Exciting period to be in business By Jordan Baker editor@estevanmercury.ca For six years, Michel Cyrenne has had one of the best seats to experience the economic prosperity in the Energy City. Estevan has seen boom times for many years thanks to its resource-tapping industries, and the Chamber of Commerce executive director has been in centre field as the energy companies and others around the city have both reaped the benefits of the boom and dealt with the issues of growth and, at times, unstoppable success. Cyrenne recently announced his resignation from the Chamber and his plans to start anew at the Great Plains College in Swift Current. He finishes his post in Estevan at the end of July. Since he started at the Estevan Chamber of Commerce in April 2008, he reflected that it has been an exciting time to observe the Energy City business community. “It has been a great six years. It has been exciting to see the growth that has happened in Estevan. It’s a very business-oriented city and it’s a very entrepreneurial city,” Cyrenne said. “It has been one of the busier times in the city’s history and to have had the chance to do what I was doing during that time, it’s an experience that will always be with me.” As executive director of the Chamber, Cyrenne has been engulfed in the midst of Estevan’s entrepreneurs and executives, hearing not only of their successes but of their needs: for sound infrastructure across the city, for labour at all skill levels and for accommodation to house those new employees. He noted the issues businesses have been grappling with the most during his time in Estevan were labour and housing. The labour issue has been a difficult one for all industries and local companies that try to lure both skilled-labour workers and lower-skilled employees. “In every industry we need people. Throughout the entire time I’ve been here, SaskJobs postings have been somewhere between 800 and 1,200 people needed in the immediate area. With that, housing was the hurdle that had to be cleared in order to get that labour here.” It took some time for accommodation availability and quantity to catch up to the needs of businesses to have their employees live in the city. While there is still some work to do and housing remains perhaps the biggest issue in Estevan, much of the need has been filled by several years of new development. “A lot of our focus had been on attracting developers or attracting builders,” said Cyrenne, noting he looks back at the last few years of development as a success in rising to meet the demand. With three residential subdivisions currently underway in Estevan, there is an influx of housing up for sale and

residents new and old have options. They are now pushing to attract new business to the Energy City, specifically business that adds some diversification to the economic landscape with businesses in the retail and entertainment sectors. “Our ultimate goal was constantly to ensure job creation. It’s all about jobs at the end of the day. And that might lead to ways to try to diversify the economy, working with our business retention and expansion programs, where we’re meeting with businesses that are already in the community and trying to identify what would ensure they would remain in the community,” said Cyrenne. In that regard, the Chamber has been a lobbying voice for business at City Hall. In Estevan, that has largely meant ensuring the City maintains the infrastructure necessary to keep business flowing. “That has been a larger focus in the last three years,” he said. “Our focus is on local issues. Where we got the most feedback from the business community was predominantly infrastructure, roads primarily but infrastructure, in general.” Cyrenne noted they have also been advocating longterm planning at the City, and a five-year strategic plan is

Cyrenne came to Estevan via Eastend, where he worked for the Cypress Hills Regional Development Authority. “As far as the economic development side of it, the change from a rural place like that to a busy city like this was drastic. It was very much a slow pace where I was before, and the economy just picked up while I was here,” Cyrenne said of the adjustment to the Energy City. “The entire time I was here was a very busy time business wise. The oilpatch was going full bore, the power plant projects, both at Shand and Boundary Dam. A number of industries were doing very, very well. “It was exciting to see, to be working in an environment where you’re trying to attract business to a community and speak on behalf of business and be a player in the business community, it was a very exciting time to be a part of that. We were never bored,” said Cyrenne.

