SE Newcomers changes provider in new year They say there are three things that matter in property: location, location, location. Well, the Southeast Newcomers Services (SENS) saw some changes as the calendar flipped from 2013 to 2014, and perhaps the most important of all was the move out of office space at the Estevan Comprehensive School and into a new, more central location to 1108 Sixth Street. SENS changed service providers in the new year, as the contract with the Southeast Regional College expired. The service that deals with not only immigrants coming to the Estevan area but also Canadians who are coming here to work, is now operating within the Southeast Advocates for Employment. Becky Wock, SENS settlement adviser, said while there is a location change and new staff, the services will remain largely the same and the 170 new clients they saw in 2013 can continue to receive the same resources they have come to expect. “There haven’t really been any changes as far as our centre, what we do and the logistics of how we get it done,” said Wock. “I think being connected with another community non-profit organization that has a different focus than the college is a new partner for us, and it just provides more connections and more opportunities to work with other organizations in the community.” Many of the SENS clients don’t drive or do not have vehicles, so the previous location in the northeast part of the city was a bit of an inconvenience for those clients. “Our physical move is an important change because we’re now centrally located. That’s going to have a big

impact on newcomers and people using our centre,” said Wock. “It makes us a little more integrated with the rest of the community at large, rather than being seen as an outsider. I think for a newcomer, whether that’s a foreign worker or someone who is coming from another province, to physically go into a space that is within the core area of the city, it’s one step closer to integration and helping someone settling in our community.” Wock noted there is no funding change as part of the provider switch, with the organization receiving its resources from the Ministry of Economy. The new location will see some change to its hours of operation, as the group will experiment with staying open until 9 p.m. on Thursday evenings. “We’re also trying to broaden our range of clients from just foreign workers and immigrants to Canadians who are here in the community working from other provinces and aboriginal people who are moving in from other communities,” added Wock. While not all but many of the immigrants using the service require language training, SENS is also there to connect newcomers to other agencies and recreational groups in the city. “People have such a wide variety of needs. Not every immigrant needs English classes. Community groups, sport and recreation for kids or themselves is a need,” said Wock. SENS plans to host a grand opening in February to introduce the new space to the entire community, but dates have yet to be set for the event.

The power nap is where it’s at Daycares do at least one thing well that the rest of us should implement into our daily routines. Nap time is one of those things that isn’t only good for us when we’re under five years old. It turns out napping should remain an afternoon staple of our every day lives. Our workplaces should be implementing nap time in order to increase productivity and decrease the number of late-afternoon errors. My attention was drawn to a story based on a NASA study published in 1994, which monitored pilots on long flights of eight to nine hours, the length of a typical work day. The pilots who were allowed to rest, took a nap of roughly 26 minutes and the study found the brief nap was “associated with improved physiological alertness and performance compared to the no-rest group.” For many people, sleep is considered a waste of time. I’ve heard my own mother mention she hated sleeping because it was just a waste, an entire eight hours void of any productivity, except for the numerous incredible benefits we get personally from sleeping. So the idea of a post-lunch nap is looked at around many parts as a drain, even a 30-minute nap, known by some as a “power nap.” Other studies have shown that the majority of workplace accidents occur late in the day.

Jordan Baker Thoughts From My Fingers We all like naps. We shouldn’t be attaching such stigma to these cozy and relaxing activities. But I take one snooze at my desk, and I immediately get called into the principal’s office. What gives? Yes, boss. I have a valid reason for napping at my desk between 1:30 and 2 p.m. It will decrease my productivity in the short term, for increased long-term productivity and more excellent work. I’m thinking about the end game, here. I’m a big picture person. In other parts of the world, it’s called a siesta. This isn’t an entirely foreign idea. Entire businesses and cities are shutting down for a little afternoon nap every day, especially in the summer heat. It’s great for everybody. I’m not quite saying we take after our feline friends and sleep 20 hours a day, let’s just welcome with open arms the traditions instilled in us at daycare. If we’re all really being honest, we know it isn’t just infants who get a little cranky when they haven’t had their naps. I know all kinds of people who become curmudgeons in the afternoon.

