But there was progress seen among the many setbacks. As current Reeve Stan Lainton pointed out during his address to ratepayers and guests at the 100th anniversary celebration in Hirsch last Saturday, “Can you even imagine setting a budget for this RM in the 1930s? Setting rates on land that was blown away?” But that was then, and

infrastructure items. There are over 325 miles of grid roads to maintain and more to build. They need to be graded constantly and as Souris-Moose Mountain MP Ed Komarnicki noted at the celebration, there are times, like during the floods, when the roads have to be cut into to allow for drainage and then rebuilt along with the other roads that were swamped. There are rodent populations like muskrats to control so they won’t compromise the integrity of the grid system

Lainton, who has served on the council for 17 years, 14 of them as reeve, said the equipment and personnel bank has grown in concert with the needs placed upon the RM and those needs continued to grow. To serve those needs, they now can call upon four computer-aided graders, two tractors, a number of mowers and a new garage

keep Coalfields as a dominant agriculture domain, but there are continual pressures to welcome smaller farming units, hobby farms and light residential developments, along with the larger corporate type farms, which means council has to struggle with maintaining a fair balance of wants and needs among the ratepayers they serve. Outdoor concerts can make for incredible venues, but it’s always interesting when the elements are added to the equation of an otherwise simple formula. It’s just like the saying about how trailer parks have some sort of magnetic connection to attract tornados. Outdoor concerts have their own weather problems. They just don’t happen without a little bit of rain and lightning. Concerts aren’t the only events that taunt Mother Nature enough that she bites back. All outdoor festivals seem to suffer from some kind of perennial weather disaster. A friend of mine in Whitby attended the city’s Ribfest last weekend, but when he told me he was going, he also mentioned that 17 people were injured by lightning strikes at the event the year before. But that’s OK. It’s the summertime, and we’re willing to put up with a little wind, hail and the odd lightning strike as long as we can enjoy our outdoor pastimes. The Craven Country Jamboree is something I learned about after moving to Saskatchewan a few years ago. I have yet to attend for a number of reasons, but the way everyone talks about it, it seems that the poor saps who attend that festival are

Jordan Baker Thoughts From My Fingers destined for disaster every year. This year, the festival held last weekend, was certainly no exception. It rained, there was a lot of mud and everyone had to listen to country music. I think Dante wrote about that in Inferno. As a lover of live music, I wouldn’t go through that for a country festival, but to each his own. I would risk lightning, mud and flash floods to attend a Coheed and Cambria concert. There is a man from The Howard Stern Show who loves that band so much he reportedly attends their shows with an adult diaper so he doesn’t have to leave the show to hit up the washroom midway through the set. I get it. I would be forever unhappy if I missed the band tear through Everything Evil. However, I am not willing to ever wear

a diaper. I have complete control over my movements so that shouldn’t be a concern of mine. I might even sit through a country music concert just to see Coheed play. I would do the same to see any of Maynard James Keenan’s bands, whether it’s Tool, Puscifer or even A Perfect Circle. Next on the agenda of local outdoor concerts is the Regina Folk Festival in August. With Feist attending this year, I would sit in a puddle to see her play a set. I would lie in the mud with my Sunday best just to feel the bass line send quakes through the ground. The Estevan Art Gallery and Museum recently celebrated 35 years in the community with an outdoor concert, and as predictable as could be, it rained. With the musicians and audience safely tented it wasn’t a big problem, but I would have hung around even if we were all exposed to the dreary evening. Nine Inch Nails, Modest Mouse and Black Rebel Motorcycle Club might even be better shows in the muck and the mire. Sometimes that horrible weather sets a great mood and just adds to the show. It’s all about how you look at these situations. Convince yourself you’re going to have a good time and nothing will stop that from happening.

Thinking outside the box to feed livestock

The world is changing, and we all know that. One of the biggest changes is going to be in the area of food production. A growing population will demand more food. It is something farmers have been banking on for years. That food will increase in value in the face of population growth, and that farming will become profitable on a continuing basis. That is the positive side of the scenario for farming. There is a negative side too though. There will be growing pressure long term to have grain production going to feed people and not animals. We might love our beefsteaks in the summertime, but it takes a lot of grain in a feedlot situation to produce that steak. We love bacon. There is a growing realization bacon makes virtually everything better. But again there are literally bushels of wheat and barley or corn going into finishing a hog. It’s the same thing for a feed of fried chicken or a Christmas turkey. By contrast, the land growing the grain for livestock could be producing lentils as a high protein source for humans. The livestock sector is going to have to look to alternatives, partly to offset the perception of consuming valuable grain resources better targeted to human consumption, and to lower their production costs in the face of higher grain prices. There are, of course, some obvious alternatives. There are thousands of acres of mar-

Calvin Daniels Trader Agriculture Columnist ginal land simply not suited to grain production, which will still grow hay and pasture land to allow grass finishing of beef. And there are protein sources, such as the meal left once oil is extracted from canola seed, which can go into livestock feeds because at present they have limited human consumption usage — although I will surmise that too will change as technology finds ways to make the meal consumable. All that said, livestock producers need to look for new protein sources to remain viable long term. Flash forward to a recent story out of Europe that might seem a touch sci-fi creepy but actually makes quite logical sense once you get past the ‘ewww’ factor. The Reuters story out of Paris, which appeared online at www.producer.com detailed that a French start-up company Ynsect “has identified a cheap, nourishing and locally sourced alternative to soybeans as a source of protein in animal feed.” Jean-Gabriel Levon, co-founder of Ynsect, said seeking out new protein sources are economically a wise business decision for his company as new sources are essential in a market where costs are set to climb.

