand at the school on Nov. 13, formally anointing the group of 12 students as Junior Quota members. â&#x20AC;&#x153;You girls all know youâ&#x20AC;&#x2122;re making history today, donâ&#x20AC;&#x2122;t you?â&#x20AC;? asked Hall, with the group of girls gathered around her in the schoolâ&#x20AC;&#x2122;s library. â&#x20AC;&#x153;Youâ&#x20AC;&#x2122;ll be the first JQs in Canada involved in the club.â&#x20AC;? The girls make up the Hillcrest JQ club, and after
each student was given their blue T-shirt, elections were held for the positions of president, first vicepresident, secretary and treasurer. All of the students were eager to take leadership roles in the club, with four stepping forward to be candidates for president and three for vice. The group quickly elected Nelly Fast as the clubâ&#x20AC;&#x2122;s first president. Hall handed her Robertâ&#x20AC;&#x2122;s Rules of Order after the election. Brooke Wilson will be the first vice-president, taking over as president next year, while Tyrae North will be the clubâ&#x20AC;&#x2122;s secretary and Madison Carlson will take on the role of treasurer. The Quota Club has been planning to start the junior clubs at schools since April, Hall said the local group is thrilled that students are so eager to get involved in the service club.
The managers at Creighton Lodge continue to wait for advice on just what they should be doing with their building. The seniorsâ&#x20AC;&#x2122; home in Estevan had plans to complete work on an addition that would include a 36-foot by 30-foot lounge and entertainment room at the front of the building. The space was important because the suites are full and when musical groups and others are brought in to play a show, their current accommodations for those guests are much too cramped.
Creighton Lodge now has 48 residents living in 45 suites, and they have 80 people on a waiting list. Fundraising for the addition has been going on for about two years, but at the end of the summer, the administrators received some bad news. They were told the roof was in need of a complete redo. The overhangs had created some problems and the flat roof was going to need to be redone in a peaked style. The cost for that work would be high. Upon getting a second opinion however, they were told maybe the problem
wasnâ&#x20AC;&#x2122;t that bad. A new contractor came in to have a look and found the only work needed was to the overhangs around the building. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s a difference of spending a lot of money or fixing just what needs to be fixed,â&#x20AC;? said Judy Pratt, the lodge manager. She and Shelly Veroba, operations superintendent, want to make sure they have all the information they need before making a decision. At the very least, Pratt said there are a few exposed areas that must soon be attended to. *** Theyâ&#x20AC;&#x2122;re flashy and they stand out from the crowd. Whether theyâ&#x20AC;&#x2122;re neon green with an alien on the heel, or depict a scene from the latest blockbuster movie, Dallas Gordeyâ&#x20AC;&#x2122;s sneakers are one of a kind. The 17-year-old Estevanite, who is attending Grade 12 at the Estevan Comprehensive School, has found his niche for the time being. For most of 2012, Dallas has been experimenting with custom shoe design. The final products are incredibly eye-catching and with the Christmas season coming up, could make for gift that canâ&#x20AC;&#x2122;t be found anywhere else. Dallas began drawing shoes in the spring, when he was inspired by The Hunger Games to create a custom sneaker based on the filmâ&#x20AC;&#x2122;s artwork. The process involved a little trial and error, because while Dallas has devoted a good chunk of his youth to art, and primarily drawing, his experience drawing on sneakers was limited. â&#x20AC;&#x153;I love to draw so much. Iâ&#x20AC;&#x2122;ve drawn pretty much since I was young,â&#x20AC;? said Dallas. â&#x20AC;&#x153;And I love to see movies too, so I figured oh, I could put a bunch of stuff on shoes.â&#x20AC;? After completing his first pair of Hunger Games shoes he started receiving

1 bunch (large, about 1 1/4 pounds) collard greens 1 medium onion Salad oil Salt 1 can (16-ounce) black-eyed beans, drained 1 tablespoon all-purpose flour 1 teaspoon paprika 1/2 teaspoon dried