They just need their blankie and a little snooze in a quiet corner. We can implement nap time for the betterment of everyone, improving moods, alertness at work and replenishing our brains to prepare for the second part of the day. Nap time is natural. We all want it, and we all benefit from it. Speaking of sleep, the time we spend on shut-eye is getting a lot more attention from the world of sciences as more and more people are study why we sleep, how it helps us and how important it really is. I’ve even read about how we’re all sleeping wrong. This whole solid block of eight hours devoted to sleeping is apparently a very new phenomenon and not necessarily how our bodies want to do it. The industrial revolution changed everything for our sleep cycle, but apparently back in the day, before things like artificial light, we would follow the sun’s example and hit the mattress when it went off to warm other parts of the globe. Then we’d wake up in the middle night and get stuff done for a few hours before going back to sleep for another four or so and then waking up to face the day. That’s how the pilgrims did it, and they probably had naps, too. Well, maybe they were more like cats than I thought they were.

Empowering people to feed themselves is necessity If one thing confuses me about Canada, it is the growing need for food banks. The Canadian Prairies became famous decades ago as ‘the bread basket of the world’ for its ability to produce high quality wheat, which was exported as food around the world. We still grow wheat as efficiently as any country, but our production is, today, so much more diverse, as we are leading exporters of canola and pulse crops. We also export much of the beef and pork we produce. The fact Canada exports agriculture production to the world speaks to our shared agrarian roots. With such roots almost all of us are still only a generation or two, removed from farm life, a life that meant most of our forefathers produced not just for export but their own food as well. Chicken coops and milk cows and large gardens were simply part of every farm and assured there was food in the ice house and cellar. When the rural exodus to city life began just after the end of the First World War, a trend continuing to this day, most people took the idea of a family garden with them. They were what everyone had in backyards across this country. Today though, as the generations have progressed, the connection to the farm has become more distant.

Calvin Daniels Trader Agriculture Columnist The interest in and knowledge of how to grow a garden has slipped away from most people, not just in big cities, but in towns and villages and even on many farms. The idea of harvesting food to feed ourselves and our families has seemingly dissipated. We have somehow become reliant on supermarkets as our source for our daily bread. In Canada, it is understandable that we trust food will be on the shelves when we go to buy it. We have a well-run food system from farm field to store shelf, which has long proved itself reliable and safe. But the food in a store still comes with a price tag. And that means for some when the cupboard is bare, the wallet is also empty, and hunger ensues. That is why we have food banks and soup kitchens and similar programs in communities across the country. Sadly the number of people needing such services seems to be growing. It is understandable why; we have seen housing costs rise in many communities.

Alberta and British Columbia a number of years ago saw prices rise dramatically, a trend now being seen in Saskatchewan. When mortgage or rent payments climb, budgets get squeezed. We have also seen most communities instituting annual municipal tax hikes in the face of growth and infrastructure renewal costs. Mix in water rate increases, environmental garbage collection fee hikes, higher rates for electricity and natural gas and budgets tighten ever further. We may be in a vibrant economy with job expectations, but for many, especially those in entry level jobs, paycheques do not always stretch through an entire month. Rent, power, natural gas, water, are bills that demand payment or services will simply be turned off or a renter evicted. So what costs end up shorted? Often it’s food. In a country as rich as Canada, with its strong agrarian heritage, hunger is something that seems far out of place. It is not something we should expect, nor is it something we should tolerate. Food banks serve a purpose, and we should support what they do. But ultimately, we as Canadians need to address the root issue, how to empower everyone in ways to ensure they can put good, nutritious food on the table, without ever having to turn to food banks for help.

Saskatchewan, at 46 per cent, is second among the larger provinces. Quebec comes nearest in area with 347,000 square kilometres. The Maritime provinces actually have the highest rate of disturbance. The human footprint in Prince Edward Island, New Brunswick and Nova Scotia is 94, 85 and 72 per cent respectively of each province’s total area. But those provinces are so relatively small that the actual amount of disturbed land is dwarfed by totals elsewhere. In addition, when Lee compared the current map to one developed about 10 years ago, he found two of three areas where the rate of development was highest were in Alberta as well. One was in the oilsands region; the other along the eastern slopes of the Rockies. The third area is in a heavily logged part of northern Quebec. New intrusion in northeastern British Columbia, where there is extensive energy development, is almost as heavy. Lee said development in the three top zones is pushing into previously untouched land at the rate of five to 10 kilometres a year. The report’s calculations include a 500-metre buffer zone, which corresponds to the distance animals such as woodland caribou tend to keep between themselves and development.