There are always things to do I’m not entirely sure what it was, but taxidermy rubbed me the wrong way for the longest time. I knew it was an art form, but what I disliked the most was the fact that taxidermists killed animals, restored them, and slapped them on a wall as if they were Xbox Achievements - a list of digital accomplishments every Xbox game comes with nowadays, sorry, first thing that popped into my head. This WAS how I perceived taxidermists, that is until, I went to the Estevan Art Gallery and Museum the other day and listened in on Cassandra Bird’s presentation on this unique art of restoration. Yes, I was there covering it for the newspaper, but regardless, I was invested, and I’m glad I was there. She doesn’t kill animals. I learned that fairly quickly. Roadkill for the most part is the source of her material, and going from tomato paste on the pavement, to fully restored badger standing tall and proud takes a painstaking six months. Bird’s stories were fascinating. In lovely detail, she talked about the process of skinning the deceased animals and then stuff-

Writing Prevents That Sinking Feeling ing them, she explained how bones can tell you stories about a dead animal. A deformed antler on a deer, for example, likely means it had a broken bone at some point in its life, which required the vast amounts of calcium in its antlers to travel down to the wounded area and make repairs. That is cool. How lucky we are, to have an art gallery/museum in this city. There’s an emphasis on the art’s here that we should all be very proud of, sure you can’t tell right away from all the dust in your eyes and all the brown and grey colours consuming your vision, but it’s there. From the Souris Valley Theatre, to the EAGM, there are fascinating things to see in Estevan. As a reporter, I find myself very lucky

attending some of these events, but if my job was in another field, I would still do my utmost to make sure I was there. Worthwhile experiences also extend beyond the arts, and can be found in other forms of culture. I recently took part in an Iftar at the Islamic Centre on 12th Avenue, which are social gatherings within the muslim community during the month of Ramadan. I was once again covering it for the paper, but discovered they encourage anyone to come and share the experience with them. I ate some of their food, chatted with them about this special month, which emphasizes togetherness and peace, concepts many in the world don’t associate with their community as a result of a negative perception that has engulfed their culture. I learned a lot over the past week, keep in mind however, these are things you can learn too, and these are experiences that can be found down the street from your house. Estevan is small, yes, but one cannot say there’s nothing to do. Broaden your horizons, because knowledge is power, and the Energy City is full of it.

Nature still controls our crops If there is one thing I can recall from my youth it is the way Dad and Grandpa watched the skies. They listened to every weather forecast they could on the radio, or the one television channel we had back then (yes I am old enough to recall a one station world, and in black and white to boot). As farmers they realized the biggest influence on a crop was weather. As a result, when a farmer stopped at the local elevator and headed to the little office adjacent to the elevator, the coffee thick and the smoke from pipes and cigarettes in the air, the chug of the old power source in the basement like some primal heartbeat of the beast, weather was the primary topic. Sure the assembled farmers would likely get around to talking Roughriders in the summer, marveling at the efforts of Ron Lancaster and George Reed, and hockey in the winter, when players such as Gordie Howe and Bobby Hull were heroes, but weather always came first. Today the technology of farming is far ahead of those days. Crop varieties have changed, machinery is near sci-fi by comparison to a disc seeder, and, of course, the way crop nutrients are applied and crop protection products used, farmers

Calvin Daniels Trader Agriculture Columnist have a greater level of control over productivity today. But that level still pales when compared to what weather means to production. In 2013 everything weather wise seemed to align perfectly across most of the Canadian Prairies, and coupled with the agronomic advances of farming, a record crop was produced. This year we see the exact opposite in terms of the impact weather can have. Spring was slow to arrive and farmers were pushed to the last minute to even get the crop seeded. In many cases along the eastern side of Saskatchewan and into western Manitoba many farmers probably wish the crop had never been planted. The rains that struck at the end of June flooded thousands of acres of crop, much of it with zero chance of recovering to the point of being harvested in the fall. Heavy rain fell across much of eastern Saskatchewan and Manitoba during the Canada Day weekend, dropping anywhere

from 160 mm up to 260 mm in the hardest hit areas. In such cases, farmers lose the seed, fertilizer, and in many cases an application of herbicide, the money invested washed away. I have seen industry estimates suggesting at least three million acres in Saskatchewan and Manitoba, and possibly as many as six million acres, will not produce a crop this year. The numbers include two million, which went unseeded, and another million or so that are assumed to be lost completely after recent rains. There is very little good news to glean from the situation, although some farmers in the affected areas are likely to have drop carryover from last year’s bumper crop to facilitate some cash flow this fall. But no amount of carryover can deal with the massive loss, and even crop insurance will be hard pressed to deal with such widespread and massive losses. The situation is one where government is likely to have to add to the funding to help farmers deal with the floods, just as Provincial Disaster Assistance Program (PDAP) does for home and business owners.