A copy of the applicators license. 2. Type of applicators license. 3. Type of chemical used and the procedures for applying the chemical. 4. List the necessary equipment to be used. 5. Cost of breakdown. 6. The equipment is required to be marked and the areas clearly posted. 7. Equipment used must meet the standards set in Saskatchewan Occupational Health and Safety Act & Regulations. 8. Safety Equipment â&#x20AC;&#x201C; the contractor is responsible for providing all personal protective equipment. All employees must adhere to OH&S safety guidelines when on site including wearing a fluorescent safety vest or shirt, hard hat, steel toed CSA approved safety boots, eye and hearing protection. Who do we call to report icy streets, blocked intersection or other snow related issues? Please call 634-1800 during regular hours of 8:00 am to 4:30 pm, Monday to Friday. After hours, please call the after-hours emergency number at 6343770. The after hour calls are directed to an answering service who will forward calls to the appropriate persons. As well, Estevan Police Services monitor the streets after hours and will request that the intersections be sanded or trouble areas be cleared.

When does the City start to clean up after a snow storm? Public Works monitors the streets and the major response to a snow storm does not generally start until it has stopped snowing. It is dangerous due to reduced visibility and ineffective to clear Priority 1 areas more than once if the streets are passable. Will the City complete some areas more than once in a major snowfall before all streets are completed? Yes, if the Priority 1 and 2 become impassable those streets would be cleared of snow again to ensure that trafďŹ c can move. Can home owners blow snow from their sidewalks, driveways and parking lots into streets? No, property owners cannot as it makes it more difďŹ cult for the city to complete a proper cleanup; it causes the streets to be rougher than necessary, causes a hazard to motorists and is prohibited by the TrafďŹ c Bylaw. The only place this is permitted is the downtown business district as they have nowhere else to shovel the snow to. Should we keep our sidewalks clear of snow? Yes, the TrafďŹ c Bylaw requires it as it makes it safer for pedestrians and those people that have to walk on the streets for work purposes such as letter carriers and meter readers. Also please make sure that extension cords crossing sidewalks to vehicles do not create trip hazards. Can we pile snow from the sidewalks on the streets? No, the only place this is allowed is the downtown business district as these buildings do not have any other area to move the snow to. Can home and business owners pile snow on their own private properties adjacent to alleys and streets?
What is the goal of the snow removal policy? The goal of the snow removal policy is to provide a timely, adequate and cost effective level of service so that streets are passable and vehicles can move in the City. How does the City determine what streets get cleaned ďŹ rst? The City classiďŹ es the streets into 3 priorities: Priority 1 â&#x20AC;&#x201C; Arterial Streets Streets with high volumes of trafďŹ c and main routes through and around the City such as 4th Street â&#x20AC;&#x201C; average daily trafďŹ c volume of more than 8,000. Priority 2 â&#x20AC;&#x201C; Collector Roads Streets with somewhat lesser volumes of trafďŹ c and designed to route trafďŹ c from local streets to the Arterial Streets such as Nicholson Road â&#x20AC;&#x201C; average daily trafďŹ c of between 1,000 and 8,000. Priority 3 â&#x20AC;&#x201C; Local Streets Streets that generally only serve the people that live in that area with low volumes of trafďŹ c and mostly residential â&#x20AC;&#x201C; less than 1,000 average daily trafďŹ c volume. Within Priority Three there are some streets that are extremely narrow and have to be windrowed and transported away in the same day such as Grundeen Crescent. access for snow removal equipment and have greater potential of being damaged by other vehicles and equipment. The City also asks that: Can snow be piled in city alleys and streets? No this eliminates access for garbage collection, ďŹ re protection and other emergency services and is prohibited by the TrafďŹ c Bylaw. However it is permitted in cul-de-sacs as long as the snow is piled in the centre of the cul-de-sac only as other piles of snow impact neighbors and makes snow removal more difďŹ cult. Can I park my spare vehicle or Motor Home on the Street? Yes, however vehicles are not permitted to be parked on any streets in excess of 24 hours and cause a lot of problems for snow removal and trafďŹ c. Can I park on the streets for less than 24 hours? Yes, however in the event of a major snowstorm we ask that all vehicles be parked in driveways or other areas where possible. In the event of a Major snowstorm the City plans to have all areas windrowed where required as soon as possible, providing equipment is operational. Please do not park your vehicles on the streets if possible as the vehicles limit

These are dangerous areas when equipment is working, as well as voids in the piles may collapse trapping children. â&#x20AC;˘ Please keep clear of snow clearing equipment and crews.