Canola Council sets ambitious production target for next 10 years Page 10

Just coming off the most successful year ever in terms of production, the Canola Council of Canada announced on Jan. 9 a new 10-year plan to capitalize on the world’s growing appetite for healthy oils and protein. Terry Youzwa, chairman of the CCC board, said the plan is aimed at increasing the profitability of canola for everyone in the industry, from Canada’s 43,000 canola growers to the hundreds of thousands of Canadians who derive jobs and wages from related industries. “Every additional bushel of canola represents an opportunity to make our agricultural sector stronger,” said Youzwa, a Saskatchewan farmer. “We’ve grown from a niche crop to an industry leader generating $19.3 billion in economic activity every year, and we know we can do even more.” The new plan, called Keep it Coming 2025, focuses on generating more profit for the farmer from every acre grown, while building canola’s value in key markets. The 2025 target is an increase to an average 52 bushels per acre, for 26 million metric tonnes of production to meet global market demand for canola. “These are bold targets, no doubt about it,” Youzwa said. “But we believe it can be done, and it can be done responsibly and

sustainably.” Independent analysis commissioned by the CCC predicts that global vegetable oil demand will grow by 150 million tonnes in 2015 to 250 million tonnes by 2025, and demand for healthier oils like canola could rise even faster. As the Food and Agriculture Organization of the United Nations has pointed out, there is also a growing demand for protein in animal diets, which signals promising market potential for canola meal. “World markets are telling us they want the products we can provide. They’re telling us to keep it coming,” Youzwa said. “If we don’t rise to the occasion, our competitors will.” To reach the strategic target, the industry has established three priorities: Priority 1: Sustainable, reliable supply. That calls for producers to increase canola production in Canada to meet global demand for 26 million tonnes of Canadian canola by increasing yield to an average of 52 bushels per acre and to improve quality characteristics of seed, oil and meal to meet new and existing customer requirements. Youzwa said the plan aims to increase production through increased yield on every acre of canola, rather than a significant increase in acres. “As a canola grower myself, I am

convinced we can achieve the target of 52 bushels per acre,” he said. “The genetic potential is there, and we intend to harness the full capacity of industry agronomists, advisers and scientists to make the most of it. We will target growers with the right research at the right time, and we will respond to each producer’s unique circumstances in order to maximize production from every single seed of planted canola.” Canola’s track record of sustainability is another positive factor, he said. Canola was one of the first commodities to pass sustainability standards in major markets like the U.S. and Europe. “We have a very sound base on which to grow,” Youzwa added. CCC board member Neil Arbuckle, representing Monsanto added that canola growers themselves have demonstrated their capacity to move forward. “They are early adopters of the latest agronomy, and have shown they are very willing to partner with the rest of the value chain. Their willingness to innovate gives us confidence.” Priority 2: Differentiated Value in the Marketplace: The target is to meet global demand of 26 million tonnes by differentiating and demonstrating the quality characteristics of seed, oil and meal to meet new and existing customer requirements at a competitive price. CCC board member Neil Sabourin of Cargill said the industry’s marketing efforts will build on past approaches, but with some important refinements. “As we differentiate canola in the international marketplace, we will take a more targeted approach based on solid

analysis,” Sabourin said. “We will have better knowledge of exactly what we need to do in various markets to meet specific customer needs.” Priority 3: Stable and Open Trade: The goal here is to create a competitive, stable and open trade environment that consistently allows the industry to attain the maximum value for canola and its products free of tariff and non-tariff trade barriers. The plans’ third priority addresses the ongoing challenge of market access. Pat Van Osch of Richardson International, another CCC board member, said trade issues require continuous vigilance but can be overcome. “The trend we see in the global trade environment suggests that we have more opportunity than ever to move in the direction of freer trade,” said Van Osch. “We believe fundamentally that our product competes well on a level playing field, so that level field is our goal.” CCC President, Patti Miller, said cooperation by the full value chain will be the key to moving forward in a thoughtful, responsible way. “Our new plan is the clarion call as growers, processors, seed developers and exporters all work together in pursuit of mutually beneficial goals,” she said. “It also sends an important message to the services and supports that are so vital to our industry. We’re saying, we have a great opportunity before us, and we are growing to meet it. Let’s get ready.” CCC consists of a full value chain of members representing not only growers but also life science companies, processors and exporters.