Kipling Emergency Department to re-open August 18 Inpatient and 24-hour emergency services at Kipling Memorial Health Centre will resume at 7 a.m. on Aug. 18. Until that time, emergency services will be provided from 7 a.m. to 7 p.m. only, due to a shortage of nursing staff. “This is a longer period of time than we originally understood the facility would be short-staffed,” said Marga Cugnet, CEO, Sun Country Health Region. “At the end of June, we believed the short staffing would last until July 9. We apologize for this inconvenience to the people of Kipling and area.” Anyone looking for more health care information during the hours the emergency department is closed can call 811 for Healthline, or search on Healthonline at http://www.

health.gov.sk.ca/healthline-online. Cugnet encourages people to go to Moosomin Integrated Health Centre, Broadview Union Hospital, or Arcola Health Centre if you’re travelling to an emergency department. That will allow you to find emergency services as soon as possible,” she said. If Kipling’s Memorial Health Centre’s services re-open before Aug. 18, Sun Country Health Region will advise the public “immediately,” said Cugnet. “Sun Country Health Region is working diligently to find additional nursing staff. If we can re-open these services sooner than August 18, we will advise the public immediately.”

BoC downgrades Canadian economy, keeps stimulative 1% interest rate in place “The recovery in exports over the projection horizon will continue to be drawn out,” it said. “The expected strong growth in energy exports and the return of growth to non-energy exports (such as manufacturing) will not be sufficient to fill the shortfall left by the weak performance of non-energy exports relative to foreign activity since the end of 2011. One positive in the bank’s report is that it expects Canada’s housing market to ease toward a soft landing, and that household finances will stabilize. However, it still warns house-

holds remain vulnerable to adverse shocks due to the current high level of debt and elevated home prices. *** Chorus of competing cheers and jeers for Rob Ford in Toronto mayoral debate TORONTO - Rob Ford was both cheered and jeered as he took part Tuesday night in his first mayoral debate since returning to office after a two-month stint in rehab. The controversial mayor of Toronto, who recently got help for substance abuse issues, arrived to duelling groups of demonstrators — one calling for his resig-

nation, the other calling for him to have a second term in office. Those competing voices were heard every time the mayor spoke through the night, as the crowd taking in the debate voiced both support and antipathy for Ford. “I have proven in the last 14 years in government that I’ve watched every single one of your tax dollars,” said the mayor to a chorus of cheers and boos. “I have created jobs, I have worked with youth, nobody’s worked with youth closer than I have...folks, my record speaks for itself. It’s a record of success, success,

success.” Ever since returning from rehab, the mayor of Canada’s largest city has said he can’t guarantee he won’t relapse, but has asked supporters to trust him as he runs for another term. Ford has also insisted that campaigning for the Oct. 27 municipal election won’t compromise his recovery. Despite Ford’s backtracking on his assurances in the past, a significant portion of the crowd gathered for the debate in east-end Toronto appeared prepared to put their faith in him once more. anticipated in April,” the bank said. “Closing the output gap over the time frame described above is reliant on continued stimulative monetary policy and hinges critically on stronger exports and business investment.” Another key change from April is that Bank of Canada governor Stephen Poloz does not appear to be as worried about the risk of super-low inflation, acknowledging that consumers prices have risen faster and higher than it anticipated. But the bank remains convinced that the recent pick-up to 2.3 per cent, slightly above target, is driven by temporary factors, specifically a bump in oil prices, pass-through from the stronger loonie, and heightened competition within Canada’s retail sector. Its forecast for inflation to hover around two per cent for the next two and a half years, and for core underlying inflationary pressures to remain below the two per cent target until 2016. While the bank remains upbeat about the future, it is forthcoming about the soft spots in the Canadian economic landscape, particularly on the jobs front. It points out that the economy has only managed to eke out about 6,000 jobs a month over the past year, but that the record is actually worse than even that modest number suggests. If not for tens of thousands of Canadians dropping out of the work force, the unemployment rate would be higher than the current 7.1 per cent. There are about 100,000 fewer people in the prime 25-54 years work-age currently employed or looking for work today than there were six months ago, the bank noted. “Continuing labour market slack is also reflected in subdued increases in wages,” it added. The outlook for exports and business investment, which the bank sees as connected, is also not strong, it said.