“The company, which has around 10 rivals globally, is raising funds to build the first European insect meal production unit by 2014-15. One well-heated part of the plant would breed insects and the other would crush them into powder,” stated the story. “It aims to focus on using flies and beetles”, and Levon says a great advantage is that they can eat just about anything, such as human food leftovers. “Once crushed, co-products such as shells can be used in the pharmaceutical sector for cosmetics and wastewater treatments.” I personally can recall missionaries stopping at the Yorkton This Week office once, and during the interview offered up barbecue flavoured grasshoppers, something they said in many countries is a low cost, readily available, protein source for people. Taste wise they tasted like the flavouring, with a definite crunch. I wouldn’t say they’d replace potato chips anytime soon here, but they are protein rich. Given that many bugs would be easily raised feeding off what we already deem as waste, converting that waste via the bugs to protein for livestock is actually a rather forward thinking idea. It could not only lower feed costs, where the protein source is the lion’s share of feed costs, but it could also be a way of biologically dealing with growing mounds of some waste materials. That sounds like a win-win situation that could meet a definite future need for society and agriculture.

Founder of environmental group running on high seas National TORONTO - He’s been sailing the world’s oceans for a year to avoid arrest, has been forced to become an observer at one of his most cherished campaigns and hasn’t held his young granddaughter since she was a newborn. But the Canadian founder of the radical environmental group Sea Shepherd remains as self-assured as ever. “I intend to weather it out no matter what the consequences are. Whether they apprehend me or not, Sea Shepherd’s campaigns will continue to go on,” Paul Watson tells The Canadian Press in a phone interview from a ship on the Southern Ocean. The 62-year-old — whose exact location remains a closely guarded secret — maintains he’s being unjustly hunted down by Japan and Costa Rica, who’ve laid charges that form the basis of two Interpol arrest alerts against him. “If I get sent to Costa Rica … it’s just a conduit to Japan,” says Watson, who has disrupted the Asian country’s whale hunts for years and now believes he’s been made a target. “I find it completely reprehensible that

that’s the way the judicial system has come down.” *** HIGH RIVER, Alta. - The Alberta government says it will pay to help flood victims rebuild outside flood zones or protect their homes from future floods, but it warns the offer won’t be the same the next time rivers rise. The province announced on Sunday that it would provide funding from its disaster recovery program for homeowners to rebuild or relocate to new locations outside flood risk areas. There will also be funding available through the same program to protect buildings within a flood fringe area with infrastructure such as berms, or by raising a house. But the government says homeowners in a flood fringe who do not implement mitigation measures to protect against a one-in-100-year flood will not be eligible for the same assistance if there’s another flood. Premier Alison Redford has already announced an initial $1 billion to kick-start recovery from devastating floods that hit the province last month. The government says it will introduce

U-

legislation this fall to forbid municipalities from approving new developments in floodways, and it says anyone whose property is in a floodway will have it noted on their land title. International SEOUL, South Korea - Asiana announced Monday that it will sue a San Francisco TV station that it said damaged the airline’s reputation by using bogus and racially offensive names for four pilots on a plane that crashed earlier this month in San Francisco. An anchor for KTVU-TV read the names on the air Friday and then apologized after

a break. The report was accompanied by a graphic with the phoney names listed alongside a photo of the burned-out plane that had crashed at San Francisco InternationalAirport on July 6, killing three and injuring dozens. Video of the report has spread widely across the Internet since it was broadcast. The National Transportation Safety Board has also apologized, saying a summer intern erroneously confirmed the names of the flight crew. Asiana has decided to sue KTVU-TV to “strongly respond to its racially discriminatory report” that disparaged Asians, Asiana spokeswoman Lee Hyomin said. She said the airline will likely file suit in U.S. courts.

Constituency changes to be seen in southeast The provincial constituency boundaries are being redrawn as Saskatchewan’s Legislative Assembly is adding three constituencies to satisfy the growing population. The previous boundaries, set in 2002, were made for 58 constituencies, but for the next provincial election in late 2015 or early 2016, 61 MLAs will be elected to the legislature. Every 10 years the boundaries are reconsidered and revised to reflect the changes in population in each pocket of the province. As the population swells in this part of the province the geographical footprint of the constituency will continue to decrease. The population quotient number for each constituency is 13,059. Boundaries are realigned to keep each constituency as close to that figure as possible. Last September, the Saskatchewan Constituency Boundaries Commission was in Estevan for local consultations at the courthouse regarding the proposed changes to electoral boundaries. A pair

The western boundaries for the provincial constituency for Estevan will move east as the Town of Radville and Villages of Lake Alma and Beaubier will be removed from the constituency and added to Weyburn-Big Muddy. of local delegates made submissions at that time requesting there be no changes to the constituency, particularly where the eastern boundary was concerned. It seems those wishes have been

granted as the coming changes involve redrawn boundaries only to the western border of the Estevan constituency. Currently, the Town of Radville and villages of Beaubier and Lake Alma are

part of the Estevan constituency and their residents vote for the Estevan MLA. For the next provincial election, those communities will be part of the Weyburn-Big Muddy constituency. The Estevan constituency will now reach west a little farther than Oungre, while maintaining its boundaries north to Halbrite and Benson, and southeast to North Portal. The boundaries around Benson will remain unchanged. Frobisher will also remain in the Cannington Constituency, though the initial proposal had the village moving into Estevan’s. The province passed a bill in May approving the boundary changes and the addition of three new constituencies. Two new constituencies will be added within Saskatoon while one will be added in Regina. Only two constituencies will see no changes to their borders, Athabasca and Cumberland in the northern part of the province.