Bagging grain was just one of the ways some local producers used to keep bumper grain crops under cover this fall and early winter before they were able to send it to market.

Omnitrax seeking to haul oil into Hudson Bay port Omnitrax Canada, the railroad that features a rail line service into the more northern reaches of Canada to the Port of Churchill in Manitoba, reported another strong shipping season in 2013. The season was extended slightly this year with the last cargo ship leaving port in mid-November before the ice took over. Omnitrax president Merv Tweed told Canadian Manufacturing the Manitoba port shipped more than 600,000 tonnes of grain this summer and fall, making it one of the better seasons in recent records. The company said now, they wanted to branch out into the business of hauling

oil to the port across the remote rail system that begins in Winnipeg and works its way northward. The line, which is built on permafrost, can do the job, Tweed suggested, but the plan has several detractors. Tweed pointed to the fact that warmer weather and better ice-breaking technology is allowing the shipping season to be extended and ships are now better equipped to navigate the icy waters in the port and beyond. So far, the Omnitrax plan has not received the support of the Manitoba government, which has said they felt the oil-hauling plan was too environmentally risky. They

also voiced some safety concerns. To ease the situation, company officials have been carrying out a series of meetings and consultations with area residents, and they postponed a scheduled October trial run of oil-carrying tanker cars. Tweed said grain hauling was the anchor product for the rail line, but they needed another anchor product, and he felt that hauling the sweet crude oil could be it. Critics of the plan have said the more risky product in terms of potential environmental damages, made it a no-go plan in their eyes. They state that if a spill occurred, it just couldn’t be cleaned up easily like the grain

spillages are cleaned. The fact the rail runs over permafrost is another major concern. There were three derailments at least during the recent shipping season. The Transportation Safety Board of Canada provided statistics that indicate there have been 63 accidents on this Hudson Bay rail line between 2003 and 2012 with all but 10 of them being derailments. It is expected that discussions will be ongoing between Omnitrax and the residents who are most affected by the shipping route since the prospects of additional jobs along with another product placement at the port will be included in the debate.

Brand inspection authority Richardson provides $300,000 transferred to livestock producers through special anniversary program In a recent announcement Lyle Stewart, Saskatchewan’s agriculture minister, stated that livestock industry organizations have formed a new corporation to deliver livestock brand inspection services in the province. Livestock Services of Saskatchewan (LSS) Corp., is the new non-profit corporation owned and operated by the five main livestock producer groups requiring inspection services. The groups governing LSS are the Saskatchewan Cattlemen’s Association, Saskatchewan Stock Growers Association, Saskatchewan Cattle Feeders Association, Saskatchewan Horse Federation and Livestock Marketers of Saskatchewan. The new LSS Corp. will work to provide more efficient brand inspection in the province. “The advisory committee was appointed to examine industry-led delivery options for brand inspection and has recommended this approach following thorough analysis

and consultation,” Stewart said. “This is an important service and as producers and industry are the primary users of brand inspection, it makes sense to transfer it to livestock organizations.” Livestock brand inspection services, which ensure animals offered for sale are rightfully owned and verified through a brand registry, have traditionally been provided in Saskatchewan through the Ministry of Agriculture’s livestock inspectors. This government role was unique; no other agricultural commodity purchased or sold in Saskatchewan has a government service verifying ownership. Both Alberta and British Columbia have industry-delivered livestock brand inspection. Manitoba has no brand inspection. “The livestock industry in Saskatchewan is a vital contributor to the economy and brand inspection is an important safeguard to all producers,” said Saskatchewan

Cattlemen’s Association chairman Mark Elford. “Livestock Services of Saskatchewan Corp., will be carrying on this important function on a go-forward basis, and our members are fully supportive of the new venture.” The provincial government will continue to be responsible for legislation governing livestock inspection. The authority to carry out the duties of the legislation was transferred to LSS Corp. on Jan. 1. Ministry staff responsible for livestock inspection services will move to the new organization. The government said they will continue working with LSS Corp. to ensure a smooth transition. “I would like to thank livestock industry representatives for their hard work on the advisory committee,” Stewart said. “We are committed to working with LSS on this transfer, and I am confident they will deliver effective, efficient brand inspection in Saskatchewan.”