National OTTAWA - The Bank of Canada says the economy is not doing as well as expected and will likely need stimulative monetary policy to stay in place for longer than previously thought to create the conditions for a sustainable recovery. In a mostly dovish monetary policy report, the bank’s governing council kept in place Wednesday the one per cent trendsetting interest rate that is responsible for some of the lowest borrowing costs in memory. The rate has remained unchanged for almost four years. But it is the downgrading of expectations for the economy that is likely to catch the markets’ attention. The bank cut its April projections for global growth this year by four-tenths of a point to 2.9 per cent and for the U.S. — Canada’s most important foreign market — by more than a full point to 1.6 per cent. The effect on Canada was less dramatic, but still significant. Economic growth projections for 2014 and 2015 were trimmed by one-tenth of a point — to 2.2 and 2.4 per cent respectively. As well, the bank set further back to mid-2016 the target date for the economy to return to full capacity, suggesting that whatever timeframe markets had for the next interest rate hike, it is likely now to occur three months later. The key reasons for the downgrade, said the bank, is that the world and particularly U.S. had an “abrupt slowing” at the start of this year — the American economy actually shrank by an eye-popping 2.9 per cent — and while growth has resumed, the bounce-back is not sufficient to make up for what has been lost. For Canada, that will further delay the expected pickup in exports and business investment the bank had been counting on to put economy on a sustainable growth path. “Consequently, the economy is expected to reach full capacity around mid-2016, a little later than

4-H quality animals on display, steers fetch record-setting prices at auction By Norm Park For Agri News

The support for the 4-H program among Estevan and area businesses remains stronger than ever, as evidenced by the results of this year’s Rotary 4-H Regional Show and Sale conducted on July 8 in the Estevan Exhibition show ring. A total of 29 showready steers brought to the annual auction by members of four regional 4-H clubs sold for an average of $4.90 per pound. “The quality was definitely up there,” said Brian Mack, of Mack Auction Services who volunteered their services for the sale along with several other 4-H supporters and volunteers. “The Rotarians helped us with the paperwork and we are very fortunate to have a community like this support the program. They realize the importance of the 4-H program and are willing to support it,” Mack added. This year’s 1,277 pound champion steer, owned and shown by Carlee Ross of the Outram-Madigan 4-H Beef Club, fetched a very strong $5.75 per pound final bid from purchaser Allan Kendall as the first animal up and into the show ring on a pleasant summer evening. Emily Geisel’s reserve champion steer, checking in at 1,305 pounds drew no less than $7.50 per pound as more than a few bidders eagerly entered the bidding fray

Emily Geisel’s reserve champion steer attracted a top bid of $7.50 a pound at the annual Rotary 4-H Auction that followed the 4-H regional show and awards event at the Estevan Exhibition grounds on July 15. Emily is a member of the Benson 4-H Beef Club. which was eventually won by Gilliss Casings Services Inc. Emily is a member of the Benson 4-H Beef Club. Last year, the champion steer owned by Mason Mack of the Benson club drew a high bid of $6 while the reserve champion owned by Edwin Hookenson of the Browning club earned $4.25 in the auction ring. Last year the auction featured a total of 50 steers with an average price of $3.10 per pound. Prior to the sale, the four 4-H clubs held their annual Achievement Days on the exhibition grounds, starting with Benson’s on

July 6 followed by Browning, Outram-Madigan and Crossroads of Stoughton. On July 8, the four clubs combined for a southeast regional show which was followed by award presentations and then the highlight auction action. There were several awards handed out to 4-H members as young as seven and as old as 19 or 20 along with a few scholarships. Beginning with the youngest 4-H members, the Cloverbuds, the individual award presentations began with their efforts as Brody Walter, Lindsay Mack, Bren-

den Lischka, Kade Phillips, Kyra Dreidger and Sasha Mantei were brought forward for special recognition. The grand champion female award was then presented to Nigel Mack while the reserve champion female award was claimed by Carson Petterson. The champion and reserve champion yearling heifer awards went to Carson Petterson and Keara Christensen respectively. Moving into the continuation female awards, the championship title was claimed by Nigel Mack while Emily Geisel picked up the reserve title. The grand champion, and reserve champion beef steers, as noted above, were owned by Carlee and Emily. The team grooming award was won by the Outram-Madigan 4-H Beef Club while the junior, intermedi-

ate and senior judging titles went to Nigel, Dylan Breault and Katelynn Tedford. The junior showmanship award was claimed by Carlee while Tess Brokenshire claimed that title in the intermediate category and Shelby King took the senior title. The overall top showmanship award was claimed by Carlee who later entered the winner’s circle again to accept the Lord of the Ring junior stock show scholarship of $500 from Cecil Mantei and Rodney Dukart. The 4-H motto award went to Kade Phillips while the best kept stalls belonged to the Benson 4-H Beef Club. Emiliy Craig captured the District 1 Outstanding Achievement Award and the Estevan Exhibition Scholarship went to Alaua Gress.

Crops under water will not be saved

According to information received by the provincial Ministry of Agriculture from Saskatchewan producers, as much as 10 per cent of this year’s crop is beyond salvation due to excessive water in the fields. Between two and three million acres have been compromised by this summer’s floods, said provincial crop reporters and specialists. Warmer and dryer conditions returned to the province this past week,

but the improvements came too late for many, especially those attempting to raise crops in the east-central and southeast regions. Shannon Friesen, crop specialist with Saskatchewan Agriculture, noted that once crops had been sitting under water for more than a week, the prospects of having any redeemable product, were very slim. Crop yields, for those plants that did survive the flood onslaught, are probably reduced in quality, but the crop specialists were

reserving the final judgment on that situation for a few more weeks so they could observe the recovery process more carefully. Over in Manitoba, the news isn’t any better, in fact it could be worse with as many as four million acres being taken out of the production mix this summer due to the floods. While farmers wait for the recovery in their fields, they must also contend with the traditional enemies such as hail, pests and crop diseases.

Repayment deadline extended six months Cash for seed growers Farmers who have not been able to sell and move their crops due to the rail transportation issues will now have more time to repay their 2013 cash advances. Agriculture and AgriFood Canada made the announcement on July 10 as reported in the Regina Leader-Post. Producers will be extended a six-month stay of default on the repayment of advances made under the Advance Payments Program (APP) to producers who received an advance on their 2013 crops through the Canadian Canola Growers Association (CCGA). The stay of default,

which extends the repayment deadline from Sept. 30 to March 31, 2015, was granted at the request of the CCGA. Producers will have the option to repay any cash advances without penalty. “This extra time will give producers a bit of breathing room to sell their 2013 crop and meet their financial obligations,” said Agriculture Minister Gerry Ritz.“This six-month extension will be extremely helpful in alleviating the financial strain that many farmers across the west are facing today,” said Brett Halstead, president of the CCGA. Norm Hall, president

of the Agricultural Producers Association of Saskatchewan, added that the recent flooding in eastern Saskatchewan and western Manitoba makes the stay of default even more urgently needed by producers in those areas. “Now with the floods, it will be awhile before they can get to their bins and even go down the road,” he said. Last year’s crop of 76 million tonnes, was 30 per cent higher than average which, when combined with severe winter weather and a change in rail transportation priorities to oil, put significant pressure on Western Canada’s grain handling system.