New winter wheat group partner There is a new partner to add to the traditional team on the Prairies as Ducks Unlimited Canada got ready to unveil a new initiative dedicated solely to winter wheat. DU, has traditionally partnered with Bayer CropScience for the winter wheat program and this year they have welcomed Richardson International Limited as a new team member for the program called the Western Winter Wheat Initiative. The new team used the Western Canadian Crop Production Show in Saskatoon as its official kickoff site on Jan. 13. This kickoff included a new logo and materials and more educational components to help them promote the economic and environmental benefits of growing winter wheat.

In celebration of its 100th anniversary in 2013, Richardson Pioneer announced the recipients of the Richardson Pioneer Century Gifts Program in mid-November. This is a special donations project to commemorate the company’s milestone. Richardson will contribute a total of $300,000 to support one community project in each of the three Prairie provinces. The communities of Falher, Alta., Whitewood, Sask., and Minnedosa, Man., will each receive $100,000 towards a community project. Richardson Pioneer will help fund the renovation of the Falher Honey Capital Playground, the expansion and development of new baseball diamonds in Minnedosa and

the creation of a town water park in Whitewood, all in 2014. “We are very excited to make a difference in these three communities and help create a legacy that will benefit future generations,” said Curt Vossen, president and CEO of Richardson International. “It was great to see the tremendous interest in this program and the spirit and vitality of the communities that came through in the applications.” A total of 145 proposals were received from communities across Western Canada when the program was announced last spring. While the Richardson Pioneer Century Gifts Program was created to commemorate

An old and long-retired rusted workhorse of a truck has found a resting place in southeast Sask.

Major U.S. centre sinks funds into U of S co-op study The University of Saskatchewan’s Centre for the Study of Co-operatives has been awarded $100,000 from CHS Inc., the largest agricultural co-operative in the United States. The money is to be used to develop new courses for a graduate program focusing

on learning opportunities in co-operatives. The funds will help develop a collection of handson activities, including case studies, a case competition and problem-focused research projects that will tackle critical challenges facing co-operatives and

other sectors. The program will be offered through the JohnsonShoyama Graduate School of Public Policy (JSGS) and is part of CHS’s $2 million University Initiative on Cooperative Education. The U of S is the only Canadian university to receive the

funding from them. The work will be undertaken by a team that includes JSGS professors Murray Fultion and Dionne Pohler as well as the centre’s Audra Krueger. “Experiential learning provides students with opportunities to connect

Province challenges Quebec’s market restrictions Saskatchewan’s provincial government has launched a challenge to the government of Quebec where restrictions are currently in place that prevent the sale of certain margarines, coffee whiteners and dessert toppings in the Quebec market. The restrictions deny market opportunities for Western Canadian oilseed producers and processors, the provincial government said. Saskatchewan’s challenge was considered on Jan. 8 by a dispute resolution panel, established under the Fast becoming Saskatchewanʼs leading auction company

trade in Canada.” “Our government is committed to expanding both international and domestic market access for our producers,” Agriculture Minister Lyle Stewart said. “The Quebec market represents new growth opportunities for our Saskatchewan products, and we will stand up for our producers and processors to ensure they are not discriminated against by unfair trade rules.” “We are pleased that Saskatchewan, along with the other western provinces, is showing leadership in

tackling barriers to trade in Canada,” said Sean McPhee, president of the Vegetable Oil Industry of Canada. “Our members look forward to the time when vegetable oil-based alternatives to dairy products can be manufactured and sold in all parts of Canada.” In June of last year, the provincial government formally requested the establishment of a dispute resolution panel to determine if the restrictions by Quebec contravene the AIT. SaskCanola announces $8,000 in scholarships SaskCanola announced recently they are continuing their support of the Saskatchewan agriculture industry by awarding the Dr. Keith Downey Undergraduate Scholarships for the fourth consecutive year. “I am pleased to announce that four scholarships, each valued at $2,000, were awarded to the children of Saskatchewan canola producers,” said Catherine Folkersen, executive director of SaskCanola. “Young people should be excited about the agriculture industry, and these scholarships will help them further their studies.” The 2013 Downey Scholarship winners are Colton Allan of Davidson, Kelsey Richardson of Delisle, Iain MacDonald from Elrose and Laura Soucy of Arborfield.