The Canadian Seed Growers Association is receiving $836,000 from the federal government to develop a rapid data management system for seed crop certification. The announcement was made by Agriculture and Agri-Food Canada on July 9. A new data management process is being developed in concert with the Canadian Food Inspection Agency and it will replace

the previous paper-based system, allowing licensed seed crop inspectors to submit reports electronically, often straight from the field which will save time and money. This process ensures continued production of high-quality variety-specific seed and provides assurance that seeds are produced, inspected and graded in accordance with established standards, AAFC said.

The Canadian Seed Growers Association spokesman Dale Adolphe, said “We’re committed to alternative service delivery for seed crop inspection in Canada, while maintaining the integrity and reputation Canada has developed with certified seed.” The money was awarded as part of the AAFC’s Agrimarketing Program, the five-year $341 million initiative under the Growing Forward 2 banner.

Breakthrough A formal agreement between Canadian and Chinese officials on June 17 provides access for Canadian bone-in beef from animals under 30 months of age, as well as access for live cattle. “The expanded market access we agreed to today will ensure our agriculture producers and processors are competitive in the lucrative Chinese market,” said Gerry Ritz, Canada’s Minister of Agriculture and Agri-Food. A full implementation of bone-in beef access for animals under 30 months, will grow the total Chinese market for Canadian beef to nearly $240 million annually, according to industry officials. Since 2003, China has emerged as Canada’s second largest trading partner, accounting for over $5.6 billion in Canadian agrifood and seafood exports in 2013. Beef exports to mainland China took off in 2013, reaching 6,000 tonnes

valued at $25 million, up from 1,500 tonnes valued at $5.4 million in 2012. Growth in Chinese beef consumption is expected to be supplied by imports over the next three to five years. “We deem China to be a coveted destination of choice. We will increasingly leverage our global brand to solidify loyalty and demand for Canadian beef,” said Rob Meijer, president, Canada Beef. “We need to ensure we can provide consistent supply to meet the growing demand in this market and strengthen trust for the Canadian beef brand across the market through to consumers.” During the visit Canada Beef made presentations to select groups of Chinese market influencers, focusing on the emotional and technical aspects of the Canadian beef advantage to increase long term value of Canadian beef and veal in the market.

Deal with Korea earns praise. Both the Canadian Cattlemen’s Association and the Canola Council of Canada applauded a recent move made within the federal government toward implementing a free trade agreement with Korea. Dan Darling, vice-president of the CCA, said Canada’s efforts to have the FTA implemented in a timely fashion will avoid the U.S. gaining another year’s tariff reduction ahead of Canada. “It is critical for the Canadian beef sector that the agreement be implemented by January 1 or earlier so that we can keep pace with our U.S. and Australian competitors,” Darling said. Under the terms of the agreement, the 40 per cent Korean tariff on fresh and frozen beef will be fully eliminated in 15 equal annual steps and the 18 per cent tariff on offals will be fully eliminated in 11 equal annual steps.

The signing brings improved market access for Canadian canola one step closer too, said Canola Council spokeswoman and president, Patti Miller. The agreement from the Canola Council’s perspective includes the elimination of the 10 per cent tariff that Korea currently applies to canola seed and tariffs on crude and refined oil. This will allow canola to have access equal to other oilseeds and oilseed products and will mean increased demand for Canadian canola. “Expanding market access is a key priority in our new strategic plan, Keep it Coming, 2025,” said Miller. With 90 per cent of canola exported as seed, oil or meal, improving market access is important for the canola industry to earn the most returns from international markets.

weeks ago. The CBC has quoted a police source as saying Garland and Alvin Liknes had a dispute over a patent for a gas device. Court documents show Garland has a criminal record and mental issues. In 2000, he was sentenced to 39 months for making amphetamines at his parents’ farm. Before he

went to prison, he jumped bail and lived for several years in Vancouver using the identity of a dead person. The Parole Board of Canada gave him accelerated release after six months, noting in its decision that Garland’s prior criminal record consisted of various property offences over the course of 20 years.

His mental health played a role in the crimes, the board said, but a psychologist determined that Garland had “little violence potential to others.’’ It ordered a psychologist and psychiatrist to closely monitor him during his release. Garland’s next court appearance is scheduled for Wednesday.
